The Northeast Boundary Tunnel Project consists of a 23 ft diameter, 27,000 ft long, CSO tunnel, multiple underground connections, and significant surface works within an urban corridor. The NEBT alignment depths range from 60 to 140 ft and includes seven shafts ranging in depth from 77 to 155 ft with diameters varying from about 19.5 to 56 ft, some as in-line connections and others required adits for connection to the main tunnel. This paper focuses on the design and construction of two major underground connections which are the First Street Connector Tunnel and the Mount Olivet Road Diversion Sewer.

Western Australia is the largest state in Australia with an area one and three quarter times the size of Texas. Most of the State is desert or semi-desert, and only the southwest corner is heavily populated. The State has a population of one and a half million people, and one million of these live in and around the city of Perth. Perth is located on the narrow Swan Coastal Plain and is flanked by the Indian Ocean and the Darling Plateau. The Darling Plateau is an ancient peneplain rising some 300 metres above sea level, and forms an important resource base for the population.

The use of the Bond Work Index to size industrial grinding equipment is well known. Its use to measure grinding efficiency was presented by C.A. Rowland, Jr. at an AIME meeting in 1976. However, due to a bureaucratic error, the paper was never submitted for publication. This metric has nevertheless been adopted by industry as a widely used standard. The purpose of this paper is to re-present and update the application of this tool as a standard for measuring grinding circuit efficiency. Definition ?standard, n. something established for use as a rule or basis of comparison in measuring or judging capacity, content, extent, value, quality, etc.; as standards of weight and measure? (Webster, 1958).

The Robe River Iron Ore Project began in 1962 when Cliffs International acquired mining leases in Western Australia's Pilbara Region. Initial reserves were proven and bulk ore samples sent to the U.S.A. for pilot plant testwork. Cliffs Western Australian Mining Company Pty. Limited (30%) manages the project in joint venture with Mitsui Iron Ore Development Pty. Limited (30%), Robe River Limited (35%) and Cape Lambert Iron Associates (5%).

Subsidence is a surface manifestation of the underground development and exploitation of minerals, and its impact on the environment is becoming of increased concern, particularly in the face of an accelerating demand for energy and minerals. In the United States, the state-of-the-art in subsidence prediction, control, and prevention and in subsidence-related damage abatement has not progressed to the level achieved in other countries. To bridge this gap, the Bureau of Mines, through its Mining Environmental Research program, is pursuing a comprehensive subsidence investigation, specifically designed to address major problems on the local, regional, and national level.

Electrothermal production of elemental phosphorous (P4) generates substantial amounts of highly toxic phossy water and sludges. Because of their high phosphorous content and lack of reliable processing technology, large tonnages of these hazardous wastes have accumulated from current and past operations. To date, the sludges are stored in ponds or above ground in special containment vessels at various locations around the country. Two samples of electric furnace phosphorous sludge obtained from the Tennessee Valley Authority (TVA) in Muscle Shoals, Alabama and FMC Corporation in Pocatello, Idaho were investigated using physical separation techniques to recover the elemental phosphorous in the sludge and to render the residual material non-hazardous. The techniques tested include sizing, froth flotation and dispersed air oxidation. Flotation and sizing produced concentrates containing 69 -90% P4 with a recovery in the range of 60 -87%. Dispersed air oxidation of the fines and tailing products was effective in removal of an additional 10 -15% of the P4 in the sludge.

Strabag, in partnership with Arup, is constructing the Advance Tunnel for the Scarborough Subway Extension (ATSSE); a project by Metrolinx and Infrastructure Ontario (Sponsors). The 10.7 m internal diameter single bore tunnel represents a significant departure from the traditional arrangement of twin subway tunnels in North America. ATSSE is the first-time steel fibers are used to solely reinforce a tunnel of this size in Eastern Canada. This paper discusses the challenges with design and acceptance of SFRC segments and the state-of-the-art numerical models employed to check the joint performance. The advance procurement approach for TBM and PCTL’s procurement to accelerate the project schedule is also presented.

The focus of this study was on the evaluation of hydrologic and environmental behavior observed in GeoWaste and waste rock test piles. GeoWaste is a mixture of fast-filtered tailings and waste rock prepared as a tailings-dominated mixture. The two test piles included potentially acid-generating (PAG) waste rock and were operated for 26 months to evaluate whether GeoWaste can suppresses sulfide oxidation and production of metal-rich acid mine drainage relative to PAG waste rock. The test piles were constructed in the shape of truncated 5-m-tall pyramids with 25-m base sides and flat 5-m × 5-m top surfaces. Water content, temperature, electrical conductivity, and oxygen concentration were monitored in four layers and at five locations within each layer in both test piles. In addition, 5-m × 5-m lysimeters were installed at the base of each pile to collect leachate. Approximately 2660 mm of water was added to the surfaces of the test piles via precipitation and irrigation (irrigation ≈ 1050 mm applied at an approximately constant rate for 70 days). The measured saturation, oxygen concentration, electrical conductivity, and temperature in the GeoWaste and waste rock piles suggest more sulfide oxidation occurred in the waste rock pile compared to the GeoWaste pile. Observations from the pile experiments suggest that co-managing mine waste in the form of GeoWaste reduced acid generation compared to waste rock alone due to the lower permeability and unsaturated state of the GeoWaste pile that reduced downward migration of moisture and inhibited drainage.

