California’s San Diego County Water Authority provides a safe and reliable water supply to more than 3.3 million residents through twenty-four member agencies. The 2nd Aqueduct pipelines, a critical infrastructure consisting of three large-diameter pipelines, are susceptible to natural threats including streambed erosion, channel migration, and seismic hazards within the 3,840-foot-long Moosa Canyon segment of the alignment. A state-of-good repair, hazard mitigation, and resiliency project is progressing to ensure uninterrupted water supply. For each pipeline, a segment will be replaced by tunneling. A high-level project development approach is presented, focusing on alternative selection, environmental and geotechnical considerations, and operations and maintenance constraints.

One of the serious environmental problems related with the extraction of coal for carbon and energy resources is that upon preparation of coal a large quantity of fine coal has been discarded and/or lost to tailing impoundments. These problems present hazardous conditions to the local community. Also, the precious heating value of energy resources has been wasted and Left unrecovered in the tailing impoundments. Both RCR and SMRC ACTs recognize and mandate an investigation into slurry impoundment problems, including consideration of potential use of those coal fines in the tailing ponds. Bituminous coal producing district 46 encompasses the northern panhandle of West Virginia. The major producing seam in this district is the Pittsburgh coal, 1-7 meters thick. 75 percent of the coal producted in this district is deep mine. This district produces approximately 3 million tons of coal waste materials annually. One of the coal preparation plants in the district which we have visited has been processing Pittsburgh too. 8 seam coal for the past ten years. The characteristic data of the Pittsburgh raw coal is shown in Table 1. The raw coal produced in this district is characterized by its high heating value, high ash and high sulfur contents. The coal preparation plant flowsheet designed and used to process this Pittsburgh raw coal prior to 1979 is shown in Figure 1. It was a partial coal cleaning plant' with 1 092 mt/hr designed capacity, which consisted mainly of a coarse coal cleaning circuit. The rejected fine particles in the size range of -600µm which consisted of vorsiv underflow and cyclone underflow from clean coal streams and spiral classifier overflow from refuse stream were settled down in a thickener with the aid of anionic flocculant prior to being pumped to the tailing ponds for disposal. Figure 2 shows that the same coal preparation plant in Figure 1 was modified to a semi-complete coal cleaning plant and expanded its designed capacity to 1 820 mt/hr, when market of coal fines becomes feasible in 1979. Tabling in the clean coal circuit and thermal dryer in the dewatering circuit were added to the flow sheet. The purpose is to recover more coal fines, reduce more pyritic sulfur and ash contents in coal and also to reduce solid waste material to be stored into the slurry impoundment, giving them a Longer Life. The rejected fine particles fed to the thickener are clean coal fines from two cyclone overflows and the fine refuse from the rufuse cyclone overflow. The clean coal fines presently lost to the tailing impoundments are in the size range of -150 µm and constitute about 5 percent of the overall plant feed. Total amount of tailing waste material accumulated in a tailing impoundment is estimated at 1.3 million metricton for the past ten years.

An underground limestone mine in eastern Ohio was experiencing significant floor heave and roof falls, attributed to high horizontal stresses. Areas of the mine showing floor heave were monitored with roof-to-floor extensometers and photogrammetry surveys to determine the rate and magnitude of heave. Extensometer data were recorded hourly at four locations across adjacent entries while photogrammetry surveys of the floor were performed at the same locations every two to five weeks. A final survey was performed using an I-Site 8200 laser scanner. Following instrumentation, floor heave up to 10.1 cm (4 in.) was measured by the extensometers, photogrammetric reconstructions and laser scanner over a six-month period. The extensometers were biased by the location where they were placed, failing to consistently capture the location and extent of floor heave and cracking. The photogrammetry surveys were not precise enough to capture small magnitude movements. Mining in the area was halted and within several months the floor movement and incidence of roof falls were significantly lessened.

