INTRODUCTION The economic structures of industrialized countries require a continuous supply of reasonably priced and appropriately processed nonfuel minerals. As a result, national policy makers are sensitive to real or perceived threats to the effective operation of these commodity markets. Their most persistent concerns can be subsumed into the related political economy issues of supply availability and marketplace stability. These concerns are not new. For over a century the "global struggle" for mineral resources has influenced national policies and international relations (Eckes, 1979). During the past two decades the complexity of these issues, if not their place on national political agendas, has increased. Dramatic changes in the structure of mineral industries and in the nature of international economic relations have redefined policy needs and response options. This paper focuses on how selected OECD countries have responded to nonfuel mineral industry issues over the past twenty-five years. Particular emphasis is placed on the impact these policy decisions have had on the size and location of productive capacity and its utilization rates. The results, perhaps, are not surprising for this group of market- oriented economics. While individual cases of significant impact are easy to identify at various times in most countries, the overall importance of policy decisions has not been great. This is especially true for the past decade when excess capacity reached unusual highs of magnitude and duration. Macroeconomic forces and market structure changes played much more important roles. PERSPECTIVES ON THE ISSUES OECD nations dominate the international nonfuel minerals marketplace as producers, consumers and traders. In 1986, these twenty-four countries accounted for 75 percent of the Western world's export trade value in minerals, ores and metals. They imported 88 percent of the total value. During 1966, the respective percentages were 70 and 94. Japan was the world's largest importer in 1986 followed by the US, FRG, UK and France. The same five countries led the 1966 list except that, then, Japan was ranked fourth. Table 1 ranks the fifteen largest Western exporting nations in the two specified years. It also indicates the growth in current export dollars earned in 1986 compared to 1966.

The Gaudin lecture is devoted to fundamentals. Given my involvement with column flotation over the last 20 years, this is my topic. I have tried to identify spinoff basic research and provide a personal list of favorites. Two are selected for discussion here. They are single bubble rise and bubble surface area flux. The rationale for such work, as well as some of the findings, are reviewed. Support for fundamental work seems as volatile as the economy (and the link is probably not coincidental). I hope some utility to the minerals industry is evident in the text. Column flotation in its current form originated in the early 1960s. The method was invented by Boutin, patented by Boutin and Tremblay and pursued doggedly by Wheeler. Their aim was to overcome the problem of mechanical entrainment of fine particles in the water carried by the bubbles, which they were convinced contributed to lowering flotation concentrate grades (Wheeler, 1988; Finch and Dobby, 1990). The solution was a combination of columnar geometry, the addition of wash water into a deep froth and the maintenance of an excess of water to the tailings, as compared to the feed (a so-called positive bias). Success at Les Mines Gaspe, Quebec, on cleaning Mo in the early 1980s signaled the start of industrial acceptance, making the column one of the flotation machines of choice today. Over the next 20 years, column applications mushroomed to cover virtually all mineral commodities, as well as nonmineral applications such as soil decontamination, deoiling of water and deinking of recycled paper. In the wake, research groups are continuing to probe the fundamentals, conferences and workshops have been transferring the technology and specialist companies have emerged to service the demand. Innovations were triggered as problems arose (for instance, in gas injection systems) and novel flotation cells, much in vogue in the 1990s, had the door opened. Mechanical cell manufacturers have not been idle - there is nothing like competition to provoke a fresh look at an established business. Flotation-cell technology has probably not seen so much activity since the patent rush in the early days of flotation, which occurred around the turn of the century. For an industry often considered reluctant to risk innovation, this is not a bad record. A good idea will find a place, but patience (not always an innovators strong suit) and careful preparation are required. Two books (Finch and Dobby, 1990; Rubenstein, 1996), three symposia (Sastry, 1988; Agar and Huls, 1991; Gomez and Finch, 1996), and a series of reviews (Dobby and Finch, 1991; Finch and Dobby, 1991; Finch, 1995; Finch et al., 1995) document the period. Like many good ideas, column flotation has been overexposed, and there have been disappointments. The currently known and used plastics and rubber recycling or sorting processes cannot be applied efficiently and economically due to large amounts and different numbers of plastics types as well as of fine bulky materials (<4mm). These wastes are mostly given to land-fill sites. Thermal adhesion seems to be a great means to efficiently separate plastics mixes. Tests carried out at a special lab-scale testing unit (TaA1) confirm the effectiveness and feasibility of the separating mechanism. The thermal properties of the individual types of plastics differ from each other to a sufficient degree so that special products or product mixes of high material purity can be obtained according to the respective requirements. For this reason, plastics mixes such as PE and PP can be sorted with very good results. The separation efficiency is influenced only by different contact surfaces. The contact period can be adjusted to a short period of time so that sorting large amounts of fine dispersed plastics seems feasible. Sorting processes in feed streams were shown to be technologically effective when applying appropriate technologies. For the time being, the technological application of a thermal adhesion drum separator (TaTr1) is suitable. First tests on such a pilot-scale unit provided good separation results.

