Introduction With the continued downward pressure on coal selling prices, mine management must make its operations as efficient as possible. The problem is the same one throughout the mineral industries, streamlining operations to maintain competitive min¬ing costs (Born, 1991). There has been a great deal of research into better using production manpower. But the story is different for operations support personnel. Traditionally, planning man¬power requirements are done annually, with modifications to the operating plan occurring generally quarterly. On the other hand, the demands on manpower are often dynamic, being responsive to changing productivity levels, mine conditions (including water influx, bad roof, poor floor) and unanticipated project requirements (responses to machine breakdowns or a new section setup requirement because of a drop in coal quality in another area). Such changes may impact the manpower structure significantly. At times they may cause serious labor relations problems concurrently. Realignments and the generation of instability in the workforce because of active job switching (bidding) are a result. Most responses by coal operators are reactive rather than proactive, a situation that could be mollified by more accu¬rate and detailed planning of predictable manpower require¬ments. A manpower planning tool is needed that takes into consideration such things as changing productivity levels and conditions as manhour requirements for different work areas are planned, rather than blindly allocated through traditional staffing modes. Mine Management Support System The Mine Management Support System (MMSS) is an integrated decision support system that was developed using Sun Microsystems hardware according to the contract be¬tween the US Bureau of Mines and West Virginia University. The software used in the development of MMSS included X¬ windows (Scheitler and Gettys, 1986) for the user interfaces, LASER (Raman, 1985; Hayhurst, 1990) for the expert sys¬tem and graphics components, and the C language for general programming requirements. Sun DOS was used to allow the use of IBM-compatible applications software on the Sun networks. Sun OS is the operating system. It can be viewed as an enhanced version of UNIX. One of the components of MMSS that was developed to address the many specific objectives outlined in Grayson et al. (1990) is the work scheduling system. MMSS accom¬plishes work scheduling by using a mathematical (goal) programming approach to minimize the amount of switching of workers from their regular jobs to perform other jobs (Grayson and Nutter, 1991). Manpower support program The main objective of MANSUPP is to plan a detailed manpower structure for a mine by incorporating a production schedule, condition-modified work standards and manage¬ment preferences to predict required manhours for various support activities, for example, belt moves. This is accom¬plished by gathering and processing planning information the same way a mine planner would. The program is menu¬driven with the selection of a particular menu item locating the user in the appropriate area within the spreadsheet to review/add information. All of the interactions between productivity, section conditions and management prefer¬ences and their effect on the amount of support work required must be considered. Information regarding the productivity of a particular section, the geometry of the section, work standards for individual activities and section conditions must all be gath¬ered for input into the program. In the initial stages of development, it was decided that the program be developed in an environment that mine planners were familiar with in order to accommodate the use of the program. Lotus 1-2-3 or a compatible (Quattro Pro) met this environmental need. Other reasons included ease of calculation due to built-in functions, powerful command language and macro capabili¬ties. Each of the major components of the program defined are summarized. Production schedule This area allows the user to input a production schedule for the entire mine over 12 periods. Space has been provided for five sections, advance or retreat, and two longwall sections. There are several calculations occurring in this area that do not apply to the determination of manpower, but serve as an aid in production planning. Section description The section description area of the spreadsheet is shown in Table 1. The first three items are calculated in the production schedule area of the worksheet and then transferred to this location. The remaining information is input by the user to be used in later calculations.

