The paper presents an overview of SPASID (Kiusalaas and Albert, 1983), a new computer program developed under U.S. Bureau of Mines funding for the prediction of surface subsidence caused by under- ground mining operations. The presentation, which is illustrated with two case studies, also re-evaluates the influence function method as a tool of subsidence prediction, arriving at some rather unconventional recommendations. SPASID consists of four modules that communicate through common data bases: (1) Preprocessor. This module prepares and maintains the database for the entire site. The database contains all the information about the site and the mine operation that is necessary for the computation of subsidence. (2) Subsidence Predictor. The influence function method is used to predict the surface displacements that occur in any portion of the site that occur between two given dates. The computations take into account the time lag between extraction and displacement, and the effects of pitching seams and incomplete compaction at the edges of panels. The program contains i not he's influence function and the Green's function of transversely isotropic elasticity theory. (3) System Identification. The purpose of System Identification is to determine the optimal values of the various parameters associated with the influence functions in the Subsidence Module. System Identification requires measurements of subsidence from a site with a sirnilar overburden structure. The values of the subsidence parameters are obtained by minimizing the discrepancy between the measured and computed surface displacements. (4) Postprocessor. The Postprocessor is a graphics facility for displaying the data generated by the other program modules.

Lead-zinc sulphide ores at Mount Isa are currently treated at the rate of 180,000 long tons per 28 day period in the No. 2 Concentrator of Mount Isa Mines Limited. Prior to June 1966 lead-zinc ore was treated in part of the No. 1 Concentrator up to a rate of 70,000 long tons per period. Since 1955, two major changes in ore type being processed have occurred. Because of these changes, problems arising from treatment of the ore have altered and during the period several major changes in practice have been advocated and experimentally tested. Most of these flow sheets were developed with a view to overcoming one major problem in the ore. These were invariably abandoned as the Mount Isa lead-zinc ore contains a number of equally major problems all of which must be overcome in the treatment process. MINERALOGY The orebodies are situated in the Mount Isa Shale Group which is Proterozoic in age (Carpentarian System). The sediments consist dominantly of fine grained dolomitic, quartzo-feldspathic shales and siltstones. Specifically, the Mount Isa orebodies lie in the Urquhart shale formation which is characterised by sediments of high albite and orthoclase content denoting a large volcanic component. The Urquhart shales are approximately 3,500 feet thick and extend at least north and south of Mount Isa for 20 miles in each direction. In the area of the silver-lead-zinc orebodies the Urquhart shales are highly pyritic and have a relatively high carbon content. The

A study was made of the change in density during the first (transient) and second (linear) stages of the creep curve of polycrystalline copper as a function of 1) stress, 2) temperature, 3) plastic strain, 4) impurity and atmosphere effects, and 5) structure, including single crystals. Voids were not observed in single crystals strained 15 pct at 500°C, or in a polycrystal-line aggregate produced by recrystallizing a single crystal, within the limit of sensitivity, Ae/e = 1 x 10-4. It appears that voids are heterogeneously nucleated at grain boundaries by an insoluble phase, or phases, which can be removed by directional solidification. The principal controlling mechanism of void growth appears to be condensation of vacancies at grain boundaries. Vacancies are transported to a boundary and condense as a consequence of the tensile stress component across the boundary, which depends on the orientation and configuration of the boundary plane and on boundary shear across ledges and other irregularities. The ultimate source of vacancies is the free surface and diffusional transport is by way of the boundary plane. PREVIOUS investigations have dealt with the nucle-ation of voids at grain boundaries under creep condition~'-~ and with the connection between grain boundary voids and subsequent brittle fracture.5-7 Growth of voids during the creep process, particularly in the transient and linear stages of creep, has not been studied with the same intensity. Therefore, it seems pertinent to investigate the process of void growth with respect to the related creep curve, and the morphology of growing voids with respect to the structure.

