IN VIEW of the wide publicity given to the charges by the Couzens Committee of the United States Senate of discrimination by the Bureau of Internal Revenue in favor of the copper companies, it becomes a matter of interest to consider the basis for these charges. The point to be determined is whether they rest on a foundation of fact or are purely and simply matters of opinion. The whole question boils down to the purpose of the Tax Law as applied to mines, which is to afford the same protection to them as provided for all other taxpayers, namely: that they were to be allowed to pay back as depletion to their owners the values of their properties as they existed or were estimated to exist on May 1, 1913, free from tax. To determine these valuations it was? necessary to select from a wide range of possibilities a set of values for a number of essential factors.

DISREGARDING for the present the economic side of a new device, let us turn to that feature of the conical pebble-mill which is of interest from a scientific point of view, and consider the device as a puzzle in which the theories of the cylindrical type of mill have been increased. Many articles have been written on the theory of the tube-mill, and explanations have been made which do not explain.; but these have evolved suggestions of practice which have resulted in changes in the tube as to length, diameter, feed, discharge, speed of rotation, rotation on hollow trunnions, rotation on rings, and changes in the operation as to quantity and size of pebbles, charge of load above or below the axis, crushing by causing the larger pieces of the material of the charge to act as grinders, etc. The practical worker in crushing is first interested in the endeavor to reach an economic means of accomplishing a desired end; but the improvements in crushing-practice have been largely left to the manufacturer of machinery, who, as a rule, has little, if any, knowledge of the specific requirements-such as sizing for concentration without pulverizing the metals, instead of pulverizing the rock or gangue; the metals being the more friable, while the rock is tough and not so easily disintegrated. A reversal of this practice is the aim of sliming direct for cyanidation. In the ordinary cylindrical mill, having a diameter of 4 or 5 ft. and a length of from 15 to 27 ft., it has been found that the maximum size of the particles of the charge must not exceed 1 mm. (about 25 mesh), some of which, upon entering the mill, is immediately reduced to a slime. The work upon the individual particle having been finished, it should be passed out of the mill; but, instead of this, the finely comminuted material

ACCORDING to the records, Phelps Dodge made its original entry into the production of copper in the oldest copper mines of Arizona at Morenci in 1881. The ore body now being mined as the Morenci open-pit, as outlined by churn-drill holes, diamond-drill holes, and underground workings, is estimated to yield 230,000,000 tons of ore averaging 1.06 per cent copper. This development will add 2,500,000 tons of copper to the 900,000 tons already produced in the district. Some five years ago preliminary development of the ore body began, with big-scale production planned including the erection of a new treatment plant to be built near the mine. Inasmuch as the Morenci open-pit was an entirely new project this required the grading of roads, establishment of mining benches, construction of railroad grades, building of railroad tracks, erection of shops, as well as the purchase of the necessary equipment to satisfactorily and economically maintain the schedules of production forecast. Along with the preparation of the main ore body it was also desirable to mine and deliver to an experimental mill a relatively small daily tonnage of typical ore.

The possibility of oil and gas production in Alabama his been little considered as yet. Gas and some oil have been found in northwestern Alabama, near Birmingham, in the Pennsylvanian beds, but the oil and gas possibilities in the Cretaceous beds are not generally appreciated. The recent activity of oil companies in that State has attracted much attention, and in this paper the main structural and the general strati-graphic features are described. Four favorable areas are outlined. These contain folds of major interest. There are other favorable areas which have not been mapped-l Commercial pools discovered in this area would have the advantage of being near tidewater. Mobile, Ala., on the Gulf of Mexico, would be the logical site for refineries and shipping facilities. A pipe line could readily be laid to that city from the Hatchitigbee and the Jackson areas. The logical outlet for the Geneva and the Gordon areas would be Panama City, Ha., on the Gulf of Mexico. Topography The whole of the area under consideration lies in the Gulf coastal plain and slopes gently to the southwest and west. The elevations vary from 200 to 400 ft. (60 to 121 m.) above sea level. The streams have sunk their channels into this gently sloping plain, the main drainage flowing south or southwest into the Gulf of Mexico. Between the

