Roof bolter occupations in underground coal mines continue to experience overexposure to respirable dust. One potential source of dust in roof bolting operations is the exhaust from the roof bolter dust collection system. A wet exhaust conditioner (?water box?) has been developed to reduce dust emissions from the exhaust of the vacuum dust collection system on roof bolting machines. The exhaust conditioner consists of a muffler chamber and a water chamber with four internal partitions to direct airflow over the surface of the water. The National Institute for Occupational Safety and Health conducted a series of laboratory tests to assess the respirable dust capture ability of this device as compared to the standard exhaust muffler. To determine the dust collection efficiency, both devices were placed in the exhaust stream of a simulated roof bolter dust collection system. Gravimetric samplers were operated upstream and downstream of the exhaust conditioner and muffler to evaluate the ability to capture both respirable coal and limestone dust. Researchers observed a 41 percent reduction in dust concentrations for the water exhaust conditioner in the laboratory configuration. Significant levels of dust deposition in the sampling chambers may have contributed to this effective capture rate.

The State of Washington has a federal program that gives the Office of Surface Mining responsibility for assuring the reclamation of lands affected by coal mining. Most of Washington's coal-bearing regions lie west of the Cascade Mountains. The state's coal reserves are estimated at 1.4 billion tons, about 0.3 percent of the nation's total coal reserve. Steeply dipping. minable seams range from 2.5 to 25 feet in thickness. The occurrence of coal in Washington has been documented since the early days of its settlement; at one time, coal production played a significant role in the state's economy. During the late 1800s and early 1900s, coal was second only to lumber in Washington's industrial production. Coal production declined as other sources of energy were developed. By 1959, production was at 200,000 tons. Regulation of the coal mine operations in Washington is conducted by the Office of Surface Mining's Casper, Wyoming, Field Office and its local office in Olympia, Washington. All permit applications and abandoned mine land reclamation are completed by the OSM Western Support Center in Denver, Colorado. Inspections of mine and reclamation sites are conducted by OSM reclamation specialists located in Olympia.

The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 829), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

The Mine Improvement and New Emergency Response Act of 2006 (MINER ACT) established a Technical Study Panel (The Panel) to provide recommendations on the utilization of belt air and new technology that may be available for increasing the fire resistance properties of conveyor belt used in underground coal mines. The Panel Report recommended use of the Belt Evaluation Laboratory Test (BELT) as the method for testing and approval of flame resistant conveyor belts used in underground coal mines. The research conducted to establish the correlation of the BELT with large-scale belt fire flammability tests was done using 36- to 42-in wide conveyor belt. Due to today?s coal haulage capacity, the mining industry is using 72-in and wider conveyor belts. The National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine if the BELT will also qualify wider belts as fire resistant for use in underground coal mines. This paper describes the results of recent experiments comparing results from using the BELT and the large-scale tests for six different belts.

"The Jewell tunnel property, situated 3/miles north of Garfield, Chaffee County, Colo., was examined by an engineer3 of the Bureau of Mines in June 1943. Field work began September 16, 1944, but was recessed from December 26, 1944, to gay 15, 1945, because of heavy snows, and was suspended July 12, 1945, when rehabilitation of the New York tunnel workings was completed to the point desired.In its program of exploration of Mineral deposits, the Bureau of Lines has as its promary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as seen .as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.For their supervision of the project and their help in revising the report, particular acknowledgment is due Wm. P. Huleatt, district engineer, Denver, Colo., and Paul T. Although zinc in the environment is generally considered to be beneficial or benign, excessive amounts can cause deterioration of environmental quality and toxicity problems for some plants and animals. High amounts of zinc in the environment are often associated with anthropogenic activities, mainly those involving zinc production and consumption and those related to the use and disposal of zinc-containing products. To obtain some upper limit parameters on the historical quantities of zinc chat may have entered the U.S. environment from anthropogenic sources, the Bureau of Mines conducted a materials flow study of zinc from the earliest beginning of the domestic industry through 1990 and for the year 1989. For comparative purposes a generalized historical materials flow of zinc for the world was also prepared. The United States was the world's leading producer and consumer of zinc in the 1850-1990 period. In that period, U.S. mines and smelters produced 15% and 20%, respectively, of world output, and U.S. zinc consumption accounted for about one-fourth of the world total. Maximum zinc losses into the environment related to the above production, consumption, and disposal of end use products total about 63 million tons. Dissipative uses and landfill disposal have accounted for about 73% of the potential zinc losses to the environment, followed by mining and smelting 22%, and manufacturing, 5%. At the end of 1990, contained zinc in useful end-products in the United States was estimated to be about 23 million tons. In 1989 slightly more than 1 million metric tons of zinc in new zinc-containing products were added to the domestic pool of zinc in use but in the same year, an estimated 0.9 million tons was dissipated and discarded, indicating only small net gains to the zinc pool of use annually.

