The Curragh mine has complex operating conditions. The mine operates in four seams to produce two coal qualities and is divided into five pits which have different qualities and coal preparation characteristics. The combination of all of the necessary controls to achieve maximum resource utilisation has necessitated the development of suitable software to assist the quality control engineering function. The required software had to be able to plan the optimum yield of coking coal whilst achieving the quality parameters for the coking coal and co-produced steam coal. The program has been designed to evaluate all of the mine faces available for coking coal production. The optimisation of coking coal production is planned and co-produced middlings steam coal determined. The optimum steam coal product is determined using the middlings in combination with bypass production.The computer software to carry out these functions has been designed by using an exploration data base as the raw data source. The program accesses this data and uses a coal preparation prediction program to determine the yield vs. ash relationship for each coal face. A linear program selects the optimum -combination based upon equal incremental ash values. The final output lists feed tonnages, coal preparation conditions, product tonnages and full coal quality data.

With the advent of increased environmental regulation and high penalties for non-compliance in many countries, there has grown a need for all industries to assess their risk with respect to environmental compliance and consequently develop management systems which ensure environmental compliance and sound environmental practice. The need to better assess and manage environmental risk has developed rapidly as legal and financial penalties have increased for inappropriate management of the environment. The mechanism that industry has developed to manage risk is through the use of environmental management systems. These environmental management systems are generally based on the principles of total quality management. For example the British Standard BS7750 (Specification for Environmental Management System) shares common management system principles with ISO 9000 quality management systems. The same trends of increased environmental regulation and higher penalties for environmental impairment are now evident in Australia where environmental management systems are now being introduced. With increased penalties for environmental impairment and greater responsibility of managers and directors, environmental management systems are likely to become even more common in Australia. This paper describes some of the influences directing environmental management within the Australian industrial and mining environment, describes the elements of an environmental management system and relates these to the mining industry.

Sub-level caving with bottom ore drawing has gained wide acceptance in rich, soft, low magnetic iron ores because it provides moderate ore dilution and ore losses. The main problem here is the high rock pressure exerted on sub-level drives situated in the sub-level sill pillars. To reduce this effect, the ore block is divided into panels. This paper illustraes the method of determining the maximum panel width providing low maintenance cost of sub-level drives.

The successful operation of a longwall face depends significantly on the efficient actions by support systems and on the ability to form a supported beam for a limited time span.The mechanical action of the supports can set up complex stresses in the immediate roofstrata.The cyclic application of supporting loads to the immediate roofstrata of a longwall face creates a special type of fabric disintegration in the rocks -affected. The mode of application and the distribution of the supporting forces is thus severely modified in a number of cases.The occurrence of true fatigue damage in brittle sandstones has been identified by studying the subcritical crack growth and microcrack development in the fracture-tip region. Several mechanical effects peculiar to the cyclic fatigue process have been identified. These effects had not previously been widely recognized. Damage in brittle rocks subjected to cyclic loads is shown to be distinctly different from any other damage processes under either monotonic or sustained (creep) loading conditions. The face support systems will frequently support rockmasses with mechanical properties not identified in conventional monotonic or sustained load tests.

Industrial relations on Australian and New Zealand resource projects can be volatile. Therefore investors have become increasingly aware over the years that sound industrial relations during construction is vital to the overall success of their project. There has been a wide range of actual industrial relations performance, project by project, and the degree. of success often directly correlates with the degree and thoroughness of pre-project planning. However, although many projects have been crippled by delays and cost overruns because of labour disputes, good results are achievable. Total commitment to the project by all parties involved is essential and it is up to the employers to seek out this commitment and not just trust mother luck. Industrial relations must be taken very seriously as the price of failure can render a resource project unviable.

The growth of the mining industry around Australia over the last ten years has seen many open cut mines developed on shallow oxide reserves. Most of these have been gold operations, although there are some copper mines in the list, too. Many of these have exhausted their oxide reserves and have made the transition to underground mining to access their deeper sulphide ores. Other operations have reached or are approaching the point where the decision has to be made to go underground or cease mining. This paper discusses the issues involved in making the transition from surface to underground mining. The aim is not to discuss each of the issues exhaustively. This would take a conference in its own right. Nor is it intended to provide a primer on underground mining. Instead the aim is, firstly, to flag the issues which must be addressed when planning to make the transition from surface to underground mining and, secondly, to identify critical aspects of mine development.

