This study presents a method for recovering valuable metals and synthesizing anhydrite from steel slag using sulfuric acid leaching and solvent extraction. The process achieved high leaching efficiencies for V, Ti, Fe, and Mg, and produced anhydrite with 93.09% purity. The leachate was further processed to separate and recover V, Ti, Fe, and Mg using selective stripping and precipitation methods, offering a sustainable approach to steel slag utilization.

The North Singhbhum Mobile Belt (NSMB) lies between two crustal-scale shear zones, the South Purulia Shear Zone (SPSZ) at the north, and the Singhbhum Shear Zone (SSZ) at the south. The Babaikundi-Birgaon Axis (BBA) is an east-west trending secondary shear zone in the NSMB lying south of SPSZ, which is known for the occurrence of gold along with other sulfide minerals within the quartz reefs. The present study has been carried out at north of Ichadih village, which lies on the BBA. The present study attempts combined electrical resistivity tomography (ERT) and self-potential methods along a profile of 470-m length in the Ichadih area to map the potential mineralized zones. Initially, ERT sections generated by Wenner, Wenner- Schlumberger, dipole-dipole, and joint inversion of the combined array have been analyzed, and results are validated through the analysis of model resolution. A prominent low resistivity (10–100 Ωm) associated with quartz reef/limonitic quartz reef at a depth of approximately 30–85 m, encircled by a high resistive (more than 10,000 Ωm) formation associated with metasedimentary rock, has been delineated using joint inversion of the combined array. Further, analysis of self-potential (SP) anomaly using particle swarm optimization inversion also confirms the prominent low SP anomaly at a depth of 77.3 m, which is analogous to the low resistivity anomaly identified in the joint inversion of the combined geo-electric array. Subsequent analysis of a complex synthetic geo-electrical model analogous to the present field situation proves the efficacy of the joint inversion of combined arrays. As a whole, joint inversion of multi-array data is established as an efficient technique for better subsurface imaging in case of the complex subsurface structure. In-depth analyses confirm the possibility of sulfide mineral-rich deposit (quartz reef/limonitic quartz reef) which requires further geological drilling and lithogeochemical sample analysis, for possible future exploration.

During the 1990’s several copper heap leach facilities treating crushed and agglomerated oxide and sulfide ore were constructed in South America. The majority of these facilities have been in operation for at least three years, during which time the operators have been able to monitor the performance of the heaps. The basis for the paper is a compilation of these operators’ experiences, leading to a discussion of the lessons learned over the past decade. Several key geotechnical issues are examined, focusing upon the integrity of the ore, drainage material and pipe network, along with the success of any inter-lift liners.

Construction projects may be delivered under one contract package or multiple packages divided by discipline, geographic location, or other characteristics. Dividing the construction into contract bid packages is called contract packaging, and is a vital and strategic aspect of effectively delivering tunneling projects. The process of contract packaging considers many factors, including the type of project, location, and owner?s priorities. This paper describes the key facets of the contract packaging process used recently on several tunnel projects, reports, where possible, on the success of the process, and concludes with recommendations for applying this process to achieve the right contract package.

Red Dog, the world’s largest zinc mine, is located ninety miles north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called NANA. NANA received a subsurface title over this resource as part of their settlement lands under the Alaska Native Claims Settlement Act and subsequently entered into a Lease Agreement with Cominco in 1982. Cominco, an international mining company focused on zinc, built and operated the mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language, and traditions are as important to the NANA people today as they were through ages past. The principles of sustainable development – matching economic, environmental, and social goals through continuous communications and high commitment to efficient and effective operations – have been core values for the Red Dog Mine from the beginning. This paper will describe how a large mining operation in a remote corner of the world has been able to contribute toward sustainable development in that region.