WHEN I was in South Africa during the latter part of 1904, there were three known tin-fields, which may be called the Cape Town, the Bushveld and the Swaziland fields. THE. CAPE TOWN TIN-FIELD. This district is situated near Kuils river, 20 miles west of Cape Town, and 5 miles from Kuils River station on the Cape Town & Stellenbosch Railway. The deposits are in granite, intrusive in the Malmesbury beds, which are supposed to be of Silurian or Cambrian age. The granite, resisting denudation better than the surrounding shales,, has formed low-lying hills, the highest of which, the Bottlelary Berg, is 1,510 ft. above sea-level. , The rock consists of quartz, orthoclase feldspar and biotite mica; tourmaline is also present. The feldspar occurs in large crystals. The rock is generally decomposed on the surface, and the decomposition sometimes extends as deep as 100 ft. This formation-granite intrusive in Silurian shales-extends for many miles to the northeast, but so far as I know the Kuils River deposits are the only ones now known to occur in it, though probably further prospecting will reveal other deposits. This particular discovery was accidental;. alluvial tin being found in the course of boring for oil. The Kuils River Deposit. This comprises both lode and alluvial tin. The lode strikes N. and S., and dips about 30° E. into the hill. It is 5 ft. wide, and composed of dense white quartz, in which pinkish-gray cassiterite is distributed in large crystals. The vein also contains considerable quantities of wolfram. Fig. 1 is a rough plan of the relative positions of the lode and the alluvial deposit, the latter, as shown, following the course of a stream, while the lode crops out on the hillside

"Mining as an industry of Utah had its inception in the activities of United States soldiers who came to the Salt Lake valley under the command of Gen. P. E. Connor, founder of Fort Douglas, in October, 1862. Many of these soldiers were from California and naturally employed their spare time in the search for minerals. Although their military status did not permit them to make locations in their own names, they assiduously prospected the region in accordance with their own knowledge and with information conveyed to them by Indians and others. Their efforts were encouraged by their commander, who thereby fairly earned the title of father of the industry here, and by their other officers, and many discoveries that subsequently proved of great value were made by the soldiers.No systematic prospecting or mining had been done in the Territory previously, although early Mormon settlers in the southern portion had mined a little ore from time to time in order to provide supplies of lead for bullets. The Mormon leaders at that time did not encourage mining. They held that agriculture was more important and profitable for their followers.Coal was discovered and produced in 1850. Iron was discovered in 1850 and the first iron plant was in operation in 1852 in Iron County. The first non-ferrous metal production was in 1854, in Beaver County, when Isaac Grundy treated ore from the Rollins mine in what is said to have been the first lead furnace west of the Rocky Mountains. The first mineral location was the West Jordan claim in Bingham canyon, located September 17, 1863, now owned by the United States Smelting, Refining & Mining Co., and still productive. The first district organized in the state was the West Mountain (Bingham), December I 7, 1863. Other important districts of early organization are: Little Cottonwood, December 20, 1869; Big Cottonwood, July 11, 1870; American Fork, July 21, 1870; Uintah (Park City), July 8, 1871; Tintic, December 13, 1896; Ophir, August 6, 1870. The first silver-lead smelting was by J. W. Gibson at Stockton in 1866. Lieut. James Finnerty had previously erected two small trial furnaces there, but made no quantity production."

