The implementation of continuous quality improvement is the confluence of Total Quality Management, People Empowerment, Performance Indicators and Information Engineering. The supporting information technologies allow a mineral processor to narrow the gap between management business objectives and the process control level. One of the most important contributors is the user friendliness and flexibility of the personal computer in a client/server environment. This synergistic combination when used for real time performance monitoring translates into production cost savings, improved communications and enhanced decision support. Other savings come from reduced time to collect data and perform tedious calculations, act quickly with fresh new data, generate and validate data to be used by others. This paper presents an integrated view of plant management. The selection of the proper tools for continuous quality improvement are described. The process of selecting critical performance monitoring indices for improved plant performance are discussed. The importance of a well balanced technological improvement, personnel empowerment, total quality management and organizational assets are stressed.

Beginning in late 1985 and continuing through 1987, US Bureau of Mines personnel investigated longwall chain pillar and entry design in two and three-entry gateroad systems at a deep underground coal mine in central Utah. To evaluate their respective stability characteristics, four chain pillars and two longwall panels within the two separate entry systems were instrumented with Bureau hydraulic borehole pressure cells to continuously monitor vertical and horizontal pillar and panel stresses through adjacent panel retreat. In addition, supplemental entry closure information was obtained from sites located in the vicinity of the instrumented pillars. The findings presented in this report demonstrate the practicality of evaluating mine pillar stability using in situ methods and support three significant conclusions regarding ground control aspects of the investigated two-entry system: (1) Total areal entry loading was considerably less for the two-entry system, as opposed to the three-entry system, (2) a smaller percentage of opened ground in the two-entry system contributed to a marked reduction in rooffalls, and (3) lower areal loading in the two-entry system suggests improved ground conditions when mining the underlying seam.

The purpose of the paper is to present a way of assessing nonrenewable lignite resources by means of sustainability indicators. An introductory presentation of the origin and characteristics of the discussed nonrenewable natural resources is followed by the study and analysis of separate sustainability indicators. Out of many, only the ones that would directly relate to the explored coal deposit were studied. Some different viewpoints such as economic, social and environmental were assessed inside the studied landscape structure and in relation to other provincial resources using the indicators that are closely linked with the explored lignite reserves. Exploitation of coal as an underground nonrenewable natural resource, has been taking place in the ?alek valley for more than 120 years. However, about 60% of the coal will still be left underground since not all coal will have been extracted when the mine closes. According to the regional and wider national strategic goals concerning the use of natural resources and electricity production in the future, the sustainable aspect of the exploitation of the geologically well explored reserves is emphasized in the paper. Finally, we have tried to evaluate the role and the meaning of the studied underground natural resources for further sustainable development of the ?alek valley and placed stress on the most questionable spheres that should be considered preferentially.

In order to reduce the resistance of hard rocks to excavation by the available cutters, and in order to reduce the wear of the cutters and thus to increase the efficiency of the conventional tunneling machines and to improve their rate of advance in hard rocks, surface active agents have been studied in the controlled laboratory environments and have been experimented with in the field of actual tunneling operations. The laboratory study utilized a notched beam test to measure the effectiveness of 30 different surface active agents on the amount of surface energy required to cause stable fracture in the rock specimens. In addition to the type of rocks, geometry of the specimens, type of surface active agents, the effects of environmental factors such as temperature and degree of saturations were studied. The principle mechanism responsible for weakening of rocks in the presence of surface active agents was believed to be that of stress activated corrosion. The application of surfactants in the laboratory resulted in a reduction of up to 50% in rock strength, while limited experiments in the field have shown a 10 to 20% increase in the rate of advance. Substantial efforts both in the laboratory and in the field are needed to fully understand the mechanism involved and to utilize the effectiveness of surfactants as weakening agents for hard rocks.

