The potential for recovery of enriched uranium from spent nuclear fuel which has been consolidated into a nuclear waste form was explored in the studies reported here. The waste form of interest is iron-enriched basalt (IEB)--a silicate-based, fused-cast ceramic. IEB samples were prepared containing fuel assembly materials that simulate the core debris of Three Mile Island Unit II;1,2 the nominal composition of the consolidated waste form is given in Table 1. Ore Types The IEB samples, or man-made uranium ores (MMUO), are in two different mineralogical forms. Each MU0 was made by melting the constituent materials and holding at about 1500°C for 1 h. The MMUOs were then heat treated to control crystallization and crystal growth and then cooled to room temperature.

The work of engineers responsible for the design and performance of mine facilities is often challenged by economic and practical constraints in the field. Problems have developed in implementing design criteria dictated by persons or agencies not familiar with the dynamic nature of mine engineering. Regional and site-specific conditions frequently require changes to standard designs, or the use of a completely innovative approach, which is not provided for in the regulations. The implementation of engineering design, therefore, usually requires a hard-sell approach to management and regulatory agencies that allows for a happy-medium to all parties concerned. Flexibility on the part of the regulatory agencies is needed to solve operational and environmental problems with sound engineering. Typical hydrologic issues which will be discussed fall in the following general categories: ? Design criteria for sizing water control structures (i.e., culverts, diversion and sedimentation ponds, ditches, etc.) ? Implementation (construction and operation) difficulties ? Regulatory compliance ? Reclamation planning with hydrologic considerations ? Protection of groundwater resources

The essential foundation upon which to build an effective marketing program in industrial minerals is the ability to produce competitively mineral products meeting precise customer specifications and to ship them promptly and on schedule. Without this prerequisite, all the other factors in a second marketing program-creative sales management, energetic solicitation, advertising, technical service, new products, etc.are without meaning. The primary image to be created in the mind of customers is that of the reliable and prompt supplier of mineral products at competitive prices and of standard, uniform quality. With this favorable image implanted, it becomes possible to integrate the other essential factors into a strong marketing program; and without this image, little can be accomplished. After having .made provision for the basic product ion position outlined, there are then two fundamental considerations in the design of a successful marketing program for industrial minerals. The first of these is that the number of potential customers for the typical industrial mineral product is, relatively small, and indeed compared to the number of customers for consumer products, the number is actually minute. The second consideration is that the customers for industrial minerals are manufacturers and producers rather than consumers. These two factors lead to a necessity that the marketing program be specifically and uniquely tailored to fit the individual mineral product to be sold and to conform to an existing pattern of distribution.

Since the introduction of mechanical mining, some 35 years ago, a great deal of effort has been expended by the coal industry to solve the coal dust problem. The original concern was the possibility of a dust explosion or the propagation of a gas ignition; however, in recent years it has come to be recognized as a possible 'health hazard as well. In the middle thirties, the Pittsburgh Coal Company began an intensive study of the dust problem to determine the dust levels created by the various cycles of operation in mechanical mining and to make a comparison with those of hand loading operations. Numerous dust samples were collected with a midget impinger and it was found that dust counts varied from 38 to 268 million particles per cubic foot during hand loading and from 96 to 227 million particles per cubic foot during mechanical loading. The study indicated that the source of underground dust in coal mining could be classified as primary or secondary. A primary source is one associated with appreciable degradation of size, that is, where most of the fines capable of becoming air-borne are produced. A secondary source is one in which most of the fines have been produced at some previous operation and are in such condition that they can become air-borne. Cutting, drilling and blasting are the operations which produce the primary dust. Secondary dust is formed by operations which include; loading, transportation and discharge at transfer points. The study showed clearly that the coal cutting operation was responsible for the greatest amount of dust and that the amount of dust produced varied directly with the speed of cutting; type and dullness of cutting bits; and the distance the cuttings had to fall to the floor. The information obtained from the study enabled our company to decide on a course of action and the direction to follow. With the cooperation of mining machine manufacturers, water tanks with a 200 gallon capacity were built into the machine trucks and were provided with a pump driven by a small motor. A length of 1/2" water hose carried the water from the pump to the two water spray nozzles located at the front of the machine. Water was delivered to the machine tanks by water cars which were filled on the surface or from an underground water supply. It was during these early days that wetting agents were introduced into the water system. Our studies revealed that wetting agents did little better than plain water in the abatement of the dust problem. It was found that when using a wetting agent less water was required to obtain the same results but we could not take advantage of this fact because it was almost impossible to keep the smaller nozzles open to reduce the amount of water being used.

