The success of any blast is dependent on the accuracy of the blast design and field controls placed at the shot location. The procedure by which the data is collected and analyzed is paramount to accomplishing the anticipated blast results. lf the geometry of the blast is not measured correctly, then the results will not meet expectations. Measuring the geometry and compensating for bole hole deviations is crucial not only to the lnitlal blast but also for any consecutive blasts. Excessive bore hole deviation can cancel any new technology in use. However the instruments and skills required solving this Issue are readily available.

Introduction My first contact with industrial milling was during the time I worked in the electricity generating industry in the United Kingdom. In visits to power stations to investigate either deposits in the boiler furnaces or polluting deposits settling around the stacks. I had to check the performance of the vertical coal pulverizers, since poor pulverization aggravated both problems. Naturally, then, when I came to the USA in 1957 to take a PhD in fuel technology at Penn State, I was put to work to review the science of coal pulverization. After this reviewing, I was completely confused. On one hand, there was a well-developed understanding of stress-strain equations, and a rap- idly developing knowledge of how stressed, brittle solids fractured, based on the Griffith crack theory. On the other hand, reading in the grinding literature gave me: • Kick's Law, which was clearly not correct in the light of modern fracture theory; • Rittinger's Law, which was also clearly not correct; • Bond's Third Law of Comminution, which was claimed to have something to do with the Griffith crack theory, but where the connection between the two was made by intuitive pseudo- scientific reasoning I could not accept; • the choice of mill motor power for the most common type of coal mill, the Raymond pulverizer, was calculated from the fan power required to move air through the mill. Although I could accept the empirical connection between the two, it made no sense from the point of view of fracture energy. Even today, most books or review chapters on size reduction start from these laws. incorrect statements abound in the literature, such as “the Hardgrove Index is based on Rittinger's Law," which it is not, "The Bond theory states that work input is proportional to new crack tip length produced in particle breakage," which is not true, etc. My own test work showed that these "laws" did not fit the data for grinding of coal. At about this time, Epstein (1 948) and Broadbent and Callcott (1 956), following the original work by R.L. Brown (1941) at the British Coal Utilization Research Association, proposed describing breakage as a series of fracture stages. I took their concepts and developed the basic differential equation for a batch grinding process continuous in time, analogous to a batch chemical reactor. Robin Gardner then joined the project and did his PhD on treating batch grinding in the same way as a batch chemical reactor. He found that the basic equation had already been partially derived by Sedlatschek and Bass (1 953) in Germany. We confirmed experimentally the validity of the equations for describing batch grinding (1 962) and formulated the equation describing steady-state continuous grinding in a fully-mixed mill. At about the time this work was published, Gaudin and Meloy (1962) and Filippov (1961) independently published essentially the same equations, but without experimental proof of the validity of the concepts. I will give a brief overview of what these beginnings had led to in the design of mills for size and power, and show some of the results of this more detailed understanding of grinding processes. Concepts of Fracture Mills such as tumbling ball, rod, pebble and autogenous mills and vertical mills such as the Raymond, and E-type apply compressive stress to lumps or particles relatively slowly. Compressive stress applied to a particle of an elastic brittle solid imparts overall strain energy to the solid and produces local regions of tensile stress, (Fig. 1) (Berenbaum and Brodie, 1959). Irwin (1949) showed from solution of the stress-strain solutions that a small hole in a region of tensile stress reduces stress concentration at the hole, that is, the tensile stress at the tip of a crack or flaw in a solid is much higher than the general tensile stress in the region. The longer the crack, the higher the stress concentration. Griffith (1920) hypothesized that when the regional tensile stress is large enough, then the chemical bonds at a preexisting crack tip are stretched to breaking point, as illustrated in Fig. 2. When the bonds break, the crack becomes longer, the tensile stress concentration increases, the situation is unstable and a crack opens up (propagates) a surface of tensile stress, creating its own tensile stress at the leading edge. Stored strain energy is converted to the kinetic energy of the moving stress field, which is analogous to sound propagation through the solid, so the crack tip accelerates to velocities approaching those of sound. The moving crack will pass through regions that were previously under regional compressive stress. The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium. When the chairman of the conference organising committee invited (or was it instructed?) me to prepare and deliver one of the keynote addresses, his request was for me to be in parts historical, controversial, predictive and entertaining. The mix was left to me, with one proviso - that an early pioneer of mine filling in Australia be given due recognition. The chairman of the organising committee alone will be able to determine if I fulfilled the last objective. My success, or otherwise, with the other objectives will have to be judged by my fellow delegates. One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives.

Plastic materials have been associated with electric and electronic applications since the early days of the electrical industry. Plastics can amount to 30 percents of the scrap mass. Generally, they are treated with flame retardants such as halogenated ones and they can result in different toxic chemical compounds. These plastics can be used as combustibles in the recovery of copper and precious metals. However, during their combustion, halogenated flame retardants can produce dibenzo-p-dioxins and dibenzo-furans. The estimated thermodynamic data of several organic compounds resulting from combustion of electric and electronic scrap, have been used in conjunction with the program HSC to calculate the conditions for dioxin and furan formation. The results show that the formation of the dioxins is dependent on the quantities of carbon, hydrogen, chlorine and oxygen reacting in a given system, as well as on parameters such as temperature and pressure.