In a small tank, slurry is passed through the high shear impeller zone with small time intervals, and a large proportion is regularly exposed to air at the surface, and at relatively high shear rates. This accounts for significant differences in the performance of large and small tanks. It is preferable to derive data where possible directly from an operating plant rather than applying data generated in small tanks where allowances must be estimated for the above differences [and where slurry aging and often substantial cooling compared to hot freshly milled ore further distorts results]. Various measurements have shown that many gold slurries can suffer extreme variability, as streamers of bypassing material or boules of hold-up periodically condstitute the instantaneous discharge from a tank - the relatively high Yield stress of slurries [around 1 to 10 Pa] causes very incomplete homogenization of slurry in any tank, the worse the larger the tank and the more viscous the slurry. To provide a background for this subject, this monograph presents leach and adsorption models based on the fundamental physics and chemistry of these processes, and includes quantitative discussions of factors which can lead to deviations on scale-up. The Throughflow model which avoids the need for such alowances is then presented, as well as a Computer Programme applying this model, and which allows direct calculation of the effects of:

INTRODUCTION In 1973, the Federal Highway Administration (FHWA) initiated a 10-year program of research on tunneling technology for future highways as a part of a larger Department of Transportation effort on tunnels. The objectives of the FHWA program are to: improve tunnel design technology, reduce costs, minimize adverse environmental impact due to construction, increase the rate of construction, and assure the maintenance of a safe and attractive tunnel environment. The program is divided into four research tasks designed to solve tunneling problems identified by the engineering and field offices of the FHWA. These tasks are as follows: 1. Cut-and-Cover Tunneling 2. Site Investigations 3. Ground Movements - Prediction and Control 4. Highway Environmental Criteria for Tunnels In order to provide input into Tasks 2 and 3, the FHWA is sponsoring an investigation and testing program by the U.S. Bureau of Reclamation to instrument and monitor two sites in the second bore of the Eisenhower Memorial Tunnel located on Interstate Highway 70 at Loveland Pass approximately 97 km (60 miles) west of Denver, Colorado. This paper examines the chimney occurrences in the Hanna Coal Field, Wyoming. Chimney caving is defined, previously proposed mechanisms involved in the development of a chimney are critically reviewed, and factors controlling chimney cave are identified. The main portion of this paper deals with the identification and characterization of chimney subsidence due to underground coal mining in the Hanna Mining District. In an attempt to characterize the subsidence, sink-hole occurrences are correlated with the depth of coal, thickness of mined-out beds, mining methods, nature of overburden, structural geology, and hydrology. Most sinkholes in the Hanna Basin appear to be conical in profile, with the apex upward. The average diameter is 15 meters (50 feet), with an average depth of 11 feet. Most have developed above an overburden of less than 61 meters (200 feet). The average mining height to width ratio is 5. Much of the chimney development is governed by the thickness and character of the overburden, the width and height of the mine opening, and the in situ state of stress.

The purpose of grouting is to modify the permeability and strength characteristics of the subsoil in such a way that the planned structure can be efficiently constructed at a given location. This technique, which originally underwent considerable development in the field of dams construction is constantly evolving and it becomes more and more important in urban zones of intensive underground development for projects such as transport tunnels, stations, car parks, ect. Grouting becomes more and more indispensable whatever the natural characteristics of that subsoil ; such is the case particularly when the planned work runs through cohesionless granular soils, usually water-bearing such as alluvium, sands, disturbed ground, fill material, etc. The selection of the grouting method and the extent of treatment required at depends on two fundamental factors. 1º) nature and behaviour of subsoil to be treated. There is no need to stress the necessary of a good knowledge of geotechnical, hydrological and chemical characteristics of the ground to be treated. At the present time the specialists in these fields have available numerous methods of analysis, either laboratory or field tests, which enable to evolve a suitable treatment.

