?Twowinters ago, what had been a mediocre safety record at West Virginia?s Sago Mine grew dramatically worse. Over 23 months beginning in February 2004, two dozen miners were hurt in a string of accidents, some of them caused by rock chunks falling from the mine ceiling. Federal safety inspectors slapped the mine with citations 273 times, or an average of once every 2 ½ days. Despite this record, the price paid by Sago?s operators was light. Government regulators never publicly discussed shutting down themine and never sought criminal sanctions. WMC was a late entrant into Indonesia in mid-1996, but had considerable experience and success in exploring in Asia, particularly the Philippines since 1988. Given the geological similarities to the Philippines and IndonesiaÆs superior æcradle to graveÆ Contract of Work (CoW) tenure system, the entry into Indonesia was a logical decision but nonetheless a result of detailed planning. At the time of WMCÆs entry, Busang in Kalimantan was still a 60 moz wonder and the euphoria of this apparent discovery had overflowed into every aspect of exploration. Many junior mining companies and tenement speculators were clamouring for properties in Kalimantan, whilst other serious and capable explorers had to compete for properties and exploration personnel in an era of high and often unrealistic expectations. The picture in late-1998 and through 1999 is dramatically different, as the worldwide downturn in the price of most metals coincides with financial and social crises throughout most Asian countries. The impact of this has been particularly severe in Indonesia and when coupled with the negative sentiment of the Busang fraud has resulted in an exodus of junior companies and also some of the majors. This is understandable given the much publicised social unrest, uncertainty of government, mooted changes to the eighth generation CoW, increasing illegal mining and heightened community expectations. The reality however is somewhat different and although clearly a crisis in many respects, it is also a time of great opportunity.

Underground mine ventilation is now com monly simulated on a digital computer. Such a programme, incorporating natural ventilation has been modified by others to account for methane emission and elevated local tempera- tures. At Wollongong University, the pro- gramme was further developed and extensive interactive graphics incorporated such that any view of the three dimensional mine could be viewed, and superimposed upon that view are areas where a nominated parameter has exceeded a particular value - generally at a nominated time after a particular event and usually a fire/explosion of one type or another. A further programme was developed such that up to 20 'times' could be examined at a particu- lar location after say, a fuel rich fire at some other place in the mine. The output from this programme includes a plot of methane 1, smoke 1, temperature, pressure and air flow versus time - a most useful graphic to observe the limits of safe attendance in a particular Airway.

During the past five years the use of all-hydraulic drilling equipment has increased rapidly, and we have now reached a point where the hydraulic drill has become an alternative to be seriously considered for every drilling operation. The hydraulic drills have many advantages over pneumatic drills, but they also have certain characteristics, which makes a potential user hesitate before making the switch. And when the decision to use hydraulic drills has been made, the user then faces another choice of equal difficulty: the choice between different hydraulic systems. This paper discusses some of the factors to be taken into account when considering hydraulic drilling equipment for rapid tunneling in hard to medium hard rock. THE CHOICE BETWEEN HYDRAULIC AND PNEUMATIC EQUIPMENT The choice between a hydraulic and a pneumatic drill is much more than just that: It is a choice between two different systems. The choice is usually based on the productivity, economy or ergonomy of the system. However, also other factors should be considered, such as service capabilities and training requirements. "Traditionally Continuous Fiber Aluminum Matrix Composites have been fabricated using high strength fibers and high strength matrices, often commercial alloys, with the goal of producing high strength composites. However the specific role of the choice of matrix alloy on composite properties has not been well established. One way to control composite tensile strength is to use coatings to introduce a low strength interface between fiber and matrix which tends to reduce the importance of the matrix selection, but unfortunately renders the transverse strength unacceptably low. Thus using a system with strong bonding between fiber and matrix is desirable, such as an alumina fiber / aluminum alloy matrix system. In this case the transverse strength is a strong function of the matrix strength. However the longitudinal strength then depends largely on the characteristics of the matrix. The important role of the matrix is discussed using examples of alumina fibers in various aluminum alloy matrices. The key attributes are matrix constituent phases, alloy chemistry, alloy reactivity with the fiber, and matrix strength. From the understanding developed in these systems a set of design rules may be established for selecting an optimum matrix. IntroductionAluminum matrix composites (AMC's) reinforced with continuous fibers offer very attractive property gains over AI alloys, such as strength, stiffness, and fatigue resistance. These gains are magnified when specific mechanical properties are compared which make them attractive candidates for replacing steel, nickel, titanium and aluminum alloy parts in weight critical applications (1). Many systems have been tried in the past; B/AI, C/AI, SiC/AI, Si-Ti-C-O/AI and AI203/AI. Technically B/AI was a very good system but was expensive in regard to both fiber cost and fabrication and SiC/AI and C/AI systems are still plagued with reactivity problems. The Si-Ti-C-O/AI appears to be a good strength system but with lower stiffness. Until recently, the AI203/AI was a low strength system, in part due to a lack of a high strength fiber. Recently 3M introduced a high strength AI203 fiber - Nextel™ 610, which leads to high strength composites (1,2) and may also be both low cost and also compatible with less expensive casting approaches for fabrication."

