As a result of the new mining law implemented in August 1985 and the programs conducted by the Institute Ecustoriano de Mineria (INEMIN), which was created by this legislation, there was considerably greater activity in the nonfuels mineral sector during 1986. Over the next 2 years, INEMIN will be developing a national mining plan that will guide Ecuadorean mineral development for the balance of this century. As stage one of INEMIN's mineral study, historical records were reviewed and 300 abandoned mines and 1,200 unexplored mineral deposits were available for further investigation. In 1986, INEMIN established 5 branch offices and negotiated 250 new mining contracts with foreign companies valued at $16 million. Despite all this activity, INEMIN officials estimate that 100,000 square kilometers remain available for claim staking. Technical assistance contracts were signed with Belgium, the Federal Republic of Germany, Italy, Spain, and the United Kingdom, to assist in a variety of assignments ranging from helping prepare the national minion plan to the development of industrial mineral deposits.

To improve a miner's chance of survival during an emergency by providing immediately avail-able breathable air and protection from toxic gases until a longer-duration breathing apparatus, stored nearby, can be reached. Approach: A belt-carried apparatus which can provide a closed-circuit atmosphere for ten minutes breathing has been developed under a Bureau of Mines contract. How It Works: Water vapor and carbon dioxide in the user's exhaled breath are removed, and oxygen is supplied, by chemical reactions. When the user exhales into the mouthpiece, water vapor in his breath reacts with potassium superoxide (KO2) stored In the canister to produce oxygen. The other product of this reaction (KOH) reacts with carbon dioxide and removes it from the air. The oxygen-enriched air then flows from the canister into two breathing bags. When user inhales through the mouth, that air is drawn out of the bags, makes a second pass through the chemical-containing canister, and flows into the mouthpiece tube. A nose clip is worn to seal off the nasal passages.

The iron-ore ranges in the Lake Superior district are the liarquette in Michigan, Menominee and Gogebic in Michigan end Wisconsin, and the Vermilion, Mesabi, and Cuvuna in Minnesota. These ranges produce about 85 percent of the iron ore mined in the United States. Accident experience in connection with this production is better than that of the regions producing the remaining 15 percent. Production and shipments vary slightly from year to year but closely approximate each other over a period of years. During the 4-year period 1940 to 1943, inclusive, 323,667,599 long tons of iron ore was shipped from the Lake Superior district.4/ Michigan and Wisconsin shipped 65,386,608 tons, or 20.2 percent of the total, and employed approximately 15,000 men; Minnesota shipped 258,280,991 tons, or 79.8 percent of the total, and employed approximately 10,000 men. The tons produced per man employed is much, greater in Minnesota than in Michigan and Wisconsin owing to the large open-cut production in Minnesota.

The location and time of 2,007 microseismic emissions from a limestone mine in southwestern Pennsylvania were compared with the development of mine faces and the characteristics of the mine layout. Based on analyses of these results, the occurrence of roof failure zones appears to be associated with certain characteristics of the mine plan. It was determined that significant relationships exist between the intensity of the microseismic activity and the scale of the roof failures Microseismic activity associated with these roof falls occurs In distinct episodes, with the final failure event occurring during approximately a 12-hour period. Each roof fall episode appears to be composed of dozens of distinct roof beam failures. As each beam fails in shear and tension, tens to hundreds of audible noises representing rock fracturing or bedding plane separation can occur. While every roof fell can be viewed as unique, certain mechanistic similarities can be realized through careful observation and monitoring of these complex systems. Understanding these similarities in characteristics allows mine personnel to design the most effective and efficient control technique.

