Surface coal mines in West Virginia are receiving stringent NPDES discharge limits for total recoverable selenium. With limits in the low parts-per-billion range, selection and implementation of proper sample collection and analytical methods are imperative for quality assurance and control and for consistency in results. Given the typical oxidized form of selenium in the water, the low limits and the large and variable flow rates from the watersheds, end-of-pipe treatment is difficult and cost-prohibitive to implement. Discharge locations in the remote and steep terrain exacerbate the problem. To evaluate options for end-of-pipe treatment at a Patriot Coal Corporation surface mining operation in West Virginia, CH2M HILL performed wastewater characterization for a range of key constituents and selenium species at three outfalls for selection and preliminary sizing of appropriate treatment processes. A preliminary evaluation of base and wet-weather flows was done to understand flow variability considerations for discharges. A conceptual evaluation of technologies to treat selenium to permitted levels was conducted in con-junction with order-of-magnitude life-cycle cost estimates.

Abstract. The U.S. Department of the Interior, Bureau of Mines, as part of its effort to maintain an adequate supply of minerals and metals to meet national economic and strategic needs, is conducting research on the pneumatic recovery of coarse mica. A system of crushers, screens, and zigzag air classifiers is used to concentrate coarse liberated mica particles from mica ore and from the waste tailings of abandoned mica operations. The plus 0.21-millimeter-size mica is effectively recovered by this method. The mica concentrates produced contain over 90 percent mica. The method recovered up to 78 percent of the mica in the samples. As a dry concentration method, the pneumatic-beneficiation technique may be advantageous in areas of limited water resource.

The United States is the world's largest producer of hydrofluoric acid (HF), with its 1971 output of 317,000 short tons representing about 40 percent of the estimated Free World production. U. S. production has increased over five fold in the past 20 years, with a growth rate of about 7 percent per year between 1960 and 1970. However, the growth rate to 1977 is expected to be less than 5 percent per year, due primarily to a reduced rate of growth in requirements by the aluminum industry and an expected increase in imports from Canada and Mexico. This discussion will include our analyses of the consumption pattern for HF in 1972 and the factors influencing the demand forecast for 1977.

Construction of the AA Pad reclamation was completed in the fall of 2000. Seeding of the ET cover began in the late fall of 2000 and continued through May of 2001. On Saturday afternoon, June 1, 2002, a large, very localized thunderstorm struck the reclaimed AA Pad site. Eyewitnesses present at the time described a dark storm cloud parked above the site for less than half an hour. Average rainfall intensity was measured to be 122 mm (4.8 inches) per hour and peak rainfall intensity was estimated to be 213 mm (8.4 inches) to 259 mm(10.2 inches) per hour. At the time of the storm, the construction was less than two (2) years old and the vegetation had only a single season of growth. The entire period from the end of construction until the date of the storm was a drought period with below normal precipitation. Other than a few small snowmelt events, there was no precipitation event large enough to produce any significant flow in the channel network. Therefore, the very first significant runoff event was the extreme event of June 1, 2002. The storm essentially represents a large-scale field test of the design concepts used at the AA Pad site. Shortly after the storm, data was collected and analyzed with the intent of learning as much as possible about the performance of the cover system design with the expectation that the newly acquired knowledge might be utilized in future designs to further improve the performance of similar cover systems during extreme events.

