The plan to develop a standard system of names and definitions of regions and districts in Alaska was borne of the need for a tool to use in statistical and economic studies of the mineral industry of the Territory. The purpose of this report is to present to the mineral industry, and to those individuals interested in the mineral or allied industries in Alaska, the system used by the Bureau of Mines in connection with its legal function of collecting and disseminating mineral statistics. It is hoped that the specific descriptions given will result in a more complete understanding of what is meant by the regional and district names that appear in publications of the Bureau of Mines relative to the mineral industry of the Territory. Problem of Standardization of Names and Definitions The question might be asked, does the naming and defining of regions and districts in Alaska present a problem relative to the establishment of a standard? Is it necessary to establish a standard?

This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

This report presents the results of calculations of the equilibrium composition of the products of combustion with air of six different mixtures of octane CgH18, plus PbEt4 and halogen-bearing scavengers at three air-fuel ratios, at pressures of 5 and 30 atm., and at temperatures of 350°, 1,000°, 1,800°, and 2,000° K. The air-fuel weight ratio has the values 12, 15:12, and 18. The concentration of PbEt4, M, in milliliters per gallon of iso-octane, has the value 1 or 3. One of the more important functions of the Federal Bureau of Mines is conservation of the life and health of employees of the mineral and allied industries. Since its very beginning the Bureau has encouraged competition between mine rescue and first-aid teams as a means of stimulating interest in safety and accident-prevention work. In addition to sponsoring competition on a national and international scale during the past 45 years, the Bureau has also assisted State mining departments, mining companies, and mining organizations in holding State, district, company, and other local meets. This assistance includes providing instructors to train teams, judges, and other contest officials. The Bureau has also furnished problems and outlines for working them, judges I discount sheets (scorecards), contest rules, and problem judges. In fact, Bureau representatives participate in nearly all State, district, and company contests and have bad complete charge of some contests.

"INTRODUCTION Early in World War II, the Bureau of Mines realized that reserves of fluorspar ore at many mines in the southern Illinois fluorspar district were not being developed as rapidly as the old ones were being depleted. At some mines the measured and indicated ore reserves were almost entirely depleted, although geologic factors favored new discoveries. The Leo mine, which had not been worked since 1938, was among this group of mining. The Bureau of Mines, together with the Illinois Geological Survey examined the property, studied the mine records and,geologic factors in 1944, and agreed that exploratory drilling was warranted Funds were,obtained for the work in the fiscal year 1945, and drilling was done; between October 27, 1944, and June 15, 1945.The property was owned in fee simple by the Hllside Fluor Spar Mines at the time exploration was begun in October 1944. Subsequently, in 1945, the Inland Steel Co. acquired of the Hillside property."

A new horizontal borehole packer for use in coal beds has been developed. This packer utilizes a principal of operation which has not previously been used. The resulting packer is less costly to purchase, can be easily repaired in the field with inexpensive expendable parts. This report describes the development and testing of the new packer and the evaluation of commercially available packers.

Research workers From the Bureau of Mines and industry met with other government and industry representatives in Pittsburgh, Pa., on January 22, 1975, to discuss the results of research under the Bureau of Mines Noise Control Program. The program, aimed at reducing noise in mines, is functionally divided into three major areas: Instrumentation, personal protection, and noise abatement. This proceedings contains the opening remarks to the seminar and seven technical presentations based on various aspects of noise abatement and control.

These methods have been demonstrated both in a laboratory and in a field environment. Evalua¬tion of existing computer capacity is given along with recommendations for expansion.

A process for recovering both iron and manganese from four manganiferous ores of the Cuyuna Range was evaluated. It comprised: (1) Low-temperature gaseous reduction to convert nonmagnetic iron minerals to magnetite and manganic minerals to manganous oxide, (2) acid leaching to extract manganese, and (3) magnetic separation to reclaim iron from the leach residue. Iron recoveries from the magnetic products ranged from 70 percent to 90 percent; manganese recoveries from leach filtrates ranged from 75 percent to 95 percent. Two ores, from the Hillcrest and South Alstead properties, yielded magnetic products considered adequate for use as blast furnace feed. Although good yields of manganese were attained on all ores, appreciable iron accompanied the manganese into solution. Previous work, however, has shown that this iron can be precipitated almost quantitatively under autoclave oxygen pressure with very little loss of manganese.