Flooded-bed scrubbers on continuous miners have been shown to be an effective respirable dust control technology, traditionally used during the extraction of extended cuts of up to 12.2 m (40 ft). To effectively use scrubbers in faces that employ exhaust ventilation, the return ventilation curtain or tubing should be located outby the scrubber discharge on the continuous miner, which results in a setback distance from the face of approximately 12.2 m (40 ft). The goal of this research was to compare respirable dust levels generated in 6.1 m (20 ft) cuts when using extended curtain setbacks with a scrubber operating to dust levels in 6.1 m (20 ft) cuts when using traditional exhaust face ventilation without a scrubber operating. Dust surveys were completed at three mines with area and personal sampling conducted to quantify respirable dust concentrations on a cut-by-cut basis. Sampling results did not show a statistically significant difference in respirable dust at the continuous miner or shuttle car locations with and without the scrubber operating. However, with the scrubber operating, respirable dust concentrations in the return airstream downwind of the miner showed reductions of 91%, 86%, and 40% at Mines A, B, and C, respectively. The reductions at Mines A and B were statistically significant. Likewise, reductions in respirable quartz dust levels in the miner return were observed at all three mines, with statistically significant reductions of over 80% observed at Mines A and B. Consequently, operation of the flooded-bed scrubber did not impact respirable dust levels in the face area but did significantly reduce respirable and quartz dust levels downwind of the continuous miner. These results were obtained with the mines operating at or above the minimum operating levels specified in their ventilation plans.

Exploration targets include: apatite and pyrochlore (Nb) in the plutonic and hypabyssal core and ring-dikes: bastnaesite (REE), strontianite, barite and fluorite in hydrothermal veins and cone-sheets (subvolcanic setting): thortveitite (Sc,Y) and vermiculite in metasomatized aureoles (fenites): high grade eluvial deposits of apatite and pyrochlore, and secondary REE, Nb, Ti. and V-minerals in supergene and weathered zones.

The “Eggequerung” is an important part of the German Railway’s (Deutsche BahnAG) modernized Dortmund—Kassel line. The heart of this 13-km-long (8 miles)construction lot is the double-track Egge Tunnel with a total length of 2,880 m(9,450 ft.). The tunnel was driven using the New Austrian Tunnelling Method (NATM).The construction contract also called for a reinforced concrete secondary lining, guaranteed for a full water pressure of 30 m (100 ft.) water column. Preliminary geological study already showed that very problematic geological-hydrological conditions would have to be expected. This talk describes the chosen NATM driving concept that was adapted to the prevailing geological and hydrological conditions, the special driving method applied in geologically difficult zones as well as the water control concept used during driving. The flexibility and the limits of the NATM under exceptional hydrological conditions are illustrated. Also described are reinforced concrete lining works for the watertight secondary vault (reinforced concrete secondary lining without water-proofing membrane).

Deposits of ferromanganese crust containing cobalt and nickel occur on the seafloor in the Pacific Ocean near the Hawaiian Islands and Johnston Atoll. This paper describes developmental flotation metallurgy to separate crust from its associated substrate gangue. Important variables in ferromanganese crust flotation include reagent type, aeration rate, conditioning time and agitation intensity, pH, temperature, water type, and feed size distribution. Flotation in seawater of minus 600 ~m (-28 mesh) material assaying 6.2% Mn, 0.2% Co, and 0.13% Ni with diesel fuel-crude tall oil-sulfonate collectors produces concentrates assaying 15% Mn, 0.6% Co, and 0.3% Ni with recoveries of 89-95% while removing 62% of the feed weight.

