In his April 10, 1978 budget address, Finance Minister Chretien declared that the federal government will restrict the growth of its spending to less than the trend growth of the gross national product; over the past year, both the federal and a number of provincial governments have taken action to cut back on spending policies. This new emphasis in restraint would seem 10 be a response to a mounting public reaction to the rapid growth of government spending - and taxation - over the past 25 years. Although this relatively new government posture on public spending may be admired by many, to others it raises the question: "Can the growth in government spending really be stopped?" This article comments on just how government revenues - and spending - have grown over the past few years in Canada, and mentions some of the issues relating to a slowdown in that growth.

"The major features of the CANMET thermodynamic mine ventilation network program, developed by the Mining and Mineral Process Engineering Department of the University of British Columbia for the Canada Centre for Mineral and Energy Technology (CANMET), are described.The program is designed for use by deep Canadian mines in planning ventilation flows where the effects of auto-compression of air, moisture lift work and natural ventilation are significant. Routines to simulate stalled fans and give an optional cost printout have been included in the program.A supplementary plotting program used to simplify data interpretation is also described.The program is described with a test data example of a deep mine. It is a valuable analytical tool which can assist ventilation engineers to simulate many alternative ventilation strategies at a low cost in a very short time.IntroductionCanadian underground mines are becoming deeper and more extensive. The use of more and larger diesel-powered equipment increases the amount of air required to be circulated in these complex systems. These effects, coupled with the increasing unit cost of the energy required for mine ventilation, require that the air is used with maximum efficiency.Optimum airflow distribution can be obtained by using network computer programs enabling engineers to plan future ventilation systems based on quantitative assessments. The programs used for deep mines must make allowance for the change of air density with depth, as the assumption of incompressible flow leads to serious errors. Natural ventilation effects may vary with depth and from part to part of the mine; this must be catered for by the program. The air moisture content changes throughout the circuit and a significant portion of the fan work may be used in removing moisture from the mine; as this work varies directly with the flow, a suitable relationship must be utilized in the program."

"This paper gives a brief description of the occurrence and development of the Needle Mountain mine at Gaspe Copper Mines, Limited and describes the trackless mining equipment used in this highly mechanized underground operation.Maintenance of the trackless equipment is considered in detail, with particular emphasis on scheduling and control, examination and inspection. All maintenance is carried out in an underground garage, and the facilities for maintenance and field repairs are also described. Maintenance costs are given for various units and the figures for different types of loading and haulage units are compared to support the trend toward larger units and the increasing use of rubber-tired loaders."

Chemical analyses and assays.11. Instrumentation.12. Environmental control.A staff of approximately 35 supervisors, engineers and scientists, and 80 technicians, supply the foregoing services. Consulting engineering and drafting firms are used to supply specialized services and technical personnel in-house at Timmins to handle overloads on capital projects under the direction of Ecstall engineers.The operating and maintenance departments depend on the engineering department to supply engineering, design and drafting services for any new facilities or for any planned alteration to existing facilities. To do this efficiently requires a high level of communication and co-operation with these departments. This has been a major factor in developing the present organization of the department shown in Figure 63.The organization is predicated on a strong central technical and engineering resource from which personnel can be assigned responsibilities for different projects, and in different areas, as the work load demands. Job satisfaction is very high because of the variety and challenge in the tasks. Additionally, participation in projects with production and maintenance personnel broadens each technical employee's knowledge of operating and maintenance problems."

Umicore and MWH jointly demonstrated that mechanical dewatering of goethite and neutralised tailings significantly increased the life of a 30 ha tailings pond and improved the operation of the pond. Umicore operates one of its zinc production plants in Balen, Belgium. As part of its production process, an excess of neutralised and goethite¬containing tailings is generated. These have historically been stored inside large lined ponds. As the storage area of the current goethite pond was nearing its capacity, Umicore studied the potential for an extension to the existing embankment. However, this extension would face intense regulatory scrutiny, because the environmental and safety impacts were considered important. Together with Umicore, MWH suggested and investigated an alternative treatment approach consisting of mechanical dewatering prior to storage. A feasibility study was prepared where wet storage was compared to dry storage. Differences in safety risks, environmental impacts and economic costs were outlined. The study demonstrated that the life of the tailings pond could be increased from 6 to 22 years, seriously reducing the environmental impacts and safety risks at no significantly higher cost than would have been incurred with the continued operation of the existing pond. The results of the study are presented in this paper.