Cast iron tubbing for two centuries was the only practical watertight shaft lining for deep waterbearing formations. However, since World War II composite welded steel and concrete lining has gained favor and today is often preferred. While tubbing may not be applicable in all cases, a good argument can still be made for this time-honored method. Watertight linings are complex structures designed to withstand both hydrostatic fluid pressure, non-uniform loading created by ground forces, and vertical bending caused by subsidence. Resulting stresses in the lining can be high. To date linings have been designed that withstand hydrostatic pressures as high as 1,500 psi. Watertight linings must be robust, constructed of the highest quality materials, and manufactured and installed with precision. Therefore, such linings are expensive. Today's ductile cast iron tubbing is greatly superior to gray iron formerly used for tubbing, and is stronger, and more resistant to corrosion than welded steel lining. Tubbing, unlike steel linings, can be installed in wet conditions and used to control water inflow and stabilize unconsolidated ground as the shaft is deepened. Steel lining requires absolutely dry conditions for welding, which often necessitates expensive ground freezing and a primary lining.

The countries of Eastern Europe are former members of the Council for Mutual Economic Assistance (CMEA). Geographically, they are located in Central Europe (Poland, Hungary, Czechoslovakia) and Southeastern Europe, largely in the Balkans (Yugoslavia*, Bulgaria, Romania and Albania*). It is important to remember that all of the countries of Eastern Europe had central planning imposed on them by the Soviet Union during the years following World War II. "Stalinist" policy for industrial development had three important tenets: • central economic planning, or a nonmarket-based command economy with administratively set prices; • economic priorities that stressed the development of heavy industries such as mining, metallurgy (steel) and heavy machine building; and • self-sufficiency at all costs, which was aimed at abolishing reliance on the world capitalist market, or reducing it to a minimum. Essentially, the system of industrialization that was used in the Soviet Union in the 1930s and 1940s was imposed on Eastern Europe. Organic market economic development in Eastern Europe ceased during this period. The flaws of this experiment became apparent when mineral processing facilities were set up in many areas of Eastern Europe that did not have reliable resources. Poland, Hungary and Romania are good examples of this situation. The Soviet Union became the principal supplier of iron ore and other minerals and mineral fuels, not only to these countries but to the Bloc as a whole.

Up to now, the hands-on approach to construction has been stressed. This chapter reviews the basic tools available for construction design and monitoring of a construction project. It is divided into three discussions, all under the general title of computer aids, since the trend for using these tools-is via the computer. In the context of our discussions, the focus for computer aids will be on the use of evaluation and analysis techniques for coal mine construction applications, including mainframe programs, CPM techniques, as well as mini and microcomputer applications. Although the presentation of material in this chapter may be detailed at times, by no means does it cover the entire field of computer applications for design or project scheduling and monitoring. It is only an attempt to illustrate the possibilities that are available to construction and mine engineers. Overburden excavation is an integral component of the surface mine production chain. The walking dragline is the most economic production equipment for overburden excavation in strip mining. Draglines are capital intensive, and thus, investments in multiple units severely impact the economic viability of projects. The use of few dragline units results in highly concentrated production focus, which must be efficiently managed to derive the potential economic benefits. Efficient use of draglines requires a thorough knowledge of the powered functions, the 3D rotational and translational motions and machine-formation interactions within the operating environment. Dragline kinematics and dynamics are required to understand and characterize machine performance and efficiency. In order to sustain the high productivity in difficult operating conditions, the dynamics of the dragline must be modeled and analyzed based on comprehensive kinematics. This paper investigates the planar kinematics of the front-end assembly and its interactions with the formation during excavation using the “Vector Loop Analysis” formulation with comprehensive simulation modeling in MATLAB Simulink. The kinematic models are used to examine the translational, rotational and angular displacement, velocity and acceleration components of the dragline front-end assembly along defined bucket trajectories during excavation. The results are the precursors for comprehensive modeling to examine the load deformation, torque requirements and dragline stress loading profiles for improving machine health and longevity.