This paper covers the salient features of the occurrence and mining of sheet mica in the United States and the preparation of mica for market; presents the results of a study of the physical properties of domestic and foreign micas, which the author hopes may he of interest to every mica user, as it definitely answers many questions as to the suitability of various minas for particular purposes; and discusses mica-trade conditions and the future outlook for the domestic mica industry. The range of composition of gases synthesized from solid fuels which are exchangeable with natural gas on current gas appliances was evaluated by theoretical principles. These principles consider primarily the flashback, blowoff, and yellow-tipping characteristics of air-entraining burner flames. It was found that complete identity between the synthetic and natural product is not necessary. Gases such as may be obtained by hydrogasification of coal and other solid fuels without the removal of unreacted hydrogen offer advantages in flame characteristics. Between 25 to 37 percent hydrogen can be tolerated in the sendout gas.

The principal activities of the Bureau of Mines Explosives Research Center (now Safety Research Center) during fiscal year 1968 (July 1, 1967, to June 30, 1968) are reviewed in part 1. Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. Part 3 describes a short study on the thermal decomposition of RDX and HMX not destined for publication elsewhere. The report covers studies by the Bureau of Mines on the removal of metallic values in two waste products from the Longhorn tin smelter at Texas City, Tex. One product was a slag that contained tin, tungsten, iron, tantalum, and columbium. The other product was a spent acid solution that contained tin, tungsten, iron, lead, copper, zinc, and silver and that came from presmelting treatment of impure tin concentrates. Molten slag was treated with sulfur or sulfur compounds and with coke, calcium carbide, or gaseous reductants to form tin sulfide that volatilized from the charge and to reduce tungsten along with iron and silicon to form a carbon-bearing metallic layer. The metallic layer was treated by an oxidizing alkali roast and then was water-leached to extract the tungsten. The waste acid was used in other experiments to dissolve an iron-tin- tungsten alloy (hardhead) obtained by direct reduction of the slag. An insoluble fraction containing tungsten, silver, silicon, columbium, and tantalum was removed, and copper was cemented on metallic iron, Tin was recovered by cementation on zinc plates, and lead was precipitated by adding sulfate ion. Iron was precipitated by increasing the pH which left a solution containing principally zinc. Slabs of hardhead were electrolyzed in an electrolyte consisting of waste acid to plate out groups of metals at different pH?s. The time did not permit thorough exploration of this method of treatment.

Interest in the composition of automobile exhaust gases has been greatly accelerated by recent studies that have indicated that these gases contribute to smog formation in urban areas. Several analytical methods have been published for the analysis of the hydrocarbons in the exhaust gases, but similar information has not been published on the analysis of the oxygenated compounds. This report presents procedures for chemical analyses of certain oxygenated compounds, procedures for sampling the exhaust gases for these analyses, and the analytical results of some experimental work in which these procedures were used. A stationary 1956 model, 170 horsepower, V-8, dynamometer-mounted engine, operated to simulate vehicular cruise conditions, was used for the study. Exhaust gases produced from a regular-grade Midcontinent gasoline during 15-40- , and 60-mile-per-hour cruise operations were analyzed by chemical methods for formaldehyde, total aldehydes, total carbonyls, total alcohols, carbon associated with the oxygenated compounds, and the oxides of nitrogen. Experimental results indicate: 1. The range of concentrations of the total of the functional groups of oxygenated compounds, expressed as moles per million moles of water-free exhaust gases, is about 90-100; the concentrations increase with engine speed. 2. Aldehydes comprise about 80-90 mole- percent of the total of the oxygenated groups, and formaldehyde accounts for about 50 mole-percent of the total aldehydes. 3. The order of magnitude of the concentration of the carbonyls is the same as that for the aldehydes, indicating that ketones are not a major group. A colorimetric test indicates that methyl ketones Constitute about 2 mole-percent of the oxygenated compounds.

THE importance of the mineral industries of the Latin American area in 1964 may be evaluated in respect to a number of points of reference, a few of which are measurable and appropriate for examination. With regard to the region's contribution to total world production, it accounted for total 1964 world output of natural nitrates (from Chile), and about 97 percent of the optical and electrical grades of quartz crystal (from Brazil). The region supplied over 20 percent of world output of 7 other mineral commodities and accounted for 4 percent or more of world output of 19 other mineral products. Among major commodities, the area, occupying 15 percent of the earth's land surface, supplied within 3 percent of that proportion of the world's output of copper, lead, tin, zinc, barite, and crude petroleum. Incomplete compilation of production data, particularly that of nonmetallic minerals, precludes production estimates on some items for the area ass whole, and therefore the importance of Latin America as a world producer of some additional commodities may not be clearly assessed. For example, most of the countries of the area collect only incomplete data or no data at all on the production of clays and other ceramic materials, sand and gravel, dimension and crushed stone, lime, ornamental and precious stones, perlite, vermiculite, carbon black, coal tar products, and petrochemicals. In the case of many countries of the area, the value of production of one or more of these commodities greatly exceeded that of other mineral industry products that are carefully reported.

