R. T. Hukki (Finland Institute of Technology, Helsinki, Finland)—Two schools of thought are developing concerning the order of the rate of flotation. The paper by Morris is intended to show experimental evidence in favor of the first order rate. Arbiter, on the other hand, has presented an earlier paper" to demonstrate the validity of the second order rate equation. Unfortunately his method of plotting is open to criticism, as pointed out by Morris." A more sensitive method of plotting has been described by the writer,= whereby the data presented by Arbiter demonstrate the superiority of the second order plot. Whether or not this is the case in all tests performed by Morris is impossible to judge, owing to the fact that the flotation times are extremely short, e.g. 150 sec in tests A. It would, indeed, be very interesting to know what the total recovery R would be after 1 hr of flotation, for example, instead of after 150 sec. Problems related to strip and auger coal mining have grown with the development of the industry and the economy. New technology has produced equipment that has made mining by surface methods not only highly productive, but potentially highly destructive of water resources and natural environments. On the other hand, growth of the economy has produced an increased demand for clean water and created new demands for amenity values that natural environments provide. Thus, opposing forces have created conflicts in resource use. And these conflicts have made surface mining highly controversial. Resolving the controversy will require the solving of complex economic and social problems. The essence of the economic problem created by surface mining is that, in the absence of proper regulation, substantial costs resulting from the process are borne by the public rather than the mine operator. The major goal for the regulation of the surface mining industry is to provide controls which will promote the attainment of maximum social welfare. Deciding upon the type of controls required, and how to apply them to attain a social optimum, however, poses some very difficult problems. In a comprehensive article on this subject, David B. Brooks defined the problem and suggested that benefit- cost analysis might be helpful in providing guidelines for making decisions about surface mining regulations.1