"In underground mining, machine design is predominantly dictated by mine conditions and individual customer desires. In partnership with Foresight Energy, J. H. Fletcher & Company was tasked to design and manufacture a new roof bolting machine with six independent drilling apparatus on board capable of drilling and bolting the roof and ribs with material handling. This is the first Fletcher® six head machine to be designed and built for the mines in the United States. The machine is intended to work in the Illinois Coal Basin. The objective was to produce a machine capable of drilling and installing six bolts simultaneously with a limited number of operators. The goal of the mine is to decrease the time to bolt a cut to improve the safety level of the current roof bolting method, improve efficiency and to improve the bottom line cost of entry development. The customer wanted four mast feed drills at the front of the machine dedicated to installing roof bolts and then another two mast feed drills behind them dedicated to rib bolts. This dictated the requirement of latched controls, which would allow the operator to start drilling one hole and then latch the controls to be able to move on to the next. To accomplish this, we developed a unique hydraulic latch circuit to maintain operator safety and compliance. Guarding was added to prevent an operator from coming into accidental contact with a latched drill. The result of the design is a machine with a single platform and six independent masts with drillheads: four masts strictly for drilling and installing roof bolts on the front of the platform and then two masts on the back of the platform for rib bolts. The feed and rotation controls at each operator’s station include a latch control for drilling. The latch control will allow the operator to lock in the feed and rotation once the hole has been collared, allowing the operator to move on to the next hole. The rear of the machine is equipped with material handling. There are two material pods with winch controls as well as a mesh rack that includes mesh lift, mesh tilt and mesh sump. The six-head roof bolter allows fewer operators to drill and install roof and rib bolts, which in turn lowers the miners’ roof exposure per cut. This design reduces the operator’s exposure from the inherent pinch points and rotary hazards once he has engaged the latch drilling. Therefore the machine will help to decrease the time to bolt a cut, improving productivity while enhancing the ability to operate the machine safely. INTRODUCTION When mining underground it is necessary to support the roof quickly to prevent it from collapsing after an area has been mined. Since the 1950s, the primary method for supporting the roof has been the installation of roof bolts. Roof bolting is one of the most basic functions yet one of the dangerous jobs in the underground mining operation (1). The Mine Safety and Health Administration’s (MSHA) Health and Safety Accident Classification injury database showed an average of 660 roof bolter operator accidents per year over a 5-year period (1999-2003) (2). The numbers show that roof bolting is the most hazardous machine-related job in underground mining. It represents 39 percent of all machine-related accidents in underground coal mines. In 1993, the U.S. Bureau of Mines conducted a study that has shown the activity of drilling as the most hazardous job task performed by a roof bolter operator, accounting for 31 percent of all roof bolting injuries (3). Almost half (46%) of these drilling injuries were due to falling rocks or coal from the roof. All of these injuries occurred under supported roof. The majority of these injuries (about 99%) are not caused by a major roof collapse but from falls of smaller rock from the immediate roof. This type of roof failure has also been termed “skin fall.”"

INTRODUCTION This manuscript is based on site inspections of five existing mines and the detailed analysis of two of the five. The detailed analysis and mathematical models of the two mines are presented herein in order to demonstrate a method of predicting mine water inflow using existing mines as a data base. Water management procedures were studied at all mines. Our original criteria for mine selection were that the mines be less than five years old and have an inflow rate in excess of 2000 gpm (7.6 m3/min). Background hydrologic and hydrogeologic data were required so that two of the mines could be used for our computer modeling experiments. Our original criteria proved to be difficult to meet. We contacted numerous mines via various sources. Many mines were unable to meet the cri¬teria stated or were not interested in cooperating with us. Therefore, we allowed some flexibility in the application of these criteria to satisfy our orig¬inal requirements. Although the visitations at all the mines are not discussed herein the characteristics of the two mines simulated are presented. These simulated mines consist of a uranium mine in New Mexico and a lead mine in Missouri. The mines and owners will remain anonymous by request. URANIUM MINE-CASE HISTORY NUMBER 1 Mine Location The uranium mine that we simulated is located in northwestern New Mexico. The ground surface at the uranium mine is at an elevation of approx¬imately 7000 ft (2134 m) above mean sea level. The climate is arid to semi-arid with an average annual precipitation of approximately 10 in. (25.4 cm) (John and West, 1963). Geologic Setting It is essential that a conceptual model of the stratigraphy, hydrostratigraphy, and structural geology of a mine site be developed prior to simulation by a mathematical model. If such a conceptual model is not developed prior to simulation major errors are difficult to avoid. The uranium mine we have simulated is located in the San Juan Basin (Fig. 68), which is a structural basin located in northwestern New Mexico and adjacent parts of Colorado, Arizona, and Utah. The sedimentary rocks present in the deepest part of the basin are nearly 15,000 ft (4572 m) thick (John and West, 1963). The regional dip of the sedimen¬tary rocks in the Grants area is generally northward toward the San Juan Basin; the regional attitude is modified locally by normal faults and folds (Hilbert, 1963). The rocks of interest in this area are sedimentary in origin and range in age from Penn¬sylvanian to Cretaceous. They rest on the Precam¬brian core of the Zuni Uplift. Associated intrusive and extrusive rocks are of Tertiary and Quaternary ages (Hilbert, 1963). The deepest sedimentary unit of interest at this mine site is the Morrison Formation as described by Hilbert (1963). The Morrison Formation con¬sists of three members in the general area of the mine site; the deepest member is the Recapture. The Recapture Member consists of alternating beds of gray sandstone and grayish red siltstone or mud¬stone with strata up to several feet in thickness. Only a few small deposits of uranium are contained within the Recapture Member. The Westwater Canyon Member overlies the Recapture Member of the Morrison Formation. The Westwater Can¬yon Member is approximately 150 ft (46 m) thick and consists of light brown to gray, poorly sorted, arkosic sandstone, and some interbedded gray mud¬stone. The Poison Canyon Formation denoted in subsequent discussions, tables, and figures was de¬termined to be a part of the Westwater Canyon Member. The separate connotation is used for the description of mining operations and hydraulic properties but a separate physical description is not included. Like so many installations of its type approaching middle age, the ore processing and shipping facilities in Puerto Ordaz, Venezuela, have taken a lot of twists and turns in their lifetime. The object of this paper is to lead you through these twists and turns and some of the reasoning for them. The need for additional sources of iron are in the United States became evident during the time of the second world war. An exploration team from U. S. Steel located further high quality direct shipping iron are in commercial quantities near Ciudad Bolivar, Venezuela in 1947. Basic decisions were made to develop these reserves for export via the Orinoco River through a new shipping port to be built at the confluence of the Orinoco and Caroni Rivers. The basic concept was for the ore to be loaded directly to ocean going vessels. This was something of a gamble since the basic economics depended upon successfully opening up the main channel of the Orinoco River to deepwater vessels, and the Bethlehem Steel mine in the same area was already working with shallow draft river boats and a transfer station on the coast. Always, the basic philosophy has tended to be to plan with expansion in mind. The original conveyor systems were 1.52 m (60 inches) wide with 200 idlers, whereas 1.07 m (42 inches) or 1.22 m (48 inches) wide conveyors could have carried any production foreseen at the time of installation. Stockpiles have been located and designed with room for expansion. Basic designs have had dotted line future expansion blocked in.

