This report examines the feasibility of Employee Assistance Plans for the coal industry. Three issues are examined in detail. First, the prevalence of off-the-job factors such as alcoholism, drug abuse, and marital problems are examined in a sample of miners from the eastern, midwestern, and western underground coal fields. Then data were presented that examined the link between these off-the-job factors and behaviors critical to the mines such as absenteeism and turnover. Lastly, we examined the effectiveness of the major Employee Assistance Program in underground coal mining--the HELP Program. The report contains recommendations on whether coal mining companies should implement these programs and how these programs should be designed.

"INTRODUCTION Water flooding of oil sands in Texas as a means of secondary recovery of oil has been practiced mainly in the north-central part of the State, which includes the old shallow fields in eight counties, extending south through Wichita and Clay Counties on the Red River into Brown County.The Texas Railroad Commission, is empowered ""to promote conservation and prevent waste in the drilling, completion, operation, and abandonment of oil wells"" and ""to issue regulations necessary for fulfillment of these ends,"" granted The Texas Co. the first permit to inject water into the oil-bearing sand on December 7, 1935. The permit was granted after the Commission had conducted a number of hearings, which were attended by many operators interested in that method of secondary recovery. Through December 31, 1944, the Commission had granted 50 permits for water flooding. Of that number, 45 permits were issued for projects in north Texas, the remaining 14 being distributed throughout west and south Texas. By the end of 1944, there were 33 active and 5 abandoned water-flooding projects in the North Texas area, as is in figure I.Oil production in the North Texas area started in 1904 from the shallow sands (ranging from 100 feet to 800 feet in depth) of the Petrolia (or Henrietta) field in northern Clay County. Development was rapid and unrestricted during the boom period from about 1911 to 1918, and considerable waste of both produced oil and reservoir energy resulted."

Solid. dense, air-cooled slag can fulfil most, if not all, the functions of natural stone for civil engineering purposes. The value of pumice, also, has long been appreciated, and processes for the manufacture of similar synthetic material for light-weight concretes and insulating fills have been developed in past years.Foamed slag is, in effect, blast furnace pumice and is often referred to on the European continent as metallurgical pumice. It is made by the treatment of molten blast furnace slags with a critical quantity of water during which process the slag cools and expands into a sponge-like mass. The connection between foamed slag and air-cooled slag is also considered and a basis for density control given.All blast furnace slag cannot be foamed to give a product which would comply with B.S.S.877; 1939 Foamed Blast Furnace Slag. A large proportion of the total output of molten slag lacks the necessary inherent properties. This investigation attempts to discover the conditions necessary for the production of foamed slag capable of meeting the British specification.EARLIER WORKIt was generally accepted (Parker, 1951; Gallai-Hatchard, 1955) that the spongy structure of foamed slag was caused mechanically by steam trapped in the slag when it was poured into water. It was assumed that slags which would not foam would not trap steam, because their viscosities and surface tensions were unsatisfactory, on account of temperature and/or composition. The earliest systematic investigation was made by Frisak (1923) who attempted to establish a limiting chemical composition for foamable slags. He decided that foamable slags covered most blast furnace slag compositions on the basis of silica, alumina, and lime, and further "that the replacement of lime by magnesia up to 15 per cent has no noteworthy effect on foamability, that moderate quantities of alkalis are not deleterious, that sulphur raises the foamability and that MnO is only deleterious in the presence of 1...

The U.S. Bureau of Mimes evaluated the effects of two iron-based fuel additives on diesel particulate matter (DPM) emissions. The 5.6-L, six-cylinder test engine is typical of engines used in underground mines. One additive, ferrous picrate, did not measurably affect exhaust emissions. This report is mainly about a ferrocene-based additive that reduced DPM between 4 and 45 pct, depending on engine operating conditions. The report concludes that the DPM reductions were caused by the catalytic oxidation properties of a ferric oxide coating that developed inside the engine's combustion chamber. The ferric oxide coating also decreased gas-phase hydrocarbons and O, but it increased CO, and NO,. The increase in NO,, of about 12 pct, is considered the only adverse effect of the ferrocene-based fuel additive. The results suggest that the effectiveness of ferrocene was partially offset by increased sulfates because of the high-sulfur fuel used. Recommendations for continuing fuel additive research are presented.