Laboratory mineral-dressing investigations were conducted on talc-bearing samples from Arkansas and Texas under the Bureau of Mines program of examinations and surveys, which is concerned, in part, with the improvement of conservation and utilization of domestic mineral resources. Two of the soapstones in question were successfully upgraded by flotation, utilizing stage additions of a frother and an amine to promote their talc content. The process could enable the producers to meet more rigid specifications of higher priced talc commodities. INTRODUCTION Talc is an industrial mineral with distinctive properties, such as softness, smoothness, large surface area in relation to mass, chemical inertness, and good retention as a filler, that make it particularly valuable to a number of industries. Sales to 6 industries -ceramics, paint, insecticide, rubber, roofing, and paper -consumed 84 percent of the domestic production of talc, pyrophyllite, and ground soapstone in 1952. Mine production in that year totaled 600,908 tons. Sales of crude and ground material were 593,147 tons valued at $11,347,317.2/

APPENDIX C - HOISTING SYSTEMS - AVAILABLE EQUIPMENT C 1 - Introduction A survey has been made of available hoisting equipment which has applications for use in metal and non-metal mine emergency escape hoist systems. The information was gathered from a number of sources, including representatives in the USBM and MESA, mine operators, personal visits and telephone interviews with manufacturers, field visits to inspect equipment, advertisements, catalogues and indices of manufacturers. Wherever possible, technical specifications and prices were checked out with the manufacturer, or supplier. The sections on individual sub-systems and components, such as automatic control systems, winches and controls, are not intended to be all encompassing surveys. Rather a reasonable number of representative units in each category are discussed. The sample is large enough to provide a general picture of the kind of equipment available, including the abilities and limitations and a reasonable price range. The Burrell methane indicator developed by Col. G. A. Burrell in 1915 was modified during 1918 to the " insulated type " Burrell indicator . Though this instrument has been used in mines since its first introduction , it was not formally approved as safe and efficient for use in gaseous mines until March , 1922. The indicator is built by the Mine Safety Appliances Co. , Pittsburgh , Pa . Approval No. 800 has been assigned to this company covering the device in the form approved . The principle of the Burrell indicator is fairly well known . It works on the same principle as the Haldane apparatus - measuring by means of a graduated scale , the contraction resulting from burning the methane content of an air and gas sample . A given aniount of the mine atmosphere to be tested for methane is taken into the indicator . This sample is then thoroughly shaken with the water in the indicator for one minute . The methane in the sample is now burned for two minutes by a heated platinum coil , which is energized by a small storage battery containing two Edison cells connected in series . After the glower or coil has burned for two minutes , it is disconnected from the battery , and the indicator is again shaken for The amount of contraction observed by reading the height the water rises in the U- tube of the indicator , which is calibrated to register the percentage of gas in the sample . The indicator as approved by the Bureau of Mines is equipped with an Edison M- 8 mine- lamp battery , and with a glass and scale graduated from zerɔ tɔ four per cent methane . The approval of a corbination service that is , an attachment for giving illumination from the same battery from which the platinum glower is operated has been withheld pending the development of a battery with larger capacity . - Under laboratory operating conditions , a single glower was capable of making at least 20 determinations if proper precautions were observed with respect to the use of freshly charged batteries . A battery should be allowed to stand off charge several hours before using in an indicator , as the peak voltage of a freshly charged Edison cell is abnormally high and is likely to send enough current through the glower to melt the platinum wire . Fifty-seven satisfactory operations were obtained from a completely charged battery . The point where the voltage of the cell fell below 2.3 volts with the glower attached was taken as the lower limit of successful operation . A voltage less than 2.3 does not permit the lower to burn at a temperature that will completely burn the gas in the air , thus giving a false indication .

[This is the third report related to fundamental retail roof-bolting research in underground mines (1, 2)3/ and describes an investigation of the torque-load relationship for 3/ -inch, expansion-type mine roof bolts. In a previous investigation the relationship between torque and bolt load was established for 1-inch slotted-type bolts (1). The two types of bolts differ in diameter and method of tightening and consequently may exhibit different torque-load behavior. The 1-inch bolt is tightened by turning the nut, the 3/4-inch bolt by rotating the beaded bolt itself. Experience indicates that roof bolts should be tightened to moors satisfactory anchorage sand to minimise nag of tie roof over the mine opening. The generally accepted means for determining the bolt load is to see a torque wrench to measure he torque applied in tightening the bolt and, from a predetermined relationship between torque and molt load, to, determine the corresponding bolt load. Because frictional effects may vary between one type of shell assembly or bolt and others, 7 types of expansion shell units and 3 types of 3/4-inch-diameter, mild steel bolts were tested.]

