In 1991, LTV Steel Mining Company decided to close an open pit taconite mine in northeastern Minnesota, using a passive treatment approach consisting of limiting infiltration into the stockpiles and wetland treatment to remove metals. Over 50 million metric tons of sulfide-containing waste had been stockpiled adjacent to the mine during its 30 years of operation. Drainage from the stockpiles contained elevated levels of copper, nickel, cobalt and zinc. Nickel is the major trace metal in the drainages, and prior to closure annual median concentrations ranged from 1.5-50 mg/L. Copper, cobalt and zinc are also present but are generally less than 5% of the nickel values. Median pH ranges from 5.0 to 7.5, but most of the stockpile drainages have pH greater than 6.5. Based on the chemical composition of each stockpile, a cover material was selected. The higher the potential a stockpile had to produce acid drainage, the lower the permeability of the capping material required. Covers ranged from overburden soil removed at the mine to a flexible plastic liner. Predictions of the reduction in infiltration ranged from 40% for the native soil to over 90% for the plastic liner. Five constructed wetlands have been installed since 1992, and have removed 60-90% of the nickel in the drainages. Total capital costs for all the infiltration reduction and wetlands exceeded $6.5 million, but maintenance costs are less than 1 % of those for an active treatment plant. Since mine drainage problems can continue for over a hundred years, the lower annual operating costs should pay for the construction of the wetland treatment systems within seven years.

"Mining began in the Erzgebirge (“ore mountains”) region of Saxony, Germany more than 800 years ago, and extensive underground workings cut through the entire area. Some of these old workings are still used today: not for production, but for offering an underground venue for research, tourism and university teaching. One example is the Reiche Zeche mine at the Technische Universität Bergakadamie Freiberg which hosts one of the oldest mining engineering programs in the world. It is imperative to keep all active mine workings well ventilated to make the mine safe for students, visitors and researchers. Since the mine workings at Reiche Zeche are so vast, extensive and, to a large extent unexplored and unmapped, it has been difficult to provide a complete, functioning and adequate mine ventilation model for this mine that accounts for all known and unknown leakage air flows. Researchers at the Colorado School of Mines have cooperation with their colleagues at Freiberg to establish a mine ventilation network model based on a limited number of air readings in known and accessible drifts. In order to balance the measured air quantities, leakage flows were quantified and mapped by comparing input and output flows of mapped drifts, and modelled using Ventsim Visual, a powerful visualization software package. The resulting mine ventilation model is used to locate and quantify the leakage air flows and to examine how much air is lost in each area. With this model, ventilation changes and improvements underground can be documented reflected in the model. This enables the Bergakadamie Freiberg to project air changes required for scientific experiments and to set up mine ventilation in specific areas and for specific needs. The model also enables better ventilation control and monitoring than before. Finally, the model can be used to predict ventilation changes and escape way contamination in case of a fire, ground fall or inundation in the mine. The latter becomes important as the lower mine workings are often flooded during spring runoff, which has created uncertainty about mine ventilation in the past. HISTORICAL BACKGROUND The discovery of silver, lead, zinc, tin and other valuable metal ores in the Erzgebirge region of Saxony, Germany began in the12th century and started a mining boom than lasted for centuries. Surface mines quickly developed underground to access the higher grade veins. Explored by the early geologists and driven by the ingenuity of the miners, the underground works expanded vastly throughout Freiberg and the surrounding region. Development followed the highest grade veins, and engineers developed solutions to drain water and provide limited ventilation to the underground workings. Still, engineered and planned ventilation was usually not a priority in the development of a new drift, which today makes ventilation modeling a significant challenge."