The recovery of cyanide from a gold mill solution containing high levels of copper (400 mg/L to 900 mg/L) using the AVR process was evaluated. It was determined that acidification to pH 2 to 3 provides a suitable balance between HCN generation, copper precipitation and acid consumption. A short pilot plant campaign showed that ~75% of the feed WAD cyanide was recovered while the remainder precipitated along with copper upon acidification. The acid consumption averaged 3.5 g H2SO4 per litre of solution. The copper precipitate, consisting mostly of CuCN and CuSCN, was readily separated from the solution by gravity. The volatilization of HCN in countercurrent packed columns averaged 98.7% efficiency. Reabsorption of HCN was practically 100% in NaOH solutions and slightly lower in a lime slurry. Basic volatilizer design parameters applicable to a large-scale operation were determined, including the Henry’s Law constant and the mass transfer coefficient of HCN gas.

Almalyk consumes about 10,000 metric tonnes of explosives annually and expects this requirement to double by the end of the century as they implement a program to boost mine output.

"Although concentrated efforts have been made to deplete PCB transformers from the Canadian environment, numerous transformers (as well as ballasts, capacitors and magnets) continue to exist throughout the Canadian mining industry. The existing installed base is slowly being phased out as environmental issues come under increasingly high profile. The following article identifies the potential problems of owning PCB transformers and offers some solutions for their removal, disposal and replacement. IntroductionPolychlorinated Biphenyls (PCB) are synthetic chemical compounds consisting of chlorine, carbon and hydrogen. PCB was widely used in transformers due to its physical properties, including stability, low flammability and non-conductivity. Use of PCB in electrical equipment has been banned since 1977 when the extent of environmental contamination was discovered.Although PCB’s have been outlawed for use in electrical equipment since the late 1970s, safe storage regulations were not addressed until 1988 when a major spill prompted the federal government eventually to issue the storage of PCB Material Regulations in 1992. These regulations replaced the Interim order of 1988 under the Canadian Environmental Protection Act.PCB transformers are usually referred to as askarel filled transformers or as PCB contaminated mineral oil transformers. Askeral transformers were designed to contain high concentration PCB fluids, referred to as askarel. Mineral oil transformers were not designed to have PCB concentrations but were inadvertently contaminated during manufacture or maintenance activities."

The production of stabilised backfill at mine sites commonly uses Portland cement as the binder. Calcined gypsum has cementing properties and is cheaper to produce than cement. This paper discusses the strength of fills stabilised with calcined gypsum. Laboratory tests were carried out on specimens prepared from tailings obtained from four different sites to allow for the wide variety of tailings found in practice. The results show that the gypsum-based fills can achieve a strength of I MPa using around two and a half to four times the corresponding amount of cement.

Thisdocument describes the development of expertise in scale model explosive testing ongeotechnical structures using Sandia’s large scale centrifuge facility. This study focused onburied structures such as hardened storage bunkers or tunnels. Data from this study was used toevaluate the predictive capabilities oft existing hydrocodes and structural dynamics codesdeveloped at Sandia National Laboratories (such as Pronto/SPH, Pronto/CTH, and ALEGRA)."

The requirement of mineral resources is increasing as the economy is continually increasing in China. The mining practices of various complex sulphide deposits and precious metal deposits, and the treatment of mine tailings and other industrial solid wastes, have greatly improved fill quality in the metal mines. From early-1980s, high density slurry fill, paste fill of total tailings, low density slurry fill with addition of silicate gelling agent, etc has been studied and applied, and some progress has been achieved. Today, mine tailings, slag and power plant ash are widely used as fill materials in mining. A number of cemented fill mines equipped with large capacity trackless mining machines are in production. Recently, The 3rd Chinese National Symposium on Mining with Backfill, 1995 has been held, the progress of fill technology in mines has been exchanged and summarised. In the paper, some aspects of fill technology used in the metal mines of China are briefly introduced and some applications of fill research work are presented.

