The Potomac River Tunnel (PRT) is the next major phase of the DC Clean Rivers Program. The design-build PRT project includes a 5.5-mile-long, 18-foot-internaldiameter tunnel, seven shafts, and two underground connections to existing structures. Major challenges include tunnel boring machine (TBM) excavation though mixed-face conditions within a buried paleo-channel and an approximately 1,350-foot-long rock/ soil transition zone; construction beneath the elevated Whitehurst Freeway; tunneling beneath an existing luxury residential building and existing transit tunnels with limited clearance; and complex coordination with a variety of federal, regional, and local stakeholders. This paper describes the overall project scope, geotechnical conditions along the alignment, and primary design/construction challenges and mitigations.

Controlling long overland conveyors with multiple drive stations is a complex problem. The methods for controlling these belts in a steady state are well-covered in existing literature, but a discussion of starting and stopping strategies is absent. This paper outlines different control strategies for starting, stopping and running conveyors with multiple drive stations. To illustrate the benefits of applying the methods described in this paper, the authors show how their adoption corrected many of the control system problems at Essroc Cement’s overland conveyor, which features three drive stations separated from each other by long lengths of continuous conveyor belt.

Airborne coal mine dust is an unintended and unavoidable result of coal extraction operations that raises notable health and safety concerns. Modern mining techniques utilize several dust mitigation strategies, and the flooded-bed dust scrubber (FBS) is one such technology used extensively on continuous miners. The conventional static panel filter, instrumental in most scrubber designs, is fundamentally limited in collection efficiencies due to a high clogging rate and a tradeoff between mesh density and airflow rate. To overcome these deficiencies, a novel vibrating mesh panel is proposed. In this study, a laboratory-scale dust scrubber unit was used to investigate the efficacy of concept as compared to that of a static mesh. A statistical design of experiments study was first used to determine the effective vibrational parameters and scrubber operational parameters on dust collection and clogging mitigation. Optimized results from this study were then evaluated against those of a static mesh to determine performance improvement while investigating the mechanisms controlling dust collection and particle department through the scrubber system. Results show that the vibrating mesh conditions and higher water flow rates led to an improvement in the collection efficiency of the scrubber system. Compares to a static-mesh, the vibrating mesh FBS showed a significant reduction in pressure drop across the mesh screen indicating lower air loss through the test duration. Overall, the findings confirm that vibrating filter mesh reduces filter clogging while maintaining high collection efficiencies. This research supports further technological advancement in mine dust mitigation technologies.

Talc is used as an essential ingredient in a wide variety of plastics applications ranging from polyester body patch compounds through polypropylene automotive, appliance, and household furniture components to high performance parts made from liquid crystal engineering resins. The paper focuses on polyolefin applications; the three tier market for talc in polypropylene; the effects of various talcs in typical compounds; and trends in each market segment. Emphasis is given to emerging markets, examples of which are polypropylene compounds which mimic higher cost resins, and polyethylene films, customer requirements for talcs for these purposes are discussed.

"Mining is an inherently risky business. Over the years, major mine disasters have resulted in the deaths and injuries of thousands of miners in the United States. These disasters also resulted in innovations in approaches to mine design, operations and the training of miners and mine rescue teams. The U.S. Congress responded to these disasters with new laws designed to create mandatory safety and health standards as a means to eliminate fatal accidents; to reduce the frequency and severity of nonfatal accidents; to minimize health hazards and to promote improved safety and health conditions in the nation’s mines.Following a mine emergency preparedness and response holistic gap analysis in 2012, the U.S. Mine Safety and Health Administration (MSHA) identified the need for the development of risk and readiness assessment models for MSHA and the mining industry. MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the mining industry for use at operational levels. In 2012, MSHA hired ABS Group, a recognized industry leader in safety risk management and a wholly owned subsidiary of the American Bureau of Shipping, to develop self-assessment models to help meet this objective.In September 2012, MSHA chartered a project to supply the coal mining industry with a pro-active toolset for mine operators to:1. Self-assess the risks associated with underground coal mining operations in order to prevent major mine emergencies.2. Assess the preparedness of mine operators to respond to an emergency.3. Measure the readiness of mine rescue teams and responsible persons to execute emergency plans.MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the coal mining industry for use at operational levels."