THE purpose of this paper is to start a discussion on: (1) methods of supporting the immediate roof, particularly of local areas of poor roof, during the mechanical loading of coal; (2) methods of increasing the rapidity of the movement of the mining faces so that, without the use of cribs, jacks, pack walls, and filling, there will be no danger to men, equipment,, and working places from the subsidence of the overlying strata. In the Pittsburgh district the application of mechanical loading devices in mines working in the Pittsburgh seam, has been retarded by the difficulties of holding and handling the draw slate. Normally the thickness of this slate averages about 8 in. but the hardness varies, and a cut of coal cannot always be loaded without placing posts or crossbars to support the slate. Locally, the slate may be thicker and special methods of support may be required. If crossbars are placed to hold the slate when the coal averages 5 ft. in thickness, the standard methods of transporting the coal cannot be followed, and the use of conveyors may be desirable. Very little information is available on the effect of increasing the rate of movement of advancing or retreating break lines or longwall faces. A few British publications have presented some data but all such data relate to longwall faces that have moved not more than 6 ft. a day. The most rapid rate of movement of longwall faces in Germany is 6 ft. per day. In the ordinary hand-loading mine in western Pennsylvania break lines on full retreat will move about 2 ft. per day. If loading machines are used under similar conditions the, rate of retreat may reach 4 ft. per day. In a mine where coal is loaded by hand on conveyors three shifts per day, the rate of retreat has ranged from 11 to 16 ft. per day, with an average of 13 ft. If mobile loading machines could be used to load on con-veyors on break lines, the rate of retreat should be increased substantially.

