This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

A brief outline covering the shovels and draglines in use in the open-pit mines of Western Canada, including British Columbia, Alberta and the Yukon, is given, followed by the procedure for the selection of the correct wire rope for each application. Such fa ctors as wire rope constructions, lay directions and types of cores are mentioned. Once the correct wire rope has been selected, there are variousfactors that can affect the service fife ofthe rope and the reduction ofdown-time during rope change-overs. Factors such as hairpin winding, types of Becket loops, and shovel drum and bail adaptors are described.

In August 2004, the long-awaited National Harbor project in the DC metro area sprang to life with the design of Gaylord National Resort and Convention Center. When the project was in its final stages of construction in 2007, it was noted as largest building development of the east Coast and the 4th largest Building project in the U.S. The final construction costs were above $900M and it served as the catalyst for the overall National Harbor development which added another $1B in construction costs over the next few years. The Gaylord Hotel is supported by approximately 150,000 linear-feet of driven precast concrete piling, one of a handful of major DC area projects in the early 2000s that were supported by this pile type. The project overall was a success, but the fast-paced construction schedule created significant challenges to the designers and contractors. Piling installation was the first major building construction task, and it did not start out well. While the test piles were installed without damage, when production pile driving began in the summer of 2005, pile head and body breakage soon became evident. Typical of most highprofile projects, there are many stakeholders involved and an equal number of opinions on why the piles were breaking. The financial and contractual implications of starting the project off awkwardly were evident to all. The pile driving criteria was scrutinized by the contractor, and the engineer’s had reservations about the size and type of the hammers used for pile driving. Ultimately, it was proven the leading cause of pile breakage was neither the pile driving criteria nor equipment, rather the pile materials themselves. The author of this paper is also the Geotechnical Engineer of Record for Gaylord National and many of the adjacent National Harbor buildings including the recently completed MGM casino. About 100 piles were damaged during Gaylord’s construction some requiring multiple piles for replacements. Over the past decade or so, rumors on the causes of the pile breakage have spread in the market, with some alleging this pile type is not compatible with the geologic setting. I have purposely avoided writing this case-study due to the controversy surrounding the subject, but now some 15 years later it seems appropriate to do so considering DFI’s annual conference location. This will be a fact-based assessment of pile breakage at Gaylord and will also include a comparison to the neighboring buildings where far fewer driven piles were damaged, once a more appropriate concrete mix design was required. The basic ingredients of success required to remain competitive and still produce a quality product are creative design based on experience and sound engineering principles, plus practical aspects of constructibility. The three case histories describe creative design/construct approaches that benefited all parties. 1. Introduction The increasing demand placed on specialty contractors to provide cost effective buildable solutions to complex construction problems compels us in the industry to be highly innovative. The practice of geotechnical engineering is considered more of an "art" than perhaps the other disciplines within civil engineering largely because of the basic nature and variability of soil and rock. The geotechnical design engineer must have the knowledge of the components of his design and know the limitations of his equipment and labor force. Thus, for the design/build specialty contractor the potential for creation of unusual solutions to difficult problems is quite high.

Pavai-and TeampT JV started working on the project T49A, Sumbar J & K State as part of slope and earth stabilization for ongoing Banihal - Katra Railway Connection Project. This project has several tunnels and bridges with slopes that are protected with various types of protection system such rock bolting, rock anchors, and micro piles. For the main two bridges Bring number 2 and 3 at T49 A location Pavai - TeampT JV has to design and execute the circular group of micro piles (Fig.1) for deep excavation of earth for the purpose of construction of well foundations (CAISSON FOUNDATIONS) for both bridge 2 and 3 piers. In this paper we discuss about the purpose, basic design, detailed design approaches and actual work implementation of micro pile with composite rock bolt applications and permanent rock anchors for slope stabilization works in this project.