"Abstract - Shallow submarine hydrothermal fluids from Paleohori Bay off the Greek Island of Milos have been investigated in detail. The extensive gas and warm (max. 93°C) water vents are enriched in major components such as C1-, Na+, Si, Ca2+, Mn, PO4 3-, NH4 +, K+, Sr2+, H2S and CH4 and depleted in Mg2+, O2 and SO4 2- relative to ambient seawater. Based on zero-Mg calculations, it is deduced that the submarine vent fluids are related to the geothermal reservoir beneath Milos which has a similar chemical composition. Fluid samples from each vent in Paleohori Bay represent a mixture of hydrothermal end-member fluids derived from the upper and deeper geothermal reservoir systems of Milos, a mantle-derived source, a high-chloride fluid resulting from phase separation of geo thermal fluids and a steam-heated CO2-rich meteoric water. Résumé - À l’île de Milos dans la mer d’Égée, des fluides sous-marins hydrothermaux en eau profonde ont été récherchés en détail près de la baie de Paleohori. Les larges émanations de gaz et d’eau chaude (temperature maximale: 93°C) sont enrichies en constituants principaux tels que de Cl-, Na+, Si, Ca2+, Mn, PO4 3-, NH4+, K+, Si, Sr2+, H2S et CH4 et appauvries en Mg2+, O2, SO4 2- comparé à l’eau de mer environnante. "General *The mining experiences of the coal mining industry in Western Canada have been extremely varied, with the mining companies having to adjust their operations or fail due to the harsh economy of the country in the first part of the century. The bituminous or mountain mines had the railways as main consumers with, at times, optimism that potential steel producers would require metallurgical coal. The prairie and foothills mines mainly provided household fuels, with the fine coal sold to local thermal power plants at discounted prices. In practically all cases fuel competition was very keen, and the less successful mines ceased operations in short-time spans. Knowledge of the parameters that governed the success or failures of the past coal operations should be of value to the present and future mining companies. The initial coal mines were small and were started to supply local demand. These mines had little in the way of capital machinery, engineering, or transportation equipment; therefore the mining methods and mine plans were very simple. The first industrial-sized mines imported most of their management and mining methods from other mining areas, mainly Great Britain. It took time to change the bias of management and mining methods to the requirements of strata characteristics, with rapid closure to those mines that were slow to adapt working methods. The main markets for coal were for household fuel, thermal power plants and railways, with very few other industrial markets developed. The economy of the period was harsh and cyclic and the coal mines were affected more than most industries by these boom and bust periods. It led to the survival of the fittest or the most efficient. Due to the economy, mechanization was introduced to the mines very slowly, with the inability to sell coal fines at a profit being another reason for the delay. Manual labour with hand tools was the main means of production. The work was heavy and arduous, and the pay was based on contract coal tonnage; therefore both men and management paid close attention to details so that nonessential work could be eliminated. Mine openings were dimensioned so that coal could be loaded easily by hand and support requirements were kept to the minimum. Transporting and handling the timber supports required heavy labour; thus the most efficient dimensions were chosen to suit the strata. On the other hand, during the main production seasons the mines tried to make the strata stress work for them so that the pressure was kept on the coal face to keep the coal loose while the strata, a short distance back, was induced to cave to minimize the abutment stresses. This caused mining to be an art, using skills developed by experience with the strata. This led to the development of efficient mine layouts with the openings dimensioned to the strength of the strata and the type of support available. The lack of capital and mechanization, and the manual labour, induced the mines to correlate their service and haulage systems with their mining methods. This caused many innovations that proved very practical."