The development of commercial natural-gas reserves in the Michigan stray sandstone horizon of central Michigan during the past few years has resulted in expansion of the natural-gas industry in that State. The location of the natural-gas reserves of Michigan in the general vicinity of domestic and industrial markets is of economic importance, and in supplying these markets with natural gas a reasonable knowledge of, the extent and availability of the reserves is needed in formulating regulations for drilling gas wells and producing natural gas in analyzing the feasibility of projects to construct natural-gas transmission lines, in promoting and developing markets for the domestic and industrial consumption of natural gas, and in solving many engineering and economic problems common to the natural-gas industry. The development of the natural-gas industry in Michigan has been related closely to the development of oil production. The potential oil production of Michigan is comparable with that in most of the eastern oil-producing States. The development of oil production probably will continue, especially in the central Michigan Basin area; and as wells are drilled to deep horizons in the search for oil, more knowledge will be obtained of the gas reserves in formations above the oil-bearing horizons.

Reconnaissance geochemical exploration in the vicinity of low angle detachment faults which bound the core of the Paparoa metamorphic core complex yielded Au up to 14 ppm, with 35% of greywacke, granitoid and quartz vein samples in the northern range exceeding the 0.01 ppm detection limit. Au is associated with Ag, As, Sb and Cu anomalies consistent with epithermal-type mineralisation. The Ag and Cu anomalies also distinguish this mineralisation from older, mesothermal Au deposits widespread in the Ordovician 'slate belt' greywackes, which comprise much of the upper plate of the core complex. Baryte, molybdenite, fluorite and stratiform U mineralisation in the northernPaparoa Range may also be related to hydrothermal activity along the detachment fault zones.

The U.S. Bureau of Mines and Cyprus Shoshone Coal Corp. conducted a study of deformation mechanisms in strata around a longwall gate road system at two sites in an underground coal mine near Ham, WY. Of particular interest was timedependent (on the order of several months) roof deformation. Strata above and below the coal seam are very weak, carbonaceous mudstones that have cohesionless planes of weakness oriented along bedding, which dips approximately 8° to 16° at N 49° E. An extensive array of instrumented roof bolts, roof extensometers, and biaxial stressmeters were installed during development mining at these two sites under variable depth of cover [I83 to 335 m (600 to 1,100 ft)], seam dip (10° to 16°), and top coal thickness [estimated to be 0.30 to 0.61 m (1 to 2 ft) on the downdip side of the entry]. Bolt load and roof deformation histories during the entry development periods were compared. Bolt loads at site 2 were less than those at site 1, which is consistent with the amount of overburden. Deformation magnitudes at site 2 were similar to those at site 1, but deformation rates were approximately 44% greater and nearly constant over time, whereas the deformation rates at site 1 decreased exponentially over time. Also, most deformation occurred above the bolt horizon at site two, but extensometer measurements at site 1 showed that a significant amount of deformation occurred within the bolt horizon. The most significant factor that influenced bolt tension and timedependent strata deformation was strength and Young's modulus of the strata. Finite-difference models support this conclusion.

Haul trucks have the potential to generate large amounts of respirable dust. This respirable dust has been shown to be a health hazard to personnel, especially if it has a high silica content. Lack of dust sampling data from haul trucks prompted the completion of a study to quantify respirable dust concentrations. These field studies were conducted measuring instantaneous respirable dust at stationary locations from passing haul trucks at a stone quarry and at a coal mine site. Fugitive dust levels from haul trucks were analyzed to characterize dust dispersion. This analysis indicates safe following distances for haul trucks and other heavy equipment to avoid overexposure of respirable dust from the lead haul truck.

