The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.

The process of desilverising by fractional crystallisation with reflux was investigated through laboratory batch tests and continuous laboratory bench scale tests at CSIRO Clayton, to a 300 kg/hr pilot plant at Port Pine. The pilot plant built at BHAS comprised a vertical cylindrical refining column with internal diameter 250 mm and height 3.2 m, attached at the top to an off-set cylindrical stirred crystalliser tank. Crystals were made in the crystalliser by intermittent immersion of steel cold fingers, which were water cooled between immersions. Gas heat was used for melting the crystals at the base of the column and for side compensation heating. A computerised in strumentation system was employed for data logging and for controlling some critical plant operations. A mechanical device was first employed to promote counter-current plug flow of crystals down the column against the rising stream of reflux liquid, but this was found to be unsatisfactory owing to excess noise, frequent mechanical failure, and excessive accumulation of dross. Plug flow was finally promoted by pulsing the column. Low silver levels, less than 1 gitonne, were achieved with both methods of crystal transport under total reflux conditions. The pulsed column gave results for silver and bismuth which agreed with the theoretical predictions of a computer model, but there was some selective drossing of antimony. In the mechanically agitated column, excessive drossing promoted selective removal of most of the antimony and some of the bismuth, and the results after extended operation were well removed from the theoretical predictions. Plant failures and operating problems prevented the achievement of satisfactory product quality with the necessary reliability under production conditions. Other priorities necessitated the termination of the project before the process could be optimised.

The conventional CaO-SiO2-based mould fluxes are not suitable for high-Al steel casting because of the strong reaction between silica in the flux and aluminium in the steel strand. In the process of casting of high-Al steel, flux composition changes; with the decrease of the silica concentration and increase of alumina. Knowledge and understanding of the effect of the Al2O3/SiO2 ratio on flux structure and properties are useful for flux design for the high Al-steel continuous casting. This paper investigated the effect of the Al2O3/SiO2 ratio on structure, viscosity, phase composition of fluxes quenched at different temperatures and heat transfer of CaO-Al2O3-SiO2-B2O3-Na2O-Li2OMgO- F fluxes. It was found that flux melting temperature increased with the increase in Al2O3/SiO2 ratio. Viscosity of the flux melts increased significantly with the increase of the Al2O3/SiO2 ratio from 0.7 to 1.2, reaching the maximum value, and then decreased with further increase of the Al2O3/SiO2 ratio. Raman spectroscopy analysis revealed that the change of the Al2O3/SiO2 ratio led to the change of aluminate and silicate structural units. The turning point for viscosity was attributed to the change in the degree of flux polymerisation. X-ray diffraction (XRD) analysis showed that increasing Al2O3/SiO2 ratio increased crystallisation tendency of the fluxes. Heat transfer measurement by infrared emitter technique (IET) revealed that increasing Al2O3/SiO2 ratio led to the decrease in heat flux which is correlated well with the increased crystallinity of the flux. The results suggested that the flux with Al2O3/SiO2 ratio 4.3 is the best candidate among the studied CaO-Al2O3-based mould fluxes for casting of high-Al steel.

