These Leading Practice Guidelines for Mineral Processing (LPGMP) were prepared by the Sub-Committee on Leading Practice Guidelines for Mineral Processing. The Sub-Committee reports to the Executive Committee of the Canadian Mineral Processors (CMP) which is a Technical Society of the Canadian Institute of Mining, Metallurgy, and Petroleum (CIM) and incorporates those members of the CIM who are concerned with the processing of mineral deposits. The LPGMP covers the involvement of mineral processing professionals, referred to as Practitioners in this document, in providing inputs to the estimation of Mineral Resources and Mineral Reserves and providing technical content for internal reports as well as public reports on mineral projects as required under National Instrument 43-101 Standards of Disclosure for Mineral Projects (NI 43-101). The LPGMP supplement the CIM Exploration Practice Guidelines (2018) and the CIM Estimation of Mineral Resources and Mineral Reserves Practice Guidelines (2019) which are referenced in Companion Policy 43-101CP to NI 43-101 and recognized internationally. The LPGMP consist of 3 sections: • Principles of Process Support in Mineral Resources and Mineral Reserves Estimation; • Appendix A – Use of Supporting Studies in Process Evaluation and Assessment for NI 43-101 Documentation; • Appendix B – Glossary of Terms Relevant to the LPGMP. The LPGMP deal primarily with the description of leading practice as it applies to the mineral processing and extraction of base metals, precious metals, and other mineral products by the application of mineral processing technology. Other commodities may be considered with future updates of these guidelines. It is expected that this is a ‘living’ document and that these guidelines will develop in the future to address the requirements of the mining industry, investing public, and mining professionals involved. Clarifications and changes to these guidelines will be done under the guidance of the Executive Committee of the CMP.

Introduction The Siscoe gold mine is the most easterly producer of gold from deposits lying in the belt of Keewatin and Timiskaniing rocks which extends east from Kirkland Lake, Ontario, and on through the Rouyn copper area. Unlike many of the deposits in this belt, those of Siscoe are contained almost entirely in a stock of much-altered granodiorite which intrudes Keewatin lavas. They are situated on an island of about one square mile in area, lying in lake De Montigny, Dubuisson township, 40 miles south of Amos, on the Transcontinental branch of the Canadian National railways, and 52 miles east, and slightly south, of Noranda. Geographically, the deposits are favour-ably situated with respect to transportation facilities, a through water-route being available from Amos, along the Harricana river and its lake expansions. The deposits consist of auriferous quartz-tourmaline veins of the fissure-filled type and are of particular interest because of their geological structure and genesis. Furthermore, deposits of a similar type occur both in the Keewatin and in granodiorite bodies to the east, in Dubuisson, Bourlamaque, Pascalis, and Louvicourt townships, and it is hoped that the following discussion may be of some aid in the exploration work now being carried on throughout this general area.

"1880s - Unmasking the Sudbury Basin Falconbridge Ltd. turned 60 in 1988 but its roots go back more than a century to the discovery and development of the mineral resources of the Sudbury Basin. Nickel was first identified in the area in 1856 but sustained exploration awaited the early 1880s and the advance of the CPR westward from Sudbury. Rock was laid bare in the right-of-way and by forest fires and logging. Reddish oxidized outcropping or ""gossan"" were exposed, heralding the presence of nickel as the shape of this astounding geological formation gradually began to emerge. Many great mines of the area were opened up in this period on the south rim of the Basin west of Sudbury. To the east the ore dips below overburden, however, and Falconbridge remained a mere dot on the map until the turn of the century when Thomas Edison detected a magnetic occurrence by dip needle."

