In April 1964 the Bureau of Reclamation awarded the first contract for rapid machine excavation of a water conveyance tunnel . Since then the Bureau has excavated seven tunnels with a total length of over 190,000 feet utilizing rapid excavation tunneling machines. Tunnel bored diameters have varied from 9' 0" to 20' 10" (See Table #1) and tunnel lengths from 5,000 feet to 67,000 feet. Driver and cutter units varied from 43 rolling teeth and eight rolling discs mounted on a rotating head driven by five 200 HP 23,000 volt electric motors to 20 discs and one tricone unit mounted on a rotating head driven by two 100 HP 440 volt motors. All tunnels were driven with a laser beam guidance system governing both line and grade. Trailing conveyors and rail haulage systems were used to dispose of the excavated material. Approved Bureau of Mines diesel locomotive engines for waste trains were prevalent power sources supplemented by battery units on some projects. Sandstone, conglomerates, agglomerates, siltstone, shale, and granite were the geological formations encountered, with sandstone and shale the preponderant material . Tunnel support systems utilized were structural steel ribs; rock bolts and metal plates; and shotcrete, or combinations of these. Progress varied from 51-1/2 feet to 154 feet per working day for three shifts, depending on rock material and supports required. One contractor established a record rate of advance of over 400 feet in one day, 1,905 feet in one week, and 6,848 feet in one month. Such diversified experience in underground machine excavation methods presented an excellent opportunity to observe, analyze, and evaluate associated environmental health problems. Investment activity in the Pacific Rim of Fire has seen a phenomenal surge from epithermal gold exploration. Individual countries are attractive because of lower up-front minerals lease costs (United States, Canada), better geological prospects (Chile, Indonesia), or cheaper equities (Australia). Since the October 1987 stock market crash, large companies are shedding minority joint venture interests to focus on core businesses. Some vertical integration is evident in Japanese coal investments in the Pacific Rim. This article does not cover the aluminum industry oligopoly, which is multinational in character. Nor does it cover the many Canada to US minerals investments. It will be interesting to see if the new US-Canadian free trade treaty will reverse that investment flow. Cross-border investments The following examples should dispel any doubts about the significance of cross-border investment in the Pacific Rim. "The 4c segment is a part of the ""Oman National Railway Project” linking the mining area in the surroundings of Thumrait and the port of Salalah. It is 90 km long and the last 40 km stretch crosses a mountainous area near the city of Salalah. The project includes the excavation of a 33 km double and single bore tunnel and 10 km of safety tunnels. This mountainous area is a holiday destination for Omanis, thanks to its beautiful landscapes, especially in summer time due to the monsoon rains. The tunnelling design had to take into account both these environmental constraints and the limestone rock formations crossed, which are affected by significant karst features. Given the context, the conventional tunnelling method has been preferred. INTRODUCTION The Oman Railway Project (Fig. 1) covers the construction of approximately 2,150 km of railway line for freight and passenger transport which will connect together Oman’s main towns and industrial sites and it will form part of the Arabian Peninsula railway system “GCC Project”. The non-electrified double-track railway line must guarantee a speed of 220 km/h for passenger trains and 120 km/h for freight trains and must guarantee the transit of AAR (Association of American Railroad) H and D plates using clearance envelope according to AREMA (American Railway Engineering and Maintenance-of-Way Association) requirements. The design alignment must have maximum radiuses of curvature of 3,250m and a maximum gradient of 1.0%. The project is divided into 9 constructional and functional segments. •,Segment 4c will be constructed in the southern region of Oman, close to the border with Yemen, to connect the town of Thumrait with the Port of Salalah. •,Segment 4c will run through the Dhofar region and will be mainly used by the freight traffic which currently travels by road."

