Nautilus Minerals Inc is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.Economies depend upon four key types of capital: built, natural, financial and human. Natural capital consists of the ‘minerals, energy, plants, animals, ecosystems (climatic processes, nutrient cycles and other natural structures and systems) found on Earth that provide a flow of natural goods and services’ (Daly and Farley, 2004). Many ecosystem goods such as fish, fruit and water are already valued and sold in markets; however, some ecosystem services are not amenable to markets and have remained unvalued in traditional accounting methods, even though they provide significant value (such as flood protection, climate stability etc; Batker and Schmidt, 2015).There are now economic methods available to quantify and value natural capital and many non-market ecosystem services. When valued in dollars, these services can be incorporated into a number of economic tools, including benefit-cost analysis, accounting, environmental impact statements, asset management plans and rate of return on investment calculations. Their inclusion ultimately strengthens decision-making. When natural capital assets and ecosystem services are not considered in economic analysis, they are effectively valued at zero. This omission can lead to poor decisions, inefficient capital investments, higher incurred costs and losses due to unexpected events (Batker and Schmidt, 2015).In 2015 Earth Economics was commissioned by Nautilus Minerals Inc to conduct an independent, objective environmental and social benchmarking analysis of the proposed deep seabed Solwara 1 mine with terrestrial copper mines (referred to as ‘the report’). The report represents the first ever natural capital accounting and ecosystem goods and services framework for seabed mining.The report compares the proposed Solwara 1 mine with three terrestrial mines: Bingham Canyon (Utah, USA), Prominent Hill (South Australia, Australia), and Intag (a proposed mine in Intag Province, Ecuador), and provides a natural capital accounting assessment for all four operations.CITATION:Grogan, R, 2016. Acid and metalliferous drainage (AMD) is routinely derived from waste rock, tailings, pit wall rock, underground mine voids, heap leach pads, ore stockpiles, concentrate stockpiles and even slag piles. In many jurisdictions, there is an assumption that tailings materials represent the highest AMD risk. This is likely due to their highly sulfidic and ultra-fine grained nature, and the fact that they occur in large tonnage, partially unsaturated deposits. These characteristics are not unreasonably associated with reactive and therefore highly polluting mine waste materials. Interestingly, however, the high sulfide content and highly reactive nature of tailings achieves the rapid consumption of oxygen in tailings pore spaces. This oxygen depletion can limit or halt sulfide oxidation throughout much of the tailings pile. Oxygen can only be resupplied to the tailings via atmospheric exchange at the air-tailings interface. The grain size of most tailings materials limits this resupply to a diffusion related process that only affects the uppermost 100–2000 mm. Hence sulfide oxidation in tailings can be inherently self-limiting. Unfortunately, the same cannot be concluded for waste rock materials.Using a unique site assessment strategy that focuses on quantifying acidity fluxes from various domains at a mine site, it has become increasingly evident that sulfidic waste rock produces the majority (typically 60–80 per cent) of the soluble acid and metalliferous pollution at most active and decommissioned sulfide-bearing mine sites. Whether sulfidic waste rock is disposed in engineered above ground facilities, backfilled into pits or even underground voids, it remains the primary source of pollutants for decades to centuries.Conventional end-dumping waste rock practices result in angle-of-repose pathways for air and water, and these internal fabrics exacerbate sulfide oxidation (ie pollution generation) and discharge from waste rock materials. The primary aim of many cover systems is to retard the access of air and water to these conduits. Recent thinking is that more emphasis needs to be directed at strategic waste rock pile construction practices, and less reliance placed on thin soil cover systems to prevent AMD.Waste rock pile construction approaches that minimise porosity and permeability but raise the retained moisture content and enhance water residence times have the potential to lower sulfide oxidation rates and thereby improve water quality outcomes. Commonwealth of Australia (2016) defines rehabilitation as comprising “the design and construction of landforms as well as the establishment of sustainable ecosystems or alternative vegetation, depending upon the desired post-operational land use”. For open cut coal mines in Queensland and New South Wales, the question of how to apply this intent to pits at mine closure is repeated for hundreds of individual pits. In EISs, closure plans and public discussion, assorted treatments are proposed to rehabilitate pits. While some aspects of final voids have been intensively studied, there is little guidance on how to choose a final void treatment option that delivers the optimal outcome against rehabilitation goals. For example, in the Bowen Basin and Hunter Valley commonly proposed rehabilitation actions