Escanaba, Michigan, is located on the South¬ern shore of the Upper Peninsula on a sheltered area of Lake Michigan called Little Bay de Noquet. The Chicago and North Western Transportation Company has operated a rail-to-ship ore transfer facility at this location for well over 100-years. It is the only terminal of its type on Take Michigan and thus can offer a longer navigation season to lower lake markets than other upper lake ports. It all started in 1864 when the Peninsula Railroad of Michigan, now a part of the C&NW, completed a 100 km rail line from Little Bay de Noquet to the Jackson Mines at Negnauee, Michigan. During that first year of operation approximately 31 000t of ore were loaded onto ships at Escanaba from what was then called the Merchants Dock. By 1871 demand had already exceeded capacity and it was necessary to build a larger dock, which in turn was replaced with a still larger pocket dock in 1903. There are no plans or records available to indicate how the ore was handled from rail to ship prior to the construction of the pocket dock.

Maintenance of mining equipment has become so complex and important from a cost and product ion standpoint that the organization must be set up in an engineering fashion to be successful. Production costs are greatly affected by proper maintenance. Tonnages can only be met when operating time is at its maximum and breakdown time is at its minimum. Last, but equally important, large capital expenditures must be protected and improved The effectiveness of the maintenance program will, in many respects, be a direct, result of the effort put torch in developing the overall program. Once the need of maintenance is realized, the next step is to determine what the organization should be and what it should accomplish. Follow through is then most vital. Preventing machine breakdowns and reducing maintenance costs are the primary goals of all maintenance organizations. Good preventive maintenance, a system for inspecting equipment and a complete record of inspections will help attain these goals.

Mineral policy in Canada has been in a state of transition and change over the past several years. 1976 has witnessed some settling of troubled waters and the pattern of the currents of change is becoming more clear. The provinces play a key role in this process and have provided much of the thrust for new initiatives. On the other hand, the federal government in Canada in recent years has taken a much more active interest in mineral affairs than previously and has asserted its powers on a number of key policy questions. Some of the initiatives from the two levels of government in Canada have come into conflict with each other and, thus, contributed materially to a state of affairs that includes change, uncertainty and conflict.

The majority of the regulations in Part 75 for underground coal mines have been in effect since March of 1970, almost nine years now. Although there have been some additions each year in specific areas where the need became apparent or the statute required some action, the bulk was promulgated on March 28, 1970 for the purpose of clarifying the statutory provisions of the Federal Coal Mine Health and Safety Act of 1969. Many of those regulations were derived from the Federal Mine Safety Code, or from experience gained by the Bureau of Mines in the enforcement of Public Law 552. Upon passage of the Federal Mine Safety and Health Act of 1977, these same regulations remained in effect and the statutory requirements of the Act placed a responsibility upon the Secretary of Labor to promulgate additional regulations in specific areas not previously covered. The Federal inspectorate has received formal training at the National Mine Health and Safety Academy in the proper application of the regulations, as well as routine retraining and special training courses subsequent to the promulgation of new regulations. With some exceptions, the vast majority of these regulations are nothing more than good mining practice. Basically, the regulatory problems are two-fold. There are a few specific regulations that, under certain circumstances, compliance is nearly, if not actually, impossible. There is non-uniform application of enforcement of regulations by the inspectorate based on opinions developed from personal experience of inspectors or lack of experience. The record is replete with examples of overzealous inspectors applying regulations that either do not exist or have been stretched far beyond the intent of the regulations.