The rate of growth of "Fe4N" on a iron was measured by nitriding purified iron strips in flowing am -monia -hydrogen gas mixtures at 504" and 554°C. It is shown that a dense nitride layer is formed when a zone -refined iron is used in the experiments. With less pure iron, the nitride layer is found to be porous. Through theoretical treatment, the self-diffusivity of nitrogen is evaluated porn the parabolic rate constant, and found to be essentially independent of nitrogen actirlity, e.g., D* = 3.2 x l0-12 and 7.9x l0-12 sq cm per sec at 504" and 554?C. Some consideration is given to the mechanism of diffusion in the nitride phase. THERE is a great deal of background knowledge on the solubility and diffusivity of nitrogen in iron, and on the thermodynamics and crystallography of several phases in the Fe-N system. Although case-nitrided steels have many applications in practice, no work seems to have been done on the diffusivity of nitrogen in the iron nitride, ?', phase. The only work reported on the related subject of which the authors are aware is an investigation by Prenosil,1 who measured the growth rate of the e phase on iron by nitriding in ammonia-hydrogen gas mixtures. EXPERIMENTS Purified iron plates of approximate dimensions 1 by 0.5 by 0.03 cm were nitrided in flowing mixtures of ammonia and hydrogen, in a vertical furnace fitted with a gas-tight recrystallized alumina tube. After a specified time of reaction, the sample was cooled to room temperature by withdrawal to the water cooled top of the reaction tube. The furnace temperature was controlled electronically in the usual manner within *l°C; the temperature was measured using a calibrated Pt/Pt-10 pct Rh thermocouple. For each experiment the iron strip sample was cleaned with fine emery cloth and degreased with tri-chloroethylene prior to the experiment. The ammonia-hydrogen gas mixtures were prepared from anhydrous ammonia and purified hydrogen using constant pressure-head capillary flowmeters. The gas mixture flowed upward in the furnace with flow rate of 400 cc per min at stp. The composition of the gas mixture was checked by chemical analysis at regular intervals. In most cases, the compositions of the exit gas and metered input gas agreed within about 0.3 pct, indicating that cracking of ammonia did not pose a problem at the temperatures employed. Two series of experiments were carried out using two different types of purified iron samples. In the first series of experiments at 550°C, vacuum carbon deoxidized "Plastiron" was used. The main impurities present in this iron were, in ppm: 4043, 50-Cr, 20-Zr, 40-Mn, 20-P, 20-S, 20-C, 50-0, and 10-N. In these experiments the rate data were obtained by measuring the change in weight of the iron specimen suspended in the hot zone of the furnace by a platinum wire from a silica spring balance. The nitride layer formed in these experiments was found to be porous, particularly near the outer surface. In other experiments, high purity zone-refined iron (prepared in this laboratory) was used. The total impurity content of this iron was 30 ppm of which 20 ppm was Co + Ni, 4 ppm 0, other metallic impurities were less than 1 ppm. The zone-refined iron bar, -2.5 cm diam, was cold rolled to a thickness of about 0.03 cm and the specimens were prepared for the experiment as described earlier. After the nitriding experiment, the sample was copper plated electro-lytically and mounted in plastic for metallographic polishing. After polishing, the thickness of the ?' layer was measured using a metallographic microscope. The nitride layer formed on the zone-refined iron was essentially free of pores. RESULTS The different morphology of the nitride layers grown on "Plastiron" and zone-refined iron is shown in Fig. 1. Both samples were nitrided side by side for 55 hr. The holes in the less pure iron, Fig. l(a), are confined to a region about one half thickness from the outer surface. The dense layer grown on zone-refined iron, Fig. l(b), is thinner than the porous layer on the "Plastiron". The impurities in the iron are believed to be responsible for the formation of a porous nitride layer. The pore formation may be due to the high nitrogen pressures existing within the nitride layer, e.g., the equilibrium nitrogen pressure is 1.2 x l05 atm in the 38.6 pct NH3-61.4 pct H2 and 6.6 x l03 atm at the Fe-Fe4N interface at 554°C and 0.96 atm. It is possible that the oxide inclusions present in the electrolytic iron may facilitate the nuclea-tion of nitrogen gas bubbles within the nitride layer. Support for this reasoning is the fact that pores are only encountered in the outer range of the layer where nitrogen pressures are largest. The photomicrographs in Fig. 2 show the effect of reaction time on the thickness of the dense nitride layer formed on zone-refined iron. These sections are from samples nitrided in a stream of 29 pct NH3-71 pct H2 mixture at 554°C for 22, 70, and 255 hr. In all the sections examined the nitride-iron interface was noted to be rugged. The intermetallic compounds MgzSn and Mg2Pb are two of the important series of stoichiometric compounds which magnesium forms with elements of