Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. The Managalase area is remote and little visited by geologists or prospectors. Yet it holds the key to the tectonics and petrology of this part of Papua. The eastern Managalase plateau (M, Figure 1) lies between the Hydrographers andesite volcano (H) and Sesara shoshonite volcano (S) to the south of Popondetta on the Papua Peninsular. It contains over 30 small volcanic centres in an area of only 400 km2 . To the south and west lies the basic-utrabasic belt (B-UB) of the Morobe arc. This is the leading edge of oceanic plate obducted over the Owen Stanley Metamorphics during the lower Eocene time. To the east and southeast lies the Cape Vogel geosyncline where the western end of the Woodlark basin spreading centre enters mainland Papua. The extension of the spreading centre as a suture might pass as far as the southern margin of the Musa Coastal plain. A new pattern of plate tectonic motions has been determined by the global positioning system and the southern margin of the Woodlark plate has been redefined (Tregoning et al, 1998; Taylor, Goodliffe and Martinez, et al, 1999). The Managalase plateau is margined by two inferred faults. These outline a cusp protruding from the main basic-ultrabasic belt where these rocks are near the surface. The westerly arm of the cusp passes through the centres of the Hydrographers and Mount Lamington andesitic volcanoes. Mount Lamington overlies Quaternary alluvium and underlying Tertiary sediments (Arculus et al, 1983) but members of the basic-ultrabasic belt crop out on the southern flanks. The easterly arm of the cusp is an inferred shear zone (and ? fault) connecting up with the terminus of the suture on the Musa coastal plain. Movements on the two faults forming the cusp are thought to have produced the conjugate N-S, E-W faults on the plateau (Ruxton, 1966). To the east, and isolated, are the two large andesitic stratovolcanoes of Mounts Victory (V) and Trafalgar (T) which together form Cape Nelson. Mount Victory was last active in the 1890s. The Waiowa shoshonitic volcano explosion centres (W), last active in 1943 - 1944, lie near the suture adjacent to the actively rising Goropu mountains. Extension in these mountains is clearly demonstrated by the soil profiles being skeletal along a bounding fault and ageing uphill. The incision of small parallel ravines also dig deeper further upslope from the fault. To the south-east of Mount Suckling (K) the Dayman Dome is also an expanding mass. The Owen Stanley fault is parallel, and located to the south of the suture. The Mesozoic metamorphics form the backbone of the Papuan Peninsula. The intramontane Musa Trough is thought to date from the mid-Tertiary. At the eastern end of the trough Pleistocene and Recent ultrabasic breccias and alkali basalt crop out (Green, 1961).

In the framework of the optimization of Teniente Converter operation the new system of automatic flux feeding through gar-gun was implemented in the Potrerillos Smelter, Codelco Chile, Salvador Division. The control algoritm based on simple iron and silica balance adjusted by empirical coefficients was incorporated in the logical programmer. The programmer works in real time gathering information from the plant instrumentation events and introduced chemical assays of concentrate, slag and flux. Through the auto-tuning of the automatic operation the criterions of optimal flux dosage were determined. Four month of operation of the automatic flux feeding system demonstrated the stabilization of magnetite content in the slag in the narrow range from 18 to 20% and the decrease of flux consumption, corresponding to annual savings US$ 340,000. Additionally, the automatic system helps operators in the control room in fast determination of optimal fluxing and avoid the errors in flux dosage affecting the slag quality and its impact on refractory wear.