This report, 27th in a continuing series1, describes Bureau of Mines research and technologic work on coal and related investigations during 1962. While the brief discussion in each section of the report presents only the highlights of Bureau work during the year, details of many investigations can be found in publications cited in this text. Other work, reported here for the first time, will be covered in greater detail in later publications. Recent trends in coal research and technology both at home and abroad were reviewed in several publications2. Bureau research, as in the past3, continued to stress improved methods of mining, preparing, processing, and using coal. The program included a wide variety of applied and basic studies for developing information useful to the coal mining industry and the coal consumer while promoting wise conservation and utilization of our coal resources.

Renovation, rehabilitation, restoration and expansion of existing residential, retail, commercial, hospital facilities and historic structures requires assessment and evaluation of foundation systems of various ages. The concept of demolition and reconstruction in urban areas is often more challenging, costly, and even prohibitive in some cases due to historic regulations. The authors have been involved with numerous projects related to existing foundation assessment and retrofit, including: hotel and hospital expansions, historic Art-Deco hotel renovations and expansions, garage structure expansions, additions to prominent auction houses, casinos, printing facilities; high-rise structure foundation retrofitting; forensic evaluations of existing building and highway structure foundation systems, and marine bulkhead sheeting systems. The use of non-destructive testing techniques, high-strain dynamic load testing, full scale pile cap load testing and 3-D laser scanning technology has proved to be vital in the assessment and evaluation process, as well as design of foundation retrofit alternatives. This paper presents various methods and techniques to facilitate a phased approach for optimization of existing foundations and subsequent re-use of foundation systems. These methods and techniques are illustrated through the author?s experience and selected case histories from projects with varied foundation and geologic conditions.

The Thirlmere aqueduct was constructed over 110 years ago to provide water from the Lake District (in the north-west of England) to the city of Manchester some 60 miles (100 km) away. The aqueduct remains, to this day, a key piece of infrastructure in the distribution of raw water in the north-west of England. A short section of the aqueduct was identified as being in poor condition during routine inspections by the owner. Subsequent investigations attributed the conduit damage to the movement of unstable ground over the conduit. Bachy Soletanche Ltd was subsequently appointed to carry out the design and construction of the slope stabilisation works and to undertake repairs inside the damaged conduit. The works were undertaken on an existing slope which, in places stands at a gradient of up to 40º to the horizontal. Strict limitations on plant and equipment were imposed by the client (United Utilities) to ensure that slope and conduit loading and associated vibrations were kept to an absolute minimum during construction. An intensive instrumentation system was installed to monitor surface movements, ground movements at depth, conduit movement and strains across existing planes of weaknesses within the conduit. The solution comprised the installation of spaced piles up-slope and down-slope of the conduit. Restrictions were imposed on the minimum stand-off distance between the outside face of the conduit and the piling works so targeted permeation grouting was undertaken to improve the ?connection? between the conduit and the down-slope piles. The presence of existing sub conduit groundwater flows was suspected and the permeation grouting was focused in areas to minimize disruption to the groundwater regime. The paper presents the basis of the design and highlights the combined construction and instrumentation methods adopted to minimise damage to this valuable asset.

Current climate change projections suggest both an increase in the intensity of significant rainfall events and an increase in the variability of rainfall in some regions of Australia. It is necessary for mine site owners and operators to understand the effects that this potential shift in climate may have on their operations. The ability to maintain compliance with discharge regulations and operational security for those sites that rely on surface water run-off harvesting may be negatively impacted if some current climate change projections are realised. Although current regulations require the preparation of water management plans, these are generally developed using historical climate records for the site in question and as such do not give any indication of a siteÆs resilience to the influences of climate change.This study compares design and operational considerations for a case study mine site using historical rainfall records and modified records representing climate change projections. The future climate models are invariably broad scale and are limited in their capacity to be downscaled to a reasonable resolution for developing a site water balance. Instead the local historical data set has been modified to concentrate precipitation to peak periods and propagated through the model. The study looks at the siteÆs response to the potential changes in climate.It is shown that if current climate change projections are realised, this will have a significant effect on both the necessary size of designed surface water infrastructure and operational considerations on-site. A discussion is presented on the potential risks that climate change presents to mine sites and the range of options that could be considered to mitigate these risks. Depending on a number of factors, including location and risk profile of the owner/operator, resilience to climate change can be addressed as either a capital or operational expenditure (CAPEX/OPEX).CITATION:Craven, A, Hawker, S and Gibbs, M, 2013. Six companies mined fire clay in Missouri and Ohio during 2004. Production, based on a preliminary survey of the fire clay industry, was estimated to be 398 kt(438,700 st), valued at $9.81 million. This was slightly less than the production and value figures from 2003. Missouri was the leading producer state. It accounted for more than 70 percent of the U.S. production. Consumption Domestic producers sold or used fire clay primarily for refractory applications. This application accounted for 79 percent of the market. Refractory products made using fire clay include firebrick and block, grogs, high-alumina brick and specialties, refractory mortars and mixes, and saggers.

