This profile study of the commercial secondary aluminum industry examines not only the elements that form the industry but also the technological contributions of each toward industrial growth. Concise descriptions of processing methods trace aluminum scrap from generating sources to marketable industrial and consumer goods. Economic and marketing appraisals are used to illustrate the impact that recent technology has had upon the secondary aluminum industry. Price, supply, demand, competition, and substitutes are selected as components of an economic model of the secondary industry and are used to illustrate the aggregate effects of technological changes. The final section is a conceptual look at the future in which sensitive economic indicators (such as die casting in the automotive and appliance industries) are examined as well as the problems of conserving mineral resources by retrieving secondary aluminum from solid waste.

MSA Research Corporation, Division of Mine Safety Appliances Company, was awarded a contract to conduct a survey of past and present methods used to control respirable dust in noncoal mines and ore processing mills. The survey covered information reported in mining journals, and U.S. Bureau of Mines Circulars, dust inspection reports, on-site evaluation of dust control methods and systems, and contact with manufacturers of dust control equipment. Both surface and underground mining operations were visited. Fifty mines and 51 processing plants were included in the survey. "INTRODUCTION The character of mine drainage from areas of low pyritic coal3 and from average pyritic coal4 has been investigated, and to complete the study it seemed desirable to select a number of mines situated in high pyritic are as to determine whether or not this variation determines the relative acidity of drainage from mines operating in these characteristic coal fields. Advantage has been taken of some worked on in 1918 by Henry Leighton 5, then Professor of Economic Geology, University of Pittsburgh. He visited and has reported certain areas of high pyritic coal which we also visited during this study. Many of the mines were found to be idle in 1930 and a few were caved shut, apparently for several years. However, samples of the outflow from all mines visited were collected if possible and analyzed, and some general information was gathered for each mine. This report summarizes work performed under USBM Contract No. J0100047 revealing the performance characteristics of a composite-type resilient screen deck. The ability of the composite to perform or compete with steel in noise attenuation and longevity was of interest. Tests were conducted at the River King Preparation Plant of Peabody Coal Company. This facility was chosen because it provided parallel process flow and met standard coal cleaning requirements. Comparisons could be made between the adjacent resilient and steel screen decks under similar operating conditions. Noise reductions of 1-6 dBA were realized in the near field. Although the test period did not determine resilient screen life, indications are favorable for their longevity.

"MANGANESE METALMethods of PreparationMethods of preparing the manganese metal that has been used in chemical and metallurgical investigations have passed through a cycle. Most of the investigations made before the turn of the century used Moissan's pyrophoric manganese. 5/ This material was made by electrolysis into a mercury cathode and distillation in vacuo. It was essentially a pure material, and investigations in which it was employed (with proper precautions against oxida¬tion) led to accurate results concerning the intrinsic behavior of metallic manganese.An early investigation of the properties of ""Manganese-by-Mercury"" was made by M. Guntz. 6/ He prepared manganese by electrolysis of a concentrated MnCl2 solution with a mercury cathode. The manganese amalgam was pressed through chamois and distilled in vacuo (2 to 3 cm. of mercury) at 200°0., slowly rising to 250°0. Guntz recognized especially the decreased reactivity of manganese with increased temperature of mercury distillation. The most careful and com¬prehensive study of manganese made by this method is that of Kuh 7/ whose work unfortunately was never published in an accessible journal.Royce and Kahlenberg 8/ studied the electrode potential of manganese made by this method."

This regional report covers the mineral industries of Canada and 40 countries and areas in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1990 and 1991. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

The nonmetallic minerals work of the Bureau of Mines started with the organization of the Mineral Technology Division in 1912. A special experiment station devoted to the mining, preparation, and processing of nonmetallic minerals was established in 1923 at New Brunswick, N. J., and concentration problems on nonmetallic minerals of all kinds also were studied at the Mississippi Valley Experiment Station at Rolla, Mo. In July 1936 the Nonmetals Division was organized, and in May 1937 the Nonmetallic Minerals Experiment Station at New Brunswick, N. J., was moved to and made a part of the new Eastern Experiment Station at College Park, Md. At present the Nonmetals Division operates at three points: The Eastern Experiment Station, College Park, Md., which is headquarters for the division chief; the Southern Experiment Station, Tuscaloosa, Ala.; and the Northwest Experiment Station, Seattle, Wash., where coal washing and preparation studies are included with those on nonmetallic minerals. Sand, gravel, and aggregate work is carried on by the Mining Division, as sand and gravel preparation are intimately associated with mining methods. The Economics Branch of the Bureau of Mines also prepares occasional papers on nonmetallic technologic subjects in connection with the presentation of statistics on a particular industry and reviews of the mineral industry in foreign countries for use in the monthly publication, "Mineral Trade Notes."

