The Bureau of Mines is developing estimates of capital investment, operating cost, and selling price for underground mines producing bituminous coal by various mining methods. This study estimates the required capital investment, operating costs, and selling prices for two hypothetical mines designed to produce 1.5 and 3 million tons per year (MM tpy)3 by using a longwall system in conjunction with a continuous-mining system. The coal properties being mined are assumed capable of sustaining a 20-year product Lon period. Wages and union welfare payments used in this study are those in effect as of December 6, 1975, as set forth under the National Bituminous Coal Wage Agreement of 1974. Costs of materials and equipment are based on January 1976 Indexes. Initial capital investment is $33.8 million for the 1.5-MM-tpy mine and $61 million for the 3-MM-tpy mine. Capital requirements, including deferred investments, were estimated to be $52.5 and $94.2 million, respectively. These figures translate into total capital investments of $34.87 and $31.31 per ton of annual production. Assuming a desired 15-percent discounted cash flow rate of return, with Federal income taxes at 50 percent, the required selling prices would be $12.06 and $10.94 per ton for the 1.5- and 3-MM-tpy mines.

This volume summarizes mining and petroleum legislation in 45 African jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

Because of the danger to life and property in a coal mine if an oil or natural gas well should be accidentally intersected during mining operations, certain precautionary measures should be carried out prior to entering previously unmined areas. The locations of all wells both at the surface and at the depth of the coalbed should be accurately determined. The condition of the well should be learned from surface observations, and more importantly, from subsurface examination by geophysical logging devices where possible. It is also desirable to learn the physical properties of the hydrocarbon-bearing rock formation and the hydrocarbon fluids. The major hazard presented by oil or natural gas wells to mining operations is that of explosion and fire due to the rapid release of gas into the mine atmosphere. Wellbore pressure, the principal index of danger, should be determined by one or more of the methods described and by a service company such as those listed in the appendix. Because of high pressures involved and the consequent hazard, much emphasis has been placed on underground storage of natural gas in areas containing minable coalbeds. Maps are shown of the principal coal producing areas and the locations of currently active gas storage reservoirs. A checklist has been included of factors to be considered when mining coal in an area where oil or gas wells exist.

Graphite is a raw .material of considerable importance in both waxy and peace. Two types of graphite, classified according to particle size as flake and fines, are used, but the former is in much greater demand. The principal wartime use of graphite is in the manufacture of crucibles for melting brass and special alloys of copper and steel. Other uses in both peace and war are as lubricants, for foundry facings, and in paints, electrodes, batteries, motor and generator brushes, and a variety of other commodities. . This paper describes the operations of the Southwestern Graphite Co. of Los Angeles, Calif., which produces both flake and fine graphite from a property in Burnet County, Tex.

The Bureau of Mines (BOM) has begun a project to increase the understanding of the relationships between ecosystem health and its functions, and minerals development. The BOM, Juneau Branch, Alaska Field Operations Center, is providing support for ecosystem based land-management decision-making and the development of ecosystem based regulations by documenting the effects of mining on ecosystems and demonstrating the tools used to assess and analyze those effects. This is done by reviewing the data available on ecosystems and the environment at a mining site, the Greens Creek Mine near Juneau, Alaska, and applying available Geographic Information System modeling tools to assess the impacts of the mine on components of the pristine ecosystem. Habitat Capability Models for wildlife indicator species are used in this examination. Wildlife indicator species are used as indicators of ecosystem health by the U.S. Forest Service and the Alaska Department of Fish and Game, who developed these models for southeast Alaska. Analysis techniques from the U.S. Fish and Wildlife Service's Habitat Evaluation Procedures (HEP) are also used in this report. By applying available models and analytical techniques to the Greens Creek area, the benefits gained through mitigation of potential impacts become apparent. These or similar techniques are useful for cost/benefit analysis of mitigation alternatives. Also apparent from this analysis is that the degree to which potential impacts are observable will depend upon the ecosystem scale considered. This demonstrates the importance of defining the ecosystem and scale before performing impact and cost/benefit analysis. The watershed scale is found to be useful for assessing impacts to ecosystem components at the Greens Creek Mine. Much progress remains to be made in the modeling and prediction of impacts to ecosystems from mining activity.

This publication presents the results of a laboratory investigation of displacement of gas by injection or imbibition of water into sandstone models under essentially isobaric conditions. A brief discussion of scaling requirements is included. The influence on residual gas saturation of independently varying the parameters of dimensional ratios of the porous media, rates and methods of flooding, surface tension, initial water saturation, and permeability is shown. Of these variables, increased initial water saturation and decreased surface tension reduced residual gas saturation significantly, whereas variations in flooding rate and dimensional ratios had no apparent effect. No correlation was evident between absolute permeability and residual gas saturation.

