Waste clay ponds are a necessary part of phosphate rock beneficiation. They are large, averaging 2.6 km2 (1 sq mile). They are unsightly in that they protrude 6 to 15 m (20 to 50 ft) above natural grade. Stabilization and reclamation is slow and they have had a history of catastrophic failure. Florida has never published a specific rule regarding the configuration or height of these ponds. But it has enforced several policies along these lines. The phosphate industry has been forced to make major monetary decisions that affect mine economics for decades. The Florida Bureau of Mine Reclamation believes that the direction of regulation has been solidified but changes are still anticipated. Phosphate rock has been mined in Florida since 1890 (Fig. 1). Three notable technological changes occurred in the industry that led to major shifts in mining technique and volume. By about 1915, hydraulic mining had been replaced by centralized washers. Hydraulic mines usually started at an outcrop in or adjacent to a stream of the pebble zone. Water was pumped out of the stream through high-pressure monitors and sand and clay were washed away from the pebble. Mobile grizzlies and screens were used in conjunction with animal and human labor to concentrate the pebble and haul it away. Populations were sparse and the clays washed into the stream were considered an acceptable price for the commerce. The clays were not voluminous because the pebble zone typically contained relatively small amounts of them. Machines largely replaced animals by 1910 and provided greater efficiency of production. Centralized washers replaced mobile trommels. They allowed greater ease of access to shipping routes by rail. Some clays were placed in mine cuts from 1915 to 1930. Some were dammed off to increase the capacity of a given site. Some of these also failed, leading to clay plumes that were visible all the way to the Gulf of Mexico. By concentrating the waste clays (slimes) in impoundments, the solids concentration had increased, making plumes persistent for long distances. There were complaints. But there was no litigation against the companies during that time. In 1930, flotation technology allowed the recovery of the phosphate from deeper zones. This was because the "concentrate" size phosphate rock was in the sand-size range and could not be screened out. Centralized beneficiation plants grew into a three-step process - washing and screening, feed preparation and flotation (Fig. 2). Reagent storage, safety and the flotation cell complex made the plants into large capital installations. Larger draglines were required to dig deeper into the matrix. These had dramatically larger production capacities, which were then figured into the overall material balance for a given plant. The number of operators shrank and the production per operator grew. Larger areas were being bermed off for waste clay storage. An economic incentive became apparent for storing as much waste clay as possible in each settling area. At the same time, the population was steadily growing and more eyes were watching the activities of the phosphate mines. The title of my talk today might lead you to two logical conclusions: The industry is faced with a problem that requires a solution and after discussing the problem I will offer a solution. The first conclusion is painfully accurate. One need only look at the accident statistics to be aware of the problem. During the eight-year period 1954 through 1962, the United States Bureau of Mines reports that falls of rock and coal accounted for 1,435 of the 2,516 fatal injuries that occurred in underground bituminous coal mines. Some improvement was made during 1962. For the first time since records have been kept, falls of rock and coal accounted for less than 50 per cent of the underground fatal injuries. The 105 deaths recorded in 1962 indicate that a great amount of work remains to be done in this area. As to the second conclusion, let me assure you at the outset that I have no panacean solution; however, I do propose to discuss some aspects of the problem and some possible methods of solution. What methods of solution are now, or have been employed in attempting to solve the problem? More specifically, what methods have you and your associates used? Has it been an orderly well thought out approach to the entire problem, or has it been a somewhat piecemeal approach which tackled the immediate problem and left the total problem for another day? Perhaps a new approach may be in order.

In 1982, the result of a 3-year study was published as "A Guide to the Understanding of Ore Reserve Estimation". The principal conclusions were that computation formed only part, and perhaps not the most important part, of an estimate and that the estimate should recognize that geological, mining engineering and metallurgical judgements formed an essential part of the eventual result. Subsequent expectation/realization studies of several mines have produced case histories which form the principal basis of the paper. These imply that geology is even a larger factor than thought earlier.