Poroplastic membranes containing ion exchange liquids were studied for separating cobalt from nickel-containing solutions similar to ammoniacal laterite leaches. The driving force for cobalt transport was differences in pH and composition between the leach and extraction streams. Using a diketone ion exchange liquid, a leach pH of 6.5 to 7.0, and a strip pH of 2.3, cobalt was extracted from a 750 ppm solution containing 2500 ppm of nickel at rates ranging from 1 to 10 µg/cm2 .min in single membrane cells, and from 10 to 100 in more closely spaced multiple membrane cells. Rates were variable, with evidence that cross -membrane flow pasterns were a key factor; a reproducible rate of 30 pg/cm .min would be economically viable. Loss of transport observed after several days of continuous operation was restored by flushing membranes with fresh ion exchange liquid. A major effort was devoted to preparation of thin, leak-free membranes; the resulting membranes endured operating conditions without mechanical failure.

"The material known as coal has a highly variable composition. As a consequence, coals show a great variation in their physical and chemical properties as a function of coal rank. The situation is further complicated because the preparation engineer must deal with raw coal, as mined. This is an assemblage of coal, upwards of 30% mineral matter and, typically, several percent pyrite. The kind and amount of the mineral constituents is also highly variable from source to source. A knowledge of coal rank and source location, and the kind and amount of associated impurities, is the first step in evaluating the response of a raw coal to preparation procedures. The raw coal must first be characterized before information from one source can be extrapolated to that of another.INTRODUCTIONCoal is a black or brownish-black combustible solid, derived from a heterogeneous mixture of plant remains and associated mineral matter that have undergone chemical and physical metamorphic changes by biological and geological processes without free access to air. It is composed principally of carbon, hydrogen and oxygen with lesser amounts of nitrogen and sulfur. 'Its exact chemical and physical nature has remained poorly defined, because the term 'coal' refers to a broad range of coalified solids ranging in rank from anthracite to a variety of bituminous coals of differing volatile matter content, sub-bituminous coals, and ending with lignite and brown coals. The variation in chemical and physical properties through these ranks is massive. In summary, Luckie's (1988) assertion is apropos: ""There is no such thing as coal; there are coals"". The coal preparation engineer, and, most especially, those scientists and engineers from other disciplines wishing to work with coal, must constantly keep this admonition in mind because what is true for one coal seam is often not directly applicable to another."

The theoretical relationships that are used to calculate in situ rock stress magnitudes and directions from borehole deformation data obtained during overcoring are based on the assumption that the rock is a linearly elastic material. Strictly speaking, this assumption is not valid in any rock. Thus, investigators using overcoring techniques must either accept various degrees of nonlinearity and the associated inaccuracies or use core testing techniques that address the problem and compensate for elastic nonlinearity. Previously developed test procedures for stress-relief overcores partially correct for nonlinearity. This Bureau of Mines paper describes a test procedure that completely corrects for elastic nonlinearity in stress-relief overcores.

This report describes the design, and development work performed to reduce the volume and weight of the miners caplamp battery, as well as a headpiece with a swivel mechanism containing a halogen bulb with two filaments. Work was also conducted in the development of a maintenance free battery. The design concept is based on non-sintered Ni-Cd technology, with an energy density of 22 Wh/lb. The cap lamp system developed has been approved by the Mine Safety and Health Administration (MSHA) and can be manufactured for mine use.

This report examines the effectiveness of bonus plans in the coal industry. The analysis uses theoretical, literature review and empirical approaches to determine the impact of bonus plans on safety and productivity in underground coal mines. The basic finding is that the modal bonus plan in underground coal mining does not have a major impact on productivity and safety indicators. The design of the plan, or organizational factors, and the process of introducing the plan all contribute to its relative ineffectiveness. Strategies and options for designing effective plans are presented.