When conducting gold leach tests on free milling gold ores which method is the best, bottle rolls or the stirred beaker test? Recently, a client requested that gold leach tests be conducted using the stirred beaker methodology. When asked why, because the laboratory was set up to conduct tests using the bottle rolls technique the reply was that the stirred beaker leach test would replicate the plant more closely. Not wishing to upset the client, the instructions were followed. However, the opportunity was taken to complete additional tests so that the two leach procedures could be compared. Further, this comparison was completed on two different gold ores as well as a number of different grinding media types.This paper provides a description of the two laboratory techniques employed, and presents the results of these parallel tests. Interestingly, the assertion that the stirred beaker methodology more closely replicated plant performance was not validated. In fact, the results obtained using this procedure were noticeably different from those observed in the plant, with lower recoveries and significantly higher cyanide consumptions. The bottle rolls test however more adequately replicated plant performance in terms of recovery and cyanide consumption. "Control of fugitive dust has become increasingly important in the mining industry both from a health and safety and environmental standpoint. Mining operations in particular have required improved fugitive dust control due to recent lowering of the allowable airborne silica concentration to which workers can be exposed. Experience has now proven that the implementation of a surfactant based chemical dust suppression system can enhance existing mechanical dust control methods resulting in much more efficient control of fugitive dust.The Porcupine Joint Venture (Dome Mine) utilizes dry secondary crushing and screening that makes it particularly prone to fugitive dust emissions. A variety of potential dust control systems were evaluated and this led to the installation of a surfactant based water spray system to augment the existing mechanical dust collection systems.A great deal was learned through the implementation of this system. This paper describes the entire process, from testing, system design and installation, through optimization and standardization of operation. In addition a variety of problems were identified, and innovative solutions were provided. Also, the metallurgical impacts on down stream processing are highlighted. Finally, a full discussion of overall results including a discussion of the relationship between silica and total dust concentrations is included."

In December of 2007, a joint venture of J.F Shea, Skanska and Schiavone referred to as S-3II, was awarded a $1.15 billion (? 886,880,000) contract to construct the run-ning tunnels and station structures for the Number 7 Line Extension Project in New York City by the Metropolitan Transportation Authority Capital Construction (MTACC) and New York City Transit (NYCT). As part of the contract, a technically complex and critical connection of the new tunnel to the existing, operational 7 Line subway was required. This paper describes the innovative design approach that was conceived to carry out the underpinning and excavation works both within the east-west 7 Line subway tunnel and beneath the north-south, 4 track, 2 level Times Square Station for the A, C & E trains. This underpinning provided temporary support to the subway substructure as the grade of the tunnel invert was lowered up to 10 feet (3 meters) into the rock sub-grade to allow the future subway to pass under the basement of the world?s busiest bus terminal. In addition, the creation of a new portal connecting the existing subway tunnel and the subterranean level of the Port Authority Bus Terminal by means of underpinning structural footings and horizontal spiling/poling of existing ground will be discussed.

The reduction in energy consumption has been always important for beneficiation plants. Also gravity separation processes have gained lately great importance due to environmental concerns, especially in the gold and silver Industries. In this sense, the paper point out how to reduce the energy consumption in grinding, and increase efficiency in both grinding and gravity separation are of utmost importance to optimize the use of the country’s resources. For these purposes, chemical additives, such as rheology modifiers have shown great potential, and deserved careful consideration.

This paper is one of a series on mining methods and costs being published by the U. S. Bureau of Mines. The operations of the Quartz Hill Mining Co., near Dewey, Mont., afford an interesting example of the cost of mining small bodies of direct shipping ore; they also illustrate the effect of the unavoidable periods of unusually high exploration and development costs in this type of mining upon the cost per ton of producing ore. The importance of skilled geological guidance and the necessity of avoiding unnecessary overhead and capital expense at small mines are shown. Operating conditions at Quartz Hill are typical of those in many other mining districts of southwestern Montana. It is believed that the costs presented here may be of value in the preliminary estimation of costs to be expected by conservative operators under similar conditions elsewhere. The information contained in this paper was obtained during a visit to the Quartz Hill mine in August 1936.