Flotation control systems in use around the world today owe their effectiveness to the coordinated use of appropriate sensors, control hardware, and decision-making strategies. This paper traces the development of these three main elements of the "control triangle" over time. Based on an analysis of recent developments, it is concluded that improvements occurring in instrumentation have basically been evolutionary, while advances in hardware and strategies have, in contrast, been revolutionary. An attempt is made to extrapolate developments in each of the "control triangle" elements into the future in order to make a projection concerning flotation control systems for the next millenium.

Gua supergene enriched iron ore deposit from Jharkhand, India has been geostatistically modeled. Population modeling shows a negatively skewed 3-parameter log-normal fit for Fe and positively skewed 3-parameter log-normal fit for Al2O3 and SO2. Semi-variographic studies for Fe indicate spherical function fit using point kriging cross-validation technique with Co=4.06(%)2, C5.11 (%)2, Co+C=9.1 7(%)2 and &apos;a&apos;=348m. Kriging with 50mx50mx 10m block size at 740mRL led to a global mean kriged estimate of 61.98% and kriging variance of 4.04(%)2 for Fe with central 90% geostatistical confidence limits at 61.39% and 62.24% for that level. This led to an ore inventory at 740mRL as 7.29 million tonnes of ore.

Limestone is potentially a low cost material for the neutralization of acid mine drainage and other acidic waters such as steel pickling liquor. Unfortunately, when limestone is reacted wit9 these waters containing large amounts of Fe , Fe+3, and SO4-2 , a coating of gypsum and iron hydroxides form on the surface of the limestone inhibiting further neutralization reactions. The nature of these coatings, their morphology, composition and thickness were evaluated using the scanning electron microscope and microprobe, and the kinetics of limestone dissolution was studied both in the presence and in the absence of the reaction-inhibiting coatings. These data were then correlated with the solution chemistry.

The selective depression of pyrite from the Kentucky No. 9 coal seam was systematically examined using various kinds of inorganic and organic chemicals. Most of the organic chemicals tested showed little selectivity in pyrite depression. It was found that both orthophosphate and pyrophosphate were effective for the selective depression of coal pyrite in coal flotation using fuel oil as a collector. At substantially low concentrations of pyrophosphate, the flotation of coal pyrite was completely depressed over a wide pH range, while the coal flotation remained unaffected. The mechanism of the selective depression of pyrite by phosphates was explained with the help of thermodynamic calculations of iron-phosphate-water systems and zeta-potential measurements. It was shown that pyrophosphate reacts strongly with the iron ions of pyrite to form stable hydrophilic iron pyrophosphate complexes on pyrite surfaces.

