Coal production in the United States in 2007 totaled 1.03 Gt (1,145.6 million st), according to preliminary data from the Energy Information Administration (EIA) (Ta-ble 1). This is a decrease of 1.5 percent, or 15.6 Mt (17.2 million st) from the 2006 record level of 1.05 Gt (1,162.7 million st). Although coal production declined in 2007, U.S. total coal consumption increased for the year. Coal consumption in 2007 in the electric power sector was higher by 1.9 percent, while coking coal consumption decreased by 1.1 percent and the other industrial sector declined by 5 percent. (Note: all percentage change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2007, while coal imports remained at about the same level. Total coal stocks increased slightly during the year, as some consumers continued to rebuild their stockpiles that had been seriously depleted in 2005 due to transportation issues. The growth in coal consumption during the year was primarily a result of the weather-related increases in the demand for electricity in 2007. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers) in the United States grew in 2007. Coal-based generation also increased, resulting in a 17.9-Mt (19.8-million-st) increase in coal consumed in the electric power sector. Coal use in the nonelectricity sector decreased by 3.8 percent to 74.7 Mt (82.4 million st). In the international markets in 2007, U.S. coal exports increased to levels not seen in recent years while coal imports were mostly static. U.S. coal exports totaled 53.7 Mt (59.2 million st), an increase of 8.6 Mt (9.5 million st) above 2006. Coal imports in 2007 ended the year at 32.9 Mt (36.3 million st), 91 kt (100,000 st) higher than in 2006. Coal prices in 2007 were split, with most domestic prices higher for the year while the international prices were overall lower. Project feasibility no longer involves just technical and economic viability-today's feasibility study must include environmental, regulatory, and political considerations as well. While the US now appears at least somewhat committed to developing synthetic fuels, including oil shale, it is the environmental issues, rules, regulations, and guidelines that will play the major role in determining the timing, magnitude, and overall scope of synfuel development in the coming years. The key environmental obstacle affecting oil shale development is uncertainty. Although oil shale may be the most environmentally studied "new" technology in the world, little is known with much degree of certainty about potential environmental consequences of one full-scale commercial facility, or the effects of a massive development effort in a relatively pristine and sparsely populated area. Other primary environmental uncertainties include: • Environmental compliance costs and their effects on investment decisions; • The reliability and acceptability of anticipated pollution control technologies; and • The confusing, time-consuming environmental regulatory framework, which requires more than 100 permits, clearances, and reviews before development occurs. This discussion will focus on the latter uncertainty, and will describe he current status of potential constraints to oil shale industry development in five areas: water availability; water quality degradation; air quality degradation; reclamation and spent shale disposal; and community impacts.

Imaging is a fundamental requirement when characterizing minerals, ores and related products. Images are used for presentation, texture analysis, characterization, image analysis, identification, etc. The image mode that is utilized is dependent upon the application, mineral properties and available instruments. Different instruments produce images that display different features; in order of increasing complexity they are: hand specimens, a non-polarizing microscope, polarizing optical microscope, scanning electron microscope (SEM), low vacuum SEM, microprobe, secondary ion mass spectrometer, staining, cathodoluminescence, tomography and others. Image analysis uses images produced with either an optical microscope or a SEM, but the SEM images are superior in this application.

San Francisco Public Utilities Commission is planning to replace 5 miles of pipeline under San Francisco Bay. The tunnel will be constructed using an Earth Pressure Balance (EPB) TBM and will be the first TBM-driven tunnel under the Bay. The alignment passes under environmentally sensitive habitats, through interbedded layers of sands and clays, and through a buried bedrock ridge. This paper discusses the geotechnical characterization and anticipated tunneling conditions and presents the analysis of various construction methods that resulted in the selection of an EPB TBM. Considerations related to tunneling with an EPB TBM are described in detail, including ground conditioners, TBM cutterhead wear, muck control, and squeezing ground.