This paper addresses the impact of declining world rutile resources upon the production of titanium products and their asso¬ciated costs. Titanium is used primarily for the production of pigments; in its metal form it is considered a strategic and critical material to the U.S. defense and aerospace industries. There are two major mineral sources for titanium: ilmenite and rutile. Both these mineral types can be used to produce titanium pigments. Only high grade titanium concentrates, such as rutile, high-grade ilmenite, and synthetic rutile (which is produced through further processing of ilmenite), can be used in the production of titanium metal. This paper draws upon the data and analyses of a recent Bureau of Mines Minerals Availability Program appraisal that evaluated the international availability of titanium from market economy countries. The paper will show that production from economic rutile mines will decline sometime after the turn of the century and that rutile shortages could be alleviated by production from other high-grade titanium resources such as higher cost rutile deposits and anatase deposits, or through an increase in world synthetic rutile capacity.

The Jordan Phosphate Mines Company is one of the world's major phosphate rock and phosphatic fertilizers producers (the second largest phosphate rock exporter), with ore reserves exceeding 2 billion tonnes, mainly located in the Eshidiya area. The Eshidiya phosphate deposits, 120 km north-east of Aqaba, are of sedimentary origin (as are all phosphate ore in Jordan). Three exploitable beds (Al, A2, and A3) with variable content of P205, CaO, SiO2, etc., are processed in order to produce 68-70,73-75, and 75-77% TCP grades. The A3 bed, which is characterized as the most siliceous containing 40-48% TCP, requires physical beneficiation using wet scrubbing, screening, and desliming by hydrocylone, followed by anionic conventional flotation to achieve 75- 77% TCP grade. For the last 15 years extensive laboratory and pilot tests (including physical, chemical, and mineralogical studies) were carried out. After operating the industrial plant, certain modifications were deemed necessary to adjust the operational parameters and the final flowsheet, which was followed to obtain the targeted quantity and quality of concentrate.

The importance of mineralogical and chemical characterization of fine particles in the fields of mineral and metallurgical processing is discussed. Emphasis is placed on electron beam analysis techniques including electron diffraction and energy dispersive analysis with special reference to the scanning trans- mission electron microscope. The correct choice of instrument depending upon particle size, composition and nature of sample is stressed and the analytica1 capabilities of different types of instruments are evaluated. Recent applications of electron beam equipment to processing problems are presented and the paper concludes with a review of new developments in the fields of surface analysis and micro-diffraction.

Keeping an eye on the future while honoring the past, Frank McAllister, chief executive officer of Stillwater Mining Co., and life member of the National Mining Hall of Fame and Museum, gave the keynote address to a packed house during the 23rd National Mining Hall of Fame and Museum Banquet in Leadville, CO on Sept. 11. McAllister?s company made news just days before the induction ceremony, when it was announced that Stillwater Mining would acquire Marathon PGM Corp. for $118 million (ME, Oct. page 14).