Wastes in various forms have always been a part of mining, and management of mine waste has evolved from the early days of "push it over the side and down the creek" to today's highly engineered waste facilities. Changes have been brought about not only by technological advances in the ?3M?s? - mining, milling, and metallurgy - but also by environmental awareness and changing social values that have been manifested in an ever-growing maze of regulations. This is a dynamic era, and the debate goes on. So it is that planners have to anticipate permit and regulatory requirements in the site-selection process along with the traditional criteria. The McLaughlin gold project is an example of how one company, Homestake, has met this planning challenge. In August of 1980, Homestake Mining Company announced a major gold discovery in northern California known as the McLaughlin Project. The property is approximately 80 air miles northeast of San Francisco near the junction of Lake, Napa, and Yolo Counties. This is an area where mercury has been mined off and on for over 100 years; gold has never been mined in the area. The gold is microscopic and finely dispersed in a complex geologic setting. Reserves are estimated at approximately 20 million tons at a grade of approximately 0.16 ounces per ton.

The coal workers' pneumoconiosis (CWP) has been considered as the most serious health problem in the coal mining industry. The development of CWP in a worker lung depends on the average concentration and toxic components of the coal dust and the exposure length. Toxicity studies on coal dust shows the bio-available iron (BAI) in the coal dust plays an adverse role in the CWP development. It is also found that presence of calcite in the coal seams can significantly reduce the CWP cases as evidenced by the significant difference between the coal miners in the western and Appalachian coal regions. Based on this finding, it is proposed to artificially introduce calcite to BAI -containing coals in the effort to mitigate the CWP disease in coal industry. This paper introduces the scientific bases, the main geological factor that makes the differences, the proposed methods to introduce calcite to coal dust or to coal seams. Feasibility for the proposed methods is also discussed.

On December 2, 1942, a scientific team lead by Nobel Prize winner Enrico Fermi first initiated and controlled a self-sustaining nuclear chain reaction. This historic event occurring beneath the stands of the University of Chicago football stadium instantly created an entirely new and tremendously broad area of technology. Indeed, the event probably changed the course of world history and considering the curret energy shortage, it probably came none too soon. Following many technological breakthroughs in the ensuing years, this event led to the first full scale nuclear fueled electric generating plant. In December, 1957, the Shippingport Nuclear Power Plant became operational and the United States had entered the era of the nuclear fueled electric generating station. Today, only fifteen years later, there are some thirty-five operating nuclear power plants in the United States with another 56 under construction and 116 on order. Still, we are only scratching the surface of this tremendous energy source. In 1970, less than one-percent of the total electric generating capacity in the United States was nuclear fueled. By 1985, it is projected that 45% of our generating capacity will result from nuclear power plants. These projections are based upoa statistics of six months to a year ago and considering the current energy shortage and recent attempts by the United States Atomic Energy Commission (USAEC) to speed the licensing process and encourage standardized plants, the contribution of nuclear power to our total generating capacity may be even greater. In summary, it is obvious that nuclear power is now, and will continue, playing an important role in our future. Those factions of government, industry and the professional community charged with fully developing this tremendous energy source must deal with it rationally, logically and expediently. The various environmental considerations in nuclear plant siting play an important role in the overall plan.

The Iron Ore Company of Canada has now been operating a computer for the grading or blending of direct shipping ores for two years. This paper deals with the computer application pertaining to the grading of direct shipping ore. It consists of five sections. The first part deals briefly with a description of the operation of the Iron Ore Company of Canada; the second with the source and flow of the various data required to grade or blend ore; the third briefly outlines the computer programs used in this application; the fourth illustrates the mathematical approach used to properly blend ore. The final section briefly describes other technical computer programs.

Geomechanics and geohydrological considerations for the seal design for mine openings are presented. Design guidelines derived from laboratory and in-situ experiments are proposed. The results suggest that seal design, specifications and material selection should be site-specific. Performance requirements for a specific seal location should be identified. Evaluation of sealing effectiveness should be made on the entire seal system, i.e. seal, seal-rock interface, excavation-induced damage zone and the surrounding rock.