The new South Australian Mining Act be came operative in July, 1972. It provides appropriate updated legislation covering pro- specting, exploration and development of mining properties. Anomalies inherent in earlier legislation which provided for the private ownership of minerals in certain areas have been overcome by the vesting of the property in. all minerals in the Crown. Appropriate transition- al and long term provisions protect the right of individuals thereby divested of their former property in minerals. In the matter of pro- specting for and quarrying of extractive minerals, the rights of landowners have been formally recognized, and the concept of rehab- ilitation of quarried areas has been introduced utilizing money provided from a royalty fund especially established for this purpose. Con- temporary company exploration practice is catered for under a new exploration tenement and at the same time the legislation makes provision for the interests of individual pro- spectors. Special provisions have been enacted to cope with the rapidly developing opal mining industry. A feature of the new Act is the introduction of legislation which recognizes enlightened contemporary thinking on the matter of environmental considerations. For nearly 100 years, the flotation plant metallurgist has often wondered what is happening æbeneath the frothÆ. To assist in unravelling this mystery, new technology has been developed as part of the Australian Mineral Industries Research Association (AMIRA) P9 project, to measure gas dispersion characteristics (such as gas hold-up, superficial gas velocity and bubble size) in industrial flotation cells. These measurements have been conducted in a large number of cells of different types and sizes by researchers from the Julius Kruttschnitt Mineral Research Centre (JKMRC) and JKTech. A large database has been developed and the contents of this database are described in this paper. Typical cell characterisation measurements show a wide spread in values, even in the same cell types and sizes performing similar duties. In conventional flotation cells, the typical gas hold-up values range from 3 - 20 per cent, bubble sizes range between 1 and 2 mm, and superficial gas velocity ranges from 1 to 2.5 cm/s. The ranges of cell characterisation measurements given in this paper will enable plant personnel to compare their operation to other similar types of operations from around Australia and the rest of the world, giving opportunities for further improvement to flotation plant operations.

Northeast of Brazil is situated in the polygon of drought. It covers some very important states like Bahia,Pernam- buco, Paraiba, Rio Grande do Norte, Cea- ra and Piaui , which have a potential for mineral production. Of them the main contributions that comes from Rio Grande do Nor to , Ceara and Paraiba are the scheelite and im portant quantities of granitic pegmatite mine- rals like tantalite-columbites, micas, beryls, precious stones, lithium minerals etc. On the other hand flourishing mineral economy in gold, tin, emeralds, chromium, lead, apatite is most- ly from Bahia; and potassium, salts, and petro- leum are from Sergipe, Alagoas and Bahia res; pectively. The most interesting aspect coninues to be the nucleus of the drought zone constituted of the Rio Grande do Norte, Paraiba and Ceara sta- tes.The first two authors have worked for twel- ve years in the region and have dedicated atten tion and time to two systems, namely skarns and granitic pegmatites. Their mineralogy,petrogra- phy, geochemistry, origin and economy is being worked upon from time to time to accompany the progress that is being achieved both in the sec tors of geology and economy. Besides, during the field campaigns, evidences have been sought to find the best guide horizons for mineralisa- tion and options for the location of target areas and prospection methods for scheelite, tantalites and other pegmatite minerals.

The Mineral Resources Act 1989-90 came into force on 1 Septem- ber 1990 and the Second Schedule of this Act set out the Savings, Transitional and Validation Clauses to this legislation. The Second Schedule gave rise to a number of interesting situa- tions however due to the fact that the time set aside to attend to these matters (the prescribed period) has now expired, with the exception of the points raised below, most of these situations are now history and are of no relevance. The Transitional provisions of the Second Schedule provided for a three month "prescribed period" in which certain actions were required to be undertaken to ensure tenements granted or applied for under the repealed legislation transitioned into the framework provided by the Mineral Resources Act. This Second Schedule of the Mineral Resources Act highlighted a number of anomalies which are still worthy of mention and are listed below.