Introduction The vibration energy that travels beyond the zone of rock breakage is wasted - all it does is cause damage and annoyance. Under favorable geologic conditions, this energy may travel many kilometers before it finally drops bellow the background noise level. This has forced the introduction of more restrictive limits to the allowable vibration levels. To maintain the profitability of a mine or quarry and to comply with environmental protection legislation, blasting needs to be performed in a more predictable way that will ensure that the final results are optimal in both mining and environmental terms. Minimization of ground and induced structural vibration is, therefore, a matter of good blasting practice -not just an attempt to avoid complaints from neighbors. A new approach to blast vibration minimization is presented. The method utilizes the existence of the local minimums in the frequency spectrum of single-hole blast vibration. The results are presented as a delay map showing maximum ground or structural vibration velocity for many combinations of interhole and interrow delays. A blast engineer can use this map to select an optimal combination of delays that will produce a low vibration velocity at a selected location and, at the same time, will be acceptable from the point of view fragmentation or muck pile shape. Response of structures A typical single-story building has two distinctive forms of vibration. The first form is a translatory vibration of the building superstructure (frame), and the second form is a flexural-bending vibration of the structural elements such as walls and floors (Siskind et al., 1980). Walls and floors will have several modes of oscillation. The most important is the fundamental mode of the vibration, as this mode will have the lowest frequency, the largest amplitude and will cause the largest deformations. The vibration of walls and floors is also a source of secondary vibration within a building, due to the movement of loose objects, e.g., furniture and wall fittings (Dowding, 1985). The subjective estimate of the amplitude of a vibration by the occupants of a house will be unrealistically high due to the effect of the secondary vibrations. It is now well recognized that human perception of ground vibration begins at levels that are far below those that will produce minor damage to the most fragile structures. In mining and quarrying operations, complaints regarding vibration levels tend to be determined more by human perception or annoyance rather than by observations of damage. Ground vibrations on the order of 0.08 mm/s (0.0032 ips) (Walter and Walter, 1979; Murray, 1987) can be felt, and they are often subjectively estimated to be about 100 times greater. Amplification of ground vibration in the structure depends on the amount of energy in the ground vibration spectrum that is in the vicinity of the structure's resonant frequencies together with the damping ratio of the structure at these particular frequencies. One way to avoid significant vibration amplification in a structure is to shift the dominant part of the ground vibration away from the resonant frequency range of the structure. The presented method allows for the selection of the optimum blast timing (interhole and interrow delay times) to minimize the resultant ground vibration amplitudes in a given frequency range. It also allows the selection of suboptimal, but still acceptable, blast delay times, which may be preferable from the point of view of overall blast performance. Determining frequency ranges of importance in structures In attempting to avoid amplification of vibrations in the structure, ground vibration amplitude of frequencies close to the resonant frequencies of the building needs to be minimized. The width of the frequency-minimization region is determined by the value of damping in the building. If the damping ratio is low, then the frequency-minimization region around the resonant frequency will be relatively broad. By shifting the dominant part of the ground-vibration energy into the frequency region much higher than the resonant frequency of the building (1.5 to 2 times), it is possible to achieve efficient vibration isolation of the building. In such cases, the structural dynamic amplification of ground vibration will be less than unity. The first step in this minimization process is the determination of the structural resonant frequency. I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. The provinces of Guangxi, Guizhou, Hubei (and most recently Fujian) were the prime exporters of barite during this period. Guangdong and Shandong were exporters too but not major participants. These are all primarily agricultural areas so there existed a sufficient labor force willing to work in the mines to supplement their income from farming. During the early years, barite export pushed the existing transportation systems in these provinces to operational capacity. The mines from which this barite is extracted are located about 250 to 1,400 kilometers from the sea ports. Transportation of the ore from the mines to the ports follows a net-work that includes trucking to various rail-heads where it is then shipped via freight trains to ports for loading into seagoing vessels. in some instances, the barite travels by truck or train to the Yangtze River where it is then barged to an ocean port.

Despite the tremendous efforts and costs incurred by the industry and regulatory agencies to prevent premature roof failures in underground mines, roof falls continue to occur frequently due to the very unpredictable geological conditions and dynamic nature of mining operations. In fact, roof falls continue to be the largest contributor to coal mine fatalities. The failure of a mine roof generally occurs following a prolonged, gradual degradation in its physical conditions. An electronic mine roof monitoring system has been developed and tested in operating mining sections. It monitors mine roof degradation on a continuous basis. The field test results are presented and discussed.

