"Kaiser Resources Ltd. has completed feasibility studies resulting in approval of $277,500,000 for the construction of the Greenhills Surface Coal Mine, located 35 km north of Sparwood, B.C. The mine is designed to produce 1,800,000 tonnes per year of metallurgical coal over a 20-year period by conventional truck /shovel methods.The project is in the detailed design phase, with some preparation work being carried out on the site. The major construction activities are scheduled to commence in the spring of 1981. Mine development and pre-stripping will commence in July 1981, with first coal production scheduled for mid 1983.This paper will be a general description of the project and will include a discussion of the geology, reserves, mine planning, coal handling and processing, surface facilities and related topics.IntroductionProject DefinitionThe Greenhills Project is designed to produce, by conventional truck I shovel surface mining methods, 1,800,000 clean tonnes of metallurgical coal per year for twenty years . The production/ life constraints were chosen as being meaningful for planning and evaluation purposes after appraisal of the market potential and are not limited .by economic reserves. Substantial additional strippable reserves are available which would facilitate expansion of the proposed mine life and/ or capacity. In fact , all the facilities are designed so that they can be expanded in the future to accommodate a doubling of annual coal production, and certain portions of the coal processing facilities are being installed with an annual capacity of 3,600,000 tonnes. Demolition blasting next to an active railroad can be very challenging because of track safety, blasting vibrations, potential track fouling by blast debris, and short work windows on a live track. Recently, in eastern Washington, one of the major railroad companies has been aggressively constructing a second main track to accommodate the expected increase in rail traffic of natural resource products. To accommodate construction of the second line, the railroad company used blasting demolition techniques to remove an old railroad trestle pier on the Milwaukee Road that was in the footprint of the new track bed. The trestle bridged the present rail line and flanked the track with two massive 550-ton (499 tonne) twin-columned steel reinforced concrete piers. The railroad contracted with a specialized contractor to remove the south pier using blasting demolition techniques. The blasting design presented the following challenges: blasting during live track conditions and short work windows; designing a V-notch blast pattern to ensure the pier fell away from the live track; drilling, loading, and timing of the shot; maintaining blasting vibrations at the track below 4 in./sec (102 mm/sec); maintaining ambient overpressure noise below 133 dB; control of fly rock and debris; and track protection and emergency debris removal plan.

This report describes the results of a study to determine which types of, and to what extent, mining wastes can contaminate groundwater through leaching of acid-forming or potentially toxic constituents. The primary focus of this study was on coal mining wastes, especially overburden spoils and preparation plant refuse. In addition, the potential for contamination by leachates from clean coal stockpiles was also examined. The study approach included investigation of (a) the amounts and geographic locations of mining wastes in the United States; (b) the chemical character of mining wastes, especially with regard to potentially acid-firming or toxic constituents; and (c) the extent to which acid and/or toxic components are leached from mining wastes by rainwater. To evaluate the leachability of coal wastes, a laboratory waste leaching method was developed during this study to specifically simulate the leaching process over a long-term. Waste samples collected during this study were also leached by the EPA extraction procedure and ASTM waste leaching method. Results of the three leach test methods were compared to evaluate their relative capabilities to predict the leachability of mining wastes.

The Fort Knox Mine is located in Alaska’s interior where the average ambient air temperatures range from -24°C in January to 16°C in July. The mill processes a free milling gold ore utilizing both a gravity recovery circuit and conventional cyanide leach/carbon-in-pulp circuits. Plant slurry temperature cycles seasonally and allows for a unique opportunity to measure the impact temperature has on gold leach kinetics, carbon adsorption efficiency and cyanide destruction reactions. Mathematical models have been developed to accurately predict actual mill performance. This paper describes the development of the models and presents data that allow for a better understanding of the impact of circuit operating temperature on process efficiencies.

Discussion of the paper of ENRIQUE HAUSER, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 521 to 534. GEORGE A. BURRELL, Pittsburgh, Pa. Mr. Hauser determined the influence of inert gases on the properties of fire-damp mixtures, and one might take some issue with his work on the effect of hydrogen, on those mixtures. It is valuable information to have, but as far as the practical application of it goes, it is not of much significance, because one does not find it in mines, at least not in any appreciable amount. Ethylene is formed in considerable quantities as a product of heat reaction, but normally, in the coal mines, as a result of a great many analyses we have made at the Bureau of Mines, we cannot say that ethylene is a combustible gas found in the fire-damp in coal mines.