Coal was mined to a small extent near Tuscaloosa, in Alabama, and even carried by boats to Mobile, half a century since. Professor Porter, and later, Professor R. T. Brumby, occupied themselves with the geology of the region, and it attracted the attention of Sir Charles Lyell, who visited the region. It is, however, to the two reports of Professor Tuomey, geologist to the State, published in 1850 and 1858, that we owe our first clear notions of the geology of the Alabama coal-fields. His work has, since 1873, been continued by Professor Eugene A. Smith, of the University of Alabama, whose valuable reports, extending and completing the work of his predecessor, are indispensable guides to the geological inquirer in this region. Mention should also be made of the investigations of Mr. R. P. Roth well, who, after three years of studies in parts of the Alabama coal-fields, read before the American Institute of Mining Engineers, in October, 1873," a brief but important paper calling attention to the great deposits of coal and iron-ore found therein, and to their economic importance. Having myself, during the past year, had an opportunity of visiting parts of this region, I have thought that it might be well to bring before the Institute some facts and considerations as to its geological and geographical characteristics, and the value of its mineral resources. It is well known that the great Appalachian coal-basin, stretching southwestward through western Tennessee and the northwestern corner of Georgia, terminates in northern Alabama in what is called the Warrior coal-field, which there covers an area of about 5000 square miles. ALTHOUGH some mines have been completely mechanized, on the whole mechanical equipment has made slow progress in the coal fields. Coal mining is particularly well adapted to hand labor. The skillful hand miner can keep his working place safe under difficult roof conditions, remove impurities from the coal at the point of origin, and produce a maximum percentage of large-size coal, so as to command the highest price on the market. Hand mining has also the advantage of low capital investment per ton of production and moderate carrying charge when the mine is idle. Though animal haulage gave way to electric locomo-tives and hand cutting to mining machines, beyond these concessions most of the tonnage is still produced by manual labor. But factors over which producers have no control are speeding the change to mechanical mining. The additional investment in underground equipment and surface preparation plant must be offset by a great increase in tons per man-day, and to do this the employees should be able to utilize as much of their time as possible on production. In the installation of mechanical mining, the only change in method usually has been to add loading machines to a mine already developed for hand loading. Because of a lack of suitable equipment, few mobile loading machines have been installed in seams of coal less than 4 ft. thick; the mechanization in the thinner seams has been confined largely to shaking conveyors and hand loading onto chain conveyors. Mechanical mining requires an organization that is prepared to study its particular problem from production territory to market in recognition of the changed factors arising from the use of loading machines at the working face, and other causes, such as safety of men and property; high wage scale on hourly basis; concentrated working territory and rapid extraction from a given area; change in the percentage of sizes of coal produced and effect of this on average realization. There are also the coal-cleaning problem; increased capital investment, maintenance, obsolescence, and the relation of all these to the spread between realiza-tion and production cost. Single crystals of TIC doped with boron at high temperat~ires develop second-phase inclusions. The inclusions are in the form of lamellae lying parallel to {l 11 } planes of the Tic matrix and can be vevealed by etching [100] cleavage faces of the boron-doped Tic crystals. measurements of the critical resolved shear stress. t, of TIC crystals containing such inclusions showed that the ropid drop in t wilh increasing temperatu.ve found for pure Tic was greatly reduced. At 1600°C, the inclusion containing crystals had a value of t five limes that of pure Tic. The hardening effect also was found to inhibit hot pressing of TiC powders containing boron impurity. Thermochemical and crys-tallographic arguments suggest that the inclusions are TiB2. The boron content of the hardened carbide is a few tenths of 1 pct. TITANIUM carbide is noted for its high room-temperature hardness. However, measurements of the critical resolved shear stress, T, of single crystals of Tic at high temperatures have shown that t decreases exponentially with increasing temperature.' This temperature dependence of t is attributed to thermally activated dislocation mobility limited by a large Peierls stress.' In turn, this large Peierls stress is believed to be a consequence of strong co-valent and ionic binding in Tic. The rapid drop in 7 with increasing temperature, characteristic of pure Tic, is lessened by the introduction of second-phase inclusions. Exposure of Tic to boron at high temperatures produces such inclusions. A report of the influence of boron on t in Tic is presented, followed by a discussion of the nature and formation of boron-containing inclusions in Tic which are believed to be responsible for the hardening effect. I) CRITICAL RESOLVED SHEAR STRESS OF BORON-DOPED Tic CRYSTALS Tic single crystal boules grown by Union Carbide Corp., Linde Division, were doped with boron by placing them in a carbon crucible packed with boron powder and heating in a vacuum furnace to 2000°C for 1 hr. Samples 1 by 1 by 3 mm were cleaved from these doped boules. High-temperature compression tests' were made on these samples to determine the critical resolved shear stress as a function of temperature . The rapid drop in critical resolved shear stress found for pure Tic crystals' did not occur: tests indicated that the boron-doped crystals at 1600°C had values of T equal to those of pure Tic crystals heated to only 1100°C, Fig. 1. No difference in the shape of the individual stress-strain curves was produced by the boron doping, but the stress scale was multiplied by a large factor. The hardening effect of boron in Tic probably extends to temperatures lower than those used in the present work (1100°C minimum). At room temperature, however, the influence of boron is difficult to determine because the stress required for gross plastic flow in pure Tic is SO high that in practice fracture cccurs first. Microhardness is the only test that can give an indication of the yield stress in Tic at room temperature. such measurements were made5 on boron-doped Tic; the matrix had a hardness value