Reduce the respirable dust exposure of the roof-bolter operator when downwind of the continuous miner, particularly in mines where respirable dust standards are more stringent because of silica in the respirable dust. Dust Sources If roof-bolter dust levels are excessive, the bolter dust collector should first be checked to ensure that it is operating properly. (Technology News No. 219 provides information on how to spot and repair bolter dust collector problems). If the roof-bolter dust collector is operating properly and dust levels are still excessive, then the source is most likely a continuous mining machine operating upwind. In many sections, the roof-bolter operator must work on the return side of the continuous miner during part of the production cycle. In an effort aimed at monitoring mining-induced stress changes that may influence ground failure, the US Bureau of Mines conducted a series of active 3-D seismic tomographic surveys at the Homestake (Lead, South Dakota) and Lucky Friday (Mullan, Idaho) mines. Existing rock bolts were used to mount geophones and as strike points for introducing seismic energy using a 3.6 kg sledge hammer. Travel time measurements were recorded spanning up to 160 m between drifts at several levels. The tomographic uncertainty was minimized by computing iso-velocity surfaces of constant probability based on statistics from multiple reconstructions and a threshold criteria. Periodic imaging using tomographic velocity surfaces demonstrated that temporal and spatial changes in the local stress field occurred in response to ground failure and stope advancement at a gold and silver mine, respectively. The safety record of the metal mining and milling industries in 1965 is reviewed by the Bureau of Mines. The overall injury-frequency rate of 23.77 per million man-hours was 5 percent lower than in 1964 and was the lowest annual rate in a statistical history beginning with 1931. The injury-severity rate of 3,521 days lost per million man-hours in 1965 represented a 5-percent improvement over 1964. However, the total of 3,825 disabling work injuries comprised 61 fatal and 3,764 nonfatal injuries, one and 92 more, respectively, than in 1964. At primary nonferrous smelters, refineries, and reduction plants, the injury-frequency rate of 8.97 per million man-hours in 1965 was 13 percent lower, but the severity rate percent higher than in 1964. these plants in 1965, 4 more of 1,173 days lost per million man-hours was 17 There were 12 fatal and 971 nonfatal injuries at and 28 fewer, respectively, than in 1964.

"INTRODUCTION AND RESUMEThe Reward zinc property was one of the first selected for exploration by the Bureau of Mines at time when zinc supplies for war production were very short. Preliminary examination indicated that an appreciable tonnage of zinc that could be developed for early production might be found by diamond drilling. The geology was mapped by the Federal Geological Survey, and 14 holes were diamond drilled by the Bureau of Mines. This work was started in September 1942 and completed in September 1943.The Reward is an old property in southwestern Pinal County, 26 miles from Casa Grande on the Southern Pacific Railroad. Mining was begun in the early 1880's and was continued intermittently by several operators to about 1917. About 400,0oo pounds of copper was produced from the north¬eastern part of the property, mainly from a 600-foot incline in oxidized copper ore that replaced a bed of limestone. This ore was mined out. A 400-foot vertical shaft in the copper area was inaccessible. A 325-foot vertical shaft had been sunk near the southwest end of the zinc-bearing area, and a 600-foot crosscut tunnel had been driven near the northeast end of the zinc area, but little zinc ore was produced. There were several shallow inclines and numerous surface pits between the main workings.The ores were deposited in Paleozaic limestones that strike northeast and dip about 40 degrees northwest. These are capped by Cretaceous clastic and volcanic rocks in the zinc area. The outcrops show mineralization in a segment of the limestone 4,500 feet long, which is limited by large cross faults at each end. Another large fault, which strikes north, separates the northeast third of the mineralized belt from the remainder. Copper predominates northeast of this fault and zinc southwest of it. The ore beds are cut by numerous small cross faults. Ore was deposited for short distances along some of these, but more of it made out from the fissures along certain replaceable limestone beds."