Changes in reductant and energy inputs which are required to adjust the slag composition in an ilmenite smelter to a higher or lower FeO content are calculated. The calculated changes are based on the assumption that solidification equilibrium with the freeze lining constrains the slag composition to follow a eutectic groove in the TiO2-FeO-TiO1.5phase diagram. Calculated equilibrium conditions along the eutectic groove are presented, and form the basis of the calculations. The inputs of energy and carbon need to deviate strongly from the steady-state values to adjust the slag composition. The inputs required at any given time depend on the desired rate of change of the slag composition, and the current slag composition. The steady-state relationship of a change in energy input of 5 kWh corresponding to a 1 kg change in carbon input also holds for the changed inputs during transient changes in FeO content. Large-scale methane releases in dual salt mines have resulted in ignitions and mine fatalities as recently as 1979. Several past studies have implied that hazardous methane occurrences in U.S. salt domes are distributed neither uniformly nor randomly, but are geologically controlled and potentially predictable. A first step by the Bureau of Mines in addressing the problem of methane in deal salt mines required development of a new test to determine volumes of gases in solid salt samples. This report considers the results achieved when 80 deal salt samples were tested for gas content by dissolution in a controlled atmosphere chamber. Criteria were organized to delineate salt types based on geological occurrence. Outburst samples range from 0.014 to 7.4 cm3 CH4/100 g NaCl, anomalous salt samples from 0.0027 to 2.6 cm3 CH4/100 g NaCl, and normal salts from less than 0.0003 to 0.31 cm3 CH4/100 g NaCl. The presence of higher hydrocarbons was most common in samples containing larger quan¬tities of methane. The presence of higher hydrocarbons appears to be useful in detecting methane hazards where some methane may be lost before gas content testing. An exploratory rotary and/or core drilling program, dissolution testing for gas content, and up-to-date geologic mine napping could allow a mine operator to assess methane hazards in dual salt.

Titanium is not yet being produced on a commercial scale despite the facts that it has some impressive properties, and that it occurs very abundantly in easily-mined, highgrade oxide ores. One important reason for this is that the excellent mechanical properties of the metal were not widely recognised and appreciated until about twenty years ago.Another factor which has tended to retard progress in titanium metallurgy has been the realization that the oxide minerals of titanium are very stable; in other words, considerable energy has to be expended to reduce the oxide to metal. Table 1 presents the minimum energies which would have to be expended to produce one ton of each of the metals, aluminium, magnesium, titanium and iron from their respective oxides under theoretically ideal conditions at normal temperature and pressure. At higher temperatures, the minimum energy requirements are different, but the values for the various metals still fall in the same order as indicated in Table 1.In actual fact, the energy consumption in the case of any particular metal is higher than the ideal value by an amount which can be determined only by' the results of plant practice. The Maine Department of Transportation offered this challenging design-build project for a new, 12-span, bridge over the Kennebec River in Bath, Maine. This structure would be built to replace the existing Carlton Bridge connecting the village of Bath, Maine to neighboring Woolwich, Maine. The design build team of Flatiron Structures, Inc., and Figg Engineers, Inc., elected to design and build a segmental concrete bridge. Site conditions dictated that this bridge would be supported primarily on deep foundations. Case Foundation Company joined the project team in the winter of 1997 to install twenty-two, eight foot diameter drilled shafts. The drilled shafts were designed with 8' diameter, permanently cased shaft sections and 7.5' diameter rock sockets. Shaft lengths ranged from 20' long near the river's edge to 100' deep in the middle of the river. Rock socket lengths ranged from 12' to 30' deep. Two Osterberg Cell load tests were conducted on production drilled shafts. Figg Engineers utilized the results of the load tests to "fine-tune" the rock socket design during construction of the drilled shafts. Construction of the drilled shafts proved to be very challenging and called on every member of the design-build team to work together throughout the project. One of the most challenging aspects of this project was in the installation of the 8' diameter permanent casing and drilling of the rock sockets. Early in the project, it became apparent that the top of bedrock was broken and unstable. This condition limited the advancement of the permanent casing and the affect of a "seal" at the top of rock socket. As a result, as the rock socket was advanced, loose material spilled into the hole and stopped progress of the socket. In order to resolve this problem, the design-build team developed a redesigned drilled shaft which included the installation of a steel sleeve to seal off the unstable rock formation. Following installation of the sleeve, the rock socket diameter was reduced to 7' diameter and advanced additional length to achieve required design capacity. All drilled shafts were installed with equipment supported on floating barges. Water access, along with the long shaft lengths and very hard bedrock required the use of cranes and drilling equipment that far exceeded the requirements of typical drilled shaft projects. This paper will discuss the relationship between design, construction, and equipment utilization on this challenging design-build project. [ ]