DOUG HALBE: I've decided that we're going to change tactics here and we're going to be nice to people from now on. [Co-chair makes gesture of intense disbelief; laughter] I've also decided who's not going to be a co-chair next year. [laughter] We thought we'd get a couple of experts for our next presentation: some people with a lot of experience. We've asked them to tell us some of the things that all of you operators out there might be able to apply immediately to your plant. Our next two speakers have a tremendous amount of experience, and I think you'll find what they're going to say is highly pertinent to most plants. I looked through their paper and found some things that I could have used in the plants I operated in the past. Our first speaker is Terry McNulty. A lot of you know Terry. He was with Anaconda for a number of years as director of research. He then was president of Hazen Research. I'm going to continue with our new custom of saying nice things. Terry is the guy that I call when I don't know something, and he's always got the answer. SPEAKER: Who do you work for, Doug? [laughter] DOUG HALBE: Remember that we're being nice to people here, Joe. I know that's a stretch. [laughter] TERRY McNULTY: Thank you, Doug. I'm a little bit mystified by this sudden switch of tactics just before I get to the podium. Doug's been a good friend for a lot of years so I guess I do have to be nice. I won't say anything deprecatory about him, but I would have to comment that the observations made by earlier speakers have been far too generous. [laughter] During nine years of consulting as a mineral processor and extractive metallurgist, I have often conducted audits of the performance of client's plants. Usually these audits have been ordered by the plant management in hopes of identifying opportunities for improving processing efficiency or reducing costs. The market prices received by producers of internationally traded commodity metals have been, and continue to be remarkably volatile and unpredictable compared with most other traded goods and services. This volatility results in an erratic financial performance on the part of producing companies, disruptive and often inflationary cost changes for consumers, unreliable tax revenues and export earnings for host governments and severe social and economic pressures on local, sometimes remote, communities which are dependent on the activity in question. Generally speaking, price volatility appears to be associated with the inability of the metal producing side of the industry to regulate the volume of supply in a manner that is consistent with metal demand, which in turn reflects broad macroeconomic and industrial developments around the world. This statement does not purport to apply to all metals or to all instances of volatility of course. Price movements may occur as a result of pure speculation or even illegal manipulation of the commodity markets. Embargoes, boycotts and other politically induced supply changes may contribute. Threatened or actual strikes also cause artificial swings in sales volumes and prices. How- ever, most of these developments are of a short-term nature. Yet metals price cycles may last for several years, as demonstrated by the extended copper price trough from 1981 to 1986. This paper deals with price volatility which reflects long-term economic cycles and the adaptive processes that exist within the industry in response to such cycles. Special emphasis is placed on the role of forecasts and forecasters in these processes. It should be said at the outset that this reflects the personal experience of one forecaster working in private sector commercial consulting practices that are independent of producers, consumers and host governments. However, the experience does cover the entire period since 1973 and has involved working with a substantial majority of the major companies that supply high volume commodity metals. By way of background it should be stated that the post-1973 world economy has provided a challenging environment for forecasters. One cannot be precise about the forecasting record of either industry insiders or outside consultants, financial analysts and academic forecasters because comprehensive records have not been kept, or if they have the results are too embarrassing to be published. Institutions such as the World Bank have published forecasts of the prices of major commodities on a regular basis and these have, presumably, had some influence on financing decisions in the industry. This record along with our own experience and numerous discussions with metal producers, major consumers and host governments permits certain generalizations to be made. The most important of these is that during the early 1980s. from about 1980 through 1985/6, the forecasters system- atically and substantially over- estimated metal prices. While some fore- casters did correctly anticipate a recession in the early 1980s and some consequential decline in prices, the magnitude and duration of the decline was far greater than anyone foresaw. This systematic forecasting "failure" appears to have occurred independently of the forecasting methodology employed. Moreover, its extent cannot be explained by obvious factors such as incorrect macroeconomic assumptions. A physical model of flotation, derived from viewing froth as a kinetic species since it constitutes the carrier of ore particles, not only agrees with and is simulated by engineering math models, but is statistically verified by actual laboratory flotation data. The model couples the mechanical removal of froth using paddles with the more rapid chemical interactions taking place in the bath. It clearly shows that the kinetics of mass removal is dictated by flotation cell dimensions, paddle speed, and, more importantly, froth characteristics. Some conclusions and predictions of the model are presented.

