A reasonably clear and broad definition of occupational disease as originated by the Supreme Court of Ohio is: "A disease contracted in the usual and ordinary course of events which from the common experience of humanity is known to be incident to a particular employment." An ailment does not become an occupational disease simply because it is contracted on the employer's premises. It must be one that is commonly regarded as natural to, inherent in, and concomitant of the work in question. The important distinction between accidental-traumatic injuries and occupational-disease injuries is that accidents occur at specific times, ordinarily are discovered readily, and usually leave no question as to the particular employer it whose development the accident occurred. On the other hand, occupational diseases may develop slowly, unknown to the employer and employee until disability occurs, and the injuries sustained are continuing disabilities over an extended period of time and may be incurred while the employee is working for one of several employers.

The mine and treatment plant of the Teziutlan, unit of the Mexican Corporation, S. A., are located at Aire Libre, in the District of Teziutlan, near the northwest edge of the State of Pueblo, Republic of Mexico. The property is leased from the Teziutlan Copper Co. The town of Teziutlan is the terminus of a branch railroad starting from Oriental Junction or the Mexico-Jalapa-Veracruz narrow-gage system of the National Railways of Mexico. A branch line 18 km in length from Teziutlan to Aire Libre belongs to the Teziutlan Copper Co. and is leased and operated in conjunction with the mine.

The kaolin deposits of Aiken County, South Carolina (fig. 1), have been worked continuously since 1852. It has been long known that the deposits contain a high percentage of' alumina and that large reserves exist. These facts led to the early selection of' this area for examination in the search by the Bureau of Mines for high-alumina clays. An exploratory program was started by the Bureau, and drilling was carried on from. June 27, 1942, to October 31, 1942. The kaolin-bearing district occupies an area approximately 25 miles long and 11 miles wide, running northeast, with its center at Aiken, S. C. (fig. 1). Within this district, a triangular area bounded by Horse Creek, Silver Bluff Road, and Hamburg Road was roughly prospected by boring 43 machine and 12 hand holes. As a result of the data obtained, a final smaller area was chosen for more systematic prospecting. This area is bounded by Pine Log, Tewkesbury, Silver Bluff, and Craig Sawmill Roads and covers about 4,000 acres. Mineral exploration agreements covering 11,272 acres were signed by 35 property owners, and 11,956 feet was drilled in 200 holes on these properties.

In This Chapter [Measuring the gas emission from the coal Methane at the top of the silo Methane at the load-out area and Actions taken after a silo explosion] Methane accumulations in coal silos have resulted in the occasional silo explosion. These can be quite violent and dangerous because coal dust adds to the strength of the blast. However, with the appropriate precautionary measures, methane accumulations in silos can be greatly reduced. Mine Safety and Health Administration (MSHA) regulations at 30 CFR2 77.201 require that the methane content in the air of any coal silo be maintained below 1.0 vol %.3 Also, MSHA requires that methane tests be conducted before any electrical equipment is energized, unless a continuous monitor capable of deenergizing the electrical equipment is used.4 Measuring the gas emission from the coal. The first necessary step in dealing with silo methane issues is to measure the gas emission from the coal going into the silo. Such measure-ments allow one to estimate the silo ventilation needs and permit a comparison with the methane controls used at other mines that have similar gas levels. The gassiness of the coal can be measured by taking conveyor belt grab samples.5 Matta et al. [1978] measured the gas emission from conveyor belt grab samples using a simple desorption test. To conduct the test, they collected several grab samples of coal, weighing a few pounds each, from the conveyor belt entering the silo.6 They then sealed the coal into an airtight sample container that was equipped with a valve and short hose along with a pressure gauge. Every few hours they opened the valve and bled the emitted gas into a water-filled graduated cylinder that had been inverted and placed in a pan of water (Figure 11–1). The results are shown in Figure 11–2.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . The primary objective of this program was to determine the toxic fume and fire hazard of materials used in the construction of mine stoppings and in the sealing and reinforcing of mine ribs and roofs. The materials investigated were: silicone, phenolic, and isocyanate-based rigid foams, as well as epoxy and acrylate mine sealants. Of the rigid foams tested, the X-156 urethane foam presented the greatest toxic hazard based on toxic load values hydrogen chloride was the main toxic species evolved by this foam. In 'lone of the isocyanate-based compositions was hydrogen cyanide the major component, but its contribution increased with temperature. The FS-24 urethane and Celotex Max-Seal isocyanurate foams had the lowest toxic load values, although these two foams have different applications for in-mine use. Of the two mine sealants tested, the latex /acrylic coating presented the greater toxic hazard with acetic acid being the main toxic species evolved.