Over the past two decades, there have been significant reductions in industrial exposures to hand-arm vibration, especially when specific tools and work processes have been redesigned to incorporate anti-vibration and ergonomic principles. Nevertheless, Hand-Arm Vibration Syndrome (HAVS) remains a significant occupational health problem as disease symptoms continue to occur even when vibration exposure levels believed to incur low risks have been reached2. This inconsistency may be related to the methodology that is typically used to estimate workday vibration exposure levels, involving laboratory and/or very short duration field measurements coupled with estimates of overall eight-hour tool operation times determined from brief observations of tool tasks and/or self-reported surveys. One solution is to use small, commercially-available, personal vibration dosimeters to calculate, record, and display long-duration vector sums and energy equivalents of vibration. However, since these devices are attached to the worker and require tool-mounted accelerometers, they are incompatible with the worker performing normal duties involving putting down or changing tools. In addition, these commercial systems do not allow for the characterization of the transmission of vibration to the hand such as monitoring the mechanical coupling between the hand and the tool handle (e.g., grip forces). O’Boyle and Griffin showed that variations in applied force can alter vibration transmission characteristics by 50% or more indicating that the measurement of grip force is essential for modeling vibration transmissibility and vibration exposures5. In summary, a need exists for the development of a method and device that will more accurately characterize workday-long vibration exposures. Methods A portable, light-weight, Vibration Exposure Monitor (VEM) system was developed to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of a workday. It monitors frequency weighted and unweighted accelerations from a palm-mounted uni-axial accelerometer (Model 352C22, PCB Piezotronics, Depew, NY) and calculates exposure levels using the root-mean-square (RMS) and higher power mean values, such as the root-mean-quad (RMQ) and the root-mean-oct (RMO). Grip forces are also monitored using a palm-mounted force sensor (Model 400, Interlink Electronics, Camarillo, CA) from which average grip force levels and exerted grip extrema are calculated. At the core of the VEM system is a commercially available, battery-powered microcomputer (Tattletale, Model 8v2, Onset Computer, Onset, MA) with one megabyte of memory and eight analog channels using 12-bit sampling at a single-channel maximum of 100 kHz. Analog signal processing (i.e., anti-aliasing, with cutoffs at 4 and 1250 Hz, and ISO 5349-13 frequency weighting) is accomplished using custom circuitry that is directly interfaced with the microcomputer. One of the objectives of the Bureau of Mines is to develop substitution technology for scarce materials. In accordance with this goal, alloys containing lanthanum, cobalt, copper, and magnesium were investigated for fabrication of rare-earth-cobalt (RE-Co) permanent magnets. A complete substitution of lanthanum for samarium and a partial substitution of copper for cobalt was accomplished. Magnets of La-Co and La-Co-Cu-Mg alloys were fabricated by powder metallurgy techniques and evaluated. A maximum intrinsic coercivity of 23.2 kOe was obtained with a La-Co-Cu-Mg alloy. In comparison, maximum values of 9.3 kOe and 11.6 kOe were obtained with La-Co and La-Co-Cu alloys, respectively. The substitution of copper and magnesium for part of the cobalt resulted in a large increase of intrinsic coercivity, similar to the results of Bureau research with mischmetal-Co-Cu-Mg alloys. Unlike the mischmetal-Co-Cu-Mg magnets, the La-Co-Cu-Mg magnets showed signs of physical deterioration on exposure to air. The effects of fabrication parameters on the magnetic properties of the La-Co-Cu-Mg alloys were also determined.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove, grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 2 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