As far back as 1939 state laws have required reclamation of mined lands. Reclamation has been the topic of many discussions and presentations, especially since the late 1960's. In the past ten years many states have added legislation concerning the reclamation of coal-mined lands. In the near future, it seems certain that some federal regulations will be passed that will set minimum guidelines for the states to regulate. Besides the requirement of returning the land to the approximate original contour, future regulations will more than likely demand replacing topsoil from one to five feet thick. As regulations become more stringent, costs will rise accordingly. Since no one has developed a machine that can do all reclamation work by itself, it is necessary to review in detail the tools available and to select the most economical means.

With the rapidly rising cost for electrical energy and the long range pre¬dictions for continued rising costs and even possible energy shortages, operation of rod, ball, autogenous and partial autogenous grinding circuits to efficiently utilize the power delivered to the mills will be demanded. This calls for a method to evaluate grinding circuit performance that is accurate, reliable and readily usable as an operating tool by supervisory, technical and operating personnel. Neither the Rittinger and Kick theories of comminution,(1) which preceded the Bond Theory by more than 50 years, had a mathematical means that could be used to predict and evaluate the performance of crushers and grinding mills used to comminute ores and rocks. This severly limited the practical use of these two theories, which were contradictory to each other. They have been superseded by the Bond Third Theory of Commnution.(1)

Rare earth elements (REEs) are considered critical minerals for industrial and defense sectors. REEs are not as rare as the word “rare” portrays; yet, the exploitable and/or profitable deposits of REEs may be found only in certain geographical areas. The political and social conditions characterizing these areas may not always be in favor of mining operations. These conditions are imposing the need for extra consideration on the geopolitical constraints prior to any decision-making and before any mining project begins. This study assesses the risk related to mining projects for areas that feature REE deposits based on a geopolitical viewpoint. Probable ranking differences between the current assessment and a 2015 assessment are discussed. The comparative indicators used and the appraisal procedure applied in this comparison are based on a number of different geopolitical indicators. Several ranking changes occurred between 2015 and 2019.

Copper mine operations consistently generate a large quantity of tailings after their concentration processing. These tailings are either piled up or stored in a dam, where both alternatives of disposal lead to environmental impacts. The dam copper tailings have a huge potential for by-product production thus improving sustainability and profitability in industrial operations. This paper describes a study aiming at producing a magnetite pellet feed as a by-product from a dam chalcopyrite flotation tailings and generating free magnetite non-magnetic rougher tailings. The chemical assay and mineralogy analysis of dam copper flotation tailings indicate low Fe grade (6.34 wt%), high SiO2 grade (63.14 wt%), low magnetite (3.6 wt%), and high iron silicates content (22.72 wt%). The complex mineralogy of these tailings leads to the need of grinding the rougher magnetite pellet feed as fine as 80% of particles smaller than 20 μm ( P80) aiming at improving magnetite liberation. The proposed process route comprises a scalping screen, low field rougher, and cleaner magnetic separations using a drum magnetic separator (80 kA/m or 1000 Gauss), followed by silicates reverse cationic flotation as a recleaner step. With this process route, it was possible to produce a high-quality magnetite pellet feed reaching 68.00 wt% of Fe, 2.13 wt% of SiO2, 0.51 wt% of Al2O3, and 95.1 wt% of magnetite. The Blaine specific surface area was 2300 cm2/ g, being in the range recommended for pelletizing (1900 up to 3000 cm2/ g). The total mass, Fe, SiO2, Al2O3, and magnetite recoveries were 2.77%, 29.71%, 0.09%, 0.12%, and 73.17%, respectively. Most of the magnetite losses, around 20% of total magnetite fed, occurred in the oversize of the scalping screen. Additionally, it generated non-magnetic rougher tailings with less than 1.0 wt% of magnetite that could be used as by-products and reduced the amount of tailings disposal in a dam. This study contributes toward the sustainability of operation, minimizing tailings disposal.

