This paper will review recent developments in the area of mine planning at the Empire Mine. It illustrates how one of the largest iron mines in North America has adapted computerized mine planning to meet the unique requirements of their mining operation.

"For urban tunneling projects it is essential to predict and prevent building damage. Although various case studies and experiments have shown that buildings considerably modify greenfield soil movements, widely accepted damage assessment methods neglect this soil-structure interaction and simplify structures as linear elastic beams. This paper summarizes an experimental investigation of the response of more realistic structures to tunneling-induced deformations. Small scale structural models with façade openings and brittle material properties were 3D printed and tested in a geotechnical centrifuge. Soil and structure displacement data were obtained by image-based measurement. Results demonstrate that structures notably mitigate differential greenfield ground displacements. It is also shown that maximum soil settlements, horizontal soil displacements beneath the structure and structural damage in the form of cracking significantly depend on the position of the structure in the settlement profile. The results provide a basis from which to predict building settlement response with greater certainty. INTRODUCTION With continuing population growth and increasing urbanization expected in the next decades, there is an urgent need for a next generation of infrastructure. It is likely that a large part of this infrastructure will be underground. Such creation of urban underground space frequently involves the excavation of shallow tunnels in close proximity to existing structures and utilities. For example, along the Crossrail project in London more than 1,200 structures are located within a possible influence area of the tunnel construction (Torp-Petersen and Black 2001). The assessment of building damage plays a vital role throughout the planning, design and construction stage of urban tunneling projects. However, while predictions of tunneling-induced deformations in the greenfield can generally be made with some confidence, much uncertainty exists about how structures interact with ground movements arising from tunnel construction."

Mechanized underground mines suffer from noise overexposure. Noise levels are often above the Permissible Exposure Limit (PEL) where underground fans are used. Sound levels in active workings can reach up to 121 A-weighted decibels (dB(A)), especially when fans are not equipped with silencers. Use of silencers seldom ensures PEL. Overexposure of noise induces permanent hearing loss among mine workers. A NIOSH-funded research project and field studies at six coal and non-coal mines revalidated the findings. The University of Utah undertook laboratory studies to reduce fan noise at the source. A new silencer prototype with varying noise dampening material was designed and tested. The silencer and associated extension can be repacked with different dampening materials. The silencer and the extension were used in various configurations. Attempts were also made to simulate field conditions. The tests demonstrated a maximum sound level attenuation of about 14 dB(A) at the fan discharge. A properly designed silencer offers lesser resistance and thereby better fan performance and lower energy cost. The re-packable silencer is more likely to be maintained properly. Lowering of noise level happens in audible frequencies (4000 to 8000 Hz) which are important in A-weighting.