There are three researches upon the specific heat of water vapor by the method of explosion that are sufficiently advanced in technique and suitable in plan to justify careful study of their results , with the double purpose of fixing the best available experimental values and indicating the attainable accuracy of the method. These three researches comprise the work of Pier , Bjerrum , and Siegel.5 The work of earlier date than Pier's suffers from obvious inaccuracy of measurement , while the experiments more recent than Siegel's , such as those of Womersley6 , of Bone and his collaborators , and of Maxwell and Wheeler , 8 are for the most part not well designed for the accurate determination of the heat capacities in question . Some of the errors to which they are especially subject have been discussed by David and by David and Thorp.

"The recovery of gold by gravity from grinding circuits differs from virtually all other gravity recovery approaches in that stage (or unit) recoveries are low, typically 1 to 5%, but overall recoveries are generally in the 25 to 60% range, because individual gold particles are presented many times to the primary recovery unit. Full-scale recovery is difficult to predict from benchscale tests. Further, maximizing metallurgical recovery is generally not the primary objective, because of the more efficient downstream recovery circuit (flotation or cyanidation). In this paper, a new concept, the gravity recovery effort, is presented to assist in the design and optimization of gold gravity circuits. It is defined as the product of the circulating load treated by the primary gravity unit, the recovery of this unit, and the gold room recovery. Predicted gold recovery is linked to the recovery effort, the size distribution of gravity recoverable gold (GRG), the dimensionless retention time in the mill and the partition curve of GRG. A case study of economic optimization of the gravity recovery effort is presented. INTRODUCTIONPredicting gold gravity recovery from grinding circuits has always been a hit-and-miss exercise. The problem can be traced to the highly variable gravity recoverable gold (GRG) content of ores, high GRG circulating load, fraction of the circulating load treated, and performance of primary gravity recovery and gold room. THE dimensions and shapes of mine structures may at present be determined by (1) field experience, (2) structural calculations, and (3) barodynamic tests.§ None of these, however, provide information as to the stresses, their direction and distribution in a mine structure. For the design of pillars, the placing of openings relative to working places such as gangways, haulage levels, etc., this information is desirable. Photoelastic methods provide this and, while relatively new, their appli-cation in all engineering fields is assuming increasing importance. This paper, therefore, will present the method with a few applications to mining, and with sufficient reference for further study by the reader. PART I THE PHOTOELASTIC METHOD The photoelastic method of stress measurement determines the stress distribution in a two-dimensional model by optical means. It makes use of the fact that when a piece of isotropic transparent material, such as glass, celluloid, or Bakelite, is stressed and viewed in polarized** light a picture is seen which indicates by its color bands of light, or fringes, the magnitude of the stresses, their direction and their distribution.