Recently, a new approach to controlling alumina feeding in a H.H. cell has been proposed [1, 2 and 3]. This approach, labeled In Situ aluminium cell control, is based on a correlation between the slope of the cell voltage during a no feed observation period and the dissolved alumina concentration in the bath. Once the dissolved alumina concentration has been estimated, a primary calibration surface uniquely relating the dissolved alumina concentration and the anode-cathode-distance (ACD) to the cell voltage is used to estimate the cell ACD. Once both the alumina concentration and the ACD have been estimated at the end of the observation period, a PID controller can be used to regulate the rate of alumina feeding using only the normalized cell voltage to calculate the error between the estimated dissolved alumina concentration and a target value. The In Situ aluminium cell control algorithm has now been tested with the Dyna/Marc [4, 5 and 6] cell simulator demonstrating that it should be possible to control a H.H. cell in this manner with less variation in the dissolved alumina concentration and other process variables producing a prediction of improved cell current efficiency and power efficiency.

Magnesium alloy, being the lightest structural material, is a key candidate for the weight reduction of vehicles in automotive and aerospace industries; however, its poor corrosion resistance and difficulty in deformation are limiting factors. Recently, Al/Mg/Al tri-layered clad sheets have been considered as a promising alternative to improve corrosion resistance and formability of magnesium alloys. The aim of this study was to evaluate the tensile properties and deformation behavior of Al/Mg/Al tri-layer clad sheets at different temperatures and strain rates. Yield strength (YS), ultimate tensile strength (UTS), and elongation were observed to increase with increasing strain rate. With increasing temperature from -40°C to 180°C, YS and UTS decreased and ductility increased. The strain hardening exponent evaluated via three equations of Hollomon, Swift, and Afrin et al. showed a similar increase with increasing strain rate and decreasing temperature. The fractographic analysis showed partial debonding of clad interface especially at higher strain rates and lower temperatures.

"Refractory sulfidic ores consist of materials in which gold occurs finely disseminated within metallic sulfides or forming solid solutions, with pyrite and arsenopyrite being the two sulfides most commonly associated with gold. Typical cyanide operations show poor performance and require oxidative pretreatments to increase gold recovery. Pretreatment alternatives include roasting, pre-aeration, acidic and alkaline high pressure oxidation, and bacterial oxidation. The presence of arsenic, however, introduces a serious disadvantage to the use of roasting and bacterial leaching, while high pressure oxidation involves high capital costs. This work focuses on evaluating the effect of the addition of a carbon resin as a sulfur collector on the oxidation of different arsenopyrite concentrates under atmospheric tank leaching (ATL) conditions. The addition of the resin improved the oxidation of sulfides and favored the formation of elemental sulfur over the generation of sulfate. The use of AF5 in ATL resulted in higher gold recoveries under standard cyanide carbon-in-leach and thiosulfate leaching.INTRODUCTION Refractory sulfidic ores consist of materials in which gold occurs finely disseminated within metallic sulfides or forming solid solutions, with pyrite and arsenopyrite being the two sulfides most commonly associated with gold. The use of carbonaceous materials to enhance the dissolution of sulfides is not novel, and leaching additives such as coal, activated carbon and carbon powder have been considered for the improvement of bioleaching, atmospheric leaching, and pressure oxidation leaching processes. However, this type of technology has been focused mainly on the recovery of copper from copper concentrates containing chalcopyrite with less attention paid to other sulfides."

The Quality index is a useful tool allowing to assess the metallurgical quality of aluminium AlSiMg foundry alloys (A356/357). Its value is calculated from the ultimate tensile strength and elongation; it increases with the metallurgical quality of the casting, i.e. with finer dendrites, lower microporosity and inclusion count and lower iron content. This Quality index does not depend on the degree of temper applied during the heat treatment (aging time and temperature). After defining the Quality index, it will be explained how it can be predicted from the knowledge of the local solidification conditions obtained from modelling. The paper will then present four case studies of castings for which the prediction of the Quality index by modelling was made. These case studies from different authors will involve the three most common casting processes used for producing high integrity aluminium castings, namely: sand casting, permanent mould casting and investment casting (lost wax). In all cases, the accuracy of the prediction will be assessed by comparing the predicted Quality index distributions to the experimental values based on the published measured values of the local tensile properties.

