As is readily apparent, the reliability of the early-stage costs estimated for any mining project are critical to the viability of that project. An estimate too high might leave a potentially profitable deposit undeveloped or worse yet, available to a competitor. One too low might waste investment dollars in a project not yet economically ripe. There are two aspects critical to any estimate: 1. The cost data used to represent the values of the wages, salaries, supplies, and equipment. 2. The design used to determine the engineering parameters upon which the above estimated values are based. Given that all of the information contained in Mining Cost Service is provided by suppliers, equipment manufacturers and mine operators, one wonders why there is any question as to the reliability of cost estimates developed using this information. Given that it is all actual (as opposed to statistically derived) data, where do the problems with estimate reliability lie and what is the impact of the data on that reliability? The following presents a series of analyses designed to assess the reliability of the cost estimating process. Both the actual cost data and the engineering parameters upon which they are based are examined in an attempt to quantify and understand the importance of each. While several sources of cost information are available (Means, Richardson, Primedia?s Equipment Watch, and individual suppliers and manufacturers), the following rely solely on data contained in InfoMine USA, Inc?s, Mining Cost Service and in its Sherpa Mine Cost Estimating Software.

Explosions in underground coal mines have been a serious safety concern since the advent of mining; despite significant technological advances, they are still occurring. Parameters such as barometric pressure, geological changes, and changes in ventilation can contribute to an explosion. These factors can be monitored with available and developing technologies to create algorithms that predict when explosions are more likely to occur. This paper reviews current underground atmospheric monitoring systems and related regulations around the world. In addition, suggestions for improvement and implications for explosion prevention are discussed.

Waste materials caused by mining activities are an important environmental problem. Paste technology is a good alternative for waste management because it has many benefits in the aspects of environment, cost and safety. Disposal of process wastes in paste form is an attractive option for waste management, as it eliminates or reduces the risks associated with conventional methods. Due to the geotechnical characteristics of the paste, it is very similar to soil materials. So determining the geotechnical properties of the paste material is essential to durability of the paste. The some important geotechnical properties are compressive strength, porosity, shear strength, hydraulic conductivity, water content, consolidation, etc. In this study, the important parameters and the relation between them were investigated and obtained some results which will affect for optimum design of waste management.

Overexposure to respirable dust remains a widespread health hazard to roof bolter occupations in underground coal mines. Recently implemented mist drilling technology was evaluated for its effectiveness in controlling respirable dust exposures for roof bolting personnel. This work presents the findings from NIOSH field and laboratory studies comparing respirable dust levels on mist drilling roof bolter machines to dust levels measured on machines using a conventional vacuum drilling system. Gravimetric and instantaneous respirable dust samples were collected for multiple drilling cycles. These dust measurements were used to assess the potential dust control capabilities relative to conventional drilling. Controlled laboratory tests found 0.3 mg/m3 more respirable dust with mist drilling than with the conventional vacuum method. A separate field investigation of the two techniques observed higher dust levels around the mist bolting machine.

Construction of a Deep Underground Science and Engineering Laboratory(DUSEL) is proposed under the auspices of the US National Science Foundation(NSF). DUSEL will provide scientists and engineers with a research facility capable of supporting a broad spectrum of fundamental and applied research deep in the earth’s crust. Research partners are physicists, biologists and geoscientists. DUSEL research calls for the construction of a network of shafts, tunnels and caverns that will provide laboratory facilities at depths of up to approximately 2 kilometers. The Project is still in the planning stages but, the initial experimental program is taking shape and conceptual designs have already been developed at two hard rock mine sites. This paper discusses the overall program and key engineering tasks being developed to support the construction of deep, large-span caverns. These caverns will house a new generation of physics experiments. As currently scoped, the experiments call for the excavation of permanent caverns with spans of up to 60 meters, sited at depths in excess of a kilometer.

Bauxite residue (red mud) is an alkaline waste derived from the industrial process for extraction of alumina from bauxite ore. Some bauxite residues contain considerable concentrations of critical metals, for example, rare earth elements. Lithium in red mud was also reported as a potential resource. In the current study, a Li-rich red mud was leached using acetic acid to investigate the leaching behavior of lithium followed by neutralizing with hydrochloric or oxalic acid. By neutralizing red mud using diluted hydrochloric acid (0.01 mol/L), 58.04–60.27% of lithium was leached using 25% acetic acid at 95 °C for 60 min. In the meantime, more than 95% of sodium and 85% of calcium were also dissolved in the leachate solution. While oxalic acid (0.5 mol/L) was used to neutralize red mud prior to acetic acid leaching, lithium performed lower leaching efficiencies (42.41–46.88%) in comparison of using of hydrochloric acid–neutralized red mud. Nevertheless, these leaching efficiencies of lithium were close to that of calcium and much higher than those of sodium under the condition. In this study, 25% (v/v) of acetic acid, at 85 °C for 60 min, was demonstrated as optimum conditions for lithium extraction from oxalic acid–neutralized red mud using acetic acid. The results would be useful and of interest for lithium recovery and purification from red mud.

