This plan was formulated at a workshop attended by most of the senior members of Council, and from it has flowed a number of changes that have been introduced over the past four years.

This paper describes detailed fractographic analyses of several specimens that had undergone corrosion-fatigue tests at high stress ratios in simulated pressurized water-reactor environments. The distribution and morphology of non-metallic manganese sulphide inclusions are shown to strongly affect the growth of environmentally assisted cracks (EAC), and certain features suggest that a hydrogen-assisted mechanism is responsible for the observed EAC growth. The incidence of transient EAC growth in isolated regions suggests that the critical conditions that trigger this type of growth are the 'right' local chemistry at the crack tips and imposed mechanical conditions.

Currently the most widely used formula in pillar design is the power formula, which implicitly assumes a volume effect. This assumption is critically examined, and it is proposed .that a limiting strength value, the critical rock mass strength, be used for pillar design instead. A methodology is provided to determine this value. It is suggested that the effects of geometry on pillar strength are well described by a linear function and the power formula, for w/h ratios less than or equal to about 5. This approach together with the use of the critical rock mass strength, removes the volume effect. Various factors that affect pillar strength are examined. The concept of explicitly determining the stability of each component in the pillar system is briefly discussed. It is proposed that pillar design be expanded to a pillar system design procedure that incorporates the interaction of the pillar, roof and floor strata, and the loading system.

"South Africa is well endowed with a plethora of valuable minerals, as well as being of world renown for its significant ecological and cultural resources. The unfortunate reality is that these two important attributes often come into collision when developmental decisions are made. Robust environmental planning tools are required to guide such development in areas of heightened sensitivity. Environmental management frameworks are one of the tools that can attempt to achieve the desired developmental and ecological balance by utilizing early identification and mapping of sensitive ecosystems and resources to assist in pre-empting potential future land use conflicts. This paper unpacks the characteristics of environmental management frameworks and further investigates their potential, as well as its current design and implementation challenges. The findings show that environmental management frameworks have the potential to provide meaningful resource information to decision-makers on the opportunities and risks of developments in sensitive areas. They further provide a platform and process through which local stakeholders can voice their opinions and collectively drive the developmental priorities of the identified area.IntroductionAt the core of a harmonious and prosperous society is the balancing of a broad spectrum of needs, rights, and imperatives. As South Africa’s resource and energy needs expand, it becomes increasingly important to safeguard environmental rights and ensure sustainable development through creative measures. The State’s drive for accelerated development to meet the targets in the National Development Plan 2030 is contributing to the growth of invasive developments in previously undeveloped areas. The unfortunate reality is that the heightened tensions between rapid economic growth and environmental sustainability are threatening sensitive areas."

Gladstone Pacific Nickel Limited (GPNL) is proposing to develop the Marlborough nickel deposit in central Queensland and the Yarwun Refinery in Gladstone, Australia. The project proposes to connect the two sites with a DN 500, single pump station slurry pipeline, transporting up to 4 Mtpa of nickel laterite ore as slurry 180 km from Marlborough to Gladstone. Slurry viscosity is a key parameter influencing pipeline design. Not only is the slurry viscosity relatively high, requiring pumping at low concentrations, around 30% by weight, but the viscosity (yield stress and plastic viscosity) increases with shearing or agitation. It is argued that the viscosity changes can be analysed in terms of total energy input, including energy input during grinding. The slurry viscosity is therefore expected to increase along the pipeline and the pumping concentration must be low enough such that the increase in yield stress does not cause transition to laminar flow towards the end of the pipeline. The base viscosity of two ore types is determined using a rotational viscometer for minus 212 micron slurries. Viscosity variations with ore particle sizes of d99 212, 425 and 600microns are investigated. For each of these particle sizes the expected increase in viscosity during pipeline transport is simulated on a laboratory scale by agitation with a turbine mixer in a baffled container to give the same equivalent unit energy input as will occur in the pipeline. Tests were also conducted on the d99425 micron slurry in a 2.7 metre diameter DN 200Wheelstand, rotated for the 23 hour transit time and at a similar relative velocity as in the pipeline. Based on the Wheel stand test results the yield stress is expected to increase by a factor of 3.1during pipeline transit. The preliminary design allows for a reduced pumping concentration to accommodate this increase in yield stress towards the end of the pipeline.

The results of small-scale resin-in-pulp pilot-plant investigations at Grootvlei Proprietary Mines Ltd, President Brand Gold Mining Co. Ltd, and Western Areas Gold Mine Co. Ltd are reported. At each mine, a pulp was fed simultaneously to a carbon-in-pulp plant, allowing a direct comparison of the metallurgical performance of the two processes. With the Grootvlei pulp, gold was extracted more efficiently by resin than by carbon owing to the Iow concentration of competing base-metal cyanide complexes in solution. With the Western Areas pulp, the reverse was true because of the high concentrations of copper and nickel in solution. Finally, with the President Brand pulp, resin-inpulp was significantly superior to carbon-in-pulp owing mainly to the inherently slow rate of gold extraction from calcine by activated carbon. Results are presented that show the efficiency of the elution of gold and other elements with a variety of reagents from the loaded resins arising from these three campaigns. At Western Areas, a detailed investigation enabled a preliminary cost evaluation to be made of three techniques for the elution of strong-base resins.