The history of electrolytic copper production in Finland is closely connected with the industrialization of Finland and events of the Second World War. Production of cathode copper by electrowinning from the processing of Outokumpu ore started in 1913 based on the Hybinette nickel process, however due to the poor performance of this process, the plant was closed in 1929. Outokumpu commenced copper smelting at Imatra in eastern Finland in 1936 producing blister copper for refining outside the country. Due to the threating military situation, a new electrolytic copper refinery was built in 1941 at Pori in western Finland to refine the anodes. This was the first electrolytic copper refinery in Finland. It was built with 108 cells having a capacity of 12,000 tonnes/y. In addition, the smelter was relocated to nearby Harjavalta in 1944–1945. To fulfill the war reparations included in the peace treaty with the Soviet Union, a doubling of the smelter capacity was realised, with the Pori refinery capacity increasing to 20,000 tonnes/y in 1946 by adding additional cells. The cornerstone of Finnish metallurgical technology — Outokumpu flash smelting — was invented with the new technology commissioned at Harjavalta in 1949 replacing the electric furnace and providing a further increase in copper output with subsequent enlargement of the refinery. By 1963, the plant consisted of 380 cells with a capacity of 48,000 tonnes/y of cathode copper. The Pori electrolytic copper refinery has operated continuously since 1941. Commencing in 2004 the Pori refinery has been part of the Boliden group of Sweden. The most recent plant upgrade was in 2007 with the installation of permanent cathode technology. In 2017, the production of the Pori refinery was 133,000 tonnes of copper cathode, 2,300 tonnes of nickel sulphate, along with 66 tonnes of silver and 4.6 tonnes of gold. This paper describes these outstanding achievements. INTRODUCTION In 1809 the Kingdom of Sweden was defeated by the Russian Empire in the Finnish War, and Finland was annexed by the Russian Empire as the autonomous Grand Duchy of Finland. Finland’s commercial and industrial interests were developed to serve the Empire’s needs. Finland had raw materials, but at the start of the 20th century Finnish industry was based on the use of wood as raw material and agricultural products. The mining industry was only a few percent of the country’s industrial production.

"The high rock pressures at the deeper levels of the Tsumeb Mine have necessitated the changing of the mining methods and the introduction of cable bolts. After two rockfalls in the cable-bolted stopes, the mechanics of cable bolting were investigated. Practical methods were developed to find the best grout mixtures, the bond stresses between cables and cement, the bond stresses between rock and cement and the load on the cable bolts, which was mathematically calculated from data observed underground. The design of the cable bolt support system as used at the Tsumeb Mine is explained. GeneralThe Tsumeb Mine is in northern South West Africa/Namibia, approximately 400 km by road from the capital city, Windhoek, at an elevation of 1300 m above sea level. Mining operations in Tsumeb were started in 1905 by the Otavi Minen und Eisenbahn Gesellschaft and continued, with an interruption during the Depre ssion, until 1940, when the mine was closed and taken over by the Custodian of Enemy Property. The present owner, Tsumeb Corporation Limited, obtained the mine in 1947 and restarted the underground mining operations in 1949 after the mine was dewatered. Currently, the stoping operations are between 26 Level (840 m below surface) and 38 Level (1260 m below surface). In addition, the mine is an important silver producer and has produced 670,100 kg of silver since 1947."

Electrode Columns are commonly used in electric furnaces to deliver current and regulate furnace power to the smelting or melting process. Hatch has developed an innovative patent-pending system for lowering ("slipping") and/or raising ("back-slipping") the electrodes through an electrode column, without requiring the release of any clamping devices. All clamping forces are applied by springs. Unlike systems employing hydraulically applied clamping forces, (e.g., water bladders) the spring system is failsafe. Its inherent simplicity virtually eliminates the need for maintenance. The Hatch system is particularly applicable to Soderberg electrodes, and comprises two axially movable slipping clamps and a stationary power clamp, each of which apply a distributed, radial clamping force to the electrode. The magnitudes of the slipping sleeves' clamping forces and sequencing of their axial movements are selected such that the slipping clamps, in conjunction with the weight of the electrode, provide slipping or back slipping without release of any clamping force.

