This paper reports on the first 2 years in operation of a special-purpose coal handling rig which provides blending, temperature reduction, and continuous, automatic mechanical sampling as part of midstream barge to ship coal transfers. Briefly reviewing some of the characteristics of coal handling peculiar to midstream transfers, the paper discusses how the most beneficial aspects of midstreaming were enhanced through the design of this blending and sampling rig.

INTRODUCTION It has been recognized for some time that major changes in mining methods will be required in the near future. Two types of factors contribute to this need for change. Intrinsic factors include ground control problems associated with mining at increasing depths, noise, dust, toxic fumes, and logistics problems which arise from operation in a cyclical fashion. Extrinsic factors include competition for labor from industries offering safer and less difficult work, pressure for less impact on the environment, and changing economic and political conditions. The search for new mining methods has resulted in extensive research being carried out on such novel approaches as thermal fragmentation, high-pressure water jets, sonic drilling, microwave fragmentation, and laser cutting, among others. Joy Manufacturing Co. has elected to concentrate on impact breaking in stopes as a first generation continuous hard rock miner. IMPACT BREAKING Fragmentation techniques show a drop in specific energy as efficiency improves. Specific energy is the energy consumed per unit volume of rock removed and is affected by such variables as rock material properties, fragmentation method used, operator skill, tool design, etc. Mechanical fragmentation methods generally have specific energies much lower than that of the more novel methods. Table 1 shows impact breaking to have an efficiency exceeded only by that of drill and blast methods and it is this high efficiency which led Joy to impactors as the subject for research on potential mechanisms for continuous mining in hard rock.

The ability to track miners and communicate with them while they work in underground coal mines is important during normal daily operations, and critical in emergency conditions. As was evident during recent incidents at underground coal mines worldwide, communication with miners and the knowledge of their location is of great importance for rescue efforts and the preservation of life. Numerous technologies have been developed, adapted, and deployed to meet tracking requirements of the Mine Improvement and New Emergency Response (MINER) Act. Evaluating the performance of these systems has proven to be difficult for mine operators, system manufacturers, and regulatory agencies. The MINER Act of 2006 requires operators to improve accident preparedness by developing an emergency response plan specific to each mine. With the recent implementation of the provisions of the MINER Act of 2006, all underground coal mines in the United States are subject to the mandates of legislation concerning communication and tracking system installation. As of June 2011, 203 new or revised tracking and/or communication systems had been approved by the Mine Safety and Health Administration (MSHA), with nearly 50 other systems or revisions in the approval process (MSHA, 2011). At that time, the available approved systems for underground coal mine use included these types: ? Leaky Feeder Communication Systems ? Fixed Node-Based Communications and/or Tracking Systems ? Wireless Node-Based Communications and/or Tracking Systems ? Medium Frequency (MF) Communication Systems ? Communication System Peripherals Other types of tracking systems have since been developed and some manufacturers are seeking approval for use in this application. Some of the new products include Through-the-Earth (TTE) systems and various radio frequency (RF) adaptations. New technologies that are currently being developed and deployed in other industrial applications should also be considered, including acoustical, optical, inertial, and hybrid technologies To date, no uniform method has been employed in the industry to effectively compare and evaluate the performance of installed systems. Neither industry operators nor regulatory agencies can accurately assess the capabilities of installed systems in the continuously changing mine environment. There is need for a uniform evaluation method that provides the ability to assess how different systems and technologies perform in various mining applications, and whether they can satisfy the regulatory requirements.