After a stagnant performance in 1982, gross national product (GNP), industrial production, and employment increased during 1983 in nearly all industrial nations, with the U.S. performance generally leading the uneven worldwide recovery. Real U.S. GNP increased 3.3 percent in 1983 (table I). Although investment in nonresidential structures declined, total nonresidential fixed investment in the United States was up 1.5 percent following a 1982 decrease. The increase in worldwide industrial activity and demand in 1983 put greater pressure on prices in many countries. Prices increased from less than 3 percent in the Federal Republic of Germany, Japan, the Nether-lands, and Switzerland to as much as 10 percent in nearly all the other Organization for Economic Cooperation and Development nations. The annual inflation rate in the United States was 4.3 percent (based on the GNP fixed-weight price index).

An oil-field drilling campaign is used in this paper to signify the spacing of the wells to be drilled as well as the drilling program, which is interpreted as the number of wells drilled in a unit of time, This has an important bearing upon the time of receiving income, as well as upon the amount of revenue obtained In periods of low prices for oil, such as the present, the margin of profit is at the best very small, and the correct determination of the drilling campaign may be the deciding factor between incurring financial loss or gain during the depressed period. General policy of the operator. Drilling should be planned by the field engineer to conform with the general policy of the operator. This policy may be one of conservation daring the early life of the property, but as mentioned later, this may result in a smaller ultimate recovery it often occurs that the market price of oil does not warrant rapid development, or it may be desirable to hold in reserve a supply of oil for a refinery. The policy may be to recover all of the oil as quickly as possible, or it may be to maintain a constant and sustained production. In any case, the operator should, outline as far as possible a definite policy, and should understand the principles underlying the recovery of oil, the influence of rapidity of drilling and effects of spacing, in order that he may obtain the oil as required with the least expenditure.

The Bureau of Mines examined the possibility of a seasonal variation of respirable dust concentration in U.S. coal mines. The first step was to review company and MSHA-inspector dust samples that had been collected during the past several years in 14 selected mines for compliance purposes. Results indicated severe scatter in data; most standard deviations of the dust concentrations measured in winter and summer months were comparable in magnitude with the mean values of dust concentrations for the seasons. Therefore, a detailed statistical analysis was conducted. At the 90% confidence level, the company samples of three mines had winter means 0.15 to 0.54 mg/m3 higher than the summer means; six mines had negligible seasonal variations; and five mines had winter means that ranged from higher to lower than the summer means. Inspector data, however, were too sparse for analysis. In view of both the low frequency of occurrence of a seasonal effect and its wide scatter in several of the mines, the study was ended with the conclusion that seasonal varia-tion in respirable dust levels, in general, is an insignificant factor.

A semiquantitative spectrochemical method was developed and applied to the analysis of ash of U.S. coals . A low- temperature ashing procedure was used to minimize the loss of volatile elements . The analytical procedure provides for the estimation of 68 elements including major , minor , and trace constituents . Standards for the trace elements were prepared in a synthetic base mixture that approximates the average composition of U.S. coal ashes . Excitation was achieved with a d- c arc , spectra were recorded photographically , and interpretation was made by visual comparison of spectra of unknowns with spectra of graded standards series . Thirty- six trace elements were found in the analysis of 900 samples . Details of the procedure are presented , including sample and standards preparation , excitation and exposure conditions , spectral lines used , and approximate limits of detectability .

The Bureau of Mines has devised techniques to recover lithium from geothermal brines as the chloride. More than 99 pct of the lithium was precipitated from a brine containing 170 mg/L Li by adding a solution of AICl3 and increasing the pH to 7.5 with lime slurry. The Li-Al precipitate was dissolved in HCl and sparged with gaseous HCI to recover the AlCl3; this resulted in a solution containing LiCl and CaCI2. The solution was evaporated at 1000 C to obtain a mixture of the chlorides from which 97 pct of the lithium was recovered and 90 pct of the calcium was rejected by leaching with tetrahydrofuran. The LiCl recovered by evaporation of the tetrahydrofuran was purified by dissolution in water and treatment with oxalic acid. The final LiCl solution contained 89 pct of the lithium originally present in the brine and had a purity of 99.9 pet.

The U.S. Bureau of Mines conducted a study to evaluate the effect of underground mining conditions on the activation of automatic sprinkler heads. Sprinklers were exposed to liquid fuel fires in a rectangular tunnel at airflows of 0, 45, 90, 150, and 250 m/min to determine the effect of ventilation and fire size on the time to activation. As the airflows were increased, the time to activate the sprinklers for a given fire size increased. Also, as the fire size increased, the activation time decreased. Temperature profiles of the tunnel showed that the maximum temperature near the roof was shifted downstream as the airflow increased. Experiments to determine the effect of rated activation temperature and response time index (RTI) value on activation time showed that the time to activate increased with increasing activation temperature, and decreased with decreasing RTI value. Exposure to the mine environment showed little effect on the activation times in large-scale experiments, and no significant effect in laboratory experiments. The results showed that airflow can have a significant effect on the activation times of automatic sprinklers. This needs to be considered in the design of effective sprinkler suppression systems for ventilated areas.