THE conservation of strategic materials during war rime gives rise to many problems not commonly encountered in times of peace. During normal times, when world trade is unrestricted, we are apt to become lavish to a point of extravagance in our use of those materials which, during rime of war, become scarce owing to inadequate transportation and production facilities or because the enemy may be in position to control sources of supply. It becomes necessary, then, to enforce rationing of available sup-plies, and in some cases, where such supplies are wholly inadequate, we find we must resort to the use of substitute materials. We are now confronted with such a problem to an extent never before experienced, with the result that many of the commodities upon which our civilization depended are now either shut off completely or, because of the heavy demand occasioned by war production, are not available in sufficient quantities to meet requirements predicated on peace-time standards and manufacturing methods. It has become necessary, therefore, to make many changes, some of them very drastic indeed, to enable us to carry on our war effort effectively. This? discussion will deal briefly with one phase of this problem, namely, the conservation of alloys required in the making of steels necessary for war production. In line with a request from the War Production Board, the Technical Committee on Alloy Steels of the American Iron and Steel Institute made a study of experimental steels embodying the !east amount of alloying constituents, with the objective in mind of substituting these steels wherever possible for the standard alloy steels used heretofore. This study embraced the following phases: (1) The availability of silicon and manganese; (2) The average quantity of alloying elements recoverable from scrap; (3) The effect of increases in manganese and silicon contents on the general properties of steel; ( 4) The elements and ranges of elements which might be used to duplicate the hardenability of the steels now in use; (5) The effect of combining several elements in small quantities upon the properties of steel at various hardness and strength levels; (6) A determination as to whether or not the steels selected would suffice for general application. Working on this basis, the Committee arranged for the manufacture of several heats of steels containing various combinations of different amounts of such elements as silicon, manganese, chromium, nickel, and molybdenum. The steels thus produced were compared by hardenability tests.

ABSTRACT This paper explores passive seismic measurement as an alternative, nonintrusive approach to conducting annual brake testing on surface mine sites. Dictated by the test site location, this evaluation adhered to the brake testing procedure as per British Columbia occupational health and safety regulations. Results showed excellent correlation to those reported via conventional practice: Comparing stopping distance, time, and velocity for the proposed instantaneous passive seismic versus conventional approaches, less than a 0.5% variance was evident. A viable alternative, the passive seismic approach, allowed an entire fleet of trucks to be sequentially evaluated for annual brake testing without disrupting operations by installing mechanical testing equipment.

N ATURAL gas is found in several provinces of Canada, particularly Ontario, New Brunswick, and Alberta. The largest producer is Alberta, and there the most important field is the Turner Valley, where some low-gravity crude oil and naphtha are associated with the gas. Last year there was produced from the Turner Valley field an average of 3,462 barrels, or about 450 tons, of oil a day. The gas flow from the wells in this field bears such a high ratio to the oil which comes from them that, despite the enforcement of a measure of conservation, it amounted to the vast quantity of 6,000 tons a day, or more than 2,000,000 tons a year. Prior to the application of any conservation measures, the gas flow was at one time of the order of 12,000 tons a day. The heat content of one ton of the gas is almost equal to that of two tons of coal. A certain amount, say, 10 per cent," of the gas is used in Calgary and surrounding towns and in re-pressuring the Bow Island gas field, but the greater part of it goes to waste. What are the possibilities of making use of this waste gas, in whole or part? The possibilities of using it profitably as fuel for domestic and industrial purposes have undoubtedly been carefully considered by the Company which now distributes a part of the gas to cities and towns in Alberta. But the relative sparness of the population and the cost of pipe lines makes such possibilities strictly limited. There are, however, distinct possibilities of making use of at !east a part of the gas for the production of a variety of chemical products and of liquid motor fuel. The present paper is devoted to outlining some of these possibilities. About three-quarters (by weight) of the Turner Valley waste gas consists of methane, the lightest and, chemically speaking, the simplest of hydrocarbon gases. The remaining quarter consists of heavier hydrocarbon gases-ethane, propane, and butane. Formerly, naphtha was separated from the well gas by a simple process of self-refrigeration. The gas coming from the wells at a pressure of, say, 1,200 to 1,800 lb., was passed through simple cylindrical vessels fitted with baffles and known as 'separators'. The pressure was allowed to drop to, say, 300 lb. in the separators, and the cooling effect secured by this expansion brought about separation of the naphtha. The naphtha thus obtained was 'wild', that is, it had a high vapour pressure owing to the presence in it of dissolved and liquefied gas. In order to reduce the vapour pressure to a level at which the naphtha could be shipped, this gas was removed either by distilling it out through a 'stabilizing' column or, according to the practice at many wells, merely by allowing the naphtha to 'weather' in open tanks (heated by coils if necessary) until the gas had been driven off in to the air.