The Kwaggashoek East pit is one of the four production areas of Thabazimbi Iron Ore Mine. The Kwaggashoek East Open pit mines through the abandoned sublevel caving operations of the Kwaggashoek East underground workings. A risk assessment indicated that the primary risk is the occurrence of surface subsidence. Based on local knowledge, a hypothesis, that most of the cavities were filled with broken rock as a result of roof collapse and bulking of failed material was formulated. To test the hypothesis a number of geophysical methods as well as probe drilling was utilized. The results of the resistivity, gravity and ground penetrating radar surveys were inconclusive in determining the position of voids. Either there were no voids present or the resolution of the surveys was not high enough to pick it up. It is accepted that only small voids remained, and that the supported roof hypothesis is valid. As a precautionary measure all the production blast holes within the caving area were over-drilled by forty percent. This would collapse the roof of any small voids or tunnels immediately below the block. This operation proved to be successful as two of the three underground levels have been mined out with no subsidence occurring in the pit floor.

A cover with capillary barrier effects (CCBE) is being constructed on the AA Leach Pad at the Barrick Goldstrike Mine site near Carlin, Nevada. The purpose of the cover is to eliminate/minimize infiltration of meteoric waters into the leach pad. Laboratory and numerical analyses indicate that Carlin Formation siltstone (TCS), a locally available material, has the necessary hydrologic characteristics when placed on the leach pad to act as a CCBE. A pilot study has been conducted on a small-scale test cover placed on the AA Leach Pad to examine the cover performance under irrigated conditions. The preliminary test results demonstrate that the designed cover is capable of preventing meteoric water infiltration.

"Canada is scheduled to become the 4th highest diamond revenue producing country in the world by year 2004 with the already operating Ekati Mine and the anticipated operation of the Jericho Mine in 2002 and the Diavik Mine in 2003.This paper provides an overview of worldwide diamond production statistics and a brief introduction to a diamond processing plant. The dense medium separation (DMS) extraction process is presented and this process is discussed in more detail with respect to the extraction of diamonds in terms of feed preparation, dense medium, dense medium cyclones, ferrosilicon recovery and dense medium cyclone operating efficiencies.INTRODUCTIONThe Ekati Diamond Mine in the Northwest Territories started commercial production of diamonds in the 4* quarter of 1998. At full production, the mine is anticipated to produce annually some 3 million carats of diamonds. The Jericho Mine in Nunavut Territory and the Diavik Mine in the Northwest Territories are anticipated to come into production in the 1'' quarter of 2002 and 1st half of 2003 respectively. The combined annual diamond production of these three mines will total approximately 10.34 million carats by 2004, making Canada the 4~ highest diamond revenue producing country in the world.A diamond processing plant initially utilizes crushing, scrubbing and screening in the beneficiation process to liberate diamonds from kimberlite ore and size the product for further treatment through DMS. Alluvial diamond operations do not require initial crushing and scrubbing but incorporate a feed preparation and sometimes a recrush facility with the DMS plant. The heavy sink product from the DMS, which contains diamonds, is further upgraded through x-ray separation and high intensity magnetic separation prior to producing the final diamond product.DMS is a relatively simple separating principle. A mixture of particles of different density is immersed in a dense fluid, so that particles having a density lower than that of the fluid will float while those of heavier density will sink. The translation of the float-sink principle from a laboratory method to continuous industrial practice offers the prospect of very precise mineral separations based on density differences alone."

This paper reports a biogeochemical study of the Siberia lode of the Herberton tin field. Soil near the orebody contained high levels of Fe, Cu, Pb, Sn, As, Mld Mn. Polycarpaea spirostylis and Indigofera dominii were associated with these high levels but several other species apparently could not tolerate them. The potential of these species as indicator plants is discussed.