Based on the classical definition of optimization, flotation plants of today are far from being perfect, effective, or functional as possible. Though considerable efforts have been expanded in the optimization endeavor during the last decade, much more needs to be done in the future to optimize our flotation plants and operations. The major problem in designing an optimum flotation circuit is that the flotation process depends on the interaction of several physical and chemical parameters. In the past, there has been a tendency to only consider the effects of chemical factors such as flotation reagents: collectors, frothers, conditioning reagents, pH, etc. On the physical side, the emphasis has been limited to the liberation characteristics, grinding time, percent, solids in the pulp and flotation time. Its only recently that we are employing particle size analyses, on-stream analysis, oxidation reduction potential and the like, as operating controls. The design, operation and control of a mineral processing plant depends on costs incurred at all stages, from inception (testing for flowsheet development) through plant closure and beyond. To ensure that micro- and macro- engineering technology is transferred to operational levels, the academia, testing engineers, designers, operators, consultants and management must all get involved in the transformation process. Historically, in the 1950’s engineering empiricism was strengthened through micro-engineering based on fundamental and mechanism. Unique scientific apparatus such as zeta meter and infrasizer were used to test new hypotheses. With the advent of computers in the 60s and 70s, complex differential equations were solved to study and understand unit processes and to assess mechanism assumptions. Such efforts contributed to improved understanding of the unit operations such as comminution, flotation, thickening, filtration and the like. In the 80s and 90s with the availability of more sophisticated computer technology involving modeling procedures, advanced numerical methods, image analysis, nonlinear-curve-fitting and data adjustments, it was possible to test newly developed models under the production environments. These innovations are now available to develop simulator and sensors (such as particle size analyses) for macro-engineering purposes including plant design, automatic controls and optimization. Accordingly, it behooves the mining companies and plant operators to take advantage of these new developments to control a large number of physical and chemical parameters involved in the plant operation and optimization. This is especially important in light of declining head grades and increasing operating costs in the U.S. minerals industry if it wishes to maintain a competitive edge in the international marketplace. In regard to the future R & D activities in the field, in order to arrive at useful correlations in micro- engineering research, it is essential to consider a plant operation as an interactive engineering system representing the combined effects of physics and chemistry, equipment and operation. It is not often that the Interior Department's Bureau of Land Management, Office of the Solicitor, and Interior Board of Land Appeals (IBLA) jointly act to do the mining industry a good turn. That happened, however, in the recent decision, Schlosser v. Pierce, 92 IBLA 109 (1986). It was ruled that the theorized "independent mine requirement" was not a part of the discovery standard for mining claim validity under the 1872 Mining Law. The phrase "independent mine requirement" would require the mineral reserves within the boundaries of each individual mining claim in a claim group to support an independent economic mining operation. This, without regard to the fact that reserves on adjacent claims could be mined in a group operation, resulting in greatly reduced mining and marketing costs per ton of ore. Such a rule would render invalid under the 1872 Mining Law mining claims for almost all low-grade, high-tonnage, commercially valuable mineral deposits. Until the Schlosser case, no judicial or administrative decision had addressed the issue of the independent mine requirement. Nonetheless, a series of Interior decisions in the 1970s implied such a rule. Even the Rocky Mountain Mineral Law Foundation reluctantly concluded in 1984 that, "each claim to be valid must be capable of being operated at a profit independently of any other claim," the Foundation did criticize the rule as "excessively stringent" and urged the adoption of a "more realistic rule." Fortunately, the IBLA did just that in Schlosser when it ruled that the "application of a requirement that each claim be independently capable of being mined and marketed at a profit is rejected," 92 IBLA at 134. Now, a year after the 1986 decision, there remains some unwarranted confusion over the issue resolved in, and the meaning of, the Schlosser decision. There is no need for this confusion. The Interior Department's decision is a clear and legally sound victory for the mining industry. Grazing rights vs. mining claims The Schlosser case was an unusual mining claim contest. A private contest was brought before the Interior Department. Schlosser was a federal grazing lessee and surface owner. He filed against Pierce, the locator of a group of mining claims for bentonite over the same lands. At a hearing before interior's administrative law judge (alj), Schlosser's counsel began laying the foundation for the independent mine requirement. Counsel asked the mining claimant's expert whether he would go through the permitting procedure, road building, and reclamation just to mine the amount of bentonite on any one claim in the group. Schlosser's counsel proceeded with this line of questioning for each of the 16 claims in the group. Pierce's mining expert testified that the tonnages of mineral on any individual claim could not be mined, processed, and marketed at a profit if only one individual claim was considered. However, if the claims in the group were operated jointly, all the mineral could be mined, processed, and marketed at a profit.