The work described forms part of a Safety in Mines Research Advisory Committee (SIMRAC) funded project, currently an ongoing programme of research aimed at providing ?improved criteria, guidelines and the use of numerical models to design mine layouts at depth, so as to reduce seismicity and enhance worker safety?. The entire project deals with a number of distinct, albeit interrelated, research areas such as: subsidence and caving in hardrock, general numerical criteria for layout design, regional benefits of backfill, concrete pillars, strike stabilizing pillars and bracket pillars. This paper will focus on the last two items only. New considerations for the design of both stabilizing pillars and bracket pillar layouts are briefly discussed.

"1. INTRODUCTIONTo say that the environment will be a dominant issue in the 1990' s is an understatement. A world-wide ""green revolution"" is taking place not only with the general public and politicians, but in the boardrooms and plant facilities of corporations around the world. There is probably not a plant manager who has not been requested by his corporation to assist in some way on environmental issues by providing advice and strategy, by dealing with customer or community concerns, by considering environmental matters in transactions, by developing new environmental compliance policies and requirements, and so on.There are, in the author's view, three main challenges for the mining industry in the environmental area in the 1990's. This paper will discuss each in turn. The first challenge is the concept of ""sustainable development"". Whatever the meaning of this much-debated phrase, we are rapidly moving beyond the buzzword, and into the specifics. It will clearly impact on the way we manage our companies, our communities and our personal lives.The second is the challenge of personal liability; particularly for officers, directors, supervisors and managers of the corporation. For example, in Ontario today, a good percentage of prosecutions for pollution offences are against individuals, usually managers and supervisors, in addition to the prosecutions against the corporation itself for the same offence. In all likelihood, prosecutions will increase in number and will increasingly be directed at individuals. A corporate president has already served a jail term for contempt of court related to his corporation's breach of a court order related to sewer by-law offences. Although the case is on appeal, another president has become the first officer in Canada to be sentenced to jail for violation of an environmental protection statute. Other corporate officers and directors have recently been charged with breach of their duty under Ontario's Environmental Protection Act."

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Antamina, Peru is the largest Cu-Zn skarn deposit in the world. Skarn mineralisation is focused around a multiphase Miocene intrusive complex comprising at least eight distinct phases identified by cross-cutting relationships, including truncated veins, xenoliths and chilled margins. Skarn alteration and mineralisation, as observed in drill core, remain open at depths exceeding 2.2 vertical kilometres.Porphyry intrusions occur as four major phases with subphases (from oldest to youngest): P1 (a, b), P2 (a, b), P3 (a, b) and two dykes of uncertain timing named Oscarina-1 and Oscarina-2. P1a is a hornblende-biotite quartz diorite porphyry with pervasive K-alteration, local endoskarn and 30–40 per cent sheeted quartz veins, all of which obscure original igneous textures. P1b dacite porphyry is a minor unit with <10 per cent phenocrysts and <3 per cent quartz veins. P1b cuts P1a; P2 dykes cut both units. P2a porphyritic biotite quartz monzonite contains K-feldspar megacrysts up to 4 cm long, local K-alteration and 2–80 per cent quartz stockwork veins. P2b biotite monzonite porphyry contains approximately 50 per cent phenocrysts and typically <10 per cent quartz veins. P3a (brown groundmass porphyry) and P3b (coarse phenocryst porphyry) are minor in volume and extent, and both cut P2 bodies. Oscarina dykes comprise two separate but parallel bodies. Oscarina-1 is a feldspar-phyric rhyolite porphyry, while Oscarina-2 is an intensely chloritised andesite porphyry. Oscarina-1 has a U-Pb (laser ablation inductively coupled mass spectrometry (LA-ICP-MS)) age of 10.1 ± 0.1 Ma, whereas P2 U-Pb zircon ages (LA-ICP-MS) range from 10.0 ± 0.2 Ma to 9.9 ± 0.3 Ma.All the intrusive phases contain quartz veins, with P1a and P2a having the most intensive K-alteration and most abundant quartz veins ± endoskarns. Each phase may have contributed to mineralisation at the right depths and within favourable wall rocks (ie marble) during uplift of the Antamina structural block. Therefore, a model of multiple intrusions during continuous uplift explains the vertically extensive (>2.2 km) skarn and mineralisation at Antamina.CITATION:Mrozek, S A, Chang, Z and Meinert, L D, 2015. The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