The West Elk Mine is located near Somerset, Colorado approximately 70 miles southeast of Grand Junction, Colorado and 72 miles southwest of Glenwood Springs, Colorado on state highway 133 (Figure 1). The West Elk Mine was opened January 20, 1982 as the Mount Gunnison #1 Mine operated by the West Elk Coal Company, a division of ARCO Coal. In the early 1990?s ARCO changed the mine name to West Elk Mine and the operating company was renamed Mountain Coal Company. Arch Coal, Inc. purchased the West Elk Mine in 1998. West Elk Mine has produced coal from three different seams. Coal was first mined from the F Seam, the upper most seam in the stratigraphic sequence, from 1982 through 1991. Coal was produced from the B Seam, the lower most seam, starting with continuous miners in 1991 and transitioning to longwall mining in 1992and continued on through October 2008. The development of the E Seam, which is the middle seam in the stratigraphic column, started in 2004 with longwall production commencing in 2008. The ventilation conversion from exhausting to forcing for the E Seam portion of the West Elk Mine was implemented in late October 2009.

This work presents and discusses the influence of the surface tension (gLV) of methanol/water mixtures on the flotation response of apatite versus gangue minerals conditioned with flotation reagents (75 g/t cornstarch and 100 g/t Berol 867) at pH 10.6. Berol 867 is a collector composed of sodium alkyl sarcosinate plus nonionic surfactant. The highest Schulz efficiency of separation (recovery of apatite minus recovery of gangue) was achieved at ?51.0 mN/m. The critical surface tension of wettability (gC) of apatite was found to occur at 34.7 mN/m when determined by means of gamma flotation experiments, and it was 33.9 mN/m when determined by Zisman?s approach.

Minerals contribute to U.S. gross domestic product (GDP) at several levels - from mining and processing to the manufacturing of finished products. In 2010, the estimated real GDP of the United States increased by 2.8 percent compared with 2009 and the estimated nominal GDP was about $14.6 trillion (Table 1).Trends in various sectors of the domestic economy are often rejected in mineral production and consumption rates. For instance, continued declines in the construction industry during 2010 were rejected in further reductions in the production and consumption of cement, construction sand and gravel, crushed stone and gypsum, which are used almost exclusively in construction. Performances in other sectors were mixed and less easily characterized. Recovery from the economic decline of 2008-2009 became apparent in 2010, as prices for many mineral commodities continued to rise with increasing demand for those materials or the products in which they are found.

There are several elements of online pedagogy and information technology that are being used in the University of Alaska Fairbanks’(UAF) course “ES 201: Computer Techniques,” to enhance classroom teaching. The use of information technology in this class grew from a desire to make lecture notes available to students. This has grown to include a sophisticated, online delivery software package. It provides chat rooms, discussion groups, and online testing and grading. Online delivery aside, the class uses the telnet, e-mail and C++/FOR-TRAN compiler facilities of the university server during class to enhance learning. During class, for example, the students read the lecture notes on the Web browser, telnet to their university Unix accounts, check their e-mail and download programs (to be covered in class) sent by me, and then compile, run and modify the programs. The class, therefore, requires students to be active most of the time. This ensures their full attention and better learning due to the hands-on experience (Fig. 1).