Recovery of rare earth elements (REE) from coal-related resources has recently received significant interest due to supply concerns and their key roles in critical industries and defense-related technologies. An integrated flowsheet consisting of sorting, crushing/grinding, physical separation, acid leaching, solvent extraction, and selective precipitation was designed to achieve continuous production of rare earth products from various coal-related resources such as coarse refuse and acid mine drainage. A pilot plant was constructed that enabled continuous testing of the circuitry on a range of different coal-based feedstocks. Despite achieving significant success in producing high-grade rare earth oxide products, low REE recovery values and high operational costs necessitated a re-evaluation of the process flowsheet. This article describes the circuitry improvements that were based on both laboratory and pilot plant test results. Roasting as a pre-leach treatment was found to significantly improve the leaching rate and overall REE recovery values. After roasting West Kentucky No. 13 and Fire Clay coal refuse materials at 600 °C, REE recovery increased by 60 and 40 absolute percentage points, respectively. Rare earth concentration in the pregnant leachate solution (PLS) was increased to around 700 ppm prior to solvent extraction using a staged precipitation method. REEs in the precipitate were re-dissolved, purified, and extracted from the PLS using solvent extraction and selective precipitation to values of around 80%. As a result of the improvements, chemical consumption in the acid leaching and solvent extraction processes was significantly reduced. A techno-economical assessment of the improved flowsheet indicated significant commercialization potential.

Conventional wisdom in the mineral processing industry leads one to believe that pressure oxidation of refractory carbonaceous (preg-robbing) ores is not a practical approach to process development. Initial acid pressure oxidation testing on carbonaceous sulfide ores at the Twin Creeks Mine supported this conventional wisdom. After testing other refractory process options, including air and oxygen enriched roasting, Santa Fe Pacific Gold decided to take a second look at pressure oxidation, using conditions outside the normal range of conventional practice. A combination of very fine grinding and high operating temperature and pressure resulted in significant increases in gold extraction. This paper details the effect of operating parameters developed for Twin Creeks on gold recovery, sulfur oxidation, carbon oxidation/passivation and preg-robb through the laboratory and pilot plant investigations.

New developments in on-stream analysis using immersed radioisotope gauges including results from plant installations are described. The control of grinding and flotation using a small digital computer has been complemented by this development. A control scheme for grinding which is based on maximum throughput at constant product size and preliminary work in flotation control are also outlined.

Two analysis tools which have been applied to problems in industrial Flotation processses are the application of kinetics and detailed mineralogical or liberation data, both on a size-by-size basis. The paper describes practical examples of the application of kinetics to examination of the entrainment recovery mechanism, the retardation of valuable minerals at the commencement of flotation sections and the resolution of problems related to valuable species with reduced rate constants at the end of sections. Examples of the usefulness of size-by-size liberation data for monthly composite samples of products from a concentrator are also described.

Pollution to Lake Erie will be significantly reduced by the Westerly Storage Tunnel (WST) system, which is mainly comprised of a 10,000-ft long tunnel and a dewatering pump station in the downstream tunnel shaft. Separate construction contracts for the tunnel and pump station required careful management of the interface risks. A key decision was to decouple the projects by relocating the mining shaft away from the pump station. The need to receive the tunnel boring machine (TBM) in the pump station shaft was eliminated by dismantling the 28-ft diameter TBM in the tunnel then carrying it back through the tunnel and up the mining shaft. This paper discusses how interface risks were successfully managed during design and construction to limit overall schedule impacts.

Texasgulf Inc. currently operates an open pit phosphate mine in the central coastal plain of North Carolina. The area of phosphate deposition lies within the Aurora Phosphate district which consists of an embayment which is in the center of the Neogene phosphate deposition. A variety of solid and liquid fertilizer products are produced at the Texasgulf complex. One of these products is known as North Carolina Natural Phosphate (NCNP). New potential for use of unacidulated natural phosphate, now exists in regions with acid soils due to the discovery of the findings from recent research, cost advantages, and moves to reduce chemical inputs.

The environmental impact assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another increasingly common evaluation system for proposed projects is the environmental, social and health impact assessment (ESHIA). An ESHIA differs from an EIA for its generally more comprehensive and inclusive approach to evaluating potential impacts, such as on public health, and other features such as an ecosystem services approach to assessing biophysical and community impacts. An ESHIA may also be required by certain lenders for financing major projects. In this paper, EIA standards for the province of Alberta, Canada are discussed and compared to ESHIA. It concludes with several recommendations for consideration.

The Navajo Mine is exclusively a multiple seam surface coal mine located in the northwest corner of New Mexico, and entirely on the Navajo Indian Reservation (Figure 1). It is owned and operated by the Broken Hill Propriety Co., Ltd. of Melbourne, Australia. The mine began production in January 1963 with a long term fuel supply agreement with the Four Corners Power Plant. The 2175 MW nominal generating capacity of the Four Corners Power Plant consumes 8-8.5 mm tons of coal annually. With estimated reserves totaling 1.1 billion tons of strippable coal, only one third is presently committed to the generating station. As development has continued over the years, mining operations have advanced into more complex geologic areas to satisfy the utilities demand for coal.