the fourth group of the periodic system. Since there is a complete series of compounds, all possessing the same comparatively simple structure, a unique opportunity is presented to study their properties with respect to increasing atomic number of the anion as it varies from silicon and germanium, through tin and lead. The present work deals with the two lower members of this group, and it is hoped eventually that additional data regarding the silicide and germanide will be obtained. The results of such a complete study provide part of the essential basis for the empirical correlation and theoretical treatment which, in other systems, has contributed to an understanding of inter-metallic compounds and the metallic'state in general. Some experimental data are already available in the literature. However, they are fragmentary and limited in significance owing to the methods of preparation employed and the impure materials available at the time. It was our objective, therefore, using pure metals and improved metallurgical methods of preparation, to produce stoichiometric compounds of high purity for the study of their electrical and chemical properties. We felt that a detailed investigation of chemical properties, about which relatively little is known, combined with electrical properties, would be a significant contribution to the understanding of these compounds and in particular to the mechanism of corrosion associated with types of bonding in alloy systems. The chemical studies are reported elsewhere. Previous Investigations Previous work concerning the electrical properties of these compounds was undertaken in connection with the establishment of the two phase diagrams which are available in Hansenl and Beck. The first comprehensive investigation of the electrical conductivity of magnesium-tin and magnesium-lead alloys was made by Kurnakov and Stepanov.3 This was followed by Grube and Voss-kiihler4 who studied electrical conductivity and thermal expansion over a wide range of temperature and who, unlike Stepanov, appreciated the significance of the large solid solubility of tin in magnesium and took some precautions to obtain an equilibrium state. IN 1948 in the United States, 184,300 tons of lead was fabricated as coverings for electric power and communication cables. Such covering generally is called "sheathing" for the principal lengths of the cables, while the short lead encasements of the joints are called "sleeves." For the purpose of this paper, both lead sheathing and lead sleeving can fittingly be called lead tubing. In the United States in the same year, 34,262 tons of lead was consumed in making extruded lead pipes. Such pipe is employed frequently for water or chemical solution conveyance with gage pressures up to 100 psi. Consequently, the walls are thicker in ratio to diameter than is the case with the cable sheaths. For this discussion, lead pipes can be thought of as tubes or tubing. About 19 centuries ago, the Romans produced metallic lead of about 99.9 pct purity. Evidently this was cast in flat sheets of Y8-in. thickness, for instance. Such sheet of 10-ft lengths was bent around a removable core producing a tube somewhat oval in cross-section and with a typical internal diameter of, say, 3 in. This method of production necessitated a seam or longitudinal joint evidently made by casting the seam metal adherently. The seam metal, as analyzed recently, contains about 1 ½ pct Sn. Blow pipes were said to have been employed when the joint was made. Specimens of such pipe were found both in Italy and in the British Isles. It is believed the pipes conveyed water for drinking purposes and for baths. Numerous specimens are still in existence in a good state of preservation, due to lead's usual inertness in air or water. According to Claude E. Pearson,1 there were various stages in the evolution of lead extrusion presses for making tubes: I. First press by Joseph Bramah, 1797. 2-First successful press by Thomas Burr, 1820. 3-First bridge die press, J. and C. Hanson, 1837. In 1845, Wheatston and Crooke made the first lead sheathed electric cable. Flat lead strip was wound spirally around the insulated conductor. Overlapping edges of lead were soldered. Early cables were also made by pulling insulated conductors into 50-ft lengths of lead tube. Borel in France, and Wesselau are credited with devising the first presses for extruding lead sheaths directly on cables in 1879. In the United States, Eaton, in 188o, and Roberston, in 1885, introduced new presses of improved design. Following Cunningham's original idea of making lead traps and. bends in 1873, the presses apparently were improved and made successfully soon thereafter. Between the years 1930 and 1940, two continuous extrusion presses for lead were developed abroad. One apparently was originated by Dunsheath and made by the Henley Telegraph Works Co. The other was developed by the Pirelli-General Cable Co. CURRENT PRODUCTION In addition to the several descriptive chapters on lead extrusion in Pearson's book, the Metals Handbook2 recently described pipe, sheath, and collapsible tube production. The latter is by impact extrusion.