"Preventing machine-related injuries is one of the major safety concerns in underground coal mines. Severe injuries and fatalities occur when a miner is struck, crushed, or pinned by mining equipment such as a continuous mining machine (CMM), shuttle car, or a scoop. Proximity detection systems (PDSs) have been applied in mining to reduce these types of injuries and fatalities. All of the PDSs that are currently approved by the Mine Safety and Health Administration (MSHA) for use in underground coal mines are magnetic-field based and could be affected by metallic objects such as trailing cables. Researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated the influence of trailing cables on the performance of PDSs. In particular, the magnetic field coupled from proximity system generators to a de-energized trailing cable were characterized. The results show that significant energy can be coupled from the proximity system generators to a trailing cable when there is a closed loop in the cable. The effect on PDS performance from the magnetic field radiated around an energized trailing cable was also quantified for different current amplitudes in the cable. It is shown that the magnetic field caused by the electric current in the trailing cable mainly consists of a 60-Hz signal and its harmonics which cause little interference to the PDS. The results presented in this paper can help PDS manufacturers to design better systems that are more immune to these effects. INTRODUCTION An average of 250 injuries occur every year during operation of Continuous mining machines (CMMs), and 43 miners have been killed by striking or pinning accidents involving CMMs in the U.S. from 1984 to 2015 (Mine Safety and Health Administration, 2015). In addition, there have been 10 fatal accidents involving mobile haulage equipped with trailing cables from 2000 to 2015 (Noll et al., 2017). In response to these fatalities and injuries the Mine Safety and Health Administration (MSHA) promulgated a regulation in 2015 requiring the use of a proximity detection system (PDS) on all CMMs except full-face machines and proposed a regulation in 2016 which would require a PDS on other mobile underground equipment. Current PDSs approved for underground use are magnetic-field based. The PDS contains machine-mounted magnetic field generators that create fields around the machine. The other part of the PDS is a miner-wearable component (MWC) that reads the flux density of the generators. These systems use the magnetic field strength readings from the MWC to determine whether a miner is at a safe distance from the machine. A stable magnetic field is essential for the accuracy of the system."

"The MINER Act requires the installation of post-accident, two-way communications and electronic tracking systems for all coal mines. One communication system which can satisfy this requirement is an electrode-based, through-the-earth (TTE) communication system, which sends signal directly through the overburden of a mine. The performance of these types of systems relies on several controlling factors such as earth conductivity, overburden depth, operating frequency, TX/RX antenna length, TX/RX offset, TX/RX orientation angle and TX current. In an effort to estimate attenuation through the earth, NIOSH researchers developed an analytic solution for the electrical field distribution of an electrode-based TTE communication system for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source. The analytic model was then validated using test data measured at an operating coal mine. The validated model can be used to optimize the operating frequency, estimate the required transmitting current, choose appropriate TX/RX orientation, and predict the performance of an electrode-based TTE system at a coal mine. INTRODUCTION One of the requirements of the Mine Improvement and New Emergency Response Act (MINER Act) of 2006 is the installation of post-accident, two-way communications and electronic tracking systems for all underground coal mines. As one of the through-the-earth (TTE) wireless communication methods available for the mining industry, the electrode-based, or linear, TTE systems establish communication by inducing a current within the earth medium by use of a pair of current probes. The resultant current is detected as a voltage by a similar set of distant probes. These probes could be an insulated piece of wire tied to two electrodes grounded at distant ends, or the grounded ends could be rails, roof bolts, or grounded electric rods. The analytical solution developed in a homogenous half-space, for this form for various transmitter/receiver (TX/RX) configurations, will be presented in this paper. The communication signals can be sent either from underground to surface (uplink) or from surface to underground (downlink). In order to achieve a successful communication link, it is necessary to understand the electric fields within the earth so that the appropriate size of transmitting antenna, TX/RX relative orientation, and operating frequency can be chosen. Hill and Wait gave the explicit forms of partial magnetic fields and partial electric fields of electrode-based TTE downlink communication with finite cable length [1]. In prior research, the E-fields of electric line transmitter were obtained for a static TX current [2] [3]. In this paper, the general and explicit forms for electrode-based TTE electric fields are developed and presented. The solutions for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source obtained from these forms are presented. Also, factors that affect the E-field strength at RX are discussed."