M.S. Azun I have many objections to the content of the author's paper. Before discussing it, however, I would like to repeat the property of semivariogram function. Second order stationary properties of regionalized variables (ReV's) such as semivariogram function y(h) are perfectly known in geostatistics. Also, the kriging equations in the language of mathematical statistics using second order stationary properties are well understood. However, the way to use the sample (estimated) semivariogram function in any one of the kriging procedures is vague. The sample semivariogram function is given as follows: [ ] where N is the total number of samples, Xi is the sample value at the i - th location, Xi+h is the sample value at the i + h - th location, and h is the distance among the samples. An estimation variance of sample semivariogram function of first lag is smaller than that of higher order lag. The theoretical semivariogram function reaches the variance of samples asymptotically. But this is not easily observable because of the larger variation involved in the estimate of semivariogram function. In general, an estimation procedure is done for h = 0, 1, 2, up to the greatest integer less than N/2, even though sample semivariogram function can be computable through N-1. After estimating semivariogram function, the critical question of how to model sample semivariogram function arises. As seen in the above equation, sample semivariogram function is discrete and can be smoothed by the model being selected. Therefore, modeling of sample semivariogram function is the most important step in geostatistics. It not only smoothes a discrete function but also affects the results of the kriging procedure. When the only aim is to model the semivariogram function, which is the basic point of the author's paper, one can employ any fitting techniques, such as curve fitting, or any arbitrary functions, which are called submodels in the paper. The term "arbitrary function" is used rather than "submodel" because there is no basic understanding of developing them. The author suggests that the sum of those submodels can also be used for the modeling of sample semivariogram function. The combination of any arbitrary functions brings many problems instead of giving an insight of the domain structure considered. The author used two arbitrary functions and the nugget effect in response to sample semivariogram function (Fig. 10). For the same example, he stated that the parameters involved in the mixed arbitrary function model can be accepted when the discrepancy between sample semivariogram function and the model is small visually. For verifying the fitting behavior of any selected model, one should not be contented with the visual satisfactory. Some statistical measure such as goodness of fit has to be used. The author's practice is no more than an exercise in curve fitting without any fundamental understanding or conceptualization of the underlying physical mechanism. Furthermore, the selection of any model is not an easy task if the purpose is the search for the "best" response to the observed second order properties of ReV's. I suggest that the Markovian model (Azun, 1983), on the basis of a theoretical understanding of underlying mechanism, which gives more information about the occurrence of regionalized variables, is used to respond all properties of ReV's. There are a lot of problems for modeling of one-dimensional sample semivariogram function. Thus, it is not appropriate to go to higher order dimensional sample semivariogram function modeling. In the meantime, I would recommend that one can connect the values of standardized sample semivariogram function rather than simple values of semivariogram function in the two-dimensional estimation. The standardized values can be computed in dividing the semivariogram function value by the number of sample pairs involved in each lag regardless of the directions. In conclusion, geostatistics is an interdisciplinary area in mining that uses the principles of mathematical statistics. Thus, it should not violate any probabilistic and statistical rules. When Matheron was developing the theory of geostatistical study in the early years of geostatistics, many mining people had a reservation accepting the geostatistical tools. However, this does not mean that we, the geostatisticians, might try to convince those people using some "strange" tools or rules as some authors implied (Baafi and Kim, 1984). Instead, we have to develop and explain the geostatistical tools staying only in the framework of statistical concepts and properties. Rendu The interactive method proposed by Rendu allows practitioners to develop semivariogram models that take into account not only the numerical information obtained by sampling, but also highly significant additional information that often cannot be quantified. The geology of the deposit - including hypotheses concerning its genesis, sampling methods, assaying methods, and mathematical methods used to calculate the semivariograms - all have an influence on the numerical results obtained and on how these results should be interpreted. If all the information concerning the spatial distribution of values in a mineral deposit was contained in the sample values, it could be argued that statistical techniques alone would produce optimum models. However, this is rarely, if ever, the case. Methods that allow the user to take into account his experience and his geologic understanding of the deposit should not be rejected for the sake of theoretical statistical purity.

The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been in progress for six years and the writer has been intimately associated with the project during the five years of exploration and the six years of exploitation. The industry is possibly aware of the fact that the Woodsreef Mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and of the fibre. Because of these unique features, a large volume of research has been undertaken by Woodsreef and by other scientific organisations in Australia, England and Canada on the Woodsreef fibre. The answers to some of the problems have negated some semi-sacred concepts of asbestos ore milling and led to the development of new techniques, such as the adoption of microscopic fibre counts as a routine procedure; the modification of accepted evaluation procedures; the development of new machines for dedusting fibres, and to the recognition of a fibre with a unique milling behaviour pattern and, possibly, properties. The problems experienced can be divided broadly into those associated with the geology and those associated with the physical properties of the fibre. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognised during the exploration stages a feasibility evaluation may be just that little closer to the actual.