ROES« is a proposed new mining system for underground hard rock mines. Ore is accessed from within a shaft, which is located close to or within the stope, and pitched either vertical or within approximately 20 degrees of vertical. The shaft is designed to exclude personnel entry so production drilling and explosive placement is done using remotely controlled or automated machines. Routine remotely controlled survey of the shaft, stope back and broken rock within the stope is typically done following each blast. The survey may include excavation geometry, rock fragmentation and geotechnical characteristics. Blastholes are surveyed before placement of explosives. This provides mine operators and engineers with real-time data, allowing them to monitor production performance and risk factors so that they can make rapid changes as required. ROES« is designed to apply to open stoping or sublevel caving situations either in disseminated, geologically defined, thick tabular or narrow vein orebodies. The technologies developed for ROES« will also have potential applications to block caving operations to reduce the risk of frozen ore and poor fragmentation. In a typical sublevel open stope application, ROES« will reduce the amount of stope-associated development by about half and therefore will allow ore to be brought on-stream sooner and at significantly reduced cost. Other savings are expected to flow from the centralisation of mining activities and operational data, reduction in mining fleet, reduction in ventilation requirements, improved occupational safety and reduced mine complexity. CSIRO and Orica Mining Services are developing the required technology and AMIRA is seeking sponsorship for a project to trial the mining method. As part of global systems of mineral production and consumption, the Australian minerals sector is facing sustainability challenges across technological, social, ecological, economic and governance domains, as well as between local, national and global scales. To ensure that the Australian minerals sector progresses towards sustainability, it is imperative to understand the possible ways in which AustraliaÆs mineral resources could support sustainable futures. A significant research gap exists between the complex nature of questions concerning minerals sustainability and the reductionist methods available to deal with them. This paper argues the need for broader, more integrated approaches to questions concerning minerals sustainability, which can address multiple human perspectives, complex and æmessyÆ patterns and processes across multiple organisational, temporal and geographical scales and whole systems of mineral production and consumption. To inform the development of a new approach to minerals sustainability, this work reviews the contemporary understanding of the Australian minerals sustainability problematic, from the perspective of the Australian minerals sector (Minerals Council of Australia), the Australian research sector (Mudd 2007a, 2007b; Mudd and Ward 2008) and a multi-scale international project (MMSD 2002). This review shows the focus of current responses to the minerals sustainability problematic, identifies the need for an integrated approach to questions of minerals sustainability and addresses how different approaches are informed by underlying and unarticulated assumptions about the tolerability of tradeoffs between different societal goals, the treatment of uncertainty and the application of different conceptual geographical, organisational, temporal and life cycle scales to define the minerals sustainability problematic. The Mineral Resources Landscape proposed, offers an expanded conceptualisation of minerals sustainability, to link minerals production and consumption in an integrated assessment across the entire minerals supply chain, connecting social, ecological, technological, economic and governance domains across local, national and global scales. The key leverage points governing change in the Mineral Resources Landscape are identified as: the material source, extraction and production technologies, level of service and value, and consumption patterns. Mapping the key challenges facing the minerals sector, as identified in the review herein, indicates that the boundaries defining traditional conceptualisations of minerals sustainability focus on the material source and technology and ignore two very key drivers of the Mineral Resources Landscape û the æservicesÆ minerals offer to society and the æconsumption trendsÆ which assimilate these services into society. Understanding these overlooked aspects of the Mineral Resources Landscape, along with the conventional areas of focus, is essential for identifying the Australian minerals sector as a provider of sustainable mineral services. This insight prompts a reconsideration of the role of minerals services and consumption trends, together with the role of the material source and technology in shaping change and the emergence of sustainable systems of Australian minerals production and consumption, across multiple scales and domains.

Throughout Australia and the world, there have been in recent years a number of incidents involving the reaction of ammonium nitrate based explosives with ground containing certain types of sulphides. This paper presents a comprehensive strategy designed to identify, assess and mitigate the risks involved with blasting in areas of reactive ground. Undertaking blasting in reactive or potentially reactive ground involves a degree of risk, the level of which is dependent upon the controls in place for specific sites; this in turn depends upon the degree of sound reasoning and judgement behind the implementation of these controls. Implementation of controls to minimise the risk of incidents also involves a measurable increase in production and blasting costs. To achieve a balanced solution to this matter, decision-makers need to understand how the risks eventuate, how they should be evaluated, and how control measures reduce the risk. Also required is an understanding of how the problem affects the economics of the operation, and the magnitude of this effect. It is the aim of this paper to provide a structured approach to gaining this knowledge, so that mine management, the workforce and explosive suppliers may jointly develop more effective economic and safe blasting systems for potentially reactive ground. Using a combination of fault/event tree risk assessment and semi-quantitative analysis, a structured approach to dealing with the issue will be illustrated.