Pressure relief borehole is one of the most effective methods to treat coal burst in deep-buried coal seams. However, due to the large amount of randomly distributed fractures in the coal body and the varying stress environments in underground coal mines, there is no practical method to assess relief boreholes by far, which brings problems for borehole design and construction. This study focuses on the assessment of relief boreholes in a single driving entry wherein the impact of mining panels on relief boreholes is eliminated. A practical method, focusing on field monitoring of borehole deformation with a new device, is developed to evaluate the single driving entry’s relief boreholes. This method is applied to a Chinese coal mine. The application results showed that the convergence process of the boreholes showed a three-phase characteristic. Phase one involves the fastest deformation, reaching up to 8% in the first 3 to 4 days. Phase two lasts longer and converges more, reaching up to 30% in 4 months. Phase three stays balanced until the excavating face moves. The three-phase characteristic indicates that a large diameter of the borehole ensures relief efficiency because the borehole provides adequate space for deformation throughout its life span. In addition, it is verified that long boreholes and slow footage improve relief efficiency by providing adequate time for the boreholes to work. The application proposes that boreholes in the test coal mine need to be drilled larger and longer for optimization.

The rapid increase of P2O5 use for food, biofuels, and LiFePO4 batteries etc. accelerates the depletion rate of phosphate reserves. In the phosphate industry, a significant amount of ultrafine phosphate has been discarded as slime tailing due to processing difficulties. The major problems associated with ultrafine particle flotation are low probability of bubble-particle collision and adhesion, and high probability of unwanted gangue particles entrainment. This paper investigates the enhanced ultrafine phosphate particle flotation probability by Eriez’ CavTube generated fine/ ultrafine bubbles and the improved flotation selectivity by wash water etc. Ultrafine phosphates with various gangue minerals of quartz/muscovite, calcite/dolomite, and iron/ silica were studied. Microscopic observations show that the entrained ultrafine gangue minerals can be minimized by using wash water in column flotation. A three-factor threelevel central composite experimental design was conducted for ultrafine phosphate flotation. For comparison, both benchtop mechanical cell and laboratory column flotation tests were performed at their optimal respective flotation conditions. Using Eriez CavTube column flotation technology for Industries Chimiques du Senegal (ICS) ultrafine slime tailings, a concentrate grade of 36.0% P2O5, was achieved at 89.4% P2O5 recovery. Improved flotation performance was achieved using column flotation as compared to benchtop mechanical cell flotation. The benefits of Eriez’ column flotation technology realized from this study include the high P2O5 grade and recovery.

The NS9 Drop Shaft contract formed part of the Waste Pollution Abatement Program (WPAP) conducted by the Milwaukee Metropolitan Sewerage District (MMSD). The contract involved the construction of two shafts, a deaeration chamber and connecting tunnel, and ancillary facilities. Portions of the construction were located in saturated overburden where dewatering was prohibited. Ground freezing was utilized for temporary support of the excavation. This paper concentrates on the freezing system and the excavation of frozen ground, with particular emphasis on the use of mechanical cutting equipment, including a raiseborer and a roadheader.

Ventilation 'is currently used in mines to sustain human life, prevent explosions, and provide a more healthful work place. Future automated-mining systems could use ventilation techniques quite. different from today's practices. The Bureau of Mines is anticipating various methodologies for ventilating the automated mining systems which are now beginning to emerge in the mining industry. This paper examines the special ventilation requirements for automated mining systems. Topics include requirements for automated systems, current studies with blowup ventilation tubing, and ventilation of two types of highwall -ripper type mining machines.

It's a pleasure to be here, and an honor to be invited to address this distinguished group of professionals. Today, I'd like to begin with an overview of progress in coal mine safety and health. I'll discuss some current areas of concern. And I'll make some suggestions as to where we may be headed in the future. This year marks the coal industry's 15th anniversary under the Coal Mine Safety and Health Act, which took effect in 1970. We have come a long way in those 15 years. As a coal mining man from way back, I remember the era when the Coal Mine Safety and Health Act first was passed. Some of you may remember it, too. At that time, the safety and health of coal miners was in the public eye even more than it is at present. One reason was a mine explosion that killed 78 miners when it occurred in a large underground coal mine in November 1968. That disaster raised tremendous public concern about protecting the safety of miners.