Partners In Economic Reform, Inc., established a Polish-American Mine Center in Katowice, Poland, in 1996 to improve working conditions in the minerals industry. The program was based on the experience of mining companies, government, and labor in the United States, and was executed by a Coordinating Committee headed by the Center Director and Polish leaders from industry, State, labor, and academia. The cooperation among all parties has enabled safety and health issues to become part of industry restructuring with impressive initial reductions in coal mine fatalities. Existing work practices and attitudes of labor and management were assessed in coal mines throughout the country. Promotion, Rules, and Job and Task Analysis were identified as the areas requiring the most improvement, and are part of a post-graduate Safety Management program. Demonstration projects included measuring dust levels, using safety glasses, and promoting hazard awareness. Improved labor-management relations increased cooperation allowing for effective transfer of technology. Results can also be applied to improve the working environment of the manufacturing sector also undergoing restructuring.

In a lagging economy where profits are tight, businesses cut costs. No revelation there. The mining industry, though, has always looked for ways to reduce production costs — no matter the state of the economy or commodity prices. The fact is, when planning a new mine or the expansion of an existing one, mining companies gamble that commodity prices will be reasonably high when a project comes onstream. It takes millions of dollars and several years to bring a mine into operation. And a lot can happen economically between the time management gives the go-ahead for a new project and its completion.

Decisions made during a response to a mine fire or an explosion greatly affect the final outcome. The safety of miners should be the primary concern with accounting for all of the miners the first issue for resolution. If miners have not safely evacuated from the mine, the last known location of the miners at the time of the event and anticipated travel routes are primary exploration areas. After the mine is evacuated, there are many very important decisions that must be made quickly and often under great stress. It is critical that the mine operator establish an orderly method to direct the mine emergency response. Designation of a Command Center, staffed with personnel charged with developing plans, is a common method of establishing control. Scheduling of key mine managers will be critical, since decisions must be made 24 hours a day and people working for extended periods with little or no sleep do not always make clear or cognizant decisions. Internal communications, passing information on to subsequent shifts, and external communications with families and media must be accurate and timely. Assembling resources for responding to the mine emergency is critical for an effective response, and pre-planning can pave the way to a successful recovery. Sampling mine gasses and accurately determining the composition of gas mixtures is a common tool used to develop response plans in all fires and explosions. It is essential that preparations for emergency situations are made well in advance of a disaster. Effective communications are essential for mine management to successfully respond to a mine emergency. This paper discusses some considerations which need to be addressed in directing a response to a mine fire or explosion.

Charleston Water System?s Daniel Island Extension Tunnel, initially thought to be the simplest of the four replacement tunnels to design and build, became the most challenging after the discovery of an unexpected 30-ft thick lens of sand in the normally consistent Cooper Marl while sinking a shaft on Daniel Island. This paper will explore the challenges involved with determining the extent of the unforeseen lens of sand, the accelerated boring program, and the redesign of the vertical alignment?keeping the alignment between the sand layer and the bottom of the Cooper River. It will describe how the challenges were overcome, and how the Owner, Engineer, and Contractor were able to team together to achieve the desired results.