In a study of grain boundary sliding in superpure Copper (99.999 pct),&apos; bicrystals of a specific shape were used, Fig. 1. That shape was adopted in order to minimize the deformation of grains on both sides of the boundary due to clamping. Another requirement was to obtain bicrystals with a rnicroscopically straight boundary, Fig. 2. Single crystals of predetermined orientation (growth axis parallel to <310>) were grown in a graphite mold from seed crystals. The apparatus for growing single crystals consisted of a vacuum system, argon purification train, vycor tube (in which a graphite mold was placed), a carriage for the induction coi1,and a Lepel (7-1/2 KW) high-frequency converter. The graphite mold was heated by induction and the charge in turn was heated by conduction. The induction coil was moved by means of a motor at a speed of 1 1/2 in. per hr. Single crystals of two different orientations were grown from the melt in one-half of a split graphite mold, Fig. 3(a). Two such crystals were then placed in contact with each other in another split mold, Fig. 3(b) using tapered inserts. On the Continent, ferromanganese has been produced in the blast furnace almost continuously since 1876, but little definite information concerning the practice is to be found in technical literature, and almost nothing in the way of a theory of the manganese furnace. In this country, prior to 1904, but one company had attempted its production in a serious way, and none of the operating data or other information from this company has been, or is, available to the public..In the last 5 years, as a result of the restriction of imports, a number of furnaces have been blown in on this alloy, with the result that in 1918 as many as 18 furnaces were in blast. The majority of the men in charge of these furnaces had had little previous experience in such operations; so the Bureau of Mines, in the summer of 1918, undertook the collection of data from ferromanganese furnaces. Operating data were collected by the Bureau from eleven ferromangahese furnaces, which will be referred to throughout this paper as furnaces A, B, C, F, G, I, J, K, L, M, and P; the dimensions of seven of the furnaces are given in Table 1. BlANKS 8 in. long were cut from the as-received bar stock and austenitized at 1560° F for 1 hr, oil quenched, tempered at 1140°F for 1 hr, and water quenched. The heat-treated blanks were machined into tensile specimens which were subsequently used for the straining operation. Some of the tensile specimens were temper embrittled at 900°F for 24 hr and air cooled prior to or following the straining operation. The specimens were strained in tension up to 5 pct total strain (elastic plus plastic) either at room temperature or at 900°F. The reduced sec- tion of the tensile specimen employed was 5 in. long and 0.600 in. in diam. This size specimen was sufficiently large to permit two standard Charpy impact bars to be machined from it. One group of specimens was temper embrittled at 900°F for 24 hr under stress of about 20,000 psi applied with a hydraulic tensile testing machine. Approximately 0.34 pct plastic strain occurred during this treatment. A comparison of series "A" and "B" data in Table I at 0 pct strain, reveals that the steel was rather highly susceptible to temper embrittlement, the embrittling treatment causing the transition temperature to rise 165°F. After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain&apos;s paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. IT is a well-known fact that the results of different analysts, when operating on the same identical sample of steel or iron, are far from concordant, and it not infrequently happens that great annoyance and trouble in the commercial community are occasioned by these discrepancies. Attempts have been made at various times to investigate the causes of such differences and to obtain more reliable methods of analysis. The most important of these was made by the British Association in 1889: The following gentlemen, with Sir W. Roberts-Austen as Chairman, and Professor T. Turner as Secretary, were constituted as a committee to investigate the question, viz.: Sir F. A. Abel, Mr. Edward Riley, Mr. G. J. Snelus, Mr. John Spiller, Professor J. W. Langley, and Professor Tilden. Average .samples of steel were prepared in America under the superintendence of Professor J. W. Langley. The steels, in the form of turnings, were divided and distributed to sub-committees in Great Britain, America, France, Germany, and Sweden. The objective of this chapter is to review and discuss interpolation techniques commonly in use in the mining Industry today, including simple examples. This chapter will not attempt to compare the relative accuracy of each technique as this subject has adequately been covered by several authors (Knudsen and Kim, 1967; David, 1974; and Barnes, 1979) When appropriate, methods will be compared relative to the results of simple examples and computational ease. The examples presented are based on metallic deposits. The techniques, however, are not restricted to metallic deposits and can generally be applied to nonmetallic ones. The purpose of interpolation, as applied to a mineralized deposit, 1s to extend the knowledge of the grade and geology of localized samples to an estimate of the grade and mineralogy of a larger block of ground or even an entire deposit. The word interpolation means to compute values between given values and is limited to that region between the known values. The distinction between interpolation and extrapolation is important and must be adhered to in the application of these techniques in general, the interpolation must be limited to the area enclosed by verified samples. The methods being discussed can be broadly broken into three categories. ( 1 ) geometrical methods, (2) distance weighting methods, and (3) geostatistical techniques.

IN the opencut iron mines of the Mesabi Range in Minnesota, the trend in mining is in the development of mining equipment and mining methods which will move surface overburden and ore-bearing materials with less labor and at a cheaper cost. This is a must for most of the independent operators. Their reserves of direct-shipping ore are extremely small and their operations are being conducted in small, or intermediate pits, with a high stripping ratio in the outer fringes, or shore lines of older pits. and in ore bodies passing from direct shipping to the washing and the intermediate, or retreat ore state. The trend is toward deeper stripping, longer and steeper hauls, and the necessity of moving a total of from three to five or six tons of overburden and ore material for each ton of shipping-grade ore produced. This naturally calls for greater production, with larger shovels, or draglines. cheaper drilling and blasting costs through the drilling of larger-diameter blastholes, and cheaper haulage through the use of trucks of larger capacity and more extensive use of belt-conveyor systems. This trend is notable both in stripping and mining.

NO metallurgical process developed in the last half century has been more widely advertised to both technologists and lay- men, or has done more to promote efficiency and economy in the extraction of the valuable portions of ores than has the flotation process. Practically everybody has heard of this strange procedure whereby the heavy portions of an ore are made to float while the light parts sink. Some- times it is called froth flotation, the mineral-bearing froth being from the first a distinguishing characteristic. Many times it is called oil flotation, because a thin film of oil was commonly applied to the particles to be floated to make them adhere to the bubbles that rise through the pulp to form the surface froth. Oil, though commonly used, is not, however, necessary for this purpose, which is one of the facts that has been learned as the process has been developed.