The productivity and fuel efficiency of iron-ore blast furnace operations has greatly increased in recent times. These improvements, particularly to the Japanese steel industry, have primarily arisen from process engineering studies of the blast furnace and associated operations such as sintering. The development of fluxed sinter based on iron-ore fines reacted to produce highly reducible, low slag sinters has contributed further to a reduction in fuel requirements. The Pilbara province of Western Australia is a significant source of these iron-ore fines supplied to the international market. Increasingly, this market is being offered high quality ores from other foreign sources. To technically assist companies in improving the processing efficiency of ores, and to improve the technical marketing of ores by modelling the processing characteristics of Australian/international ore blends, the Commonwealth Scientific and Industrial Research Organization (CSIRO) is actively assisting the industry by researching the general theme of 'iron ore from mine to metal in this paper we outline progress towards a numerical description of: a. ore deposit classification. b. Degradation during transport. c. Direct reduction of iron ore. d. Liquid bath ore reduction/smelting. e. Industrial sintering.

Adequate planning for the development, operation, and reclamation of a surface mine requires attention to present and future uses of land, both on the mine site and in the mine vicinity. This paper outlines land use implications of surface mining, and suggests procedures that could link mine planning, mine operation, and reclamation to more general land use concerns. Mining is viewed as a temporary use of land that may irretrievably commit land resources away from some future activities, but may allow other uses, some of which may have been impossible without mining. The paper accepts the premise that surface mining should attempt to minimize environ-mental damage and to maximize future alternative uses of land by appropriate reclamation. I. The purity of rare earth products depends on the ability of the reagents used to selectively promote the precipitation of the rare earth elements (REE) from impurities present in sulfuric liquors. The present study aims at investigating the conditions required to precipitate REE, either as rare earth oxalates or carbonates, from purified rare earth sulfuric liquor with a low Al3+ and UO2 2+ and a very high Ca2+, Mg2+, Mn2+, and SO4 2− impurity content. The rare earth sulfuric liquor was obtained in a previous study by the reaction of a rare earth ore with sulfuric acid, pyrolysis at 700 °C/2 h, cooling at 20 °C, and water leaching. The impurities such as Fe3+, Th4+, and PO4 3− were completely removed from the liquor in two consecutive neutralization steps. In order to recover the REE, the purified rare earth liquor was then treated with oxalic acid and sodium carbonate. Rare earth oxides (REO) precipitated with oxalic acid displayed a very high purity (99.2% w/w) and low impurity content. In contrast, the rare earth carbonates precipitated with sodium carbonate presented a comparatively lower REO content (68.5% w/w) and 94.2% of purity, but with a higher content of impurities. Better precipitating conditions were achieved at 60 °C, compared with 20 °C, and under stoichiometric reagent consumption, with REE precipitation efficiencies higher than 96%. The dosage above the stoichiometric condition caused the precipitation of calcium oxalates and co-precipitation of rare earth sulfates when oxalic acid is used, and precipitation of calcium, manganese, and uranium carbonates and also a co-precipitation of rare earth sulfate when sodium carbonate were used. An integrated flowsheet to produce a high-quality rare earth product from rare earth sulfuric liquor containing some impurities is proposed.

This paper addresses the relative long-term cost and resource position of new and existing ferrochromium production in selected Market Economy Countries (MEC'S). The market impact of new ferrochromium production in nations such as India and the Philippines and the continuing change in international trading patterns are also evaluated. This paper draws upon the data and analyses of a recent Bureau of Mines, Department of Interior, Minerals Availability Program appraisal that evaluated the cost and availability of chromite and ferrochromium production from the demonstrated resources of 80 producing or potential mining operations in 10 market economy countries.

