In the Hydrogeochemical and Stream Sediment Reconnaissance (HSSR) phase of its National Uranium Resource Evaluation (NURE) pro¬gram, the U.S. Department of Energy (DOE) samples about 1400 sites for stream sediments in each two-degree quadrangle of the National Topographic Nap Series (NTMS) and about 1200 sites for ground or stream water. Through a geological/statistical analysis, we find that NURE data are useful for assessing the uranium resources of the NTMS quadrangles. Our computer-implemented System for Uranium Resource Evaluation (SURE) calculates a score for each NTMS quadrangle based on the HSSR, geologic, and radiometric data; we score the four Colorado quadrangles--Pueblo, Montrose, Durango, and Trinidad--that comprise the study area. We interpret the scores in terms of geology and the known occurrences, which include the Hanson ore deposit with reserves of 30,000,000 lbs. U308 and the Pitch mine with reserves of 1,740,000 lbs. SURE depends in part on distinguishing mineralized or metalliferous granitoids from barren ones through "geochemical signatures."

There are three parties to the oil imports controversy: the domestic oil producers, whose side has just been ably summarized by Mr. Jameson; the oil importers; and the public. Domestic producers and importers are both motivated by economic self-interests, that is by their natural and legitimate desire for profit maximization, in their respective positions. Thus, domestic producers, rightly, regard every barrel of imported crude oil (with the exception of some specialty crudes) as a displacement of a barrel of their own crude. Hence, the lower the import Level the better they like it. Conversely, U .S. refiners whose plants are located at the seaboard or at certain inland waterways generally welcome a higher level of imports because refiner profits are based primarily on the spread between the crude oil price and the refined products price, since crude oil represents by far the refiner?s largest cost factor. The relatively low cost of foreign oil means therefore higher profits to those refiners able to process such oil, This applies particularly to integrated companies whose own domestic oil production is insufficient, to meet their refinery requirements but who have developed ample low-cost foreign oil supplies.

During the past several years, Raymond Kaiser Engineers has prepared numerous studies concerning the technical and economic feasibility of coal exporting facilities in the western United States. Perhaps the most striking conclusion to be drawn from these efforts is that many people underestimate the complexity of the highly competitive, dynamic coal marketing system which includes coal loading terminals as an essential but relatively low-cost link in the energy production and delivery chain. The title of this paper, "The Status of Western United States Coal Ports - An Economic Assessment," should not delude anyone into thinking that the future of western U.S. coal- exporting ports has now congealed into a well- defined economic plan. As this paper will demonstrate, the situation is complex and more dynamic than ever and promises to remain so into the late 1980's.