WHEN Germany invaded Poland in September, 1939, the only operating helium plant in the United States was that near Amarillo. Texas, supplied with helium-bearing natural gas from the near-by Cliffside gas field. Today the Bureau of Mines has five plants capable of producing more than 25 times the prewar helium output of the Amarillo plant. Two of the plants have received Army-Navy "E" flags for their part in the faraway "Battle of the Atlantic," where heliumfilled Navy blimps chased Adolf Hitler&apos;s submarines away from American shores. Meteorologists, watching balloons carried high into the stratosphere by helium, determined weather conditions that influenced the selection of D-day and dates for other military operation. Demand for helium doubled overnight when the Navy decided to expand its lighter-than-air activities; and as the blimp patrol proved effective, the helium demand became ever greater. A tribute to the success of the Bureau of Mines in meeting the demand for helium was paid by the late Secretary of the Navy, Frank Knox, in a letter to the Secretary of the Interior on April 10, 1944. THE patent literature of alloys for the last two decades or so indicates that the number of liatents referring to smaller and smaller percentages of essential alloying constituents is on the increase, whereas the number of patents relating to considerable percentages of alloying additions becomes smaller. The claims regarding physical properties indicate consistently higher and more rigid values and show the possibility of modifying the physical properties by only slight changes in the percentage of minor constituents or by applying different methods - of treatment. Alloys of the same base have been made suitable for a number of different applications by intelligently and rigid- ly controlling their composition, melting, casting, working, and heat-treatments. Other trends indicated in the development of modern alloys are higher corrosion resistance, higher fatigue limits, and "stability" in volume.

MEETING for the thirteenth time in New York as part of the five-ring circus known as the Annual Meeting A.I.M.E., the Coal Division experienced a wartime boom in attendance. Technical sessions were crowded and whereas 65 seats were set up for the annual luncheon meeting of the Division over 100 members showed up, many of whom had to be fed elsewhere. Possibly the Coal Division should adopt "13" as its lucky number. Discussions at technical sessions, formal and informal, were lively. Those papers containing material directly concerned with the war, or containing information that might be usable for war industries, were enthusiastically received. Some criticism was made in regard to the present method of handling discussions and it was suggested that better success would be had in getting discussions in the record by the use of hired reporters. This is being considered by the executive committee of the Coal Division.

THE problem of the influence of hot surfaces upon gaseous combustion is one which, from a purely scientific stand-point, has engaged, for many years past, the attention of Prof. William A. Bone, of Leeds University and the Imperial College, London; and as his recent work has been the direct outcome of earlier scientific investigation, it will be appropriate, by way of introduction, to review briefly the present position of science with respect to this important subject, as stated by Professor Bone. One may perhaps best arrive at an understanding of the term " ?flameless " or " surface " combustion by considering certain facts which differentiate it from the more familiar processes of combustion as they occur in ordinary flames. All hot surfaces have an accelerating influence upon chemical changes in gaseous systems. If, at any temperature, a gaseous system, A, tends to pass over into another system, B, contact with a solid at the same temperature will accelerate the process. To take a very simple example, if a mixture of hydrogen and oxygen in their combining proportions (electrolytic gas) were maintained in an inclosure with smooth glass walls at a temperature of, say, 450° C., there would certainly be a tendency to form steam, but the rate of change would be negligibly small. If, however, there were brought into the system some porous solid material at the same temperature, so that a large surface was exposed to the gases, the rate of change would at once be rapidly accelerated in the layer of gas immediately in contact with the hot surface. Steam, the product, would diffuse outward from the surface, and the supplies of hydrogen and oxygen at the surface would be renewed by diffusion inward. Thus combustion would proceed heterogene-