For centuries Thailand has been a significant, though primarily unofficial, producer of gold. Panning has been the traditional way of making a living for innumerable villagers during the December to May dry season following the harvest. During this period groups can be seen working the streams, rivers, fields and dry valleys at as many as 90 localities in 28 provinces. Attesting to their efforts are the five and a half ton solid gold Buddha at Wat Trimit and much of the gold jewelry sold in Bangkok. This traditional panning will continue, and probably become more extensive, in harmony with commercial endeavors using modern technology suitable for extraction of gold from types of deposits for which gravity separation would give very low recoveries. Several such deposits have been discovered in the course of geochemical and geological surveys conducted by the Royal Thai Department of Mineral Resources with the object of contributing to early interpretation of the results of a country-wide airborne survey.

The purpose of this paper is to describe work undertaken, within the System Dynamics Research Group at Bradford Management Centre, into the development and application of a System Dynamics model of an international mineral industry; aimed at providing a basis for analysis of the interrelationship of supply, consumption and price over time, under different production and stocking policies. A review is presented of some of the major characteristics and problems associated with such industries. This is followed by an outline description of the model and the way it has been applied to examine various supply responses, in the light of changing consumption patterns. Demonstration results deal with model validation and with analysis of international buffer stocks and conflicting supply policies on the historic situation in the copper industry.

Spirals play an important role in fine coal and mineral processing. To date, almost all spiral designs have been empirically based. Although many operational units have evolved utilising this approach, it does not necessarily lead to optimal spiral designs. This paper presents the preliminary results of a collaborative computational and experimental research program to understand the detailed separation process which will ultimately lead to a parametric assessment of alternative spiral designs through computational simulation. Unlike the empirical approach, a computational simulation is only subject to the fundamental physics of the fluid flow. No prior knowledge of the generic spiral flow is necessary. The computer code implements a robust finite volume technique to predict the three dimensional fluid motion. A height function method is used to model free surfaces and the code is capable of handling arbitrary spiral geometries. Preliminary validation of the computational simulation is carried out through analysis of an existing spiral design -the Mineral Technologies LD9 unit. Computational flow predictions are compared with experimental measurements obtained using a number of techniques, including sampling and flow visualisation, for flow test cases where no solid particulate is present.

The Boliden Aitik concentrator in Sweden processes 2,000 t/h (2,200 stph) of low-grade copper ore. The plant consists of five grinding lines that feed four bulk-flotation banks with a scavenger-concentrate regrind mill und a column cleaner circuit with a regrind mill. The authors installed a model-based expert optimizing control system to maximize copper recovery in the bulk-flotation circuit while maintaining an appropriate copper grude in the cleaner feed. The optimizing control system uses on-line assays and calculates and implements set points for cell pulp levels, air rates and reagent- addition rates. It combines the power of a dynamic population-balance model that estimates mineral liberation in each stream, an optimizer that computes appropriate set points and a rule-based module that implements the strategy. The benefits have been evaluated over a period of three months. The model-based expert optimizing control system generates a measurable increase in copper recovery, around 0.5%, and an optimized bulk-concentrate grade. The need to maintain the optimizing control system and other practical aspects are discussed.

Principles of Operation and Mechanical Features General Mechanical Description Sieve-bend screens are high-capacity screening devices which utilize stationary, concave, wedge-bar screening surfaces. A complete sieve bend is comprised of a feed distribution chamber, a structure for holding the screen surface, and collection chambers or chutes for oversize and undersize materials. In devices used for metallurgical practice, provision is usually made for reversal of the direction of flow over the surface, either by rotating the surface or by changing the feed nozzle position. The size of the unit varies in height from 5 to 8 ft, and in width from 2 to 8 ft. The orientation of the wedge-bar surface is such that the slots between the wedge bars are perpendicular to the flow of feed material over the surface. The feed distribution means is arranged such that the flow of liquid suspension is distributed evenly and tangentially over the width of the screen surface. Atlas Dewatering was contracted to install and maintain a groundwater control system for the new Bessarion Subway Station and the Tail Track Structure on the Toronto Transit Commission’s new Sheppard Subway Line. Atlas met the challenges presented by the project by closely reviewing the contract documentation provided by the Program Geotechnical Consultant, Golder Associates and by working with the general contractors, Bondfield Construction Company and PCL Constructors Eastern, inc., throughout the duration of both projects. In addition to concerns about soil loss, excessive settlement and seepage, the consultant was concerned about spreading hydrocarbon-contaminated groundwater between the two aquifers present at the Bessarion Station site. By installing a system of multi-level vacuum eductor wells around the perimeter of the excavation, Atlas was not only able to provide a dry excavation for construction, but, due to a unique well design was also able to prevent cross-contamination of the aquifers.

