This paper explains the politics of mine nationalization in contemporary South Africa. Nationalization and privatization typically occur in the oil, mineral resources, and state utilities sectors, and they tend to follow one another in a long-term cyclical pattern. The paper explains why the current international environment has encouraged demands for nationalization and other forms of ?resource nationalism? in the South African minerals sector. It goes on to describe how the resurgence of resource nationalism has been influenced by internal factional politics in the African National Congress. It concludes that nationalization is unlikely to be the outcome of current policy deliberations within the ANC.

EARLY workers in the field have established that the diffusion of nitrogen follows normal diffusion laws. Concentration-penetration data from layer analyses of reasonably pure iron specimens nitrided in an atmosphere of CO-NH, are given in the literature,' and were utilized to calculate diffusion constants for nitrogen. The diffusion of nitrogen in y-iron may be represented approximately by the equation D - 1.07x10-' e-:".'m'"'r The diflusion coefficients, D, given by this relation represent mean values, since carburization occurred simultaneously with nitriding. The rate of diffusion in a-iron has been determined from calculations based on data obtained by measuring the internal friction of samples at each of several frequencies and temperatures.' The expression for the diffusion of nitrogen in a-iron derived from these experiments is D= 1.4x10-1 e-it tudent Increasing carbon content decreases the diffusion of nitrogen in a-iron.3 Oxygen, either dissolved or combined, has been shown' to exert a marked influence on the diffusion of nitrogen from a nitriding atmosphere. D values increase rapidly with increasing amount of dissolved oxide in the metal, but diffusion is completely inhibited if preliminary oxidation has produced the slightest trace of iron oxide on the surface. Diffusion coefficients have also been calculated from permeability and solubility data,' but these values are of questionable accuracy since the boundary conditions assumed may not actually exist. Experimental Method The method selected for determining the diffusion coefficient of nitrogen in a-iron in the present investigation was the so-called fractional saturation method. This method consists of heating the specimen in an atmosphere of H2-NH8 mixtures of known composition for a predetermined time. Following this treatment, the specimen is analyzed for nitrogen; and the diffusion coefficient is calculated from a known relationship of the fractional saturation, time of diffusion, and dimensions of the specimen. This relation is based on a solution of Fick's second law and assumes that the surface of the specimen immediately reaches a given concentration which remains constant during the diffusion anneal. Tabular solutions are available4-5 and provide the relationship between fractional saturation and the quantity \/Dt /a, where D is the diffusion coefficient in cm2 per sec, t is the time of the diffusion anneal in seconds, and a, in the present experiments, is the half-thickness of the slab specimen in cm. The method is adequately discussed elsewhere.9-10 Material The material for this study consisted of 3/32 in. thick (0.24 cm) carbonyl iron plate. The major impurities in this iron are oxygen and carbon, which are readily removed by long time high temperature treatment in an atmosphere of purified hydrogen. In order to reduce the diffusion anneal time for saturation runs, some of this material was rolled to a thickness of 0.015 in. (0.038 cm) prior to the hydrogen treatment. "This paper presents results of a study undertaken to determinethe feasibility of mining plains overburdens with bucket wheel excavators. Based on extensive geotechnical testing of overburdens under study, the relations between material geotechnical properties and its cuttability were defined. The properties with the highest correlations to the cuttability werethen used to develop the material diggability classification. This classification may be used for identification of overburdens and coals mineable by bucket wheel excavators.IntroductionLow cost of mining and high productivity can be achieved when mining unconsolidated soils and soft rocks with bucket wheel excavators. As a result this mining equipment will likely be introduced into plains coal mines. At present there are plans to use a bucketwheel excavator (BWE) in at least one mine by the end of this decade. Unfortunately, the performance of a BWE deteriorates rapidly with the increasing strength of mined material. To avoid costly misapplication, material diggability must be defined in advance of an application (i.e. the force required at the cutting edges of BWE buckets must be quantified). Correct definition of material diggability permits reliable selection of a BWE, or may indicate unsuitability of this equipment for a particular application.The reported studyu i was undertaken to investigate the diggability of typical prairie overburdens and thus provide a guidance for likely future applications of bucketwheel equipment. Investigations concentrated on the parts of overburden most likely to create problems for a BWE mining. These are defined in Table 1. At present, thin layers of the two investigated materials (samples K and L) are mined by a BWE in an oil sand mine, after being loosened by blasting."