In the non-operational ?Górka? quarry, there are situated both a waste disposal site of an area of 6.7 ha, containing approximately 1 million ton wastes from high aluminium content materials (incl. about 400000 t of wastes from aluminum hydroxide production), and a pond of an area of roughly 3 ha, up to 15 m deep, with about 400000 m3 of polluted water and infiltrates from the disposal site mentioned. The basic problem related to the effluents in the Górka pond is both their high alkalinity (pH 12-13.4) and a variable analysis of pollutants whose level increases appreciably with the pond?s depth. The solution offered provides, first of all, remedial pumping and a treatment of effluents retained in the Górka reservoir. Effluents would be treated in a reverse osmosis plant according to a process verified so far on a quarter-commercial scale. The treatment process by-product, a brine solution (containing about 25% NaCl) whose amount may reach up to 100000 m3 might be supplied to the Debiensko Mine, which produces technological salt from salt-bearing mine waters. In parallel, an intake of underflows of infiltrates would be provided (previous geochemical identification) in order to take them away from the high aluminum site (by means of deep wells, and possibly girdling ditches). Such effluents would be subject to treatment. The successive stage is the utilization of approx. 50000 m3 of bottom slurry, left in the emptied reservoir, in the production of self-solidifying mixtures, which would be then used for sealing the bottom and the banks of the Górka reservoir. The empty and sealed reservoir would be filled up with a volume of approx. 600000 t of ashes, coming from coal burning in the thermal-electric power station. For the last stage, instead, is scheduled the rehabilitation of the entire waste disposal site in the Górka quarry. The site will be drained, covered with a leveling, sealing and rehabilitating layer, which will allow to introduce plants on the rehabilitated waste site. INTRODUCTION Rapidly increasing capacities of equipment used to load and handle material at the face require improved haulage equipment and better methods of transporting the mined materials or "muck" to the shaft or slope and out of the mine to the processing plant on the surface. Increasingly, those transportation demands are being satisfied with underground belt conveyors. Such con¬veyors provide the most readily available, most efficient, and most reliable method of carrying materials in a continuous and rapid flow from the face loading equip¬ment to the surface plant. Almost universally, belt con¬veyors are used in coal mines and those nonmetallic and metallic mines operating in relatively flat bedded deposits. Belt conveyors are available in a wide range of capacities, mainly limited by belt width, belt speed, and weight of the material to be transported. They can be used on the level, on grades, on the surface, or under¬ground. They provide a rapid and constant flow of material, transporting the material as quickly as it is mined. Length of belt conveyors is almost unlimited. Where the haulage distance exceeds the practical capacity of a single conveyor unit, two or more conveyors can be used in series. Single conveyors more than 1.6 km (1.0 mile) long are common; multiple-unit conveyors in series operation are transporting materials over distances exceeding 16.1 km (10 miles). Depending upon mate¬rials being transported, job conditions, cost of the terrain being spanned, and alternative haulage methods avail¬able, conveyors can be conceivably economical for even greater distances. Table 1 lists maximum belt speeds recommended for most materials, relating belt speeds to belt widths. Table 2 lists capacities of typical conveyors of various widths and speeds, transporting commonly mined mate¬rials of various weights. ADVANTAGES OF CONVEYOR SYSTEMS For several years after their initial introduction, belt conveyors were available only with rigid side frames or a supporting structure of steel and concrete. That con¬struction limited underground applications, due to the cost and relative inconvenience of extending or retract¬ing the belt conveyor in the confined underground environment. However, during the last 20 years, wire-¬rope side-frame belt conveyors, as shown in Fig. 1, have become widely used in underground applications. Even wider use can be anticipated with their application to the fast movement of materials in surface mining operations. Advantages of the wire-rope side-frame belt con¬veyors were realized first in panel or section belt haulage in coal mines. Soon afterward, use of those conveyors was extended to gathering and main-line haulage. The mobility of the wire-rope side-frame conveyor is the principal reason for its success. The conveyor can be extended, retracted, dismantled, moved, and reassembled easily, even in relatively confined under¬ground spaces. The intermediate structure consists of rope support stands, wire-rope side frames, wire-rope tie-off stands, and the necessary carrying idlers and return idlers. An important and very attractive feature is the ability to suspend the conveyor from the roof in an underground mine, as shown in Fig. 2, leaving more room for improved housekeeping and allowing passage of face-service equipment, haulage vehicles, and other mining equipment. The conveyor's open construction allows quick and easy visual inspection of its com¬ponents for failures or malfunctions; it also facilitates checking and correcting conveyor-belt alignment. Other advantages contributing to the attractiveness and widespread application of wire-rope side-frame conveyors in main-line, slope, and surface installations include: lower capital costs, lower installation costs, lower maintenance costs, reduced impact on idlers and belting, reduced spillage and minimal cleanup, improved conformation to undulating terrain or mine bottoms, and the ability to span most obstacles without heavy structural support. CONVEYOR CLASSIFICATIONS Underground belt conveyors are classified normally according to their function. Generally, conveyors are classified into one of four main categories: 1) Panel or section conveyors normally receive the material to be transported directly from the face-haulage equipment. 