The coal-preparation techniques used in South Africa over the past ten years are reviewed, the term preparation being taken to refer to processes involving beneficiation techniques. The success of the preparation methods adopted can be gauged from the fact that, although South African coals are generally of a fairly low quality, the country is producing coals both that are used locally for the raising of steam and for metallurgical purposes, and that compete successfully on world export markets.

A review of copper hydrometallurgy by J. C. PAYNTER, B.Sc. (Chem. Eng.) (Visitor) Copper hydrometallurgy is discussed with special reference to the treatment of chalcopyrite concentrates under South African conditions. The following processes are described and illustrated: Sherritt Gordon's ammonia pressure leachilng, the Arbiter Process, sulphuric acid pressure leaching, roasting processes, the Cymet Process, and the ferric chloride process developed at the National Institute for Metallursy. These processes are then compared with respect to the form of sulphur produced (elemental sulphur or sulphate), the character of the iron product and the handling of different types of ore.

Society is fully justified in its concern about the environment, but that concern may, at present, be too uncritical It is, for instance, essential to establish that there is a valid environmental impact, and that there is truly a causal link between a human activity and an observed shift in environmental conditions. In establishing these, it inessential to recognize that scientific proof offers consistency, but that it can never provide completeness. Thus, no amount of scientific endeavour can ever prove that mitigation of the effects of human activity will be perfect. Society normally expresses its concern through legislation. The existing legislation in South Africa is reviewed, and it is found that [>legislation regarding water is probably too stringent to be effective, >legislation regarding air and land use is probably too lax, >all the environmental legislation is too fragmented to be efficient, and the Department of Environmental Affairs is hamstrung by inter-departmental rivalry. ] It is accordingly concluded that, if means are to be found for ensuring adequate mitigation of environmental impact in the face of ongoing economic development, it is necessary to establish a Judicial Commission on Environmental Affairs advised by, but given greater powers than, the departments currently active in environmental maters. This Commission should be charged with creating, perhaps over a decade, a body of legislation that would guide development while protecting the environment in its widest sense.

In this paper, which is aimed to serve as a review article, first of all a breakdown of the earth?s total water reserves is given. The usage areas of water in the mining industry are mentioned and these uses are briefly outlined, together with the main pollution potential of each. According to this, most of the water (almost 80% of it) is utilized in processing. Later on, probable damages that the mining would give to groundwater as a result of acid mine drainage, heavy metal pollution, euthrophication and deoxygenation is described. Finally, the measures and controls that should be taken against water contamination in mines are presented.

Rock fall accidents continue to be the main causes of fatalities in the mining industry. The occurrence of rock falls in supported stopes implies a failure of the support system. The failure of the support system in turn implies a failure in design. In this paper, ethical issues associated with engineering design are discussed, with particular relevance to stope support design. A risk approach is introduced that will allow designs to be carried out that are compatible with the acceptable risk defined by the mining company management. The implementation of this approach would overcome the ethical shortcomings of current support design practices.

P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility. AMERICAN SOCIETY OF MINING ENGINEERS 1970 FALL MEETING AND EXHIBIT The Secretary for Commerce has passed to us a letter received from the American Society of Mining Engineers, reading as follows: "We would be delighted to have South Africa attend our meeting next year and to exhibit some of their mining equipment in our Technological Information Exchange. The 1970 SME Fall Meeting and Exhibit will be held in St. Louis, Mo., October 21-23, 1970, at the Kiel Auditorium. The AIME WorId Conference on Lead & Zinc Mining and Metallurgy will be an integral part of our meeting-and an added incentive to attend. It should be understood that we discourage the showing of actual mining equipment and encourage the manufacturers and suppliers to send their engineers to man the booths. We hope that the exhibits will endeavour to put across their story by means of photographs, drawings, models and literature, rather than by display of prototypes of the actual equipment. We will be happy to welcome manufacturerers from South Africa as well as the mining engineers who, from time to time, have registered at our meetings." While some of the practical details of ilmenite smelting are not well documented, there is a substantial body of literature on the principles of ilmenite smelting, and the behaviour of solidified titania slag. This information is summarized, focusing on the basic reactions, departure from equilibrium, the behaviour of impurities, and reactions of solidified slag. The emphasis is on the South African operations.