INTRODUCTION Newmont Gold Company's Rain operations are located in Elko County, Nevada, approximately 9 miles southeast of the Town of Carlin.The property was submitted to Newmont Exploration Limited in 1979 and underwent development drilling over the course of the next four years, culminating in the completion of a project feasibility study in October 1986. Initial project scope included development of an open pit mine, an 815,000 DSTPY heap leach, a 572,000 DSTPY mill (Mill No. 3), and associated support facilities. Approval to proceed was given by Newmont Gold Company management in June 1987. Detailed engineering began in early July, followed immediately thereafter by procurement of major equipment components through various second hand sources. PROJECT DESIGN Keep It Simple In early August, Newmont Mining Corporation, parent company of Newmont Gold Company, became the takeover target of an "investor" group headed by T. Boone Pickens. Details of the ensuing events have been well documented by the press; suffice to say their impact on this project was material and required immediate flowsheet changes. Project design throughputs were increased to 1,000,000 DSTPY and 760,000 DSTPY for the heap leach and mill, respectively, in mid- September. These changes caused major project headaches as all general arrangement drawings had been approved and structural steel as well as concrete contracts were in place. Additionally, ground breaking was to commence in two weeks time! Rain project management assembled shortly after the announced changes, to devise an engineering and construction strategy capable of handling these new business conditions. The project had been justified using a gold price of $325 per ounce with a forecasted overall cash cost per ounce of $230. Hence, strict control of capital expenditures was necessary to maintain development economics. Mill start-up had also been moved forward one month, to August 1, 1988. To meet an already ambitious schedule, construction techniques needed to be simple and proven as most of the facilities were planned for erection during winter at a site with design criteria of -40F and 90 mile per hour winds. Perhaps the most critical factor requiring consideration was that of personnel. Newmont Gold's revised business plan called for corporate-wide production increases from 587,000 ounces per year in 1987, to 1,400,000 ounces by mid- 1989. Labor requirements were forecasted to grow from 900 employees to over 2,100. This fact, in combination with the rapid growth of Nevada's gold industry, led to the expectation that turnover of operating personnel would be extremely high. It was concluded that, to meet cost, time, and operational goals, the necessary strategy could be succinctly put - "Keep It Simple." The Arkansas Novaculite of Devonian and Mississippian age is the most distinctive formation in the central Ouachita Mountains of Arkansas from the standpoint of both topography and lithology. The formation typically forms precipitous, narrow ridges (hogbacks) which reflect the steepness of dip and the resistance and thickness of the rock units. The Arkansas Novaculite varies from less than 200 feet thick in the north to locally over 800 feet thick in the south and outcrops over an east-west distance of 360 km (200 miles) in the Ouachita Mountains of Arkansas and Oklahoma. Most of the rocks of the formation are highly siliceous with novaculite predominating, and lesser quantities of chert, siliceous shale, conglomerate and rarely sandstone. Novaculite is commonly defined as a homogeneous mostly white rock, translucent on thin edges with a dull to waxy luster and composed almost entirely of microcrystalline quartz. The word novaculite comes from the Latin word novacula, meaning razor hone. This term was first used by Richard Kirwan in his mineralogy text of 1784. The origin of novaculite remains controversial but we believe it was a primary silica derived mostly from the alteration of submarine volcanic-rich materials, with numerous fine biogenic components and some minor clastics (derived mostly from foreland facies via turbidity currents) and deposited as an amorphous siliceous ooze in the deep Ouachita trough. It was subsequently converted to microcrystalline quartz during diagenesis by the compaction of the overlying rocks and the intense Late Paleozoic Ouachita Mountain tectonism. In the central and southern portions of the region three divisions of the formation have been defined: a Lower Division predominantly of light-colored novaculite; a Middle Division of interbedded dark chert and shale; and an Upper Division of massive often calcareous novaculite. In the northern exposures the formation is thinner and contains more black chert and shale, chert-shale conglom¬erate, sandstone and less novaculite. The massive novaculite of the Upper and Lower Divisions is a source of high purity silica (99+%). Indians were the first to use novaculite. They made their various tools and hunting implements from the weathered broken rock until they learned the quarrying techniques. The first white men in the area recognized the use of novaculite for sharpening their tools and knives: previously whetstones were obtained in small quantities from Europe. To this day whetstone is quarried mostly in areas which the Indians and possibly the Spanish previously worked. Some of the current mining practices have changed very little from those of the early quarryman. In areas where the novaculite of the Upper Division is poorly cemented, this friable tripolitic material has found applications in such uses as an abrasive, as a filler or extender in paints, plastics and other purposes. Some of the dense novaculite is suitable as a filler in fire bricks and also in plastics. Because some of it has the tendency to decrepitate when heated not all novaculite can be used for these applications. Several quarry operators are crushing novaculite for road, concrete, and other aggregate. This use was formerly rather limited due to the abrasiveness of the novaculite on crushing and screening equipment. Further potential uses of novaculite are speculative but include application of high purity silica in the production of silicon metal for solar cells, seed or "growing", and fusing quartz for electronics.