Montana consists of an Archean crystalline basement overlain by Proterozoic through Cenozoic sedimentary rocks. Igneous rocks range in age from Archean to Pleistocene; the most voluminous magmatism and volcanism occurred during the Late Cretaceous and early Tertiary. The state can be divided into three tectonic provinces whose deformational styles are a function of different bedrock responses to Late Cretaceous-early Eocene compressional tectonism. Several long-lived structural zones have been periodically reactivated since the Precambrian, and were the sites of recurrent magmatism. Regional gold distributions are strongly influenced by the tectonic provinces and structural zones. Lode gold systems in Montana occur in diverse geologic settings resulting from a complex interaction between structure, magmatism, and sedimentary depositional processes. Reserves or resources are known for 19 significant lode gold systems, and additional unannounced discoveries have been made recently. Mineralization ranges in age from Archean to Tertiary. The influence of long-lived structures is apparent at both the regional and deposit scale, and in some cases multiple mineralizing events have been superimposed upon one another. Most Montana gold systems have a direct spatial and genetic association with Late Cretaceous through Oligocene igneous rocks. However, the importance of sedimentary rocks and associated depositional processes should not be underestimated.

The corrosion properties of the skin and the bulk of semi-solid processed and high pressure die cast AZ91 alloy were studied in 5% NaCI solution by (a) analysing the corrosion morphology, (b) measuring electrochemical polarization curves, (c) performing electrochemical impedance spectroscopic measurements, and (d) immersion tests at constant pH-values. Using XRD, LM, SEM and EDX to evaluate the microstructure of skin and bulk specimens, the corrosion results were related to the microstructures of the particular alloys. However, microstructure and corrosion performance were found to be similar for both production processes, and only slight but distinct differences were found. Generally, the skin corrosion properties are inferior to those of the bulk, with the exception of the high pressure die cast AZ91 alloy, where the finer microstructure of the skin layer exhibits a better performance as showed by impedance studies and confirmed in long term immersion tests.

In November, 1975, Aberdare North colliery was sealed at the surface to extinguish an open fire underground.The fire had developed from a spontaneous heating in one of the open goaf areas of the mine.The mine was re-entered with normal ventilation methods following the isolation of the working district containing the fire. The isolation was accomplished by remotely sealing the open roadways with lly ash emplaced through boreholes from the surface. A subsequent re-entry operation similarly closed the roadways close to the fire and enabled the re-opening of the sealed district.Most of the mine and the underground equipment was recovered after clearing of numerous falls and production recommenced on 25th October, 1976.

Modern production equipment has been designed with greater productive capacity and higher reliability to meet the rigorous operating demands of the mining industry. These improvements have also made the equipment more complex and challenging to maintain. Whether these equipment enhancements contribute to more effective mining operations depends on the overall quality of maintenance. Maintenance is not a stand-alone activity. Although its quality depends primarily on maintenance, cooperation and support from other departments, coupled with the skillful guidance of mining managers, greatly influence maintenance success. Therefore, maintenance risk management must look beyond maintenance itself. Successful maintenance risk management begins with an assessment of the maintenance-related interactions of all mining departments within the mine’s stated operating strategy.

Abrasivity and wear resistance are not intrinsic properties of materials, but rather parameters describing the interaction between the wear part and the material exerting the wearing action. Moreover, wear or, at least, that part of the wear which is due to the cumulative effect of minute scratches, is linked to the hardness disparity concept. Abrasivity, in this context, is a relative concept, pertaining to a metal-rock pair, rather than to a rock. Based on this assumption, a methodology has been developed and checked against actual cases, enabling description of the abrasiveness of a rock or the abrasion resistance of a metal through the ratio of comparable quantitative indicators. The paper describes the methods and provides examples of applications to practical cases (namely: rock cutting, excavation by means of tunnel boring machines (TBMs), rock crushing, and hydro-mill cutting).