The ventilation survey was conducted in an underground longwall trona mine. The mine is relatively shallow and categorized as a gassy mine. The ventilation system consists of nine shafts (three intakes and six exhausts). Three surface based axial fans ventilate the mine configured in a blowing arrangement. Following the ventilation survey airflow quantity, frictional pressure losses and air psychrometric characteristics have been quantified. An accurate resistance survey has been conducted to calculate the pressure drop with regard to moving cages and skips in the shafts. This paper discusses the benefits of utilizing high accuracy digital pressure transducers and psychrometers in a ?leapfrogging? survey to gather data needed to build the computer ventilation model. Two underground booster fans with VFD are currently idle but available at the mine. The ventilation model has been used to determine the optimal booster fan locations to decrease the overall operating cost by reducing the load carried by the main fans. A leakage study has been conducted to evaluate the effects on the system of additional pressure from a booster fan. The study finally prepares a future ventilation model for the next fifteen years of mine operation and investigates the effect of proposed scenarios.

Proper illumination is critical to a miner?s ability to detect hazards in underground mines. Moving hazards are often located in the miner?s peripheral field-of-view, while slip/trip/fall hazards are often located in the forward field-of-view. The objective of the research described in this paper was to determine if light-emitting diodes (LEDs) improve visual performance as compared to traditional incandescent (INC) cap lamps. The research presented focuses on comparative studies of a National Institute for Occupational Safety and Health (NIOSH) prototype LED, a commercial LED, and an INC camp lamp. Thirty subjects participated in these studies; ten subjects in each of the age groups: 18 to 25 years, 40 to 50 years, and 51+ years. Visual performance was quantified by the subjects? speed and accuracy in detecting hazards, while visual performance for disability glare was quantified by the use of contrast sensitivity tests. Results suggest that LEDs with a visible spectrum containing a higher concentration of the shorter wavelengths can enable visual performance improvements with respect to disability glare, the detection of moving hazards in the peripheral field-of-view, and the detection of floor hazards in the forward field-of-view. The NIOSH prototype LED cap lamp provided the best visual performance improvements for the older age groups in every test. Deformable materials are sometimes added to ventilation stopping constructions to prevent damage caused by convergence in coal mines. However, adding deformable materials can significantly reduce the capacity of a stopping to resist transverse loading. As part of its mining health and safety program, the National Institute for Occupational Safety and Health (NIOSH) has conducted research on the effect of various materials with different deformation properties on the transverse loading capability of a stopping wall. Based on a three-point hinge method of failure, a half-wall method of testing in the NIOSH Mine Roof Simulator was used to simulate full-scale wall behavior. This simulated the fracture initiation and eventual failure of the stoppings from transverse loading. The impact of the modulus of elasticity of various deformable materials was examined in this study. A polystyrene foam block with a low modulus of elasticity, which is commonly used as a deformable material, was shown to degrade the transverse load capacity of the stopping by as much 95%. Other materials with higher modulus of elasticity preserved more of the transverse load capacity of the stopping, but were not able to absorb as much convergence. This paper presents the results of a parametric study that quantifies the impact of various deformable materials in block stopping construction under transverse load conditions. Washington?s King County is constructing a new regional wastewater treatment facility, called Brightwater, in response to growth in the greater Seattle region. Planning conducted in the late 1950s identified the need for two regional treatment facilities. Constructed in the 1960s, these plants have served the region well. However, an eventual need for a third facility was also recognized. The Brightwater project implements the final phases of the long-term plan. The project includes a new treatment plant and an extensive conveyance system. When completed in 2010, the Brightwater facilities will treat sanitary sewer flows from growing populations living in northern King County and southern Snohomish County. The new system will fulfill commitments to provide wastewater services to local jurisdictions and sewer service providers in the King County Service Area. It will also provide more flexibility in the operation of the King County regional wastewater system. The Brightwater wastewater treatment plant will provide secondary treatment capacity using membrane bioractor technology in 2010 for 36 million gallons per day (mgd), with anticipated expansion in 2040 to 54 mgd, using membrane bioreactor technology. These capacities are for average wet-weather flows. The plant will also accommodate peak hourly flows of 130 mgd by 2010 and 170 mgd by 2040. Technical and non-technical challenges exist in each mega infrastructure project. It?s no exception to the first US underground PPP Port of Miami Tunnel (POMT) project in Miami, FL. The POMT will connect two man-made islands, the Dodge and the Watson Islands, under the Biscayne Bay within highly porous limestone formation. Permeability as high as 0.1 cm/sec has been identified. Its 41-ft outside diameter, if constructed, is the largest precast segment lining in the US. Besides its geological and hydro geological challenges and risks, local community influence and impacts have controlled the fate of this project. This paper describes its tender design enhancements and the evolving of its slow advancement in resolving local community issues.

