Since the mid-1990s, the Chino Mine Facility (Chino) located near Silver City, New Mexico has been developing a closure plan with financial assurance to protect water quality, as required by State regulations. In February 2002, Chino and the New Mexico Environment Department (NMED) reached agreement on a closure plan; a closure cost amount of approximately $US 394 million ($A 591 million) was finalised in April 2003. Both the New Mexico Water Quality Act Regulations (1977) and the New Mexico Mining Act Regulations (1993) guided development of the closure plan and financial assurance amount. The process incorporated many years of correspondence, studies, negotiations and administrative hearings. The major technical issues focused on regrading slopes of the leach ore stockpiles and waste rock piles; cover systems; water treatment systems; and abatement of ground water contamination. The proposed financial assurance amount covers all closure costs and provides for perpetual water treatment.

McArthur River Mine is located approximately 50 km south-east of the NT township of Borroloola and approximately 120 km from the Gulf of Carpentaria. The mine hosts a series of layered shallow dipping tabular orebodies, with current reserves of approximately 22 Mt, grading 13.6 per cent zinc, 6.3 per cent lead and 65 g/t silver. Owing to economic considerations, the lower most orebody (No 2 orebody) has been selected for initial mine production. Following the completion of the No 2 orebody, mining will transfer to the lower grade and metallurgically more complex No 4 orebody. The mine employs a total of 235 people throughout the underground and surface areas. The majority of the workforce work a fly-in/fly-out, seven-day- on/seven- day- off roster with 12-hour shifts. Presently, a further 18 contractors are involved in trial mining areas. An apparent dip room and pillar technique has been selected as the primary mining method. Officially opened in September 1995, the current production rate of 1.2 Mt per annum will eventually escalate to 1.5 Mt per annum. Though most production is achieved through the use of conventional loaders, trucks and jumbos, the recent development of methods utilising scrapers, hand held machines and modified jumbos has produced encouraging results in steeper dipping areas of the mine. Initial production has been hindered by several factors including extensive and largely unpredictable faulting, worse than expected ground conditions and difficulties with some mining equipment. Compounded by the relatively thin 3 m ore seam, initial mining resulted in high dilution and poor production. This paper describes the development of unique planning and production systems that were evolved in order to overcome these problems and achieve the targeted production rates and head grade.

The Doc Run Company and its predecessors have been mining for over 130 years utilising the room and pillar mining method. This method has left approximately 20 per cent of the orebody in the remaining pillars. The original design and planning for the mines did not include extensive pillar extraction. This paper summarises the introduction of the pillar extraction and backfill techniques which have been implemented since 1991. These techniques include the use of low cost fill walls up to 20 in in height and the use of stinger trucks for topping off the fill. In conjunction with these accomplishments, much experience and confidence has been gained in the use of numerical modelling as a method of predicting pillar stability as the mining of pillars progresses. These advances have led to pillar extraction hecoming a major portion of the overall production and have added to the mine life of Doe Run's six operating mines.

New developments are taking place in the recovery of gold from leached pulps that are based upon the adsorption of the metal cyanide species onto ion exchange resins. Despite the success of several resin-in-pulp pilot plant operations in the Western World and large-scale plants in the former Soviet Union, the process is yet to gain recognition as a viable alternative to the carbon-in-pulp process. An experimental research program has investigated the use of a variety of different types of resins for the recovery of gold, but to-date no resin studied has the desired properties of high selective loading capacity for gold cyanide and a simple inexpensive elution procedure. In addition very little is known concerning the physical strength of resins and their ability to resist shattering due to osmotic shock during cycles of adsorption and elution. The ability of ion exchange resins to enhance the leaching of refractory and re-adsorbing ores has not been investigated. This paper highlights the necessary factors that need to be addressed before commercialisation of ion exchange technology for gold extraction is feasible.

This paper addresses the question: how can the minerals industry remain viable; viable in the sense that we are able to access land for exploration and discovery, we are able to develop and operate mines (and processing plants) safely and profitably and we are able to close operations in a responsible manner, so that modified landscapes are restored to acceptable community standards?Many of the answers to this question can be addressed through the theme of this conference û that of eco-efficiency. The eco-efficiency concept is very useful, since it does help to translate principles of sustainability into business value at the operational level. To provide some context to how this can be achieved, the paper discusses what is happening at the international level, outlines some key industry initiatives within Australia and then discusses what work is being done within companies.