include reducing the angles of pit walls; however, with few voids successfully rehabilitated to date there is limited understanding of what different wall slopes will achieve.CITATION:Henderson, S and Hocking, A, 2018. The Port of Port Hedland is the largest bulk export terminal in the world and is one of Australia’s most important pieces of economic infrastructure. BHP is the largest Port user to support the export of iron ore products from mines located within the Pilbara region of Western Australia (WA). BHP’s priority is the safety and well-being of its workforce and the communities where it operates. In a recent regulatory application to increase export capacity, BHP committed to the deployment of wind fences to reduce wind erosion from stockpiled ore. Wind erosion from stockpiles was identified through inverse modelling as the most significant dust source compared to other sources such as stackers, reclaimers, shiploaders and transfer stations. The primary cause of dust emissions from stockpiles is dust lift-off during high wind conditions. BHP proposed the installation of wind fences across its Port Hedland operations, targeted at reducing emissions from wind dependent sources, primarily stockpiles, by reducing the wind speed downwind of the wind fence. Modelling predicts that installation of the wind fence will significantly reduce emissions from stockpiles, particularly at BHP’s western operations (Finucane Island). To be effective in shielding stockyards and reducing wind speeds, the wind fences are located upwind and as close as practical to the open stockyards. BHP’s wind fence design incorporates learnings from other existing installations and has been tailored for Port Hedland’s cyclonic conditions. The wind fence will be higher than the stockpile height, with a mesh porosity of approximately 50 per cent. The mesh porosity allows some of the wind to pass through the mesh. This reduces the wind turbulence downstream of the wind fence, as opposed to a solid wind fence, which increases downwind turbulence, resulting in increased dust.

The debate on the mechanism of adsorption of gold and silver di-cyanide onto activated carbon could be divided into two schools of thought. On the one hand, it has been proposed that the combined effects of electrostatic and chemical interaction between the activated carbon surface and adsorbing gold di-cyanide anion results in the adsorption of the latter. On the other hand the `ion-pair' adsorption reaction mechanism has been vigorously advocated as the dominant mechanism responsible for the adsorption of gold di-cyanide onto activated carbon. It is maintained that gold is adsorbed onto the carbon surface as the neutral ion-pair [M"+][Au(CN)z ]". Adsorption is viewed as the result of mainly the chemical interaction while electrostatic interactions are neglected. The validity of the `ion-pair' adsorption mechanism may be challenged on a number of counts. However, the alternative mechanism (based on aqueous surface chemistry principles) has not gained general acceptance yet, because it has not been applied widely enough to explain the different adsorption phenomena associated with gold di-cyanide on activated carbon. In the present study the case in favour of an adsorption mechanism based on general aqueous surface chemistry principles is presented. A model framework is developed for the adsorption reaction mechanism of gold di-cyanide onto activated carbon which incorporates the effects of chemical and electrostatic interactions between the dissolved species, the aqueous solution and the carbon surface. This model is then employed to explain a wide variety of reported adsorption phenomena for gold di-cyanide on activated carbon, such as the effects of pH, the adsorption of different metal cyano complexes, ionic strength, and type and concentration of cations in solution. In addition the effects of cyanide and dissolved oxygen concentration were investigated. No ready explanation, in terms of aqueous surface chemistry principles, is yet available for the switch in adsorption behaviour that agrees with ion exchange to ion-pair adsorption with increasing ionic strength.

In truck-based hauling systems, the mine haul road network is a critical and vital component of the production process. As such, underperformance of a haul road will impact immediately on mine productivity and costs. Operations safety, productivity and equipment longevity are all dependent on well-designed, constructed and maintained haul roads. With the advent of autonomous haul trucks, the haul road itself becomes all the more critical to the success of these type of operations; not only in relation to mine operators requirements for safer and more efficient and predictable haulage systems, but also in response to autonomous truck manufacturers’ requirements for a more predictable and controlled operating environment. This paper presents a brief summary of the state-of-the-art in surface mine road design and then proceeds to examine the design and technological challenges associated providing a safe, predictable and affordable road for autonomous mine haul trucks. The paper serves as a basis for evaluating the contributions that enhancements in road design and management can deliver to autonomous mining operations, an initiative that also has scope for adoption within the operating life of many mines, haul roads and haul trucks.