The somewhat misnomered "continuous" face section is in most mines today still far from perfect continuity. Achieving uninterrupted flow of coal from the mining machine to the outside has been a long sought for goal. Clearly, the largest problem to be solved in continuous mining today is one of increasing the cutting time of the miner. Full machine utilization can never be achieved with the new high capacity miners, as long as their performance is tied to that of the shuttle car. Figure No. I illustrates the point at which shuttle car haulage distance determines unit productivity rather than the productive capacity of the miner. Continuous mining is never realized. A recent development has proven, however, that truly continuous mining and haulage is possible. The Bell & Zoller Coal Company working with the Research and Development Department of Hewitt-Robins Inc. developed and perfected a new mining system which offers advantages in terms of increased productivity at reduced mining costs and enhances the safety of personnel at the face. This new system involves the use of two pieces of equipment that form a unbroken link, at all times, between the mining machine and the mine belt haulage system. These pieces are a Mobile Bridge Conveyor, and an extensible panel conveyor. The following areas of discussion will be covered during the review of this development. I. The presence of high-grade massive sulphides near York Harbour, Newfoundland has been known since the turn of the century. In the early 1900's a small, massive-sulphide deposit was worked by conventional hand methods and yielded about 100, 000 tons of high grade copper-zinc ore. Since that time, a number of mining companies have held options on the property and an exploration adit was driven along the fourth level of the original mine. Underground drilling revealed several additional massive sulphide lenses in the range of 10, 000 to 60, 000 tons (Fig. 1). The problem facing Long Lac Mineral Exploration Ltd. when they undertook an option on the property in 1969, was to outline any possible extensions to the known sulphide lenses which were outside the reach of underground drills and to search for new ore deposits which might double the known reserves into a feasible project for development. GEOLOGY AND PHYSICAL PROPERTIES: The geology is typical of many massive sulphide deposits within volcanic rocks in the Canadian Shield. The sulphide pods appear to occur along a complex andesite-basalt contact. Identification of the two volcanic types is difficult since they are almost the same colour. The most direct means of identification is by the slight difference in their magnetic susceptibilities. Pyrite, chalcopyrite and sphalerite are the main minerals in the sul¬phide lenses. The ore is massive, differing in density from the host rock by at least 1.0 gm/cc. There is little pyrrhotite or magnetite associated with the sulphides, so there is no appreciable difference in magnetic susceptibility between the sulphides and the basalt. The CP-3A contract is the final segment of the MWWST’s 28.3 km (17.6 mile)pressurized water supply tunnel for the metropolitan Boston area. The 1,288 m (4,226 feet) of U-shaped tunnel alignment passed through five rock zones employing four different primary support systems. The short tunnel began in Weston, Massachusetts, at Shaft 5A in soft, completely weathered argillite, passed through a fault zone, and ended in Dedham granite. An 18-foot diameter horseshoe starter tunnel was built to accommodate a 4.94 m (16-foot 2 1 / 2 inch) diameter Robbins TBM. Heavy water inflows were anticipated and subsequently encountered during probe drilling. Pre-excavation grouting was implemented at high pressures to displace high water inflows in the starter tunnel and consolidate the fault zone. This paper will provide an overview of the tunnel construction with an emphasis on ground control, grouting and survey control.

During 1983, 42.2% of the 686.0 (624.3 Mt) million tons of coal reported, 289.6 (263.5 Mt) million tons were mechanically cleaned, of which 107 (97.4 Mt) million tons were cleaned by dense media (magnetite and sand) processes.' The percentage of bituminous coal and lignite cleaned mechanically by dense medium processes increased from 7 to 38% between 1938 and 1983. The Electric Power Research Institute estimates that 150 million tons (137 Mt) of coal were cleaned by heavy-media processes in 1986, and that this number may increase to 265 million tons (241 Mt) by 1990.2 Dense medium separations include those coal preparation processes that clean raw coal by immersing it in a fluid having a density intermediate between clean coal and reject. As there is a general correlation between ash content and specific gravity, it is possible to achieve the required degree of removal of ash-forming impurities from a raw coal by regulating the specific gravity of the separating fluid. Dense medium processes generally offer the following advantages over other coal cleaning processes: • Ability to make sharp separations at any specific gravity within the range normally required even in the presence of high percentages of raw coal whose specific gravity is near the specific gravity of separation. • Ability to maintain a separating gravity that can be controlled within + 0.005 sp gr units. • Ability to handle a wide range of coal sizes. • Ability to change specific gravity of separation to meet varying market requirements. • Ability to handle fluctuations in feed, in terms of both quantity and quality. Unfortunately, dense medium processes can have the following disadvantages: • Relatively high capital costs caused primarily by the need for equipment to collect and recycle the medium. Relatively high operating costs caused primarily by operation of medium recycle equipment and loss of medium.