The prestressed concrete industry in particular, and the precast concrete industry to some extent, are rank newcomers to the concrete construction field compared to the cement, ready-mixed or concrete masonry industries. This young industry reflects its youth and vigor in its enthusiasm, optimism and the belief that it can reach any goal it chooses to set -- and it is setting its sights high. The prestressed and precast concrete industry fully expects to become the major structural and architectural material by the 1980's. Before exploring how the industry expects to reach this goal, a brief look at the origins and the growth of the industry may be useful in an evaluation of the feasibility of this goal. It was always recognized that concrete, strong and efficient for supporting loads which cause compression, was weak and inefficient when used to carry loads which induce tension. Thus the reason for reinforced concrete in which the concrete efficiently carries the compression in a flexural member while low grade steel bars reinforce the concrete in the areas 'of tensile stress. (Fig. 1). The steel being relatively inexpensive, can passively, but quite effectively carry tensile force while the concrete carries compression. The concrete in contact with the reinforcing also protects the steel from corrosion and acts as insulation to provide a superior "built-in" fire resistance. The major disadvantage of reinforced concrete relative to its main competitor, steel, is its weight in relation to its load-carrying capacity. One of the present trends in the mining industry is the increased use of mining contractors. In the past, many project owners have utilized mining contractors for topsoil stripping or overburden removal, usually on a short-term or periodic basis. In recent years, mining contractors have not only removed the overburden, but mined the product as well. Why is this change occurring? A prevalent trend in the mining industry appears to be the outsourcing of non-core and non-strategic functions, allowing producers to focus more on areas of technical expertise where higher incremental value is added—that is the processing, refining, and marketing of the product. As capital allocation becomes more critical, this trend is likely to continue.

When I was originally invited to speak to this audience on the subject of the future supply of precious metals I was somewhat apprehensive and suggested that the Program Chairman select someone with more credentials. He declined and the results of our conversation gave me cause to reflect and recall the opportunities I have had over the years and how fortunate I have been to be associated with so many successful companies and knowledgeable people affiliated with the precious metals field. I discovered that since 1935, 1 have worked in or visited most of the gold and silver camps in the United States; have been a leaser of a gold mine in Mohave, California; have both lost and made money in the silver futures market; have worked for two of the greatest precious metals companies in the United States - Homestake Mining Company and Hecla Mining Company, have spent a considerable amount of time in precious metal related discussions with men like Don MacLaughlin, Paul Henshaw, Dick Stoehr, Abe Shoemaker, Bill Love, Phil Lindstrom, Simon Strauss, Herbert and Bunker Hunt and many others. It is those exposures and experiences that I draw onto discuss the subject at hand.

WHAT IS AI? It's very hard to say. Most researchers and practitioners disagree with nearly any attempted definition, but most would agree that A1 does deal with the development of computer-related methods o f problem-solving. Artificial intelligence is a discipline which seeks to emulate human anatomy and/or thought processes by applying computer science, electronics, and mechanical engineering to the development of natural language processing, machine vision, robotics, and knowledge-based expert systems. Integration of these four fields will someday produce the robots of today's science fiction. A1 addresses problems of structuring large amounts of knowledge and representing relationships with rules and semantic frameworks rather than with mathematical equations. A1 is convergent rather than divergent - - conventional conputer applications use relatively small quantities of input to generate large output, but A1 generally reduces large amounts of information to establish a few major conclusions. The development of A1 has prompted greatly increased efforts on the part of scientists and engineers to understand just how humans think, organize information, approach problem-solving, and form conclusions. Some of the more exciting and possibly far-reaching advances in A1 are coming in this more-or-less soft-science area. Thirty years of A1 research (dating from a 1956 conference at Dartmouth College at which the term A1 was coined) has already spawned many widespread, almost ordinary, products: window graphics, hand-held controllers (mouse). function menus, etc., all in an attempt to make computers and people more compatible. WHAT IS AN ES? A1 can be used to develop EXPERT SYSTEMS, which are computer programs or systems which contain knowledge and rules by which problems can be solved. or at least by which possible solutions can be suggested for very complex problems. A1 can be used to better define problems so that solutions can be found. An ES is designed not to process numbers, but to process information according to rules and logic derived from actual practice and experience. WHY AI? WHY ES? Companies are increasingly aware of the value of accumulated knowledge and experience in designing, building, operating, and maintaining the increasingly complex or expensive physical plants in any business. As knowledge branches out and becomes more specialized, the accumulated learning of a veteran operator or manager or engineer becomes a scarce resource well worth preserving. EXPERT SYSTEMS offer a means of doing that, reinforcing, not replacing, human capabilities.

The use and application of shotcrete for ground support in the Asia Pacific Region is as diverse as the countries that make up this region. This paper will attempt to describe the many methods used on selected projects within that region. The project description(s) will include project logistics, equipment, mix design, products and application methods utilized along with specifications and performance results (where available). The author will attempt to reach a conclusive opinion on the success, or nonsuccess, of the various shotcrete methods employed and the development of shotcrete within the Asia Pacific Region.