Current best management practice requires the placement of a cover onto most types of mine waste including tailings, waste rock and/or spent heap leach rock at closure of the mine. The objectives of a cover system may vary from site to site but generally include dust and erosion control; chemical stabilisation of acid-forming mine waste (through control of oxygen ingress) contaminant release control (through control of infiltration); and/or provision of a growth medium for establishment of sustainable vegetation. In our experience, there has been a general tendency by stakeholders to develop performance criteria for cover systems, which are tied directly to these specific design objectives. In many cases, this practice has led to the development of single, often very conservative, numerical values of cover performance criteria such as ænet percolationÆ, ærate of oxygen ingressÆ and/or æplant density/mixtureÆ. In our opinion, there is a need to develop cover performance criteria on a case-by-case basis and with due consideration of the short-term and long-term impacts on the receiving environment at a particular site. This paper puts forward a methodology for developing site-specific performance criteria for a cover system designed to isolate acid-forming mine waste and to control acid rock drainage. The proposed methodology links the predicted performance of a cover system to groundwater and surface water impacts. This way, the appropriate level of control (of oxygen ingress and/or net percolation) required by the cover system can be determined. A case study is presented that illustrates the application of the methodology proposed in this paper.

About 17% of the world's present day oil supplies comes from wells drilled in the continental shelf of some 28 countries. The demand for oil is increasing each year and is expected to quintuple in the next decade. In the same period, the demand for gas will climb to at least 20 times its present rate. In the next decade, the percentage of oil and gas obtained from offshore is expected to rise to nearly half the world's consumption. The offshore oil industry is currently striving to achieve new technological advances in the field of deep ocean operations, especially in face of adverse seas. While the emphasis was put on drilling vessels for exploration, the industry was slow in developing effective offshore construction vessels. Until a year ago, construction vessels were but large barges with construction equipment mounted on their decks. These vessels all shared the same severe limitation: When the sea exceeds a five-foot wave height (and in some cases as little as three feet) the conventional construction barge is forced to suspend operations. In face of an oncoming storm they must run for shelter. Their utilization, therefore, is limited and in rough weather areas, such as the North Sea or the Bass Strait is lower than 50%.

The Croydon Gold Mine is located in northwest Queensland and is a joint venture between Central Coast Exploration N.L. and Pancontinental Mining Ltd. The mining operation commenced in 1987 and consists of satellite open pit mines feeding a central Carbon-In-Pulp gold Treatment Plant. The gold mineralisation is hosted by quartz veins within the Croydon Volcanic Group and the Esmeralda Granite, a cogenetic igneous suite of Middle Proterozoic age. The mineralisation comprises gold and silver with associated basemetals. The gold and silver electrum occurs as extremely fine free grains. The gold distribution is heterogenous occuring across the full vein width, or restricted to the footwall or hangingwall. The average mineral resource grade is 3.5 g/t. The deposits are all hard rock and mining is carried out by drill and blast technique. All mining activity is carried out by a mining contractor. Mining is by a selective mining method which entails the drilling, blasting and extraction of the hangingwall waste prior to orebody extraction.

The necessity of effective dust suppression measures during excavation work is just as uncontroversial in tunnelling as it is in mining. In many respects, in fact, the applied technology is comparable. Notwith- standing, given more careful appraisal, it becomes evident that very different starting conditions exist in both these fields: In mining, there are for instance, well organised firms, which in many cases have been active for several decades, carrying out the required drivage and winning operations - and although there are also experienced firms in tunnelling, these generally speaking form a joint venture in order to accomplish a certain project. These "tunnelling firms" which are formed for a short term, normally only exist for a period of two-to three years. They con- stantly reorganise themselves: from the site supervising engineers by way of the foremen and shift overseers to the gangs working on site. The "firm's headquarters" are also re- located when a new project is started up. Then of course, there is often pronounced fluctua- tion among the crews of a single tunnelling project. Seen from this point of view, a safety expert in tunnelling has a far more difficult task than one in mining. He has not the advantage of knowing every corner of the mine for years if not decades on end, of being familiar with the overall organisation of the enterprise let alone knowing many of the men at the face. This ideal prerequisite for effec- tive decisions pertaining to suitable measures for industrial safety and accident prevention taking all weaknesses into consideration given the interplay of the most varied system com- ponents, can practically only be arrived at in mining.