The objective of this program was to select approximately 100 acoustic materials for flammability evaluation. Noise control programs have been initiated on several types of mining equipment and vehicles which can be used in underground coal mines. Often, the materials which are used in these noise reduction programs have not been tested for flammability properties according to the same reference standard. During this program a variety of materials were selected for measurement according to ASTM E-162 procedures. A radiant heat energy source was used to measure flammability properties of 15.2 x 45.7 cm. samples. In the absorptive materials category, 45 percent of the materials tested had a flame spread index of less than 25. For barrier, damping, and isolation materials the corresponding values were 40, 43, and 9 percent.

H. Adams (2) Whether copper-constantan thermocouples showing considerable deviations from the "standard" were consistent throughout their calibration. (3) How reliable the extrapolated portion is - that is, the interval between -183 and -220° C. of the "standard" thermocouple.

During a recent investigation the authors were interested in determining: (1.) How many points were necessary to locate the deviation curve for copper-constantan thermocouples within an accuracy of about 0.05° C., used in connection with the "standard" thermocouple of L. H. Adams. (2.) Whether copper-constantan thermocouples showing considerable deviations from the "standard' were consistent throughout their calibration. (3.) How reliable the extrapolated portion is - that is, the interval between -183 and -220° C. of the "standard" thermocouple. It seems that a calibration between 0 and -193° C. can be made within the stated accuracy by determining experimentally the e.m.f. of the particular couple at -78.50°, the normal sublimation point of carbon dioxide, and at -182.97°, the normal boiling point of oxygen. Methods are proposed for predicting concentrations of nitrogen oxides and carbon monoxide in the combustion gases of flames, specifically of lean, stoichiometric, and rich propane-air flames. Calculations are based on kinetic and thermodynamic theory. These theoretical data are compared with concentrations observed experimentally downstream of flat grid-type burner flames (approximately 25,000 Btu/hr) that were used to simulate gas appliances such as water and space heaters. Air pollutant concentrations are also computed for (1) flames chemically perturbed by recycling flue gases into the primary fuel-air mixtures; (2) flames thermally perturbed by cooling the burned gases at different rates; and (3) flames perturbed by combination of these two effects. In general, experimental and computed concentrations agree to within a factor of 2 to 7 with the experimental values always being higher than the theoretical. The theoretical analysis indicates that cooling the primary flame by recycling cold flue gases (with and without excess air) reduces the relative emission of nitric oxide and increases emission of carbon monoxide if the flame stoichiometry does not radically change. Cooling rates of about 5,500° to 10,000° R/sec starting at about 3,500° R generally suffice to prevent nitric oxide concentrations in lean flames from increasing much above the initial values at the combustion zone; these same cooling rates do not prevent oxidation of most of the initial carbon monoxide.

"INTRODUCTION The ventilation of development faces in mines for diluting gas or dust concentrations and, in hot mines for providing air-motion cooling effect, by fan pipe units discharging high-velocity streams of air close to the face, is an important phase of mine ventilation. The effectiveness of such units depends largely on the air-flow distribution between the pipe discharge and the face, a subject on which little definite information is available. A study of the air flow from grills into rooms 3/ has provided some basic data, but under conditions no different from mine fan-pipe installations in development ends that the data are of doubtful application to mine installations, owing to differences in air-flow conditions.The purpose of this report is to present and discuss the results of an initial series of tests of a general investigation designed to yield definite laws and design data for the discharge of fan-pipe lines in mines. This series was planned to yield preliminary data on the effects of velocity of discharge, size and shape of pipe, and adjacent walls on the air-flow distribution. Tents were made on 10-inch pine with seven different end conditions and one change of wall condition. Changes in size and shape of discharge wore made by short transformation pieces directly at the discharge end, with the result that effects due to contraction and expansion of the flow, which proved to be of much greater importance than was expected, totally obscured any normal effects due to size and shape. The results of this series of tests, therefore, relate to 10-inch pipe with various discharge designs and are so reported."

"INTRODUCTION Alunite occurs within a radius of 10 miles of Marysvale, Piute County, Utah, in veins and as replacements of igneous rocks. A number of each type of deposit was explored by the Bureau of Mines, in cooperation with the Geological Survey, under the Strategic Minerals program during 1942. The exploratory work comprised geologic and topographic mapping, diamond drilling,,bulldozer and hand trenching, sinking test pits, rehabilitation of old workings, sampling alunite exposures, and constructing and repairing roads.ACKNOWLEDGNENTSIn its program of exploration of mineral deposits; the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. Further recent legislation, brought about by the agreement of the Siamese Government to become a party to the international tin restriction scheme (inter- national tin pool), is the tin and tin ore restriction act (Siam), B. E. 2474, which came into force on September 1, 1921, its purpose being to suspend the