THE Industrial Minerals Division this year held no individual sessions of its own except the business meeting Tuesday afternoon. One session was held jointly with the Society of Economic Geologists, one with the Milling Methods Committee, and two with the Society of Economic Geologists and the Mining Geology Committee. At all of these meetings the attendance was better than usual and the Tuesday afternoon session, with nearly 400 present, probably set a new record for the Division. Joint sessions seem extremely popular when papers of mutual interest are presented. On Monday afternoon, mica was the predominating subject. The North Carolina mines provided most of the information presented, although the discussion brought out similarities with the New England mines. B. C. Burgess particularly stressed the fact that with the existing curtailment of mica from India it is necessary to get the most mica in the shortest time from the mines in this country. He said that the Colonial Mica Corp. hopes to have 1000 mines operating in the near future. This seems a great number, but when one considers that these mines employ from 3 to 28 men, mostly nearer the low figure, the output of each mine is relatively small. Although the price of mica is from six to ten times the prewar price, the yield of 8 to 150 lb. of mica per ton of raw ore does not provide high returns to the producer.

WAR necessities have spurred inventive genius in many fields. A grinding mill without any moving grinding parts stirs the imagination. Among the new and striking accomplishments in the heterogeneous group of nonmetallic industrial minerals is the use of an electric arc to speed up manyfold the difficult and delicate task of drilling a microscopic hole in a diamond, the hardest of all known substances. Outstanding in the field of optical research is the ability that man has developed to improve upon nature by making in the laboratory optical crystals many times larger than those usually found in rocky crevices. These are merely samples of numerous events and circumstances of noteworthy import, many of which are recorded in this review. Termination of the second World War in 1945 permits an appraisal of the effects of the conflict and the probable effects of the coming restoration of a peacetime economy on the nonmetallic mineral industries. Some industries were stimulated greatly by the war, notably mica, quartz crystal, graphite, spinning asbestos, potash, fluorspar, barite, and refractories. The large-tonnage industries connected with the building trades, however, were forced to curtail their activities, except where their products were needed for wartime construction. Their reconversion to peacetime production will not be difficult.