This study aims to investigate the effects of operational variables on concentrate grade, recovery, separation efficiency, and kinetic parameters of the copper flotation process. For this purpose, the effects of the pulp solids content, collector and frother dosage, and preparation and concentrate collection time were studied using a Taguchi experimental design. The results of statistical analyses indicated that the concentrate collection time and pulp density were the most influential parameters on concentrate grade. Considering copper recovery, concentrate collection time, collector dosage, and pulp density were the most significant variables, in decreasing order of importance. Also, the separation efficiency was mostly influenced by the concentrate collection time. Furthermore, kinetic studies showed that the second-order rectangular distribution model perfectly matched the experimental flotation data. The highest kinetic constant of 0.0756 s−1 was obtained from the test, which was performed with 35% solids content and 40 and 20 g/t collector and frother, respectively. The highest predicted copper recovery of 99.57% was obtained from the test at 30% solids content, and the collector and frother dosages of 40 and 15 g/t, respectively

Even though the economy of the United States remains in recession ? or not, depending on which economist you listen to ? muicipalities still need improved transportation, water and wastewater transit systems. And they are willing to spend the necessary funds on those systems, provided they are affordable, environ-mentally friendly and sustainable. From June 20-23, professionals in the tunneling and underground construction industry from around the world gathered in Portland, OR to learn new ways of providing those systems using the latest technology available. The North American Tunneling (NAT) conference attracted 803 attendees and 108 exhibiting suppliers of equipment and services.

The bainitic Fe-C-Si alloys with optimum content of retained austenite serve as ?containers? for storing of hydrogen. Both the vacancies of fcc lattice and the possibility of forming hydrides of silicon and other alloying elements will be used. The idea is based on our scientific hypothesis. There is the silicon threshold (Si=0,50%) in "Fe-Si" system and Fe-C bainitic alloys, above which it causes self-organized phenomena: sudden increase of hydrogen solubility and amount of retained austenite in the alloy after ??ß transformation, formation of two supersaturated solid solutions <a??r>, "rejuvenation? and its reverse process. Rapprochement of iron atoms when Si=0,50%, causes appearance of new covalent forces where uncompensated electrons of 3d-subshell are involved and it provokes synergetic phenomena. They ?free? silicon atoms from the previous bonds. After that silicon itself becomes a getter of hydrogen using vacancies (14) of 3P2(6)d0(10) subshell and it results in sudden increase of hydrogen solubility in metal. Simultaneously sudden decrease of iron activity takes place. That in its turn ?releases? the carbon. Thus, its redistribution, controlling the bainitic transformation, is hastened. It stipulates for creation of ?brittle bainite" B[a(C,H)+?r(C,H)] after ??ß transformation. While weathering of metal, "rejuvenating", hydrogen diffuses in ?islets? of retained austenite and ?relaxed bainite? (B[(C)+?r(C,H+H)]) is obtained. When heating austenite ?(C,H) is obtained, and after cooling ?brittle bainite? is obtained, etc. Presented scientific hypothesis explains the available experimental facts ("rejuvenation? and its reverse process, graphitization, weldability, forming of flakes, reaching high strength, etc.) in a new manner, as well as, gives real opportunity for creating of new trends in many fields, e.g. iron based HAA. Provisional data having been obtained are encouraging.