The modern flotation machine is the result of decades of adaptation to a changing environment. In response to falling ore grades, and rising demands, tonnages, and costs, attempts are now underway to expand machine capacity by about an order of magnitude, while at the same time maintaining metallurgical performance and if possible reducing power requirements per unit throughput. Empiricism and rule-of-thumb have guided flotation machine design and scale-up, and a current need is for the development of a fundamental understanding of the subject. Design features of current and some obsolete machines are discussed in an attempt to outline those principles of flotation machine design which are known, and to delineate topics needing investigation. Attempts are made to distinguish between essential machine features required by the physics of the process, those features resulting from speculative theories on the flotation mechanisms, and features which are essentially styling variations. Topics discussed include: flotation mechanisms; tank and impeller/ stator design and dimensions; impeller speed; aeration; power consumption; particle suspension and dispersion; capacity; correlation of design parameters and operating variables; scale-up and scale- down; materials flow; problems in machine design. Design details and operating data for several current machine families are provided in Appendices.

The Waste Isolation Pilot Plant (WIPP) is a geologic repository for disposal of transuranic waste and is operated by the US Department of Energy. The repository is located at a depth of 655 min the Permian age salt beds of the Salado Formation. The exhaust air from the facility is independently monitored by the Environmental Evaluation Group to verify compliance with regulatory release limits for radioactive materials. A May 1995 video inspection of the exhaust shaft identified fluid migration into the uppermost 25 m of the shaft. Since then, water has been observed flowing in from cracks in the shaft lining between 16and 25 m below surface level at an estimated rate of between 5 and15 m3/d. This water inflow has not only negatively impacted the equipment in the shaft, associated duct-work and monitoring equipment located at the top of the shaft, but also challenged efforts to verify compliance at the WIPP. This paper provides an analysis of these effects.

The key to concentrator automation is practical means for obtaining continuous assay data from concentrator streams. The technique most successfully used is x-ray fluorescence analysis. The practical reality of on-stream x-ray analysis has been achieved through effort over the past twenty years, marked by an occasional breakthrough, but more typically a step-by-step development to which many individuals and organizations have contributed. The net result of this progress is the present capability to install on-stream x-ray analyzer systems on a turn-key basis. It is now possible to provide all components of an x-ray analysis system as a completely engineered unit which can be put into immediate use, minimizing needs for specialized application know- ledge to benefit from continuous assaying in process control. The economic factors which influence the choice of system and limitations of the x-ray fluorescence technique for slurry analysis are reviewed.

In New Caledonia, ultramafic formations occur on 7,000 square kilometers. Weathering of peridotites leads to profiles of alteration and nickel concentrations. Complete profiles are composed of two main groups of horizons: 1. Limonitic, mainly composed of iron hydroxides 2. Saprolitic, partly composed of magnesium and iron silicates Shape and mineralogical composition of saprolitic horizons are chiefly affected by the nature of the bedrock: types of peridotite and their degrees of serpentinization. On the other hand, morphology (plateau, terraces, slopes, piedmont) is an important factor. Ore-bodies are inside saprolites; their outlines are determined by the grade of nickel and tonnage economically mineable. Information about geology, morphology, geochemistry, and mineralogy are given in this paper.