I. Introduction The free market cash price of aluminium in the third quarter of 1985 is approximately $1000/tonne, well below the short as well as the long run marginal costs of production. The current disparity between marginal costs and price, as well as the pattern of prices since their high level in 1980, has led many economists to question whether prices are governed by the 'fundamentals'. Prices, some would argue, are the result of speculation; and speculation is irrational, little influenced by the fundamentals of the industry. The object of this paper is first to examine the relation between the fundamentals and price. A number of simple models are formulated and some empirical evidence is given to show that prices are not very different from costs. There are good reasons why costs and prices have fallen since 1980. Second, the connection is drawn between the fundamentals and speculation. To do this the concept of 'rational expectations' is defined and applied to a model of the aluminium industry. Then speculation is introduced into the model and the characteristics of the solution are examined. The object is to discover the new factors that determine prices and the basic change in the nature of the solution that is caused by speculation. 2. Prices and the Simple Supply-Demand Model Consider a simple model of the aluminium industry. Demand, D, is determined by economic activity, A, given exogenously, and inversely by the price, P. Supply, Q, is determined by the inverse of the rnarginal cost curve, and so varies inversely with exogenous factor costs, C, and directly with price. Price is determined by the equality of supply and demand. Given the equilibrium level of demand, price in this model is equal to the rnarginal cost of producing the required level of demand, P = MC (Dl. Algebraically, [ ] How well does this simple model explain the change in prices during the last five years? Table I shows the LME cash price and the estimated marginal cost of producing consumption during the second quarters of 1980 through 1985. The figures in the table show that price and the marginal cost of supplying demand both fell between 1980 and 1982, rose in 1983 and by 1985 had fallen again. Only in 1984 is the direction of change different. And during the 1980 to 1985 period, marginal costs fell by approximately $560/tonne while the LME cash price fell by $678/tonne. There is a correspondence between the fundamentals of cost and price over most of the individual years and the period as a whole.

A ferrous chloride-oxygen leaching system was investigated by the Federal Bureau of Mines as a means of re-covering copper and silver from a sulfide concentrate that had been pretreated to remove a majority of the antimony. The pretreated concentrate contained Cu, Ag, Pb, Zn, Sb, and As. Parameters affecting metal extraction, such as temperature, pressure, amount of ferrous chloride, and initial hydrogen ion concentration, were studied. Copper extraction of 98 pct was achieved by leaching 4 hours at 40 pounds per?square inch gage (psig) and 1000 ?C. Copper was recovered from leach solutions by cementation with iron, and the resulting ferrous chloride was recycled. Leaching the residue with cyanide followed by electrowinning recovered 99.7 pct of the silver. Iron, Sb, As, Pb, and S reported to the tails.