Thunder Basin Coal Company's Black Thunder Mine is located 80 km (50 miles) southeast of Gillette, Wyoming in the Powder River Basin. Surface coal mining operations began in 1977. The Black Thunder Mine has been North America's largest producing coal mine for over 5 years. Production in 1988 totaled 22.6 million mt (24.9 million st) of sub-bituminous coal. Thunder Basin Coal Company is a subsidiary of Atlantic Richfield Company. The mine began as a truck-shovel stripping and mining operation. Haul trucks of 154 mt (170 st) capacity were part of the original fleet. In 1985, 218 mt (240 st) capacity trucks were introduced to the fleet. In 1988 a dragline was added for stripping. A single, primary/ secondary crushing stream feeds either a slot storage facility or dual silos. Three loading points are situated over two rail loops serviced by the Burlington Northern and Chicago North-western Railways. A Near Pit Crushing and Conveying system is currently under construction. It is expected to be completed during the fourth quarter of 1989. During the past 10 years, the conceptual crushing/conveying design has changed several times as technology and commodity markets have changed. The system under construction will have a capacity of 4700 mtph (5200 stph). The overland belt will be 3570 m (11,700 ft) long and 1800 mm (72 in.) wide. The belt speed will be 300 meters per minute (1000 fpm). Two separate crushing streams will feed the overland belt. Each stream will be comprised of a dump hopper at reclaim surface elevation, a drag feeder, a two-stage triple-roll crusher, and an incline conveyor of 2700 mtph (3000 stph) capacity. This article will describe the different concepts and factors that have resulted in the system design now under construction.

In 1986, a subsidiary of Echo Bay Mines Ltd. purchased the McCoy property, 55 km (35 miles) southwest of Battle Mountain, NV. Echo Bay then launched a two-year, $1 15-mil lion capital program to build a mill to extract gold and silver from high-grade ore mined in two open pits - the original McCoy pit and a more recent discovery, the Cove. Engineering on a new mill began in 1987 with the facility coming on line in 1989. It was comprised of a semiautogenous (SAG) mill and ball mill grinding, leaching, flotation, counter current decantation (CCD) and Merrill-Crowe processes. The mill started up on McCoy ore, a rocky material that settled very well in the new CCD thickener system. Production levels were maintained at about 7.2 kt/d (8000 stpd). The situation changed as the McCoy ore played out and increasing amounts of material from the Cove pit-with its oxide, sulfide and carbonaceous ore - were fed to the mill. The problem was the high clay content of the Cove ore. The new ore immediately created production problems, mainly loss of control on the CCD thickeners. With the McCoy pit slated to be shut down in early 1991, it was essential to find a way to efficiently process the Cove ore. Initially, the only way to regain control of the thickeners was to slow down the processing rate and increase flocculant usage, thereby getting the solids to settle in the thickeners. But this had its cost. Production dropped to about 5.9 kt/d (6500 stpd), additional operators were needed and flocculant costs, on occasion, would reach an unacceptable $80,000 per month. DTX is a 1.3-mile-long rail extension being constructed by Transbay Joint Powers Authority to extend Caltrain rail service and future California High Speed Rail service to downtown San Francisco. It includes a 3,352-foot-long mined tunnel with a cross section varying from 50 to 60 feet wide and 43 feet high to accommodate two- and three-rail tracks. DTX will be excavated in mixed-face and Franciscan Formation with ground cover ranging from 40 to 85 feet. This paper discusses how mined tunnel design has evolved since the initial preliminary design phase over 10 years ago. The current design concept for tunnel construction is also discussed.

The Blind Springs Hill pumice beds are located 5 miles southwest of Benton, California in the foothills between the Benton Mountain Range and Blind Springs Valley. The best exposures of the pumice are in an area 0.75 miles west of Blind Springs Hill. The pumice is Quaternary ejecta material which came from the rhyolitic volcanoes in the Glass Mountain-Volcanic Tablelands area of Mono County. The pumice beds occur in two distinct layers separated by an unconformity. The upper layer is 0 to 11 feet thick and consists of coarse subangular pumice fragments, some of which are over 1.75 inches in diameter. The lower bed is medium to coarse grained with subangular fragments up to 1.0 inch. The lower bed is 0 to 9 feet thick. Overburden at the Blind Springs Hill deposit varies from 0 to 15 feet. There are approximately 1 million cubic yards of material in the deposit that can be mined. The size distribution in the deposit is mostly fine with only 10.6% of the pumice fragments being over 0.5 inch in diameter, the minimum size needed for stone-wash or acid-wash applications. Suitability of pumice for the textile industry is quantified by standard 15-minute abrasion and absorption tests. In the Blind Springs Hill deposit, the plus 0.5 inch fraction has an abrasion loss of 33% which is too high for stone-wash application but it has an absorption capacity of 36% which makes it suitable for acid-wash applications in the textile industry. The abrasion and absorption properties of this deposit are within the range of those which have been measured for other pumice deposits within the United States.