The concept of isokinetic measurement of strength was originally related by Hislop and Perrine.(1)Characteristics of an isokinetic exertion are constant velocity throughout a predetermined range of motion. Strictly speaking, a means of speed control, and not a load in the usual sense, is applied in isokinetic exertions.(1)However, load and resistance are definitely present in this technique. In this case, the load is a result of the energy absorption process performed by the device to keep the exertion speed constant. The device prevents energy from being dissipated through acceleration in isokinetic exercise. The energy is instead converted into a resistive force, which varies in relation to the efficiency of the skeletal muscle. Since the speed of motion is held constant in isokinetic exercise, the resistance experienced during a contraction is equivalent to the force applied throughout the range of motion. For this reason, the technique of isokinetic exercise has sometimes been referred to as accommodating resistance exercise. This type of exercise allows the muscle to contract at its maximum capability a tall points throughout the range of motion. At the extremes of the range of motion of a joint, the muscle has the least mechanical advantage, and the resistance offered by the machine is correspondingly lower. Similarly, as the muscle reaches its optimal mechanical advantage, the resistance of the machine increases proportionally. It must be understood, however, that while isokinetic devices control the speed of the exertion, this does not assure a constant speed of muscle contraction. The speed of isokinetic contractions is constant during individual exertions; however, it is also possible to compare muscular performance over a wide range of isokinetic velocities. Increasing the isokinetic speed of contraction will place increasing demands on Type II muscle fibers (fast twitch and fast oxidative glycolytic). Workplace Assessment It is clear that isometric strength testing cannot substitute for dynamic strength assessment when examining highly dynamic occupational job demands. As most industrial work tasks contain a significant dynamic component, analysis of isokinetic strength capabilities appears to offer some advantage to isometric testing in this regard. However, it must be recognized that isokinetic devices are not entirely realistic compared with free dynamic lifting in which subjects may use rapid acceleration to gain a weight-lifting advantage.

The vibration levels of the heavy machines used in surface mining are much greater than for vehicles used on highways. In order to assure the proper functioning of electronic equipment placed on the surface mining vehicles, the U.S. Bureau of Mines has conducted a program of field measurements to define their vibration environment. The information in this report is for a class of vehicle that has a blade for scraping and wheels with rubber tires. The statistical information derived from these measurements can be used as a basis for laboratory testing to qualify equipment for a surface mining vehicle of this class. The envelope that would encompass 99 pct of the vibrations encountered in normal operations is presented for each location on the vehicle. The five locations for which data were recorded are the floor of the cab, the engine, the frame, the drive train (gear, differential, and torque converter), and the axle. Tabulated data are provided for those who wish to use a different probability level. The appropriate test profile for the laboratory testing can be determined from the information presented in this report.

Workers using vibrating hand tools have the potential for developing health problems associated with repeated forceful actions and exposures to hand-transmitted vibration. Hand-arm vibration syndrome (HAVS) and other hand-arm system disorders have been associated with such exposures.1-2 To better assess health risks, comprehensive evaluations of these exposures must include quantitative assessments of hand-tool coupling forces; unfortunately, no standardized method for quantifying hand forces exists. Handle instrumentation may be ill-suited for some field environments. Psychophysical force-recall techniques may provide alternatives to handle instrumentation. A thorough understanding of the effects of vibration and other factors on force-recall accuracy and reliability is important before such methods are applied in risk assessments. Methods In this study, the effects of vibration and other factors on the accuracy of psychophysical force-recall were explored in two experiments. Twelve male subjects participated in the first experiment. The second experiment employed 20 participants (10 female, 10 male). In each experiment, participants applied specific grip and push forces to an instrumented handle mounted on a shaker system. Participants were exposed to sinusoidal vibration at frequencies that ranged from 0 Hz to 250 Hz. Three levels of applied force (low: grip = 15 N/push = 25 N, medium: grip = 30 N/push = 50 N, and high: grip = 45 N/push = 75 N ) and two levels of vibration magnitude (low: ANSI 4-8-hr limit and high: ANSI <0.5-hr limit)3 were examined. During the vibration exposure period, participants were provided with visual feedback while they attempted to “memorize” the applied grip and push forces. At the conclusion of the vibration exposure/force memorization period and a controlled rest period, the participants tried to duplicate the grip and push forces on a non-vibrating handle without the aid of visual feedback. The effects of different vibration frequencies, vibration magnitudes, and grip and push force levels were tested in a random order from trial to trial. Results Participants tended to overestimate grip and push forces. Depending on exposure conditions, error means ranged from 2 N to 10 N. The ANOVA revealed that force-recall errors for exposures between 31.5 Hz and 63 Hz were significantly higher than those at other vibration frequencies (p < 0.05). The frequency effect is depicted in Figure 1. Error means were greater when participants were exposed to the higher vibration magnitude (mean = 9.1 N, 95% CI = 8.2-10.1 N) when compared with the lower vibration magnitude (mean = 4.9 N, 95% CI = 3.9-5.8 N) (p < 0.05).