Recent fatal injuries occurring during pillar retreat coal mining call for better identification of the hazards and recognition of risks. Ground control hazards associated with room-and-pillar retreat mining tend to intensify with depth, requiring extra precautions in the form of additional controls. In many locations these activities are further complicated by local complexities often associated with unique or novel circumstances, such as over-mining or under-mining. One technique recently studied by NIOSH, Major Hazard Risk Assessment (MHRA), may help mine operators to mitigate the risks associated with pillar recovery operations. The approach was trialed at two underground coal mines in southern West Virginia that are currently practicing pillar recovery. The first step in the MHRA process involved reviewing the segments or parts of the pillar extraction mining system and identifying associated hazards and threats to the operation. Some of the high risk hazards at these two sites included: ? Rock fall during pillar extraction covers equipment and injury ? occurs during recovery operations, Rock fall above the roof bolt horizon, potentially injuring ? workers and/or requiring recovery action,Rib fall under deep cover, potentially injuring workers, and; ? Strata instabilities associated with subsidence of the ? interburden due to simultaneously mining two seams in close vertical proximity to one another. The mines? risk assessment teams then considered each threat individually in order to systematically identify potential unwanted events. The top unwanted events were examined individually using structured risk analysis tools. The output from the process includes a list of priority existing controls for monitoring and auditing, and a second list of potential new controls. These controls consisted of: ? Examples of best practices, ? Enhanced communication, ? Implementing standard operating procedures (SOP), ? Protocols for emergency response actions, ? Effective layouts, ? Efficient monitoring, and; ? Successful audits. This paper documents the process as it unfolded at the two mines, and analyzes the strengths and weaknesses of the MHRA technique as it applies to pillar recovery operations. This work was part of a larger NIOSH research project. NIOSH was responsible for: 1) facilitating the risk assessment process known as Major Hazard Risk Assessment (MHRA), 2) documenting the risk assessment process, and 3) providing mine management with a written draft summary of the risk assessment process. The results of the risk assessment represent the thoughts and opinions of the individual risk assessment teams and should in no way be construed as an endorsement of the risk assessment output by NIOSH or the University of Pittsburgh.

The Cadia Hill Gold Mine, located near Orange in Central Western New South Wales, is owned and operated by Cadia Holdings Pty Ltd, a wholly owned subsidiary of Newcrest Mining Limited. Construction including pre-strip mining occurred from 1996 to 1998. The mine was officially opened in October 1998 following commissioning of the concentrator and mine fleet in June of that year. The Cadia Hill orebody is a porphyry related gold and copper system. The final pit has a strip ratio of approximately 1.3:1.0. Mining is undertaken on 15 metre benches using large capacity diesel hydraulic face shovels at an annualised rate of up to 70 Mtpa. The concentrator is currently rated at 17Mtpa and includes the worldÆs largest single line grinding circuit. The feasibility Mineral Resource was estimated at 352 Mt at 0.63 g/t Au and 0.17 per cent Cu. Initial reserves totalled 200 Mt at 0.74 g/t Au and 0.17 per cent Cu yielding a mine life of approximately 12 years. During the pre-production period mine geology systems were developed to support the operation. By design these systems were intended to add value to the business through minimisation of material miss-classification, provision of accurate and timely production information and mapping and reconciliation as a continuous model improvement tool. Variances that would prove to be material to the life of mine plan were recognised during the first year of production. These included identification of additional ore tonnes, higher copper grades and higher gold recoveries relative to the model. Gold grades and copper recoveries also reconciled favourably. Testwork was undertaken to determine the underlying causes of each variance. Re-modelling was then undertaken to capitalise on those variances. The Cadia Hill Gold Mine life of mine plan was re-evaluated with updated geology, grade, geotechnical, metallurgical and environmental inputs. Operating strategies were also reviewed and revised. Despite application of reduced metal prices in the evaluation, the outcome was one of extended mine life with more metal produced at lower cost. Development of robust mine geology systems, including a pro-active reconciliation process contributed to tangible improvement of the Cadia Hill Gold Mine operation. On-going system development and improvement initiatives are planned to add further value for the future.