G-Cell is a new design modification of the Imhoflot pneumatic flotation technology, which utilises a self-inducing aerator inside a downcomer, where bubble-particle attachment takes place. The present study has investigated the suitability of the G-Cell technology for cleaning fine coal using a 0.8 m diameter prototype unit at a coal preparation plant operating in the Midwestern United States. A slip-stream obtained from the overflow of raw coal cyclones operating in the plant, containing nominally minus 150 micron size particles and having ash content in the range of 40 per cent to 50 per cent and sulfur content in the range of 1.30 per cent to 1.50 per cent, has been used as the feed for the G-Cell. The performance data produced from the G-Cell tests are found to be very close to the ideal performance curves produced from release analysis. A statistically designed experimental program has been conducted to investigate the parametric effects on various key process responses, such as combustible recovery, product ash and sulfur rejection. The empirical models developed in this study have been utilised to identify a suitable experimental region for achieving a desired combination of response targets.

Responsibility for the administration of mineral resources is divided between federal and provincial governments. The paper traces the evolution of mineral policies at both levels of government, from the end of World War II to the present. In the immediate post-World War II years, the emphasis was on supplying the raw material needs of a rapidly growing world economy. Policies favouring growth and development of the Canadian mining industry were instituted during this period. Two decades of uninterrupted expansion (the 1950s and 1960s) ensued. The decade of the 1970s was a turbulent one for Canadian mineral producers. Governments intervened more substantially than ever before. Moreover, the industry suffered from an intense period of competition for resource revenues by the two levels of government. At the same time, far reaching changes were taking place in the structure of world mineral markets. To date in the 1980s, the mineral industry has, perforce, adapted to existing mineral market structures. Mineral policies, too, have shown signs of adapting to the needs of the mineral industry. Whether the resulting mix of policies will permit the revitalization of the Canadian mining sector remains to be seen.

Societal influences, needs, and uses for recyclable materials are becoming increasingly important business and economic factors in the traditional natural resource companies. Several metals (such as steel, aluminium, zinc, lead and cadmium) are amenable ro recycle which eliminates solid waste generation and decreases the depletion of natural resources. In recent years, the non-ferrous industries have begun to recycle more materials and the next decade will see even larger recycle efforts. In addition to the traditonal recyclable materials, existing metallurgical plants are, or should be, able to handle and recycle materials viewed as 'hazardous'. Unfortunately, some national and regional regulations hinder, and in some cases prevent, the recycling of certain materials. Zinc Corporation of America (ZCA) is currently the largest producer of zinc metal in the USA and one of the world's largest producers of value-added zinc products. Over the last few years, ZCA has become one of the world's largest recyclers of zinc from various diverse materials. ZCA considers these recyclable materials as valuable 'land mines' that provide economic alternatives to the depletion of natural resources while serving society in the minimisation of solid waste disposal. Using the current production facilities of ZCA as a model, this paper overviews the recycling of zinc-bearing materials with special emphasis on: 1. the amenability for recycle within ZCA's pyrometallurgical and hydrometallurgical operations, 2. the quantities and economics of recycle, 3. the problems of recycling hindered by current national and regional regulations, 4. the concepts of total recycle rather than just recovering zinc while generating a modified solid waste, and 5. the motivators for recycling.

The region we call the West Coast is acknowledged as one of the richest and most diverse mineral provinces in the world. It's the most rugged part of Tasmania and our island is one of the most rugged parts of Australia, so that speaks for itself. A hostile land of razorback mountains, deep ravines, dangerous rivers, almost impenetrable rainforests and a climate that can change from mild to freezing in a matter of hours.

Miners and mineral explorers are concerned at the increasingly hostile environment being generated towards their industry and their profession. There is little official or public recognition that the mining industry is essential for the maintenance of the country's standard of living; a large part of this hostile feeling is caused by the assumption that mining destroys large tracts of our attractive countryside. This paper presents a historic review of the impact on the countryside of the major land using groups commencing with the Polynesian migration. European farming practices, subsequent expansion of the urban dweller and the land management practices of the two Government Departments, Lands and Survey and New Zealand Forest Service who between them control half of the total land area, are discussed. Estimates of total land area to date, directly and indirectly affected by mining have been calculated and a broad estimate of 18 000 ha or 1/1500 of total land area is indicated; current annual mineral production requires some 240 ha. These gross areas take no account of subsequent land rehabilitation, its improvement upon the original in some cases and the recreational, historic and aesthetic areas gained. Comparisons are then drawn with some current land practices in New Zealand.