The MINER Act of 2006 mandated that all underground coal mines must install and maintain refuge chambers. Refuge chambers serve as a temporary shelter in case of emergency. Several factors affect the performance of a refuge chamber: heat production inside the chamber and introduction of CO when chamber doors are opened are two major factors. This study examines the CO purging process and to determine total air quantity and time necessary to lower the CO con-centration to safe levels for different inlet/outlet configurations using three-dimensional simulation technique. The study uses Reynolds Averaged Navier Stokes and continuity equations along with the spe-cies transport model assuming uniform air mixing. The heat transfer of any kind is neglected and the purging process is assumed to take place isothermally. The standard k-e model is utilized for simulating turbulence in the flow field. The SFR system utilizes a skimmer or extractor placed at or near the slurry-froth interface where there is a higher concentration of valuable mineral particles. With assistance of hydrocyclones, it is possible to classify the extracted particles into coarse and fine particle streams, that can be handled separately. It also allows the coarser solids to be separated from entrained low-value fines. The first test results with the SFR system significantly improved both coarse and fine particle recovery in a flotation cell. The SFR system was tested in the flotation circuit at a copper-moly concentrator, and the results show that the use of the skimmer has huge potential to increase the froth recovery (Rf) of both molybdenum and copper.

What a difference a year makes. One year ago, the iron mining industry and the steelmaking industry in the United States were in trouble. Many companies were in bankruptcy, and talk of plant and mine shutdowns was rampant. At that time, it seemed difficult, if not impossible, to remain competitive with imported steel. In addition, the World Trade Organization declared as illegal the tariffs placed on imported steel. And many questioned the viability of the ironmining and steel industry in the United States. At that time, global economic conditions were the main contributors to the industry’s problems. However, since last year’s meeting, changes in global economics have actually helped the steel industry in the United States. Heavy global demand for steel has caused raw-material shortages worldwide. Much of the increased demand is a result of the economic boom in China. In addition, because of a weak U.S. dollar and higher international freight rates, steel imports into the United States have been reduced to about 50 percent of recent levels. These factors have contributed to a rebirth of the U.S. iron mining and steel industries.

An improved experimental procedure to measure contact angle has been consolidated with coal surface preparation involving polishing with abrasive paper, alumina powder, and a cloth, followed by ultrasonic and mechanical cleaning. Specifically, the captive-bubble measuring technique has been compared with the sessile-drop technique and the former has been recommended for the examination of the hydrophobic properties of coal surfaces. Results of the research program, which is currently under way, on the examination of the effect of the nature, amount, size, and distribution of mineral inclusions in coal, on its wettability are briefly reviewed.

The mineralogy of the Biwabik Iron Formation changes dramatically from west to east as the formation nears the basal contact of the Duluth Complex. This reflects a contact metamorphism that took place with the emplacement of the igneous Duluth Complex at tem¬peratures as high as 1200 °C. However, the mineralogy of the Biwabik Iron Formation also varies vertically through the stratigraphy of the unit. This variability in both the vertical and horizontal dimensions makes it difficult to predict exact horizons where specific minerals will occur. The iron-formation has been subdivided into four broad stratigraphic units (lower cherty, lower slaty, upper cherty, and upper slaty) and into four lateral mineralogical zones (1-4). Zone 1, the westernmost zone, is characterized by quartz, magnetite, hematite, carbonates, talc, chamosite, greenalite, minnesotaite, and stilpnomelane. The silicate mineralogy in Zone 2 of the Biwabik Iron Forma¬tion changes very little. However, the minerals begin to change dramatically in Zone 3. Most significantly, Zone 3 is characterized by the appearance of grunerite in both a tabular form and a fibrous form. In Zone 4, the original silicate minerals have completely reacted, and a new suite of minerals occupies the iron-formation. These include grunerite, hornblende, hedenbergite, ferrohypersthene (ferrosilite), and fayalite.

The tracer gas method of conducting ventilation surveys is a means of determining air quantity in underground mines with knowledge of the concentration of the tracer in the atmosphere and the flow rate at which the tracer is being released. The technique is useful in inaccessible areas of underground mines and areas where traditional point measurement of velocity is not practical. Sulfur hexafluoride (SF6) is the industry standard tracer(Kennedy 1987) used in underground mines because it is safe, stable, and not naturally occurring in the mine environment. The implementation of a second tracer will increase the versatility of the tracer gas technique allowing for simultaneous releases for the study of interrelated ventilation circuits, and for conducting multiple experiments in less time. This paper will detail the selection of perfluoromethylcyclohexane (PMCH) as a novel tracer with sensitivity, physical properties, and analysis characteristics similar to SF6. Methods for the release of liquid PMCH into underground mines will be recommended, and the vulnerabilities of sample loss due to condensation of vapor PMCH will be explored. Finally, the benefits and implications of using PMCH as a second tracer will be discussed.