Discovered in 2014, the Arrow Uranium Deposit has undergone rapid development through successive drilling programs informed by geostatistical drill hole spacing studies. An independent third-party geostatistical drill hole spacing study was completed by Clayton V. Deutsch Consultants Inc. in 2017, evaluating the uncertainty of thickness, grade, density, and areal limit of the Arrow Deposit to determine a drill hole spacing suitable for Indicated Mineral Resources. Indicated spacing was defined to be 24 to 32 metres (“m”) to be within 15% of predicted for a nominal quarterly production volume with a probabilistic tolerance between 75 and 90%. The study not only defined the Indicated Mineral Resource resultant from the 2016 drill program, but also provided drill hole targeting criteria for subsequent drill programs aiming to convert Inferred to Indicated Mineral Resources. A subsequent geostatistical drill hole spacing study on the Arrow Deposit was completed by Clayton V. Deutsch with Resource Modeling Solutions in December 2018 to define Measured Mineral Resource spacing in support of the 2019 drill campaign. The study resulted in a drill hole spacing of 9 to 17 m to be within 15% of predicted for monthly and quarterly production volumes using an accepted industry probabilistic tolerance of 90%.

"Finance Minister Paul Martin's second budget might be good for Canada's mining industry in the long run, but the budget raises a number of concerns for the industry in the near term. The budget papers suggest that the 25% resource allowance is not working as intended, and report that the Department of Finance will be reviewing this valuable allowance. The so-called ""large corporations tax"" rate will be increased. This annual tax, which is imposed on a corporation's capital even when the corporation is not in production, is particularly harmful to the mining sector.IntroductionThe Honourable Paul Martin, in his second federal budget, emphasized spending cuts and made only modest tax changes. However, two of these tax changes could have a serious impact on the Canadian mining industry: the proposed review of the 25% resource allowance; and, the increase in the large corporations tax rate.Personal Tax Measures Personal Tax Rates UnchangedThe government has been under political pressure not to increase personal tax rates. Mr. Martin's announcement that rates would not change will be popular."

Extending the campaign life of the Mitsubishi furnaces at Xstrata Copper's Kidd Metallurgical Division Copper Smelter has been a major focus of attention for many years. One aspect of this effort is real time monitoring to detect abnormal conditions and safely shut the furnaces down before significant damage occurs. Traditional real time methods of monitoring the integrity of refractory furnaces containing molten metal include alarms on individual temperatures of the refractory or cooling water. The need to set alarm limits which are not exceeded across the range of normal operating conditions leads to a system that only provides a limited warning, if any, before a failure occurs. Integrity monitoring systems that look at many different signals and alarm only changes in the relationships between the signals have been implemented on the smelting and converting furnaces. The systems are based on principle components analysis (PCA) models and implemented with the monitorMV software package. These provide much more sensitive and selective alarms so that changes in integrity are alarmed well in advance of any event. At a critical alarm level, the converting furnace is set to automatically shut down so that operating and technical personnel can review the situation. The configuration of the systems and operating experience with them will be discussed.

An account is given of the application of neutron activation analysis to the rapid, non-destructive determination of copper in minerals, using a 14-MeV neutron source. Elements that interfere in the determination of copper by this method are given, together with the errors in the estimation of copper that result from the presence of varying amounts of these elements. The possible use of a compact "sealed-tube" 14-MeV neutron generator for the field assay of copper in minerals is discussed.

Since the 14th CMMI conference, held in Edinburgh in 1990, at which a paper was presented by the author (Willis, 1990) reviewing the role of integrating new technology as a survival strategy for South African gold mines, considerable change has occurred in the South African mining industry. This paper reviews the current state of the industry and provides an update on the technologies discussed ten years ago. It reviews available technology and provides a broad economic assessment of these technologies if they were to be introduced in an integrated mining system with a focus on deep level mining below 3000 m. It also reviews possible future technologies currently being researched and developed by CSIR: Division of Mining Technology (Miningtek).