2) Gathering conveyors are secondary haulage units that usually receive material from two or more panel conveyors. 3) Main-line conveyors transport all the material mined in the underground operations to the slope or shaft. Normally, they receive the material from two or more gathering conveyors. 4) Slope conveyors generally operate in tandem with the main-line conveyor, providing continuous Table 1. "In today’s tough mining environment, the key difference between surviving and thriving is how effectively miners optimize their mining operations. This paper explores the compounding effects material fragmentation has on mining costs and productivity. Starting with Drilling & Blasting and moving through Loading, Hauling and Crushing, we will illustrate the opportunities to improve operating costs and thus reduce the Total Cost of Ownership (TCO) of the total mining system. Material size and volume requirements are defined by the needs of the mill or plant, and drive the rest of the mining operation from the bench through the primary crusher. At the start of the cycle, where the rock mass is drilled and blasted, the degree of fragmentation and the muck pile configuration is determined, as are the effects on cost and productivity of all subsequent operations. The cost of managing oversize material, including secondary handling, overloading, reduced diggability, higher load factors, extra pass loading, increased wear factors and reduced throughput rates are all opportunities for improvement. INTRODUCTION Having visited many mine sites, customers are asking about the end to end mining value stream from loading to the crusher and how to measure the cumulative effects on each part of the mining value chain. All too often improvements with the drilling and blasting may impact fragmentation but do not improve the diggability so the net change on cycle times or fill ratios is perceived to be negative at the point of loading but they may have a measured improvement going through the primary crusher. This makes it imperative to measure performance at each segment of the overall cycle and not just to the crusher but thru it. The mine material process originates with solid rock, in-situ, and progresses to the output of the primary crusher. Once the material has passed the primary crusher the fragmentation size will be fairly consistent and promote consistent throughput of the plant or mill. In late 2015 a team was conducting a reassessment visit to a mining site where we had conducted the original assessment the previous year. Though many recommendations had been implemented some had been so recent they had not resulted in the expected improvements. Several of our discussions kept returning to the impact fragmentation has to both the individual components of the mining cycle but also the effects compounded throughout the end to end process. Let’s move on to the big picture before we zoom in on any specific operation. To get from native solid rock in the ground to a concentrate or a saleable rock product we have the same steps from one end of the chain to the other. We start with a good geological understanding of the rock type, characteristics and structure to design a program to drill and blast the rock. The height of the bench is relevant to the annual production requirements and the specific digging equipment models best sized to make that production possible. The equipment selection influences the bench height which has a minimum and maximum hole diameter to maintain a safe blasting operation. The diameter of hole burden and spacing all contribute to a good distribution of explosives in the rock mass that maximize the fragmentation and preconditioning of the rock when blasted. The timing and sequencing of hole initiation will yield a fragmentation ratio and diggability factor. Fragmentation size adjustments will change the meters drilled per cube and the explosives consumption will change accordingly. Drill cost is measured by meter drilled so a direct relationship exists between cost and fragmentation sized achieved."

Clinoptilolite zeolite may offer attractive, cost-effective alternatives for remedial cleanup of old minesites, smelters and other sites with heavy metal contamination. Previous research demonstrates the relatively strong affinity of clinoptilolite for numerous metals and clinoptilolite displays a particularly strong affinity for lead (Loizidou and Townsend, 1987), one of the most toxic and problematic heavy metals. Since clinoptilolite can also selectively absorb some radionuclides and organic compounds, it may offer practical solutions to a wide variety of environmental problems.