INTRODUCTION Mount Isa Mines Ltd. operates a copper and silver- lead-zinc property at Mount Isa in northwest Queens- land, Australia. Mount Isa is located in the tropics at latitude 20°43'S and longitude 139°30’E (Fig. 1). It is on the upper watershed of the Leichhardt River and at an elevation of 365 m above sea level. The average rain- fall is 360 mm/y, the greater part of which falls in January to March (the hot summer months). The mean summer temperature for these months is 30°C (dry bulb), with a maximum temperature of 43°C; the mean wet bulb temperature is 25°C with a maximum of 28°C. Mount Isa is located geologically towards the western edge of the Precambrian Shield of northwestern Queensland. This complex forms a north-tilting dissected peneplain which extends in the north-south direction for 640 km, with widths varying from 32 km to 190 km. The combination of differential erosion, regional strike, and steep dips has produced a corrugated topography of low north-south orientated hills and valleys. The field was first discovered in 1923 as a silver- lead-zinc field. Mount Isa Mines Ltd. was formed the following year and subsequently became the sole operating company on the field. Lead and copper ore have been mined and treated separately and simultaneously at Mount Isa since 1953. Intensive exploration commenced in 1954 and an active exploration program provided the justification for a series of production expansion programs in both silver- lead-zinc and copper (see Table 1 ). The most recent and largest production expansion program at Mount Isa commenced when a decision was reached in December 1969 calling for an increase in copper production from 100 000 to 150 000 t/y of blister copper. A major factor which influenced this decision was the substantial additions to the ore reserves in the so-called 1100 ore body which is a massive copper sulfide ore body with a known strike length of approximately 2500 m, a height which is variable up to 300 m, and a width of generally 300 m up to a maximum of 370 m (see Figs. 2 and 3). Host to the copper mineralization is a complex and variable rock generally called "silica dolomite." The ore body strikes 6.02 to 6.1 rad (345° to 350°), dips west between 0.78 and 1.13 rad (45° and 65°), and is truncated at depth by fault implaced basement rocks. It first occurs some 600 m below the surface and bottoms at about 1000 m below the surface. The unconfined compressive strength of the silica dolomite ore varies from 150 to 250 MPa, whereas the basement rocks, carbonaceous mylonite, slaty shale, buck quartz, and greenstone (a chloritic schist) are considerably weaker, varying in strength from 20 to 80 MPa. The distribution of mineralization within the ore body is variable, but can be considered as generally high grade at or just above the basement contact and diminishing towards the upper reaches of the ore body. The Gross Rosebel gold deposits are located in the Guiana Shield of north central Suriname. Initial discovery of surficial gold in 1880 by local artisanal miners preceded small-scale mechanized mining from 1885 to 1939. The first systematic exploration program was carried out by Placer Development from 1974 to 1977. In May 1992 Golden Star Resources optioned the property. Initial shallow reconnaissance diamond drilling of the extensive surface geochemical anomalies intersected sporadic gold mineralization with no apparent continuity between drill sections. Successive deep augering, trenching and systematic grid drilling based on information from surface mapping allowed development of a preliminary geological model. Further drilling of specific structural-lithologic targets and more complete synthesis of geological data from the trenching and deep auger sampling added to the geological model and defined the multiple controls of gold mineralization. Carefully planned infill drilling on a tighter grid spacing resulted in progressive definition of reserves within six discrete gold deposits. In a complex geological setting, the key to success at Gross Rosebel was persistent, systematic exploration, detailed mapping, careful core logging and perceptive geological interpretation. Reserves now stand at 48.6 Mt at 1.6 glt Au, or 2.4 million ounces of gold. The purpose of this paper is to describe the progression of exploration activity that led to the definition of substantial gold reserves and to summarize the geology of the deposits.

The Tek Process can produce masonry products such as bricks, roof or wall tiles, and block from virtually any inorganic waste. In the process the aggregate raw materials, portland cement, water and common chemicals are first mixed together; then mechanically subjected to several thousand pound pressure per square inch. This causes a novel chemical reaction between the cement, chemicals and water; producing the "patented" Tek adhesive binder which holds the aggregate together in a stone-like mix. Simultaneously, the desired product shape is formed. The building modules can have strengths of 8000 p.s.i. (pounds per square inch) with completely sound aggregates utilizing air curing for a period of 28 days. With most aggregates, 3000 p.s.i. is achieved within 24 hours. Eventual strengths usually exceed 5000 p.s.i. with almost any raw material. Water absorption ranges from 5-7.5 percent. Both absorption and strength figures are superior to the most rigid of any and all A.S.T.M. specifications for the highest quality bricks. In most locations, the product (when brick shaped is called Tekbrik) can be produced significantly more economically than can comparable grades of clay or other bricks, be- cause almost any inorganic waste materials or pollutant can be used as a raw material. The process results in a lower manufacturing cost as compared to clay bricks; fuel cost to operate a clay kiln represents a substantial portion of the total cost. Capital expenditure for a Tek plant also is lower due to the large investment in clay kilns. Transportation savings also are important, clay brick factories must be very large because the kilns are uneconomical unless they are large. Most bricks are manufactured at the sites of clay deposits in relatively uninhabited areas. The cost of transportation to the job site represents a considerable percentage of the selling price.