During many strong earthquakes in the past, a significant number of tailings dams failures has been recorded, leading in some cases to human life losses. However, over the last decades, seismic design of tailings dams has drawn much attention mainly due to the high environmental hazard. Although the stability of such geostructures under dynamic loading is mainly related to their liquefaction potential, there exist several technical issues that have not been adequately investigated. One of these issues is the impact of local site conditions on the dynamic earthquake stresses developed, and therefore on the inertial instability of these dams. Based on the models examined in the first part of the present study (Stability of Tailings Dams ? Part I: Static Loading), two-dimensional numerical simulations are performed in order to examine the effects of local site conditions in the dynamic response of tailings dams. Imposing dynamic loading via characteristic pulses and real earthquake records, the most commonly used types of construction methods are studied at their final stage. Emphasis is given on the special characteristics of the ground motion, while the material nonlinearity of both soil and tailings is taken into account by an equivalent-linear procedure. The results obtained indicate that local site conditions may have a significant impact on the seismic response of a tailings dam.

Over the recent years there has been an increase in the application of retreat mining on longwall faces as mine operators strive for ever greater productivity. The purpose of this paper in then to review current practice as a starting point and then move forward to discuss the future geometry's that a longwall face may take. Single and double production zone three roadway faces are assessed. All possible configurations of three roadway faces are defined. Unsuitable configurations are rejected after analysis of broad ventilation issues. The remaining configurations are then assessed on an operational basis, this includes: limits on retreat synchronisation, structure of centre gate, floor bulging and equipment installation. The remaining viable configurations are then further assessed on ventilation issues, this includes: provision for gas control/gas fringe, face climate and balancing of face flows. Possible face climate is assessed using numerical simulation of the various configurations, the predicted dry/wet bulb temperature and predicted levels of heat stress indices are given and discussed in detail, along with face flow balancing. The necessary conditions required for the successful operation of a double production zone three roadway face system are formulated, together with conclusions as to the possible level of application.

INTRODUCTION The rock mechanics study of the shortwall mining system at Beth-Elkhorn corporation's Hendrix No. 22 Mine is being conducted under contract with the U.S. Bureau of Mines. The objective of the study is to obtain data on surface subsidence over a portion of the mined area, strata subsidence in the mined area, and underground stress changes and displacements in and near natural support elements of the mining system. This study is currently in progress, and only a portion of the results are being presented at this time. The Hendrix No. 22 Mine is located in the moderately rough mountainous terrain of Letcher County in eastern Kentucky. The nearest mine workings to the shortwall area are approximately 1,900 feet distant. The depth of cover over the mined shortwall area varies from 770 feet at Panel 1 to 170 feet at Panel 5 (Figure 1). The strata in the shortwall area is summarized in the three core logs shown in Figure 2. Hole no. 2 is located in approximately the center of the mined shortwall area (Panel 3, Line C, Figure 1). The coal seam in the shortwall area is approximately 4 feet thick and horizontal, although one major ‘roll’ intersects all panels.

Laboratory testing was completed to determine the effectiveness of a fiberglass cable bolt (FCB) as a cuttable rock support for a continuous, hard-rock mining method. The FCB consists of four Polystal tendons combined in a node/antinode fashion, with polyvinyl chloride (PVC) spacers forming the anti-nodes. The largest ultimate pull-out load achieved by the FCB was 22 t (48,400 lb) at 89% of the tendons' theoretical pullout load. This premature tendon failure is accredited to: • differential stresses within the tendons and • differential tendon displacement. An increase in pull-out resistance for a given embedment length is due to: • increased bond area, • reduced interfacial shear and • "wedge" effect. The critical embedment length was found to be 40% less than for conventional steel cable bolts (SCB) at a 127-mm (5-in.) node spacing. An FCB can have up to a 92% increase in load-carrying capacity over a conventional SCB at equal embedment lengths. The load carrying capacity is equivalent to SCB at a 960-mm (37.8-in.) embedment length. Though the FCB is 7.5% more expensive than the conventional SCB (installed), this cost may be offset by increased performance. FCBs are a potentially viable support alternative for continuous hard-rock mining.

