In the minerals industry allocating capital for setting up a new project or for upgrading an existing facility usually requires that a compromise be found between the initial cost of equipment, its operating performance and on-going operating costs. To maximise the return on the investment usually requires that various possible combinations and layouts of equipment be assessed. This task is both difficult and time consuming. Computer simulation can be used as a means of determining the expected operating performance of a range of alternate equipment configurations. Simulation is a particularly important technique for analysis as it is one of the few approaches that allows the analyst to take into account the variability inherent in a mining process. While computer simulation is a well established technique its use, until recent years, has been limited to large organisations with access to substantial computing facilities. However, with the current availability of low cost computing platforms combined with easily understood animated displays, simulation is now becoming more widely used across the industry.

That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

El objeto del presente texto busca difundir una manera de standarización en la formación técnica de los carbones peruanos, basándose en la standarización y desarrollo del mercado para antracita en Pensylvania. Asimismo se sugiere la introducción del sistema ASTM para de esa forma tener datos comparativos, con otros carbones en un sistema de difusión y aceptación. Para la utilización del carbón en el Perú y el extranjero, se requiere de un estudio que describa sus características físicas y químicas según el usuario y mercado, y siguiendo las pautas en que otros carbones fueron estudiados en las naciones industriales. En este sentido, los carbones más usados por los usuarios son las antracitas, cuya composición (volatibilidad, lustre, fiabilidad, facilidad de molienda), es similar a las de Pensylvania. De otro lado, no se encontraron estudios anteriores sobre las propiedades de carbón en aquellos yacimientos en exploración y reserva potenciales, excepto en las minas de actual explotación. Entre las propiedades del carbón está la volatiblidad, humedad, poder calorífico y ablandamiento de cenizas, mientras que la clasificación americana de la andracita debe basarse en el contenido de materia combustible y no por tamaños. En consecuencia, es necesario elaborar las pautas de conocimiento(características) sobre el carbón peruano, de forma que sirva de guía futura para el comprador y diseñador a nivel nacional.

This work is a continuation of a paper presented in the 32nd DFI Annual Conference, Colorado 2007, titled ?Hollow Core Bar Micropiles - Design parameters interpreted from 260 load tests.? The first paper presented the results of the verification and proof tests performed for the retrofit of two bridges with hollow core bars that used 260 micropiles. It included an interpretation of the unit bond values in the different soils where micropiles were installed. Recently two additional bridges within the same geological environment were also retrofitted using 144 hollow core micropiles. This paper includes the interpretation of the additional data from the proof tests performed and refines recommended values for design of hollow core bar micropiles in soils similar to those encountered in these two projects. The authors believe that the data collected will significantly add to the relatively small existing database on micropile tests and may also be useful during implementation of the LRFD design methodology.

CORESafety ‘One of the best’Launched by NMA in 2011 and moving forward ever since, CORESafety is driving continuous improvement in safety and health performance among participating industry companies by shifting from a command-andcontrol regulatory approach to a risk-based systems approach built on the Plan-Do-Check-Act model (Fig. 1).Considered an exemplary safety and health management system, NMA’s CORESafety system helps mining operators change their approach to safety and health management by enhancing the safety and health culture throughout their organizations. Although it is challenging to consistently and completely control all the factors and variables occurring in daily mining operations, experience has shown that applying systematic controls to as many variables as possible is the most successful approach for improvement in mining safety and health.When embarking upon the development of the CORESafety framework, NMA’s leadership set an ambitious goal to eliminate fatalities and reduce the injury rate 50 percent in five years, or the “0-50-5” goal. While the goal has not been met yet, the steady progress has been extraordinary with fatalities among participating companies dropping 45 percent during the period 2011-2015 (Fig. 2). Data also demonstrate that, as participating companies increase their level of implementation, total injury rates have also declined (Fig. 3).In a September 2015 interview with NMA, Penn State University mining engineering Professor Jeffrey Kohler praised CORESafety as “an inspired and timely program that brings together key elements to achieve safety and health goals.”"