Perhaps the hottest item on the agendas of most state legislators this year is the state budget. The main question: Where will all the dollars come from to finance health care programs, state jobs, unemployment compensation programs, and on and on? This is especially so since people are out of work, business bankruptcies are up, sales are down, and incoming revenues from some sources have decreased or dried up. A sure bet is that state taxes will be increased in some form or another. The mining industry could face increased income taxes, property taxes, severance taxes, or even a host of new taxes (if the state does not already have them) like a gross receipts tax, investment tax, or tax on revenues made outside state borders. That's bad news for an already depressed industry, even though increased taxes may be the least of the industry's worries in the current economic climate. While reopening existing mines and developing most new mineral projects depends primarily on higher commodity prices, new taxes still could pose long term concerns for mine project development. Just how mineral tax law impacts a project is not easy to figure. It involves a complex set of calculations based on interpretations of numerous federal, state, and local tax laws that change almost annually. At best, projections of tax effects for the life of a mine are educated guesses. At the same time, projections are necessary to evaluate the economic feasibility of a mineral project. At a recent Technology Transfer Seminar, the US Bureau of Mines introduced a computer software program designed to evaluate the feasibility of a mineral project and to determine the tax effects on the project's discounted cash flow rate of return (DCFROR). The program, called MINSIM, began in 1967 as a 200-statement FORTRAN II program for evaluating a hypothetical large-scale open-pit gold mine. This single-commodity oriented program employed discrete simulation techniques and a continuous DCFROR was used to measure the effect of changes in revenues and costs. Over the past 15 years, MINSIM has developed into a program 70 to 100 times larger than the original. Basically, it will analyze costs and parameters specific to an identified deposit, then determine the DCFROR. Or by using a specified DCFROR, it will determine the primary commodity price required to attain that specified rate of return. MINSIM, which is explained in detail in this article, is available from the Division of Minerals Availability, USBM free of charge. Written in FORTRAN IV, it comes on punch cards or magnetic tape and is compatible with most major computer systems. The MINSIM Program The main objective of any freeenterprise mining venture is to make a profit. To determine profitability of a given project, alternate methods of operating and financing must be evaluated. That is the purpose of MINSIM. While there are a number of methods of evaluating the economic profitability of a mining project, MINSIM uses the Discounted Cash Flow Rate of Return (DCFROR) method as its major criterion because DCFROR considers the time value of money and gives the truest measure of profitability. One disadvantage is that the calculations are deposit oriented. In other words, MINSIM analyzes only those costs and parameters specific to the deposit. It cannot be used to evaluate the overall corporate picture. The program is designed to simultaneously handle five different commodities and a leach operation for any type of mining project. For example, analysis of a coal project would include only one commodity-coal at the mine mouth. Analysis of a copper operation might include numerous commodities-from the raw material to the refined product. Input MINSIM considers capital investment-recoverable exploration, acquisition, and development costs; depreciable capital investments such as mine plant and equipment, mill plant and equipment, and infrastructure costs; all general and commodity specific operating costs; and the cost of alternate financing methods. The program has the capacity to incorporate different types of depletion allowances, numerous commodity-dependent severance taxes, variations of property taxes, and many methods for calculating state or provincial taxes. There are even many different ways to calculate federal and national taxes. The capacity to handle tax variations is generated from an internal subroutine in the program called the "open file." The user can reconstruct, customize, or evaluate any kind of tax desired. Outputs Given this kind of capacity for numerous input parameters, MINSIM is capable of the follow¬ing major outputs:

Mud is one of the oldest building materials used by man, but it is not only of historic interest. Even today in many parts of the world, particularly lightly forested areas, it is the chief building material. Many authorities believe that at least 30% and perhaps 50% of the world's present population lives in earthen dwellings (Dethier, 1985, Coffman et al., 1990). Not all of these people are members of primitive societies or live in third world countries. European, African, Asian, and both North and South American countries contain a large number of such structures. In the United States, the American West, and particularly the Southwest, is known for this type of construction. Some of the earliest remains of adobe structures are those discovered in the ruins of Neolithic farming villages in Mesopo¬tamia dating as far back as 7000 BC (Steen, 1972). The word adobe has its roots in Egyptian hieroglyphs denoting brick and evolved to its present form through Arabic and Spanish (Lumpkins, 1977). The Spanish conquest of the New World spread the use of wooden molds to produce a standard adobe brick. Today, the word adobe is used to describe various earth building materials and techniques, usually referring to sun-dried adobe brick now used in the United States, but is also applied to puddled adobe structures, mud-plastered logs or branches (Jacal or waddle-and-daub), pressed-earth blocks, and rammed-earth walls or pisé (Smith and Austin, 1989, Ferm, 1985). Modern mud construction is used in many countries in various parts of the world. In the United States, the states from Texas to California are perhaps best known for this type of construction. Of these states, New Mexico has the dominant reputation for adobe use. Indeed, in New Mexico the Santa Fe style (Fig. 1) has made adobe not only acceptable, but preferred. RAW MATERIALS Adobe soil used by present day adobe producers, and probably past adobe producers as well, is principally sandy loam (50% clay and silt), although clayey silts are used in some areas (Coffman et al., 1990). In New Mexico, the best adobe soils are those developed on stream deposits, particularly Holocene (Recent) terrace deposits and older, loosely compacted geologic formations, such as the Santa Fe Group (Tertiary) located in the Rio Grande Valley. Some modern adobe producers use a mixture of materials from the screened fines of aggregate operations and mud from irrigation ditches in the river valleys combined with varying amounts of sand to produce the proper blend. Mineralogy Bulk Mineralogy: X-ray diffraction analyses of whole rock samples from many parts of the world where adobe is the dominant construction material show the major constituents of adobe are quartz and feldspar, with lesser amounts (in order of abundance) of calcite, clay minerals, and gypsum (Coffman et al., 1990). Adobes from and climates contain considerable calcite; in some cases calcite is second only to quartz in volume. Quartz, feldspar, most of the clay minerals, and some calcite commonly are derived from the mechanical/chemical breakdown of older rocks units. Some of the clay minerals, much of the calcite and perhaps all of the gypsum are precipitated from evaporating water. Clay Mineralogy: Clay-size minerals consist dominantly of clay minerals, but nearly clay-size fractions contain minor amounts of quartz and calcite, and occasionally other nonclay minerals. In earth construction materials from New Mexico, clay-size particles are the most compositionally variable in commercial adobe soils. However, the clay mineral groups in this size fraction consist of about equal parts of expandable clay minerals (smectite and mixed¬layer illite/smectite or I/S) and non-expandable clay minerals (ka¬olinite, illite, and chlorite), with minor quartz, calcite, and feldspar (Smith and Austin, 1989, Austin, 1990). In the and American Southwest, smectite is commonly calcium-rich and the I/S is dis¬organized and randomly interstratified. In a study of 42 New Mex¬ican commercial adobe soils, only two contained chlorite, and vermiculite, sepiolite, and palygorskite were not found. Soils in temperate climates, as are found in the midwestern and northeastern United States, contain an abundance of illite (Potter et al., 1975). The clay minerals in earthen structures of that region and in Europe commonly contain illite with less amounts of kaolinite, smectite, I/S, chlorite, and vermiculite. In contrast, the clay-size fractions of soils of humid tropical areas are typically acid, with kaolinite as the dominant clay mineral and lesser amounts of I/S, illite, smectite, and others (Chamley, 1989).

Further discussion includes: critical examination of the recently completed EPA Areawide EIS; potential effects of the Resource Conservation and Recovery Act of 1976; the Surface Mining Control and Reclamation Act of 1977; current local and state laws; and summary of studies on radiochemical effects of mining, seepage from gypsum ponds, and dewatering of waste clays.

Strain burst can occur in underground hard rock excavation when the in-situ stresses are high enough. The prerequisite for rock burst is that the total energy released from the rock mass is higher than the energy needed for rock fracture. The total released energy is contributed by both the burst rock and the surrounding rock. The part of the energy from the burst rock is constant per unit volume of the rock, but the part from the surrounding rock is associated with the burst volume. A greater amount of energy will be released from the surrounding rock in the case of a larger volume of burst rock. The postulation for the energy conversion in strain burst is verified through a FLAC3D model in the paper. It is assumed that the strain burst occurs in a circular tunnel that is located in the hydrostatically loaded rock mass in the model. Six pairs of notches with different depths are created in the opposite walls of the tunnel to simulate the bursts. The energies released from the notch rocks and from the surrounding rock are calculated during the burst. The simulation results show that the percentage of the energy released from the surrounding rock in the total released energy increases with the notch depth. The numerical modelling confirms the postulation that the surrounding rock contributes more energy than the burst rock itself in large-scale strain bursts

Nassau County, New York, is undertaking several projects to improve the water quality in the Western Bays of Long Island. A major step forward will be the completion of the Bay Park Conveyance Project, which will divert most treated effluent away from the Western Bays to an existing ocean outfall at the Cedar Creek Water Pollution Control Plant. The ongoing works include 3.6 miles of microtunneling, 7 miles of sliplining, 14 shafts, and a 75 MGD pump station. This paper provides an overview of the design and an update on construction progress through December 2022. The project is a collaborative effort between Nassau County, New York State Department of Environmental Conservation, the design-builder, and various consultants.