The term "operational research" was probably first used to describe work started under E. C. Williams, now Director, SHAPE Air Defense Technical Center, late in 1937 or 1938, at the Bawdsey Research Station of the British Air Ministry, a laboratory center concerned with the development of radar equipment. After the practicability of the early techniques had been demonstrated, a large (for those days) program of development and installation was authorized. It was very soon realized, both by the Royal Air Force and by the scientists that almost as important as the gear itself was the way in which it should be used. Accordingly, it was decided that some scientists should cooperate to study the way in which the equipment should be deployed and operated in conjunction with the Royal Air Force. To distinguish this work from the normal work of a research and development establishment, the term "operational research" was coined. It merely meant at this time that this particular section of scientists was to be concerned with the use of the gear rather than with its technical development and it seemed natural to those concerned to adopt the word "operations" which has a specific connotation in the armed forces.' This method was later extended to peacetime business enterprise, government operations and other human activities. Operations research appears to have penetrated the extractive industries more slowly and less completely than other industries, the military, or the government. This may be due (1) to a difference in the attitude of management towards operations research, or towards research of any kind, for that matter; (2) to unsuitability of the extractive industries for application of the operations research method; (3) to inaccessibility of the data; (4) or to a lack of trained personnel who are interested in applying operations research to the mineral industries.

The Bureau of Mines is active in programs pertaining to solid waste disposal and land reclamation. Nine reclamation projects of mining companies and six projects of the Commonwealth of Pennsylvania were investigated to provide information on the procedures, costs, and results obtained from reclamation projects of bituminous coal-waste disposal areas. Refuse disposal costs of mining companies ranged from 9 to 28 cents per ton-mile, and quantities disposed of ranged from 600 to 4,500 tons per day. Spreading and compacting the refuse at the dump site ranged from 3 to 20 cents per ton. Cost of covering with soil and planting ranged from $750 to $1,646 per acre. Total costs of reclamation for the Pennsylvania projects ranged from about $1,800 to more than $15,000 per acre. Refuse preparation costs ranged from $772 to $5,550 per acre. Soil covering and planting costs ranged from $1,083 to $5,086 per acre. The best results were obtained by soil preparation and conditioning prior to planting. The type and depth of soil and effect of climate were also factors.

This paper presents pile tension and compression load test results for the Southern Freeway Viaduct (North) pile load test site. The testing program represents a collaboration between California Department of Transportation (Caltrans), Federal Highways Administration (FHWA), and a group of pile manufacturers and construction firms. The participating manufacturers included Fundex, Halliburton, Monotube, and Nicholson, with each firm supplying proprietary pile systems. The field test program measured and will allow the direct comparison of the tensile and compressive capacity of nine common and proprietary pile systems installed in nearly identical soil conditions. Data reported here-in details pile compression and tensile load-deformation measured at the pile head. Cursory data regarding pile installation details are included to aid in data interpretation.

Doyon mine, Quebec, Canada evaluates the possibility of desulphurizing their tailings to produce material to be used in as cover over the acid generating tailings disposal site. Laboratory tests were conducted and showed that a single-layer cover made of desulphurized tailings placed over reactive tailings can prevent the generation of acid mine drainage. Modelling with the software Vadose/W was undertaken to optimize the design parameters, namely cover thickness, water table position, and residual sulphide content of desulphurized tailings following laboratory work. It was found that the optimal configuration includes a 1 m desulphurized tailings cover containing 0.8%S, with the water table kept at the interface between the reactive tailings and the cover. To maintain the cover performance to reduce oxygen flux towards acid-generating tailings even in the event of a long dry period, a sand layer is suggested to protect the cover from excessive evaporation. It is possible to reach the environmental objective chosen for Doyon mine (10 mol/m2/year) with the protective sand layer, even in extremely dry conditions.