"Complex geology requires innovative approaches to confidently and appropriately model grade and geologic trends. Local Anisotropy Kriging (LAK), by Isaaks and Company, and MineSight® Dynamic Unfolding (MSDU) from Hexagon Mining are advanced interpolation methods designed to best estimate grade along deformed three-dimensional grade trends at sediment-hosted deposits. While LAK works in Euclidean space for the construction of variograms, kriging weight assignment, and non-linear local interpolation search ellipsoids, MSDU is far more dynamic and can utilize a modeled three-dimensional undulating surface representing a folded grade trend to construct the above mentioned. MSDU was implemented at the sediment-hosted, stratabound Tenke-Fungurume mining district and revealed major block-to-block differences in interpolated copper and cobalt grades compared to LAK. INTRODUCTION Grade estimation is the cornerstone of long-range mine planning. Pit designs, metal recovery, mining costs, reserves calculations and reporting are all dependent upon a reliable grade model. If the geology is poorly understood or the interpolation methods and parameters have been haphazardly constructed, then massive financial losses will be the inevitable outcome. Therefore, a properly trained geologist must use all of the appropriate tools available including deposit knowledge and advances in modeling technology to construct the most geostatistically and practically sound long-range block model. Certain deposits, such as the sediment-hosted deposits at Tenke-Fungurume, require an interpolation method that best suites the style of mineralization. In 2014, Hexagon Mining developed a tool in MineSight called dynamic unfolding (MSDU) that has the potential to improve upon previous Euclidean-based interpolation methods. MSDU utilizes the non-stationarity of a folded grade trend to more accurately construct variograms and improve interpolation results based upon a modeled three-dimensional surface. Geology Overview The sediment-hosted Tenke-Fungurume mining district is located in the southeastern part of the Democratic Republic of the Congo (Figure 1). The rocks within the district are primarily dolomites and shales from the lower half of the Roan Supergroup that were mineralized by ascending pregnant copper and cobalt rich brines within a massive sedimentary basin (Cailteux et al., 2005) (Figure 2). These oxidized brines likely found a fluid channel in the porous RSC unit. The surrounding rock units provided a redox boundary for copper and cobalt precipitation along organic rich beds, forming a massive stratabound deposit that was later broken up by several subsequent tectonic events (Dewaele et al., 2006). Layering and Block Orientations To capture the bedding-controlled nature of the Tenke-Fungurume copper and cobalt mineralization, each lithology type must be subdivided into individual layers with a uniform thickness (Figure 3). The thickness of each layer is determined by the user, but should equal the bench height to achieve maximum resolution within each lithology type. Composites are back coded from the model to achieve layer codes that match block locations."

The number and the type of trucks and shovels are two important factors in determining the optimal design parameters of an open-pit mining system. Characteristics of trucks&apos; arrival and service-time distributions determine the performance measures of a truck-shovel system when it is modeled as a closed queuing network. In all of the previous analytical queuing studies of truck-shovel systems, trucks are assumed to be identical with respect to their arrival and service-time distributions. This assumption, although desirable for reducing computational difficulties, causes either underestimation or overestimation of the performance measures depending on the number and type of equipment used in the model. The relative error in performance measures could be significant when the number of different types of trucks and shovels is large. In this paper an analytical method is proposed to model the truck-shovel system as a multiple-chain closed queuing network. This approach would provide the capability of estimating system performance measures for planning purposes when the truck fleet is not necessarily composed of identical trucks. An example of truck-shovel systems is discussed to show how the incorporation of different types of trucks does affect performance measures.