This concept paper is presented in the hope of raising the awareness of mankind on the necessity for its peaceful coexistence with nature. It is a food for thought. It takes compromise and sacrifice of people, who will have to learn to curb their greed and move toward a more organic form of prosperity. A nature-friendly sustainability is first step toward the protection of nature that is critical to the mutual survival of mankind and nature. People need the resources from the finite earth to survive and nature needs the prevention of human destruction in order to continue to regenerate and provide. The contemporary notion of sustainability is self-serving. It serves the interest of industry by camouflaging itself to look like nature?s protector. The ?sustainability? concept presented in this paper aims to extend the longevity of the utilization of the limited natural resources for many generations to come. It is an important, responsible first step in creating a healthy sustainability concept that, when implemented, extends the longevity of mankind by the most efficient use of the finite resources on this limited Planet Earth, all the while taking into consideration the increase in anthropogenic activities due to exponential human population growth. This new definition of ?sustainability? has completely different characteristics than its contemporary versions. Nature has its own destiny, rules and principles. Being a part of nature, human society depends on it for survival and must play by its rules and never the other way round as in its initial pretensions. Society should not try to humanize nature, but rather to respect the rule of the nature in a peaceful way of co-existence. When implemented, this new concept of sustainability aims to affect the designs of engineered structures and revolutionize the recovery methods and processing of natural resources, such as mineral resources in the most efficient manner. Finally, this paper intends to stimulate critical thinking and initiate serious discussions aiming at producing a general consensus for the best definition for human society to not only enrich, but to extend its existence. INTRODUCTION Background Tokyo, the capital of Japan, is one of the largest cities of the world. As many as 33 million people live in Tokyo and three neighboring prefectures although the city occupies only 0.6% of the area of the country. The network of Metropolitan Expressways serves as a major artery for daily physical distribution in Tokyo. The Central Circular Route of the Metropolitan Expressway (MECCR) is located innermost among the three circular routes in Tokyo (Figure 1). Once completed, MECCR is expected to drastically mitigate traffic congestion in the central Tokyo area and provide drivers wider varieties of options in route selection. Alleviating congestion is estimated to reduce 400,000 tons of carbon dioxide emissions annually. The eastern and northern sections and part of the western section of MECCR have been completed with the total length reaching 33 km. The western section will be extended southward by approximately 4 km in the spring of 2010. An 11-km-long western section of MECCR that is currently being constructed is composed mostly of tunnels. A large number of power supply, gas supply, telephone, drinking water and sewerage pipes have been placed under the Yamatedori avenue along which MECCR is being constructed. The shield tunneling method has therefore been adopted for constructing tunnels along the route. The method involves the advancement of a shield tunnel boring machine (TBM) through the ground simultaneously assembling segmental rings within the shield. The method not only enables the building of highway tunnels more quickly and efficiently than other methods but also minimizes the effects of construction work on the surrounding area and the environment. Constructing the tunnel using the conventional cut-and-cover method might have required large amounts of time and cost because relocating the numerous objects buried under the Yamatedori avenue might have been necessary during tunnel construction. It was also considered desirable to place the tunnel at a depth of 30 m or more from surface to prevent tunnel construction from adversely affecting railways because the tunnel was expected to cross eleven railways and subways. This is one of the reasons for selecting shield tunneling as an effective method. The shield tunneling method was finally adopted for a length of 7 km in the 11-km western section of MECCR. The shield tunneling method was also employed in the Ohashi Tunnel located southernmost in the 11-km western section of MECCR. This paper describes the construction of the Ohashi Shield Tunnel.

More than 410,000 visitors from 171 countries helped bauma ’04 set new attendance records at the world’s largest construction machinery and mining technology show. The show, held in Munich, Germany March 29-April 4, marked bauma’s 50th anniversary. At the last bauma show in 2001, attendance was about 406,000 people from 157 countries. At bauma ’04, international attendance increased to 31 percent from 27 percent in 2001. In addition to record-setting attendance, bauma ’04also attracted 2,801 exhibitors, up from 2,341 in 2001. Exhibitors came from the United States, Europe, China, Japan and the Middle East. Exhibitor space topped 500,000m2 (5.4 million sq ft), another record. And, for the first time, there were more foreign exhibitors than German exhibitors, show organizers said.

Currently two of the most important characteristics of construction aggregates are (a) the particle size distribution (psd) and (b) the “shape” of the aggregate particles. The long established test methods and standards for these properties require substantial resources and most suppliers can take samples and conduct tests at intervals measured in days (psd) or even months (shape). Furthermore these tests require time: so the results are available only after material has been stockpiled or shipped. In the rare cases where problems are found the out-of-spec material has often been shipped to points unknown. There are substantial advantages to be obtained if the psd and other geometrical properties could be obtained from the material as it moves through the production processes and if the results could be reported back within seconds or minutes to Plant Control Managers. This paper describes a single on-line system used to evaluate production of crushed material in a production quarry. The system consists of an enclosure (containing the camera and lighting etc.) mounted over a production belt. Images are fed by fiber optic cable to a nearby control room where the data are analyzed; stored; displayed; and made available for integration into a process control system. Numerous forms of display can be created according to the needs of the producer. Once programmed by an automation engineer all functions of operation are fully automated. The system has permitted over 400 tests per hour with a feed back time less than 2 seconds. Sufficient geometrical measurements are made so that many different “shape” factors can be computed on a similar time scale. The paper summarizes the results from approximately 100 shifts of about 8 hours each and compares the imaging method with the current standard hand methods. Study of the data generated showed that, when combined with additional plant information, the system can be used to generate additional useful control information.