In 2017, the North Texas Municipal Water District (NTMWD) initiated the design of the Sister Grove Regional Water Resource Recovery Facility (SGRWRRF) to provide additional treatment capacity for future population growth within the Lavon Lake watershed. To provide a discharge location for SGRWRRF approximately 4.5 miles of 2.4- meter (96-inch) internal diameter pipeline will be constructed, including 2.3-kilometer (7,800) feet and 487-meter (1,600 foot) long tunnel segments. This paper will discuss the anticipated geology of the two tunnel segments, selection of the tunnel alignment, the anticipated initial tunnel support requirements and other aspects of the project design

After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall

Tin has been one of the very few commodities which has been covered by an international commodity agreement. It is the only metal so covered. The reason behind tin's prediliction for an agreement has been the inconsistency of the price pattern for tin during the entire 20th century. It is not surprising in view - of the wide and wild fluctuations in its price that tin has been called the Cinderella metal. An examination, for example, of prices in 1977 alone attests to the erratic behavior of the tin markets. The high was recorded on October 27 at M$1,895 per picul and the low on January 3 at M$l,314 3/8, on the Penang market, a spread in Malaysian dollars of $581 for a picul weighing 133 1/3 pounds. The first steps in international cooperation on tin were taken after the price bonanza of the First World War. Despite a lack of increased consumption, and in spite of the fact there was no shortage of mining production during the war, prices boomed. Shipping shortages and thinning stocks brought about a situation where in the U.S., industrial stocks were only 1/6 of what they had been in 1914. The boom busted early. In 1921 the tinplate industry of the world had cut its output in half and total world consumption of tin fell by 1/3. Tin producers became so concerned that they created what was called the Bandoeng Pool. It accumulated stocks held by countries now known as Indonesia and Malaysia, amounting to 28 percent of the combined production of the two countries and about 15 percent of the total world for 1921. The pool holdings were shortly exhausted and thereafter in the years 1924 to 1928, general boom conditions existed for tin.

The Ship Canal Water Quality Project includes a 2.7-mile, 18-ft and 10-in internal-diameter tunnel that extends from Ballard to Wallingford, two popular neighborhoods in the West of Seattle. During the TBM Main drive a 12' × 12' boulder with variable strength up to 47,000psi was encountered resulting on signicant damages to the Cutter ead. The rst part of this paper describes the design and construction of an underground recess in front of the TBM to create a safe working environment for the TBM repairs. The second part describes an injection campaign performed to seal an unforeseen water inow appeared during the excavation of the 11 Avenue Diversion Structure.

This paper describes the importance of mine ventilation and air conditioning in the operation of a nuclear waste repository. It discusses the impact of ventilation on determining the number and size of shafts and access drifts to and within a repository horizon. The paper also describes the need to maintain separate ventilation systems for waste emplacement and construction operations. The requirement to have filtration capabilities for exhaust air from waste emplacement areas is discussed. Because radioactive high level waste will induce high temperatures in the emplacement drifts, the ability to cool an emplacement drift for re-entry requirements is important. The paper discusses strategies to cool an emplacement drift and the possibility of using continuous airflow to control temperatures in these drifts.

Potassic alteration domains of greenstone belt lode gold deposits are characterized by systematic partitioning between different groups of incompatible elements, such that Al, Ga, Th, U, Ti and V are decoupled from K, Rb, Ba, Cs and Tl. The former group of elements have concentrations and interelement ratios in alteration domains which reflect host rock control, implying approximately isochemical behaviour. In contrast, K, Rb, and Ba are strongly coenriched, and linearly correlated over th4ee orders of magnitude in abundance, where K/Rb = 260, and K/Ba = 40: K/Cs (-10 ) and K/T1 (-2x10 ) are also correlated, though more weakly. Lithium abundances, and Rb/Sr ratios are erratic in altered rocks. These interelement trends, collectively, are present in deposits variously hosted by ultramafic, mafic, or felsic volcanic rocks, and sediments or granitoids.