The creep behavior of Nb(Cb), Ta, Mo, and W was determined under conditions of constant atomic dif-fzisivity, constant stress to elastic modulus ratio, and nearly equivalent grain size, and the steady-state creep rates obtained from these tests were correlated with calculated stacking fault energies for the metals. These results, in conjunction with similar data for several fccMetals,13 suggest that stacking fault energy may influence the creep strength ofbcc metals. The interrelationship between steady-state creep rate, subgrain size, and stacking fault energy was examined. It was found that the subgrain size for a given creep stress, increased as stacking fault energy increased, but that this relationship did not cormpletely account for the effect of stacking fault energy on creep rate. The crystallography and energetics of stacking fault formation in bcc metals has been discussed by a num-ber of authors,1-5 and impurity stabilized stacking faults on (112) planes have been observed in Nb,6,7 w,8,9 Fe,] and V" by transmission electron microscopy. However, a crucial question is whether or not stack-ing faults influence the mechanical strength of bcc metals. Potentially, stacking faults could increase strength by reducing the mobility of the partial dis-locations bounding the fault, by acting as barriers to slip dislocations, and by retarding the climb of dislo-cations during high-temperature deformation. The objective of this study was to seek a correlation be-tween creep strength and stacking fault energy for several bcc metals; namely, Nb, Ta, Mo, and W. IMD nificantly affects the creep resistance of fcc metals is stacking fault energy, and creep rate has been shown to vary directly with stacking fault energy to the 3.5 power." In the latter investigation, four fcc metals of widely different stacking fault energies (Ag, Cu, Ni, and Al) were creep tested at a constant stress to modulus ratio of 1.21 x 10-4, at a constant diffusivity of 2.7 x 10-12 sq cm per sec, and at nearly equivalent grain sizes of about 0.7 mm. The creep data were then correlated with stacking fault energies. In the present study, a similar procedure was followed. All materials used in this work were consolidated by powder metallurgy techniques. Impurity contents in the as-received materials are listed in Table I. Chemical analyses showed that no measurable contamination of the test specimens occurred during pretest annealing treatments or creep testing. Specimens with a gage section 0.75 by 0.125 by 0.050 in. were creep tested in tension in a vacuum of less than 10-9 torr. Deformation at temperature was measured by tracking fiducial marks on the gage section of the specimen with an optical comparator. The Deep Ore Zone (DOZ) is a block cave mining operation exploiting a diluted reserve of 131 million tonnes grading 1.06 per cent copper and 0.81 g/t gold in the lower portion of the Ertsberg East Skarn System (EESS). The EESS is a calcium-magnesium silicate skarn containing in excess of 250 million tonnes of copper-gold ore, located in the Ertsberg Mining District on the crest of the Jawawijaya mountain range in the highlands of Irian Jaya, Indonesia. The EESS was discovered in 1968 where it cropped out at an elevation of 4050 metres above sea level. The Ertsberg Mining District is underlain by siliclastic carbonate and siltstone formations of Jurassic to Tertiary age. The sediments have been folded and are cut by major bedding subparallel and crosscutting structures. Intrusion of a series of igneous bodies post-dates folding and faulting. These I-type intrusions are the source for the copper-gold mineralisation found in the Ertsberg Mining District. The EESS is hosted by carbonates of the Tertiary Waripi and Faumai Formations that have been altered to calcium-magnesium silicate skarn and is situated on the southern limb of a northwest-trending syncline. The EESS is an essentially vertical tabular body with a vertical extent of at least 1200 metres and a lateral extent of up to 1000 metres. The width of the EESS averages 200 metres and locally is in excess of 300 metres. The northeast (hangingwall) contact of the EESS is a skarn reaction front in sudden contact with barren marbles. This contact coincides with a zone of localised faulting and brecciation. The EESS is bounded to the southwest (footwall) by the Ertsberg Diorite, a 3.25 Ma old intrusive. The DOZ block cave operation extends from 3040 metres above sea level to a maximum of 3388 metres above sea level, has a length of 860 metres and a maximum width of 350 metres. The DOZ is a high temperature skarn with a prograde forsterite/diopside mineralogy whose protolith is the dolomitic Tertiary Waripi Formation. The principal retrograde alteration minerals include tremolite, actinolite, serpentine, talc and chlorite. Grade is highest where bornite occurs in large dense complex intergrowths with magnetite and anhydrite. Grade has been locally enhanced in the DOZ by a late-stage pyrite-chalcopyrite hydrothermal alteration event with associated brecciation. Ertsberg Diorite along the footwall of the skarn is also included in the reserve where it is mineralised endoskarn or has been mineralised by porphyrytic or late stage hydrothermal alteration. Formation of the EESS was initiated by contact metamorphism during the intrusion of the Ertsberg Diorite with later metasomatic alteration during both prograde and retrograde phases. The bulk of sulphide mineralisation formed late in the retrograde phase. The EESS is open along strike to the northwest and down-dip with on-going exploration of these areas. Current exploration is targeting both endoskarn and porphyry style alteration and mineralisation of the Ertsberg Diorite.