In this paper the authors describe the developed algorithms of short- and medium-term planning of underground mining operations. The algorithms were developed using the example of the flat-back cut-and-fill method, and provide multifactor accounting of mining conditions, technical and technological limitations: state and properties of the rock mass; the current mining situation; mining rules; availability of safety pillars; properties of the filling; additional characteristics of technological objects that complicate the driving of workings; sufficiency of human and technical resources; employee specialisation; existing machinery and equipment; opportunities and limitations of the transport scheme of the mine, and work schedule. The paper is presented by means of a dynamic model of mining development, which shows the sequence of mining operations in the mine workings. Besides animation, the tool provides an opportunity to form tabular and graphical reports.

Nowadays, fully encapsulated rockbolts have become a key element in the design of ground control systems. The main reason is that they offer high axial resistance to bed separation. In this research, the load transfer capacity of a fully grouted bolt is evaluated analytically in an elastoplastic rock mass condition. The research considered the effect of bolt end-plate on load transfer capacity. Bolt and surrounding materials were assumed to be elastic and elastoplastic materials respectively. The load transfer mechanism of a fully grouted bolt is a function of parameters such as bolt length, shear stiffness of interfaces, in situ stress, presence of face-plate and distance along the bolt. These factors were analytically evaluated. Finally, the load along the bolt was predicted in different surrounding rock mass characteristics.

The Zinc Corporation of South Africa (Zincor) were hosts to about forty members of the Institute at their works in Springs on Friday, 25th April, 1986. The programme, designed to give an overview of the industry and the part played by Zincor, comprised an introductory talk, a technical talk, a tour of the plant, and a luncheon. Radioactive waste in arid regions A conference on the disposal of radioactive waste in arid areas will be held in Cape Town during the period 7th to 12th September, 1986. It is recommended that engineers and scientists avail themselves of the opportunity to familiarize themselves with this relatively new multidisciplinary field of endeavor by attending the first ever conference of this nature to be held in South Africa. Iron control in hydro metallurgy The International Symposium on Iron Control in Hydrometalurgy will be held at the 16th Hydrometallurgical Meeting, from 19th to 22nd October, 1986, in Toronto, Canada.

A study was initiated and solutions implemented to address the root causes of a 30%?40% lower than predicted product yield achieved at a Mpumalanga coal mine. A holistic MRTM approach, which focused on improving exploration, geological sampling and analysis, geological modelling, planning, mining, and beneficiation practices, was used. The study indicated that deviations in the planned versus actual yields at the DMS plant were caused mainly by incorrect geological yield predictions, high and variable levels of dilution, and near-dense material, as well as the textural properties of the ore. The dual-electrode DC arc furnace, an alternative design using an anode and cathode electrode instead of a hearth anode, was studied at small scale using computational modelling methods. Particular attention was paid to the effect of two key design variables, the arc length and the electrode separation, on the furnace behaviour. It was found that reducing the arc length to brush arc conditions was a valid means of overcoming several of the limitations of the dual-electrode design, namely high voltages and arc deflection.

Many mines engaged in deeplevel gold mining in South Africa are experimenting with the use of tailings fills, or are implementing tailings backfilling programmes on a limited scale. The approach varies from mine to mine, depending on circumstances and available fill materials. Several mines are backfilling with a cyclone underflow product; the cyclone overflow is then combined with the balance of the tailings stream and directed to surface disposal. As the extent of backfilling increases, the proportion of the surface tailings stream composed of overflow material will rise, and the properties of the tailings requiring surface disposal will approach those of the cyclone overflow. As the latter will be finer, less permeable and possibly weaker than the total tailings currently being disposed, the design and operation of surface tailings dams will have to be modified. Dams may have to be designed with flatter outer slopes of a reduced maximum height. Lower rates of rise may be required and, as a consequence, larger disposal areas may be demanded. To offset the negative aspects is the fact that the quantity of tailings requiring surface disposal will be reduced. The paper explores the dam-building properties of two cyclone overflow products. It shows that although these materials are inferior in dam-building characteristics to the corresponding total tailings, their geotechnical proper- ties still fall within, or close to, the range of properties typical of gold tailings. Although the design and operation of tailings dams may have to be modified, existing technology is adequate to handle these changes.