Under a cooperative agreement between the Bureau of Mines, the United States Geological Survey, and the United States Bureau of Standards, a study of the stone-quarrying industries of the country was begun in 1914. The results of investigations made have been published from time to time.1 During the World War the Bureau of Mines centered its attention on problems relating to national defense, and detailed studies of stone-quarry problems were not undertaken except for an investigation of labor saving at limestone quarries, reported in Technical Paper 203, which related to a question of military importance. Since the return of peace, the high cost of materials and labor has made more imperative than in prewar times the conduct of investigations for aiding the quarrying industries in every way possible to adopt more economical methods and to utilize the most efficient labor-saving equipment. The publications already issued have had a wide demand, and in the interest of the quarry industries the bureau proposes to issue additions to the series as rapidly as funds are available. In an endeavor to promote economy and the reduction of waste in the slate industry, a study of slate quarrying was begun in 1920 and covered a period of about two years. Sixty-five active quarries were visited, and a detailed study made of all problems bearing on their successful operation. Field study was supplemented by a study of all information available in books or published articles on slate quarrying.

The following is a description of the methods employed at the Eureka-Asteroid mine, which is situated on the Gogebic range, at Ramsey, Mich. The mime is operated by the Castile Mining Co. under the direction of Oglebay Norton & Co. This paper has been prepared in accordance with an outline furbished by the United States Bureau of Mines, and in one of a series, on mining methods and costs covering the principal minim operations throughout the United States. The first full year of the second World War for the United States presented a picture of the metal-and nonmetal-mining 4 industry which, without proper analysis and explanation, would convey a distorted view of achievements during 1942, especially because employment at gold and silver (lode and placer) mines-the largest group-declined to such an extent that the over-all totals for the country were reduced even though increases were made at mines producing copper, lead-zinc, iron, miscellaneous metals, and non-metals. A complete panorama of the metal-and nonmetal-mining industry, exclusive of coal mining, reveals a decrease in the number of men employed, the man-hours of employment, and the accident-frequency rates. Were the gold and silver (lode and placer) mines to be considered as a separate category; it would be seen that the number of men employed at all the other groups of mines increased appreciably over 1941. These other increases must be considered important, since these mines produced the vital war minerals that made valuable contributions to the military successes of the United States and its Allies during the year. A separate analysis of each of the various groups of mines may be found elsewhere in this bulletin. For the purpose of maintaining continuity in this series of bulletins, however, the discussion in this introduction will be confined to the entire metal-and nonmetal-mining industry (excluding coal mining, for which a separate bulletin, No. 462, has been published).

The Bureau of Mines is conducting research on Fe-based alloys using Si and Al additions to reduce the Cr required for heat-resisting appli-cations. Part of this research is being done to evaluate alloys containing (8-10)Cr-(10-14)Ni-(0-8.5)Si-(0-4) Al to determine which of these alloys have austenitic structures, as well as fabrication properties and oxidation resistance sufficient to substitute for type 304 stainless steel. Based on initial results, an Fe-lOCr-11Ni-5Si alloy and an Fe-8Cr-13Ni-5Si alloy were selected for evaluation of oxidati.on, stress rupture, and tensile properties. Both alloys have oxidation resistance at 7000 and 8000 C that is better than that of type 304 stainless steel. The stress rupture strengths are less than that of type 304 stainless steel but significantly better than that of commercial heat-resisting steels with similar Cr contents. Yield strengths of the alloys were equivalent to that of type 304. Both alloys had high tensile strengths comparable to those of stainless steels that transform to martensite during straining (e.g., type 301). These alloys have weld-hot-cracking resistance comparable to that of type 304 stainless steel. This initial study shows that Si has potential as a substitute for Cr in stainless steels for heat-resisting applications.

The Bureau of Mines t.ced its investigations into sympathetic detonation of ammonium nitrate (AN) and ammonium nitrate-fuel oil (AN-FO) to define the scaling law for safe separation from detonating AN-FO. Both missile- and non-missile-producing AN-FO donors, weighing up to 5,400 pounds, were employed with acceptors of the same size. The usual cube-root scaling law was not confirmed; exponents for the relationship S = f(Wx) for AN were 0.51 with non¬missile-producing donors and 0.61 for missile-producing donors. For AN-FO an exponent of 0.80 was indicated in the missile-producing case. AN-F0 in polyethylene bags appeared somewhat more easily initiated than bulk AN-FO. The efficacy of barricades in protecting AN charges was investigated. detonation distances were reduced from one-third to one-seventh when filled barricades were employed. The investigation was extended to dynamite with both types of donors. With 1,600-pound missile-producing donors and an equivalent weight of dynamite, initiation would be expected in 50 percent of the trials at 167 feet. The corresponding value in the non-missile case was 67 feet. The data developed in this program of sympathetic detonation will allow the development of a rational set of safe separation distances for AN, AN-FO, and explosives.