"Inhaled dust particles of appropriate size contact cells of the alveolar region.' The acute response to coal dust appears to involve a variety of cell types, including alveolar epithelial cells, interstitial fibroblasts, both resident and recruited macrophages, and cells of the immune system. Direct and indirect effects of dust, which may be mediated by soluble factors,'' can initiate acute and long-term lung injury. While it appears that epithelial cell growth and differentiation, along with integrity of the epithelial basement membrane, may play a role in the long-term response to dust exposure, little is known of the role the alveolar epithelium may play in the progression of injury. The broad hypothesis that underlies these experiments is that short- and long-term consequences of coal dust exposure involve changes in structure and function of the alveolar epithelium and the underlying extracellular matrix. Recent studies show that coal dusts exert direct effects to modify pulmonary epithelial cell-extracellular matrix interactions in vitro.3EXPERIMENTAL PROCEDURESType II cells isolated on day 0 by density centrifugation and differential attachment4 were plated overnight in D MEM containing 10% fetal calf serum before exposure to anthracite dust PSOC 867 sonicated into culture medium (750 ug/mL).3 Synthesis of extracellular matrix proteins was determined on day 3 of primary culture, as detailed elsewhere. 5 Cells were removed from extracellular matrix by extraction with NH4OH and high salt. Extracellular matrix synthesis and fibronectin content were evaluated based on radiolabeling with 3 H-leucine and on Western blot analysis, respectively. Additional analytical methods and calculations are detailed elsewhere.3-5"

Rockbursts and rockfalls cause very large safety and productivity losses in underground mines. One of the major unsolved problems of safe, economical rock support in underground mining has been that of maintaining anchorage during dynamic rock loading conditions or seismic related occurrences. It is recognized that the large displacements and high strain rates in excavation walls and underground structures cannot be countered by increasing the strength of stiff rock-reinforcing systems but must be accommodated by introducing yieldability into the support elements. This paper introduces a low cost yieldable support system which provides viable solutions to dynamic support loading. Such system should not only provide a feasible and more effective rock mass stabilization strategy but improve mine safety and reduce losses.

Spirals have become one of the most popular methods for treating fine coal. Unfortunately, spirals tend to produce an undesirably high specific gravity cut-point and often misplace significant amounts of coal and/or rock. In the present study, a process-engineering tool known as linear circuit analysis was used to identify problems with traditional spiral circuits and to suggest alternative configurations. These analyses indicate that a modified rougher-cleaner circuit incorporating a middlings recycle stream offers the best option for improving performance while maintaining a reasonable circulating load. In light of this finding, a full-scale test circuit was installed and evaluated at an existing preparation plant. Data obtained from the plant tests indicate that the new spiral circuit can simultaneously reduce cut-point and improve separation efficiency. Preliminary economic analyses show that the new circuit provides an attractive payback on the capital investment.

The removal of lead and other heavy metals present in an active US Army small arms firing range soil was evaluated in a pilot scale test program at Ft. Polk, Louisiana. Two different acid based extraction processes in conjunction with conventional physical separation methods were used. Physical separation processes consisting of screening and gravity operations removed most of the coarse lead particulates and slugs. Hydrochloric acid leaching followed by precipitation of lead as hydroxide recycled clean soil containing less than 500 mg/L. total lead and less than 5 mg/L TCLP lead. Lead extraction efficiency with hydrochloric acid was 96 percent. The results of lead removal by physical separation in conjunction with acetic acid leaching were not consistent over the whole test period and the total soil processed.

Solid state reduction of roast movat chromite ore with carbon was carried out as a function of C/FeO ratio and temperature in the range 800°C to 900°C by thermogravimetry analysis (TGA). A two stage mechanism, (1) the reduction of FeO present in Roast Movat with carbon monoxide; and (2) the regeneration of CO by the oxidation of carbon with CO2 was proposed. The rate controlling step is the carbon oxidation reaction. A kinetic equation, that of random nucleation, was proposed. The activation energy for the reduction was determined to be 55800 J/mole and is compared to those activation energies determined for other chromite ores.

Alkaline solution rinsing for decommissioning of an acid-leached residue was evaluated by column experiments, neutralization tests and solid characterization by XRD and SEM. It was found that consumption of a strong alkali during residue neutralization was much greater than that required to neutralize the soluble acidity. The excess alkalinity was consumed by solid-phase conversions unnecessary for the success of decommissioning. Alkaline rinsing did not reduce the time requirement for decommissioning when compared with plain water rinsing. Since no benefit is gained to compensate for the additional costs associated with excess alkali consumption, we conclude that strong alkaline solution rinsing is in fact inferior to simple water rinsing.

Over the past twenty years, steelmakers have introduced improved practices for reducing the inclusion content of steels. The success of these practice changes can be monitored in a variety of ways. Chemical analysis of the bulk sulphur and oxygen contents provides a relatively simple means to assess the impact of these changes. However, microscopical test methods are still needed to assess the nature of the inclusions present. Traditional chartbased measurement methods have wide acceptability, and their data are well understood by both purchaser and producer for heat acceptance purposes. However, these methods do have inherent weaknesses which limit their usefulness for quality control, SPC, and database applications. Image analysis-based chart measurements are an improvement over manually generated chart ratings, but the data still do not lend themselves to databases and statistical comparisons. ASTM Committee E-4 on Metallography has developed a stereologicallybased image analysis standard test method, E 1245, which provides the necessary data in a form which is easily databased and analyzed statistically. This paper describes E 1245 and shows how data from different heats and melting practices can be compared statistically to ascertain valid test differences.