The Y-Al- C ternary phase diagram for the com -position range from 55 to 100 at. pct Y and for a temperature of 950°C has been constructed from metallographic and X-ray diffraction data. The significant features of the isothermal section which is presented are the small solubility of aluminum in the binary Y3C phase and the presence of a ternary carbide phase with a small homogeneity range around the composition Y3AlC. The similarity in structure and composition between these two carbide phases is discussed in the light of the misci-bility gap which exists between room temperature and 1300°C, which was the temperature range studied. THE occurrence and stability criteria of ternary T3BC, carbide phases having the L'12 structure and the general formula T3BCx have been discussed in detail by stadelmaier1 and more recently by the present authors., Stadelmaier found many representatives of these phases formed between the T metals Mn, Fe, Co, and Ni and the B metals Mg, Al, Zn, Ca, Ge, Cd, In, Sn, Hg, T1, and Pb. The present authors reported on a new series of iso-structural carbide phases formed between the T metals of the Sc group and the B metal, aluminum. These new phases are unique in that many of the Sc group elements form stable binary carbide phases which occur about the composition T3C and which crystallize with a structure similar to that of the T9BCx ternary carbide phases. Furthermore, these binary and ternary phases are found to coexist in equilibrium with each other. The similarity in structure and composition between, for example, Y3C and Y3AlC in the light of the mis-cibility gap which had been found to exist between these two phases indicated a need for a more thorough knowledge of the phase relations which occur in alloys based upon these compositions. Consequently, an investigation of the phase equilibria in the yttrium-rich portion of the Y-A1-C phase diagram was undertaken. The limiting Y-A1 binary diagram determined by Lundin and Klodt3 and the results of Spedding et al.4 governing the Y3C phase were used as guides in , constructing the diagram. EXPERIMENTAL Alloys weighing about 10 g were prepared by arc-melting powder compacts made from the various components on a water-cooled copper hearth using a tungsten electrode in a gettered argon atmosphere. Good homogeneity was obtained by melting the alloys three times. The purity of the yttrium used was 99.9 pct (0.07 pct rare earths). The purity of the aluminum and the carbon was 99.99 pct. The results of chemical analysis on five representative alloys showed that losses during the alloying process were predominantly carbon losses and that in no instance did the measured concentration of this component differ by more than 3 at. pct from the intended composition. For this reason the alloy compositions which are reported are those of the charges prepared for melting. Three alloys which were analyzed for copper, tungsten, nitrogen, and oxygen compositions showed that no contamination had occurred either during casting or during the subsequent annealing treatments. The primary use of a portable crusher, i.e., a crusher mounted on crawlers or tires, in the rock and mining industries is to reduce costs by permitting the substitution of conveyor belt haulage for truck or track haulage. The usual sequence of operations in surface mining is drilling, blasting, loading, haulage, and crushing. Haulage is normally accomplished by truck or track-mounted cars, the latter method being used for the longer distances. However, by using a portable crusher in the pit, the sequence of operations would be changed so that the crushing stage would occur before haulage (Fig. 1). Such a sequence would permit the use of conveyors to replace the more expensive truck or track haulage methods. Since most quarry and open pit operations normally require a crushing stage, the only additional costs incurred will be due to the investment required to purchase or construct a mobile arrangement for a crusher. But this factor has to be weighed against the advantages to be gained by conveyor haulage. As shown in Fig. 2, transportation of material by belt conveyor over short distances is less ex- pensive than by truck. The inclination of the belt has no effect on belt speed; consequently, the hourly tonnage moved remains the same. Conversely, the output rate of trucks as expressed in tons or ton- miles per shift decreases proportionally to the haulage speed, which is considerably slowed by the steepness of the road (Fig. 3a). Although maximum possible grades and maximum economic grades of haulage are greater for a belt than for a truck (over the same total lift), the longer haulage distances favor the use of trucks.

Chairman, MRS. JESSE SCOBEY The Foreign War Relief Committee closed its dispensary fund during the past month with a contribution to the American Fund for French Wounded of $1720.51, balance on hand, principal and interest, as a gift from the New York Section of the Woman's Auxiliary for pressing emergency dispensary work in France. The American Fund for French Wounded was authorized to cable this sun at once, in consideration of the fact that their existing dispensaries, including the one established by the New York Section at Briey, were in excellent condition, while their mobile dispensary fund was confronted by the most urgent need for work among the refugees now returning in pitiable condition and in great numbers to certain distressing centers. The committee sewing at Fund headquarters every week has had seven working days, with an enrollment of twenty: The average attendance was ten; largest attendance for any one day, thirteen; smallest attendance, eight. Interest in this activity is growing steadily and it is the intention of the committee to push the work vigorously for the next few weeks.