Humphreys Engineering Co. has been associated with mining and milling since the turn of the century, but its greatest contribution to the industry was development of the Humphreys spiral concentrator in 1943. Few devices in the history of mineral beneficiation have been so uncomplicated. The spiral concentrator has no moving parts and requires no power except that needed to deliver slurry to the feed box, a requirement common to all concentrating devices. Although Humphreys Engineering Co. produces several models of spiral concentrators, the one -commonly used for coal cleaning is Model 24C-6 which has a flatter pitch than most other models. The spiral concentrator consists of a spiral conduit with a modified semicircular cross section. A slurry containing 20-35% solids by weight is fed to the feed box at the top of the spiral and flows downward. The heavier refuse particles concentrate along the inner side of the slurry stream and the lighter coal moves to the outside. The coal spiral has six complete turns-each turn consists of three 120°-sections and each section has a refuse port at the lowest point of the channel. The Humphreys spiral concentrator separates minerals in accordance with their physical properties (primarily specific gravity and particle shape). Aside from pumping slurry to the distributor, no energy is required to produce clean coal since the separating action is controlled by gravity. As slurry flows down the spiral channel, each particle is subjected to a centrifugal force, tangential to the channel. This force piles slurry on the outer rim of the spiral until the flowing stream reaches an equilibrium between outward centrifugal force and downward gravitational force. Once established, the stream position is relatively constant. In any flowing stream, differential velocities are present within that stream (the slowest fluid levels nearest the channel surface and the fastest layers at the center). As the channel curves, the lower slurry levels, retarded by friction, have much less centrifugal force and tend to move sideways toward the inner radius of the channel. As the bottom layers move inward along the bottom of the channel, the upper layers must move outward to maintain equilibrium. This cross sectional rotation separates the minerals and moves those of highest specific gravity toward the inner radius where they drop through refuse ports (see figure on following page). The simplicity of the spiral concentrator is apparent in operation. After tonnage, slurry volume, and percent solids of the feed have been determined-generally with laboratory testing-the operator's main concern is simple adjustment of the splitters located in the refuse ports. These splitters control the amount of refuse collected and, generally, once properly set they need little attention unless grade conditions drastically change or trash builds up and hinders laminar flow. Spiral concentrators are not overly sensitive to changes in pulp densities, variances in grade, or parti¬cle size and shapes. All these conditions may fluctuate over fairly wide ranges without adversely affecting recovery and product grade. In certain applications, desliming may improve recovery.

Forecasts indicate that the acid rain bill currently before Congress is likely to cause an increase in demand of 30 to 40 million tons per year of compliance quality coal from Central Appalachia. This represents a doubling of this segment of the coal business. This paper will examine how this doubling can be met, what the likely implications for pricing are, the major uncertainties associated with these predictions, and the likely outcomes of the growth in compliance coal. Finally, some implications for fuel planners will be discussed.

The Xinglongzhuang Coal preparation plant project was a joint effort by American and Chinese engineers and for the most part designed to American standards. The plant owner and operator is the Yanzhou Coal Mine Administration, a division of the Shandong Coal Corporation. These are state owned companies which ultimately fall under the Ministry of Coal in Beijing. The new 3.0 million ton per year Xinglongzhuang mine is located in southern Shandong province in east-central China about mid-way between Beijing and Shanghai. This is an agriculture area, flat terrain, relatively dry climate with temperatures similar to Western Kentucky. During Confucius time (551-479 B.C.) this area was known as the state of Lu. Confucius home town of Qufu is about 20 kilometers to the north-east of the mine site.

The Thaumasia Joint-Venture, composed of Bouygues Travaux Publics, Soletanche- Bachy and Bessac, completed the construction of the underground section of line 2 of the Nice tramway, which comprised a 3.2 km twin track tunnel and four underground stations, in a particularly complex urban and geotechnical context. The density of the surface structures, as well as the presence of many historic buildings on its route made the construction of the tunnel even more sensitive, with a settlement threshold of Half an Inch. The joint venture faced a complex subsoil, varying from one extreme to another from highly plastic clay layers to fibrous peat and to cobbles with very high permeability, with artesian ground water, and with unforeseen anthropogenic obstacles in the tunnel section Due to the diversity of the problems encountered and their variability over short distances, the construction of the underground section of the Nice tramway, in its very sensitive urban context, undeniably constituted an unprecedented challenge.