"The Iron Ore Company of Canada's Carol Lake Project is Located near the western boundary of Labrador, 960 air kilometers northeast of Montreal (Figure 1).The Concentrator operation was started in 1962 with a capacity to produce 7 million tonnes of concentrate per year. The bulk of the concentrate was pelletized at a 6 million tonnes per year pelletizing plant completed in 1963. The remaining concentrate was sold in the international market. The concentrator was first expanded in 1966 to 10 million tonnes per year capacity with the pellet plant also expanded in 1967 to match the increase in concentrate production. In 1973, the concentrator was further expanded to gear with the increase in concentrate sales. In 1977, more than 40 million tonnes of crude ore was processed to produce in excess of 17.4 million tonnes of concentrate and 10.4 million tonnes of pellets."

The majority of heavy or strongly loaded structures, for instance high-rise buildings, large span bridges or gas storage tanks are founded on pile groups. However, current design codes and guidelines do not provide a standard procedure for their design under lateral dynamic and high-cyclic loading arising from e.g. wind, temperature or earthquake loads. To establish appropriate design strategies, a better understanding of the pile-soil, pile-pile and pile-cap interaction is required. This paper is focused on finite element backcalculations of centrifuge tests on single piles and pile groups subjected to up to 500 lateral load cycles. For the finite element simulations, a special calculation procedure is applied, combining two kinds of constitutive models, a conventional (Hypoplasticity with Intergranular Strain extension) and a special highcycle accumulation (HCA) model. The parameters of the constitutive models are calibrated based on static and cyclic laboratory tests on the sand used in the centrifuge tests. The performance of the applied numerical procedure is evaluated based on a detailed comparison of the simulation results with the measured data from the centrifuge tests. Overall the applicability of the used numerical strategy for simulating the behavior of pile groups subjected to high-cyclic loading is shown.

Technological advancements in electronic sensors and mine-wide monitoring systems have improved remote monitoring and analysis of underground mining information. The effective use of . these systems for ground control applications, however, remains a challenge facing the mining industry. The U.S. Department of Interior, Bureau of Mines is conducting research, utilizing real-time acquisition of rock mechanics data, to provide mine operators the means to rapidly identify and manage potentially hazardous ground conditions. The Bureau has installed a remote monitoring network in a Colorado coal mine to record Pressures from instruments installed in the roof and pi1lars of gateroads and from transducers on shield-legs along the face. The field data are being monitored at the Denver Research Center, 150 mi from the mine. A computer at the Center analyzes the field data and generates graphic displays, which permit detailed examination of mine-wide ground conditions in real-time. For the first time, Bureau researchers are able to perform real-time monitoring and analysis of rock mechanics data while mining is in progress. The data collection and display capabilities of the system were effectively used to identify and evaluate face stability problems at the mine.