INTRODUCTION Mine No. 95 of the Consolidation Coal Co., a divi¬sion of Continental Oil Co., is located in Shinnston, WV. Mine No. 95 was opened in January 1967 and has been operating continuously since that time. The mine has 544 hourly and salaried employees. In 1974 this mine was the largest coal producer in West Virginia. Opera¬tions include two longwall sections and eight Marietta Borer continuous miners. Originally there were also two Jeffrey Heliminer continuous miners, but use of these was discontinued in June 1978. Production averages 12 727 t/d (14,000 stpd). Two portals now service the mine with a third portal proposed for 1978. GEOLOGY Mining takes place in the Pittsburgh coal seam which dips 0.04 rad (21h°) northwest. The working seam is steam coal with an average height of 2.2 m (86 in.). Immediately above the seam, the overburden is com¬posed of 6.1 m (20 ft) of shales followed by 6.1 m (20 ft) of weak sandstone and 51.8 (170 ft) of shaley limestone. The shale weathers when exposed to mois¬ture. Surface water has been a problem due to a fire¬clay floor which turns to paste when mixed with water. GENERAL DESCRIPTION The present mining plan for Consol's No. 95 mine has a proposed life of 35 to 40 years. One set of main headings has been driven in the north direction and one set in a western direction. These are the areas in which the majority of the virgin coal lies. The panels are driven off of the mains at 2134 to 3048-m (7,000 to 10,000-ft) intervals. The continuous mining sections are set up 133 x 610 m (600 x 2000 ft). Longwall sections are 259 x 1220 m (850 x 7000 ft). All of these mining sections are retreating uphill. Development is with continuous miners. A Marietta Borer miner is used for the main development work. These miners cut 4.1 m (13 ft 6 in.) wide and 2.1 m (7 ft) high, leaving an arch cut. Along with the arch, a 152.4-mm (6-in.) thick layer of roof coal is left in place to protect the roof from weathering. The combi¬nation of the self-supporting arch and the roof coal al¬lows the entries to be driven 30.5 m (100 ft) without bolting. Full bolting, however, is carried outby the last open crosscut. This bolting is done on 1.5 x 1.5-m (5 x 5-ft) centers using 1.5-m (5-ft) long roof bolts with tandem anchors and 152.4-mm (6-in.) steel washer plates. When needed, crib blocks with a 50.4-mm (2-in.) drill hole are used as supplemental supports. Three-hole steel channel with the ends curved down¬ward to conform to the borer arch may also be used. In the mining sections, a 14 BU loader is used be¬hind the Marietta miner to load two Torkar shuttle cars. These haul to Long-Airdox feeder breakers which load onto a 1.07-m (42-in.) wide conveyor belt. With the exception of the shuttle cars, which use 275-V d-c power, the face equipment operates on 550-V a-c power. The main power line is 7200 V ac. The same loading and hauling equipment is used with the Marietta Borer miner for driving both panel and development entries. In the retreat sections, the same equipment with the exception of the miner is utilized. Because of the advantage of a variable cutting hight, Jeffrey Heliminer ripper-type continuous miners were employed in these retreat sections. For longwall mining the first unit uses an Eickoff EDW 300-L double-drum ranging shearer. Drum di¬ameter is 1.69 m (66 in.) with a drum rotation speed of 45 rpm. The drum is equipped with 48 Carmet 34-L-1 bits. The 300-kW (400-hp) motor operates on 1000 V. Tramming of the shearer head is done through a hydraulically driven 26-mm wide chain. Maximum cutting speed is 7.93 m/min (26 fpm), and maximum tram speed is 12.8 m/min (42 fpm) with an average cutting speed of 3.66 m/min (12 fpm). Web cutting depth is 762 mm (30 in.) and the cutting height is 2.13 m (7 ft). The conveyor width is 686 mm (27 in.). It uses a single chain, 26 mm thick, with flights on 0.91-m (3-ft) spacing. The face conveyor speed is 64.3 m/min (211 fpm) when driven by two 112-kW (150-hp) 1000-V Louis Allis motors through torque convertors. The roof support used is Gullick Dobson chocks [6-legged 77.3 t (85 st) per leg, 463.6 t (510 st) total capacity] with double-acting leg jacks. The hydraulic pressure for the legs is 13.8 MPa (2000 psi), and the hydraulic pressure for rams is 6.8 MPa (1000 psi). The yield valves are set at 57.8 MPa (8500 psi). Each chock weighs 4.09 t (4.5 st). The stage loader is an Eickoff drive, with a 68-kW (90-hp), (00-V Reliance motor. A 26-mm thick single strand chain with flights on 0.6-m (2-ft) centers runs at 75.89 m/min (249 fpm). The stage loader is self-advancing and is connected to the belt tail piece with a special fifth wheel attachment so that the stage loader can advance and guide the tail piece. The hydraulic pressure for the roof support is supplied by two 45-kW (60-hp) Reliance motors op¬erating on 699 V, with 1.26 L/s (20 gpm) constant volume Gullick hydraulic pumps. Each pump services alternate chocks, with the two pressure lines connected at the tailgate by 25.4-mm (1-in.) hydraulic hoses, rated at 27.21 MPa (4000 psi). The 6.8 MPa (1000 psi) pressure rams advance is supplied by a 45-kW (60-hp), 600-V Reliance motor and a 1.26-L/s (20-gpm) con¬stant volume Gullick pump. Return lines are 35.5-mm (1.4-in.) diam hydraulic hoses with rated capacity of 27.21 MPa (4000 psi). The fluid used in the hydraulic system consists of 95% water and 5% Hy-chock fire resistant water soluble oil. Water is stored and mixed in a 6096-L (2000-gal) track-mounted tank and goes to a 655-L (180-gal) reservoir at the pump. The belt conveyor structure is 1.07 m (42 in.) wide with 0.47 rad (27°) idlers, bottom stands located on 3.05-m (10-ft) centers, top stands on 1.5-m (5-ft) centers, and is supported on a 19-mm (3/4-in.) diam