The regular activities of the Institute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the amount of these endowments totals more than $637,000. An active effort is being made to increase the endowment funds of the Institute through a standing committee, of which Henry Krumb is Chairman, and of which the other members are: George D. Barron, Cleveland E. Dodge, John V. N. Dorr, Howard N. Eavenson, D. C. tackling, Harvey S. Mudd, Wallace E. Pratt, Milnor Roberts, and Wilfred Sykes. This committee believes that there exists a tremendous opportunity for the Institute to be of evergrowing service to the public, to the mineral industries, and to the 'profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light.

Nowhere can there be found a more misleading statement than the old one that "Iron can be manufactured cheaper in the South." During the past decade ironmakers and users of iron have heard varied and sundry stories of the wonderful resources of the Birmingham district, including abundant ore and coal fields, cheap labor, a wonderful climate and similar industrial Utopian statements. Birmingham represents the major portion of the iron business in the South, and as Birmingham fares so goes the iron business of the South. The intent of this paper is to shed some light on the actual conditions surrounding ironmaking in the South, especially in the Birmingham, or North Alabama, district. By a presentation of facts it is desired to point out that the "cheap iron" of the industrial South is a thing of the past, primarily because of increased labor cost and because labor is radically different in performance to what it was years ago. Also, because most of the raw materials needed in ironmaking that would be classed better than inferior are gone. Important Factors The several important factors that have been responsible for this change are : 1. Shrinkage of the iron business in the South. 2. Increased labor cost. 3. The development of the South, with an industrial trend, without a substantial increase of its own iron-consuming market. 4. Increased freight rates, which has narrowed the market that might be reached from this district. 5. Depletion of the better grades of raw materials, both ore and coal. For many years there have been occasional reports of the discovery of gold from a belt of the coast country of Texas which is underlain by deposits belonging to the lower Eocene. For the most part they have been treated as newspaper reports and no examination or record of them has been made. Among such, it may be mentioned that in 1896 there was a flurry over reported gold-discoveries west of Luling and elsewhere in this belt, and in 1903 some prospect-shafts were sunk on the Gon-zales branch of the Galveston, Houston & San Antonio railway, 3 miles below Harwood. During 1912, further discoveries have again brought the matter to our attention, and it may be of interest to record the facts as we have found them. Some years ago specimens were sent me, which were said to have been taken from certain beds on Gazley creek, and concentrated by washing in a rocker. In them were several particles of gold sufficiently large to be visible to the eye. Under the microscope they showed to be, with few exceptions, sharp cornered, and not rounded as is usual with placer-gold. They were not filings, however, but their sharpness seemed rather to be due to a recent freeing from their matrix. One or two grains were rusty, and one copper-hued, but the most of them were tolerably bright. On examining the material of the samples small grains or fragments were found, of a yellowish brown color, which seemed to be of a finely-granular structure—possibly a sandstone. In these fragments I found particles of gold, one of them being large enough to be visible without a lens. Gazley creek empties into the Colorado river just north of Smithville, and for a few miles north of that place its banks show, beneath the deposits of more recent materials, the sands and clays of the Lignitie division of the Eocene, with lignite, shells of iron, etc.