Permeation rates for nitrogen through are-cast tungsten were measured in the temperature range 1800° to 2600°C at nitrogen pressure differentials of 1.0 and 0.1 atm. Gas chromatography was used to measure the quantities of nitrogen which permeated through 0.26-and 0.53-mm-thick membranes. Permeation rates were proportional to the difference between the square roots of the nitrogen pressure on each side of the membrane and inversely proportional to membrane thickness, indicating that atomic nitrogen was the difjusing species and that diffusion was the rate-limiting step of the process. Permeation coefficients calculated from the rates may be represented by the equation: where P is expressed in the units cu cm (stP)-mm per 1/2 sq cm-min-atm"' and 70.0 * 0.8 is the activation energy in kcal per mole of permeating species. In a previous paper' permeation rates were reported for hydrogen and for oxygen through tungsten. The permeation cells used for the hydrogen measurements were suitable for measuring nitrogen permeation under similar conditions, so the study was extended to include nitrogen. Permeation rates of nitrogen through the polycrys-talline arc-cast tungsten membranes were measured in the temperature range 1800" to 2600°C using two membrane thicknesses and two nitrogen pressure differentials. Permeation coefficients were calculated and the activation energy of the process determined. THEORY For diatomic gases which dissociate prior to diffusion, the quantity of gas which permeates through a membrane or wall at an elevated temperature where bulk diffusion is the rate-limiting step of the process is given by the equation: where: q = total amount of gas permeating a membrane, P = temperature-dependent permeation coefficient, A = area of membrane, t = time, p1 = gas pressure of high-pressure side, p2 = gas pressure of low-pressure side, and d = thickness of membrane. When bulk diffusion is the rate-controlling step, and the solubility of the gas obeys Henry's law, a further relationship is that, for any given temperature and pressure, the permeation is the product of diffusivity and the amount in solution. The permeation coefficient, P, is temperature-dependent according to the equation: where: Po = permeation constant, Q = activation energy, R = gas constant, and T = absolute temperature. EXPERIMENTAL PROCEDURES Cell Design and Experimental Apparatus. Two of the permeation cells used for the previous measurements of hydrogen permeation are shown in Fig. 1. Each consisted of a cylindrical chamber divided into two parts by a permeation membrane fabricated from high-purity (>99.9 pct W) wrought tungsten sheet made from vacuum arc-cast tungsten. The membrane in one cell was 0.26 mm thick and the other was 0.53 mm. The fabrication of these cells was described previously.' The permeation cells were mounted vertically in a high-temperature tungsten resistance furnace and the membranes and the center portions heated to test temperatures. Temperatures were measured by sighting an optical pyrometer on the edge of the membrane through a small hole in a tungsten plate which was fastened to the side of the cell. This arrangement provided an approximate black-body condition and eliminated the need for emittance corrections. Appropriate corrections were made for the quartz window through which the temperatures were measured. Argon gas flowed through the 10-liter volume of the furnace at the rate of 4.7 liters per min. The rocks of Waihi and the surrounding district are almost entirely rhyolitic and ande5itic in character. Sedimentary rocks, with the exception of some surface deposits of clay loosely compacted conglomerate, etc., and one or two thin and broken beds of a very poor lignite, occasionally changed by igneous agencies into a bituminous coal, are almost absent. In the shafts sunk by the Waihi and Grand Junction companies outside the outcropping andesitic area of the Martha Hill, more than one old surface or lake bottom has been passed through. At these points layers of sand, consolidated volcanic mud and tuff, accompanied by numerous broken fragments of imperfectly silicified wood have been enccuntered, but these occurrences may, for the purpose of this paper, be neglected.The youngest rock of the district are rhyolites, probably of Pliocene age. At least three distinct classes of rhyolitic lava, each possessing features of unusual interest, may be made out. None of these, however, is gold-bearing. The youngest flow, a light-coloured, fine-grained rock, is remarkable owing to its enclosing at times fragments of carbonised wood, varying in size from mere specks up to quite large pieces of almost pure charcoal. Rhyolitic tuff is also met with. "SWOT analyses and the closely related TOWS matrix are frequent starting points for an organization to develop its strategy. The paper deals with the evaluation of the TOWS matrix and presents three novel approaches to evaluate the different factors of the TOWS matrix, namely (1) approach to evaluate the factors with identical weights; (2) approach to evaluate factors with their weights determined within the different quadrants of the TOWS matrix; and (3) approach to evaluate factors with weights determined within the whole TOWS matrix. The third approach has two variants. The proposed approaches to evaluate the TOWS matrix were tested on a SWOT analysis of a significant mining company in the Czech Republic. The results imply that the strategy W-T (weaknesses-threats) is recommended in three cases, while the strategy S-T (strengths-threats) is recommended once. The paper may be valuable for managers responsible for strategic planning.IntroductionThe process of human needs gratification has been closely connected with raw material resources of the planet. In the contemporary socio-economic conditions, the task of the mining company managers, apart from extracting mineral resources, is to meet the owners' intents.The managerial work itself becomes very complex. In mining companies in particular, the complexity is augmented by the characteristics of the business. Undoubtedly, the key factor is that mineral resources cannot be renewed or relocated. Stojanovi (2013) characterizes mining projects as involving great investments in finance and time, as well as consecutive decisions and a 'complex mosaic of numerous unknown factors that affect the value of the project'. He adds that mining projects are typified by a 'number of geological, technological, technical, economic, environmental, social, and financial risks' (Stojanovi , 2013).Inter alia, the managerial work may also be intese due to the dynamic internal and external conditions for the existence of any company (Vane? k, 2014). This tallies with Peter Drucker’s prediction in 1969; that the times at the turn of the millennium could be expected to be turbulent (Drucker, 1969)."