Introduction and Historical Background State Geological Surveys have been deeply involved in industrial minerals from their inception beginning in the first half of the 19th Century. To Massachusetts belongs the credit of having carried out the first Geological survey under state auspices on the Western Hemisphere. One of the causes leading up to this survey was. Governor Lincoln's message to the legislature of May 29, 1830, from which I quote in part: "Much knowledge of the natural history of the country would thus be gained (from a geological survey), and especially the presence of valuable ores, with the localities and extent of quarries and of coal and lime formations, objects of inquiry so essential to internal improvements and the advancement of domestic prosperity, would be discovered.". Similar phraseology is present in practically all of the initial organic acts creating the first State Surveys. High on the list of priorities for these embryo surveys was an inventory of the mineral resources of the State with particular emphasis on the industrial minerals. Prom these early beginnings, the state surveys have developed a great wealth of geological data either directly or indirectly relating to the development of mineral resources. One can gain some conception of the effort that state surveys today place on industrial minerals studies by noting the projects in which they are engaged as reported in the State Geologists Journal. Coal mine bumps the violent failures of over-stressed coal', present a safety hazard to miners when mining is conducted in deep, bump prone coal mines. Two different longwall gate entry systems were evaluated in a Southern Appalachian coal mine located in the Pocahontas No. 3 Coalbed under approximately 610 m of overburden which included a massive sandstone member. Both gate entry systems employed a center abutment pillar flanked by yield pillars. The original design employed a 24.4 m square abutment pillar' while the new design employed a 36.6 by 54.9 m' abutment pillar. Rock mechanics instrumentation data analysis and in-mine observations indicated that this increase in abutment pillar size significantly decreased bump potential. The new design in worse case conditions increased effective bearing area 62 pct with only a 9 pct increase in gate entry system width and eliminated face bumps that wer7 experienced with the original gate entry design.

My comments today are directed toward western coal and its impact on Burlington Northern. I will be discussing three major topics. These are: location and extent of mining activities, the flows of this coal traffic into the various market territories, and finally the interaction of this western coal with coals found in the balance of the United States. When we at BN speak of western coal, we refer to those substantial deposits lying in southeastern Montana and north-eastern Wyoming. This territory covers many different coal formations. For the sake of simplicity, I will be referring to this general area as the Powder River Basin (or the "western" coal fields). This slide highlights the area overlayed by a map of the BN rail system. The U.S. Bureau of Mines estimates the demonstrated reserve base of Montana and Wyoming to be approximately 176 billion tons. Of this figure, about 73 billion tons is minable by surface methods. This is roughly 72% of the total strippable reserves in the western united states, BN does not have sole access to this coal for there are deposits in southern Wyoming near the union pacific railroad. I will say more about this later.

The behaviour of gold particles on a spiral was studied using radioactive gold tracers. The method allowed the effect of particle size, particle shape, pulp density, feed rate, and splitter settings to be studied. Although the method has been successfully applied to other gravity concentrators, it was found that reliable results were more difficult to obtain on the spiral. However, these preliminary results show that provided suitable precautions are taken, the technique is capable of providing valuable information that cannot be obtained by conventional studies, and could be used to better optimize spiral performance.

The application of multiple point statistics (MPS) in oil studies has gained traction over the years; however, the use of MPS in mineral resource estimation and classification is still limited. This is despite MPS’ ability to deal with complex and heterogeneous geology better than the commonly applied two-point based methods. The availability and choice of a representative training image (TI) are often cited as the main challenge holding back MPS’ application in mining geostatistical studies. On the other hand, the general approach used in mining whereby early focus is on higher grade areas and lower grades are planned to be mined later presents a massive opportunity for the development of representative TIs. Mined-out areas provide large amounts of historical data that can be used to develop training images or training datasets that can be used to estimate in mining extension areas (often lower in grade), provided low grade areas are underpinned by similar geology analogue. This approach will enable more robust estimates in mine/pit extension areas for both high- and low-grade extensions than with traditional two-point geostatistical methods.