For the realisation of the underground railway line RandstadRail in the city area of Rotterdam a bored tunnel is under construction. Diaphragm walls up to a depth of about 40 m were used to construct the building pits for the start shaft, the Blijdorp Station and the end shaft. The water tightness of the diaphragm walls was determined by leakage tests that were executed after the construction of the walls, but prior to the excavation of the building pits. The tests showed satisfactory results with a hydraulic resistance of the diaphragm walls of at least 500 days. To determine the water tightness of diaphragm walls it is recommended to follow the specific procedure as described in this paper.

Current methods of determining jet grout column diameters are highly empirical and site specific, and do not take into account the jet hydrodynamics and soil parameters explicitly. A theoretical model which describes the jet excavation mechanism is introduced in this paper, with the aim of providing an improved prediction tool that can be used in jetting design. The model is based on the assumption that the velocity distribution in the cutting jet is equivalent to that of a free jet with boundaries corresponding to the dimensions of the cavity excavated in the ground. The shape of the cavity formed depends on the erosional properties of the soil and jet expansion is limited by the resistance at the jet-soil interface. The model predicts that the limit of jet penetration is reached when the average dynamic pressure at the jet tip becomes equal to the ultimate soil bearing resistance. The reliability of the model, evaluated using results from four case histories of jet grouting field trials, is within ±15%.