This report is the fourth in the series, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants. The initial work, Bureau of Mines In- formation Circular 7516, was published in October 1949 in conjunction with the synthetic liquid fuels program authorized by Public Law 290, 78th Congress. It included references to and abstracts of publications appearing from 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. A supplemental bibliography, Bureau of Mines Information Circular 7705, was published in January 1955 to cover the period September 1948 through June 1952; and Supplement 2, Information Circular 7751, published in September 1956, covered the period June 1952 through June 1954. The present supplement covers the period July 1954 through December 1956.21 The information in this paper was obtained from the following sources: 1. Bureau of Mines Information Circulars. 2. The trend toward encouragement of worker participation in accident prevention in the coal mines of the United States is not new; however, it has been given added impetus in recent years and is now definitely progressing. It has been found by experience that, although there are many approaches to a mine-safety program that will include the workers themselves as well as their supervisors, no one way is suitable under all circumstances. It requires the concerted efforts of many agencies working along parallel lines toward a common goal. The following seven principal agencies, using somewhat different methods, are listed to illustrate how this problem is approached throughout the coal-mining industry 1. Federal Bureau of Mines. 2. State mining departments (in individual States where coal is produced). 3. Programs conducted by individual mine operators. 4. Programs conducted by mine workers' organizations (unions). 5. Institutes, societies, and other educational organizations. 6. Coal operators' associations (regional and national). 7. Universities, college, and high schools. Each of the seven approaches to safety are discussed briefly, and their methods end contributions, such as publications and other activities, are listed.

This report analyzes the byproducts systems of lead, zinc, uranium, rare earths, iron, aluminum, titanium, and lithium. Specific byproduct metals covered are cadmium, germanium, indium, and thallium from the zinc system; antimony and bismuth from the lead system; vanadium, radium, and scandium from the uranium system; rare-earth oxides from the rare-earth system; and cobalt, gallium hafnium, and rubidium from other systems. The report discusses various metallurgical systems, marginal and incremental production costs of byproduct subsystems, industry structure and organization, and historical data on price, consumption, and supply.

The investigations of fuels conducted by the technologic branch of the United States Geological Survey had their inception at the Louisiana Purchase Exposition in 1904. By an act approved Febru- ary 18, 1904, Congress authorized the work of analyzing and testing at the Louisiana Purchase Exposition the coals and lignites of the United States, under the supervision of the Director of the United States Geological Survey. An appropriation of $30,000 was made for this purpose. In the general deficiency bill dated April 27, 1904, the sum of $30,000 was added to the appropriation. To carry out these investigations the Director of the Geological Survey appointed a committee consisting of E. W. Parker, statistician of the Geological Survey; Joseph A. Holmes, State geologist of North Carolina; and Marius R. Campbell, a geologist of the Geological Survey. Under the first act authorizing this work all of the machinery and coal for the tests was to be furnished the Government free of charge. The buildings containing the testing apparatus were all paid for out of the first appropriation. After the close of the Louisiana Purchase Exposition every Congress made an appropriation for continuing these fuel tests. These subsequent appropriations permitted the purchase of appliances better adapted for the testing work.

Following the gold discoveries of the late 1800's much was written regarding the vast mineral resources of Alaska, and much interest was aroused, and yet over the years little has been done to exploit those resources. Between 1906 and 1935 the Kennecott copper mines of the Copper River region were the keystone of the mineral economy (fig, 1). After the depletion of the Kennecott ore reserves and aided by the statutory rise in the price of gold, the yellow metal became the major mineral commodity. In recent years it has shared the honors with coal and sand and gravel. Although this trend should indicate the development of a stable, diversified mineral industry, yet the trend of production is downward. This report results from a study by the Federal Bureau of Mines to delineate the problems and to forecast the growth of the mineral industries in Alaska. The need for such a blueprint for the future was enhanced by the population explosion in the United States and the consequent eventual need for additional living space, as well as the current interest in new areas, and the necessity to develop reserves of strategic minerals.

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. This law (similar to the French law of 1810) is discussed in a separate section of this paper.