INTRODUCTION The requirement that is placed on owners and operators of underground mines to protect workers against the health hazard of inhaling radioactive materials which are short-lived decay products of 222Rn can be satisfied by applying a considerable variety of what we may call "engineering" solutions as well as a number of "administrative" remedies to the problem. The most obvious of the "engineering" approaches has always been that of forced ventilation, in which relatively clean (i.e., radon-free) air from aboveground is drawn or pushed through the mine workings by a system of fans and ducts. This relatively clean air, in sweeping through the drifts, stopes and haulageways, dilutes the radon and radon-daughter concentrations in the air of the mine, and performs the added beneficial function of removing the daughter-mixture quickly enought to limit grow-in of the longer-lived nuclides in the group that make up the "toxic trio" on which the Working Level (IM) unit is based. Effective as the dilution-ventilation method is for control of WL in most underground mining situations, however, the increasing strictness of control measures that have been imposed on the mining industry over the last two decades have demanded measures of even greater effectiveness. In times of poor markets for yellow-cake and other products of the mines, mine operators are pressed to reduce operating costs, and the installation of additional primary ventilation capacity can be a severe burden on a mine that is already laboring under an unfavorable earning power. When traditional dilution-ventilation systems alone cannot meet the requirement for WI, control, radiation safety engineers and ventilation engineers begin to look at alternatives and auxiliary methods. Since the radon which produces the toxic daughter products originates in the rock of the mine walls, and since, in most United States mines, that rock is a porous sandstone through which air can move under the effect of atmospheric pressure gradients, and through which radon can diffuse relatively freely, one way to help control the growth of WL would be to hinder the escape of radon from that reservior of porous rock. An appealing; method for hindering that natural flux of radon-polluted air from the walls of the mine has long been apparent; namely, to apply a low-permeability coating over the surface of the rock, thus sealing the radon in place and, in theory at least, preventing its escape into the mine air. Our 1970 report to the U.S. Federal Radiation Council on the subject of cost impacts of proposed changes in the occupational standards for exposure of underground uranium miners to airborne radon daughters noted the possibility of using polymeric wall sealants as a means of controlling radon-pollution of mine air. Since that time a number of reports have appeared in the technical literature advocating this technique for restraining the escape of radon from building materials, mill tailings, and other materials containing 226Ra, in addition to the surfaces of underground mine workings. During this period, some controversy has occurred over the question of the probable effectiveness of wall sealants in limiting the escape of radon from the rock. Our 1970 report speculated that flaws (cracks and "pinholes") in the coating might be all but unavoidable in practice, and that even a conservative estimate of the frequency of such flaws would lead to a prediction of ineffectiveness. Hammon et al, in a laboratory evaluation of radon sealants conducted by Lawrence Livermore Laboratory of the University of California in 1975 on behalf of U.S. Bureau of Mines, concluded that a wide variety of polymeric coatings would provide "nearly 100% effectiveness" in restrain¬ing escape of radon from mine wall surfaces if applied in "thicknesses between 5 and 10 mil" (125-250 [y]pm). John Franklin and co-workers at the U.S. Bureau of Mines laboratories in Spokane, Washington, have carried the experiments with polymeric sealants through additional laboratory tests and into actual mine environments, reporting that selected sealants could provide attenuation of radon flux by a factor of four (75-80% reduction). Robert Bates and John Edwards of USBM developed a computer-assisted mathematical/physical model that predicts a relatively small effect of flaws in a low-permeability coating on the radon flux from a sandstone-type matrix. FIELD TEST Since all actual experimental work with wall sealants showed some beneficial effect on radon attenuation (even if not as exciting as the "nearly 100%" predicted by Hammon), USBM was encouraged to extend its evaluation to an actual operating uranium mine, and awarded a contract for that work to Arthur D. Little, Inc. in September 1979. We were fortunate in obtaining the voluntary cooperation of Atlas Minerals Division of Atlas Corp., who operate a mill and several underground mines in and around Moab, Utah. Atlas made available for our use a small T-shaped drift in their Pandora Mine in LaSal, Utah, and provided space for instrumentation and recordkeeping by our field crew in a surface building near the mine entry. Atlas also provided electricity and water to the test site, together with assistance in establishing necessary ventilation, removing rubble from the site, conducting periodic WL surveys and furnishing auxiliary man-power for the heavy hard work of coating the walls with gunite prior to application of the polymeric sealant. The Mid-Continent Geophysical Anomaly (M.G.A.) which extends from Michigan into Wisconsin, Minnesota, Iowa, Nebraska, and Kansas, has recently been the object of intense preliminary oil and gas exploration activity involving widespread land leasing, seismic data collection, permitting of deep exploratory holes and other activities (Paul et al., 1985). This report describes the remote-sensing techniques and results of the application of these techniques to study the geology of the M.G.A. and the surroundings in Iowa. In early 1981, Coal Valley Natural Resources contracted Geospectra Corporation to find a large, (100,000 acres or larger) lease block for wildcat oil and gas exploration. The southwest Iowa area was chosen for several reasons. First, southwest Iowa contains the northeast portion of the Forest City basin (Figure 1) which has produced oil and gas from numerous fields in Kansas, Missouri, and Nebraska (Landes, 1970; Petzet, 1982).