The preparation of graduate talent for the mining industry is a challenging process, given the multifaceted and complex array of decisions mining engineers make in discharging their responsibilities. As leaders, mining engineers must manage operations, lead project teams, mentor junior engineers, chart the technological directions of companies and deal with several organizations for maintaining the technical and economic feasibility of operations within strategic and tactical framework. Traditionally, the completion of the bachelor of science degree curriculum, with a minimum cumulative grade point average (CGPA), has been used as a graduation measure by Missouri University of Science and Technology (Missouri S&T). Companies have long realized the limitations of the CGPA for recruiting graduates because mining engineering is an applied engineering discipline. Company recruiters have sought to correct the limitations by factoring experience and behaviors into the selection process when recruiting knowledgeable and well-rounded graduates. In this paper, the authors introduce a new metric, which combines the current CGPA (knowledge) with experience and attribute (KEA) metrics to gauge the job readiness of graduating engineers. The KEA metric, also called the job-readiness factor (JRF), is the sum of K (50%), E (30%) and A (20%). The KEA process has been applied to a graduating class in Missouri S&T to demonstrate the value of the new metric system. The results show a fairly positive correlation between CGPA and the KEA metric, with a coefficient of determination of about 70%. Overall, the KEA metric system provides a better picture of the capacity and job readiness of graduates entering the workforce.

Recently, a new hybrid geopolymer/biopolymer (GP/BP) cementitious material was developed for improving the performance of pumpable roof supports in underground mines. This study demonstrates the application of the hybrid GP/BP cementitious material and validates its effectiveness in full-scale. In this regard, eight (8) full-size (0.61 m diameter and 1.52 m height) cribs were produced in collaboration with Minova International Ltd and tested at the National Institute for Occupational Safety and Health (NIOSH) Mine Roof Simulator (MRS) Laboratory. These full-size cribs were produced with different material configurations to evaluate the effect of water to solid (W/S) ratio, Portland cement (PC) content, and BP dosage. The results demonstrated and validated the effectiveness of the hybrid GP/BP cementitious material in increasing the peak and residual bearing capacities of pumpable cribs and eliminating the issue of deterioration when exposed to air compared with the conventional Portland cement/fly ash (PC/FA) cementitious material currently used in practice. On average, the peak uniaxial compressive strength (UCS) and the highest residual UCS after peak of the full-size cribs produced from the hybrid GP/BP cementitious material are 1.90 and 1.33 times of those of the PC/FA-based full-size cribs by one company and 2.32 and 1.66 times of those of the PC/FA based full-size cribs by the other company, respectively.