"Upon successful commissioning of the Stage Grinding Project (Cormier et. al., 2002), process improvements predicted through pilot plant testing were obtained in several flotation circuits, resulting in higher grades and recoveries for zinc and lead concentrates. Subsequent to establishing new baseline operating conditions from the Stage Grind Project implementation, additional opportunities were identified, and through the application of Six Sigma methodologies further gains were made. Six Sigma improvement projects were carried out in the copper-lead, zinc, lead upgrading and bulk flotation circuits. The overall performance increase resulting from incremental improvement projects has been substantial.Most remarkably, given the operational maturity up to the late 1980’s, the Brunswick concentrator team has continued to deliver a steady stream of major improvements over the past fifteen years. While senior managers and their programs have changed several times, there have been some critical constants over the long run. Common elements have been a commitment to team work, a commitment to recruit and maintain technical personnel, a structured business improvement framework supported organizationally by senior management, and focus on a few priority initiatives rather than trying to fix everything at once.The paper briefly discusses the longer term setting and then endeavors to illustrate, with examples, how improvements are presently achieved by applying the Six Sigma quality program.INTRODUCTIONThe Noranda Inc. Brunswick Mine, located near Bathurst, New Brunswick, is one of the world’s larger lead/zinc mines. Milling of ore began in 1964 from the No. 12 orebody, with an expansion in 1966 to accommodate ore from the No. 6 mine. In excess of 100 million tonnes have been milled to date. The concentrator employs differential flotation to produce lead, zinc, copper, and lead/zinc bulk concentrates. The ore is massive sulphide, with approximately 20% valuable minerals, 60% pyrite and 20% silicates."

"The Three Bluffs gold deposit is located in the Committee Bay greenstone belt, which forms part of the Rae domain of the western Churchill province, Nunavut, Canada. Gold mineralization is hosted by iron formation of the Neoarchean volcanosedimentary Prince Albert Group, and is associated with silicification (quartz veining) and sulfidation of magnetite and other Fe-rich minerals. Conventional U-Pb zircon dating of a conformable dacite unit within the volcanosedimentary host-rock sequence and a crosscutting diorite intrusion confirm a ~2.7 Ga age for deposition of the supracrustal package. U-Pb monazite dates and Pb isotopic analyses of sulfides were obtained by laser ablation-multicollector-inductively coupled plasma-mass spectrometry (LA-MC-ICP-MS). A subset of U-Pb monazite (1813.8 ± 8.7 Ma) and Re-Os arsenopyrite (1822 ± 21 Ma) dates, combined with a Pb-Pb secondary errorchron age for pyrite and arsenopyrite (1829 ± 77 Ma), suggest that gold mineralization associated with sulfidation of the iron formation occurred at ~1815 Ma, prior to high-grade (upper amphibolite facies) tectonometamorphism in the Three Bluffs area (D2TB/(M2TB). An ~1815 Ma age for deposit formation is broadly consistent with evidence from elsewhere in the western Churchill province and to the southwest in Manitoba and Saskatchewan for a late Trans-Hudson (1.9-1.8 Ga) gold mineralizing event. The majority of U-Pb monazite ages form a second population at 1780.6 ± 4.2 Ma, similar to the age of the majority of Re-Os arsenopyrite analyses (1763 ± 11 Ma). These dates are thought to reflect the timing of peak M2TB metamorphism. 40Ar/39Ar dating of amphibole, biotite, and muscovite yielded plateau ages ranging from 1723.8 ± 9.0 Ma to 1710 ± 17 Ma, which are interpreted to record the timing of postpeak metamorphic cooling to below the respective closure temperatures for Ar diffusion in these minerals. On Aug. 31, 2006, Tropical Storm Ernesto hit the city of Richmond, VA. The Battery Park area was hit particularly hard, as flooding forced an evacuation of the area. A large sinkhole collapsed a sewer line in the Battery Park area, blocking the pipe and causing more serious flooding. This article describes the fast track design, bidding and construction of an emergency tunnel to bypass the collapsed sewer. Innovative value engineering, tunneling and shaft-sinking methods and final lining design all contributed to the success of this project. The storm inundated Richmond, VA with up to 305 mm (12 in.) of rain that, in some areas, caused widespread flooding and damage. One of the hardest hit areas of Richmond was Battery Park. A major trunk sewer in the Battery Park area collapsed and caused local combined sewer and stormwater flooding. The collapsed sewer was a 2.4-m x 76-mm (8-ft- x 3-in.-) wide by 2.7-m- x 152-mm- (9-ft- x 6 in.-) high arch sewer that was constructed in the 1920s and later filled over with municipal solid waste and a soil fill cap to cur-rent elevations. A sinkhole was created in the area of collapse approximately 18 m (60 ft ) deep and 31 m (100 ft) in diameter. This caused the existing arch sewer to become blocked. As a result of this blockage, contaminated floodwaters reached depths in low-lying areas in excess of 8 m (25 ft).