Initial investment for mechanical boring of tunnels is found to be high in most cases. Conventional drilling and blasting is not the possible especially in urban area. In these conditions impact hammer offers many advantages over conventional drill and blast techniques and boring tunnels. These include improved safety, minimal ground disturbances, elimination of blast vibration, reduced ventilation requirements, reduced cost etc. Therefore, hydraulic impact hammers have been used widely in metro tunnelling projects in Istanbul since 1992. Accumulated and published data from various tunnelling projects serve to improve predicting the machine performance and scheduling of job duration. This paper is prepared under this objective. Machine utilization time of impact hammer was evaluated in this study. The main rock formation named Kartal formation arepaleozoic aged sedimentary rocks, shale, sandstone, siltstone, andesite dykes and sediment fillings. The first stage of the project is commissioned to Yapi Merkezi- Yuksel- Dogus- Yenigun- Belen consortium.

HOLLINGER mining operations have required development by 24 vertical shafts having a total length of 28,160 feet. Seventeen of these are sunk from surface and seven are interior shafts. Four surface shafts and three interior shafts are now active and, excepting the recently completed new main ore-hoisting shaft, the remainder are either abandoned, or are used for passes or for ventilation. The new shaft bottoms 60 feet below the 3,050 level, but there is much work to be done before it is placed in service. The term 'shaft practice' is intended to include shaft construction and a general treatment o typical equipment. It is a large subject for an organization the size of Hollinger and this paper is intended only to present the salient features. Separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. Over 50% of the future phosphate reserve in Florida contains too much dolomite to process using the current industry practice. The current phosphoric acid production practice requires less than 1% MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option 1 offers three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand. These methods could reduce MgO content in the final concentrate by 20–40%. Option 2 involves crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9% MgO at about 87% P2O5 recovery. Option 3 is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.

"High tonnage, low grade gold mines such as Omai’s afford economies of scale that are unto their own insufficient to sustain profitability at today’s depressed gold price. Complimenting profitability objectives is the perpetual challenge to reduce operating costs and optimize unit operating efficiencies while being ever vigilant of issues such as environmental control.Key to achieving these objectives at Omai are throughput and availability gains, gold recovery improvements, cost cutting, a skilled workforce and reliable power generation.This paper attempts a cursory review of startup-to-date plant performance advances and future performance-driven objectives.INTRODUCTIONCommercial gold production at Omai commenced in January 1993 with annual output climbing to 250,000 opy by the end of 1994. A mill expansion completed in August 1996 increased gold production to 340,000 opy by the end of 1997. Current milling capacity is 20,000 in tpd (nom.) with actual capacity exceeding 24,000 mtpd on occasion depending on ore size and competency. Mill feed consists of hardrock (andesite, quartz diorite and rhyolite) and softrock (saprolite, laterite) at a nominal ratio of 70:30, respectively. Present day average weighted grade of the feed is 1.4 g/t gold.PROCESS DESCRIPTIONPrimary crushing, ore handling and the original 12,000 mtpd hard and soft rock SABC mill, hereafter referred to as Mill ‘A’, remains essentially as documented by Konigsmann (1 994) complete with poststartup modifications. The mill expansion, hereafter referred to as Mill ‘B’, features an 8000 mtpd hard rock SABC grinding circuit similar in configuration to Mill ‘A’ and differing only in equipment size. Mill ‘B’ includes a 9000 H.P.,reversible variable speed , single pinion drive, 32 ft. x 15 ft. SAG inill , a 7 ft. short head pebble crusher and two parallel 5400 H.P., 16.5 ft. x 30 ft. ball mills with dedicated cyclone packs consisting of D26 hydrocyclones."