This paper discusses various issues surrounding the metallurgical control for furnaces, especially focusing on processes with long time-constants and æmetallurgical memoriesÆ. Examples will focus on furnaces accepting particulate and sometimes ill-defined feeds, eg submerged-arc furnaces, blast furnaces, secondary scrap smelting operations, recycling operations, waste incinerators, etc. Generally, because of the usually higher metallurgical time constant of these furnaces, these reactors have to be controlled in a feed-forward manner by the use of a hybrid of æblack boxÆ or empirical and ægrey boxÆ semi-empirical first principles metallurgical modelling and simulation techniques in a supervisory metallurgical control capacity.

Flotation operations in Sudbury, Ontario, seeking to separate pentlandite and chalcopyrite from mixed sulphide deposits, produce pyrrhotite tailings that have been disposed of in tailings ponds for over 50 years. These reactive tailings are viewed as waste, despite containing ~0.8 wt% Ni, and represent an environmental liability because of their acid mine drainage (AMD) potential. Given the large quantities of pyrrhotite currently stored in Sudbury, and declining ore grades elsewhere, these tailings have shifted from being viewed as a waste to a potential resource. Recent advances in the bioleaching of low-grade sulphide ores have raised the prospect of bioleaching as a potential low-cost processing option. However optimization of this proposed process requires a thorough understanding of the mineralogy of the pyrrhotite tailings that would be leached. The work presented here addresses the characterization of two distinct Sudbury pyrrhotite tailings, namely from the Vale and Glencore operations, using electron microprobe, XRD and QEMSCAN analysis. Particular focus is given to how the mineralogy may affect bioleaching as a processing option, through the deportment of nickel and the various phases present

This paper presents the near-field rock damage owing to production blasting in limestone quarry in the western region of Japan. The study's purpose is to learn the mechanism of crack development due to blast vibration. In this study, blast vibration's magnitude was expressed with peak particle velocity (PPV) which was obtained based on seismographs recorded database. In attempt to pursue a research's purpose of this study, there were two considerable interests: near-field blast vibration propagation and prediction, and crack observed and prediction. Furthermore, with regards to considerable interest of the study, there were three essential aspects which were challenged, such as: monitoring and interpretation of seismic wave propagation in a rock mass near large explosive charge of production blast scale, measurement of blast rock damage in adjacent to blasthole, and determine critical value of PPV which may produce significant rock damage. In order to determine precision critical PPV, understanding correlation between rock damage with vibration level is firstly important to be done. This paper also discusses how to measure, detect and quantify near-field blast vibration and blast rock damage in adjacent to blasthole.