Data Metallogenica (DM) is unique as a global mineral sample collection and deposit database with over 70 000 rock samples and a wide range of descriptive, photographic and measurement data. Subscribers have access to approximately four gigabytes of on-line data with many examples included on the public pages. DM commenced its life on the Pacific rim in 1971 and much recent growth has focused on countries of the Pacific margin, particularly Australia, Fiji, Chile, Indonesia and Peru. Approximately 600 separate deposits and mineral occurrences in this region are represented in DM. The sets of rock samples have been photographed at high resolution and included on the web site, together with unpublished descriptions, deposit cross-sections, bibliographies, field and mine photographs, petrology and reflectance mineralogy. Figures and abstracts from PhD theses are a new addition and the donation of proprietary databases by companies and individuals is an encouraging trend. DM increasingly is being viewed as an acceptable and important repository for æfragileÆ and irreplaceable personal and company data, it is also being recognised in its true light as a high level information system, not solely a collection of rock samples. Data Metallogenica is a not-for-profit venture of AMIRA International that requires self-funding from December 2004. Growth and development must be funded entirely out of subscription and sponsorship revenues because no government subsidy is provided. The Pacific rim is in the mainstream of mining and exploration activities worldwide and those involved have much to gain from a dynamically sustaining DM. A new lead refinery with a. capacity of 230,000 tons per year com-menced operation at*Port'Plsie in October, 1959. This plant' superseded the refinery which had operated from 1933 with the advent of thecontinuous lead refining process. The incorporation of new equipment following local metallurgical developments, together with the overseas demand for lead of extremely low antimony content, created difficulties in operating the original plant. The new refinery project was under-taken to cover this disability and to gain the full advantage of the new processes.Desilverising and softening are carried out in units identical in size to those used previously. Metallic'zinc is now recovered from the entire output of desilverised bullion by vacuum distillation. Final refining is then carried out by batch'treatinent with caustic soda yield-ing lead of purity previously unattainable at Port Pirie.These two processes have replaced continuous dezincing by oxidation, a high temperature process which caused large quantities of lead and antimony to be recirculated. As the final stage is a .batch process the product composition can be.checked before casting. Individual batches can be adjusted to produce special alloys to,consumer's specification.Improved casting equipment has allowed the quantity production of pigs of good physical characteristics either as 56 lb bars or 2000 lb pigs. This, together with the high purity of the lead, has assured the B.H.A.S. position in world markets.Automatic control systems have been extensively employed particularly on the vacuum dezincing unit.The anticipated financial benefits have been achieved mainly by a reduction in the tonnage of recirculated materials, a smaller labour force, and reduced maintenance requirements.

Compositional and isotopic analyses of coal seam gases in the Southern Coalfields have shown that these gases frequently contain abnormally high concentrations of magmatically derived carbon dioxide. The size of this carbon dioxide reservoir and the extent of permeation of the sediments by carbon dioxide are not known.Therefore caution in evaluating the natural gas potential of the region is advised.

This paper proposes a set of new approaches for the optimisation of planning and designs in mines by means of evolutionary algorithms, which include the determination of ore grade, layout of development system, selection of mining methods and production scheduling in underground mines. The applications indicate that evolutionary algorithms are particularly suitable to the complex and complicated problems in mines.

Between, 1980 and 1984, the demand for non- ferrous metals in the free world grew annually by 1.5 per cent for copper, 0.4 per cent for lead, 1.4 per cent for zinc, and 2.5 per cent for nickel. The growth rate decreased substantially compared to the rate experienced before 1980, and was far lower than the GNP growth during the corresponding period. The main reasons for this are considered to be 1. resource-saving efforts by industrialized countries resulting from the first and the second oil crises, 2. saturated demand for durable consumer goods, and 3. substitution of non-ferrous metals by new materials such as optical fibers.

In the paper a stochastic model of the batch sieving procedure is presen- ted resulting in a system of ordinary differential equations to describe the time dependence of the mass fractions on the sieve surfaces being randomly influenced by sampling errors. The coefficients of the system can be interpreted as sieving velocities. Their dependence on the sieving con- ditions is discussed and a special type of functional relationship and methods are suggested to determine this function experimentally. Moreover the applicability of the approach is demonstrated by an example to evaluate the particle size distribution, if only the result of incomplete test sieving is known. For this problem a rough error estimation is performed.