The experiments described herein were made at the request of Committee D-5, on Coal and Coke, American is n Society for Testing Materials, in order to obtain data as to the probable contamination of laboratory samples of coke Then pulverized to pass a No. 63 sieve of tine U. S. Standard Sieve Series2 by methods other than by ball-mills or hard-steel diamond mortars, which methods are specified-in the standard methods of that Society.3 After pulverizing, representative samples were analyzed by the Bureau of Mines at Pittsburgh for ash content to detect any contamination of the samples by the pulverizing apparatus. Preparation of Core Samples for Tests. Two samples of 48-hour beehive coke (Continental and Leisenring) made from Pittsburgh coal were selected for the tests. These cokes were crushed approximately to No. 10 sieve size, by first passing through a jaw crusher and then through a, roll crusher. The crushed coke was then carefully mixed and riffled into portions of about 800 grams each, and sent to three cooperating laboratories for grinding, through a No. 60 sieve. The Bureau of Mines developed a hydrometallurgical method for recovering mercury metal from mercury sulfide concentrates. Sulfide flotation concentrate from the McDermitt Mine was leached in a cupric chloride solution at 80° C. The redox potential of the solution was maintained at 850 mV during leaching by chlorine sparging. Mercury extractions exceeded 99 pct in 3 h of leaching. After leaching, the pH of the solu-tion was increased from 1 to 4.5 to precipitate copper as atacamite. The pregnant solution typically containing 100 giL Hg was sent to elec-trolysis to produce high-purity mercury metal and chlorine for recycle. In a 200-A electrolytic cell operated for 24 h, current efficiency was 99 pct and the energy requirement was 0.9 kW·h/lb of mercury produced. Mercury removal from the waste stream was also investigated. Iron or zinc cementation, sulfide precipitation with H2S, and activated carbon adsorption all decreased the mercury concentration from 10 giL to 0.01 mglL, which is less than the Environmental Protection Agency limit on wastewater of 0.02 mg/L.

The U.S. Environmental Protection Agency (EPA) and the U.S. Congress are presently considering several approaches aimed at reducing the amount of lead in the environment and society's exposure to lead. One approach is to tax domestic primary lead production or consumption. Objective To assist the Congress and the EPA in their decisionmaking, a study was initiated by the U.S. Bureau of Mines, which assesses the minerals related implications of a tax on U.S. primary lead production and primary lead imports. This investigation analyzes the impacts of a primary lead lax on: (1) domestic primary lead production, (2) domestic lead coproduct and byproduct production (including bismuth, cadmium, germanium, indium, silver, and zinc production), (3) domestic secondary lead production, (4) lead imports, (5) domestic lead recycling activity, and (6) the U.S. lead price. Study Findings Domestic Primary Lead and Primary Lead Coproduct and Byproduct Production. A quantitative analysis based on the application of the Bureau's Supply Availability System (SAM) has been conducted to determine the impacts on domestic primary lead and primary lead coproduct and byproduct production from domestic lead source material for a range of taxes.

7. Development of Acoustic Seal Checking System The acoustic approach was shown in Section 4 of this report to be the most promising concept for checking the seals. This section describes the development of this concept into a working hardware system to be used later in the field test program. This development effort included: (1) Theoretical analysis of the acoustic behavior in the mine using acoustic modeling- techniques. (2) Experimental determination of acoustic patterns in mine passages. (3) Refinement of the theoretical model. (4) Verification of final theoretical predictions in the quarter-scale laboratory model of a mine passage and seal. (5) Development of system specifications. (6) Development of the Acoustic Prototype Seal Checking System. 7. 1 Analysis of the Acoustic Seal Checker Concept The acoustic seal checker concept is based on a model which combines corridor acoustics and hole transmission theory. The idealized model for the mine sealing application is shown schematically in Figure 66. A high intensity acoustic- source is located in a corridor at a, position adjacent to the location to be sealed. The acoustic signal transmitted through the seal is monitored by a microphone pick-up placed on the opposite side.

Improve the effectiveness of person-wearable self-contained self rescuer (PWSCSR) training by enhancing the memory retention of trainees in proper donning procedures. Background In the fall of 1989, a total of 185 miners and inspectors were trained by Bureau of Mines personnel to don the SR-100 PWSCSR using the Bureau's 3+3 method. With the exception of a few individuals, miners were trained underground in an area set up within their working sections. The instructional protocol was as follows: (1) after placing an SR-100 simulator (equipped with a cleaned and disinfected mouthpiece assembly) on the mine floor in front of the worker, a researcher guided him or her step-by-step through the complete donning procedure, (2) the miner was required to perform each step slowly, methodically, and correctly while being talked through the sequence, (3) following this pre-practice instruction, the apparatus was repacked and the subject donned the device without coaching, while being evaluated, (4) if an error was made, the worker received corrective feedback, the unit was repacked, and the entire donning trial was redone. This procedure was repeated until the miner achieved a perfect 3+3 sequence.