INTRODUCTION Pyrite responds to the flotation reagents normally used in sulfide flotation systems. For example, it is well known that xanthates are good collectors for pyrite, and cyanide, sulfide and hydroxides are depressants. The particular response of pyrite to these and other reagents is used to advantage in several areas. By careful control of depressant and collector additions, pyrite can be separated from other sulfides by flotation. This is of obvious importance in base metal sulfide flotation where pyrite depression is often required to produce a marketable grade concentrate. Flotation of pyrite has long been employed in gold ore processing, and it appears that pyrite flotation from coal may become important in the future (1). It is probably a direct consequence of this relative ease of separation, plus the low economic value of pyrite, that detailed investigations on the chemistry of its flotation and depression are relatively limited. Gaudin (2,3,4) and others, in the mid-1950&apos;s published data on the flotation of pyrite, but detailed or consistent mechanisms were lacking. In 1955, Sutherland and Wark&apos;s book (5) was published, in which a large amount of empirical information, especially earlier work of Wark and Cox, was presented. More recently, in 1968, significant contributions have been made by Fuerstenau et al. (6,7) and Majima and Takeda (El. These papers introduced electrochemical explanations of the effects observed with xanthate and cyanide ions.

"The development of fracture zones in surrounding rock mass has significant impact on the stability of underground mine roadways. Detection of the fracture zones is of compelling importance for maintaining roadway stability as well as for safe and speedy excavation of the roadways. This paper presents a study conducted at Dong Bao Wei underground coal mine, where the roadways were developed in diabase rock mass. The roadways suffered severe damages, including sloughing and excessive floor heaving. The borehole imaging technique was applied in the study to observe and detect fracture zone development surrounding the roadway openings. Based on the borehole imaging studies, new roadway support systems were proposed to improve the stability. INTRODUCTION At the Dong Bao Wei Coal Mine three main roadways of the west wing were excavated. The three roadways had semicircle arch cross sections and were at a depth of 650 meters, each being about 750 meters in length. The roadways were driven through a section of thick diabase intrusion, which was softened by water with reduced strength and may turn into powder form under weathering. Site investigation indicated that the roadways in diabase intrusion zone were badly damaged due to severe deformation, and very serious roadway sidewall sloughing and spalling accompanied by severe floor heave often occurred.(Figures 1 and 2) In order to ensure the normal use of the roadway, undercuts were excavated. However, this operation seriously affected the roadway construction progress and increased the amount of roadway support operations as well as the roadway maintenance costs. Furthermore, a roof fall accident occurred in nearby drilling site. The investigation indicated insufficient support provided for the roadways which imposed significant safety hazards and would have serious impact to mining production and subsequent mining activities.The support of the main roadways is a critical task and is the focus of the underground opening excavation work at the mine, since more than 40 years of service life is required from these main roadways. For these roadways, large cross sections with high degree of stability and minimal amount of deformation should be maintained. Therefore, providing sufficient and appropriate roadway supports is of significant importance to the coal mine. In this paper, in order to optimize the roadway supporting system, studies were carried out on the geological structures, lithological characters, roof bolt anchoring features and suitable anchoring layers. The studies were aimed at ensuring the stability of mine roadways, reducing the roadway maintenance costs and providing a safe mine passageway for orderly production and progressive development of the mine"

A 4200 ton-per- hour marine transfer terminal, where river and oceangoing vessels simultaneously exchange cargos of coal and phosphate rock, is now in operation near the mouth of the Mississippi. Its materials handling machinery includes a bucket ladder barge unloader; a rope operated clamshell bucket unloader; a coal loader; and a rail mounted bucket wheel machine. The design and operation of this equipment is described as are the docks and conveying, breasting and barge-haul systems in use at the facility. Design considerations imposed by soil and river conditions, geography, operating needs and investment requirements are discussed. The economic significance of design and shipping innovations introduced by this facility is noted.