"INTRODUCTION Of all the natural resources being taxed by the needs of the modern world, perhaps the most important is the continually expanding demand for water resources. As water becomes scarcer, and increasingly important, new technologies are needed to find innovative ways to preserve this precious resource. In Chile, for example, the mining industry is investing billions of dollars to build desalination plants and pipelines; bringing ocean water as far as 200 kilometers inland to meet their demand and maintain operations. It is a full-blown crisis for that nation and a top priority for their government and economy. It has been reported that world water consumption will increase by 40 percent in the next 10 years, representing nearly exponential growth. In the U.S., as more and more communities continue to be built, more drain on the current water infrastructure is created. For 25 percent of people and operations that rely on water from aquifers, this source is being consumed at a rate that will create significant problems meeting the demand in as few as two generations.1 A PROACTIVE APPROACH When it comes to controlling dust at your operation, whether a landfill, a transfer station, a haul road or another ancillary area, what are the options? We know watering is not the answer, but at the same time, we need to prevent dust from flying to ensure a safe environment and keep our skies clear of pollution, for both regulatory requirements and neighbors. Creating a Dust Mitigation Program instead of looking to buy the first dust control product off the shelf is a first step to conserve water and, at the same time, maintain the operational demands and environmental standards for a given site. The program concept is straightforward enough. However, the process of effectively constructing and executing a program is quite involved. When undertaking a program, each manager needs to work with their team and their partners/vendors in analyzing the following elements: 1. Site Expectations—It is important to understand how to balance your internal standards with your regulatory requirements, as well as how to keep your neighbors satisfied. 2. Site Aggregate—Variations in native soil, such as clay content or gravel levels, greatly affect the approach that will yield the highest results. 3. Climate—Relative humidity and seasonal variations are critical to achieving predictable results through product choice, application frequency and timing. 4. Daily Traffic—The type and frequency of traffic is an essential variable for site management. 5. Environmental Responsibilities—If you have additional, specifically defined responsibilities, the approach to your site may vary. 6. Budget—While efficiency is the goal of any program, some sites will have more stringent restrictions than others. 7. Current Usage Rates—Document and understand where you’re starting from, both with water, supporting products, and maintenance so that effective measurement of results is possible."

"Strong earthquakes occur frequently in Japan, and some rock tunnels have sustained severe damages on their permanent lining. Many road tunnels, which were constructed by conventional steel arch support and timber lagging method, exist in Japan and they need risk mitigation measures against earthquakes as per our empirical knowledge. Many reinforcing measures for deformed tunnels that may be effective against earthquakes are developed; however, behaviors during earthquakes are not fully understood.In this study, static loading tests and numerical analysis, which simulate a loading condition during earthquakes, were carried out to clarify the effect of the countermeasures. The Load-bearing capacity is estimated for the tunnel structures facilitated by the installment of an inverted arch; however, a joint between inverted arch and sidewall become structural weakness. Rock bolts and carbon fiber sheets have a potential able to mitigate the risks of collapse of the lining by the forces from an earthquake.INTRODUCTIONA number of rock tunnels with no apparent unfavorable ground conditions suffered severe damage, including the collapse of their permanent lining, in large seismic events such as the Chuetsu Earthquake in 2004 (e.g., Mashimo 2005). Since these tunnels were considered to exhibit the required structural strength to survive earthquakes, studies are being carried out to clarify the mechanical behavior of tunnels during earthquakes and their damage mechanism (e.g., Kusaka et al. 2009); however, the aseismic design methodology for mountain tunnels has not yet been established.In many cases of earthquake-damaged tunnels, some defects already existed, such as improper construction and deterioration of lining concrete. Although countermeasures are usually implemented against such problems, their earthquake-resistant effect was not fully understood.In this study, static loading tests and numerical analyses to reproduce these tests were carried out assuming that a rock tunnel was affected by the earthquake to clarify the mechanism of the lining damage and the effect of the countermeasures."