Since World War II, when off-track mining became popular, mining machinery has undergone much change. However, the change has been basically to make the machines more powerful, more productive and more reliable. Little change has been made, in this period, in the basic mining system. While steady improvement was made in productivity until the passage of the new Federal Coal Mine Health & Safety Act, I believe that the cost Co benefit ratio of further improvement from this basic approach of improving the existing extractive tool is not as promising as I believe may be obtained from a new approach. Consequently, six years ago Conoco and Consol undertook a comprehensive long-range R&D program to see if improvements of a more basic nature could be made in underground mining. We concluded early in our program that while many things currently limit the rate of production such as the rate at which roof can be supported, time needed to advance ventilation systems, time required to clean up and rock dust, time required to maintain and service equipment as well as time lost due to haulage deficiencies, that the key to improvement was a truly flexible continuous high capacity haulage. With face equipment in use today, mining rates can be increased with such a haulage system where the ability to support the roof exceeds the ability of conventional haulage equipment to remove the coal. More importantly, if we could develop such a system, it would set the stage for development of far more sophisticated methods of mining at the face than exist today, and as new and more dependable mining machines and methods are developed, continuous transportation will enable the gains envisaged in production to be realized.

This semantically ambiguous title purports to describe an examination of the question of automation and its effect on the industrial worker. More explicit titles might be "Painless Automation" or "Mechanization without a Sting" or, if I may steal a few phrases from the title of a recent interview Pith John L. Lewis, "More Machines, Fewer Men -- Is the Union Happy About It?" Automation has become the biggest ?scare word? for many industrial workers and their unions since "wage stabilization.? "To many a union orator," reports TIME of January 4, "automation is the sinister business of eliminating jobs." TIME might better have phrased this description by saying that many unions regard automation as the attempt to eliminate not jobs, but workers, The recent steel dispute was hung up for so long primarily because of the problems evolved of increased job efficiency through automation and job changes. Everywhere today there is heard the cry of our need for maintaining full employment within the context of an expanding economy echoing against the sheer reality of automation's displacement of thousands of workers through a rapid acceleration of productivity.

One of the most difficult tasks associated with placer mining is the sampling of the deposit. More placer projects have failed due to inaccurate assessment of the reserves than to any other reason. Within the realm of placers, those containing valuable minerals with a high unit value .are more difficult to sample than those with larger bulk, lower unit value minerals. Some items to consider when sampling a placer deposit are as follows: A) A relatively large size sample is needed for accurate valuation of the ground being tested. Placers are composed of many sizes of gravel which makes a representative sample difficult to obtain. B) When sampling placers for high unit value minerals such as gold, any error in mineral content of the sample will be magnified in the calculation of reserves.

It is a pleasure to have the opportunity of being here today to discuss the application of horizontal filters in the metallurgical industries. The use of horizontal type filters has been limited in metallurgical plants. However, in the recent past there have been new designs of this type equipment which greatly broaden their field of application. Through their use in many applications, important economies can be achieved over more conventional methods. The first of the modern continuous horizontal filters was initially developed by Oliver United Filters as their scroll type horizontal filter. This was an outgrowth of the old Oliver Sand Table that was limited to very coarse, free filtering pulps containing no appreciable amount of fine particles. The sand table was rather limited in application. The later continuous scroll type horizontal filter provided for a reverse air blow after discharge which reslurried the heel remaining and permitted the filtration of pulps containing finer particles. In the manufacture of phosphoric acid by the ?wet? process, the filtration of gypsum from the strong acid presented an extremely difficult filtration problem due to blinding of the filter media caused by crystallization of the soluble salts contained in the acid. A filter which allowed for continuous cloth washing was required, and this led to the development of the continuous pan type, and travelling belt type horizontal filters which provided for this need. Among the filters developed were the Prayon by Engineering and Industrial Corporation of Luxembomg for use in their phosphoric acid plants. They are one of the largest manufacturers of phosphoric acid in Europe. The Dorr-Oliver Traveling Pan Filter was also developed by Mario Giorgini, Manager of Dorr-Oliver?s Italian subsidiary, for use with the Dorr Company?s phosphoric acid process. Basically, there are four existing types of horizontal filters in commercial use at this time: The scroll discharge non-pan type, the continuous belt type (Lurgi), rotary pan type, and the traveling belt type. The construction and principle of operation of these various filters will be discussed.