INTRODUCTION Chuquicamata mine is a large copper open pit located in the north of Chile. It has been in production for more than 80 years and now is in the later stages of its life with declining grades and increasing haul distances. As any old mine with long established organizations and procedures, it has faced one of the most difficult managerial problems: to conduct changes. Since 1994, the new management team has been devoted to a modernization pro- gram focused mainly in restructuring business operations. downsizing the labor force and introducing a mine planning pro- cess consistent with the company's goal. The explicit identification of the latter issue has been made because of the management’s conviction about the importance of it in the profitability of the business. The mine planning process at Chuquicamata mine has evolved from an old manual technique towards a modern computarized system, however the fundamental aspects and the procedures involved in this process have been the same. For in- stance, the cutoff grades policy has not changed during the last said 20 years, regardless of the changes to grade distribution, commodity prices, plant capacities, etc. To review and rethink this process, the strategy was to work with a small group of inside engineers and the management in order to interact with several mining consulting firms. The idea was to open a discussion about the fundamental principles used in the mine planning activities and, at the same time, to explore new ideas to improve the operating practices that have been followed for a long time. Thus, the goal of this paper is to present the mine planning approach that was the result of this work and the improvements that were obtained. THE CHUQUICAMATA MINE The Chuquicamata division is one of the five operations of Codelco and is currently devoted to operating the Chuquicamata mine; a copper open pit, concentrator, smelting and refining complex. It also operates Mina Sur which consists of an open pit mine, a leaching-solvent extraction and electrowinning process. There is also a dump leaching and a Sx-Ew plant for treating the low grade suifide ore (under the cutoff grade) from the Chuquicamata mine. Prior to reviewing the mine planning process, capacities for the Chuquicamata sulfide line were 640 000 tpd of run of mine material, 160 000 tpd of ore and 4 200 tpd of concentrate. This meant a total annual movement of around 230 Mt in the mine and a treatment of 57 Mt in the concentrator with a stripping ratio of approximately 3: 1. The old exploitation strategy consisted of an "open scheme", which means that all benches must have a berm with enough space to allow the traffic of large haulage trucks. This fact implied working with a great flexibility, but the consequences were flat slope angles. One of the reasons for using this operating practice in short term planning was that the grade consistency from the pit has always been a controversial variable. Schedules were designed to meet grade targets accurately and they were modified immediately when deviations become apparent. This reality led to working with a great deal of independent pushbacks and it required flexibility in the traffic system. The cutoff grade policy has been the same for a long time and the figure was 0.5 %CUT either for sulfide or oxide ore. This was the reason why a balance was produced between the mine and the concentrator. The mine is operated principally with benches of 26 m but in the upper part of the pit there are benches of 24 and 30 m. The main production equipment is shovels of 28 and 34 yd3 along with trucks of 200 and 240 st. Regarding the crushing facilities, there are two main systems located inside the pit and an old one in the periphery, close to a stockpile and near the concentrator. In the north part of the pit there is a crusher for waste material and in the north-east area is located the ore crusher facility. Both restrict a significant area of the pit and the mine sequence is considering to move the ore crusher again to the south-east sector where it used to be located. Relating to the waste crusher, the idea is to move it up to a bench near the surface in order to use the same conveyor belt and, at the same time, liberate an important sector. THE MINE PLANNING PROCESS The objective of the mine planning process is to develop a mine plan for the life of the deposit, in harmony and consistent with the company's goal. It includes the origin and destiny of tonnages and grades from the mine(s), along with the necessary resources to carry out this plan such as: fleet requirement, consumable goods, manpower, etc. From the financial point of view, it means to establish the cash flow for each time period of the mine life. That is. the revenue, capital investment and operating cost associated with each period of the plan. The fundamental principles involved in the mine planning pro- cess have been a controversial issue for a long time. One of the reasons for these divergent views could be produced by the difficulty of modeling a complete extraction policy for a geological re- source. This particular problem has to deal with several decision variables that are time dependent. So far, there is no mathematical formulation for managing such a problem, and the approach to solve it is based on a circular analysis combined with certain heuristic tools. So, a global model rather than a formula, requires a clear understanding of mine operations as well as economic theory and its application to a non-renewable resource. In order to manage this complex problem, the mine planning process can be conveniently split off in three stages which are conceptual, feasibility and operational planning. The characteristics of each stage are basically the timeliness in which they are developed and the kind and number of variables involved. As the 2016 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2016 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 340. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2016 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH) and special-issue articles on process development testing. The 2016 Transactions consists of a total of 65 technical papers, encompassing all 21 papers published in 2016 in the Technical Papers Section of Mining Engineering (Vol. 68) and all 27 papers published in 2016 in Minerals & Metallurgical Processing (Vol. 33). Additionally, this volume contains 17 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2016 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

A gaseous chlorination process for hydrometallurgical treatment of a chalcopyrite concentrate was investigated. The overall process is visualized to consist of low temperature chlorination-selective oxidation, followed by aqueous chloride leaching and SX-EW for producing electrolytic copper elemental sulfur and ferric oxide. In this article, the chlorination phase of the processes is described. Initially, the chlorination behavior of chalcopyrite-concentrate micro-pellets was investigated using a small batch-type fluidized bed reactor. The optimum conditions thereby established was used in continuous chlorination tests. The chlorinated products thus prepared were used in the selective oxidation phase of the investigation.