Mining practices at the Sunnyside Mines, Sunnyside Coal Company, Sunnyside, UT, have been documented by U.S. Bureau of Mines researchers to preserve the extensive history of yield pillar-based longwall gateroad system evolution on the property. An overview of the historical mining conditions, practices, and innovations that resulted in the evolution of the two-entry yield pillar gateroad system currently employed at Sunnyside was developed from interviews of 30 long-time Sunnyside employees. Employing yielding chain pillars at Sunnyside virtually eliminates tailgate pillar bumps and contributes to reducing face bumps. Limiting the overall width of the gateroad system benefits bump control and especially, roof and floor stability.

In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation's balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation's peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government's interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers' money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, 'blue-sky' research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. "Measuring mud bed level in a sedimentation device is an important control variable. Methods used to date for this purpose have had limited success providing continuous, consistent measurements at a reasonable price. This paper describes a new instrument for detecting the mud bed / liquor interface as well as bed density profiles. The state of the bed is measured directly with sensors located in the thickener. Data from bench-scale and full-scale tests show that the bed level is well defined and easily detected. In addition, full-scale testing revealed unprecedented information about thickener beds. Variation in bed density gave new insight into thickener bed dynamics, providing design and control opportunities never before possible. This novel instrument can significantly improve thickener control by providing reliable and consistent bed level measurements. It is also capable of measuring bed density profiles that can potentially identify significant operating problems early enough to take corrective action before experiencing costly shut downs. INTRODUCTION Numerous studies and papers have been devoted to the subject of thickener design and operation to achieve specified throughput and discharge densities. Mathematical models have been developed that present methods for sizing thickeners and predicting performance under varying process conditions. The compression effect of deeper beds on dewatering performance is a recognized phenomenon (Wilhelm and Naide 1981). This is one variable of many that are inter-related and influence thickener performance. For example in the steady-state, continuous operation of a thickener, if the solids feed rate increases and the bed level remains the same, the underflow discharge rate must increase with the result of solids concentration being lower. The interactions of these parameters are at the heart of thickener models. One such model (Burger and Narvaez 2007), predicts solids concentration profiles increasing downward and discontinuities between settling zones. This model uses sediment height (bed level) as a parameter that influences capacity calculations to achieve the specified solids concentration of the underflow. Knowing the bed depth is critical to maintaining stable thickener operation. Implicit in these modeling strategies are some basic assumptions such as homogeneous distribution of solids in the different settling zones, plug flow of solids through the settling zones and steady state operation of the thickener. The accuracy of these assumptions has not been verified because there has been little visibility inside the bed of full size operating thickeners. Testing of the instrument presented in this paper demonstrates that it provides a degree of visibility of the dynamics in a thickener not previously possible and indicates that the basic assumptions of the modeling strategies may not be completely accurate."

Structures along the rift were subjected to episodic reactivation. Major north-northeast-trending high-angle normal or reverse faults and northwest-trending trans-current fault systems, may exercise control over ore-forming processes. Gabbro and basalt are the dominant igneous rock types. Carbonatite and kimberlite occur in Nebraska and Kansas. Concentrations of Cu, Ni, Co, Ti, Au, Ag and PG-minerals are known to occur in this setting Arkosic sandstone, siltstone, shale and minor carbonate units occur on top of the rift basalts and in flanking basins where they may reach thicknesses of 10 km. The potential for stratiform or unconformity-related metal liferous deposits must be considered.