Construction of the Northeast Boundary Tunnel (NEBT), the last leg of the Anacostia River Tunnel System on DC Water’s Clean Rivers Project, started in September 2018 and was completed in April 2021. The 26-foot-bore earth pressure balance (EPB) tunnel boring machine (TBM) mined 26,737 feet at elevations between 80 to 160 feet belowground. Approximately 55% of the tunnel was cut through lower predominantly coarse-grained facies identified as the Cretaceous Patuxent Formation (undifferentiated) (PTX), and the remainder was cut through upper predominantly overconsolidated fine-grained plastic material facies identified as the Cretaceous Patapsco/Arundel Formation (P/A). Mixed face conditions were encountered in the transition from the P/A to the PTX and vice versa. This paper reviews the performance of the TBM that mined the NEBT through several unique challenges, including 8,000 feet of tunneling under the heavily developed Rhode Island Avenue corridor, major sensitive structures, cast iron water distribution mains, and other sensitive utilities.

A system of models which simulate surface coal mining operations has been developed for use in mine planning and economic evaluations. Micromodels simulate individual mine operations for equipment selection and mine planning. Macromodels simulate all operations in the complete mine for economic evaluation of reserves. A cash flow analysis model makes a complete discounted cash flow analysis to deter-mine a required coal sales price or return on investment for evaluation of any mining project.

It is somewhat reassuring to note that the United States has an abundance of coal reserves which can be used to bridge the widening gap between the nation's energy production and consumption. The U. S. Bureau of Mines has recently established a demonstrated coal reserve base of 434 billion tons. (31)(Figure 1) As can be observed, the major percentage of the reserves is in the West. Although surface coal mining in the West has been gaining increased attention in recent years, western reserves that must be deep mined are significantly greater. Though deep mining activity in the west is very limited and accounts for less than 2% of the annual production, the primary reason, quite probably, is the greater thickness of the seams as compared to those found in the East. Forty-five billion tons of the western demonstrated coal reserve base for underground mining are in seams greater than 10 ft. in thickness. (37) Thick coal seams do not lend themselves readily to extraction with the underground mining methods practiced in the United States today. Experiences from the practices in other countries can serve only as guidelines. Consequently, a concerted effort is necessary to overcome the technical difficulties.

"Uncertainty exists in ultimate-pit limits due to geologic variation and unpredictable economic landscapes. In this work, we show how this uncertainty affects the ultimate pit and how it can be analyzed to improve the mine planning process. A stochastic framework using geostatistical simulation and parametric analysis was used to model the effects of geologic and economic variations on ultimate-pit limits and overall project economics. This analysis was made possible by a new pit optimization implementation that can be automated and set up to calculate ultimate pits for hundreds of different scenarios in a matter of hours. Quantifying ultimate-pit uncertainty early in the mine planning process allows mining engineers to make informed decisions regarding infrastructure placement and to mitigate the possibility of incurring substantial costs to relocate critical mine facilities. Resumen ¦ Existen dudas sobre los límites del pit final por causa de la variación geológica y lo impredecible de los paisajes económicos. En este trabajo les mostramos como esta incertidumbre afecta el pit final y como puede ser analizada para mejorar el proceso de planificación de la mina. Se usó un marco estocástico con simulación geoestadística de análisis paramétrico con el fin de poder hace la modelación de los efectos de las variaciones geológicas y económicas en los límites de pit finales y proyectos económicos en general. Este análisis fue posible gracias a una nueva implementación de optimización de pits que puede ser automatizada y configurada para calcular pits finales para cientos de escenarios diferentes en cuestión de horas. La cuantificación temprana de la falta de certeza en pits finales durante el proceso de planificación permite a los ingenieros de minas tomar decisiones informadas en lo que respecta a la ubicación de infraestructura y en la mitigación de posibles costos sustanciales por causa de la reubicación de instalaciones clave de la mina."