Global steel companies are actively combating climate change by reducing carbon emissions. Traditional steel production, using the blast furnace (BF) – basic oxygen furnace (BOF) process, heavily depends on coal and emits substantial CO2. To mitigate this, companies are transitioning to the more eco-friendly DRP (direct reduction plant) – EAF (electric arc furnace) process, which lowers CO2 emissions. This study quantitatively evaluates the impact of increased hydrogen consumption on the carbon footprint of product (CFP) through an analysis of direct reduction process heat and mass balances. The study prioritises a comprehensive material balance based on mass conservation principles. The heat balance is calculated using differences in enthalpy through state energy properties, avoiding heat consumption. Validation using operational data from Hyundai Steel Dangjin works’ blast furnaces shows close alignment between calculated results and actual data, with less than 1 per cent error. This methodology facilitates a detailed analysis of the direct reduction process, offering insights into its feasibility and efficiency. Analysis of the operational impact by increasing the hydrogen ratio demonstrates reduced CO2 emissions and increased heat requirements due to the endothermic nature of hydrogen reduction, in contrast to the exothermic CO reduction. Possible solutions include raising reducing gas temperature or enhancing flow rate. The study effectively utilises designed heat and mass balances to assess material quantities and thermal balance under different operational conditions. It lays the foundation for the initial direct reduction process design, aiding in deriving and optimising operational parameters. Additionally, it provides valuable insights into the challenges of increased hydrogen, contributing to the production of greener steel by addressing these issues.

There is an increasing trend in the extraction and development of copper resources from complex deposits. The complex deposits pose mineral processing challenges, as they often contain low grade copper ore, relatively large quantity of clay minerals, complex texture, very fine disseminated ore, high amount of pyrite, and high level of impurity elements such as arsenic. With the amount of arsenic in concentrates increasing and with environment, occupational health and safety regulations becoming more restrict, there is a need for a processing method that results in no arsenic emissions and captures all arsenic while immobilizing it in a compound that is stable under a wide range of conditions, so it is suitable for long-term disposal. Some development work has been undertaken to examine the most effective arsenic treatment option for complex orebodies that contain arsenic, but a technically robust and economically viable option has not yet been developed. Previous research has demonstrated the possibility of separating arsenic-copper sulphides from other copper minerals by controlling the potential of the flotation pulp in the single mineral systems. The selective flotation of enargite from copper sulphides in a real complex ore system was studied by Tayebi-Khorami (2016), which is summarised in this paper. CITATION: Tayebi-Khorami, M, 2018. Of the various copper sulfides in the EarthÆs crust, chalcopyrite is by far the most common. This mineral is also the most difficult to leach, with hydrometallurgical extraction processes characterised by prohibitively slow kinetics. While a number of processes, including leaching at atmospheric pressure and temperature, pressure leaching at higher temperature, and bioleaching of concentrates in stirred tanks and whole ores in heaps have been demonstrated to some extent, there is currently no full-scale unit process for the hydrometallurgical extraction of copper from chalcopyrite ores. Titan Resources NL operated a test bacterial heap leach at Radio Hill, Western Australia in 2001, to extract nickel and copper from a mixed sulfide ore that contained significant amounts of chalcopyrite, pentlandite and pyrrhotite. A proprietary mixed bacterial culture was used to inoculate the heap, and the nickel and copper were precipitated from the resultant solution as mixed hydroxides. Although 65 per cent of the copper from the Radio Hill heap was eventually recovered, the rate of extraction followed an unexpected trend, as the initial rates of copper recovery were much slower than column tests had suggested. It was postulated that this was due to dissolved copper precipitating as covellite or chalcocite in the most poorly aerated zones within the heap, ie furthest from the aeration pipes at the base. It was further hypothesised that the lack of oxidants (oxygen, ferric iron) and the likely inactivity of bacteria in these areas limited the re-dissolution of such secondary copper precipitates. In this study the above hypothesis was tested in column experiments using the same mixed sulfide ore and a synthetic leach solution. One set of columns was aerated and another set was operated without aeration. Results showed that precipitation