Embankment dams are often constructed on soft rock foundations in Japan, so it is important to precisely predict deformation of the foundations due to fill placement at the design stage. In order to accurately evaluate the settlement and the strain of the rock foundation surface during construction, the influence of the scattering of the deformability of foundations on the deformation behaviour should be investigated. In this paper, a method of evaluating the settlement and the strain of the rock foundation surface during construction was studied with stochastic deformation analysis considering the scattering of the deformability of the dam foundation. Based on the analytical results, a dam foundation design using the deterministic method considering the scattering of its deformability was discussed. Da in Japan Uferdämme of auf weichen Felsfundamenten gebaut werden, ist es wichtig, die Verformung der Fundamente auf Grund der Platzierung der Aufschüttungen bereits in der Planungsphase genau vorherzusagen. Im Zusammenhang mit einer genauen Beurteilung der Senkung sowie der Belastung der Felsfundamentoberfläche während der Bauarbeiten sollte auch der Einfluss der Streuung der Verformbarkeit der Fundamente auf das Verformverhalten untersucht werden. In der vorliegenden Studie wurde die Bewertungsmethode zur der Senkung sowie der Belastung der Felsfundamentoberfläche während der Bauarbeiten mit Hilfe von Wahrscheinlichkeitsanalysen der Verformung unter besonderer Berücksichtigung der Streuung der Verformbarkeit der Dammfundamente untersucht. An Hand dieser analystischen Ergebnisse wurde das Design der Dammfundamente dann enthusiastisch mittels deterministischer Methoden hinsichtlich der Streuung der Verformbarkeit diskutiert. Comme les barrages en remblai sont souvent construits sur des fondations rocheuses tendres au Japon, il est essentiel de prévoir précisément les déformations des fondations causées par la mise en place du remblayage durant la phase de conception. Afin d’évaluer avec exactitude le tassement et la déformation de la surface du rocher de fondation durant la construction, l’effet de la dispersion de la déformabilité des fondations sur le comportement de déformation doit être étudié. Dans cette étude, l’auteur a étudié la méthode d’évaluation du tassement et de la déformation de la surface du rocher de fondation durant la construction en procédant à une analyse aléatoire/stochastique de la déformation et en prenant en considération la dispersion de la déformation des fondations du barrage. En se basant sur les résultats de l’analyse, la conception des fondations de barrage avec la méthode déterministe considérant la dispersion de sa déformabilité a été activement discutée.

Tornados are the most violent weather events in the world, and we have all seen the forces and phenomena created by tornados in nature. Airgrinder AB has been working with a material treatment technology, which most easily could be described as an artificial tornado. The process consists principally of one air fan providing a high-velocity airstream that enters a mechanical cyclone. When the gas enters the cyclone, an outer vortex is created. This outer vortex rotates next to the cyclone wall, and at the bottom of the cyclone funnel the gas stream is turned and an inner vortex is created. The control of the air flow is tuned by a special device on top of the cyclone. The gas outlet is at the top of the cyclone and the material outlet at the bottom. The material is fed through a feeding device into the air stream channel prior to the inlet into the cyclone. The process is basically an improved grinding and dehydrating system, which is very efficient and environmentally friendly and can even be employed with very sticky materials. Also due to its rotating comminution, the material particles become rounded during grinding, hence more free flowing and easier to handle. MEFOS has already tested more than 30 different applications in the pilot equipment. The materials tested range from metallurgical slags containing 2?3% moisture to sludges with up to70% moisture. This technology has a potentially strong impact on mineral beneficiation, including the drying of sticky fine-grained materials, improved and selective gas scrubbing and the manufacture of free flowing powders.

The use of operations research techniques and computer models has become entrenched in the mining industry, particularly in the area of mine planning. The paper considers three major areas where increasing efforts are likely to be directed in the future: the integration of multiple disciplines in a single model; the decentralization of computing capacity within a structured network; and the incorporation of sophisticated techniques such as computer aided design and artificial intelligence.

An account is given of the performance of a 37 MVA electric-arc .furnace in which bottom stirring with inert gas by an indirect-contact stirring-plug system was applied. The system, which was developed and patented by Thyssen-Stahl AG, and which is the first inert gas stirring system to be installed in South Africa, was commissioned in January 1992. Initial problems were experienced due to the blockage of stirring plugs by molten steel. The causes of these malfunctions are examined, and an account is given of how they were overcome. The system is described and evaluated. A comparison with direct-contact stirring systems shows why Iscor Vereeniging Works considered it to be more suitable for their Vaal Melt Shop. The results show that, through the successful application qf this technology, Iscor Vereeniging Works has achieved an annual cost saving of more than R2,5 million.

Mine planning is a complex function and also a vital one. The quality of the planning has a profound effect on the efficiency and the economics of every mining operation. It is therefore important that the function should not be reliant upon only a few techniques but should have command of an orchestra of them. Then the most appropriate can be selected for each application or, if it is advantageous, a group can be employed in concert. This paper introduces peripheral algebra as a set of techniques which should be included in the mine planning orchestra. Its objective is primarily to stimulate more development not only of these techniques but also others of a similar kind which will increase the effectiveness of mine planning.
