Traditionally, chromite ores are regarded exclusively as a monomineral raw material for extraction of chromium. The results of the investigations indicate a wide range of PGM in the Ray-Iz chromites, amounting to 1-3 ppm PGM. The study of products of primary gravity concentration from heavily and lightly disseminated ores (Tsentralnoe deposit, Ray-Iz block), showed that the platinum-group minerals are concentrated in the tails and slimes of the processed products, containing 10-30 ppm total PGM. Preliminary data make it possible to conclude that an in-depth study of the platinum mineralogy of the Ray-Iz block chromite ores is necessary to develop a process that will produce both chromium and the PGM.

This paper will address methods for minimizing liability and protecting materials from disclosure as result of self- evaluative audits and internal investigations. Specifically, the paper will cover the role of counsel in the investigative process and how best to design and conduct internal investigations to minimize the development of problematic material and disclosure of information. The paper will also address the extent of privileges that may be relied upon to protect materials and information from disclosure. These include the attorney-client privilege, the self-critical analysis privilege, and the attorney work product privilege. These privileges are qualified and understanding the limits of their coverage is essential to minimizing liability.

Introduction The South African Iron and Steel Co. Ltd., in Sishen, operates a large iron ore mine in the Cape Province of the Republic of South Africa. The mine is about 600 km (370 miles) west of Johannesburg. Its annual capacity is 100 Mt (110 million st) of ore and waste. Present production is 60 Mt/a (66 million stpy). The mine operates continuously six days a week. Primary equipment includes 55 154 t (170 st) Wabco and Unit Rig trucks and 14 P&H shovels. During 1979, a feasibility study into the application of a trolley assist system was launched. This was due to the escalation in diesel fuel costs and the appeal by the South African government to reduce the use of fossil fuels. Tests and economic evaluations proved the system technically feasible. The estimated discounted cash flow return exceeded 50%. Diesel fuel consumption would be reduced by 120 ML (31.7 million gal) in the next 10 years. The construction of 7.7 km (4.8 miles) of line and the conversion of 66 154 t (170 st) trucks were completed in March 1982. System description The conventional 154 t (170 st) diesel electric rear-dump haul-truck is equipped with two direct current wheelmotors in the rear axle. They drive the rear wheels through planetary gearboxes. A 1.2-MV (1600-hp) diesel engine and an alternator is used to power the wheelmotors. The trolley assist system consists of an overhead power line, a current collector mounted on the truck, and add-on control equipment where external electric power is routed by way of the current collector to the motorized wheels. The diesel engine is used to propel the truck on level sections. On inclines, the wheel-motors of the truck are coupled by way of a current collector to the externally generated electrical power supply for propulsion. The diesel engine, having lower output than the wheelmotors, limits the truck performance. Previously, maximum output was required from an engine on inclines. By supplying the wheelmotors from a virtually unlimited outside electric energy source, the truck performance is enhanced to the extent that speed is increased by 46% and fuel consumption reduced by 75%. System design The unique operational requirements of this mine rendered the already proven trolley pole system useless. Minimum loss in truck mobility and flexibility was required. Overhead lines and substations were required to be relatively light and portable. This enables fast repositioning of a line with no loss in material. These unique specifications set the base for the design of the Sishen system. Steel I-beams, 203 x 203 mm x 52 kg/m (8 x 8 in. x 35 lb per ft) with lengths varying from 8.3 to 11.3 m (27 to 37 ft), mounted on base plates about 4 x 2.6 m (13 x 8.6 ft) were used as masts. The masts were erected at about 50 m (165 ft) and the base plates covered with about 12 t (13 st) of iron ore to keep them absolutely stable. Results from the pilot installations indicated that using single cantilever cross arms for insulator and overhead conductor suspension was not practical. The tension in the overhead varied too much with temperature changes, causing too much sag in the lines. There had to be a positive and negative conductor. It was decided to suspend each polarity on an independent cantilever and keep the conductors under constant tension by weights acting through a two-to-one pulley tensioning arrangement. For each overhead conductor, a standard 160-mm (6.5-sq in.) grooved copper railway conductor was used. To obtain the necessary current carrying capacity, two of these conductors are used in parallel per pole. Insulators are rated at 4 kV and are of the composite type. An 11-kV three-phase line, supported by the pantograph line masts on the opposite side of the dc line, feeds the rectifier stations. The rectifier stations consist of an 11-kV to 860-V, three-phase 1.46 MVA transformer and a three-phase diode bridge rectifier. The Ore Mountains in Germany have a history of more than 850 years of underground mining activity. This has created a situation where thousands of old mine shafts and adits are due for rehabilitation. While no long-term stable rehabilitation was executed in previous centuries, those abandoned mine sites which date back to the uranium mining boom from 1945 to 1962 were rehabilitated immediately after mine closure according to state-of-the art technology. Over the years, however, it has become obvious that most of these sites are not long-term stable and thus it has become necessary to rehabilitate them a second time. Technical University Bergakademie Freiberg is carrying out a research project on the optimization of this process. 70 mine site rehabilitation projects, the technology and the materials used have been assessed. A technical guideline for future rehabilitation projects, based on the outcomes of this assessment, is under development with the goal to make it easier, faster and more economical to select and apply suitable designs and construction materials for dams, plugs and other rehabilitation structures in former uranium mines.