"Signs in underground mines are subject to variable airflow, which carries dust and moisture. Dust buildup reduces their visibility, hampering production efficiency and safety. Underground workers commonly must stop to clean signs in order to gauge their location, or find critical supplies or services. There are currently a variety of coating products, including dust and water repellants, available on the market that have the potential to reduce dust accumulation on sign surfaces. This paper describes a preliminary study to determine their effectiveness. The study involved a practical testing protocol using a trickle rock duster and samples cut from a clean, used road sign. Product effectiveness, under both dry and wet conditions, was evaluated based on photographic evidence by comparing changes in sign luminosity after a period of rock dust application. By analyzing the frequency of different pixel luminosities on the dust-covered samples, both uniformity of dust coverage and the total amount of accumulation was assessed. Results indicate that at least one product may reduce the amount of dust buildup on sign surfaces and increase visibility. INTRODUCTION In all underground mines, visibility of signage is critical. Signs inform miners of their location, direction toward escape routes, and location of supplies. Over time, sign surfaces can collect dust and can eventually become unreadable. The rate of dust accumulation on surfaces is often particularly high in coal mines, where both mining (e.g., cutting and drilling) and rock dusting activities can contribute significant amounts of dust to the airways. Several factors may contribute to dust buildup on sign surfaces. First, basic principles of fluid and particle flow are at play. When a fluid travels past a stationary surface, the velocity of the fluid at the surface boundary is zero. If a very small dust particle moving with air collides with a surface, it does not immediately fall off since the air velocity is zero at the sign surface. (This is the same reason that dust can collect on a rotating ceiling fan.) Further, once the collision occurs, other mechanisms may help keep the particle there – including friction that resists particle falling due to gravity, and adhesive forces due to humidity and/or static charges the particle and others already on the surface. Currently, the most common way to deal with reduced sign visibility due to dust buildup is for mine personnel (e.g., a compliance foreman, supply worker) to periodically clean sign surfaces – usually just by wiping them with a cloth. As a regular activity, this solution is inefficient; in cases of emergencies, it can also pose unnecessary risks. Application of an off-the-shelf coating to sign surfaces may represent a simple yet effective way to reduce the rate of dust accumulation. There are currently a variety of products on the market that may be suitable for this purpose, including dust and water repellants."

Cedarvale station was constructed as part of the Eglinton Crosstown Light Rail Line, under the operational Yonge-University Line Subway box of Toronto Transit Commission (TTC). The station was constructed as an open-cut, which necessitated the underpinning of the existing TTC box to minimize the impact on the Subway and allow its unhindered operation. Six mined galleries, 4 m wide by 2.75 m high, were excavated sequentially (SEM) immediately under the existing box, to provide the required space for the installation of the main underpinning beams. This novel solution was executed successfully providing quick access for the main excavation works to commence.

The methods of evaluation of industrial minerals occurring on Federal lands have different meanings if the evaluations are done by a company rather than a government agency. For example, when the Bureau of Land Management (BLM) conducts an examination of mining claims, this is commonly referred to as a "validity examination," whereas it is an "economic evaluation" when performed by a company. Not only is there a difference in nomenclature in these evaluations, but there is a general lack of expertise in the Federal government on industrial minerals in general. A metallic mentality still prevails in the U.S. Forest Service (USFS) and the BLM. Because of this, many validity exams on industrial-mineral deposits commonly just skim the surface concerning economics and marketability. The BLM and USFS place a high amount of emphasis on past administrative case law pertaining to the validity of industrial minerals under the 1872 Mining Law and, rightly so, on marketability, which also is heavily addressed in case law. When the BLM considers marketability, only the marketability of a particular industrial mineral for only the primary use for which it was located is considered and any value-added markets cannot be included. The BLM defines marketability based only on the value of the mineral material in its in situ or raw state, rather than value-added through processing. Another difference in the evaluation of industrial minerals by government and industry is the question of by-products. When a company evaluates a mineral material it looks at all the markets. The BLM looks only at that market for that locatable mineral for which the claim was located. In other words, sales from non-locatable by-products cannot be used to support marketability or the prudent-man rule (i.e., oversize silica sand from a glass-sand claim being sold for construction sand, road base, fill, etc.). The question of reserves also can present conflicts. An industrial-mineral company will often try to identify all the reserves available for a possible future development. They must do this for financial backing and support from upper management. The BLM, however, will limit their validity examination only to those reserves that meet the prudent-man rule and marketability tests. The BLM will validate reserves sufficient to last 25-30 years, based on available market. The development of industrial minerals on Federal lands is a difficult process, and, if the 1872 Mining Law is changed, it could become not only more challenging but also more costly. The industry must become more tolerant of the mineral specialists in the BLM and the USFS. On the other hand, the government mineral examiners must become more aware of the importance of industrial minerals in everyday living, and the economic evaluation of these materials.