INTRODUCTION In 1979 the Committee on Radiological Protection and Public Health of the Nuclear Energy Agency (OECD) defined a programme of work needed to improve radon dosimetry and monitoring. A Group of Experts in this field was established by the NEA and at the first meeting of the Group the authors were designated an initial task with the following terms of reference:- To review dosimetry of radon, thoron and their daughters, and in particular:- - to examine analytical models for the assessment of dose to individuals who are exposed to aerosol mixtures of these nuclides; - to examine the state of knowledge of the characteristics of aerosol mixtures of these nuclides and other factors that influence the dose to the lung, and identify those parameters which should be measured for dosimetric purposes in radiological surveillance programmes; - to identify areas where further study or research are needed. In this presentation we attempt to examine, with these objectives, the relationship between exposure to radon and thoron daughter aerosols expressed in terms of the working level month l (WLM), or its SI equivalent, and dose accumulated by sensitive tissues of the lower respiratory tract. Over the past two decades many attempts have been made to calculate the lung dose equivalent to l WLM exposure in mine atmospheres, usually in terms of the maximum dose to basal cells in a small part of the bronchial tree. The calculations have employed variously detailed models of airway anatomy, aerosol deposition, ciliary clearance and dosimetry of tissue at the bronchial surface, and are well reviewed elsewhere (Walsh, 1970; UNSCEAR, 1977; Jacobi, 1977; Fry, 1977). They agree in the conclusion that basal cells in segmental bronchi (between about the third and fifth bronchial generations) receive the highest dose, although estimates of this dose differ by more than an order of magnitude, ranging from about 0.2 to 12 rads per WLM (2 mGy to 120 mGy). The most critical parameters of these models are the assumed depths of basal cells below the bronchial surface and the fraction of the WL carried by free ions. When more realistic values of these parameters are substituted (Jacobi, 1977), the dispersion in calculated maximum doses to basal cells is reduced to give a much smaller range from about 0.3 to 1 rad/WLM (3 to 10 mGy/WLM). The parameters and methods employed in these various models, however, remain too diverse to infer the sensitivity of the dose conversion to practical variations in aerosol characteristics and the additional factors determining lung deposition and clearance. We have therefore taken the approach of developing newer models (Jacobi and Eisfeld, 1980; James et al, 1980) that can encompass the range of available experimental data on the physical and biological behaviour of radon and thoron daughters and also accommodate the different interpretations that can be put upon them. Computer use has become an integral part of mine planning at Kennecott Copper Corporation?s Utah Copper Division, Bingham Canyon mine. Engineers are using the computer for development drilling calculations, mineralization grade interpolations, ore value summaries, long-range mining plans and short- range mining plans. The versatility of the computer has made it possible to explore many mining plan variations and to develop plans covering varying time intervals and production rates. This paper will summarize computer use in long-range mine planning, tell how short-range mining plans are prepared by conventional methods and discuss the development and application of short-range mine planning by computer.

Most continuous miner sections utilizing flooded-bed scrubbers also use blowing face ventilation. Blowing ventilation, however, interferes with dust capture and minimizes scrubber effectiveness. To enhance the efficiency of the scrubber system and reduce dust concentrations, the Bureau of Mines tested various combinations of operating parameters. Experiments for system efficiency took place in a full- scale model mine at 3.05 m roof height. In general, higher values for scrubber and face airflows resulted in lower dust concentrations. In addition, optimum dust controls would include a face ventilation to scrubber airflow ratio of one. When the airflow ratio was either less than or greater than one, the dust levels in the return and at the operator locations increased. No single dust control technique was the most effective one at all locations due to mutual interaction among techniques.