Although past investigations (2, 5)have been conducted to determine crushing relationships, no program which covered a broad range of crushing conditions had been conducted. The previous studies appear to concentrate on small segments of the overall picture and did not fullfill our desired information objectives. The Crusher Variables Research Program conducted at the Mineral Research and Test Center (MRTC) of Rexnord, due to the broad range of variables utilized in a production size crusher, is believed to be the most comprehensive study of its kind as of this date. The principles developed by the Symons brothers in 1925, when they patented the cone crusher as we know it today, are still being used in the machine known as the Symons Cone Crusher, During the development of this novel crushing concept, a technique known as the fall of material (called the Bouncing Ball Theory1 by some) was used to determine an idea as to the proper head angle, eccentric and speed of eccentric rotation, The final variables used for the Symons Cone Crusher design were, therefore, the logical conditions to start with and use as a reference against which other variables could be compared.

The area described in this paper lies along the inner margin of the Coastal' Plain in Twiggs County, near the exact center of the State of Georgia. Twiggs is one of four counties which produces approximately 75 per cent of the nationals output of kaolin used in the paper trade. In this vicinity the land surface is characterized by coastal plain hills with elevations ranging from about 250 feet, above mean sea level in the flood plain of: the Ocmulgee River to about 550 feet above mean sea level on the hill tops. Surface drainage in the area is southwestward to the Ocmulgee River, the tributaries of which have dissected the land surface exposing thick sections of the upper parts of the hills of Eocene (Ocala Limestone and Barnwell formation) limestone, sand, marl and clay, and in the lower parts of the hills Cretaceous (Tuscaloosa Formation) kaolin, kaolinitic clay, sandy clay, sand and, gravel. The contact between these two principal groups of geologic units is rather easil distinguished as the top of the kaolinitic beds. It is described in detail and mapped in published geologic reports for the area (LaMoreaux, 1946).

The relationship of various genetic classifications of graphite, their properties and general applications are reviewed. The classifications being amorphous, flake, high crystalline (vein) primary synthetic graphite and secondary graphite. The properties discussed are size, carbon, sulfur, ash content, general chemical analysis and degree of graphitization of each type. The major sources for natural and synthetic graphite powders are discussed in addition to factors which govern the cost as well as the supply. The economics of graphite are basically determined by the consumer and the end application. Graphite is a strategic mineral and is on the government stockpile list.

Silicon carbide (SiC) can be produced by heating rice hulls to elevated temperature, The product is a mixture of beta crystalline silicon carbide whiskers, particles and unreacted carbon. The silicon carbide whiskers are 0.5 micron in diameter and 50 to 100 micron in length and have been found useful for reinforcing metal and other composite materials. The carbon can be removed by combustion, but this makes separation of the silicon carbide whiskers from particles difficult and a high grade whisker product cannot be made. However, a clean high grade Sic whiskers product can be obtained from the pre-burned converted rice hulls using physical separation processes that are based on differential wetting. Recovery of Sic whiskers from the pre-burned material was found to exceed 90 percent. A modification of the froth flotation process developed during this study is now being used commercially to separate silicon carbide whiskers and particles and to recover a high grade whisker product.

Mineral sand products have been produced from beach sand heavy minerals for nearly a century. These minerals have specific gravities of 3.0 or higher and are extremely resistant to weathering. The most common economic heavy minerals are ilmenite, leucoxene, rutile, zircon, stauarolite, monazite, garnet, and the aluminum-silicate minerals. Of these, ilmenite is the most abundant. In some cases a deposit may contain only one or two economic heavy minerals whereas in others five or six may be present. Heavy mineral mining began in the late eighteen hundreds when monazite was mined for its thorium content. This was followed by mining activity on the North Florida coast just south of Jacksonville Beach - where ilmenite and zircon were first separated during the WW I (1,8). Modern heavy mineral mining began in Eastern Australia during the late nineteen-thirties and spread to the United States during World War II. It is the purpose of this paper to review the commercial heavy mineral products, their sources, and their uses.