Introduction Chemical and mineralogical constitution play a very important role in the processing of ores because they dictate the method, either physical or chemical, for extracting the mineral or metal. Similarly, the mineralogical nature of the ore, especially the grain size of the valuable minerals, is very important in its processing. The fineness of the grain may be such that physical separation pro- cesses may be eliminated in preference to chemical techniques. In the past, very little attention has been devoted to the geo- logical and mineralogical occurrences which may be potential sources of ores by both the geologist and mineral processing engineer. On the one hand, geologists have devoted less attention to lower grade, complex mineral deposits, and, therefore, may have inadvertently curtailed an exploration 2rogra.m. On the other hand, the metal- lurgists have neglected to study in detail the geological environ- ments and mineralization of potential ores with the view of deter- mining the critical parameter that could assist in economically processing complex submarginal deposits. In the final analysis, a chemical processing technique converts the valuable metals to a mobile state under conditions similar to those which deposited originally in the host rock. The relationship between ore-genesis and chemical processing is close when the process of mineral or metal deposition in a particular ore deposit is understood--putting the metal in solution by reversing the process of deposition is re- latively easy. For this reason, some researchers and educators have been stressing the importance of ore-genesis, geochemistry, mineral equilibria, and ionic equilibria in studying and explaining the

The economics of pressure tunnel design emphasize the utmost utilization of the least expensive pressure-resisting material available, namely, the rock surrounding the tunnel. A major difficulty in the design is the problem of transferring internal hydraulic pressure to the rock through a tunnel lining or membrane provided to maintain watertight conditions. The lining is necessary not only to prevent water loss, but to prevent the diffusion of water at high pressure through joints and fractures beyond the confines of the tunnel, an occurrence which could ultimately affect the stability of the rock mass through which the tunnel passes. Because of its toughness and ability to bridge localized areas of weakness, steel is used for a lining material whenever high internal pressures are involved. The steel lining is coupled to the surrounding rock mass through an annular ring of concrete backfill. It is paradoxical that the steel lining, needed primarily to assure water tightness, must of necessity be incorporated into the structure as a major pressure-resisting component, not to augment the bearing capacity of the concrete and rock, but to limit the strain for the safety and preservation of the steel lining itself. With the deformation modulus of the steel so much greater than that of the rock, the liner approaches its yield strength before the load capacity of the rock can be fully mobilized. OF all the metals that have from time to time been called the "Wonder Metal," mercury, often called quicksilver, is probably the most deserving of this designation. A wonder metal it must have been to those workers of an earlier day who named it after that Latin god of commerce and gain, characterized as the fleet messenger of the gods and the conductor of souls to the lower world. The word mercury has been used to indicate a carrier of tidings, a bearer of news, a nimble or clever person, a hawker, and a skillful thief. All of these attributes, and more, are recognizable in this metal, the technical terminology of which is "Hydragyrum," meaning water-silver, and from which the chemical symbol "Hg" is derived. Fickle in its occurrence in nature, simple in its metallurgy, illusive in captivity, it serves man in life or death, in war or peace, in commerce, science and arts, in mining, agriculture, and forestry with a versatility found in no other element.

Fire-brick hot-blast stoves have been the subject of frequent discussions at the meetings of the Institute; and although it is my object to elucidate some of the points in connection with this subject, I will not go into the specific features of all types, but more especially call attention to a new type recently designed by Mr. Fred. W. Gordon. As the economical production of a ton of pig-iron is a more essential feature than a large output, much depends, where fuel cannot be obtained cheaply, upon suitable apparatus whereby high temperatures can be maintained. Where iron-pipe stoves have been employed, the fuel-consumption reached one and a half pounds of fuel, and, when a larger output was desired, often two pounds, to the pound of iron produced. The temperature attained rarely exceeded 900' F., and that at the expense of frequent renewals of the pipes, which was not inconsiderable. The fire-brick hot-blast stoves of the past five or six years have clearly demonstrated their superiority over the old system. Of the accompanying drawings, Fig. 3 illustrates a four-pass regen-
