The Golden Cross mine was an open-pit and underground gold and silver operation from December 1991 to April 1998. Closure of the mine has been based on an approach agreed among stakeholders. The initial phase was the release of a closure plan which was regarded as the blueprint for the following phases and the closure works required to implement the plan. The second phase involved lodgment of consent applications and their granting for the final water management configuration. The final phase is monitoring, confirmation that the site is performing as required by the closure plan and consents and settlement of final ownership, management and surety arrangements. Industry best practice modelling techniques have been used to finalise closure design and have been shown to be good predictors of site water management and discharge performance. Site discharges are in compliance with toxicology based water quality criteria for the protection of aquatic life and most discharges from the site, including those from the closed cyanide-tailings facility, can now be discharged without further active intervention or treatment.

This paper presents a geographic information system (GIS) based method for the prediction of ground movement and the associated impact on existing buildings and structures due to tunnelling in the North West Rail Link (NWRL) project. The NWRL is a priority rail infrastructure project for the New South Wales (NSW) Government and includes 15 km of twin tunnels between Bella Vista and Epping, which will be Australia’s longest rail tunnels. The NWRL tunnels will be constructed in an urban environment where the prediction of ground movements induced by tunnelling and the associated impacts to existing structures must be assessed in the early design stages of the project. An assessment process was developed using GIS able to respond to design changes.An iterative GIS analysis methodology was developed to generate ground settlement contours and identify impacted buildings and structures in response to multiple changes in tunnel alignment during design development stages. The GIS analysis undertook to rapidly provide detailed and accurate parameter information including tunnel depth from surface, tunnel separation, diameter and sample point proximity to the tunnel and assess ground movement contours along the project alignment. Determination of the ground surface settlements were based on empirical methods proposed by Peck (1969) and Mair (1993). The control parameters and the relationship between damage categories and risk classifications for impact assessment were based on Burland, Broms and de Mello (1977), Rankin (1988) and Boscardin and Cording (1989) methods.The GIS-based ground movement impact assessment approach adopted for the NWRL project demonstrates an efficient, iterative and robust approach and could provide an initial framework for other similar tunnelling projects where rapid design changes and early understanding of tunnelling impacts are required to bring greatest benefit to all stakeholders.CITATION:Mirlatifi, S, Cain, L, Ashley, J and Every, C, 2014. The New Zealand rail authority, Kiwi Rail and Auckland Regional Transport Authority (ARTA), are jointly planning a new mainline rail link between Auckland’s downtown Britomart Station and the existing Western Line at Mt Eden. In 2009, APB&B, a consortia of Aecom, Beca, Parsons Brinkerhoff and Hassell Architects where commissioned to develop the conceptual design, Assessment of Environmental Effects (AEE) and business case for the new 3 km rail line towards preparing a Notice of Requirement to protect the route through Auckland’s central business district.This paper describes the engineering challenges in the development of the conceptual design for the three proposed underground stations, the running tunnels and connections to the existing network. Feasible alignment and station location options were developed and evaluated using multi-criteria analysis based on key client functional requirements, constraint mapping and environmental impacts. The resulting preferred scheme was then developed to a conceptual design suffi cient for assessment of environmental effects, risks, and the development of a robust construction methodology to allow high level capital cost estimates.The paper describes some of the major challenges overcome to develop the concept, including steep gradients, narrow street envelopes with existing buildings and structures, the need for large platform spaces with low ECBF rock cover and complex connections at Britomart and the main line near Mt Eden.The development of the conceptual design of the underground stations in particular demonstrates the need for a holistic value engineering approach to satisfying the architectural and functional requirements, in a highly constrained dense urban environment and at lowest practical cost. The construction methodology was a key input to the conceptual design development throughout.The conceptual design will be used as the fundamental basis for the development of the AEE and business case for the project in the future.