Primary and secondary copper smelting dusts are being generated in varying quantities with very dissimilar characteristics due to the different compositions of feed materials and the type of process utilized. After categorizing the multitude of dust types, the criteria for on-site and off-site recycling of smelter dust in terms of type and concentrations of the accompanying elements are established. Thereby, consideration is given to the important aspects of: ? optimization of copper recovery ? quality of copper product ? valorization of accompanying elements ? elimination and disposal of deleterious impurities ? minimization of impact on operation ? effects on operating costs ? environmental impact of dust treatment on overall process Existing commercial, emerging and proposed copper smelting dusts, pyrometallurgical as well as hydrometallurgical, treatment schemes are reviewed and evaluated technically, economically and environmentally in an attempt to streamline the vast number of proposed options. Thereby, the high selectivity achievable in hydrometallurgical dust processing due to it being complementary to the smelting process is expected to be given increased consideration.

Surface lakes or water accumulation present a possible threat for the flooding of the underground mining works. Therefore, the criteria that define the conditions under which no flooding of the mining works can occur are of vital interest to the miners. The authors present the criteria that they developed for the Velenje lignite mine, Yugoslavia, and that take into account the elastoplastic behaviour of the rocks and the natural stresses involved in the deformable strata between the bottom of the lakes and the mine works as well as the extent of the direct caving-in process resulting from longwall mining activity. Fi- nally a generalization of these criteria to the other rock and stress conditions is discussed.

This paper will discuss the background information about rock cutting tools used for soft ground excavation, their history and evolution. A brief review of the current state of the art manufacturing technology will be presented and some parameters related to the material used in the drag and conical type pick cutters and their impact on their life and performance will be explained In addition, the selection procedures for choosing the right bit for excavation of a particular geological formation will be reviewed A set of guidelines will be provided for initial selection of the tools for various machines and rock formations. The methods for estimation of the tool life in various materials and the influencing parameters along with limitations of the rock cutting tools will be discussed as well.

"In developing a backfill system handling tailings feed to and from the storage silo, it is necessary to establish a slurry laboratory to develop the technology and silo design criteria. This paper presents the principles involved in such development and the importance of testing principles for optimizing the slurry system. Evaluation procedure based on experiments is applicable to a wide range of materials and allows silo design by scaling up the data gained from model tests. Silo simulation has been successful to design and operation, so becomes an effective approach to backfill applications. IntroductionThe silo is a device comprising specialized equipment and operating with related procedures for storing and handling the mill rejects as backfill slurry. It provides a steady supply of the solids slurry, prepared at desired pulp density under the continuous feed conditions. Because the silo system is designed to accomplish specific objectives when dealing with a particular mill tailings slurry, it is necessary to characterize certain slurry properties, behaviour of the solids slurry and understand the silo performance to establish design criteria. Bench-scale, pilot-scale and dewafull- scale experiments were employed in developing the load-storage-discharge system, and routine procedures are now available for pre-design testing. Silo model experiments and full-scale tests were conducted to define the design parameters and evaluate the silo performance. A silo can be designed by scaling up the silo model geometry and data obtained during tests.Since the early 1960s, silo backfill systems have been widely established. The shape and size of the silo and the operation procedure, as practised, all appear to be relevant to successful operation. Understanding the basic material properties and behaviour of solids slurry retained in the silo will help perfect the silo design, operation procedure and, consequently, improve the silo performance."