Utah Development Company (UDC) operates five large opencut coal mines in the Bowen Basin of Central Queensland, Australia. In total, over 20 million tonnes of coking coal are exported annually from the five mines. Typically, the coal seams dip at 5 percent, are 2 to 10 metres thick, and sub-crop some 20 to 40 metres below surface. In the main, the operations are single seam, but multiseam (2, 3 or 4 seams) operations do exist and will form an increasing proportion of the mining activities as depths increase. Draglines are used as the major stripping equipment, highwall depths currently ranging from 20 to 65 metres. Whilst project feasibilities were based on stripping to a 60 metre highwall, it is now proposed to continue opencut mining to depths exceeding 100 metres. This will entail large quantities of prestripping (ahead of the draglines) and overcoming problems associated with steepening seam dips, including haulage of coal from the pits.

One of the major problems in the exploitation of deep copper ore deposits in the Legnicko-Glogowski Copper Field is ground control and, in particular, roof control of the headings. The depth of copper deposits ranges from 600 to 1200 m. The parameters of ore-bearing rocks and the surrounding rocks show considerable variance of strength properties along the mining thickness (Fig. 1). The roof of the openings exploitation headings consists of dolomite-calciferous rocks. The roof strata consist of layers, the thickness of which vary from several centimeters to 0.6 m (sometimes to 1.0 m). These strata differ in strength and are characterized by igneous and sedimentary discontinuities. On the basis of studies in structure, properties and geological mining conditions of the roof strata in Polish copper mines, the method of roof classification has been developed. (1) This method uses the stability index "L" of the roof, calculated from [ ] The value of "t" ranges from 0, l to 0,8. Based on the value of "L", four classes of the roof (Table 1) corresponding to different degrees of fall hazard have been developed. The mining of copper ore deposit is carried out by a single lift room-and-pillar mining system or a two-stage room-and-pillar system with roof caving. (3, 4). The single lift room-and-pillar mining system is most often used. It consists in working of the deposit of 2.5 to 4.5 m mining thickness, 150-350 m long mining line, consisting of parallel room faces 6 m wide with pillars 5.7 or 16 m wide. As the mining line advances, cross-cuts joining individual rooms are made, thus forming support pillars 3x5, 7x7, 5x16, and 7x16 m (Fig. 2). The two-stage system (Fig. 3) mines the deposit with rooms 6 m wide into blocks 25 x 35 x 25 x 45 m. During the second step these pillars are worked with rooms and cross-cuts into pillars about 3 x 4 to 4 x 5 m (retreat mining). The pillars are crushed just before the fall of the roof. The maximum opening of workings in the two-step system is about 10 m, i.e. one belt entry and one row of bearing pillars. In single lift room-and-pillar systems it is about 35 m., i.e. three belt entries and three rows of bearing pillars. The support of the headings consists of expansion bolts 1.6-1.8 m installed in a bolting pattern 1.1 x 1.5 m. In both systems the fall step is about 10 m, i.e. the width of a belt and a bearing pillar. The Indications of Rock Mass Pressure Individual Dog Heading Individual dog headings are set wide apart from each other in the unmined ore deposit area where there is no interaction of headings. The indication of rock mass pressure are, in such cases, limited to the deformations and damage of side walls. Radiometric studies of rock mass loosening showed that the maximum range of lifts in side-walls immediately after web was 2 m (4,5). In the course of time the cracked side rocks fall off, thus widening the heading. The morphology of side-walls is influenced by the location of the heading in relation to clump layer/tarry. Numerical modelling has been extensively used to estimate plastic displacement in faults and rock mass surrounding mine excavations. Particularly, for fault slip seismicity, modelled plastic displacement is usually utilized to estimate seismic potential, however these methods assume that all the displacement caused during an specific simulated excavation step, is released as a single event at each step. This representation corresponds to a conservative estimation since rock mass displacement does not occur as one single event but as an exponential distribution of many small displacements and a few large ones. When displacement is expressed as seismic magnitude, this exponential distribution is addressed as the Gutenberg Richter (GR) relationship. This paper present a method to decompose the results from numerical models into a distribution of seismic events The reconstruction of the GR relationship from modelling displacement permits not only a more realistic approximation of the expected maximum magnitudes but also provides a tool to develop a probabilistic estimation of the maximum possible magnitudes.