The Mitsubishi Higashitani limestone mine is a ten million tonne per annum operation located near the city of Kitakyushu on JapanÆs western island of Kyushu. Higashitani is one of the largest limestone mines in Japan and accounts for about five per cent of national production. Blasting practices at the Higashitani mine involve the use of bagged ANFO, dynamite primers and non-electric detonators. Regulations in Japan prohibit the use of site mixed bulk explosives. Blast size is usually around 17 000 tonnes with 20 holes in a single row, two or three blasts are fired per day at a powder factor of between 0.25 and 0.32 kg/m3. As part of a program looking at oversize reduction Mitsubishi, Asahi and Orica agreed to conduct a joint project at the Higashitani mine to investigate the relationship between the powder factor and fragmentation. The first stage of the project was to benchmark the current blasting performance. Five blasts were monitored in each of the 210 (hard rock) and 220 (soft rock) areas of the mine. OricaÆs Powersieve« software was used to measure fragmentation and total rock breaker hours were also recorded for each blast. OricaÆs computer blasting simulation model Sabrex« was used to prepare revised blast designs with a higher powder factor and predict their performance. The performance of these blasts was monitored using the same methods.

The Golden Cross is the first large precious metals mine to be both commissioned and closed in the æmodernÆ era in New Zealand. This paper discusses the life cycle of the Golden Cross mine, with emphasis on the closure process and post closure management.   The closure process has generally been very well managed, and successful, but in spite of that some on-going issues remain unresolved. Nearly nine years after the end of mining the mine owners are still actively managing the site, with no immediate end to that in sight.   The site has been described as atypical, due to the identification of a deep seated landslide below the tailings and waste rock storage facilities. However that should not be given too much emphasis when addressing the overall closure and post-closure management issues, which could well apply to other existing and future mine sites in New Zealand.   The Golden Cross can provide valuable lessons for other miners, and the issues arising at this site should be watched closely by the industry as a whole.

This paper outlines the evolution of managing high consequence risk scenarios in BHP Coal, with particular focus on managing the stability of an endwall that is adjacent to a public infrastructure corridor running through a Central Queensland coalmine. BHP Coal developed a Geotechnical Consequence Register after industry failures identified shortcomings in traditional risk assessment practices. Traditional risk assessments consider the consequence and likelihood of a geotechnical event occurring under normal operational conditions. As such, the risk rating for a high consequence, low likelihood failure may fall within the acceptable range, even where a lack of meaningful geological data exists due to the area being off lease or outside of mining reserves. The Geotechnical Consequence Register lists all geotechnical failure scenarios of high consequence, identifies if current controls are adequate, and highlights if specific Geotechnical Management Plans are required. This case study reviews a failure scenario that was identified through the geotechnical consequence register. The scenario had previously been considered low likelihood and subsequently driving a low risk; however, the likelihood ranking was impacted by a lack of geological data outside of the mining lease and predominately informed by an acceptable historical slope behaviour. Additional exploration identified previously unmapped faulting which increased the risk rating. The requirement to develop a specific management plan resulted in an increase in the required factor of safety, design changes, the implementation of additional monitoring and a corresponding monitoring Trigger Action Response Plans (TARP). In the case study area, the initiation of a geotechnical instability was identified early through the increased monitoring program. The instability was successfully managed and any impact to the infrastructure corridor off lease was prevented. BHP Coal has used the Geotechnical Consequence Register for several years to identify and assess high consequence geotechnical failure scenarios. In some areas this has justified additional exploration, more stringent design acceptance criteria and an increased level of geotechnical monitoring. The process has been successful in ensuring that geotechnical risk is controlled in areas that often receive less attention than active production areas.

In May 2000, Kanowna Belle Gold Mines (KBGM) carried out a detailed Truck versus Shaft Haulage Study. The study showed that whilst the shaft option had many operating cost benefits the capital costs were too high, therefore the truck option was selected. In May 2001, the concept of achieving æshaft typeÆ benefits without the capital costs was floated. This is achieved by separating the hoisting of ore from other mining activities. The general concept is that material from underground is transported to a central location and then transported to the surface by a special truck fleet, thus removing the dependency between trucks and loaders, providing the mine with surge capacity and decreasing operating costs. At KBGM these advantages have been gained by installing an ore pass system with a plate feeder at its base that directly loads trucks. This provides the mine with a haulage system with enough surge capacity to remove the interdependency between trucks and loaders. The plate feeder is situated just off the decline which creates the opportunity to use larger more reliable, lower cost trucks. A number of truck types were considered for the truck loop including Elphinstone AD55Æs which are the truck type being used on site prior to the truck loop, CAT 775EÆs and power trailer road trains. This paper covers the philosophy behind the truck loop, the truck selection process, project installation and commissioning, people issues and the benefits expected by the operation. As of May 2002, the project is nearing completion, with decline haulage expected to commence in July 2002.

