"INTRODUCTIONCapital Cost considerations are basic to feasibility in the achievement of success for Mineral Processing Projects as much as or more than in many other industries. Capital cost is an important factor ae it 1R the unit of measurement for process engineering economic decisions. As a result of ever increasing complexity, alternatives of process and remoteness of site, there is an ever increasing emphasis on accurate estimating and the attendant cost control systems in the international market of today for the Mineral Industry where initial plant costs are becoming a more important factor than operating costs. An undervaluation means trouble ahead. An over-cautious assessment may bring an unnecessary abandonment of a project. Consequently, the ultimate cost must be predicted early and accurately and must be controlled to this parameter during the design and construction phases. Cost Est!~ mating is one of a variety of project management tools used to assist in planning and achieving the optimum balance between Quality, Cost and Time, the eternal triangle of evaluation, namely obtaining a project of acceptable quality at minimum cost and on time. What is a nugget effect? In the early development of geostatistics, the term ?nugget effect? was coined for the apparent discontinuity at the beginning of many semivariogram graphs. This name was chosen to reflect the large differences found between neighbouring samples in ?nuggety? mineralizations such as Wits gold reefs. Geostatistical theory assumes that the difference between a sampled value and a potential repeat sample at the same location is actually zero. Included in this ?nugget effect? would be true variation between contiguous samples due to the nature of the mineralization, micro-fracturing, nugget or crystal size, and so on. Also included in the nugget effect would be any ?random? sampling variation which might occur due to the method in which the sample was taken, the adequacy of the sample size, the assaying process, etc. Arguments were put forward that ?sampling errors? actually exist at zero distance. Some geostatistical schools actually maintain that the ?nugget effect? is all sampling error. This would imply that ?perfect? sampling would eliminate the nugget effect entirely. There is now a dichotomy both in the geostatistical world and in the software packages provided for geostatistical analyses. It may seem academic to argue over whether the semivariogram model should take a value of zero, a value equal to the nugget effect, or a partial value at distance zero. However, the decision can have a profound effect on both the estimated resource and in our confidence on that resource. Whereas most geostatistical texts define the semivariogram model as taking the value of zero at zero distance, others imply that the full nugget effect should be used at zero distance. For example: ?The nugget effect refers to the nonzero intercept of the variogram and is an overall estimate of error caused by measurement inaccuracy and environmental variability occurring at fine enough scales to be unresolved by the sampling interval3 ?Christensen4 has shown that the ?nugget effect?, or non-zero variance at the origin of the sernivariogram, can be reproduced by a measurement error model ?The nugget effect is considered random noise and may represent short-scale variability, measurement error, sample rate, etc.5. In many training texts and Web courses, the definition of the semivariogram is ambiguous as the formulae for semivariogram models is not actually specified at zero distance6,7,8.

Rock blasting in the project of “Site Formation and Associated Infrastructure Works at Choi Wan Road and Jordan Valley” is the largest urban blasting project in the history of Hong Kong and also is rare in the world. More than 6.2 million of in-situ rock has to be excavated by blasting. The site is located in the center area of eastern Kowloon peninsula, surrounded by highways, registered cut slopes, high-rise residential buildings, MTR subways and the public utilities. The complex situations bring great difficulties and risks to the blasting works. A bird-view photo of the site is shown on Picture 1.

In the premining stage of engineering design, the only available data are obtained from core drilling. It is often not sufficient for a realistic design of strata control. During the development, an access to the geological formation is created, enabling in situ testing. Obtained data can be utilized accordingly to improve preliminary design. The available methods for testing are described with emphasis on their application for a longwall system. The optimum design ensuring continuous operation of the high output longwalls is critical because their downtime is very expensive. Optimization of ground control measures also has the potential for substantial savings by elimination of unnecessary support.