With the increasing depth of coal mining, the coal mine shaft traverses’ strata conditions become more and more complex. Shafts are often located in deep thick strata with unstable aquifers, and coal mining requires short-term rapid drainage of aquifers; the additional stress caused by aquifer water drainage is the direct cause of the shaft-lining failure. Over the years, many experts have conducted research on the shaft-lining damage caused by the consolidation and subsidence of the soil layer induced by the long-term drainage of the aquifer. On this basis, this paper conducts an in-depth study of the dynamic change of the pore water pressure of the aquifer in the short-term drainage and its influence on the response of shaft-lining strain and surface subsidence. The result shows that the Mandel effect of pore water pressure around the shaft-lining is obvious at the beginning of drainage, and the pore water pressure suddenly increases; the increase is independent of the drainage rate, which leads to the sudden increase of the shaft-lining strain value unrelated to the drainage rate. The result also shows that with the gradual dissipation of pore water pressure, the increase of shaft-lining strain is positively related to the drainage rate and negatively related to the drainage distance, and the variation trend of horizontal strain is greater than that of vertical strain, which appoints the main cause of shaft-lining damage.

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. The ability to identify hazards during a workplace examination is a critical skill for mineworkers to have in order to maintain a safe workplace. While research suggests that being able to successfully recognize hazards requires a complex set of competencies, it is unclear which competencies are most critical to adequately perform a workplace examination. This paper presents a hazard recognition competencies framework as an explanation of the competencies that affect mineworker hazard recognition. To better understand how the industry is selecting and preparing workplace examiners, researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH) interviewed nine health and safety (H&S) professionals at surface stone, sand and gravel mine sites throughout the United States. These interviews verified that the competencies included in the hazard recognition competencies framework agree with perceptions of the interviewed H&S professionals, who also provided validity for the critical role these competencies play. Finally, the results of this study are presented within the context of current NIOSH research findings related to hazard recognition.

Preliminary design is underway for a new Southern Nevada Water Authority (SNWA) project that will ensure one of America’s most reliable water systems by providing continued, reliable water service to existing and future customers. The Horizon Lateral is a $1.6 billion water transmission pipeline that includes 7–10 miles of 108-inch finished diameter rock and soft-ground tunnels. The tunnels will traverse volcanic rock in or around the McCullough Mountain Range and the surrounding alluvial basin. The tunneling community will find relevance in hearing about this critical infrastructure project from a leading wholesale water utility owner with a proven track record for on-time, collaborative projects.

Increasing transportation costs, clean air regulations and the decreasing availability of landfill space are factors in the increased interest in the utilization of low cost disposal sites for coal combustion residues (CCR). Inactive surface and underground coal mines can satisfy the conditions for stable CCR disposal sites, and subsurface CCR injection can be beneficial in reducing the amount of acid mine drainage (AMD) often produced at such sites. The material is expected to add alkalinity to the subsurface environment and to decrease the permeability and porosity of the buried spoil. Both mechanisms can reduce the amount of acid normally generated at a mine site. The Bureau of Mines is cooperating with an independent coal company in a test of subsurface injection of a mixture of fly ash, from conventional power plants or from fluidized bed combustion (FBC) , with AMD sludge into a reclaimed surface mine. Changes in water quality parameters and the concentration of heavy metals in water samples from wells and seeps are being used to assess the effect of CCR injection. The preliminary results discussed here indicate that improvement in subsurface water quality was related to fly ash injection and that components of the fly ash were stable in the acid environment.

The separation process called solvent sublation for the removal of two hydrophobic compounds (penta-and tri-chlorophenols) from the aqueous phase is discussed. A steady state mathematical model for the process is discussed. The process was conducted in a continuous countercurrent mode. The underlying mechanisms, theory and experimental details on the effects of process variables on removal efficiency are reported.

All mining operations, including iron ore, maintain a focus of continuous improvement and asset optimisation in their operations. As all the operations in the Mine-to-Mill value chain are inter-dependent, available technologies that address efficiencies across the value chain are once again in the spotlight as companies are driven to improve productivity and maximise mine site profits to increase return on capital invested. Core to continuous improvement is the need to understand the baseline and the impact of changes to the process. In this paper, we discuss some of the key attributes in the mine to mill process, including their influence on productivity and cost, the need for direct measurement and areas where they should be applied. Many initiatives can be considered to improve mine to mill processes. Mining operations are planned and executed based on designs and models to achieve the operation’s objectives. However, there are many variables in the different parts of the value chain, such as blasting, material handling, crushing and screening. Measurement of the key attributes establishes the baseline for Mine to Mill (or Pit to Plant) performance which is necessary to understand the impact of any proposed improvements to the process design and execution and to monitor the outcomes on an ongoing basis to sustain the improvements that have been implemented. We have focused this paper on two types of measurement – blast movement and particle size of materials through the mine to mill process. Several innovative technologies are already available to measure these attributes and assist operations improve productivity and mine site profits.