The Yara Siilinjärvi plant is located in the central part of Finland. Siilinjärvi is Western Europe's only apatite mine and annually it produces 1 Mt of apatite concentrate, which creates approximately 10 Mt of tailings.At the beginning of 2017, tailings handling in Yara Siilinjärvi was brought to a new era, by replacing the conventional tailings storage facility with a new tailings treatment plant. The new high-density tailings disposal system with two paste thickeners increased the percentage of solids in the slurry from 45–48 per cent to 66-68 per cent, making it possible to deposit as a paste. This extended the life-span of the current tailings storage facility by 15 years; from 2020 to 2035.This paper presents the storyline of the Yara Paste Plant Project. The project began with laboratory testing and then progressed to pilot-scale thickening and beaching trials. After some successful pilot trials, the final process design was implemented. Process instrumentation and automation played a key role in the project, as the aim of the Yara Project was to make the plant operable remotely from the main plant. An advanced control system is needed to maintain process stability and the desired operation point in various operational circumstances.This paper discusses the results from the Yara site since the new tailings treatment plant commenced. Some of the main points are that the operation has been running consistently with an underflow solids content of 66-68 per cent, with average beach slope angles of 3.5 degrees in the tailings disposal area. This control system additionally facilitates minimum use of flocculant, which delivers significant savings to operating costs. Robust thickener operation also leads to the trouble-free high-density pumping and high availability of the Paste Plant. During the first year of operation, the plant’s availability has been very good, over 97 per cent.Currently, the plant still has its own staff working there during the daytime, but the Paste Plant is now already operated remotely during the night shifts. The Work Health and Safety Act 2020 (WA) (WHS Act; DMIRS, 2020) and associated Work Health and Safety (Mines) Regulations 2022 (WA) (WHS Regulations; DMIRS, 2022), supporting guidance materials and other laws, such as the Sex Discrimination Act 1984 (Cth) (SD Act), have imposed new duties on every person or business conducting an undertaking (PCBU) in Western Australia, including those operating in the mining industry. These laws and associated guidance materials combine to require owners, operators and contractors to discharge positive duties and better report and manage psychosocial hazards in the workplace. For mine operators, there is a positive duty to not only identify and eliminate hazards relating to psychological harm, sexual harassment and gendered violence at work, but to also report incidents to the safety regulator that could result in serious harm, even while internal and police investigations are ongoing. Traditional mines safety teams are navigating the evolving frontier of psychological and gendered safety as the duties relating to psychosocial safety and sexual harassment at work continue to expand. This paper will review the legal obligations on PCBUs to conduct internal investigations into critical psychosocial incidents and gendered violence on mines, whilst balancing the demands and sensitivities of investigations by the safety regulator and police. There are emerging approaches to safety investigations that can aid PCBUs in managing their investigations of psychosocial incidents and gendered violence, including trauma-informed investigation techniques, collaboration with psychological experts and the use of limited legal privilege. Well managed and sensitive investigations can foster trust amongst workers, result in improved incident reporting by workers and lead to enhanced safety outcomes for the resources industry whilst preserving the legal positions of involved PCBUs. Specifically traversing the new duty to consult, cooperate and coordinate, this practical session will arm mine managers, safety professionals and human resources professionals, from mine operators and mining contractors alike, with tools and processes to bring to safety investigations, particularly on residential mine sites.