Marketing of mineral products has not yet succumbed to the degree of pre- dictability and exactitude that is fam- iliar to the engineer or metallurgist in pursuing their profession. Whilst the Great Market of the world economy dic- tates circumstances for the sale of min- eral products, there are more than just buyers and sellers in the determination of the revenue received by the producer. For the engineer or metallurgist he will be required to gain an understanding of these participants and of the peculiar languages of the market place. This will be only one of his tasks in learn- ing to communicate with society, as his responsibilities increase as he climbs the ladder of success. There is un- doubtedly a need for better statistical information so that producers and sell- ers can make an appropriate and earlier response to market conditions. There is in addition, a need for more aggressive concern by raw material producers for the development and promotion of better end use of their products. Undoubtedly the marketing of mineral products will be more influenced by the direct involv- ment of government agencies than has been the case in the past. Whilst that 1. The paper examines the possibility of applying the monolithic packing technique developed in the UK to the division of wide development drivages in Australia, so enabling double entries for longwall retreat panels to be created from shortwall units. The monolithic pack of the UK therefore becomes a monolithic partition in this proposed Australian application. A method developed for the analysis of the load development in packs installed behind longwall advancing faces is adapted and used to predict the support performance of the monolithic partition. Conclusions are made regarding partition construction and possible rates of advance.

The medical evaluation of the health effects of dust exposure in the mining industry should be based on the premise that the results of the medical examinations will be considered in relation to the previous history of exposure to dust.(l) To this end the Mines Regulation Act and the Regulations under that Act in West- ern Australia provide for: the prime responsibility for dust sampling to rest with the mining companies; the appointment of a Ventilation officer by each mine and the sampling and record- ing by him of dust and toxic gases in work places at three monthly intervals, or more frequently as required; the appointment of a Mines Medical Officer who shall make provision for the medical examination of persons and the prevention of occupational diseases; the appointment of a Ventilation Board, consisting of the State Mining Engineer, the Senior Inspector of Mines for the State, an Inspector of Mines having specialised training in ventilation tech- nology, a medical practitioner having specialised experience in occupational health problems relevant to the mining industry, and a Scientific Officer having duties under the provisions of the Clean Air Act, 1964;

Hamersley Iron Pty. Limited mines and pro cesses iron ore from two orebodies at Tom Price and Paraburdoo, situated in the North West of Western Australia. Conventional open pit mining methods are used at both sites in that material is drilled and blasted in benches, loaded by shovels and hauled to the Primary Crushers or dumped on waste or low grade material stockpiles. The present drilling fleet, consisting of eight high capacity Bucyrus Erie Rotary drills has evolved from an initial fleet of a large number of small percussion rigs. There are significant physical differences between the ore types encountered at both mines which nec- essitate the drilling of smaller diameter blast holes at Paraburdoo than those at Tom Price. The drilling practice at each site is dis- cussed, with examples of performance achieve- ments under varying drilling conditions.

Pit optimisation algorithms are designed to produce a pit with maximum value, but for certain minerals like iron ore, limestone, coal, etc, it is also necessary that the designed pit contains ore which meets the customer's chemical specifications. This paper describes a technique of using linear programming for blending optimisation and the Lerchs-Grossmann algorithm (as in Whittle's 3D software) for pit optimisation in tandem, to achieve pit designs of targeted grade specifications.

I propose to speak today about our mineral heritage. In common usage "heritage" refers to the past. It means the discoveries, the developments, the mines and the processing plants, the benefits, the consequences, and the human experiences flowing from these. The history of the industry, inseparable from the history of the countries in which The Institute operates, is a rich background of which we can all be proud.But there is also a much wider meaning to mineral heritage. Our past has left us with the ab\lity to create and operate world scale enterprises generating wealth for the community, the ability to offer satisfying and challenging careers in a wide range of skills to our young people, and the willingness to follow adventurous and challenging vocations in remote areas, away from the big cities, at a time when the mentality of many is to get the most for the least effort and at the least inconvenience to themselves. The industry continues to be the repository of the pioneer spirit and a vital contributor to improving the life of the people in our countries.Thus, while our mineral heritage has much to do with the past, an essential part of it is how we use this rich past to build and shape our future. It is in this broader context that I am speaking today.

Design of the new cemented hydraulic fill plant was based mainly on experience with a succession of previous fill plants. Two stage cycloning of combined concentrator tailings was introduced. Design of the two stage cyclone configuration was assisted by computer simulation of cyclone performance. Cementing additives, namely Portland cement and ground copper reverberatory furnace slag, drawn from bulk storage, are pre-slurried prior to mixing with hydraulic fill. Quality control of fill being sent under- ground is achieved by a series of automatic control loops. Plant instrumentation was given prime consideration during the design phase. Inventory checks of all mass flow metering equipment are made at regular intervals. Fill is pumped to boreholes at several locations. Details of the equipment and operating procedures for the plant are Discussed.