Small pilot scale experiments have shown that it is possible to almost fully eliminate the minor elements (ME), namely As, Sb, Bi and Pb contained in smelter dusts by vacuum calcination of mixtures of the dust with sulphidizing agents such as dirty copper concentrate or elemental sulphur at 900 °C and 80 +/- 30 Pa for 90 minutes. The products of this calcination are a residue comprising a purified mixture of copper containing compounds along with the gangue constituents and a high sulphur condensate comprising a mixture of the minor element compounds. In particular, the Cu:ME ratios of the concentrate and dust were increased from 250 and 50, from 28 and 12 and from 36 and 8 to roughly 3000, 3000 and 100 for the calcine, for Bi, As and Sb, respectively. It has also been calculated that (i) the copper content of the vacuum calcine may be recovered by feeding it into a Peirce-Smith converter during its slag blow, and (ii) the resulting recycling could increase the minor element treatment capacity of a smelter by 100 % while also reducing the blister As content by a factor of three. The experimental results are briefly discussed and a treated dust recycling option is examined. Example operating conditions are presented and available commercial technology for the vacuum calcination of the mixtures is reviewed.

A semi-automatic device has been constructed that can be used to check the solution strength of cyanide solutions. It consists of a wheel on which a gold-foil-bearing glass slide is mounted. The wheel moves the gold foil through the solution under test and intercepts a light beam. As the gold foil is attacked by the cyanide solution its light absorption diminishes. The successive in-crease in transmitted light intensity is recorded and gives a measure of the gold dissolution rate. Curves have been obtained to show the effect of cyanide concentration and oxygen content on dissolution rates. Recovery via gravity is one of the oldest mineral processing methods available. Unfortunately, the use of gravity techniques for gold recovery has been in decline for the past century as more effective chemical processes such as flotation and leach/CIP have been developed. Recently, with the push towards more sustainable environmental outcomes, the benefits of gravity separation have become more apparent. While gravity as a unit process is not usually capable of achieving as high a recovery as flotation or whole ore cyanidation, a combination of gravity devices alone or in conjunction with these processes can offer significant advantages to the operator. This paper reviews the range of gravity devices available, their application and the results that can be achieved by maximizing gravity through the use of a combination of gravity recovery devices. Three case studies are provided.

Denison Mines Limited has been processing uranium ore in the Elliot Lake area for the past 20 years. As the original concept of uranium processing has been modified somewhat over this period, the present paper will describe the current recovery practices at the Denison mill from crushing through concentrate drying and packing . Special emphasis will be placed on the leaching, ion exchange and precipitation sections of the process, with consideration being given to the entire circuit. Descriptions will be given of equipment now being used and control strategies will be discussed.

Introduction The Hollinger cyanidation mill commenced operating in June, 1912, and 49,779,978 tons of solids had been discarded by the end of 1950. The present tailing disposal plant has been in operation since 1924 and holds 39,762,250 tons. The tailing disposal plant is on the property of Kayorum Gold Mines, Limited, about a mile and a quarter south of the mill. The area available for tailing covers 640 acres and is roughly l ¼ miles long by ¾ mile wide. Tailing was first deposited on the McKay veteran claims, l mile long by 1/2 mile wide, which were later included in the Kayorum property. This site sloped from northeast to southwest, the slope amounting to 106 feet between the northeast corner and the low land to the southwest. The low land was wet and a considerable area was covered with muskeg up to 17 feet deep. It was drained by a brook running across the property in a southwesterly direction. Later, when more ground was needed, the low-lying mining claims adjacent to the south and west boundaries were acquired to allow for the extension of the plant. This entailed some extra difficulties and expense that would not have been encountered had the whole of the present site been acquired with the original purchase. At the present time, the top of the tailing deposit stands at two elevations, but eventually the tailing deposited on the extension to the original plant will be raised to the same height as the older deposit. Previous to 1924, all of the tailing was deposited on Low land and in lakes near the mil1. Between 1924 and 1926 an increasing tonnage was sent to the McKay claims until, in 1926, all of it was being sent there. In 1936, the area of the deposit was extended and shortly afterwards all of the tailing was deposited on the new site.