Indigenous people are nearly always affected when projects enter their territory. Crop and other asset compensation can help or undermine a project’s progress depending on the approach. When compensation is handled poorly, a technically viable project can get indefinitely entangled by local unrest. Stake holders associated with compensation issues include; the state, the indigenous people, non-governmental organizations, and the developer. Appreciation for the unique perspective of indigenous peoples and the influences affecting them can avert problems and prevent delays. A review of the compensation issues encountered in Ghana during its recent gold boom can assist in avoiding problems associated with handling poor and uneducated people.

Conventional methods for selecting a production plan for an open pit mine is based on the assumption that ore grades throughout mine life as well as market variables are known with certainty. Another important issue that is also being ignored in the conventional procedure is the value of management flexibility to revise operating policy with time according to the arrival of new information. Based on this oversimplification of reality, an optimum mine plan that is thought to be maximizing net present value (NPV) of the project is selected. Given the multiple sources of risk affecting the estimated NPV, there is a high probability that the actual value will be different from that estimated. This could mislead decision making process regarding selecting an optimum mine plan. This paper proposes a multi-criteria ranking system for selection between alternative mine designs under both geological and market uncertainties. The system is based on integrating multiple market and geological uncertainties as well as the operating flexibility to revise the ultimate pit limits using a Monte Carlo-based real options valuation (ROV) model. To compare the methods, the article applies the proposed system, along with the conventional NPV-based method, to rank possible mine designs for a copper and a gold mine. It has been found that, considering multiple risk analysis measures while integrating uncertainty and operating flexibility results in selecting a mine design that is different from that selected by the conventional method.

Drillability of rocks by mechanical means is closely related to the physical properties of the respective rocks, Various approaches by previous investigators on rock drillability are presented, as well as recent techniques studied by the Bureau of Mines. The studies show drillability concepts based on (1) theoretical drilling equations derived from laboratory drilling experiments extended to field drilling results and on (2) a statistical method where multiple regression analysis is used to develop a prediction equation for drillability.

The objective of this paper is to analyze the evolution of the strategic drivers of the mining sec-tor over the last half century, which has been guided by a varying and expanding list of motivations. While companies cannot survive for long unless they are making profits, the strategic drivers of the industry have gone far beyond profits since at least the mid-1970s when environmental concerns began to be taken seriously. For the most part, these forces have followed global trends and public opinion, but they have been shaped and magnified by the significant, often dominant role that the mining sector plays in many economies. While the mining sector used to be primarily motivated by the first pillar of sustainable development -i.e. the economics pillar-, in the 1970s the second environmental pillar became an important factor in decision making, and in the 1990s the third social pillar emerged as a major driver.1 The entrance of new strategic drivers has also had considerable impact on technological and organizational developments in the mining industry; however, technological changes, driven by cost reduction considerations, have in turn impacted the strategic drivers of the industry, resulting in the need for further technological and organizational developments.

Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

Reverse osmosis (RO) and nanofiltration (NF) are widely regarded as being best available technologies (BATs) for removing contaminants of concern from water. In recent years, NF or RO treatment has increasingly gained more acceptance in the mining industry for treating mine water to remove a wide assortment of contaminants, either for meeting discharge standards or for internal re-use in mining processes. Consequently, the number of NF or RO membrane mine water treatment facilities has steadily increased. Although NF or RO membrane filtration can be a powerful tool in mine water treatment, especially when multiple contaminant removal is required, it also has many potential disadvantages. Besides the generally higher capital and operational costs for the high pressure membrane processes, organic constituents in mine water may foul the membranes, while inorganic compounds such as gypsum, calcite, or silica are liable to scale the expensive membranes if proper pre-treatment processes are not implemented. Additionally, because these membrane treatment processes generate a substantial reject or brine waste stream in addition to the clean treated water or permeate stream, brine management also needs to be considered carefully when deciding upon the viability of an NF or RO mine water treatment process. Because of these issues, it is important to conduct detailed analyses of the trade-off between selecting NF or RO vs. using chemical treatment processes when designing a mine water treatment facility.

The residues produced during the incineration of leather scraps contain significant amount of chromium which can be recovered and reused in the tanning industry. The objective of this study is to develop a cost effective method for chromium recovery from leather ashes produced during the incineration of leather scraps using a fluidized bed incinerator. The entire process investigated involves fusion of leather ash with sodium carbonate in air to oxidise chromium to sodium chromate, leaching with distilled water to dissolve chromates, and chromium reduction from the hexavalent to trivalent state by sodium thiosulphate solution. The main factors affecting chromium extraction, such as temperature, reaction time, and sodium carbonate to leather ash ratio, were investigated. Based on the results obtained, almost 100% Cr extraction can be obtained at 700°C fusion temperature, sodium carbonate to ash weight ratio equal to 3 and retention time longer than 50 min.

The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of Investment Value or Use Value. Such an estimate can be a long way from the price that the property would sell at if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation. The comparable sales and replacement cost approaches used in the appraisal of urban buildings generally fail us in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

The discovery that triggered the current gold rush in southeastern Peru was made in about 1975 along the Rio Madre de Dios in Madre de Dios Department (Fig. 1). About 5000 to 10,000 miners (called chichiqueros) were working in the area as of 1990. Placer mining is the principal source of revenue for people living along the Rio Inambari and west of Puerto Maldonado. As in past gold rushes, working and living condition are harsh. Supplies are expensive, and the area has poor access compared with other areas in Peru. Food, fuel and all mining supplies are trucked over dirt roads from Cuzco, a three-to-five-day trip (Fig. 1). Some material also comes from Brazil. Many placers have a similar life cycle, beginning with small-volume mining (surface or underground). At the end of this small-scale mining, the placer is exhausted or it has a sufficient volume of gravel high enough in gold grade to be worked by large-volume methods, which lead to exhaustion of the resource. The level of maturity of a placer can be determined from its gold grade. The amount of gold production from large-volume mining can be predicted, given detailed, cumulative gold-production data on placer deposits during small-scale mining (Bliss et al., 1987). Using this general model, the authors analyzed the placers in the Rio Madre de Dios area. Small-volume mining Most placer mining in the Rio Madre de Dios area is in alluvial deposits either in or bordering the major rivers. Locally, some placer mining is in terrace deposits above the rivers. All minerals (including the subsoil) in Peru belong to the state. However, a mining claim (denuncia) is easily obtained for mineral exploitation. It is separate from property ownership.

There will be about 300 raise boring machines used worldwide by late 1981, attesting to the acceptance of this drilling system by the mining and construction industries. Over the past few years, many articles have cited the advantages of raise boring: •improved safety; •faster completion of the raise; •elimination of sublevels; •cost reductions; •better structural characteristics of the opening; •labor reduction; and •noise abatement. The relative importance of each advantage varies from mine to mine. When analyzing the total economics of raising, each advantage must be considered. The factors having the most effect on economics are fixed costs, direct costs, and comparative savings versus conventional methods.