of copper occurred regardless of whether the column was aerated or not. The results suggested that pH of the leach solution played a significant part in the precipitation of the copper. Further column tests revealed this to be the case. THE reduction of iron from the ferric to the ferrous state prior to its titration by permanganate or dichromate may give erroneous results in the presence of other reducible metals such as titanium. Stannous chloride and metallic zinc both reduce tetravalent titanium to a lower form, and so increase the consumption of the oxidizing standard: solution. Sulphuretted hydrogen and sulphurous acid do not reduce titanium, but are slow in action and troublesome to manipulate.Sulphuretted hydrogen is considered to be the best reducing agent for iron in the presence of titanium.* In the method to be described the advantages of the H 2S reduction are retained without the disadvantages of using the gas. The reduction is carried out by the action of a metallic sulphide having a solubility product of such a value that the sulphide iom, are utilized as fast as they are formed, and but little free sulphuretted hydrogen is given off.Cadmium sulphide was the first to be tried, but its solubility product (3.6 x 10 - 2~)t was apparently too low. The reduction was satisfactory, but the excess was very difficult to remove. Zinc sulphide (S.P. = 1.2 x 10 - 23) was found to be quite satisfactoryin both respects. The zinc sulphide is preferably used in the form of an emulsion prepared from pure zinc sulphate as follows: About 100 grm. of ZnS047H20 is dissolved in 2 litres of water. H2S is passed until no further precipitate is obtained, the acid formed being barely neutralized from time to time by the addition of ammonia. The precipitation of the sulphide in a slightly acid solution gives a finer emulsion than that prepared in an alkaline solution, and any iron present remains dissolved. In their description of the post-mine leaching of galena and marmatite at Broken Hill, Messrs. Garretty and Blanchard1 find themselves unable to account satisfactorily for the fact that the more usual order of solubility of these two minerals is here reversed, and that the galena is leached more rapidly than the marmatite. An explanation of this somewhat unusual phenomena is perhaps provided by the recent work of Garrels.2 Garrels showed that the presence of Cl' ions in Pb-Zn solutions, in concentrations in excess of 0·1 N, rendered the zinc less soluble than the lead. It seems possible that Cl' ions may be present in the underground waters of the North Broken Hill Mine in sufficient concentration to cause such reversal in the relative solubility of the lead and zinc sulphides.Thus the analysis of "water believed to be free from contamination by mine drainage" given by Messrs. Garretty and Blanchard (p. 158 of their paper) is as follows:Total solids in solution 878 grains per gallon...164 grams of Cl per gallon is equivalent to 2· 3394 grams of Cl' per litre, which is equivalent to 0066 N.This concentration is approaching a value sufficient to cause a reversal of the relative solubility of zinc and lead salts; and it seems probable that there will be parts of the ore-body where locally the Cl' concentration will greatly exceed this figure. At such points the lead salts would be more soluble than the zinc salts, so that the galena would be leached more rapidly than the marmatite. With the dilution of such Cl'-rich waters with water containing less Cl', the Cl' concentration would fall below 0·1 N, and the lead would be reprecipitated, while the zinc would stay in solution, as, for example, in the water analysis quoted. Fortescue Metals Group (FMG) fines from Western Australia is a hematite and limonite mix characterised by high crystal water content. Due to its higher supply capacity and lower prices, the Wuhan Iron and Steel Corporation (Group) intended to use more FMG fines in the sinter mix. It is understood that sinter quality is closely related to its microstructure featured by the hardness and brittleness of different mineral phases, the content of micro pores, and trans-cracks. In order to maintain sinter qualities such as tumble index, reducibility and so on at higher FMG fines blend ratios, a research project was initiated to study the effects of the FMG fines blending ratio on sinter microstructure. Research results showed that at higher FMG fines ratios, the hardness of hematite and magnetite were both decreased while the hardness of calcium ferrite showed a tendency to decrease. The number of cracks that were generated during Vickers hardness measurement in various mineral phases decreased, but their length was shortened, and the variation of crack lengths increased. The contents of hematite and magnetite were also reduced and the reduction of magnetite was clearer. Also the content of calcium ferrite and pores rose and the magnitude of the increase of pores was greater. Among all the mineral phases in sinter cakes, the Vickers hardness of hematite was highest within the range of 879 N/mm2 ~ 942 N/mm2, and therefore