Pipelines are subject to multiple threats often requiring quantification of pipeline risk and engineering evaluation of in-line inspection and other data to effect discovery of conditions defined by the regulation. Public concern and pressure from regulatory bodies are accelerating the need for pipeline operators to formalize and intensify their approach to integrity management. Most operators need a phased approach to progressively adopt the most relevant and needed assessments. The organized and relevant assessment steps need to be introduced according to data available and maturity of the integrity management program. Each refinement to the quantification offers distinct advantages to the user. In this paper, the progressive integrity assessment solutions using quantitative methods are presented. Methodologies for engineering evaluation of integrity in-line inspection data for immediate and future integrity are summarized. Corrosion is used as an example, but the approach is applicable to any time-dependent defect based hazard. Strategies for pipeline integrity management are discussed.

In the last few decades, many developing countries have tried to expand and improve upon higher education, which is acknowledged to be the leading factor for development. In this respect, develiping countries have significantly increased the number of tertiary institutions and their students. These rapid expansions, along with all the benefits, have drawbacks as well. An example is the status of mining engineering education in Iran. Presently, the number of active mining engineering departments in Iran (27) is more than the sum of similar departments in Canada, Australia, the United Kingdom, and South Africa (23 altogether). Also, the number of annual mining graduates in Iran (645) is more than the cumulative graduates of the United States, Canada, the United Kingdom, and Australia (613). The expansion of mining engineering education in Iran has coincided with the closing or merging of similar mining departments, as well as a decline in the number of interested students in the industrialized world. The present study shows that the need for development and the excessive number of high school graduates, resulting from high population growth in the early 1980s, are the two primary factors influencing the significant expansion of mining engineering education in Iran.

"Cast in place concrete shaft linings have been used in many salt and potash shafts sunk in North America over the last 100 years. A large number of these shafts have exceeded their initial design lives and as producers look to extend the life of their operational assets, maintenance costs and shaft downtime will, in many cases, continue to rise unless repair work is undertaken. Successfully implementing concrete liner repair schemes in operating salt and potash shafts is complicated due to their age, environment and time constraints during inspection, detailed design and construction. This paper outlines a general approach to the repair of concrete-lined portions of these shafts, based on lessons learned from the authors’ involvement in a recent repair project. INTRODUCTION Prior to the recent boom in potash mine construction many of North America’s potash mine shafts were entering their sixth continuous decade of production (Table 1). Of North America’s salt mines, one has been in continuous production, for nearly nine decades.As would be expected, considering the environment in which these liners operate and the age of the material, the concrete-lined sections of the shafts outlined in Table 1 have been noted by the authors to have lost both cross-sectional thickness and strength over time. Since construction, three principal factors have contributed to this loss in section/strength; (1) physical degradation (impact, freeze/thaw or rebar expansion), (2) chemical degradation from brine/water inflows (Neville 1969; Bothwell, 1972) and (3) overstressing of the liner. These factors may act in combination, in which case they can produce more significant distress than individually. Physical degradation There are three main causes of physical degradation of concrete shaft liners. The first is impact from falling debris/tools or equipment (whether large or small), which may damage specific sections of concrete lining as they fall through the shaft. Impacts tend to damage infrastructure fixed to the shaft liner more than the liner itself, so damage from this mode of failure is usually localised, for example, where bolts fixing a shaft services bracket to the wall have been pulled away, pulling out the concrete around the bolts with them."

Canada's only current tungsten producer started up in 1962 with a small open-pit mine on the Flat River , 180 air miles north of Watson Lake, Yukon Territory. The orebody was in a contact-metamorphic skarn zone and contained about 1.5 million tons of ore grading an estimated 2.47% W03 and 0.5% copper. Near the end of the open pit , a new zone was discovered on the lower limb of the same structure, and the decision to go underground was made in 1972. The new "E Zone" contains over 4 million tons of ore grading an estimated 1.6% W03 and 0.28% Cu , and has been supplying the concentrator at about 175,0 00 tons/ year since late 1974. A continuing program of change and up-grading is necessary in the conversion from a seasonal open-pit mine with limited life to an underground operation with twenty years of reserves. Changes are necessary in plant and services as well as the mine. Also, environmental protection requirements have changed from rudimentary to rigorous over the life of the operation. This paper sums up the changes in the operation since 1971 and outlines the changes yet to come.