Underground longwall coal mining sections are operated as sealed gobs if the coal is prone to spontaneous combustion. Sealing along the gate roads during longwall face retreat limits the flow of fresh air (oxygen) into the gob and thus deprives the spontaneous combustion reaction of oxygen. In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), researchers at the Colorado School of Mines have used computational fluid dynamics modeling to simulate the flow of gases in sealed longwall gobs. The models were validated using measurements and observations from the field and demonstrate that targeted injection of nitrogen along the gate roads inby the face can be used to control the size and location of explosive methane clouds within the go band to minimize or eliminate the explosion hazard resulting from the formation of flammable methane-air mixtures.

Longwall coal mine operators in the US are required to ventilate multi-panel longwall districts but may have little or no knowledge about what happens to the ventilation air between the inlet evaluation points (IEPs), bleeder evaluation points (BEPs), and bleeder fans. The effectiveness of bleeder performance can directly influence the ability of a ventilation system to remove and dilute coal bed methane emissions. Consequently, the performance of coal mine bleeders is an important aspect of underground worker safety. U.S. coal mining stakeholders have acknowledged their belief that the T- junction split at the longwall face tailgate corner is very important in controlling the distribution of ventilation air. The percentage of air directed inby towards the bleeders and bleeder fan and outby to the submains is often not well-defined and can vary over the life of a longwall panel. To obtain direct measurements of bleeder performance, a tracer gas, sulfur hexafluoride (SF6), was released into the intake air stream along the panline of active longwall panels and in the bleeder/gob ventilation air inlets of an inactive panel. Tracer gas sampling was conducted underground using tube bundles attached to permissible vacuum pumps in the gateroads, former gateroads, and bleeders. Surface tracer gas monitoring was also conducted from operating gob boreholes and from bleeder fans. Testing was performed on multiple longwall panels which included various phases of longwall development and variable path lengths of ventilation air transport to bleeder fan installations. The applied methodology defines and describes coal bed gas pathways, rates, and volumes of movement at the bleeder/gob interfaces, and indicates flow rates for air/gas mixtures within these gobs. These findings are reported for three stages of longwall extraction using direct field-based measurements. Changes in the T-junction ventilation air distribution over the life of a longwall panel and its variable effect on panel ventilation airflow are discussed. These findings will assess the effectiveness of commonly applied ventilation strategies for improving air distribution and ventilation controls to meet statutory requirements and to achieve the desired ventilation patterns through multiple phases of longwall panel extraction.

Outcrop barrier pillars serve to keep mine personnel and the public safe from sudden uncontrolled flows of water accumulated in active and abandoned underground mine workings. When an outcrop barrier fails, the result is an outbreak of water to the surface and is termed as blowout. Mine blowouts are associated with above-drainage mines and can occur through the coal outcrop and sealed portals. A blowout is often catastrophic, a threat to the people on the surface living or working in the path of a potentially large flood. In addition, blowouts can destroy homes, cause landslides and severe erosion and release pollution and acid mine drainage. This paper provides guidance on the planning, design, evaluation and inspection of barriers to address the problem of mine blowouts associated with above-drainage coal mines.

Impala Platinum?s No.16 Shaft mine is currently under construction and is expected to reach full production of 256 500 tons per month by 2014. Mining will start at 1 260 m below surface with a maximum mining depth of 1 535 m where virgin rock temperatures of 56.6°C will be experienced. As a result of depth, high virgin rock temperature and narrow reef mining, an expected total of 31.5 MW[R] of air cooling capacity will be required to achieve acceptable underground conditions. This will be achieved by cooling mine intake air in a single dedicated air cooling installation located on surface. The compact installation includes air cooling spray chamber, refrigeration machines, condenser cooling towers, evaporator and condenser water reticulation as well as all electrical and control systems. Construction and commissioning of the first phase of this air cooling installation has recently been completed on a turn-key contract basis.