In-situ leaching (ISL) operations have been proposed to recover uranium from sandstone-uranium deposits in NM. ISL (also known as in-situ recovery, solution mining, solution-leach mining, leach mining) consists of injecting a leaching solution into the mineralized zone through injection wells. The leach solution migrates through the formation, dissolves uranium and is recovered through production wells. The uranium is then precipitated through a conventional uranium recovery system. Several criteria must be met in order for in-situ leaching to be successful, most important is that the ore body must be amenable to chemical leaching. A number of ISL operations have been conducted in NM in the past (Mobil, Crownpoint; UNC-Teton, Section 23; Grace Nuclear, Hook?s Ranch, Seboyeta, Church Rock; Anaconda, Windwhip). Kerr-McGee (later Quivera Mining Co., Rio Algum) successfully produced uranium from mine-water recovery (recirculated mine water) from the Ambrosia Lake mines (mid-1960s to 2002). Despite some difficulties, ISL is a viable alternative to recovering uranium and could be utilized in the Grants district with proper aquifer characterization and monitoring.

"Feather edging"- a major source of injury and fatal accidents in Australia, South Africa and USA, refers to a phenomenon where the roof, at the goaf edge, falls as a thin wafer of rock often suddenly, over-riding conventional timber breakerlines. It may run down and affect adversely a working bord at distances of 15 metres or more from the goaf edge. Feather edging typically occurs in relatively massive, strong roof strata such as sandstone or conglomerate. This paper presents the results of a mine trial where a concentrated row of fully grouted bolts were able to resist the feather edging in the first comprehensive, monitored trial in an Australian pillar ('total') extraction coal mine.

The WMC Olympic Dam Operation in South Australia is an integrated site, involving brown fields exploration through to production of copper cathode, uranium oxide, gold and silver bullion. The Geology and Analytical Services (GAS) Department reflects this totality and, therefore, is perhaps a unique construct in the industry. It comprises Geology, the Metallurgical Laboratory and the Analytical Laboratory, offering a single point of contact in matters of metal discovery and tracking through mine design, production, beneficiation and final product certification. This structure promotes value adding by removing traditional barriers between groups that can deliver more, collectively, than as individual units. This approach to value adding by bringing disparate groups together is echoed in each of the three sections where enhancements in the traditional value adding activities have been delivered by multi-skilling and encouraging overlapping involvement.

China, Mexico, Spain and Turkey are the leading producers of celestite (strontium sulfate), the most common strontium mineral. Of an estimated 510 kt (562,000 st) of celestite produced worldwide during 2004, 98 percent was produced in those countries. Deposits of strontianite (strontium carbonate), another strontium mineral, have been identified in China and Malawi. Relatively small quantities are reported from the deposit in China. Although celestite deposits occur in the United States, no domestic celestite has been mined since 1959.

Abstract-Since 1982, the US Bureau of Mines has inves¬tigated improvements in protection for operators of thin seam shuttle cars. Due to working height restrictions in thin seam mines (<_1.22 m or 48 in.). Federal mine regulations require that canopy protection on shuttle cars he provided only in mines >_1.07 m (42 in.). However, court obtained variances are granted to mines <_1.22 m (48 in). This paper presents ongoing research to design and evaluate a uniquely positioned, ergonomic compartment for a shuttle car that provides the operator with full canopy protection in working heights of 1.02 m (40 in.).

Coal that meets customer specifications is often stored in silos before being loaded into cars. It is often found that coal in a particular car does not meet customer specifications due to the mixing of coal inside the silo. Some new contracts require meeting specifications on a per car basis. Silo flow models are used to predict quality in such cases. However, coming up with an accurate silo flow model for each case is very difficult and time consuming. This paper examines the viability of using an online analyzer at the loading end of the silo in conjunction with a feedback circuit, to optimize the quality of the coal being loaded into trains, so that each car meets quality specifications.