ISA Mill Ultra Fine Grinding Technology in combination with conventional flotation technology is used to process these complex oresSeveral modifications arising from experience gained from past operations, an extensive research project at Lakefield Research and post startup flow sheet and reagent alterations have been employed to achieve this break through performanceThis paper describes the design, start up and optimization of the Caribou operations including the many challenges faced including the flotation of mineral particles with K80s ranging from 35µm to 8µm.HISTORICAL BACKGROUNDThe Caribou massive sulphide deposit was discovered by Anaconda geologist Cam Cheriton in 1959. Anaconda initiated an extensive underground exploration and discovered a super gene copper blanket which was developed into a small open-pit mine-mill operation that ran from 1970 until the depletion of the copper ore in 1974. East West Minerals, an Australian public company, purchased the mine in 1986 and operated for only seven months producing a single bulk lead-zinc concentrate. In 1995, Breakwater acquired the Restigouche Open pit and Caribou underground deposits. Breakwater began milling operations in July 1997 but Caribou Mine failed to commercialize production, and the company decided to shut it down in August 1998, because of declining metal prices. The mill was plagued by mechanical and design problems, but deficiencies in metal recoveries prevented the operation from reaching desired levels."

The conclusions reached by den Tex after a study of the fabric of some rocks from Broken Hill have been used to support the epigenetic hypothesis for the origin of the ore, first by Edwards (1959, p. 70) and then by Stillwell (1962, p. 131) in his criticism of Segnit's (1961) views. Den Tex claimed that the petrofabric study provided "independent evidence that the ore, at least in its present form, post-dates all events of a diastrophic nature in the area concerned".Repetition of this claim by Edwards and by Stillwell and the lack of any criticism of den Tex's work for more than three years implies its general acceptance by geologists in Australia. Therefore it appears necessary to examine parts of den Tex's paper in detail to show that his, conclusions are unwarranted. The major weaknesses in his study are that1. the petrofabric study was inadequate to warrant any major conclusions, and2. the petrofabric data allow alternative conclusions.Den Tex made a single visit to the field, collected six carefully selected specimens and presented quartz and· biotitepetrofabric diagrams for two specimens, quartz-diagrams alone for three more and included three diagrams of the orientation of c-axes and fractures in one specimen. It is not reasonable to come to firm conclusions about the origin of such a complex area as Broken Hill on such inadequate data, despite den Tex's claim (p. 87, lines 22 and 23) that "a thorough investigation of the quartz-fabric of the wall rock was undertaken".Den Tex's interpretation of each diagram is open to criticism, and alternative (and to my mind, preferable) interpretations may be made. "Locked cycle testing has become more common practice in the last 10 years. Reasons vary from a desire to avoid pilot plant testing, demand for more variability testing within deposits, and perhaps most importantly, a request from the financial institutions who invariably finance many of the projects. Surprisingly, many people don’t understand locked cycle testing, analysis and balancing. This paper provides a brief overview of locked cycle testing, and then progresses into a more detailed discussion on the analysis and balancing of locked cycle test data. The paper endeavors to educate CMP personnel on how to determine if the test was good and if a reasonable metallurgical projection was made. The paper uses case studies to illustrate the key points.INTRODUCTIONA locked cycle test is a repetitive batch used to simulate a continuous circuit. The basic procedure has a complete batch test performed in the first cycle which is then followed by similar batch tests which have “intermediate” material from the previous cycle added to the appropriate location in the current cycle. These batch tests, or cycles, are continued in this iterative manner for an arbitrary number of cycles. The final products from each cycle, i.e. final concentrate and final tailings, are filtered and thus removed from further processing. At the end of the test, all the products, final and intermediate, are dried, weighed and subjected to chemical analysis. The test is balanced and a metallurgical projection is made.This description can be found in many of our classical textbooks for the mineral engineer 1, 2, 3,4. Unfortunately, none of these textbooks provide any discussion beyond the basic procedure. Often, they provide comments such as in Taggart’ where he states; “It is questionable whether in any case it approximates mill results any more closely than the standard batch test”. It is truly surprising that our classic textbooks promote that locked cycle tests are more art than science, and suggest that they can be of dubious value. None of the textbooks provide meaningful insight or discussion in how to assess:"