[A study of mining methods and underground practices as they influence injury from falls of roof or coal reveals data as to the location in the mine where such injuries occur with the greatest frequency and as to some of the methods and practices which are in use for the prevention of injury. This paper, which presents statistics bearing on the frequency and place of occurrence of accidents and, discusses regulations and practices which have resulted in a low frequency rate from falls of roof and coal in a few representative mines takes its information from mine-accident reports and from the results of studies conducted in a group of 80 mines in the bituminous coal fields of western Pennsylvania, Ohio, and West Virginia. The statistics from this group of mines cover periods of one to four years but average 2 years and 7 months. During this time these mines produced over 110,400,000 tons of coal, equivalent to one-fifth of the annual production of all bituminous mines in the United States. The coal beds of the mines in the group studied are mostly flat, with local pitches of moderate degree. A number of mining plans are in use, each of which follows a general system of multiple entries, cross entries, and rooms. Room and pillar in panels either advancing, retreating, or half advance and half retreat and the block systems are employed. The methods of pillar extraction are by splitting, slabbing, pocket-and-stump, and open end. It is hoped that in presenting some of the details of the methods and practices at particular mines of this group which have commendable records in the prevention of injury some good may accrue to many other bituminous mines which 'nave similar natural conditions.]

When an underground excavation is made, the rock surrounding the sides and top of the opening is deprived of its natural support and tends to fall. Whenever caving takes place, the time and extent of the caving depend on the character and condition of the rock. In strong homogenous rock, such as solid granite, even a large chamber may stand indefinitely, whereas a soft material, such as clay or a loose material like unconsolidated sand, falls immediately if not supported. Weaknesses in the rocks induced by structural features, such as joints, :fissures, bedding and cleavage planes, and fractures produced by blasting, will cause the falling of insecure blocks or slabs unless means are provided to support these in place. In an unsupported mine opening, as a tunnel, the first slight settling or adjusting movement of the rocks (the "initial creep" or "set") is caused by the great weight of overlying material pressing down the rock masses above and around the roof and sides of the opening until they key together in roughly the form of an arch. The rock, after it has adjusted itself to this shape, becomes. selfsupporting. Timbering is necessa.ry in all mining only to support, therefore, those comparatively small blocks or pieces of rock which tend to loosen from the top and sides of the opening during or after the formation 'of the natural rock arch, and which lie between this natural rock arch and the opening. This statement, of course, has its limitations. For example; a layer of strong rock, like limestone, may act as a beam; then only the material under the limestone will need support. Timbering is not, as is commonly supposed by the layman, used to supp!ort the huge mass of rock between the back (roof) of an underground opening and the surface. It would be impossible to place enough timbers in a:ny underground opening to support such a mass. This fact is not'·perceived by all miners.

It is necessary to continue research in order that increased output, greater recovery, and better quality can be main- tained under safe mining conditions. Coal comprises 98 percent of the known fuel reserves of the United States and ad eventually must take over much of the requirements now supplied by petroleum and natural gas.. The purpose of this report is to bring to the reader a resume of the work of the fiscal year. The material presented herein is based largely upon publications. In a few instances the results of research that would not otherwise be available in the immediate future are presented. For details concerning the research, it is suggested that the readers consult the publications given in the footnote references." "The Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Projects were set up on only the most promising properties.A preliminary examination of the Mount Hope mine was made in January 1943 by the Bureau's engineers, who recommended exploration by diamond drilling.The mine is in the unsurveyed portion of T. 22 N., R. 1 E., Mount Diablo base and meridian, south-central Eureka County, Nevada, 25 miles by road north of the village of Eureka. A partly graded and Graveled secondary road connects the mine and Eureka on U. S. Highway 50.Extensive sampling was done by the Bureau in February. 1943. Core drilling from the surface was started on March 15, 1944, and completed on April 2, 1545. The 16 holes drilled totaled 7,215 feet. The mining company also did extensive underground core drilling from April 21, 1944, to January 4, 1945. This report gives the results of core drilling supervised by the Bureau of Mines.The drilling program was designed to explore for extensions of the mineralization exposed in the mine workings. As a result of drilling, additional ore was found, and it is believed that this project has fulfilled the purpose for which it was planned.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization, of our mineral resources to the end that they make the greatest possible contribution to na¬tional security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation test. Both these branches are under the supervision of Dr. R. S. Dean, assists director.With respect to this report special acknowledgment is due to Charles W. [In 1922 a conference of representative coal-mine operators, cable manufacturers, mining-machine manufacturers, and representatives of the United States Bur eau of Mines vas held at the Pittsburgh Experiment Station, regarding suitable cables for use with permissible raining machines. This conference recommended that the Bureau investigate rubber-sheathed trailing cables in order to obtain specifications for tests leading to approval for rise with mining machines. Effective until such time as an investigation could be made, the bureau asked the several manufacturers of approved mining machines to recommend cables for wise with their machines. In general the Cables recommended tentatively approved. Arrangements for the tests were completed in 1927. Concentric-type cables were investigated first, and Reports of Investigations, Serial No. 2909, covering the tests, was issued in January, 1929.]

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the system technology required to create a healthier and safer working environment for the Nation's mining and minerals processing workers.