The Bureau of Mines investigated pegmatite and granite formations at Copper Mountain, Fremont County, Wyoming, for recovery of tantalum and niobium. Sampling of surface exposures identified about 1.27 mega tonne of pegmatite resource material ranging between 0.02 and 0.04% Ta20, and 0.007% Hb20,. Beneficiation studies were conducted involving coarse-grained and fine grained pegmatite samples. Over 80% recovery of the coarse-grained tantalite was achieved in a concentrate averaging over 45% combined tantalum-niobium oxide. Lower concentrate grades and recoveries resulted from the treatment of fine-grained pegmatite.

Investments in new technology are often intended to improve the production or cost performance of existing operations. The economics used to justify these projects can be flawed, however, if they do not adequately consider the potential benefits of the alterative: the fully optimized use of the facility's present equipment and personnel. While new technology can be effective, dramatic improvements in production performance can also be achieved through the rigorous application of standard industrial engineering and operations management practices. An intermediate approach may also be effective: many basic improvements In the mine or plant necessary to support new technology will be equally effective when implemented for the facility's present operators. Firms who optimize their present operations are able to save the capital and avoid the risk associated with new technology. These firms will also be able to capitalize more quickly on new technology when it is implemented.

The Ohio valley division of consolidation coal company has incorporated two new aspects within its coal mining concern. A new communication system, thru the cooperation of the c. & p. Telephone company, has been established in each of our mines with its central control in the general office building. In conjunction with this system, a Texas instruments 960 a computer has been incorporated into the system. The purpose for our computer is to provide modernization and improvement to our safety, production and maintenance programs. Thru proper use, the computer will help eliminate inaccuracies and inefficiences that have previously caused inaccurate analysis of problems. Due to federal requirements for more reliable communications in underground mines, Ohio valley division is making a concentrated effort to improve its communication systems. Systems such as the magneto phone and trolley phone have been looked at more critically. It was found that these systems are being used well beyond their limits. With these facts in mind, division personnel started looking for a system that would have these built in advantages: ease of maintenance and installation, increased reliability, low cost, and an inherent ability as a multiple use system.

The grinding of coal-water slurries has received increasing industrial attention during the last decade. In particular, there is long-term interest in the use of pulverized coal-water slurries to replace oil in combustion equipment and the development of coal gasification/liquefaction processes which require coal-water slurries as feed. More specifically, the use of coal-water slurries in gasification requires grinding a high density slurry containing the smallest amount of water consistent with slurry pumping and spraying. As part of a fundamental engineering research support program aimed at the industrial implementation of dense coal-water slurry grinding, this author has published several papers on how specific rates of breakage vary as a function of slurry rheology, Klimpel (1982, 1982/83). These papers demonstrated that there is a consistent pattern of change in specific rates of breakage of coal in dense slurries with controlled variations in slurry rheology. By matching rheological data with laboratory grinding results, it was possible to identify directly slurry conditions that correspond to: (1) slowing down of breakage rates, (2) the occasional acceleration of breakage of some sizes, and (3) conditions where chemical additives will increase rates of breakage.