Mining in highly stressed ground conditions has been an increasing challenge at the Brunswick Mine. Two large regional pillars were established on the 1000 m Level to support the ground for safe extraction of the surrounding ore. The South Regional Pillar contains about 5 million tonnes of ore and the North Regional Pillar has about 3 million tonnes of ore. In the fall of 2000, mining activities were suspended following a series of ground movements around the South Regional Pillar along weak geological structures. After extensive geotechnical investigations, a decision was made to carry out a mass destress blast in the West Ore Zone (WOZ) to cut the principal stress across an area of 135 m along strike and 86 m high. At the end of July 2001, the WOZ mass blast was successfully initiated. Following this success the mine decided to take a similar approach to destressing the North Regional Pillar (NRP). The final mass blast was taken in early February 2003. Advanced blasting technologies, including state of the art electronic detonators and blast simulation, played an important role in achieving the successful blasts. The high precision of delay timing and long delay duration of the electronic detonators ensured accurate and reliable initiations of over 800 blastholes in the WOZ mass blast. Orica?s DMC_Blast (Distinct Motion Code) simulation code was used to study different blasting blocks for the desired timing in the initiation sequence. This paper describes the process of applying electronic detonators in complex blasts, and discusses how blast simulation results were interpreted to guide engineering design of the mass blasts.

"More Skill is needed to avoid rather than to handle heavy ground loads." This finding, from a tunneling engineer of the nineteenth century, is still relevant today with all advanced sequential excavation and support methods available whether they are applied in the vertical or horizontal direction. Balanced contractual agreements and documents are important since they provide the spirit and climate at the site. This article aims to describe the means and measures for 'hand mined' shaft and tunnel support as they are available today. Some special construction elements and methods with a perspective in recent developments in order to avoid getting stuck in conservatism are presented as well. If we don't allow new methods, means and measures we may end up with the famous quote "Only women who have already proven they are able to give birth to a healthy baby are allowed to become pregnant!"

A review of the practices of analyzing for precious metals at the Reno Research Center, U.S. Bureau of mines, is presented. A general description of fire assaying, the physical layout of a fire assay laboratory, and the use of fire assaying in combination with atomic absorption, induction coupled plasma, and emission spectroscopy is reviewed. The combination of techniques significantly decreases the detection limits for precious metal analyses and simplifies the analysis of the platinum-group metals. Methods of protecting personnel from ingestion of lead are also discussed.

This paper aims to assess the current and future role of coal in energy strategy of Turkey and evaluates the compatibility of the policies to the EU energy policy and strategy. The Turkish government set targets to utilize more coal reserves of the country in next decades. However, the country is also in the process of becoming an EU Member State, hence, it is expected that the energy policies have to comply with the EU. Moreover, Turkey ratified Kyoto Protocol, thus the country should limit greenhouse gas emissions. Clean Coal, Carbon Capture and Storage (CCS) technologies are expected to become an important instrument for the mid-term reduction of CO2 emissions from coal-fired power plants. An alternative technique to the conventional CCS methods is CO2 sequestration by mineral carbonation. Turkey has significant resources of magnesium silicate minerals (olivine, serpentine) deposits which can be utilised in CO2 sequestration by mineral carbonation method.

Spodumene was recovered from pegmatite by flotation in laboratory and pilot-plant tests using an anionic collector emulsion. A similar process applied to beryl pegmatite gave encouraging results.INTRODUCTIONOver the past two decades lithium and beryllium have aroused increasing interest in the metallurgical world. Both these light metals have potential uses in nuclear shielding and cooling and in lightweight alloys, and there is a growing demand for lithium chemicals for ceramics, air conditioning and lubricants. The use, technology and history of lithium has been surveyed by Schreck (1961).For many years, the only commercial production of lithium and beryllium was from pegmatite deposits amenable to hand cobbing. The most important minerals of these ores are spodumene and beryl, which are respectively lithium aluminium silicate and beryllium aluminium silicate. Norman and Gieseke (1940) investigated the treatment of lithium ores by froth flotation. The process of flotation of the pegmatite constituents away from the spodumene was applied commercially in 1951, and the operation has been described by Goter, Rainey and Hudspeth (1953). Subsequently, the flotation of the spodumene from the pegmatite was studied by Munson and Clark (1955) and Browning and McVay (1961), and this method has superceded the reverse flotation process commercially. Muskett, Tasker and Hobson (1962), in applying the method of Browning and McVay in pilot-scale tests, reported difficulty because of activation of quartz and felspar by iron salts introduced during milling of the ore.The flotation of beryl, reported by Ashton and Weir...