"I think that you will agree with me that we have an excellent program planned for the next three days, comprising various interesting and educational subjects by authors of prominence, which will be of keen interest to all of us in the coal industry. "The Program Committee, chairmanned by John Peperakis, has done an excellent job in securing this very splendid talent for our convention. "I would like to say a word as to the, condition of the coal industry in our part of the country as well as elsewhere. I believe we can look at it with more optimism than in the past several years, particularly in the state of Colorado, with which I am more familiar. "Annual coal production in Colorado gradually dropped from around 12 million tons during the years of World War I to as low as 8 million tons during the last war, and to less than 3 million tons in the year of 1954. We believe that it touched bottom that year, as in 1955 the state production went up again to nearly 3,400,000 tons, equivalent to an increase of 15%. As you know, the national increase in bituminous coal production for the year of 1955 was roughly 2000 over 1954. "The national increase for the first two months of 1956 over the same period of 1955 is approximately 2100. Colorado's production is running around 1000 over the comparable period of last year, and the 5 states represented by our Institute came up with a nice increase in 1955 over 1954 of 1000. "Figures on the increase so, far in 1956 for this group of states are not readily available, but I fully believe that. our industry locally, as well as nationally, is now starting out on a steady rise despite the fanfare of nuclear energy and its more glamorous competitor, solar energy. Many authorities tell us that real competition from these sources is a long way off and that the atomic energy program will consume far more coal than is displaced by nuclear power. "I do not mean to infer that we coal people are out of the woods by a long way' so far as holding and regaining markets, for our coal. Remining of abandoned coal mines in Pennsylvania requires the implementation of pollution abatement and mining techniques called Best Management Practices (BMPs). Water-quality data from over 100 remining sites with more than 230 abandoned discharges were analyzed with respect to the types of BMPs employed to abate the pollution loadings of acidity, iron, manganese, aluminum and sulfate. Discharges exhibiting a significant decrease in acidity were most highly associated with sites where large volumes of alkaline materials were encountered (66.7%) or added (63.7%). The best results for iron loading were achieved with large-quantity alkaline addition (54.6%) and water handling systems (47.8%). Water handling systems (47.4%), daylighting (40.7%), and revegetation (40.2%) were associated with significantly lower manganese loadings. The decreases in acidity and sulfate loads associated with increasing the amount of alkaline material in the backfill indicates that the production of acid mine drainage can be retarded by adding large quantities of alkaline materials.

The Main Zone and Waterline pit lakes at the Equity Silver Mine near Houston, BC (Canada) are the sites of a new 3-yr research program with three primary goals: 1) understanding controls on metal concentrations in the lakes; 2) using mesocosms to test a variety of remediation strategies; and 3) verifying and improving an existing coupled physical-geochemical model with the goal of improving predictions of pit lake water quality. Initial data from two summer surveys in the Main Zone pit lake reveal elevated dissolved metal concentrations (e.g. [Zn] as high as 800 µg/L) present in a two-meter-deep mixed layer, and elevated particulate metal concentrations towards the bottom of the water column. Hydroxide sludge, a byproduct of ARD treatment, is being discharged to the surface waters of the Main Zone pit lake. The sludge sinks rapidly to the lake bottom, leading to deep waters with elevated levels of dissolved O2 and total metals. By contrast, the deep waters of the proximal Waterline pit lake are mildly reducing, manifested by depletion of O2 and elevated levels of dissolved Fe. These reducing conditions have led to elevated levels of As (up to 1500 µg/L) in Waterline pit deep waters. The contrasting behavior of these two pit lakes, as well as the processes controlling metal concentrations in the lakes, will be discussed.