Many deposits have been evaluated as potential block caves over the last 20 years due to the perceived benefit of low operating costs. However, block cave projects are typically capital intensive, with mass mining providing high throughput rates that required large investments in mining, processing and utilities infrastructure. While the key economic metrics in deciding to proceed with a caving project are typically net present value (NPV) or internal rate of return, these may not represent the best decision metrics for some companies. Where a caving project is competing for scarce capital amongst other projects in a company’s portfolio or where the caving project is the only project being evaluated by a company trying to raise capital, other metrics may be more appropriate. This paper explores the use of present value ratio and the minimising of maximum negative cash flow as suitable metrics in determining alternative strategies. Trade-offs between optimising for economic value and capital efficiency measures allow for decision-makers to evaluate potentially higher-risk, higher-capital and maximum NPV projects against lower-risk, lower-capital projects.CITATION:Stewart, C A and Butcher, R J, 2016. This paper examines the fire life systems implemented in two existing tunnels and discusses whether the standards used were appropriate. It focuses on the Terrace Tunnel as this upgrade and refurbishment is complete.The New Zealand Transport Agency (NZTA) manages six tunnels on the State Highway network with two of these built in the last seven years. The Terrace Tunnel, opened in 1978, was refurbished with modern fire life safety systems in 2010–2012. An interim upgrade of the Mt Victoria Tunnel, opened in 1931, was also carried out at this time.In present times, few existing tunnels have undergone significant upgrades and refurbishments. The Terrace Tunnel required: new power supplies, control buildings, lighting, wall panels and jet fans, a deluge system, emergency exit lights and way-finding lights, a public address (PA) system, a radio rebroadcast system, lane control sign (LCS) and variable message sign (VMS), an over-height detection system (OHD) and a new tunnel management system.In the absence of suitable guidelines, various standards were used to carry out the refurbishment. The Austroad Guide to Road Tunnels and AS4825 Tunnel Fire Safety, although designed for new tunnels and not specifically intended for existing tunnels, provided a framework. A multi-criteria assessment of risk (MCAT) was carried out to determine the systems to be provided.The Terrace Tunnel has perhaps set a benchmark for refurbishing existing tunnels as few projects of this type have been completed recently. This paper presents the results of a large scale survey of The Australasian Institute for Mining and Metallurgy (AusIMM) membership. This survey aimed to understand and define the key issues and drivers that AusIMM members perceived would shape the development of the Australian minerals industry over the next 20 - 30 years. Nine hundred and fifty-nine participants rated the importance of 11 issues and six drivers (generated from interviews with AusIMM members), and 236 of these participants also provided qualitative descriptions of the future. Issues were defined as problems or opportunities for the minerals industry that may be controlled or influenced by the industry, while drivers were defined as those factors that will influence the direction of the industry that are not within the control of the industry. The quantitative data revealed that the top four issues, in order of their perceived importance to the Australian minerals industry, were: investment in exploration, workforce, health and safety, and innovation. The top three drivers in order of their perceived importance, were: economics of mining, global context and Australian society. While the top four issues were largely consistent across professional groups examined, metallurgy and mineral processing professionals rated water inputs and energy inputs significantly higher than the other professional groups. For the list of drivers, there was strong agreement regarding their ranked order of importance across the professional groups examined. Within the qualitative data, however, a single issue (technology) and a single driver (economics of mining) dominated participantsÆ descriptions of the future. These findings provide important input into a broader program of scenario development for the Australian minerals industry being undertaken by CSIRO and its partners. The results of this study demonstrate the importance of using a mixed methodology in generating these inputs to understand more fully how important stakeholders view the future and the factors that will shape it. The results of this study are also discussed with respect to the role that CSIRO may play in facilitating the exploration of uncertainty around the future of the Australian minerals industry.