This paper was written in conjunction with the work being undertaken by the Technical Committees on Classification of Coal, and an effort has been made to compile information relative to the use of coal for stationary steam generation in order to use this information to assist the Committee on Classification of Coal for the ultimate purpose of elimination of losses both by the reduction of individual effort and waste in the consumption of material. Under the auspices of the National Association of Purchasing Agents, a questionnaire was drawn up to develop this information from stationary steam plants throughout the United States in order to consolidate the information developed from the many hundreds of boiler tests on coals consumed by various coal-burning equipment. These questionnaires covered: 1. The company reporting, location and method of delivery to the plant. 2. Complete coal data, including description of coals used (with sufficient space to include first, second and third preference) on source of coal used, complete analysis and factors affecting choice of coal used. 3. Plant data, divided into: (a,) hand-fired, (b) overfeed stokers, (c) underfeed stokers, (d) traveling grate stokers, (e) pulverized coal; and included complete description of furnace data, draft data, coal-burning rate, type of stoker, type of pulverizer, efficiency data and remarks. The questionnaire was drawn up by consultation with various combllstion engineers, including B. J. Cross, Test Engineer of the Combustion Engineering Co., W. H. Fulweiler, of the United Gas Improvement Co. and the U. S. Bureau of Mines. In all, 11,538 copies of the questionnaire have been distributed, of which 4369 were sent in duplicate. Samples of an Fe-Nb alloy were brought to equilibriurtr with hydrogen-methane mixtures in the temperature range from 950° to 1050°C, and subsequently analyzed on their carbon contents. The solubility pvoduct L = [%Nb] [%C] may be represented by the equation Approximate solubilities indirectly assessed through hardness measurements have been included from a previous report. These data are shown to be in a fair agreement with the present solubility measurements. IN an investigation based on hardness measurements by de Kazinczy, Ms, and pachleitnerl the molal heat of solution of NbC was estimated to 11.5 kcal per mole. This value was considered rather small, and an investigation using a similar technique was carried out. The results indicated a heat of solution about 35 kcal per mole.2 At this stage it was decided to determine the solubility under conditions of true equilibrium . During the course of this work a similar investigation was published by Smith. 3 His heat of solution, 41.6 kcal per mole, is not very different from the value resulting from the present work (42.5 kcal per mole). Our solubility product, on the other hand, is at considerable variance with that reported by Smith. Possible reasons for these differences are discussed below. Mori, Tokizane, and saheki 7 have studied the behavior of niobium in commercial steels, with special attention to the formation of niobium carbide, nitride, and sulfide. Assuming a carbide composition Nbco.87 based on X-ray diffraction and chemical analysis of residues extracted from Fe-Nb-C-S alloys, the molal heat of solution of niobium carbide was estimated to 35.2 kcal per mole. Probably no other prosperous mining district is so little known as the Black Hills. The name leads one to assume that the district is a rolling country, consisting of more or less insignificant hills. Nothing could be more untrue, as the Black Hills is an elevated region rising to heights of 7000 and 8000 feet above sea-level, and broken by deep gorges and ravines. It is, in fact, a mountainous country in all that that term implies ; but the cañons and gorges are of such a character that the country is easily penetrated by railroad-lines, and good wdgon-roads exist to-day, affording access to every portion of it. Aside from the stampede to the Black Hills country in 1876, when gold-placers were discovered, and 15,000 or 20,000 people became infected with the mining fever, the region has never had a mining " boom." Quartz-mining commenced in 1877 or 1878, and has been successfully prosecuted ever since; the output of gold steadily growing, until at present the yield is about $7,000,000 annually. This great production is about equally divided between two entirely different classes of deposits. The first class, comprising the so-called quartz or free-milling ores (of which the Homestake mine is the principal producer), are veins of generally