Although fracture intersections and "domes" seem at a number of places to be the basic structural combination for the occurrence of a mining district, of the porphyry-copper type particularly, this situation is, of course, not always to be expected. For instance, the group of mines comprising Superior, Ray, Miami, Globe, Christmas appeared from the beginning of these structural studies as typical exceptions, and there are others. One had to expect additional parameters to allow for any mineral concentration to occur. One of these apparent parameters is here considered. From the result of stratigraphic studies related to ancient formations in Southeast Arizona, the Martin limestone (Devonian in age) was retained as having a possible relationship with the structure-economic studies in progress, as evidenced for instance by the mineralized O'Carroll bed located at the base of the Martin. This limestone formation has been rather extensively investigated in the past and there are many known sample localities. For this work, the isopach map was drawn by computer to insure more objectivity and, in addition to the available data points, a number of dummy points with a zero value were added around the assumed form-

The concept of ultrasonic measurement was originally applied to marine operations. Sonar . . . standing for Sounding, Navigation and Ranging, was developed for military uses. Today Sonar has become very important to the fishing fleets and marine construction industries where its applications cover a wide range of uses our company, in addition to the inair ultrasonic equipment as discussed in this paper, is also deeply involved in marine sonar and works primarily with oceanographic research and fishing industries. Ultrasonics, by simple definition, are sound waves beyond the audible range of the human ear and are generally accepted to be waves over 20,000 cycles per second. When applied to level measurement, the principles of ultrasonics are basically quite simple. A sound pulse is initiated at a point in time and the time interval for the echo from that pulse to return can be interpolated into distance. The speed of sound in air under standard conditions is approximately 1,100 feet per second, or if converted into more meaningful information as related to distance measurement, the time required for sound to travel one foot round trip is 1.78 milliseconds. An early application for ultrasonic level monitoring equipment was in large grain elevators. Prior to ultrasonics, the common practice of inventory measurement was to have an employee walk around the top of these large grain elevators, which are often over 100 feet above ground level, and drop a weighted rope or chain down into the silo to determine the level of the grain. The midwestern area referred to is the Illinois basin. The coals presently worked are mainly the No. 5 and No. 6 coal seams which vary in thickness from five to eleven feet. Present average of the more important No. 6 id about nine feet. The coal can vary considerably in toughness within the same mine with some coal perhaps rashing very easily and other coal being extremely difficult to cut. Top is generally well laminated shales with some fortunate areas having limestone roof. There are local areas with troublesome top of poorly laminated shales, shale with slickensides and shale intermingled with small partings and traces of coal. The bottoms are generally one to three feet of clay which softens readily on exposure to moisture. The mines are dry although some water is released and collects from rapid penetration of the seam by continuous miners. However, there are locally wet areas. Most of this material refers to mines of the Freeman Coal Mining Corporation. The mining operations written about are underground mines in southern and central Illinois.

As in other mineral deposits, variation in bitumen saturation, thickness of ore and discard occurs throughout Alberta's Athabasca Oil Sands deposit. The economic stripping ratio developed here to determine surface mineable limits takes into account capital and operating costs, crude oil prices, quality of ore, thickness of overburden, and thickness of inter-ore waste. The surface mining systems employed to remove bituminous sands (oil sands) from huge mines at depths of 60-70m use gigantic draglines, bucket wheel excavators and reclaimers, and large mobile equipment.

The Morenci/Metcalf porphyry copper mining operation, located in southeastern Arizona, currently processes approximately 100,000 tons of ore per day and has copper ore reserves estimated to be in excess of one billion tons. Functional groups within the Geology Depart¬ment (currently staffed with six professional and two support personnel) include mine geology, project geology, and hydrogeology. The primary task of mine geologists is daily preblast bench face mapping with grade and mill amenability estimates. Auxiliary duties include detailed in-pit metal distribution evaluation, mineragraphic work and flux quarry geology. Project geologists conduct explora¬tion and preliminary development projects both within and outside the Morenci district and provide support to ore reserve block modeling and geotechnical work performed by the Morenci mine engineering group. Hydrogeologists handle exploration for and development of groundwater' resources and groundwater flow modeling, mine dump leach solution penetration and recovery evaluation, and tailing dam water reclamation.

Depletion of easily accessible coal reserves and stringent competition in coal marketing has led to the coal industries' need to more accurately assess alternate development scenarios and to develop well-conceived produc¬tion plans. This, in turn, has encouraged the active use of the computer during resource eval¬uation and mine planning. Morrison-Knudsen, (M-K) has developed proprietary software, known as "EAGLES", to support not only its own mine planning and development activities but also the mining industry in general. The EAGLES system provides complete geologic modeling, mine planning, production modeling, equipment modeling, and cost and financial modeling capabilities. In addition, EAGLES can be used for geotechnical studies, environmental assessments, and surface and groundwater hydrological evaluations. Another important tool used in today's mine development is Landsat (remote sensing). Landsat is especially useful in the evaluation of mining activities at remote mine locations and for megascale assessments of geologic structures and hydrologic regions. The use of scientific systems in the development of surface mines is being well integrated into today's mining operations and will be a major factor in the planning, development, and operation of mines in the future.