The rationale for the design of the Emergency Egress (escape andentrapment) strategy for one underground metal mine has beenpreviously described (Brake, 1999). Two of the key conclusionsfor this mine, which is equipped with 30 minute oxygen-generating self-contained self-rescuers (SCSR), were the need to ensure no person is ever more than 750 m from an emergency refuge station (ERS) and that it could take up to eight hours to rescue workers from undergroundå. These conclusions were based on a number of considerations including the non-availability of a credible, æpersonalÆ entrapment procedure at the workplace, the duration of self-contained self-rescuers when used for travel, the need for rapid æclearingÆ of mine personnel to effectively and safely target mine search and rescue resources and the maximum time to either put a fire out, or to rescue affected personnel. As there is no Australian standard for refuge stationsç (or for self-rescuers), this paper follows with guidelines for the location and specification of both fixed (permanent) and relocatable Emergency Refuge Stations (ERSs) that may be applicable to other underground Australian metal mines.

Reprocessing of low zinc-bearing residuals with a zinc content of less than 10%, originating from the iron and steel industry, has been given more and more attention in the last few years, due to the potential landfill liability and the increasing cost of disposal by dumping. Whereas, recycling of hazardous electric arc furnace dust is already being performed commercially on a large scale in the U.S., Japan and Western Europe, almost no reprocessing takes place in the case of these low grade zinc-bearing materials. In blast furnaces and basic oxygen furnaces dusts and / or sludges are generated at a rate of 1 to 2 % of the respective production. The technologies for the retreatment of these types of materials, either commercially available or still being developed are briefly described hereafter. They involve internal recycling, upgrading by physical separation methods, separate hydrometallurgical processing and pyrometallurgical treatment. Their scope and limitations are critically assessed in terms of technological applicability, economic feasibility and environmental compatibility. Since, the possibtlity of achieving economic profitability is unlikely with this type of material, the main criteria for acceptability of the treatment process are: generation of a iron-rich material, suitable for treatment by the iron/steel industry, acceptance of the non--ferrous metal-bearing sub-product by zinc smelters, generation of non-hazardous waste materials.

One of the several problems facing society today is that of disposing of its solid waste. Each year this nation spends approximately 4.5 billion dollars to collect, transport and dispose of some 360 million tons of domestic and industrial solid waste. Although considerable sums of time and money have been spent in researching various techniques for solid waste disposal, it is presently agreed that sanitary landfilling represents the most economic and universally adaptable solution to the problem of solid waste disposal. However, regardless of the factors favoring sanitary landfilling as the waste disposal method of choice, it should be recognized as carrying with it a potential for the degradation of ground- and surfacewater resources. Through an interdisciplinary effort regulations were promulgated during 1971 in the State of Iowa to govern sanitary disposal projects. Consistent with a set of rationales developed to preserve environmental quality, these regulations set forth hydrologic and geologic standards designed to protect Iowa's water resources. Minimum requirements have been outlined in the regulations through which the natural favorability of potential landfill sites may be evaluated. Natural favorability is primarily defined in terms of the hydrologic and geologic relationships between a proposed landfill site and those in the locality of the site. The regulations specify that leakage from a landfill to a subcropping aquifer must be less than 0.04 cu ft/day/sq ft at the base of the landfill. This factor is offered to quantify the maximum allowable leakage for all sites in unconsolidated sequences underlain by subcropping bedrock aquifers, Based on groundwater research in Iowa, the assumption is made that 50 feet of till will be sufficient to inhibit the downward flow of liquids from a landfill into bedrock aquifers. This assumes a difference of no greater than 40 feet in hydrostatic head between the water table in the unconsolidated sequence and that in the bedrock aquifer. Owing to the fact that bedrock aquifers in many areas of the state are mantled by less than 50 feet of till the regulations provide for site modification, through engineering, to meet the specified leakage standard, In such instances the leakage factor is evaluated by means of the generalized Darcy's Law Q = PIA where:

As part of a funded project we have completed a comparative literature survey of the US regional Proterozoic geology. For our com¬parative study model we used the geological settings of the very large pitchblende deposits in Saskatchewan, Canada and the Northern Terri¬tory of Australia. These occur in a variety of Archean and Lower Proterozoic host rocks, at and below a regional unconformity that is capped by subhorizontal Middle to Upper Proterozoic conti¬nental sedimentary rocks. We find that there have been recorded in some parts of the US similar unconformable sequences of Middle to Upper Proterozoic continental sedimentary rocks that overlie older basement rocks.