The Russia Wharf segment of the Silver Line Phase II Project for the MBTA incorporated ground freezing and underpinning during New Austrian Tunneling Method(NATM) tunneling through timber pile foundations, urban fill, and abandoned wharf structures beneath two historic 7-story buildings with steel frames and masonry facades. During construction, the project team implemented an extensive program to monitor, evaluate, and mitigate the ground and building movements caused by the various construction activities. Mitigation included freeze cycling and building raising/lowering to compensate for ground movements and safely maintain the serviceability and occupancy of the buildings. In this paper, we present the history of the freeze, tunnel construction, and thaw-related movements that occurred and the building response that we observed.

Mining has been recognized among the most hazardous industries in the United States, despite the significant reduction in injury and fatality rates over the past century. This study focuses on the ground-fall incidents classified in the Mine Safety and Health Administration (MSHA) database as “fall of roof, back, or brow from in-place” and “fall of face, rib, pillar, side, or highwall.” The main objective of this study is to conduct a comprehensive statistical analysis of the reported ground-fall incidents from 2010 through 2019 including both coal and metal/non-metal mines. Since most of the ground-fall injuries and fatalities occurred in underground coal mines and were attributed to falls of roof and rib, an additional analysis was directed to evaluate roof- and rib-fall incident trends in underground coal mines associated with the mining method, coal-seam thickness, mine size, and the seasonal effects.

This is an update of an original dissertation on this topic by Lavallee, McIvor and Stolovitch (1992). A step-by-step, technical procedure used to measure and improve the performance of plant grinding circuits was adapted into a training program. ?Systematic Design of Instruction? was applied to: ? Determine if training was a suitable way to deliver this new technology; ? Define the technical content of the program; ? Select program specifications based on learner and context characteristics; ? Design, create and test prototypes of the training modules; and, ? Establish a process for plant implementation. The training program covers numerous skills that are extremely valuable for plant personnel, not only in the grinding area, but also for many other parts of the plant. This paper describes how new skills are brought into the workplace through designed instruction can be an effective alternative to hiring during severe skilled labor shortages.

At the beginning of the 1990s, Communism fell and signaled the end of the Cold War. The world rejoiced but also watched and waited to see how those countries would restructure themselves. The 1990 SME Annual Meeting was held at the Salt Palace Center in Salt Lake City, UT. The keynote session featured Alistair Frame, chairman of RTZ; Paul Queneau, professor of metallurgy at the University of Utah; and TS Ary, director of the U.S. Bureau of Mines. The SME Board of Directors voted to hire a Manager of Public Information and Education to be the GEM Program coordinator. This person was to collect and disseminate information that could be used by individual members and Local Sections to interface with government personnel and the general public.

Throughout the years, research studies have reached a consensus in acknowledging the relevancy of surface chemistry phenomena on minerals separation and metals extraction. Many techniques, and notably, scanning electron microscope-based technologies have revolutionised the entire mineral processing industry. Nevertheless, the comprehensive understanding on how surface chemistry properties influence the performance of many processes involving ores is still a challenge, a matter of controversy. The latter is mainly due to the fact that all interfacial processes do not necessarily require stoichiometric and well defined atomic structures. This is particularly true in the case of sulphide minerals which are well known to be superficially unstable in aerated media. When trying to measure any variable related to mineral-mineral or mineral-aqueous solution interfaces, there are too many unknowns regarding how sensitive the interface is when facing sampling protocols and sample handling. The aim of this research work is to make a case for improving future concentrators? survey protocols. It suggests a methodology to study effectively chemical changes at the outmost mineral surface layer at different stages of a mineral processing operation. The sampling protocol and sample handling is presented in details and it is applied to the regrinding stage of an industrial plant.