The increasing transportation of solids by pipeline, in South Africa and internationally, replacing the conventional transportation methods of rail, road, and conveyors, has resulted in much research into this area of solids transportation. Pipeline wear continues to be an area of specific concern, since it constitutes a major cost during the life of a pipeline installation. Wear data from an accelerated wear test and actual pipeline tests are presented. Trends in the performance of the pipeline materials tested are discussed, and possible solutions to the problem of pipeline wear are presented.

Over a period of three years, since samples first became available, laboratory and pilot plant experiments have been conducted to develop a method of treatment to recover copper and zinc in saleable grades of concentrates from the Prieska complex sulphide orebody. These experiments have been based on adaptations of principles investigated by research workers and applied to similar ore types throughout the world. The differential flotation process finally worked out involves a comparatively coarse grind, flotation of the copper at near-neutral pH with the use of a zinc-cyande sphalerite depressant, followed by flotation of the reactivated sphalerite. This procedure has had such success that the construction of a full-scale plant is proceeding with confidence that the small-scale operations will be duplicated or improved upon. It is to be expected that the large plant will follow the pattern of almost every flotation plant that has been built in that modifications to the circuitry and reagent systems will be made as experience is gained.

The main sulphide zone (MSZ) of the Great Dyke is cryptic and without obvious stratigraphic markers. Although there are trends in the dimensions of the PGE and base metal profiles across the Hartley Complex, the profiles are invariant within a particular mining area. Ratios derived from these profiles are used to interpret diamond drill cores drilled ahead of underground development. Detailed logging of oriented core shows the exact position and attitude of intersected faults. Metal ratios are used to estimate fault throw to within 25 cm. It is possible to draw detailed sections showing the extent of ground disturbance well ahead of mining. A. H. Mokken: I am pleased to have been given this opportunity to make a contribution to Dr Muller's paper tonight. The reason for this is that, at one stage in our careers, we were associates in the same undertaking. Dr Muller, then fresh from University, with a degree in pure science, had just stepped onto the first rung of the ladder, which, it was then thought, would lead him to a career in gold extractive metallurgy. However, endowed with an enquiring mind and conscious of a lack of fundamental training in general metallurgy and engineering, he felt a need for further academic study. To meet this need and, more importantly, to meet the necessary finances, he found his opportunity in steel. Armed with a bursary, he bade farewell to gold and proceeded overseas, to the University of Sheffield, to train as a steel metallurgist. The outcome of these academic efforts, which were followed by assignments in the steel industry and a further period at Sheffield, is the man we have listened to tonight-a highly qualified metallurgist who has displayed a sound knowledge of his subject. In choosing Sheffield, Dr Muller became associated with a steelmaking centre of world renown, a centre usually credited with the first systematic production of alloy steels, as far back as the 18th century. Since that time, great advances have been made in the production of alloy steels and this is especially so in the last decade or two, when major developments in civil, mechanical, electrical, aeronautical and nuclear engineering have been made possible by the development of steels with improved properties. In spite of spectacular advances in the technology of non-ferrous alloys, plastics and other materials of construction, steel has maintained its role as a pre-eminent material for engineering use. With the gradual accumulation of data on the properties of steels, and the use of thin film electron microscopy, to study the behaviour and characteristics of such phenomena as dislocations in metals and other microstructural features, the physical metallurgist appears to be approaching the stage of an exact understanding of such phenomena as strength, ductility and brittleness-a knowledge which could lead to close control of such properties and, therefore, to the attainment of the highest goals. An interesting example, illustrating the use of fundamental principles, based on physico-metallurgical research, is the development of the maraging steels developed by Bieber at the International Nickel Company. These steels have met the extreme technological requirements of the space age by providing the material for the cases of large rockets in which qualities, such as high tensile strength, toughness, workability and weldability are most important. Attractive as they might appear to be in considerations of savings of weight, cost of erection, transport of materials and foundations, the use of high strength steels has been accompanied by special problems such as brittle fracture, hydrogen embrittlement, notch-toughness and fatigue. It has been found that high strength steels, which performed acceptably in conventional tension tests, were found to undergo failure, in a brittle manner, in service. Hydrogen embrittlement has caused spectacular failures at a fraction of the normal ultimate tensile strength, and a lack of correlation between fatigue and tensile strengths has diminished the advantages to be obtained from the use of high strength steel in some applications. A new approach to the selection of materials for engineering design has resulted from a consideration of these phenomena in which strength, as such, is no longer as significant as it was previously. The results obtained from the operation of a batch centrifugal ball mill are reported, together with the development of a model for the behaviour of a particle in free flight within the mill, and the introduction of a cumulative breakage rate function. Schumann and Rosin-Rammler plots show the change in particle-size distribution with time at various configurations of the mill. Graphs showing the rate of production of fines and the rate of breakage of coarse particles are included.