"Acid mine drainage (AMD), the very acidic and heavy metal-contaminated leachate generated when pyrite-bearing rocks are exposed to surface oxidizing conditions, is a serious environmental problem encountered after the closure of mines and mineral processing operations. In this study, we investigated the effects of soluble phases and metallic oxides, which are commonly found in strongly weathered pyritic wastes, on pyrite oxidation. Strongly weathered pyrite containing melanterite (FeSO4·7H2O) as the main soluble phase was obtained from Furikusa mine, Japan. The sample was washed using two methods to vary the relative amounts of melanterite in the sample. The effect of metallic oxides on pyrite oxidation was evaluated using ultrapure hematite suspensions. Our results showed that under acidic conditions, the effect of soluble salts on the oxidation of pyrite was stronger than hematite. More thorough washing of the sample resulted in the formation of an arsenic-bearing iron-oxyhydroxysulfate coating that minimized pyrite dissolution. This oxidized layer became relatively thicker and mechanically stronger when hematite was introduced after the more thorough removal of soluble salts. Characterization of this “coating” coupled with geochemical modeling suggest that it is most probably composed of two materials: schwertmannite and scorodite. Based on these results, a new approach to suppress pyrite oxidation by directly using iron-oxyhydroxysulfate as coating material is introduced.INTRODUCTION Acid mine drainage (AMD), the very acidic and heavy metals-contaminated leachate produced in closed/abandoned mine sites (Evangelou, 1995), mineral processing and coal cleaning tailings (Evangelou, 1995), and tunnel construction waste rocks (Tabelin and Igarashi, 2009, Tabelin et al., 2012), is one of the oldest and probably the most serious environmental problem of anthropogenic origin. This paper presents the results of a review of historic blast design practices at the Dragon Products Company, LLC (Dragon) Quarry Operation, along with the results of two different blast design vibration monitoring programs. A blast pattern design modification was initiated to determine if production volume per shot could be increased and highwall instability could be decreased. A vibration monitoring program was undertaken to investigate peak particle velocity (PPV) and relate the data to the blastability of the jointed onsite rock mass, utilizing the relationship between PPV and dynamic stress and strain. The Dragon Quarry Operation has historically used a 6-in. diameter, 14-ft by 14-ft production blast pattern, with blast holes loaded manually using cartridge style explosive products. In 2011, Quarry Operations introduced a 6-in diameter, 16-ft by 16-ft production blasting pattern, using pre-mixed, truck-loaded, bulk emulsion/ammonium nitrate/fuel oil (ANFO) blends. This paper summarizes the results of the blast design modifications, the results of the vibration monitoring data, and describes how production blasting and excavation at the Dragon Quarry has benefited from such modifications.

Hydraulic separators are commonly used for particle size classification and gravity concentration of minerals and coal. Unfortunately, the efficiency of these processes can be quite low due to poor equipment design and variations in feed consistency. To help alleviate these problems, an industry-driven R&D program has been undertaken to develop a new generation of hydraulic separators that are more efficient and less costly to operate and maintain. Two of the most promising technologies, the CrossFlow and HydroFloat separators, have now been tested at industrial sites. The data obtained from these sites have been used to illustrate the potential performance improvements that can be realized through the application of these high-efficiency separators.

Coal mine bursts have represented a major hazard for U.S. mining operations for more than 90 years. During this time, many prevention controls have been developed and tested. This paper reviews 11 prevention control techniques. Although coal mine bursts are not common events in most underground coal mines, their occurrence almost always requires a change in mining practice. Over the many years of dealing with these hazards, specialized requirements for layouts and novel extraction sequences have been developed on a site specific basis. The keys to mitigating risks are to properly assess the coal burst hazards and to possess the knowledge and skills to prevent or remediate their occurrence.