The contract for the construction of the Inline Pump Station for the Milwaukee Metropolitan Sewerage District involves the sinking of three shafts and the excavation of a pump chamber. The shafts are being sunk to a depth of 104 meters and pass through 52m of sediments before encountering dolomitic bedrock. The pump chamber is constructed in dolomite. The sediments are alluvial, estuarine and lacustrine in origin, with some ice margin deposits. They comprise loosely consolidated fine to coarse grained sand, silts, clays and gravels, and they are heavily saturated with a water content often above 60%. The water table is at a depth of 3m. The dolomite is silurian, generally dense, with some clay-filled vugs and shale partings. Until 1983, underground construction in the Milwaukee area had been limited to depths of 26m in the sediments and 20m in the dolomites. Water control methods had included caissons, compressed air, extensive internal and external dewatering, and grouting. Flows of 20 liters per second were commonplace with as much as 80 liters per second being encountered in the rock. However, in 1984 work was commenced on the deep sections of the Milwaukee sewerage scheme with the letting of three major contracts including the Inline Pump Station. With excavation taking place at greater depths, it become obvious that previous methods of water control would be inappropriate. To protect against major inrushes of high pressure water in the rock, an extensive program of pre-grouting from the surface was specified. Water control in the sediments was left to the discretion of the contractor and in each case freezing was choosen. This paper describes in detail the grouting and freezing procedures.

The vast majority of U.S. coal preparation plants utilize screen-bowl centrifuges to dewater their fine clean coal products. In light of this popularity, researchers at Virginia Tech have engaged in a variety of laboratory and industrial field test programs to develop technological enhancements that have the potential to further improve the performance of this important solid-liquid separation process. These enhancements, which include simple design modifications and new reagent packages, have been shown to significantly improve solids recovery and reduce product moisture in several experimental trials.

CO2 emissions from carbonate laden reclaimed mine spoil has been shown to pose a hazard to residents in homes built on or adjacent to such land. The objective of this project was to develop a soil CO2 flux survey protocol for assessing reclaimed mine land. The research involved CO2 chamber accumulation flux surveys; stable carbon isotope ratio analysis; statistical hypothesis testing to examine correlation between CO2 flux and soil temperature and moisture as well as spatial dependence; and geostatistics to map CO2 and delineate high flux zones. Soil temperature was observed to have a positive correlation with fluxes while soil moisture was observed to be negatively correlated. Spatial dependence of CO2 fluxes on reclaimed mine land was observed on one of the two study sites. The research suggests that macro-porosity and gas permeability may be important factors that explain CO2 migration in mine spoil. A flux survey protocol has been developed, based on these results, for reclaimed mine lands. The work demonstrates the capability of geostatistical methods to delineate high flux fields. Further research will be required to determine suitable thresholds for such analysis.

Attending the Prospectors and Developers Association of Canada (PDAC) meeting and exhibit has become an annual tradition for many in the mining industry. Similar to last year’s synopsis, this report is an overview of the 2003 conference from the eyes of a consulting mineralogist. It is supplemented by conversations with other participants. And it examines the conference handouts. Certain segments of the mining industry have seen improvement throughout the year in terms of metal prices, stronger demand and renewed interest by the investment community. Other segments continue their decline due to depressed commodity prices, higher oil prices, a continued weakness in the global economy and war uncertainties. SARS was known to the world, but it was not a Toronto epidemic during PDAC. In short, this year’s PDAC was permeated by an air of anxiety about the Middle East.

The average annual growth rate of real gross domes-tic product (GDP) from the third quarter of 2001through the second quarter of 2003 in the United States was about 2.6 percent. GDP growth rates in the third and fourth quarters of 2003 were about 8 percent and 4 percent, respectively. Many other indicators reflected a rebounding U.S. economy — rising consumer confidence, higher retail sales, greater industrial production and more housing starts. Inflation also reached a 38-year low in 2003. The upward trends in many sectors of the U.S. economy in 2003, however, were shared by few of the mineral materials industries. Annual output declined inmost non fuel mining and mineral processing industries, although there was an upward turn toward yearend as prices began to increase (Table 1).