steep dip, in the older metamorphosed rocks, and similar to the veins worked in other mining districts. The second class of mines is located in what is known as the " siliceous gold-belt." The Siliceous Gold-Belt. This belt, more particularly to be described in this paper, lies in the immediate vicinity of Deadwood and Lead City, and covers an area 6 or 7 miles in length by 3 or 4 miles in width. Gentlemen of the American Institute of Mining Engineers : I desire to thank you sincerely for the distinguished honor you have conferred upon me by electing me to the presidency of this society, a position which in the past has been filled by some of our most distinguished and ablest members, men eminently qualified by education, practical training and a business ability which has enabled them not only to fill the position with credit to themselves, but as well with honor to the society. In deference to a custom long established, by which the presidentelect is expected to read a paper on some subject with which he is more or less familiar, I have thought that a brief review of the methods employed in the manufacture of iron, as witnessed by myself, and reaching back to 1838, would interest some of our older members and give our younger ones a glimpse into the trials and difficulties encountered in those early days by the pioneers in this great industry. The iron-ore deposits worked by this Company occur in lenses 200 to 1000 feet long and 5 to 80 feet wide, and stand at an angle of from 65' to 75, with a vertical height of 250 to 500 feet, other lenses occurring below. A number of the deposits were first worked as open pits, which in some cases were carried to the depth of 150 feet, when, owing to the weakness of the walls, underground mining was adopted. While the ore was being removed from the open pit, shafts mere in several instances sunk into the foot-wall, the intention being to mine the ore with breast-stopes of an approximate height of 20 feet, followed by underhand-stopes of the same height, leaving floors between of the necessary thickness to support the walls, or to effect the removal of the ore by means of what is known as the stall system. As the work progressed, however, it was found that the walls (which are of chlorite) were too weak to permit the working of breast-stopes 20 feet high, there being frequent heavy falls of ground from the hanging and, in some instances, from the foot. The plan of following breast-stopes with underhand-stopes was, therefore, abandoned. By working breast-stopes only, but little more than one-half of the ore could be removed, and that only at an excessive cost, the ore being so hard that power-drills with 3 1/8-inch pistons . and 6-inch stroke, working under 60 pounds of compressed air, are able to drill but 8 feet in ten hours as a yearly average, while from 6 inches to 2 feet is a common result of ten hours' drilling. It was plain that some other system of mining must be adopted, and it was proposed to sink by levels of 75 feet, carrying in the cross-cuts from the shafts and working out the ore each way from the shaft from foot to hanging, and from 15 to 20 feet in height. THE Rock Chapel plant of Consolidated Quarries Corporation (Fig, 1) is three miles northeast of Lithonia, DeKalb County, Georgia, It was opened about eight years ago for crushed stone aggregate. This paper reviews a number of experiments that have been tried in drilling and blasting, and gives the practice in use today. The rock worked is a bare dome of granite gneiss about 3000 ft. in diameter, rising 150 ft. above the surrounding ground (Fig. 2). It is uniform in composition and quality, without seams, and extends down-ward to unknown depth below the quarry floor. A water well drilled 600 ft. remained in the same rock. The principal difficulty encountered in blasting is an easy split, which tends to break down the rock in large blocks.

CHROMIUM is one of the new metals, but considerable research has been required to determine an approximate record of its production from 1827 until the present. Its use in the form of pure metal is not extensive; of the chromite mined, about one-half is required for making ferrochromium, about two-fifths goes directly into refractories and the remainder is absorbed chiefly by the chemical trades. The industries that demand chromite for such uses are mainly in countries that produce little chromite, while the important chromite-producing countries are not generally consumers. The international flow of chromite is therefore of interest, as yell as the political and commercial control of resources of the metal.