The rapid rise of industrial Los Angeles to international prominence has been accompanied by the natural corollary - a record influx of population - together with greatly increased production and fabrication of steel and nonferrous and light metals; industrial mineral processing; and high consumption of fuel oil, gasoline, and chemicals. These have resulted in the release of hundreds of tons of metallurgical and mineral dusts, fumes, and gases into the atmosphere daily. Los Angeles County, intrinsically, is no worse than other industrial centers in respect to the generation of atmospheric contamination. It is, in fact, more fortunate in that no coal is used, and it has no great primary metallurgical industries comparable to those of Chicago and Pittsburgh. Meteorologic and topographic peculiarities of the area, however, which result in poor drainage of the polluted air away from the Los Angeles Basin, serve periodically to greatly increase the intensity and frequency of industrial smog visitations. This combination of intense industrialization, population influx, climate, and topography has made mandatory control of air pollution necessary. The nonferrous pyrometallurgical industry of Los Angeles has three rather unusual characteristics that contribute to its difficulties in developing suitable fume control: It consists of a multiplicity of relatively small establishments subject to wide Variations in products and operating schedules; operations are largely of the secondary or reclaiming nature and, therefore, often work dirty scrap metals; and, unfortunately, much of the industry is concentrated, to a considerable extent, near the center of the city. A difficulty inherent in most nonferrous foundries, including the many brass-works melting alloys containing zinc, is the high volatility of zinc and the extremely small mean particle size of the resulting zinc oxide fume.

Responsible mining requires stakeholder engagement throughout all operational stages and after mine closure. By assessing the current and anticipated future socio-economic and environmental impacts, a company can maximise the positive impacts they can have on a community, whilst minimising any negative impacts. Despite the current emphasis on companies maintaining effective stakeholder relations to gain their ‘social license’ to operate, findings of the present study reveal a wide variation in community expectations, with different degrees of ‘acceptability’ evident across seven sites in Romania (Rosia Montana), Sweden (Kristineberg), the United Kingdom (Cornwall), Bosnia Herzegovina (Vihovici) and Russia (Karabash, Gay and Mednogorsk). These variations reflect the current status of mining within a community, as well as its socio-economic background and the nature of existing engagement with mining companies already operating in the region.

"INTRODUCTION The United States, although the leading consumer of chromite, depends almost entirely on imports for its supply. For instance, the consumption during. 1941 amounted to 714,645 long tons, whereas the domestic chromite production, although the highest since 1918, was 12,731 long tons or only 1.78 percent of the domestic consumption. 9/ Domestic production was tremendously, accelerated,after 1941 by war demands; however, only a small proportion of this domestic product was of sufficient quality to be substituted for the high-grade imported chromite demanded for metallurgical purpose. Chromite is used largely for making ferrochromium, an alloy containing 60 to 70 percent chromium which is used in making alloy steels. Peacetime specification for ferrochromium required that it should contain 68 to 69 percent chromium. These specification were lowered to between 60 and 63 percent, chromium in 1941 to permit the use of lower-grade ores. The specifications for metallurgical chromite, used for making ferrochromium, were established first by the Metals Reserve Company at 48 percent Cr203 and a Cr. Fe. ratio of 3 : 1 but later were lowered to 45 percent Cr203 and a Cr : Fe ratio of 2.5 : 1. The ratio of chromium to iron in chromite is important, because the contained iron enters the alloy in making ferrochromium and, although an ore may contain the required 45 percent Cr203, it may contain too much to be suitable for ferrochromium production. The principal sources of domestic chromite are California, Oregon, Montana, and Alaska minor, small, and widely scattered deposits in another dozen States. Without exception, these deposits are low-grade, require beneficiation to produce a commercial product, and are not competitive with imported high-grade ore in normal times. Nevertheless, these deposits form strategic reserve, which must be utilized in periods of national emergency. Recognizing this fact; the Bureau of Mines for many years has undertaken investigations to develop methods of utilizing domestic chromite ores. The problem has been approached from three angles: (1) Mechanical methods of concentration; (2) beneficiation by chemical or metal¬lurgical methods; and (3) production of metallic chromium by electrolysis of solutions prepared from ore or concentrate."