The Ontario Division of The International Nickel Company of Canada, Limited, operates five underground mines and one open pit on the rim of the Sudbury Basin located in the Province of Ontario, 230 miles northwest of Toronto. Four of the mines, Frood-Stobie, Creighton, Murray and Garson, lie on the South range of the Basin within a 10-mile radius of the City of Sudbury; the fifth mine, Levack, is on the North range, about 30 miles northwest of the city. The ores are mined primarily for nickel and copper, the principal minerals being pentlandite and chalcopyrite. Other elements recovered from the ores in varying quantities are platinum, palladium, ruthenium, iridium, rhodium, cobalt, selenium, tellurium, iron, sulphur, gold and silver. In 1962, the total underground ore production was over 10,800,000 tons which was mined mainly by blasthole and caving methods with the remainder by cut-and-fill, square set, and undercut-and-fill techniques.

Researchers have long speculated regarding the adsorption state of collectors on mineral surfaces. Only recently have analytical techniques become available which allow direct in-situ analysis of adsorbed layers. Fourier transform infrared spectroscopy coupled with internal reflection spectroscopy (FT-IRJIRS) with reactive internal reflection elements allows for unobtrusive investigation of the adsorbed layer (Harrick, 1979). This technique has been used both for the in-situ identification of adsorbed species and for the direct calculation of collector adsorption density in real time from infrared spectral data (Miller and Kellar, 1988). The reactive mineral IRE serves both to internally reflect the infrared light and to act as a substrate at which collector adsorption can be monitored. Shown in Figure 1 is a schematic of light being internally reflected in an IRE. As the light is totally reflected at the interface, an evanescent wave propagates a short distance (typically a few microns) away from the IRE, and sampling of the interfacial region occurs. Because of multiple internal reflections, great sensitivity can be obtained. Flotation systems for which this method has been demonstrated include CaF2/oleate, Al2O3/ dodecyl sulfate, CaCO3/oleate, ZnS/xanthate, and KCl/octylamine (Miller and Kellar, 1988; Kellar et al., 1989, 1990; Miller et al., 1990).

"Highwall miners continue to be implemented by operations to increase recovery, improve margins, and justify higher stripping ratios as high quality surface reserves become increasingly rare. Many times, operations facilitate projected underground operations by leaving an intact highwall for development purposes. These facts result in larger highwalls that are left standing for increased periods of time prior to reclamation. As a consequence, worker exposure and risk is also elevated, resulting in higher potential for accidents or fatalities relating to surface highwalls. Highwall stability is a complex issue, dependent on both geologic and mining factors. Dynamic numerical modeling offers the capability to assess possible stability issues related to blasting-induced ground vibrations. Research has been conducted to evaluate the effect of highwall stability due to ground vibrations from blasting events. Additionally, the relationship of amplitude and frequency, and their impact on highwall stability is investigated. The results of this modeling indicate that amplitude has little impact on stability. However, frequency has a significant impact on highwall stability. INTRODUCTION The number of mining fatalities has declined since 2010, and 2016 is currently on pace to continue this trend (MSHA 2016). This decline can be directly correlated to the decline in surface mining activity and the overall decline of the coal industry. However, since 2002 the percentage of surface coal mine fatalities associated with highwall activities remains relatively high, constituting approximately 15% of all surface mine fatalities. 2014 was the first year with a highwall failure fatality since 2011. Most recent surface coal mining fatalities are associated with machinery and haulage. Table 1 provides a summary of the total surface coal mining fatalities, and the number of highwall failure fatalities dating back to 2010.Highwall stability is a complex issue, dependent upon geology and geologic discontinuities within the rock mass, along with highwall geometry, standing time, and applied stresses. Another possible concern that has not been previously investigated is the effect of blasting-induced stresses on highwall stability and the stability of web/barrier pillar systems as a result of ground vibrations from blasting events. Many modern surface coal mines employ numerous extraction fronts that rely on blasting for primary rock breakage. This results in highwall and highwall pillar systems experiencing blasting-induced stresses of many different types and magnitudes."