"Gold cyanidation rates are known to be limited by the rate of oxygen dissolution in the cyanidation tanks. The effect of solids loading on the oxygen dissolution rates is not obvious and the results of previous studies are ambiguous. The present paper presents an analysis of oxygen dissolution rates using a ""spent"" commercial gold slurry diluted to various levels of solids loading. It was found, in an 170 litre stirred tank reactor using an inverted cone sparger, that under certain high loading conditions, there was a decrease of as much as 50 %, i.e., there was a halving of the rate of oxygen dissolution as compared to that in clean water. In particular, it was observed that, due to gas flooding of the impeller, there was a drop in kLa even with an increase of gas velocity. Gas holdup reached a maximum value of only 1.7 %. The total power consumption was between 0.06- 0 .10 kw/m3 within the range of gas velocity before flooding occurred. The decrease in oxygen dissolution rate with increased solids loadings is believed to be mainly due to the increase in the apparent viscosity which reduced the turbulence and shearing effect and resulted in larger bubbles and hence reduced the reaction area a. The interrelations between solids loading, gas holdup, flow pattern, power consumption, and liquid mass transfer coefficient are discussed.IntroductionThe reactors generally used in gold cyanidation are Stirred Tank Reactors (STR). Compared with other types of reactors like fluidized bed reactor and column reactor, STR is of particular importance due to its wide application in industry. Many of them crammed in to hear Douglas Silver deliver the keynote address to the conference.Silver is a portfolio manager for Orion Mine Finance, a private-equity fund focused on providing funding to advanced-stage base and precious metal projects and is one of the most respected voices in the field of mineral economics. Prior to joining Orion, he served as chief executive officer and chairman of International Royalty Corp., a global mineral royalty company, which he founded in 2003 and sold in 2011.Those who were hoping that Silver would deliver at least a bit of optimism during his 90-minute presentation got what they came for from the talk titled, “When are commodity prices going to rebound?”It marked the second time Silver has presented the keynote address to SME, the first was in 2008 and was delivered during the height of mining’s super cycle (ME, June 2008). In his 2017 address, Silver looked back on the previous 10 years and the massive contraction of the global economy that resulted from the great recession that began near the end of 2008.It has been a challenging time for the mining industry. About US$1.4 trillion was lost in the global mining stocks from 2011 to Jan. 6, 2016. Major mining companies exceeded $60 billion in write downs between 2012 and 2013 and investors lost confidence in the sector, putting the global mining industry into a bear market that has taken mining equities to historic lows.However, that was then and this is now.Using numerous examples, including rising commodity prices, a steady decline in the U.S. unemployment rate, increases in discretionary income and the Dow Jones Industrial Average, which topped the 20,000 mark for the first time ever in February, Silver theorized the current down cycle is near its end and the demand for metals and other commodities will see a sharp increase by 2025. He also noted that investors are beginning to rotate back into mining equities."

Over the past decade the number of contractors working in underground coal mines has nearly doubled; however, the effect this has had on the industry?s injury rates has been the subject of much speculation. The confusion exists because the U.S. Mine Safety and Health Administration (MSHA) database does not assign contractor hours to the individual mining operations where they worked. To better understand the safety record of the contractor segment of the industry, the National Institute for Occupational Safety and Health (NIOSH) undertook a comprehensive analysis of the data contained in the MSHA database. The first part of the study compared overall contractor and operator trends from 1983 to 2009 related to employment, hours worked, injury rate, and days lost. One unexpected finding was that the larger contractors tended to have higher injury rates than the smaller ones. The second part of the study directly addressed the role of contractors on the safety record of 10 large underground coal mines. A detailed analysis provided both injuries and estimated contractor hours worked at these mines for the period 1992?2007. Comparison between the estimated contractor injury rates and the reported operator injury rates at these mines indicated that the contractor injury rates were significantly higher at most of the operations studied. However, the industry-wide data indicates that contractor and operator injury rates have converged since 2005 and are now equivalent.

Over the last few years, interest in the development and construction of large diameter, high pressure pipelines from the Mackenzie Delta in northern Canada and Alaska&apos;s North Slope has steadily increased as a result of the projected decline in recoverable natural gas from existing reserves in western Canada. The success of such enormous pipeline projects, which will require utilization of a strain-based design approach, is largely based on successful application of high strength line pipe steels, such as X80 and X100. To fully realize the economic benefits of high strength steels, welding processes and procedures must be developed to ensure that the requirements for high strength and good low temperature toughness are confidently obtainable in field girth welds used in the construction of such pipelines. This study aims to provide a better understanding of the factors that control weld metal strength and toughness for a series of mechanized X100 girth welds produced using a range of narrow-gap gas-metal arc welding procedures. The attainment of high yield strength (> 810 MPa) is considered to be an important target to ensure overmatching strength relative to the longitudinal property distribution of X100 line pipe steel. Some factors that have been considered in this evaluation include influences of gas-metal arc welding process variants (single and multi-wire) and changes in welding procedure specifications, including joint preparation. Key components of this work relate to the reliable measurement of weld metal strength variation through-thickness and as a function of position around the circumference of a given girth weld.