The Bureau of Mines has been developing and evaluating methods for beneficiating the large deposits of nonmagnetic (oxidized) taconite located on the western Mesabi Range. In this segment of the research, a sample representing about 0.5 billion tons of nonmagnetic taconite from near Grand Rapids, Minn., was beneficiated using a reduction roasting, magnetic separation, flotation process. The sample contained 32.1 pct iron and 49.1 pct silica. Tests were conducted both on a bench scale and with a 1,000-lb/h pilot plant. In the bench-scale research a con-centrate containing 69.0 pct iron and 4.5 pct silica was produced with an iron recovery of 82.1 pct. In the pilot plant, reduction roasting was conducted in a 35-ft kiln using lignite as the reductant and major source of fuel. Dust from the kiln exhaust was pelletized and recycled to the kiln. The roasted taconite was beneficiated by magnetic sep-aration and flotation to produce a product containing 67.9 pct iron, 5.5 pct silica, and 69.7 pct of the iron in the kiln feed. The cyclone separation in the grinding circuit was sharpened by demagnetizing the cyclone feed in a 400-Hz, 1,000-Oe magnetic field.

This investigation was conducted to determine the effects of various rare-earth metal addition practices upon the macrostructure and the pattern of sulfur distribution in steel ingots. Heats of plain carbon steel were melted in a 1-ton, basic electric-arc furnace. Melts were treated with mixtures of rare-earth silicides, aluminum, and cryolite either in the furnace before tap or in the ladle after tap to determine the effects of this form of rare-earth treatment upon ingot macrostructure. Steels thus treated with rare earths in the furnace were characteristically free of the gross subsurface nonmetallics which typically result from conventional rare-earth treatments. Steel treated in the ladle showed only a few such nonmetallics, and practical techniques were developed for eliminating most of these. Results showed that furnace deoxidation was controlled by the concentration ratio of rare earths: aluminum. During casting, deoxidation was controlled by the concentration of rare earths. Oxygen contents equivalent to vacuum ladle degassing resulted from air-melt furnace treatments with the rare-earth mixtures described. Rare earths in steel inhibited the onset of equiaxed grain formation during ingot freezing, and also virtually prevented interdendritic segregation of sulfides.

The Bureau of Mines evaluated equipment and procedures for drop-weight testing of explosive liquids as prescribed by Test 4) a widely used method. It was demonstrated that partial ignitions, originally designated as negative results, should be designated positives; it was also shown that wear or erosion of the sample cups and the type of mount used for the apparatus had important effects on the results. Relative sensitivity as measured by Test 4 was found to vary slightly with temperature. The Bureau also designed a fixed 2-kg weight and associated electromagnetic release, which subsequently were incorporated as standard in a revision of Test 4. The original concept that the test involves only adiabatic compression was found to be an oversimplification; an alternate mechanism for the initiation process is proposed in which due consideration is given to the effects of cavitation and microjets.

Scientists at the U.S. Bureau of Mines are studying iron aluminides as possible substitutes for stainless steels to reduce the Nation's dependence on imported strategic and critical materials. In a Bureau investigation on the mechanical properties of Fe-28Al, it was found that the material's machining properties were significantly improved at slow tool and feed speeds. Machining techniques normally used for brittle materials failed or were costly. Further experiments using a 5-in (12.7-cm) mill cutter with carbide inserts, operating dry at minimum machining speeds, produced visually smooth sample surfaces with no tool damage. As a result of these experiments and a review of published data on hydrogen embrittlement of iron aluminide under tension, non-water-based (e.g., sulfur-based) lubricants were chosen for production machining. Four-flute, 3/4-in (19-mm) carbide end mills were used at slow speed under lubrication. This latter procedure reduced tool wear and breakage by a factor of 2. Machined surfaces and specimen cross sections were analyzed by scanning electron microscopy to detect microcracking. Tensile tests gave the expected yield and ultimate strengths, indicating that no degradation by low-speed machining occurred. This study extends this work to show that the alloy can be machined at higher speeds using high-speed steel end mills, and that water-soluble cutting oil is a suitable lubricant and coolant.