In this paper, a number of novel hypotheses that provide a fresh perspective on the characterization of strata movements associated with longwall mining are developed by analyzing subsidence measurements with an influence-function-based computer program. Using an inverse application of the traditional influence-function technique, easily obtained surface displacements are used to analyze some of the complicated, expensive, and difficult-to- measure movements of the intermediate roof strata in a longwall panel. The primary hypothesis developed by this analysis proposes the existence of an area of partial roof caving near the edge of a panel called the "edge effect." A secondary hypothesis, interrelated with the first, promotes the importance of the effect of gate-entry closure on the observed strata movements. Both the primary edge-effect hypothesis and the secondary hypothesis concerning gate-entry closure are justified and quantified in an extensive analysis of surface subsidence that uses supporting information from related theories, design criteria, and in situ measurements. Next, the edge effect and the gate closure hypotheses are extended further and used to provide an explanation of the complex subsidence interaction of adjacent longwall panels in what is termed a "redisturbed" effect. Finally, the importance of accurately understanding these longwall strata movements for proper subsidence prediction or gate design is stressed.

The following pages take us through a progression of developments and expectations brought about by the computer: the tremendous versatility of this new tool and its swift development; the widespread changes and problems it introduced; the new and revolutionary management theories it prompted and the widely supported centralized service concept it introduced to information processing. It continues with a discussion of Phelps Dodge's early experience, its ,operating environment, and its strategy development-attention to operating units and later headquarters with stress on service needs of users. It concludes that for computing to be effective it must fit in with the bay in which the company operates and must be sensitive to the needs of the people it serves.

INTRODUCTION Only in recent years have the environmental hazards associated with mining and tunneling operations been fully acknowledged and determined remedial action undertaken. The nature of these excavation operations leads to a wide diversity of hazards spanning mechanical, electrical, chemical, environmental, and physiological. The most insidious of these are unquestionably the environmental ones which have the greatest long-term effect and are the most difficult to pinpoint and monitor. It is the atmospheric contaminants that lead to a significantly greater illness and mortality rate among miners. Dust is the most prevalent, hence most important of the atmospheric contaminants. Respirable particles lead to diseases characteristic of many mining operations: coal workers pneumoconiosis, asbestiosis, silicosis, talcosis, anthrocosis, etc. But toxic and suffocating gases can be equally insidious and the most innocuous pollutant, methane, leads to the most imminently disastrous results of all - explosion and fire. This means that truly effective monitoring of the environmental hazards in tunneling cannot be limited to a few simple standard check measurements. It must include the most precise measurements we can make for specific, documented hazards and even for factors, such as noise and heat stress, not immediately obvious as hazards. The Federal Metal and Nonmetallic Mine Safety Act and more recent Occupational Safety and Health Administration standards are clearly designed to match such effective monitoring. Deeply buried coal seams [greater than 3000 ft (914 m)] are difficult and sometimes hazardous to test and complete due to coal sloughing, formation pressure anomalies and coal fine generation. Data collected while stimulating two deep coalbed methane wells located at the Gas Research Institute/Resource Enter¬prises, Inc. "Deep Coal Sean Project" test site in the Piceance Basin, Colorado, is presented in this paper. A single thick coal seam was completed openhole in each well. Core data, reservoir data, in-situ stress measurements, and pre-stimulation calibration test data were collected at the site to use in the design of the fracture stimulation treatments for both wells. A nitrogen foam fracture fluid treatment was selected for the first well and a linear gelled water for the second well. Treatment pressures were monitored with a downhole quartz pressure transducer. Atypically high treating pressures were observed, possibly indicating coal fines plugging at the fracture tip or increase in fluid viscosity caused by interaction of the generated coal fines with the fracturefl uid. In addition, a comprehensive fracture diagnostic effort was employed during the fracturing of the second well; namely, triaxial borehole seismic, seismic televiewer, hydraulic impedance monitoring, gamma ray log (in conjunction with radioactive additives in the sand), and temperature log. The results indicate a vertical fracture was created parallel to the face cleat as expected.