Uranium mill tailings, waste products of uranium extraction, contain hazardous constituents that if released into the atmosphere and groundwater could threaten our health and environment. To provide for safe disposal and control of these tailings, Congress enacted the Uranium Mill Tailings Radiation Control Act of 1978 (Public Law 95-604). Subsequently, the Environmental Protection Agency (EPA) established standards for tailings disposal that limit radon emission into the air to 20 pCi m-2s-1 on an annual average basis (EPA 1983). The design life of the impoundment is to be 1000 years where practicable, but 200 years at least. To facilitate the design of containment systems that will meet the EPA standards, the Nuclear Regulatory Commission (NRC) and the Department of Energy (DOE) are sponsoring research at the Pacific Northwest Laboratory (PNL)* to develop the necessary technology. Earthen and asphalt materials have been evaluated for use as radon barriers (Hartley 1983) and as liners to minimize leaching (Buelt 1983). Herbicide and rock barriers against biological intrusion have been evaluated (Cline 1982). Surface stabilization techniques have been investigated to maintain the long-term effectiveness of a containment system that must be protected from wind and water erosion, chemical and physical degradation, and biological disturbance.

"INTRODUCTION The ventilation of working places in mines by jets of air discharged from fan-pipe lines is an important phase of mine ventilation, whether the primary purpose is to dilute gas or dust concentrations or to provide air-motion cooling effect. Jets of similar nature are very prominent factors in the ventilation of enclosed spaces, such as buildings and ships. The effectiveness of such jets depends on the distribution of the air in the jet streams, a subject on which the little definite information previously available applied to jet discharge into large, open spaces under conditions quite different from those ordinarily associated with fan-pipe discharge in mines.The results of an initial series of experiments on the discharge of air from fan-pipe lines in mine openings have been described. 3/ This report presents the results of a second series of experiments and compares the results of both series with theory and experiment on jet discharge into large, open spaces. The results of this second series confirm and supplement those of the initial series, in which a 10-inch pipe discharged into an 8- by 8-foot develop¬ment end through seven short discharge pieces of different designs. In the present series the same 10-inch line was used, but the discharge was through 10- to 30-foot lengths of 5-inch, 10-inch, and 20-inch-diameter pipes and through a 20-foot length of 29- by 3-inch pipe. Tests were made with the air discharged into a closed drift or development end, as in the previous series (in which case the discharged air returned past the end of the pipe) and into an open drift (in which case the discharged air did not return past the end of the pipe but continued out along the drift). Test conditions corresponded to the discharge of a jet into a channel closed at one end; in one case, the discharge was directed toward the closed end and in the other toward the open end. The former typifies fan-pipe ventilation of development ends and the latter an abrupt increase in the sectional area of an airway. In both the flow had to pass from jet to open air against some resistance.The tests were made in the Mount Weather Testing Adit of the Bureau at Bluemont, Va., on the pipe line installed for ventilating the adit, and extended from late September to mid-November 1940. Preparations were made for directly comparable series of experiments on the injector effect of fan-pipe discharge in an open drift and on free expansion in large, open spaces, but these test programs were .first postponed in favor of other work and finally abandoned until the war is over."

[An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. modeling system with the, 1985 county database was to create an Input/Output based model of the regional economy. The leading ice, with respect to income, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown for each county and the region. Interindustry transactions, final demand, and value added components for the region are shown in the Regional Gross Flows Table. The total gross output for the region is valued at $36.7 billion. Total industry output for the region is $18.1 billion. The region provides $5.4 billion in income to a work force of 286,000. Spokane County, Washington accounts for about 50 percent of the regional total industry output, income, and employment. Both Spokane County and then as a whole produce about 80 percent of the total industry output for final demand with remaining 20 percent going to intermediate inputs for further production. Spokane County exports about 43 percent of its total output while 35 of the regional output is exported. Exports account for more 50 percent of the total in 18 of the 22 counties within the region.