"In contrast with the well-publicized Pittsburgh coal, and the Everglades of Florida, most coal-forming swamps of Cretaceous time in western North America occupied relatively limited areas. They formed in areas of irregular subsidence, bounded by the changing levee systems of meandering streams. Coke quality is determined by the physical and chemical behaviour of the vitrain during thermal decomposition. Vitrain is at least in part a colloidal substance, originally containing large proportions of water; its formation and survival depend on maintaining a shallow cover of stagnant water up to the time of burial. Heat from swamp fires or subaerial dyhydration could destroy it or impair its quality. Observed patterns suggest that the metamorphism is almost entirely thermal, and that there is little relation to tectonic stresses, or loading. These coals had probably achieved essentially their present rank prior to deformation. Evidence of frictional heating along the thrust planes is minimal or absent. Normally, coal beds are aquifers. Oxygen carried into the subsurface becomes available and reacts with the vitrain to destroy its natural thermoplastic properties. The tolerance of oxygen without loss of thermoplasticity is inversely related to the volatile content. Significant lateral variations of coal thickness are common and sometimes occur in short distances. In deformed areas these thickness changes are more commonly due to differential tectonic stress rather than to original thicknesses of coal. Locally, coal is known to have flowed into cavities, or fractures. These principals are discussed in relation to coal deposits of western Alberta and eastern British Columbia."

The safety dogs proved ineffective and permitted the cage to crash through to the bottom of the shaft, with disastrous results.Following this accident, the Ontario Government appointed a Technical Committee to investigate The Safety of Hoisting Equipment and Hoisting Practice in Ontario Mines. This Committee consisted of Dr. C. R. Young (Chairman) and Professors T. R. Loudon, E. A. Allcut, V. G. Smith, and Lloyd M. Pidgeon. The Ontario Mining Association (at the request of the Ontario Government) also appointed a Committee consisting of Messrs. R. E. Dye, R. D. Parker, and R. L. Healy."