Authorities that regulate environmental issues pertaining to industrial wastes in South Africa regard landfill disposal as the only effective environmental management option for slag and other inorganic by-products from the ferro-alloy industry. Metallurgical slags are widely utilised in civil engineering and construction applications in other countries in the world and in line with the overall philosophy of conserving mineral and other natural resources, these materials should be assessed for the possibility of resource recovery, recycling, reclamation, direct re-use or alternative uses. This presentation describes a risk-based approach for the assessment of by-products from the ferro-alloy industry for alternative use. Once a by-product from an industrial process has been identified for alternative use, its intended use would be defined, but it will not be possible to control its actual use or misuse in society, nor will it be possible to control its fate during the application life cycle. In the interest of protection of human health and the environment, potential risks associated with the handling and uses of a material throughout its life cycle therefore have to be quantified. The assessment has to include both human health and ecological risks and must cover the entire life cycle of a product, from its production up to its end-of-life disposal. The presentation introduces the concept of tiered risk assessment and demonstrates how this applies in the overall assessment of by-products from metallurgical industry sector for safe use in society.

The merit of reduction-in-area as a criterion of quality in metals is shown to lie in its influence on breaking stress, but the virtue of elongation is not easy to find. In order to assess the value of elongation, either as a measure of quality or as a guide to design, it will be necessary to separate the overall de-formation occurring in tension tests from the localized deformation associated with localized reduction in area. The obstacles to a successful solution of this problem have been shown to be more formidable than is generally appreciated, and a new solution to the problem has been suggested. This solution involves a de-vice by which an electric circuit is broken when the particular value of strain is reached that is to be taken as the point of separation between general and localized deformation. The report presents results from a number of tests on both low-carbon and alloy steels. "Experimental work has been attempted to find a useful criterion of comminution which can be determined simply in a laboratory. The suitability of the ratio of the square of tensile strength to Young's modulus, St2/E, previously derived from the theory of elasticity as a criterion of comminution, was examined measuring tensile strength, Young's modulus and critical height for drop-weight impact of five different rocks. However, satisfactory correlation between St2 /E and critical height has not been obtained, suggesting the necessity of further experimental verification of the representative value of Young's modulus of rocks. The plot of St2 vs. critical height, however, shows one-to-one correspondence, and this finding suggests that St• may be a useful criterion of impact crushing. Also, a close relationship was observed between st• and the energy index for tumbling mill grinding of •the sample rocks. It is confirmed from these findings that the quantity St• is a useful criterion of comminution of rocks, not only for impact crushing but also for tumbling mill grinding. As shown in the experimental part of this paper, the determination ol St with irregularly shaped specimens is simple."

"Determining the deportment of economic and environmentally significant elements in sulfidic mine materials (eg ore, gangue and waste) requires the use of advanced microanalytical techniques, including electron microprobe analysis (EMPA) and laser ablation inductively coupled plasma mass spectrometry (LA-ICPMS). Sulfidic boulders were sampled from an acid rock drainage impacted ephemeral stream adjacent to historical copper-silver workings at Baal Gammon, northern Queensland. The abundance and deportment of a range of trace elements and precious metals were analysed in these samples. Whilst many of these elements represent a potential environmental risk if leached from sulfidic rocks into streams in the surficial environment, significantly some of these elements (eg In, Sb and Co) represent specialised metals that are currently considered to be in critical supply.Sulfidic waste rock material at Baal Gammon is dominated by chalcopyrite, arsenopyrite, pyrrhotite and pyrite. Microanalytical investigations revealed that chalcopyrite contains significant quantities of In, Sn, Ag and Zn either substituted directly into the crystal lattice or occurring as discrete sphalerite and stannite inclusions. Arsenopyrite, which may comprise more than 50 per cent of some boulders, is notably enriched in Sb, Co and Ni but also contains inclusions of sphalerite, chalcopyrite and stannite. In contrast, pyrrhotite contains no trace elements of economic significance, but instead represents a likely contributor to acid generation during oxidation in the surficial environment. Trace metals (eg In, Sb, Co, Ni, Zn) are liberated during sulfide oxidation of these boulders in the surficial environment, generating a metal-rich, low-pH leachate.Fe-oxides precipitated as rinds on the surface of these boulders under low pH conditions also contain abundant As, Bi, Sn, Cu and Zn. Abandoned or historical mines represent potential sources of metalliferous drainage that poses potential environmental risks to water and habitats. However, sulfide-rich historical waste rock, stockpiles and processed waste (eg tailings) at abandoned mines may also represent significant sources of critical (eg indium) or other significant metals (eg Sn) that if liberated economically could improve environmental conditions in and around abandoned and historical mines.CITATION:Fox, N, Parbhakar-Fox, A and Lottermoser, B G, 2016.