All the major interfacial technologies encountered in mineral processing involve adsorption of surfactants and/or polymers. With the need for processing low grade complex ores it is imperative that conventional techniques such as flotation and flocculation be extended to meet the challenge of treatment of fines. Addition of surfactants or polymers is indeed not limited to the solid-solid separations but extends to particle size reduction in the form of grinding aids and dewatering operations as well. Although progress has been made in recent years to understand the science involved in various interfacial processes, more challenges and opportunities exist today than ever before in processing of the low grade finely disseminated ores. A brief review of the recent advances and the challenges in mineral processing, especially, those related to the interfacial technologies is presented.

The advent of Nuclear Energy has caused a phenomenal growth in the uranium mining industry. To keep abreast of this surge the mining industry has located many ore bodies, determined the best types of mining adaptable to this particular type of ore and developed a highly specialized type of operation. But, has the mining industry gone far enough in the planning? Has ?built-in? safety been included in the efficient methods of operation? Preplanning safety in the mining industry, as in all industries, takes engineering and ingenuity combined with the experience and cooperation of all concerned. A system of mining can be planned on a map and it will look good. However, when the actual mining takes place, conditions may be such that deviations from the original plans may be required because of excessive water faults or other conditions encountered. With safety we may also be required to change, to conform to the characteristics of a particular operation. People in the mining industry are well aware that loose back has killed miners each year. This condition occurred in practically all types of mines. The condition is not new to us. It is also known that explosives, haulage, machinery and conditions common to all types of mining have taken a heavy toll of human life in mining. In addition to these hazards in the uranium mines, the hazard of radon is also present, Radon is a radioactive gas liberated from ores containing radium. This gas is released into the active workings by the blasting or breaking up of the ore. Sometimes it is caused by radium contaminated water seepage from abandoned workings or from the ore body itself. Until the action of this gas on the human was known, many miners were affected. Un- less adequate precuations are taken to protect the people in these mines,, they may be exposed to this hazard, Health researchers made a study of this substance to determine how it would affect the health of the men, They also studied men who had worked in previous years, in mines known to have contained radioactive materials. All of this research contributed to the present knowledge of radon and its daughter products. It is not flammable nor explosive, but, if allowed to enter the body through the respiratory organs it can cause serious damage. Mines have been operated in the past and are still being operated, which were known to contain explosive and noxious gases, indicating that this problem can be controlled. Several states have instituted laws that make it mandatory to provide adequate ventilation and use of monitoring devices to limit radon and its daughter products to a maximum of 300 micro-microcuries per liter of air. This is considered a safe limit for sustained periods of human exposure. While the findings of research do not prove conclusively that the inhalation of excessive radon or its daugher products cause lung cancer, indications point to this as a possibility, particularly radium A and radium C1 of the daughter products. The threshold limits set by law in most uranium producing states are believed to be safe. In a few years, when tests and data now in the process of collection by interested state officials and laboratories is complete, these limits may be found to be ready for revision. Studies such as these take time. At present, the limits that are used are based upon estimates. The permissible limits of exposure to radon and daughter products include a large safety factor. It is considered that a good supply of fresh air delivered to the working places, adequate dust control, the sealing of unused or abandoned workings, the removal of mine water which is generally contaminated and a safe waiting period after blasting, will hold to a minimum the dangers from this source. There are, of course, problems accompanying each of these procedures. For example, the ventilating of untimbered raises and bringing fresh, uncontaminated air to the working places may be a problem. However, a good mining man can solve these problems as they apply in each particular operation. From the information available at the present time, the daughter products containing polonium and emitting alpha radiation, may be a health hazard. Fortunately, the half life of most of the daughter products is short, however, radium D has a half life of 22 years and presents a problem of contamination in the storage of old tailings. So we can see that failure to comply with the accepted good mining practices may have harmful effects on the health of miners. It is gratifying to note the interest in this potential hazard by the officials in the uranium ore producing states, who are making extensive studies and keeping records of the men who work in this type of mining. This all provide information necessary for preplanning safety. By contrast, little has been accomplished to control the injuries and deaths from some other factors connected with most underground mining operations.