Rock preconditioning in advance of mining was shown to be an effective means of rock-burst control based on the results of a field demonstration carried out on the 7700 level of the Hecla Mining Company's Star mine. Mining through the preconditioned zone was characterized by greatly reduced rates of released seismic energy and no bumping or rock bursting occurred within the preconditioned zone. Mining above the preconditioned zone was characterized by greatly increased rates of released seismic energy and rock bursting, particularly where the vein became very narrow in waste zones. This increased incidence of rock bursting points out the need for stope preconditioning to be carried out on an entire stope block basis. The data obtained from the monitoring of the mining above the preconditioned zone on the 7700 level will be extremely useful in evaluating any future stope block preconditioning experiments on the lower levels or the Star mine.

"IntroductionThe combined library facilities of the five universities in the Generic Technology Center for Respirable Dust, The Pennsylvania State University, West Virginia University, University of Minnesota, Massachusetts Institute of Technology, and Michigan Technological University, represent one of the most extensive and comprehensive collections of information on respirable dust research which is available in the United States. The Center encompasses two major medical schools, the Milton S. Hershey Medical Center at The Pennsylvania State University and .West Virginia University Hospital at West Virginia University, and includes national and international experts from such diverse disciplines as geology, geomechanics, mining engineering, mineral processing, electrical engineering, industrial engineering, mechanical engineering, material science, physics and several areas of medicine. In order to maximize achievements in research and facilitate early results application in the private industry, university, government and public sectors, a geographically dispersed Reference Center on Respirable Dust has been established at each of the affiliated universities. This network serves to encourage unity between the universities in the Center and coordination and communication with other entities who benefit from their research.Description of the Reference CenterIn this light, the goal of the Reference Center network is to identify at what location Information is available and to provide a means for others to access this information. It is especially necessary to have both ease of input and maximum retrieval capabilities available to all the research personnel in the Reference Center. At the same time, the service provided to the inquiring public must be complete and cost-effective. The Center's approach to realizing this goal incorporates advances in computerized and electronic searching of individual library holdings and the networking of major library and commercial search systems.The Reference Center uses the following means to achieve this goal. At each participating university, a hard copy collection ls maintained of the current respirable dust research in progress by that institution's personnel. Also, available. at each university ls a review of their past and present research on respirable dust. At each participating university a hard copy collection of annual status reports and of all publications produced by Center personnel for symposiums, national and international conferences ls maintained. A key word computer search capability ls available to participating universities. This computer search, by title, author and location, allows researchers to determine at which facility information is available, thus avoiding the tremendous expense and effort of housing all the information on respirable dust research under one roof. The Reference Center has access, through The Pennsylvania State University Libraries system and the libraries of other institutions, to a large number of data bases such as MEDLINE at the National Library of Medicine,"

The U.S. Mine Safety and Health Administration (MSHA) has identified ore pass hazards as a significant safety problem in underground metal mines in the United States injury and fatality data show that many injuries are related to pulling or freeing ore pass chutes and structural failures of control gates and ore pass walls. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are investigating these hazards and developing methods to improve safety during transport of ore and waste. Particle flow analysis methods were used to simulate chute and control gate response to various material loading scenarios. Results from computer models indicate that dynamic impacts from ore and waste rock might be considerably greater than theory predicts. Static and dynamic loads were measured in a laboratory setting using scaled ore (sass mock-ups. Field tests were initiated in an active ore pass to determine actual static and dynamic loads. Field data were compared to computer results and indicated that impact and total static loads were substantially less than the computer model results suggested. Damping factors, normal and shear stiffness, and mass frictional characteristics have a significant effect on particle flow and resulting impact loads.

The Bureau of Mines receives frequent requests for information on the treatment of mercury ores, but as its own and almost all other publications on mercury are out of print, the Bureau has prepared this circular on the metal for the prospector and operator of small mines and plants. Mercury, commonly though improperly termed ?quicksilver?, is the only common metal that is liquid at ordinary temperatures. Mercury is used in the amalgamation of gold and silver, in power boilers, explosives, friction-less bearings, laboratory apparatus, lamps, medicine, paint, rectifiers, and for ?silvering.? The last mentioned is being superseded by silvering with silver. The use of mercury boilers may increase when they are thoroughly understood, but amalgamation is -being replaced to some extent by the use of corduroy and other collecting mediums, such as jigs and flotation cells.