The natural vertical fracture sys tem in bituminous coalbeds is called cleat. Cleat orientation commonly controls the direction of mining with major development paralleling the face cleat. Previous researchers have categorized the origin of cleat as endogenetic, relating the origin of cleat to compaction and coalification, and exogenetic, relating the origin of cleat to tectonic forces. In the coalbeds studied for this report it was found that tectonic forces were the controlling factor of cleat formation. Face cleats were formed as extension fractures during structural deformation, and butt cleats, as release fractures during erosion and uplift. The face cleat of the Pittsburgh coalbed rotates from N 80° W in north- western West Virginia to N 57° W in southwestern Pennsylvania ; the face cleat maintains a perpendicular orientation to the shifting axial trend of local structures . Cleat orientation in other bituminous coalbeds in Virginia, Utah, Oklahoma, and Central Pennsylvania showed a similar relationship to local structure. Directional permeability of coal is directly related to cleat. Holes drilled perpendicular to the face cleat yield from 2.5 to 10 times the amount of gas released as compared with holes drilled perpendicular to the butt cleat.

The bureau of Mines conducted a laboratory scale investigation of the process of selective flocculation with the objective of developing a method to effect separations on suspensions consisting predominately of ultra-fine-size (minus 400-mesh) particles of coal and refuse. Selective flocculation of coal from coal-refuse slurries could be achieved with a wide variety of reagents. Typically as much as 15 to 20 weight-percent of high-ash solids (70 to 80 percent ash) could be retained in suspension. The flocculated sediment remained a high-ash product, however, and would require further treatment to be regarded as clean coal. No combination of reagents and conditions led to selective flocculation of the refuse component. The dispersing agent was found to be the critical factor; dosages of 3 to 8 lb/ton2 were necessary to stabilize the suspension for subsequent selective flocculation. In addition, most of the dispersants that worked were most effective at substantially elevated pH (11 or so). It was concluded that this process would be prohibitively expensive and, because of yield and quality constraints, it would be of questionable utility in today's coal preparation industry.

Laboratory batch-flow tests conducted on a highly ferruginous acid mine water with an activated carbon showed that ferrous iron is rapidly oxidized. This indicates that air oxidation of ferruginous acid in mine waters is catalyzed by activated carbon. The ferrous iron content of an acid mine water flowing through an aspirated activated carbon column was reduced from about 700 to about 10 parts per million in less than 1 minute. Highly efficient ferrous iron oxidation was achieved by conditioning the activated carbon by repeated treatment with acid mine water and air. The reaction proceeds rapidly in the acid environment (pH about 2.5) engendered by ferrous iron oxidation. The activated carbon was used repeatedly with little loss in efficiency, no discoloration, or solids deposition. In these batch tests, about one-third of the iron was adsorbed by the carbon, but with continuous flow, little iron adsorption is expected. Incorporating a catalytic oxidation step in the treatment of acid mine waters containing ferrous iron would greatly facilitate neutralization--precise control of pH, lower reagent costs, elimination of aeration equipment, and smaller holding ponds.

To develop a simple device for rapidly determining the shearing strength and angle of Internal friction of coal and rock in situ. Approach Use a portable, permissible, hydraulically operated device in boreholes as deep as 100 feet into the rib, floor, or roof of the mine. How it Works The device, called a Borehole Shear Strength Tester (BST), is inserted Into a 3-inch-diameter borehole to the desired depth, locked Into position, and activated to shear the rock or coal in the borehole walls. The normal and shear pressures exerted by the BST, which are recorded during the test, are used to calculate the shearing strength and the angle of internal friction. The BST consists of 3 main components and several minor components. Main components are: ? A shear head with 2 shear plates that bite into the rock when normal pressure is applied. ? A hollow hydraulic jack with RW drill rods that pull the shear head when shear pressure is applied. ? A console with a hand pump and two hydraulic gages to activate the device and to indicate the pressures that apply the normal and shear faces to the shearing plates.