DOUG HALBE: Thanks, Terry. And in spite of your introductory comments, I'm going to attempt to continue our hallowed tradition of saying nice things about the speakers. This is really a serious comment now. We, as mineral processing and mill people, don't often talk to people outside our general operating area. One thing that we've tried to do in this operators' symposium is get speakers from various types of plant operations to help illustrate all the things we have in common. Our next speaker is from the industrial minerals area. I think there's a lot to be learned from industrial minerals operations. Some of the people in the last session learned some things about fine grinding in industrial mineral operations. I was a little surprised to see people there grind to 2 microns. Our next speaker is Frank Alsobrook. Frank is another nonmetallurgical engineer. He has a degree in geology, a master's of science from the University of Wisconsin. He's had his own very successful consulting company for a number of years. This is your 11th anniversary, Frank? Very good. He's also the immediate past chair of the industrial minerals division. I think the folks at the speakers' table should be ashamed. You have been so rowdy that Frank chose to sit in the audience. [laughter] We'd like you to come up now, Frank, and tell us some things that you've seen that might be useful to us. INTRODUCTION FRANK ALSOBROOK: The three topics addressed briefly are (1) teamwork and operations modeling, (2) the pitfalls of capital conservatism, and (3) the potential for by-product recovery. Ideas for improvements in these areas are not unique to industrial minerals but apply to metal mining and processing operations, as well. Several additional topics are suggested at the end of the paper.

Large volume sand plugs are placed in tunnels to stem underground explosions at the Atomic Energy Commision's Nevada Test Site. Placement through long, narrow accessways is like stemming coyote holes and blast chambers in mining and construction. Experience with several other methods showed that pipeline conveying could be preferable. Small scale tests justified predicting a placement rate of 20 y. p. h. at 1000 feet, with a modified gunite placer. The initial production trial placed over 2000 c. y. and was estimated to effect a small cost saving after paying for new equipment. Initial problems included duct replacement and supply delays, dust, and other personnel hazards. Operations analysis and SOP'S reduced delays during the second field trial, minimized hazards, doubled production. Re cent re search and operations analyses produced data on abrasion resistant ducts, identified minor equipment modifications which can improve production, developed techniques for impact compaction to 90% ?maximum? and for extension of the practical range to 2000 feet. Twenty-two illustrations include an air consumption-distance chart.

Fuel is a major .cost for power generating utilities. Virginia Power is completing one of the nation's largest coal reconversion programs. As a result, 10 million tons of coal will now be used at six generating stations. Four of these stations are located on naviagable waterways. They consume over half of Virginia Power's coal. Historically, railroads have exclusively served these plants. In an effort to substantially reduce fuel cost, Virginia Power has reexamined transportation logistics and is proceeding with barge delivery. A phased approach was used by Virginia Power for the transportation program. Plant requirements were first identified. Coal sourcing issues were then examined. The concept of intermodal transportation was investigated. The bottom line cost savings was used as the criteria for continuing the project. The results thus far have been gratifying. Virginia Power has begun to implement barge transportation.

This paper addresses the impact of declining world rutile resources upon the production of titanium products and their asso¬ciated costs. Titanium is used primarily for the production of pigments; in its metal form it is considered a strategic and critical material to the U.S. defense and aerospace industries. There are two major mineral sources for titanium: ilmenite and rutile. Both these mineral types can be used to produce titanium pigments. Only high grade titanium concentrates, such as rutile, high-grade ilmenite, and synthetic rutile (which is produced through further processing of ilmenite), can be used in the production of titanium metal. This paper draws upon the data and analyses of a recent Bureau of Mines Minerals Availability Program appraisal that evaluated the international availability of titanium from market economy countries. The paper will show that production from economic rutile mines will decline sometime after the turn of the century and that rutile shortages could be alleviated by production from other high-grade titanium resources such as higher cost rutile deposits and anatase deposits, or through an increase in world synthetic rutile capacity.

As part of other work related to the studies of kinetic factors that influence the flotation of specific sulphide minerals, specially designed kinetic flotation experiments at Cominco included work done on -65 + 100 mesh and -100 + 150 mesh, high purity galena. The flotation collector used was sodium isopropyl xanthate containing radioactive sulphur-35. Radiation monitoring of the galena fractions from stage flotation tests indicated that the adsorbed radioactive xanthate was uniformly distributed among the floated fractions and the non-floated, or residual portion of the galena. This anomalous behaviour could not be correlated to changes in Seebeck coefficients, to lattice distortions, or to the nature of the mineral surface as revealed by infrared spectroscopy and by microscopic measurements.