the decrease of its content in sinter and the enhancement of its brittleness, ie the number of cracks increased, were harmful to sinter strength. Poorly judged or under-appreciated change plays a role in many major accidents. In particular, operational changes related to continuous improvement, maintenance and introduction of new technology can lead to unintended safety (and other) consequences. This paper provides an overview of the role of management of change in preventing unwanted impacts on safety, community relationships and the environment. It draws on a range of incidents covering mining, minerals processing, refining and smelting where inadequately assessed or ineffectively implemented change led to significant safety, environmental or community consequences. The paper will also highlight cases of well-managed complex change and the underlying model of decision-making in place to make those decisions. All these examples are drawn from Atturra’s experience in response to accidents or working with sites to improve their management systems. The paper will report on the challenges of applying conventional risk assessment approaches to complex or technically significant change. These typically result in either onerous and lengthy change procedures that are prone to workarounds or poor implementation. Conversely, ‘light touch’ or efficiency driven change processes present the risk of intended consequences by failing to bring appropriate expertise to bear in decision-making. Such balances can be resolved by considering the designation of ‘technical authority’ with appropriate expertise to consider the change and deconflict any production, cost or schedule trade-offs. Finally, the paper will reflect on the key components of management of change systems in the context of major accidents, highlighting good practice in how they are implemented. This will consider the integration of existing corporate processes, risk management and organisational structures into management of change systems, not just the content of change forms and procedures.

Fire suppression systems are but one of the many technologies currently available to manage operational tunnel risks. However, the actual reasons for their use are often shrouded in mischievous discussions of the marketing variety.The international tunnelling community still stands divided on the merits (or otherwise) of fire suppression systems. For some the debate focuses on their cost compared to the theoretical benefits they bring to human safety.Long standing concerns about their potential adverse effects in an emergency are often at odds with the experience from tunnels which use them. High installation and operational costs are cited as reasons not to use them, yet toll road operators and insurers increasingly use them as a risk mitigation strategy for toll revenue protection.Fact or fiction, myth or reality, should such systems be seriously entertained or are they just another expensive gadget in the escalating array of expensive toys for modern tunnels? Ultimately this presentation argues that they have their place as a risk mitigation measure to achieve a range of objectives. The exact circumstances for their use ultimately fashioning their design and operational characteristics. This is an abstract only. No paper was prepared for this abstract.

Solid Energy New Zealand is developing an extension of its Rotowaro open cast coal mine near Huntly. This large 8 year, 11 million tonne opencast coal mine, referred to as the Awaroa Project, is fundamental to Solid Energy's medium term business strategy and meets its open pit coal resource needs while further resources are developed for the long term. Equally importantly the project is also fundamental to meeting New Zealand's energy requirements in the face of growing demands, a dwindling gas resource, and dry winters creating hydropower shortages. This project with its national significance in the current energy climate, its significance to Solid Energy as a business and its significant size has been consented against a backdrop of criticism of the Resource Management Act and the introduction of the 2003 amendment to the Act. As is common practice for this type of project Solid Energy conducted a significant technical programme in order to complete a comprehensive assessment of environmental effects. Solid Energy also has an active programme of community and interested party consultation and this programme formed the basis for project based consultation with local residents, regulatory bodies and iwi. As a result of the approach taken the environmental effects of the project were shown to be no more than minor and Environment Waikato considered that the project should be processed under the limited notification provisions of the RMA amendment. The project was processed under RMA quickly and efficiently and consents were granted within 6 months of lodgement. The RMA and its 2003 amendment provided a good framework for dealing with this project and did not impede the process of development of this important energy resource.