The Sunnyside single-entry project pioneered the use of single entries for longwall development in this country. During the 10-year course of the project, an immense amount of information was gathered. Over three miles of entries were observed primarily through instrument groupings placed in strategically located areas or "rooms." Nearly 1,200 instruments were monitored to gain information on the behavior of coal entries during development stages and through the mining of two longwall panels. This was one of the most extensively documented projects undertaken by the Bureau, The data gathered has a great potential for scientific research especially in the area of longwall mining. This Bureau of Mines report presents the ground control data gathered, in the form of computerized plots. Roof-to-floor deformation and load on cribs and roof bolts make up the bulk of the data, which is presented as load or deformation versus time. The plots are organized, generally, by the three main entries involved and, specifically, by the individual areas or rooms in those entries. No major attempt will be made, in this paper, to analyze the data other than to identify its source arid its history.

Theoretical flotation models suggest that there is a positive relationship between bubble-particle collision rates and turbulent kinetic energy dissipation. Fine particle flotation performance is generally enhanced by increased collision frequency and hence higher energy dissipation. Contrarily, increased turbulence in the rotor-stator region is related to higher detachment frequency of the coarser size range. Therefore, the optimal modes of recovery for the ?fine? and ?coarse? size classes appear to be diametrically opposed. Industrial applications have previously confirmed that applying greater power to flotation slurries yields significant improvements in fine particle recovery. However, recovery of the coarser size class favours a different flotation environment. An improvement in the flotation kinetics of the fine and coarse size classes, provided there is no adverse metallurgical influence on the intermediate size ranges, is obviously beneficial to the overall recovery response. Managing the local turbulent kinetic energy dissipation, and hence the power imparted to the slurry, offers the benefit of targeting the particle size ranges exhibiting slower kinetics. FLSmidth recently introduced the practical implementation of this concept. In principle, it decouples flotation regimes where fine and coarse particles exhibit preferentially recovery. In the case of naturally aspirated machines (Wemco®), it is referred to as Hybrid Energy Flotation? and incorporates at least three phases: ? Standard flotation machines (standard energy input, rotor speed (r/min), rotor size/type) at the beginning of the row, where flotation is typically froth-phase limited and operational and set-up parameters have a limited influence on the recovery ? Higher-powered flotation machines (high rotor speed, high-power rotor size/type) at the end of the row to improve fine particle recovery ? Lower-powered flotation machines (low rotor speed, low power rotor size/type) to enhance coarse particle recovery. A CFD-based flotation model is used to highlight the effect of turbulent dissipation energy on attachment and detachment rates. Preferential collection zones for ?fine? and ?coarse? particles are predicted for both forced-air and naturally aspirated machines. The greater predominance of UG2 ore types, coupled with the skewed feed distribution of platinum group metals (PGMs) to the finer size fractions, suggests that PGM flotation circuits are not designed for optimal recovery across the size distribution. The application of the hybrid energy concept to PGM flotation offers a possible shift towards a more efficient flotation circuit solution through a managed distribution of energy.

Over the past seven years a large database of coal self-heating rates under adiabatic conditions has been developed at The University of Queensland. Coals have been tested from Australia (Queensland and New South Wales), New Zealand (North and South Island), Indonesia and more recently the United States. As a result of this work, definitive relationships and trends have been established for the effects of various intrinsic coal properties on self-heating rates and anomalous coals have also been identified. Previously held views on the effects of coal rank, type and inorganic constituents are examined in this paper. Many of the published relationships do not hold true in terms of coal self-heating rates. A propensity rating scheme has also been developed which is routinely used in Australia for assessing coals and identifying appropriate mining analogues for spontaneous combustion management planning. A selection of examples will be presented in the paper, which shows the significance of this assessment strategy.