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. The influence of solution ionic strength (IS) and electrolyte valence on the flotation behavior of malachite has been investigated. The microflotation tests were conducted over a range of solution IS (1?300 mM) at a constant speed (340 rpm), pH (9.5), flotation time (10 min), and sodium oleate dosage (5.3×10-7 moles/g). The size of malachite ranged from 45 to 53 µm, and two different types of electrolytes (NaCl and CaCl2) were employed. Electrophoretic mobility was also measured over the same IS range employed in the microflotation study. Overall, strong coupled effect of solution IS and ion valence was observed. Specifically, the flotability of malachite increased with increasing IS in the presence of monovalent cation (Na+) while the flotability increased up to 30 mM and decreased with increasing IS in the presence of divalent cation (Ca2+). Notably, the flotability of malachite was greater with the presence of Na+ compared with Ca2+ under high IS conditions (IS>30 mM). Consistent trend for Na+ versus Ca2+ was observed from the flotation results with different SO dosages. The characterization and flotation results suggested that the trend was likely attributed to the increased unfavorable interaction between malachite and bubble via the charge reversal of bubbles and malachite at higher IS in the presence of Ca2+.

Acceptable working environments in production areas and service openings of Mindola Mine on the Zambian Copperbelt are currently maintained with an air volume of 1000 cu m/s and 5500 kW of installed refrigeration plant. It is planned to open up additional deeper areas of the mine for future production. Temperature problems, due to the increased heat generation from various underground sources are recognized as potential hinderances to efficient production. Findings of research work indicate that the present total heat output of 58,000 kW will inevitably increase by the second five-year period of the deepening program to 52,900 kW and by the fifth five-year period to 63,200 k\V. Estimated WB and DB temperatures, representing the total heat generation in stope faces and development headings during these same periods are predicted to increase to 53.8/40.2 °C and 35.5/42.1 °C respectively. It is assessed that the nominal refrigeration capacity needs to be progressively increased to 9,000 k\V This paper deals with the thermal problems in Mindola Mine, current heat output calculations, future prediction of temperature and heat load in various working areas of the mine with the application of computer programs and interpretation of data in order to find the effective solution for long-term planning of ventilation and air-conditioning.

INTRODUCTION The LG-2 project is one element of the La Grande Complex, an integrated development of hydro-electric potential being constructed in north-western Quebec by the James Bay Energy Corporation. The project is located on the La Grande River about 65 miles east of Fort George on the James Bay coast and 600 miles north of Montreal. It comprises a 525 foot high dam, 81,000 feet of dykes, spillway and river diversion works and a 16 unit underground powerhouse that will have an installed capacity of 5,328 MW. The power installations at LG-2 represent approximately half of the total potential for the complex. When completed in 1982, LG-2 will rank as the largest underground powerhouse in the world. Studies and site explorations for the project were begun in 1971, construction commenced in 1973 and the roll date for the first machine is scheduled for February, 1980. GENERAL ARRANGEMENT OF POWER INSTALLATIONS As shown in Figure 1, the power installations are located on the south bank of the river about 4 miles downstream from the main dam. The Northeast Boundary Tunnel Project consists of a 23 ft diameter, 27,000 ft long, CSO tunnel, multiple underground connections, and significant surface works within an urban corridor. The NEBT alignment depths range from 60 to 140 ft and includes seven shafts ranging in depth from 77 to 155 ft with diameters varying from about 19.5 to 56 ft, some as in-line connections and others required adits for connection to the main tunnel. This paper focuses on the design and construction of two major underground connections which are the First Street Connector Tunnel and the Mount Olivet Road Diversion Sewer.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision; making while recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds

(Part one is in T&UC, June 2007, pp 39-42) Tunnel advances in 1960s and 1970s The 1960s and 1970s were active and productive times for the U.S. tunneling industry. During that time, federal programs, sponsored by the Federal Railroad Administration (FRA), the Office of High Speed Ground Transportation (OHSGT) and the Advanced Research Projects Administration (ARPA), stimulated tunnel research and development. Also, the American Society of Civil Engineers (ASCE) and SME collaborated to create the Underground Construction Research Council (UCRC) and the Rapid Excavation and Tunneling Conference (RETC) series.

In 1998, Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903 +/- hectares (22,000 +/- acres) on Black Mountain, which contains the state’s highest point, as unsuitable for mining. A fast track legislative process was triggered which could have "taken"100 million tons of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed.