The Seismic Interactive Interpretation Workstation (IIW) integrates various sets of geophysical and geological data to form a network of information which is stored in a database. Computer models are generated from known drillhole information and later correlated with the processed seismic data. Seismic color processing adds another dimension to the interpretation process. Complex trace attributes provide better definition of subtle features not easily observed from black and white sections. Utilizing the computer workstation, the explorationist gains valuable insight and conducts more intelligent interpretation of seismic data through a more comprehensive network of data analysis.

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

The process design of a metallurgical plant follows logical steps, one built on another, to define the circuit requirements. The methodology used and documentation produced is the same for a pre-feasibility study, feasibility study or a complete design, regardless of the process complexity or the commodity. The only difference is the amount of detail developed at each stage. SRK Consulting, an independent, international consulting practice that provides focused advice and solutions to clients, mainly from earth and water resource industries, has consulted on many mining projects around the world. The company was formed in 1974 and now employs more than 1,600 professionals in more than 50 offices on six continents. According to SRK experts, the first element in plant design is collecting metallurgical testwork or operating data from an existing plant. The testwork identifies the process, the metallurgical recoveries and product qualities and establishes the process parameters for economic recovery of the commodity. Test samples must represent both the whole orebody and the feed over the life of the mine, showing the mineral?s variability. With this data available, the process design can be developed.

The northern zone of the Indus Basin comprises a vast area of essentially level land in West Pakistan which is irrigated by means of a complex system of canals that distribute more water to more land than any other irrigation system in the world. In spite of the development of this extensive irrigation system, production of food and fiber has not met the requirements of the country. The major reasons that crop production has not reached anticipated levels are the lack of adequate irrigation supplies and effective subsurface drainage. As a result, yields per acre are among the lowest in the world for areas where irrigation is practiced, and many thousands of acres of valuable crop land have been removed from production or are seriously affected by salinity and waterlogging. To rectify the problems of irrigation supply and drainage the Government of Pakistan has undertaken a program of Salinity Control and Reclamation which is being administered by the Water and Power Development Authority. The Authority retained Tipton and Kalmbach, Inc. , of Denver,, Colorado as Engineers for the program in the northern zone of the Indus Basin. -This program consists of the construction of about 30, 000 irrigation wells to provide drainage for waterlogged lands and full irrigation supplies, including leaching requirements, for; all cultivated lands. The program will ultimately ensure the productivity of 20 million acres and will involve an annual pumpage from ground water storage of nearly 40 million acre-feet of water. The value of the crops produced when the program is in full operation will be 4 to 6 times the value of the crops that could be produced without the benefits of this program.

Rock mechanics models are “data-limited,” i.e., one seldom knows enough about a rock mass to use computational models unambiguously. Statistical methods, however, are capable of being applied where there are good data but a limited understanding of certain natural phenomena, such as the creep of rock salt or elevated risk domains associated with violent failure of strata commonly referred to as coal bumps and coal bursts. Important to these evaluations are (1) having statistically valid data collected consistently and (2) incorporation of analytical calculations for quantifying geologic, mining and particularly geotechnical variables. By combining the strength of the statistical and analytical models, an improved “hybrid” model is created and utilized. To demonstrate the use of hybrid statistical-analytical techniques in rock mechanics problems, three case studies are used. The first case study involves a historic examination of a nuclear waste repository in rock salt, where mathematical models are built using excavation con- vergence data to identify significant variables and estimate future deformation and stability. This case study uses the convergence rate at up to 121 locations of different ages and geometries using monitoring data over the facilities' footprint excavated through 1998. The second case study focuses on ongoing analysis of coal burst mechanics and associated factors. Within the last three decades, a hybrid statistical-analytical methodology has been applied for identifying significant factors affecting coal bursts. This final hybrid model utilizes data from 30 case studies from Utah, Colorado, Kentucky, and other Eastern U.S. mines providing predictive capability for the entire United States coal fields. The last case study is the assessment of Castlegate Sandstone escarpment stability using historic data collected over 17,000-ft of sandstone escarpment exposure in the vicinity of longwall operations in Utah. Results from all three case studies are used for demonstrating the utility of the method in solving ground control problems.