"Abstract - The Eel River area in the southwestern Miramichi terrane of New Brunswick contains a complete calc-alkaline suite of volcanic rocks that are interlayered with intervals of sedimentary and polylithic fragmental rocks, and are overlain by a thick sedimentary sequence. This package, collectively referred to as the Meductic Group, was deposited in a submerged volcanic arc setting interpreted to be part of the Popelogan arc. Rifting of this arc led to the development of the Tetagouche-Exploits back-arc basin, and formation of volcanogenic massive sulfide deposits in bimodal volcanic rocks of the Bathurst Mining Camp in the northeastern Miramichi Terrane. Unlike the Bathurst Mining Camp, volcanic rocks in the southeastern Miramichi Highlands form a continuous calc-alkaline suite characterized by increasing Zr/TiO2 with increasing SiO2, in part resulting from progressive coupled assimilation and fractional crystallization of nested magma systems. Slumping of semi-consolidated volcanic and sedimentary rocks in topographically unstable areas resulted in numerous slumps and debris flows that are preserved throughout the Eel River area. In the early 1990s, the discovery of a large sulfide clast in a road cut along the Benton road sparked interest in the volcanogenic massive sulfide potential of the Eel River area. Subsequent drilling intersected smaller fragments, one clast of which graded 16.7% Zn, 5.6% Pb, 90 ppm Ag, and 220 ppb Au. The intersection of thin lenses of stratiform sulfides in another drillhole indicates favorable conditions for the preservation of massive sulfides. Their subsequent incorporation into synvolcanic debris flows resulted in the transport and deposition of sulfide clasts from hydrothermal vents to more distal locations. Similar to the Buchans deposits of Newfoundland, tracing these debris flows back to their source would be beneficial from an exploration perspective. Approximately 15 km to the southwest of the Eel River area, gold-bearing base metal sulfide clasts (11.1% Zn, 6.13% Pb, 0.19% Cu, 108 ppm Ag, and 1100 ppb Au) occur within intermediate-composition volcanic rocks at Monument Brook in eastern Maine. L’effondrement de roches volcaniques et sédimentaires semi-consolidées dans des secteurs topographiquement instables est à l’origine des nombreux slumps et coulées de débris qui sont préservés dans le secteur d’Eel River. Au début des années 1990, la découverte d’un large claste de sulfures le long de la route Benton provoqué un intérêt pour le potentiel en gisements de sulfures massifs volcanogènes dans les secteur d’Eel River. Des forages ont par la suite recoupé des fragments plus petits, dont un claste qui a retourné des teneurs de 16.7% Zn, 5.6% Pb, 90 ppm Ag et 220 ppb Au. THE recorded production of the Sheep Creek camp from 1900, when the Yellowstone Mining Company first put its mill into operation, to the present day is in excess of $17,500,000. Of this total, $2,500,000 can be attributed to the early period from 1900 to 1916, at which time increased costs of labour and material due to the Great War forced abandonment of any operations on a large scale for a number of years. Since the camp was revived in 1929, at which time the Reno mine started large-scale operations, and the early 'thirties', when the increased price of gold induced the commencement of operations on other properties in the district, total gross production has been in excess of $15,000,000. In addition to the above totals, intermittent shipments were made by lessees and small operators, principally during the period of inactivity from 1916 to 1929, but no records of this production are available. The Sheep Creek camp would rank fifth in the Province-behind Rossland, Portland Canal, Bridge River, and Hedley-in gross gold production, but, because of relatively inexpensive mining and milling costs, would occupy a more prominent position in regard to total dividends paid. Operating mines at the present time include Reno Gold Mines, Gold Belt Mining Company, Kootenay Belle Gold Mines, and Sheep Creek Gold Mines. Each one of these companies, with the exception of Kootenay Belle, represents a consolidation of several smaller properties, all of which were in existence for a number of years prior to 1929. These four companies, at the present time, own, or hold options on, practically all the important claims in the district with the exception of a very few claims and fractions still held by private owners.

"Waste rock is one of the most abundant materials at mine sites and must be properly characterized and managed to limit acid rock drainage and other harmful byproducts. An experimental waste rock pile—part of the test piles research program—located at the Diavik diamond mine (Northwest Territories, Canada) was deconstructed and sampled to study the spatial variability of material properties. Bulk samples were classified based on the amount of material finer than 4.75 mm. Hydraulic properties of each sample were estimated and particle size distribution analysis was completed. Les échan¬tillons en vrac ont été classés en fonction de la quantité de matériaux plus fins que 4,75 mm. Les propriétés hydrauliques de chaque échantillon ont été estimées et l’analyse de la composition granulométrique effectuée. The large volume of material and the large size of particles make it difficult to collect representative samples. Sampling techniques are often dis-ruptive to mining operations because they alter the structure of the waste rock pile or interfere with mine traffic. The convention at most mine sites to collect little to no information on waste rock material means that models and predictions of how waste material will behave and interact with the surrounding environment are based on general information that might not be site specific. This could lead to environmental damage or higher costs if environmental effects are underestimated during the construction of waste rock structures."

The SMCO copper plant is located in DR Congo, and was designed by China NERIN Engineering Co., Ltd. The process is a typical hydrometallurgical plant with Leach-SX-EW, with the project treating the oxide minerals with agitation leaching, followed with three stage of solvent extraction and two stages of stripping, and using permanent SS cathodes to produce LME grade copper. Because of the special characteristic of the ore, what contains 2 different type of oxides (one high carbonate oxide and the other low carbonate), there are several new technical measures that have been developed and adopted for the plant. For example, different grinding, leaching, and filtering are used to treat different oxides. This paper, presents the project process, engineering design, construction and commissioning. The paper also describes some of the problems encountered during plant commissioning, such as the agitation leaching tank issues, and corrosion in the settler-mixer. This paper discusses some NERIN solutions to these problems, and explains the use of the CN filter, which is used to filter PLS to treat high level suspend solids, instead of the traditional sand filter. Finally, this paper also proposes steps / measures for further improvement for future plant operation.