INTRODUCTION A complex interaction of worldwide economic and political forces is increasingly requiring 3 primary participants for the successful development of large natural resource projects in developing countries. They are the host government of the developing country (the "host government"), one or a consortium of international natural resource companies, (the "Resource Company") and one, or more likely, a syndicate of international lenders. The host government typically controls the rights to its country's natural resources and establishes the economic ground rules for their development. However, because of worldwide inflation and the depletion of easily accessible, high-grade resources, the nominal and real capital development and operating costs of projects have been spiraling. Moreover, the depletion of high-grade and mineralogically uncomplicated resources also raises the technical and operating risks associated with resource recovery. Thus, despite increasing political self-consciousness and economic nationalism in developing countries, international resource companies are still often necessary project sponsors since they can provide, among other things, the required technical and management expertise and equity capital. The presence of these factors, and often the addition of worldwide market access in a project, is often critical in determining whether or not the project will be considered creditworthy by international commercial lenders. The international commercial lender is often the critical third party in project development, due in a large part to the ever escalating-costs of project developments relative to the financial resources of many companies and even a growing number of countries. In addition, lenders have other reasons for taking more than a passive interest in all aspects of a project's development. These reasons include the following: 1. Projects are often financially structured such that the primary security for a loan, once completion and performance standards are met, is the cashflow of the project rather than recourse to its sponsors. 2. Lenders, in addition to the "project risk" just described, are frequently asked to assume various elements of "political" risk which nay put them in a sensitive economic position between the host government and international resource firms (This is discussed later). 3. International banks today have large loan portfolios of developing country debt with final maturities ranging from one to fifteen years. The various current projects undertaken are the building blocks of most developing country economies that will hopefully contribute to the long run economic development of a country as well as generate the foreign exchange necessary to repay foreign loans in the future. In this regard it is useful for lenders to realize whether a given project "makes sense" in terms of a country's natural resource endowments and competitive advantages over other countries. The type of framework discussed in this article would help lenders to better make such assessments. In order to facilitate the continued international flow of capital and technology to developing countries and of readily available supplies of raw materials from them, it is important for each of these three parties to increase its awareness of the goals and objectives of the other parties as well as the bargaining process that results in the legal, financial, credit and fiscal structures by which a joint venture project ultimately proceeds. Each of the parties faces increasingly complicated accept/reject decisions when they are faced with difficult choices among. a wide range of alternative structural combinations each of which has different implications for risk and reward to them. Therefore, by increasing the mutual, 3-way awareness of the decision processes of the other parties, it should be possible to: • provide better information and results in the formation of more rational expectations by all parties going into negotiations, • facilitate the project formulation process by allowing parties to focus more clearly on the areas of common interest and conflict, • result more frequently in final structures and agreements that better reflect the economic and political realities associated with a project and thus • result in more creative, innovative agreements that should reduce the need for changes to them and thus promote the kind of long run political stability conducive to attracting capital and further investment.

EXPERIMENTAL work on liquefaction of coal was taken up by the Bureau of Mines in 1936 when it became evident that a prudent policy from the national point of view should include preparation for the time when gradual exhaustion of petroleum resources would require supplementing the growing demand for motor fuel with gasoline and diesel oil from coal. At that time (1936) certain foreign nations that had no home sources of petroleum, especially Germany, England, and Japan, were conducting active research and at least two of them were producing liquid fuel from coal on a commercial scale. Germany was reported to have an annual producing capacity of 800,000 metric tons of gasoline per year, and England had just put into operation the Billingham plant of Imperial Chemical Industries for the hydrogenation of bituminous coal and tar by the Bergius-.I.G. process. The annual capacity of this plant was about 150,000 long tons of gasoline per annum (3500 bbl. per day). With these developments taking place in foreign countries, it seemed important to undertake a long-range program of fundamental research in this country to establish a sound groundwork for the evaluation of foreign work on synthetic liquid fuels and at the same time to obtain data on the oil yields and operating difficulties using various kinds of American coals and lignite to the hydrogenation process. The results of such research would be useful in determining the yields and quality of liquid products obtainable from various coals so that American industry would be in position to select the most suitable coals and make rapid progress in establishing this new industry when the commercial need should arise. It was hoped, also, that progress in a better understanding of the chemistry of coal hydrogenation would reduce the cost of the process materially. To carry out this program, a small continuous unit capable of hydrogenating 100 lb. of coal in 24 hr. was installed at the Central Experiment Station of the Bureau of Mines at Pittsburgh, Pa. Small steel autoclaves or bombs of 0.3 gal. (1.2 liters) capacity also were used for batch-hydrogenation experiments in the study of the chemical fundamentals of the process. Much valuable assistance was obtained in planning the experimental program and designing the equipment from the Fuel Research Station of Great Britain and the Fuel Laboratories of the Mines Department of Canada, where such investigations had been in progress for several years.