The primary objective of this research program was to recommend ranges of minimum luminance for safety in underground metal and nonmetal mining. Visual tasks critical to safety were identified and rank-ordered. Realistic, full-scale, dynamic task simulations encompassing the most important visual components of the critical tasks were installed in a large simulated workspace. Five trained observers performed the six simulated mining tasks under varying levels of luminance. Over 13,000 measurements of visual task performance were used in developing minimum luminance recommendations for the on-foot underground worker and the mobile equipment operator.

The Port Authority of Allegheny County North Shore Connector (NSC) Project involves TBM excavation of twin 690 m (2,240 lf) precast segment lined light rail tunnels through soil and rock under the Allegheny River and a narrow, downtown city street. The $435 M project is funded 80% ($348 M) by the Federal Government, 17% ($72.5 M) by the State of Pennsylvania and 3% ($14.5 M) by Allegheny County. Along the tunnel alignment are a historic building on shallow foundations, modern buildings on deep foundations, and one building constructed directly over the alignment. The project includes construction of twin 369 m (1200 lf) cut and cover concrete box tunnels and an underground station shell. This paper provides an overview of general site conditions, current project status and construction challenges for the Twin Tunnels and North Shore Light Rail Station.

It is often necessary for a mining company to extract coal from a seam underlying a previously mined coal seam. The impact of the overlying mine workings on the stress distribution within the underlying mine workings is very difficult to assess without the use of numerical modeling techniques. This paper demonstrates the usefulness of applying numerical modeling to evaluate alternate startup-room locations for a longwall panel considering the effects of multiple seam interaction. MULSIMIPC, a code adapted by the former U. S. Bureau of Mines, was used to compare stress patterns in two proposed startup-room locations. These model results were not only compared to each other, but also to results from a model with no overlying mine workings to provide baseline criteria for evaluation of the two proposed startup-room locations. The numerical modeling study was successful in providing useful information to the coal company and the regulatory agency (MSHA), resulting in a mine design that was both safe and efficient, and prevented the sterilization of a large volume of coal reserves.

"INTRODUCTION Much of the recent progress in increasing the efficiency of oil-well performance can be attributed to advancements in the art of cleaning wells. Through research and development by operators and service companies during the past decade, significant improvements in the application of engineering and chemical principles to well-cleaning technology have widened greatly the scope of ""clean-out"" methods to the end that greater ultimate recovery of oil will be attained.This report reviews recent improvements and developments on this important problem in California; it describes also the use of various methods and tools for cleaning wells to stimulate or revive their productivity. Developments in preventing and removing mud sheaths in well-completion operations also are described. The report is based on a field survey, supplemented by data from the technical and patent literature and from manufacturers' catalogs, which contain much valuable information.In preparing the material for publication as a Bureau of Mines report, the author has been fully aware of certain limiting conditions that attend the discussion of a subject such as that treated in this report. The following are examples:1. To a considerable extent, well cleaning in California is done with tools rented from service companies, and their representatives and employees are specialists in jobs of this type. They usually have working experience with their own equipment and methods which greatly exceeds that of persons whose interest has been casual or who have had no opportunity to study the subject in detail in actual practice. Many of the tools and methods are covered by letters patent for the protection that may be in developing and successfully applying these mechanical and chemical means of increasing the production of wells. Frequently several years have been required to perfect a given tool or technique, requiring relatively large investments to establish a service that is remunerative to those who have primary interest in a certain development and at the same time attractive enough to the operators of producing properties (because of greater quantities of oil delivered into the flow tanks) to warrant employment of or contractual agreements with a particular service group."

The new building of the Central Bank of Iraq in Baghdad was footed in difficult underground conditions on more than 600 reinforced concrete driven piles, with cross-sectional diameters of 45 x 45 cm and pile lengths of 12.0 to 18.0 m. The necessary embedded depth and the bearing capacity thus reached were established on all 600 drives piles by means of dynamic pile tests. For the calibration of the dynamic pile tests, 6 static pile load tests were carried out. The execution of the construction and the results of the extensive tests on the building site are shown.