Synthesis of GLORIA side-scan sonar and other geophysical data has provided morpholo- gical and tectonic details of the interaction between the Nazca and South American plates along the Peru Trench (80S-15¦S). Our analyses suggest that a new propagating rift of the Galapagos type is evolving along the Mendana Fracture Zone (MFZ). Subduction induced rift- ing of the Nazca plate is accompanied by organized seafloor spreading for the last 3 Ma at least. GLORIA sonographs and bathymetric mapping show an 8-10¦ divergence in MFZ width towards the Peru Trench. The fracture zone comprises numerous ridges and troughs and a lack of sediment cover in the axial part. Young magnetic lineations (anomalies 1-2A) are observed within the fracture zone wni.cn are orthogonal to the older Nazca plate lineations. The central anomaly narrows west- ward and can be observed up to 400 km seaward of the trench whereas anomaly 2A is terminated about 200 km from the trench axis. Recent SeaMARC II sonar mapping in the region shows large igneous blocks in the Trench axis to the north of MFZ but absent to the south. We believe these blocks represent young seafloor of MFZ rift/spreading center broken off from the ridges as they subduct along the Peru Trench. The MFZ rift is propagating west- ward at a rate of 115 km/Ma (25 km/Ma relative to the South American plate). Given the present rates of accretion at the East Pacific Rise and of propagation along MFZ rift, the Nazca plate will be divided into two parts in about 35 Ma.

When, in 1985, Marty McFly is accidentally sent back to 1955 in a DeLorean ‘time machine’ in Back to the Future, he encounters young versions of his parents, and must make sure they fall in love or he will cease to exist. This Conference celebrates 40 years since the inaugural Mill Operators’ Conference in Mt Isa in 1978; over this period, great technological advances have been made in almost all aspects of mill operation, resulting in considerable improvements in grades and recoveries from ever-more complex ores. However, in 2018, the mining industry is facing challenges that might have been difficult to predict in 1978 (or were they?). The computer revolution, the information revolution, and the bio-technology revolution have all contributed to the increase in operating efficiencies, but, combined with the social revolution, they also call into question the existence of the mining industry as we know it. This presentation looks back at the ‘way things were’ in the 1970s, and at what was then considered to be the ‘basics,’ and attempts to sketch what the mining industry might be like in 2058. As Back to the Future Part II demonstrates so vividly, it is much easier to review the past than predict the future. It is difficult to know what form the mining industry will have in 40 years’ time. Nevertheless, as this presentation will argue, it is important to take action now, to ensure that it (like Marty McFly) does not cease to exist. Last September, when I was asked to prepare this paper, I was told the subject was "mining," a broad subject indeed! Rather than choose one of the many important technical and economic details which characterize mining today, I turned to a subject which fas- cinates me: mining's image. If we are to survive and prosper into the twenty-first century, and if industry and society are to continue enjoying the material benefits which flow from mining, we must address the melancholy fact that the general public at best does not understand mining, and at worst does not believe it is needed or deserves to continue. While my point of view is largely that of an American mining executive, I would hasten to point out that Homestake has participated in Australian mining for over three decades, and our subsidiary, Homestake Gold of Australia Limited, is now a major producer in this "lucky country." Does society need a viable minerals and metals industry? The answer is obviously "yes," so the challenge is to change some minds: not just those of the amorphous "public," but on a focussed basis targeting journalists, educators, TV commentators, politicians and opinion makers of all stripes (I thought of using "rifle shot" instead of focussed but thought that might be misconstrued). Along the way we miners must also look deeply into ourselves, our attitudes towards the society in which we function, and our willing- ness to change as well as to seek change in others. How did we become such bad guys? More than a century ago mining was not just accepted, it was even romanticised. In America, we had altered the time-honored concept of "Crown" lands into public lands made easily available to settlers pushing back the frontier. Miners even preceded the farmers and stockmen in what was perceived as nation-building, although by the 1890s there was a growing interest in conservation, especially the protection and management of forests and national parks. Even though emphasis was shifting toward government stewardship and away from trans- fer of public lands to private ownership, homesteading and mining were clearly recognised as valid uses requiring not just access, but security of tenure. Indeed, conservation as it was then understood implied management of the public domain as well as its protection. Initially this was no great problem to the U.S. mining industry, but as the nation grew and competing land uses became more important, conflicts began to appear, first over water rights and later over air quality and