"A temporary bridge, supported on steel pipe piles, was built to expedite the construction of a breakwater structure off the western coast of Peru. The bridge provided access for dump trucks to the breakwater across a 342 m (1122 ft.) wide navigation channel from a liquefied natural gas (LNG) loading facility, at the end of a 1.3 km (0.82 miles) long permanent trestle, in 15 m (50 ft.) water depth. After the completion of the breakwater, the temporary bridge was removed, and the piles were extracted approximately one year after the initial driving. The bridge deck was typically supported on pairs of 914.4 mm (3 ft.) diameter, 18 mm (0.708 inch) wall steel pipe piles spaced at 7.5 m (24.6 ft.) across the bridge width and 18 m (60 ft.) along the bridge length. In an attempt to reduce the driven pile embedment, an inner closure plate was installed at 2.7 to 7 m (9 to 23 ft.) from the pile toe to force closed-end behavior. The piles were designed to carry 3400 kN (383 tons) axial compression load, and a minimum of 8 m (26 ft.) embedment was specified to provide sufficient resistance to the lateral loads.The subsurface conditions consisted of cemented conglomerate of sand, gravel, pebbles and some boulders, locally known as the Cañete Formation. The driven pile embedment varied widely, between 8 to 24 m (26 to 79 ft.). A significant portion of each pile was above the seabed, passing through seawater and up to the bridge deck, and was therefore unsupported. The extraction of the piles was challenging due to the subsurface conditions, presence of significant water column, pile weight, and the inner closure plate. Several different approaches were attempted before the piles could be successfully extracted. This paper summarizes the difficulties encountered and observations made during the driving and extraction of these piles."

The purpose of this paper is to provide general information about the bioaccessibility of metals and specific information about the use of bioaccessibility in risk assessments (human health risk assessments [HHRA] or ecological risk assessments [ERA]) and a list of sites where regulatory agencies have approved the use of bioaccessibility data in risk assessment. The memorandum also cites current U.S. Environmental Protection Agency (USEPA) guidance as well as state specific guidance where applicable. BRIEF HISTORY OF METAL BIOACCESSIBILITY TESTING AND METHODS The bioaccessible fraction of a constituent is that fraction that dissolves or desorbs from its matrix (e.g., soil) in the gastrointestinal tract and is available for absorption (USEPA 2007a; ITRC 2011; ITRC 2017). This is different from the bioavailable fraction, which is the percentage of the amount of an element that an organism is exposed to that is absorbed by that organism during a given time under defined conditions (USEPA 2007a). The bioaccessibility factor is the percentage of a metal that is potentially available for absorption and, therefore, is a conservative estimate of the bioavailable fraction since all that is available for absorption may not ultimately be absorbed into the organism’s system. Currently, there are two main techniques for estimating bioavailability of metals within a medium: in vivo animal studies (time-consuming and often cost-prohibitive), and in vitro tests that simulate human, or animal digestion in a laboratory setting. In vitro and in vivo test methods and protocols have been extensively evaluated by numerous researchers (Ruby et al. 1996; Rodriguez and Basta 1999; Sips et al. 1998; Sips et al. 2001; Molly et al 1993; Oomen et al 2002; Kelley et al. 2002; Oomen et al. 2003; Furman et al. 2006; Drexler and Brattin 2007; Basta et al. 2007; Wragg et al. 2009; Wragg et al. 2011; Chaney et al. 2011; Bradham et al. 2015; Bradham et al. 2018). Microaerobic biodegradation oflow-grade manganese dioxide slurry tailings was demonstrated in enrichment cultures treated with dilute molasses at 30°C and pH 5·8. Supplementary nitrogenous nutrients, yeast extract addition and pH adjustment were not required.Continuously stirred, air-limited reactors were superior to still intermittently agitated cultures, in that, at 5 per cent (w/v) MnOz tailings and 5 per cent (w/v) molasses, the yield of 0.12 g Mn++/g molasses, the rate ofleaching of 1·06 g Mn++/l/d and a recovery of Mn++ of 58 percent from MnOz were 2·8 times, 1·7 times and 1·9 times greater, respectively. The best compromise in yield (0·45 g Mn++/g molasses) and rate ofdissolution (0·73 gMn++/l/d) was at 1 per cent (w/v) molasses in a stirred reactor.Where leaching organisms were separated from sterile ore by a bacteria impermeable membrane leaching was shown to be some 20 per cent due to diffusible metabolites and 80 per cent due to a direct contact between the bacteria and the ore particle's surfaces.