Regulations on the emission of particulates from sinter plant stacks are becoming increasingly stringent and reducing these emissions by improving gas cleaning systems is a significant cost to the sinter plants. This paper describes an investigation into the emission of particulate matter from an iron ore sinter bed during the sintering of a Japanese Steel Mill (JSM) style ore blend in a 300 mm diameter pot grate test facility. Several techniques were trialled to determine a reliable method to sample the quantity of dust emitted and determine the mechanism of dust emission from the sinter bed. The nature of the dust was also examined using chemical and size analysis as well as optical and scanning electron microscopy. The paper discusses the techniques used to carry out the program as well as results on dust loading measured during sintering and the nature of the dust captured.

Several technical and economic factors have to be taken into consideration in developing an optimal mining method. This paper describes some of the important factors learnt during the evolution of the sublevel cave mining method at Trojan Nickel Mine, part of the Bindura Nickel Corporation (BNC) in Zimbabwe. Sublevel caving (SLC) has been successfully implemented at Trojan mine since its introduction in 1994. The method has evolved over the past six years into a system that has brought about improvements in efficiencies and productivity. Although the original design parameters used were sound and provided a solid foundation for the system, they needed to be optimised to get the best out of the mining method. Improvements and changes have been made in areas such as the drilling process, charging and blasting techniques, ring pattern design, development size and shape, and the draw control system. This has enabled the mine to develop an SLC operation that is efficient and innovative. Experience gained, together with the theory available has given us a much better understanding of the system. This knowledge will be used in the future to enhance the system further. Given the low grades of the BNC Mines, management recognises that only through technical excellence and efficient mining can the mines reduce mining costs and maintain profitability and competitiveness on the world market. In the Zimbabwe mining industry reaction to technological change, mechanisation and advancement have been relatively slow, due to isolation and economic constraints, compared to the rest of the world. Economic difficulties prevail, with high inflation levels, a poor exchange rate, lack of foreign currency and other associated problems. Despite these constraints, the bold steps taken have transformed Trojan mine into a more efficient and competitive operation, presenting itself as the leading mine in the BNC group. Appendices give data to illustrate the benefits obtained.

The æMine to MillÆ concept is not new. In fact, it is the underlying objective of every mine. Unfortunately, in many operations the management structure and reporting systems have created independent æbusinessesÆ within the overall mining enterprise. This has created incentives to optimise the performance of each component of the operation rather than the enterprise as a whole. The Mine to Mill Conference organised by The AusIMM in October 1998 documented a number of case studies where run of mine ore was not presented to the mill in the best possible form for subsequent stages of comminution and processing. A number of examples were quoted where modest expenditure in the mine had a very significant impact on downstream process efficiency and hence costs. Examples included:the minimisation of fines in the mining and handling of iron ore; the management of fines in blasting and crushing for a copper heap leach operation; the control of blast damage, mining recovery and dilution in open cut coal operations; and the optimisation of mine fragmentation to increase mill throughput in gold and copper operations. The latter topic has been trialed at a number of mines and is referred to as æMine to MillÆ fragmentation. A number of æMine to MillÆ type investigations have been reported in the literature including Pease et al, Simkus and Dance, Nielsen, Scott et al, Kojovic et al, Kanchibotla et al, Bulow et al and Hawkes from the 1998 Mine to Mill Conference. In addition, a number of studies are in progress or the results have yet to be published. These studies have demonstrated the feasibility of obtaining the data required to characterise the breakage behaviour of ores and to model the impact of changes to blasting practices on process efficiency. Characterising the breakage behaviour of ores is a vital step in the management of fragmentation and comminution in mines. The characteristics of importance to fragmentation fall outside the parameters conventionally required to describe the economic geology of a deposit. æMine to MillÆ optimisation of fragmentation means that the mining engineer needs information from the geologist in order to be able to help the metallurgist. Providing this information requires close interaction between these groups.