The history and development of the FMC Coke process has been reported in numerous presentations over the past 10 years (1, 2, 3, 4, 5, 6) but a short review is desirable, especially regarding the aspects that are influenced by the coal to be used. F'MC has been developing this process in pilot facilities since 1956 and in a modest sized plant in Kemmerer, Wyoming since 1960 (Figure I). This plant produces strong uniformly sized coke briquettes from a completely non-coking coal, namely Elkol, a sub-bituminous coal of the Adaville seam. Since operating commercially, over 300,000 tons have been produced, 90% of which has been used in electric phosphorus furnaces and some 10% of which went for trials in iron blast furnaces. We believe that this commercial use of non-coking coals is a unique experience in the history of coke manufacture.

"With the aim to mitigate excavation risks and reduce the costs caused by tunnel boring machine (TBM) stoppage when tunneling under uncertain soil conditions, prediction ahead of the tunnel face has become an increasing interest in the tunneling community. Our research topic is concerned with developing effective concepts for nondestructive identification of geological anomalies ahead of the tunnel face by waveform inversion of reflected tunnel seismic waves. The authors demonstrate that this new technique is promising in providing tunnel engineers with an accurate image of the geological situation that the TBM is going to encounter thanks to the waveforms’ rich information about the geological structure that affects propagation, reflection/refraction and mode conversion behavior of the elastic waves. By setting up a 2-dimensional numerical model for simulation of tunnel seismic wave propagation influenced by a dip layer change ahead of the tunnel face, the authors show that the waveform misfit to be minimized by the inversion process is highly multimodal and therefore propose a hybrid stochastic optimization method that can quickly and robustly converge to the global minimum. DEVELOPMENTS IN TUNNEL ADVANCE EXPLORATION Conventional site investigation by drilling boreholes helps to draw a general image of geological structures along the borehole axes but that image is likely to misrepresent the detailed geological structure due to limited sampled locations. Due to high costs and restricted boring space which deep tunneling and tunneling under urban areas encounter, many industrial and academic research groups have had great interest in developing nondestructive ahead of the tunnel face prediction systems. That means only excitation sources and receiving sensors, which are usually placed on the ground surface or on the side walls or on the cutter head of the TBM, are used for acquisition of the measurement data. The recorded signals in the form of seismic or electromagnetic/ electrical waves, which travel through the geological structure or are reflected back from it, hold the signature of the geological structure of concern, such as geological layer changes, fault zones, erratic rocks, boulders, construction remnants, etc., and therefore can be used to reconstruct the spatial and material properties of those hidden geological structures. Most common nondestructive ahead-of-tunnel investigation systems to date are based on interpretation of reflected elastic/ acoustic waves (seismic waves) and analysis of electromagnetic/ electrical resistivity signals (Mooney et al. 2012). However, due to insufficient penetration depth and spread of signals generated by radar and geoelectric sources, the use of seismic waves for ahead of the tunnel face prediction (tunnel reconnaissance) is more preferable (Kneib et al. 2000; Bohlen et al. 2007)."

You and I can visit cement plants, inspect the various rotary kiln systems and find some equipment or some burning techniques that waste energy--fuel and power. After we have made such a visit and studied a few ideas, we could recommend ways to eliminate much of this waste. Probably every idea would cost money to bring into action. For our discussion, let us arbitrarily set an upper limit of $1,000,000 on the recommendations that we are allowed to make. Call these "low-cost" or "short-term" measures. They are improvements that do not require more than say, three months to complete; they do not require a major revision to the process. Other recommendations are "high-cost" or "long-term"; they are outside the scope of this discussion. Some of our "low-cost" recommendations would offer a satisfactory return on the money that they cost; the remainder would not. Now, is there some way that we can rather quickly pick out the "low-cost" measures that will show a satisfactory return and spend our time making these improvements first? Can we separate these items from those where the return is less likely to be good? I feel that we can pick some of these items quickly if we have a kiln system that has consistently non-uniform day-to-day operation. If the operation is uniform we probably cannot pick them quickly.