The instrumentation, monitoring, and prediction of a major slope failure at the Chuquicamata mine are described. In December 1967, pre-existing tension cracks on the south end of the east wall of the Chquicamata mine began to open. Various forms of instrumentation were installed for continuous monitoring. These systems included tension crack stakes, crack extensometers, linear extensometers, tape and transit lines, sliding wire contacts, and a seismograph. From the information obtained, the failure date was accurately predicted some five weeks before failure, enabling the mine to reroute truck and rail access; hence, causing a minimal mine shutdown of two and one-half days and preventing any injuries to persons or damage to equipment. The shape and form of the sliding mass are analyzed, as are the possible modes of failure.

This morning I would like to speak to you about an area of chemistry that is enjoying a revival-organometallic compounds. This renewed interest, principally stimulated by defense needs, has already created new markets for the products of the mineral industry. Although the consumption of metals in these new products is modest at oresent, several hold promise of importance. Because this is a new and growing market, I am sure the Council of Economics is aware of many of its facets and is interested in new developments. Of course, the chemical industry has been a significant consumer of minerals for many years. I estimate that in 1957 the chemical-industry purchased a total of $1175 million worth of minerals as raw materials (not including fuels). The U.S. coal mining industry consumes a significant amount of energy, primarily diesel fuel and electricity. The continuous global increase in energy demand, high energy prices and environmental issues related to carbon dioxide emission represent a substantial challenge for the mining industry. This paper presents the result of research on development of an integrated data environment system for analysis of energy consumption in a surface coal mine. A case study on an operating surface coal mine is carried out to demonstrate the practical application of the developed system. The research work presented here may be used by mining professionals to help provide the answers to the crucial questions of when, where and how much energy is being used. This developed system represents a framework for efficient management of energy consumption.

There is one quick way to substantially reduce the operating cost of a great many pining operations. It is to cut the demand charge on the use of electricity and gas. Demand charge is the utility company's charge for the maximum rate of energy usage which is in addition to the charge for the total amount of energy used. Energy demand is reduced by prohibiting simultaneous operation of devices, especially those that consume large amounts of energy, or by deferring the use of such equipment as air conditioners from one demand period to a subsequent period. To achieve that end, a control system can continuously measure the demand and turn off selected loads in accordance with established rules. Because of the complexity of most industrial plants, a computer is the best means of storing, measuring, calculating, and controlling the many variables associated with the many devices involved. A computer system for that use has been developed by the Westinghouse Computer and Instrumentation Division in Orlando, Florida. For most applications, this demand control system can be installed and operated by industrial plant engineering personnel with no special knowledge of computer technology. It can be used with both electrical and gas service. For clarity, let us examine electrical demand first.

The distribution of material passing a screen, or a set of screens, is described by the equation [ ] where p = the probability that a single particle will pass the screen on a single presentation k = number of layers of screen cloth n = distance from head of screen expressed as number of screen openings. This model can be used to predict the performance of conventional screening operations (i.e., k = 1) as well as the so-called "statistical screening" operations. Using this technique, in which multiple identical layers of screen cloth are employed, screening can be carried out at a finer size than is possible with conventional techniques with no loss of separation efficiency.

Restrictions on fugitive emissions and crushing operations continue to get tighter. Although fugitive dust control in the gold mining industry has historically been difficult, there are now several options that can make dust control both effective and efficient. Using new technology, mine operators can now design and maintain a dust control program that can reduce product losses, decrease equipment failure, cut cleaning costs, and meet air quality compliance standards as well as provide a better working environment. This paper discusses the sources of fugitive emissions related to the gold mining and crushing operations and describes effective new control methods.

The midwestern area referred to is the Illinois basin. The coals presently worked are mainly the No. 5 and No. 6 coal seams which vary in thickness from five to eleven feet. Present average of the more important No. 6 id about nine feet. The coal can vary considerably in toughness within the same mine with some coal perhaps rashing very easily and other coal being extremely difficult to cut. Top is generally well laminated shales with some fortunate areas having limestone roof. There are local areas with troublesome top of poorly laminated shales, shale with slickensides and shale intermingled with small partings and traces of coal. The bottoms are generally one to three feet of clay which softens readily on exposure to moisture. The mines are dry although some water is released and collects from rapid penetration of the seam by continuous miners. However, there are locally wet areas. Most of this material refers to mines of the Freeman Coal Mining Corporation. The mining operations written about are underground mines in southern and central Illinois.