The use of hydraulically placed backfill in the deep gold mines of South Africa has increased rapidly over the past decade. The backfill that is delivered to the placement areas has a relatively high moisture content, and it is therefore pumped into geotextile containment bags that allow excess water to drain out but retain solid particles. The specific problems associated with this process that are addressed in this paper include the loss of solid particles entrained in the excess water, the rate of strength gain of the backfill, and the post-placement shrinkage of the backfill. The results of laboratory, surface stope, and underground tests are described. The parameters that were varied included the slurry density, the particle-size distribution, and the feed rate of the slurry the concentration of added flocculant; and the type of geotextile used as containment. Suggestions are given for the optimization of the placement properties of backfill.

Trends in PGM demand?The conference paper will cover a concise analysis of demand trends, which will include the major PGM end-use sectors (autocatalysis, jewellery, glass, petroleum, nitric acid, medical/dental) and will touch on the investment sector. Reference will be made to environmental legislation affecting global emission standards, trends in PGM loadings and the substitutability of platinum and palladium in this end-use sector. Observations will also be made on the jewellery sector, and the development of Chinese and Japanese demand. Trends in primary and secondary PGM supply?Similarly the paper will summarize historic and current global mine supply and primary production trends for PGMs, referencing recent expansions, their deliverability, and other projects coming on line. Consideration will be given to the grade and geology of PGMs worldwide and metallurgical developments. PGMs produced as by-products of base metal production and early PGM recycling estimates will also be appraised. In order to gain a wide-ranging appreciation of the industry?s long-term cost trends of producing virgin PGM metals, the paper will look at the cost and profit dynamics of global production on a regional basis (Western Bushveld, Eastern Bushveld, Northern Bushveld, Zimbabwe, USA, Canada and Russia). Extrapolating tomorrow?s PGM market and forecasting metal prices?Based on established industry trends and market practices Stephen Forrest will conclude by unveiling a variety of thought-provoking extrapolations of today?s and tomorrows platinum, palladium and rhodium markets to conference delegates. Importantly, having highlighted major developing PGM market trends in end-use (specifically on the elasticity of demand to high metal prices), primary and secondary PGM supply trends, in addition to presenting a carefully reasoned forecast of industry supply costs and margin trends, Stephen Forrest will conclude by estimating long-range PGM metal price trends. Other relevant market factors including industrial production, global currency rates and regional political factors will be deliberated.

FINANCE The annual accounts, which follow this report, reflect a healthy position and show that measures taken by Council over the last few years to boost income have been successful. A higher income was needed not only to meet rising costs but also so that the services provided by the Institute for its members could be expanded. This year's income of R55 025 showed a further increase compared with last year's figure of R48 307. Income from subscriptions was higher mainly owing to an increased number of Company Affiliates, and this is indicative of the support given by mining and metallurgical companies to the good work being done by the Institute. Further sales of publications of the symposia held over the last few years again made a useful contribution to income of R4560. The first Winter School held in 1973 yielded a surplus of R7495 after the expenses had been deducted from the income received from registration fees. The cost of administering the Institute increased by R2212 compared with the previous year. Included in this was a donation of R1000 to the A.S. & T.S. Trust Fund. Froth flotation is the primary mineral processing separation step employed in the beneficiation of PGM ore bodies. Anglo Platinum operates a significant portion of the total installed flotation capacity in the PGM industry, which is installed at 20 operating plants across the Bushveld. PGM flotation has undergone a considerable evolution in both the capacity of flotation cells employed as well as in the circuit design configuration over the past thirty years. Certain of Anglo Platinum?s flotation circuits have been in operation for a relatively long period of time, (in some operations installed equipment dates from the 1960?s) and this allows comparative operating performance between various equipment types and circuits to be evaluated. This paper summarizes some aspects of this experience. Research trends in flotation are continuously monitored to incorporate appropriate findings into existing and future circuit designs. Continuous evaluation and monitoring of flotation performance is undertaken to identify opportunities for increasing flotation efficiencies. Mineralogical and fractional analyses of plant composites and survey samples are analysed to interrogate speciation and association data. This analysis has enabled a better understanding of priorities and opportunities for improved metallurgical performance. These opportunities are divided into three improvement areas: stability, liberation, and fines flotation. The paper discusses these, as well as the circuit design improvements required to take full advantage of the opportunities identified.