The Hampton Roads Bridge-Tunnel (HRBT) Expansion project in Virginia includes parallel 1.5- mile (2.4 km) tunnels constructed using a tunnel boring machine (TBM). The TBM launching and receiving shafts were excavated within the footprint of two reclaimed islands abutting the navigation channel for the Port of Virginia. The shaft excavations—a circular tri-cell shaft at South Island, and a circular-rectangular twin-cell shaft at North Island—were supported by slurry walls up to 190 feet (58 meters) below the island surfaces. This paper describes specic design considerations for these shafts, as well as construction and uality-oversight aspects of their excavation and construction.

State and federal regulations require that surface mine overburden be investigated in advance of mining for naturally occurring earth materials that are detrimental to animal and plant life or to uses of water. Proper identification of these toxic materials is necessary to permit development of environmentally sound reclamation programs. Intensified use of present laboratory methods to meet anticipated testing demands would be both costly and time consuming. This paper discusses the desirability of and general requirements for a geophysical system capable of locating toxic zones in the overburden of surface mineable lands of the Northern Great Plains Coal Province. The paper (1) identifies the types and character of naturally occurring overburden substances that must be investigated in advance of mining, (2) discusses the economic justification for development of a geophysical system to replace or to complement conventional laboratory test methods, and (3) discusses the potential applicability of downhole geophysical methods to overburden analysis.

Within the Pofadder district of Namaqualand, South Africa, economically exploited deposits of bedded barite and zinc-lead-silver-copper sulfides occur in close proximity within highly metamorphosed mid-Proterozoic pre-tectonic para¬gneisses of the Namaqualand Metamorphic Complex (NMC) (figure i). The paragneisses belong to the Bushmanland Group (SACS, 1980) that comprises a relatively straight-forward regional sequence of basal leucogneisses, intermediate mica-sillimanite schists and glassy quartzites, and a mixed upper zone of banded iron formations (BIF), minor marbles, quartz muscovite schists and localised uppermost quartz-pebble conglomerates and amygdaloidal mafic gneisses (Joubert, 1974) (figure ii). The base metal and barite mineralisation occurs in close association with BIFs, generally above the glassy quartzites, although in some cases possibly below them. In the regional context, the Bushmanland Group paragneisses are, to the north, intercalated with and ultimately replaced by meta-volcanic sequences of talc-alkaline affinity (Reid, 1977) belonging to the Orange River Group (SACS, 1980). The metavolcanics are generally of acidic to intermediate composition and show evidence of subaerial formation from 'high altitude shield volcanism' with many acidic ashflow and welded tuff bands, mesocratic and lesser melanocratic lavas and some fanglomerates (Ritter, 1980). To the south and east, the schist/quartzite associations are initially intercalated with and eventually replaced by cordierite gneiss/metacarbonate/biotite gneiss associations of shallow marine affinity (Moore, 1980a). The Bushmanland Group paragneisses appear to represent sedimentary material in the extreme distal portions of a talc-alkaline volcanic environment adjacent to a shallow platform sea.

This paper describes the strategy, the struggles, and the obstacles encountered during the last two years in the ongoing process to capitalize Vinto. The effort involves the offering of a vertically integrated business package composed of the tin and antimony smelters along with the two principal tin mines of the country. Capitalization: Bolivia's Innovative Approach for Privatization, the Vinto Case provides a summary of hard-earned lessons. These experiences can be success- fully implemented in other nations committed to transforming their state natural resource sector.