"The feasibility of Dugald River mine was highly sensitive to mining and geotechnical design assumptions, particularly stope dilution and strike length. Following the start of initial mine development in 2012 the project was suspended in 2013 due to concerns over the complex ground conditions and resulting dilution, stope sizes and general mineability. A technical risk mitigation program was undertaken with a key aim to increase the level of confidence in predicting stope dilution.A stope sizing and dilution model was developed that provided a range of stope sizes based on geotechnical conditions and acceptable dilution. The original feasibility used a standard stope size of 25 m height by 25 m span. The new model was used as the foundation for the subsequent updated development plan for Dugald River that reduced much of the previous technical risk through greater confidence in the geotechnical and mining parameters.Several methods to predict stope hanging wall dilution and appropriate stope size have been used at Dugald River that relied on the modified stability graph method. Improvements to the method were identified as more rock mass and mining data became available through the completion of a trial stoping program, increased underground development and a large geotechnical core logging campaign. These improvements not only focused on the technical aspects of the model, but also on creating an easy to use and sustainable process that could be used at multiple stages of mine planning from life-of-mine (LOM) through to final stope design.Several of the main improvements are: understanding stope failure mechanisms and collecting only geological information that is most relevant detailed modelling restricted to the rock mass that could be expected to influence stope behaviour accounting for different stope failure mechanisms with the stability chart method assigning a geotechnical confidence factor to the data making it useful as a mine planning tool with integration into the mine planning process using performance of completed stopes to update and calibrate the model.The model provides recommended hydraulic radius and associated dilution estimates across the ore body. Providing the hydraulic radius allows planning engineers the option to consider single, double and triple lift stoping options suitable to mine scheduling. The Augusta underground mine at Costerfield in Central Victoria has been in operation since mid 2006; however, AGD Operations Pty Ltd have explored and undertaken open pit operations in the area for over 20 years. The high-grade, narrow gold-antimony orebody is being mined using both mechanised and hand-held methods, to produce up to 70 000 tonnes per annum at ten grams per tonne gold and six per cent stibnite. AGD Operations Pty Ltd processes the ore on site using gravity and flotation to produce two products; a concentrate which is sold to Chinese smelters and a gravity concentrate which is refined off-site. The circuit achieves up to 30 per cent recovery of gold from gravity methods. There are many challenges in the underground mine, including an orebody with an average width of 300 mm, very poor rock mass conditions in the host rock and variable dips in the ore along strike, between 45¦ and 90¦. The upper levels of the mine have been developed ready for stoping; however, their depths range from 20 m to 70 m below surface in both oxide and transitional material. A major fault structure consisting of mud has been encountered underground and is associated with the orebody causing very poor ground conditions, water inflow and requiring additional reinforcement. The northern limit of the mine is defined by the proximity of historical workings in the South Costerfield mine, which is being continuously dewatered.

There are still vast areas of Australia in which either the hydrocarbon potential has already been indicated but from which no hydrocarbons have been produced or else are completely untested. Despite the lack of recent new oil discoveries, it is anticipated that initial gas discoveries in these areas will be followed by oil discoveries as has happened historically. General exploration activities are continually providing new information that is being input to update previous hydrocarbon assessments for Australia, and all indications are that future exploration efforts will discover a lot of gas, some small oil pools and there is a chance to prove a major new oil province. Because of this, it is anticipated that reserves growth will continue at the average historical rate of about 200 MMB/year until the year 2000. The most frequent scenario will be costly exploration resulting in small oil discoveries and high development costs. This, in the past, has resulted in low profitability for Australian oil exploration, but windfalls for the Australian government.