destructive mining practices. But these were local disputes rather than national issues, and two World Wars, the Great Depression and post-war reconstruction lulled our industry into thinking that nothing had really changed. After the storm began to break in the 1960s, the mining industry found itself confronted by a growing maze of complex and costly laws and regulations. It took us longer than it should have to realise that, in facing this challenge, we seemed to have lost the understanding and support of many of our legislators and a majority of the general public. hortly after the World Health Organization declared COVID-19 a pandemic, the words ‘social distancing’ entered the global lexicon. The effects on the public of social distancing, lockdowns and travel bans are well documented. They also present unique challenges to the mining industry. For Hexagon’s Mining division, this posed a significant challenge. We have built our business – our reputation – on regional, customer-focused service and support. True to Hexagon’s values of being professional, engaged and customer-focused, we innovated to overcome the distance dilemma. Making automation a reality for our customers by implementing and supporting technology projects from a distance has helped deepen partnerships by making it easier to tap into our global experts’ knowledge. For example: • Body cameras were at the heart of a successful safety installation at a mine in Ghana. Despite the pandemic lockdown preventing travel by our South Africa staff into Ghana, the project was completed with minimal delays. • Traditionally, implementation and training for our Blast Movement Technology solution is done physically at the mine site. With COVID-19 travel restrictions in place, we have developed and successfully employed a remote deployment methodology. • Using RealWearTM headsets in the field and utilising the knowledge management platform from HINDSITE, Hexagon workshop technicians have been able to support hardware repairs in local offices, which once would have been undertaken in our overseas offices. • The same headset is being utilised to provide clients with remote mentoring sessions by our skilled team members who are based in our regional locations and unable to travel to their site without extensive quarantine commitments. • In instances where our team members have had to travel to site, we have provided consumer technology such as VR headsets to help them cope with long periods of quarantine to and from site. Post-pandemic, Hexagon will continue to refine and improve this method of working. INTRODUCTION Shortly after the World Health Organization (WHO) declared COVID-19 (COVID) a pandemic, the words ‘social distancing’ entered the global lexicon. As governments, healthcare organisations and the public scrambled to respond to the crisis, one thing became abundantly clear: isolation was and, for most of us, still is the key to maintaining our health. Hexagon, a leader in sensor, software and autonomous solutions, was well positioned to pivot and assist in the global response to the crisis. This paper provides an example of how industry can respond to the implementation of new regulatory approaches to mining risk, health and safety by adopting a robust, practical, software-based approach to the management of risk accountabilities in terms of competence, experience and suitability for obligations and responsibilities, as required in Queensland Coal Mining operations due to the introduction of Recognised Standard 22 (‘RS22’; Resources Safety and Health Queensland, 2021). Based on the authors’ experience from working with several Qld mine operations, it offers a snapshot of the experiences, approaches and reservations faced collectively by industry as a result of the introduction of RS22. Several challenges exist within the detail of RS22, leading to varied interpretations, implementation strategies and overall compliance between mine sites. Arguably the single biggest challenge identified has been how to find a balance between compliance and practicality – considering cost, operational interruption, available pathways for delivery of competence, ongoing compliance and value adding to the business operations and people. Software-based solutions are increasingly being relied upon to address the introduction of new regulatory approaches and the significant administrative load placed on mining operation Site Senior Executives (‘SSE’) due to RS22 means this case is no different. This is further complicated given the continuous, ongoing changes with the site management structure witnessed by the authors across each of the mining operations as a result of continuous changes to personnel, the site risk profile and an overall mining industry uncertainty of how to respond to RS22. The stringent reporting/notification requirements under legislation compounds this further. The approach put forward by the authors is a well-considered rationale and approach to the application of training and skilling; and equally how to ‘future proof’ the coordination of site training needs around changes to the Management Structure, the Risk Register, skilling processes and succession planning. A brief investigation of other legislative frameworks concluded this approach would likely meet or exceed expectations of jurisdictions across Australia and overseas, making this a highly flexible approach for establishing a competent Management Structure to provide safe systems of work.