Porphyry type mineralization of Lower Cretaceous age in eastern Queensland has been recognized only from the easternmost part of the northern New England Orogen (Day, Murray and Whitaker, 1978), within the northern Yarrol Province (Horton,1982). Recent work about the Mt. Suthers (Pb, Zn, Ag, Cu, Au), Lug-e-nor (Cu, Pb, Zn, Ag, Au, Mo), and German Tully (Cu, Au, Bi) prospects suggest that there has been a phase of porphyry type mineralization within the Gympie Province, of Lower Cretaceous age, overprinting earlier Permo-Triassic phases. About the Mt. Suthers Prospect surface samples of shallow, medium to heavy textured soils derived from marine sedimentary rocks of Permian age, and extrusive and intrusive igneous rocks of intermediate composition and Triassic age, were analysed for Cu, Zn, Pb, Co, Cr, Ni, Fe, V, Mn and Ag. Whereas strong iithological control determined the distribu- tion of Cu (diorite) and of Cr, Ni, Fe and V ,sedimentary rocks), the distribution of Pb, Zn, Ag and of Cu, were determined by mineralization of faults by a cavity fill hydrothermal process. Gold is associated with the Pb, Zn, Ag mineralization. Co and Mn showed distributions independent of lithology and structure. The fault controlled style of mineraliz- ation at Mt. Suthers is repeated at other localities to the south; Calgoa, Marodian, and German Gully. Relative dating of structural features and isotopic dating of nornblende porphyrites (134-135 m.y.) near and related to those mineralized at German c;ully suggest a previously unrecognized phase of porphyry copper style mineralization in south-east Queensland of Lower Cretaceous age (Fig. 1).

This paper aims to highlight the global exploration opportunities that exist in connection with Ural-Alaskan (UA)-type intrusions. The key economic importance of UA intrusions is the existence of metallic platinum (mainly iron-platinum alloys) associated generally with chromite mineralisation and located within a dunite core, especially its coarse-grained part. Being very dense and resistant to erosion, platinum can form rich placers as the intrusion erodes. Big multimillion ounce placer platinum deposits of this type have historically been successfully mined for many years (eg Russia, Colombia and Alaska).However, large-scale exploration and mining of platinum placers currently occurs only in the Russian Far East. Outside of Russia, there is now little or no understanding of this type of deposit and its economic importance. Using successful operations in Russia as examples, it is demonstrated that there are many opportunities for similar discoveries all around the world, especially around the Pacific Rim, where such intrusions tend to be concentrated. Examples of highly prospective areas in eastern Australia and New Zealand are given. The case history presented below describing the evolution andevaluation of this resource generally observes best industry practice and is a good example of effective due diligence in the resource delineation and estimation process. Early reconciliation data from mine production confirms the accuracy and validity of the resource estimate, providing valuable assurance to the mine owners.

An important part of planning for the rehabilitation of uranium mine sites is the ability to assess the geomorphic stability of the final landform, over time frames ranging from decades to millenia. Depending on the environmental conditions, erosion features such as gullies may incise into containment structures, potentially leading to the exposure and transport of encapsulated radioactive material. Further, erosion may lead to increased sediment loads and the transport of other mine-related contaminants off-site and into downstream waterways. While erosion may be monitored and assessed over the short term (years to decades), the longer-term behaviour (centuries to millennia) of such landscapes is not within any meaningful human management time frame. Landscape evolution models (LEMs) can provide information on soil erosion rates at decadal or centennial scales over large spatial scales, and evaluate the sensitivity of these processes to environmental changes. However, an important issue associated with the use of models is the ability to assess the reliability and accuracy of the model. In this paper, the CAESAR-Lisflood LEM is tested for its ability to predict soil erosion from a series of 30 m × 30 m experimental plots specifically constructed for this purpose on a trial rehabilitated landform at the Ranger Uranium Mine in the Northern Territory, Australia. Model predictions of bedload and suspended sediment loads from the erosion plots were compared with field measured observations collected over four wet seasons from the trial landform. Once calibrated for the specific site hydrological conditions, the predicted sediment yield – specifically, bedload – demonstrated an excellent correspondence with the field data. However, longer-term simulations of ten years identified an exhaustion effect in sediment yield from the landform. These latter results indicate that a weathering function needs to be incorporated into CAESAR-Lisflood to ensure confidence that the CAESAR-Lisflood LEM will be able to correctly predict the long-term evolution of a rehabilitated landform once it has been?constructed.CITATION:Lowry, J,?Saynor, M,?Erskine, W, Coulthard, T and Hancock, G, 2014.