Most statistical measures of mineral exploration continued downward in 1986. Prospects in 1987, however, appear to have brightened for exploration as the overall economic health of the mineral industry improved. The Society of Economic Geologists (SEG) survey of US and Canadian firms documents the marked decline in US mineral exploration since the early 1980's. From 1981 through 1986, the total exploration expenditure by US firms declined by more than 73% (Fig. 1). Exploration expenditures by US firms declined by 66%%. US based professional exploration staffs were slashed by 70% (Fig. 2). Also, many firms have written off some reserves because of weak markets or have not delineated new reserves to replace production. The Canadian government reported that between 1981 and 1986 Canadian molybdenum re¬serves had declined by 30%, lead and zinc reserves by 20%, and nickel and copper reserves by 15%. The SEG survey also shows the immediate impact of the decline in the dollar on US exploration expenditures abroad. Between 1981 and 1986 the share of the exploration dollar spent by US firms outside of the country declined by nearly one-half and exploration acreage abroad declined by 69%. The downward trend of the last six years may finally be near the end as a leaner and more efficient minerals industry starts to gear up for a period of increased activity. An industry survey reported to Mine Development Bimonthly (Metals Economics Group) indicates that mining firms were expected to increase exploration expenditures in 1987 by at least 10% above 1986 levels. Worldwide expenditures for 1987 by companies covered by the report were expected to top $800 million. It is the first time since 1984 that an increase in exploration expenditures was expected. Also, the US Bureau of Land Management reported a 30% increase in new mining claims for fiscal year 1987 over fiscal year 1986. The bulk of the increase in claims was in states having intense gold exploration, particularly Washington and Oregon. Much of the optimism is undoubtedly due to the increases in metal prices that occurred in 1987. Some of these increases include gold, average price up about 20%; copper, average price up 24%; aluminum, average price up 26%; and nickel, average spot price up 20%. The SEG survey shows precious and base metals accounting for 89% of the exploration expenditures in the US in 1986, up 52% from 1981. The US Bureau of Mines estimates that 80% of US exploration activity in 1986 was directed entirely at gold (1986 Minerals Yearbook). Worldwide exploration plans indicate the continued dominance of gold exploration. New programs were announced for Ghana, Malaysia, and Indonesia. Major new exploration programs were also launched for lead-zinc sulfides in Morocco, platinum and palladium in northwest Brazil, rare earth minerals in Greenland, diamonds in Indonesia, and heavy minerals off-shore Australia. The purpose of this paper is to present an example of the application of a theoretically derived mathematical model for track-soil interaction to the evaluation of the mobility of large-scale mining equipment used in open pit operations. The model described by Karafiath and Nowatzki (1978) and presented in detail by Karafiath (1978) was used to predict the performance characteristics of four different bucket wheel excavators (BWEs) on rwo types of copper mill tailings at various moisture conditions. The BWEs considered In the analyses are two-and three-tracked continuous excavators. Most have boom-mounted rotating buckets and swinging side- or rear-discharge conveyors. The analyses were performed at the request of Dames and Moore for the Kennecott Corporation's proposed remining of selected tailings deposits at the McGill, Nevada, concentrator. The objectives of the analyses were to determine whether BWEs would have sufficient mobility In the tailings deposit to achieve satisfactory production rates, and TO compare the predicted performance of the various BWEs evaluated. Good qualitative agreement was obtained between the results of the theoretical analyses performed for the McGil1 operation and the actual performance of BWEs in two South African gold mine tailings impoundments.

In 1982, the result of a 3-year study was published as "A Guide to the Understanding of Ore Reserve Estimation". The principal conclusions were that computation formed only part, and perhaps not the most important part, of an estimate and that the estimate should recognize that geological, mining engineering and metallurgical judgements formed an essential part of the eventual result. Subsequent expectation/realization studies of several mines have produced case histories which form the principal basis of the paper. These imply that geology is even a larger factor than thought earlier.

A process has been developed and piloted to reject copper, lead, iron, phosphorus, bismuth, antimony, elemental sulfur, and insol from molybdenite concentrate without decomposing the contained molybdenite and rhenium. The impure concentrate is first heated with concentrated sulfuric acid at 260 to 290°C for 1 hour. This bake not only oxidizes the contaminating sulfides, but also activates the concentrate for later rejection of insol by flotation. Two stages of leaching follow the sulfation step. The first is an acidified water leach which extracts the oxidized copper, iron, and phosphorous; the second leach rejects the lead, bismuth, and antimony into a warm concentrated solution of sodium chloride. Final upgrading is achieved by conventional froth flotation. The chemistry of the process as well as results obtained from its implementation in a 5,000 lb/day pilot plant are presented.