"As underground mining continues to operate at deeper depths and in more complex multiple seam mining geometries there has been an increased demand for higher design standards in ground control safety and stability within the mining industry. For the past 20 years, NIOSH has developed and validated a number of software tools to aid in the development of safer mining environments with respect to improved roof support performance, pillar stability in longwall and room and pillar mines, formation characterization, the prediction of roof conditions, etc. These tools are available, free of charge, to the mining industry as stand-alone software packages. As cloud computing gains momentum, there is a definite need to develop internet based applications for mine design that would be easily accessible to any user at any time, including underground where permitted. This paper introduces a new web-based product which will allow for faster and easier access to existing ground control designs, on-the-fly calculations in the field as needed, and instant online collaboration between operations personnel and planning engineers. It is expected that the industry will rapidly embrace this product and, as it is common with all new innovative technologies, it will be a new paradigm for mining engineering computer applications. INTRODUCTION Since its release to the public in the late 1980's, the World Wide Web has drastically changed from a collection of static HTML web pages to a dynamic vehicle driving e-commerce, collaborative working relationships, and the mass distribution of information and media (Offutt, 2002). Recent developments in Internet capabilities, such as Cloud Computing and Software as a Service, have begun a migration away from desktop-based software in adoption of the web application (Hayes, 2008). Web applications, or web apps, are designed on the client-server architecture paradigm in which the client, or user, can interact with an application through web browsers without disrupting or installing software on potentially thousands of client computers (Nations, 2015). Currently, web-based software applications are being utilized in all business sectors and markets from commerce, finance, media, and even engineering. In fact, the Alabama Department of Transportation has developed a web-based geotechnical geographical information system (GeoGIS) for the management of and access to geotechnical and subsurface data for transportation projects across the state (Graettinger, et al., 2001). Similarly, Dyno Noble has developed a service application for explosive engineers. The Explosives Engineers' Guide application equips users with a full range of product information as well as on-demand blasting calculations for powder factor, airblast prediction, ground vibration, etc. Through the incorporation of a web server, one is able to utilize the functionality of the desktop-based software through a web browser located on any personal computer, tablet, or Smartphone (Vaughan-Nichols, 2002)."

A wide variety of subsidence prediction methods exist. They can be classified into empirical methods and mechanistic models. The empirical methods include profile functions and influence functions (Brzuner, 1973a,b; Kratzsch, 1974; Berry, 1978; Hood et al., 1981), the two empirical approaches of most practical value, if only be- cause they are readily programmed on calculators or computers. The profile functions have the advantage that they allow for ready determination of the necessary empirical parameters from field observations. They have the disadvantage of being restricted to subsidence calculations at a very limited number of points or lines above very simple (rectangular) mine geometries. This reduces greatly their practical applicability for damage predictions, which usually require estimates of strains, slopes or curvatures at structures that have arbitrary position and orientation with respect to planned mine excavations. Influence functions can be used to calculate subsidence at any point near an excavation of any in- seam outline. The main difficulty associated with empirical influence functions is the lack of uniqueness in the relation between subsidence and its cause, the convergence distribution over a mined excavation and its immediate surroundings. A secondary practical difficulty is the need for fairly arbitrary adjustments near the excavation edges, usually in the form of compensation zones (e.g. Brsuner, 1973; Hood et al., 1981). Determination of the appropriate empirical constants in influence functions is facilitated greatly when a direct mathematical connection exists between influence and profile function (several examples are given by Brauner, 1973 and by Hood et al., 1981), so that field data can be used to determine the parameters through backfitting of the profile functions, which is considerably simpler and more direct than backfitting of influence functions.