Fatigue is it the newest buzz word or is fatigue a real phenomenon that is creating safety and organisational risk for you? There is no debate that fatigue is natural, and it affects us all, just like gravity; however, there has been much debate on the severity of its impact in the workplace. For many years the impact was not measurable, hidden out of sight and, quite frankly, written off as the infamous ‘operator error’. Over the last several years, advancements in technology have provided safety and health professionals, sleep scientists, fatigue experts and organisations with the ability to monitor and detect fatigue events in real time, as well as predict and monitor increased risk for fatigue events. Caterpillar Safety Services has assembled an extensive and exceptional set of technologies that will provide the best methods and data to measure the impact of fatigue. Large metallurgical complexes are substantial users of energy, water and assets. To improve the effectiveness of energy and assets the quality of the data and events become paramount for real-time operational management. A lack of resources at the local operations and at the enterprise makes it impossible to process the sea of information and many projects have failed. As such, a novel approach for implementation of continuous improvements at the local level and innovations at the strategic level was implemented at all operating plants at Anglo American Platinum. Sixteen concentrators, three smelters and two refinery process systems were integrated to scale the information for manufacturing services at the local and enterprise level. The new capability of an enterprise real-time monitoring and diagnosis software infrastructure was available to implement many business strategies in tandem. Mineral and metallurgical processing knowledge is used to simplify the implementation of the data model. As such, asset monitoring, energy, production and process control management were implemented in an integrated approach reusing the same data but with different context and time horizons to have a standard methodology for local root cause analysis. This paper will highlight a sustainability management approach to change and empower the local and strategic team to collaborate using a new approach for adaptive reporting and condition-based event management and notifications. The results based on the integrated and collaborative team efforts will be presented. The Electricity Generating Authority of Thailand own and operate an opencut mine supplying coal to on-site power stations at Mae Moh, 600 km North of Bangkok. The mine is being expanded from an annual production of 1.5 million tonnes per year in 1982 to over 9.5 million tonnes per year by 1991. The mine will be amongst the largest open pit operations in the world. It is technically difficult to operate and plan due to complex geology, weak strata and surface constraints including reservoirs, forests and traditional villages. This paper presents a case study of mine planning for the above project including associated collection and processing of geological and geotechnical information. The existing operation is described, as well as the strategy adopted for the mine at expanded production. The planning covers various phases of mine planning including a Conceptual Study, a Definitive Study and detailed short term planning. Each stage incorporated new information and reflected a higher level of confidence in the data and resulting plan. Sophisticated computer techniques were required including geological modelling, calculation of volumes, geotechnical analysis, scheduling and costing. The planning was undertaken on site by a team of Australian and Thai Engineers as part of the Thailand-Australia Lignite Mines Development Project which is a four year programme of assistance funded by the Australian Government.

The La Colorada underground mine in Zacatecas, Mexico is a mechanised cut-and-fill silver mine with a capacity of 1250 t/d. The project focused on training the mine’s experienced operators for a fleet of underground trucks, through the use of a training simulator. The project was run by the simulator vendor, in collaboration with the mine’s maintenance, safety and production management.A training program was created targeting maintenance reduction, productivity improvement and increased utilisation and availability. Operators were first acclimatised to the simulated environment, had their current performance baselined, then received targeted coaching, with the process repeated to reinforce learnings. Concurrently, production, maintenance, and safety data was being measured in the real world to measure skills transfer. Due to limited telemetry available from the equipment, many of the data points for the project were sourced from maintenance logs, and accounting data.Equipment failure data measured from unscheduled maintenance records showed an overall 6.5 per cent decrease in unscheduled maintenance following the implementation of the training program. This rate of reduction correlated with the significant decrease in equipment abuse behaviours measured within the simulator during this period. Additionally, overall maintenance activities showed a significant decrease, confirming that reductions in unscheduled maintenance were not achieved through increases in scheduled maintenance. The reduction in equipment damage also increased availability and utilisation of the truck fleet. This highlights that the maintenance improvements not only reduced maintenance costs, but made the fleet available for more production. Moreover, the variability of the operator performance was decreased by 86 per cent, and the difference between their best operator and the worst is less than the baseline; this showed a gap where machine abuse, productivity and cost are impacted directly.This project illustrated that even small-scale mining operations with an experienced operator workforce can achieve positive return on investment (ROI) from simulation-based training. Process mineralogy provides the mineralogical information required by geometallurgists to address the inherent variation of geological data. The successful beneficiation of ores mostly depends on the ability of mineral processing to be efficiently adapted to the ore characteristics, liberation being one of the most relevant mineralogical parameters. The liberation characteristics of ores are intimately related to mineral texture. Therefore, the characterisation of liberation necessarily requires the identification and quantification of those textural features with a major bearing on mineral liberation. From this point of view, grain size, bonding between mineral grains and intergrowth types are considered the most influential textural attributes. While the quantification of grain size is a usual output of automated current technologies, information about grain boundaries and intergrowth types is usually descriptive and difficult to quantify to be included in the geometallurgical model.Aiming at the systematic and quantitative analysis of the intergrowth type within mineral particles, a new methodology based on digital image analysis has been developed. In this work, the ability of this methodology to achieve a more complete characterisation of liberation is explored by the analysis of chalcopyrite in the rougher concentrate of the Kansanshi copper-gold mine (Zambia). Results obtained show that the method provides valuable textural information to achieve a better understanding of mineral behaviour during concentration processes. The potential of this method is enhanced by the fact that it provides data unavailable using current technologies.