Minerales Monclova, S.A. de C.V. (MIMOSA) is owned by Grupo Acerero Del Norte (GAN). This company has 4 underground coal mines and 1 open pit to feed it?s steelmaking facilities located in the city of Monclova in the North of México in the state of Coahuila. The current underground mines are Mine 3, 5, 6 and 7 and the future projects are Mines 8 and 9. In the last years Mines 2 and 4 have been closed because they finished their coal resources. The remaining mines have bigger production and developments requirements in order to accomplish the goals of the company. The mines have been working in deeper and gassier areas. These conditions have required improvements in the ventilation design and methane control systems for all the mines. In some cases the ventilation of some of the MIMOSA?S mines has been increased 80%, and besides this, an intensive methane drainage program has been applied using horizontal in-seam boreholes and gob wells. The short-term ventilation plan includes the construction of 3 new vertical shafts with 5 and 6 meters diameter for Mines 5, 6 and 7 and the purchasing of bigger new main and backup fans for each one of these mines. One of these vertical shafts and the purchasing of the first 2 fans is already in process. This paper will explain the evolution and results of the ventilation and methane drainage systems in MIMOSA and the ventilation planning for the future years.

Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. The Shirley Basin Uranium mine, located in southeastern Wyoming, USA, was an open pit mining operation consisting of a series of several open pit mines excavated into poorly consolidated sandstones, siltstones, and claystones. Since the initial open pits were developed in 1969, slope failures have plagued the mine and mining operations. These slope failures have persisted into the current mine reclamation period. When the mine was first developed, the open pit slopes were designed to range between 45 to 55 degrees. Numerous slope failures during mine development required the pit slopes to be redesigned with slopes as shallow as 26 degrees. At present, movements are occurring within the open pits on reclaimed slopes that are shallow as 12 degrees. Several detailed slope studies were conducted at the mine in the early 1970s. These studies, combined with more recent geotechnical investigations, provide a unique detailed history of pit slope failures on shallow slopes. This paper presents an evaluation of the slope failures at the Shirley Basin mine, highlighting important mechanisms causing slope failures on very shallow slopes. The evaluation demonstrates important key parameters for shallow slope design.

This concept paper is presented in the hope of raising the awareness of mankind on the necessity for its peaceful coexistence with nature. It is a food for thought. It takes compromise and sacrifice of people, who will have to learn to curb their greed and move toward a more organic form of prosperity. A nature-friendly sustainability is first step toward the protection of nature that is critical to the mutual survival of mankind and nature. People need the resources from the finite earth to survive and nature needs the prevention of human destruction in order to continue to regenerate and provide. The contemporary notion of sustainability is self-serving. It serves the interest of industry by camouflaging itself to look like nature?s protector. The ?sustainability? concept presented in this paper aims to extend the longevity of the utilization of the limited natural resources for many generations to come. It is an important, responsible first step in creating a healthy sustainability concept that, when implemented, extends the longevity of mankind by the most efficient use of the finite resources on this limited Planet Earth, all the while taking into consideration the increase in anthropogenic activities due to exponential human population growth. This new definition of ?sustainability? has completely different characteristics than its contemporary versions. Nature has its own destiny, rules and principles. Being a part of nature, human society depends on it for survival and must play by its rules and never the other way round as in its initial pretensions. Society should not try to humanize nature, but rather to respect the rule of the nature in a peaceful way of co-existence. When implemented, this new concept of sustainability aims to affect the designs of engineered structures and revolutionize the recovery methods and processing of natural resources, such as mineral resources in the most efficient manner. Finally, this paper intends to stimulate critical thinking and initiate serious discussions aiming at producing a general consensus for the best definition for human society to not only enrich, but to extend its existence. In September 2003, a test was conducted to see if a115-mm- (4.5-in.-) diam Mocap Vari-Stem blasthole plug could improve the pattern of explosives using different top stemming material. The test took place at the J.S. Faulkroad and Sonsstone quarry in McCalisterville, PA. The test consisted of a production stone blast. Half of the holes were stemmed with standard crushed stone. Two-thirds of the remaining half were stemmed with Vari-Stem plugs and crushed stone. And the remaining one-third of the second 50 percent was stemmed with Vari-Stem plugs and only drill cuttings.