This paper supplements and brings up to date a report prepared earlier this year and presented at the Eleventh Pan American Railway Congress in Mexico City. Most of the original report is contained in this paper in order to acquaint the reader with the project background. On December 1, 1961, construction of this locomotive was completed. Stationary testing started immediately, and a host of problems in various areas were uncovered. Many of these had no relation to the use of coal in a direct fired gas turbine. All of them emphasized the problems which plagued previous projects of this kind. In 1944 the Locomotive Development Committee of Bituminous Coal Research, Inc., was formed to study the problems of combustion, coal handling, and fly ash removal which would have to be solved before coal could be used to fire a gas turbine. By 1947 this committee was composed of the chief executive officers of nine eastern railroads and five eastern coal companies. All of the members of this committee were vitally concerned in a coal fired gas turbine because coal cost only one-fourth as much per heat unit as fuel oil. A number of research projects were started to develop and test components on a small scale. This included work at John Hopkins University, Battelle Memorial Institute, Institute of Gas Technology at Chicago, Purdue University, and Southern Research Institute. By 1946 a pilot plant had been installed at the Dunkirk, New York plant of Alco Products Div. of American Locomotive Co. The U. S. Bureau of Mines made available to the Locomotive Development Committee (hereafter called LDC) a Houdry process gas turbine plant, originally destined for a Russian oil refinery. The full scale pilot plant was used to evaluate the results obtained from the small scale studies under actual gas turbine conditions. Operation of this plant disclosed a number of problems which had not been discovered in the small scale tests. By 1951 four 250 hr tests had been conducted with the Houdry gas turbine to test out a variety of equipment. The major problem concerned the removal of abrasive fly ash from the products of combustion so that wear on turbine blades would not be excessive. The first 250 hr test showed that the original fly ash separating equipment was inadequate. Large ash particles passing through the turbine blading were nicking the leading edges of the first row blades. At the conclusion of the second 250 hr test, erosion was so severe that the first row of stator and the first row of rotor blades were replaced. At the end of the third 250 hr test, it was necessary to replace the first three rows of stator blading. The fourth test was used to test out a new design fly ash separator developed by LDC and named the Dunlab tube. This device gave more encouraging results than any of the others tested. Early enthusiasm for overcoming major difficulties had resulted in placing an order in 1946 with Allis-Chalmers Mfg. Co. for a 3750 hp regenerative gas turbine. The gas turbine, together with associated combustion and ash removal equipment, coal handling equipment, generators and gear reduction unit was installed at Dunkirk by 1951. A 750 hr test was made in 1952 with the LDC-Allis Chalmers gas turbine power plant. At the end of this test it was necessary to replace the first four rows of both rotor and stator blading. Rows 5 and 6 did not require replacement. In 1953 the American Locomotive Co. joined with LDC and assumed an active role in equipment development and manufacture. During 1954 LDC-Alco operated the rebladed gas turbine 300 hr to determine if a new fly ash separator was adequate. Performance of the improved separator was considerably better, but trouble was experienced with clogged blowdown lines from the Dunlab tubes. When these lines clogged it permitted the passage of abrasive particles. In 1955 a total of 1421 hr was run. This included 243 hr of cycle operation on Union Pacific coal from the D. O. Clark mine at Superior, Wyoming. During the 243 hr a total of 370 tons of coal was consumed. The purpose of this test was to determine if U.P. coal was suitable for use in a coal fired turbine. It was the unofficial opinion that it was as good or better than the eastern coals that had been tested.

CHARLIE WARNER, Chairman of the Petroleum Division, is no stranger to the problems of the oil industry or to those of the Petroleum Division, after more than 25 years of experience in locating and producing oil and more than 22 years of membership in the Institute. He was born at Jefferson, N. Y.. April 27, 1894, and educated in the public schools of New York State and at Cornell University where he studied geology and allied sciences from 1913 to 1917 and received a B.A. degree. Immediately upon completion of this training, he was employed by the Empire Gas & Fuel Co. as a field geologist in Oklahoma and Kansas. Two years later he became district geologist for the Emerald Oil Co. in Oklahoma and Kansas, and in 1920 he rejoined the Empire Gas & Fuel Co. in the capacity of district geologist in Oklahoma. In September of 1921 he began his association with the Houston Oil Co. of Texas. He was district manager for the company in the Mid-Continent area until 1932 when he was transferred to the head office at Houston, where he became superintendent of the land and lease department in 1934 and was elected a director of the company in 1941. In these capacities, and also as petroleum engineer for the company, he keeps in intimate touch with all phases of field activity and with the regulation of the industry by State and Federal agencies.

THE agreement of September, 1922, between the anthracite operators and the United Mine Workers of America, which followed the 54.5 months strike during the summer of that year, contained the following provision : The parties unite in a recommendation to Congress that legislation be forthwith enacted creating a separate anthracite coal commission with authority to investigate and report promptly on every phase of the industry and the parties hereby ask the President to request the enactment by Congress of the recommended legislation. The continuance of production after Aug. 31, 1923, shall be upon such terms as the parties may agree-upon in the light of the report of the Commission.

ALTHOUGH the present economic depression is felt in the petroleum industry, probably as much as in any other branch of American industry, the Petroleum Section of the Institute was well represented at the general sessions on Monday and at all of the seven division sessions on Tuesday, Wednesday and Thursday. The seven sessions of the Division were so arranged as not to conflict and thus permitted members to hear the programs of all sessions.* The first meeting of the Petroleum Division was held on Tuesday afternoon; a joint session on engineering research and production engineering.