INTRODUCTION At the time the 4th edition of this book was published in 1979, the coal industry had experienced a sharp upturn in prices for its product. From 1950 throgh 1969, steam coal prices had held almost flat at about $5 US per st (about $5.50/t). Thus, when considering the effects of inflation, the price of coal had actually been declining for two decades. The passage of the Coal Mine Health and Safety Act in 1969 and its cost effects started an upward trend in coal prices which was rapidly accelerated by the effects of the Mid-East oil embargo in 1972. Prices of steam coal on the spot market eventually climbed to over $30 US per st ($33/t) and higher in some cases. Metallurgical coal prices skyrocketed in a similar manner and the industry at long last appeared assured of an adequate return on investment. Many companies did expend large sums of money to upgrade and expand their mining and preparation facilities. Unfortunately the bubble eventually burst, in great measure due to the downturn in the US domestic steel industry and the resultant decline in metallurgical coal demand, loss of export markets to other nations and even imports of large amounts of foreign coal to the United States, and more stringent environmental regulations which made many high sulfur coal measures uneconomical to mine. Compounding the problem was the rapid world decline in oil prices in the mid-1980s which encouraged many consumers to utilize oil rather than coal. During the 1980s, metallurgical coal dropped over 20% in price, which, when considering inflation, actually amounted to about a 40% decrease in value. Export coal decreased a similar amount in price. Steam coal prices held nearly constant, thus also losing considerable value when inflation is considered. All of these factors make it even more imperative than ever that the industry do everything in its power to make wise economic decisions and to examine carefully all existing operations and planned future expenditures to be certain that their full cost implications are understood and that they can be justified on the basis of an adequate return on investment. It cannot be assumed that the price of coal will increase. To the contrary, as indicated previously, when considering inflation, coal decreased in value in the 1980s, just as it also did in the 1950s and 1960s. The price surges in the 1970s merely were a catchup game, and in truth the true market value of coal is in reality even lower than it was in 1950. "The Doha Metro Project is one of the most relevant ongoing tunneling projects. The whole project consists of about 100 km of tunnels with 21 EPB TBMs working in the same period. Due to the variability of the geological formations, the soil conditioning is a relevant aspect of this project because the parameters should be frequently adjusted to achieve the best performances of the TBMs. The study of the soil conditioning has been carried out accurately to obtain the best results on site. The study of the geotechnical data, the choice of the most suitable foaming agents and polymers and the laboratory study of the soil conditioning has been a fundamental part of the job. The application of the soil conditioning products on site with the analysis of the TBM data have confirmed the preliminary study results with some correlation between the features of the ground and the soil conditioning parameters to be used. INTRODUCTION Phase 1 of the Doha Metro Underground project is composed by 3 lines able to bring passengers to all the points of interest in the Qatar capital city. The Red Line, also called coastal line, connects the north of the city to the south, and to the new Hamad International Airport, following the coast line. The Golden Line, called Historic Line, will connect the southern area of Doha to the “Aspire zone” the area of the city where many state of the art sport centers are located, passing through the old city center. The Green Line, named education line, will connect the old city center to the Doha Education City. All the lines are realized with 2 tubes, single track. The whole underground project is realized with 21 TBMs, excavation diameter of 7.10 m. The project has been divided in 4 packages, for a total excavation length of more than 100 km. The need to underpass roads, existing buildings, and to excavate, in some areas, at less than 100 m from the coast line, forced the choice of a tunneling system with Earth Pressure Balance (EPB), that involves in the project another fundamental aspect of this tunneling system: the soil conditioning. The soil conditioning has multiples functions in the EPB system such as to make the soil suitable to properly apply the pressure on the tunnel face and to be extracted effectively with the screw conveyor. To properly study this topic it was necessary to study the geological formations to be excavated, the hydrogeological conditions of the underground, the foam injection systems of the EPB TBMs and to perform specific tests to evaluate a suitable conditioning to be verified and adjusted during the real scale application."

Infrastructures continue to age and drinking water supplies are becoming scarce in the San Fernando Valley of Los Angeles, California. Frontier-Kemper Constructors, Inc. (FKCI) was engaged by the Los Angeles Department of Water and Power (LADWP) to complete the River Supply Conduit Improvement Upper Reach—Unit 7 Project (RSC7). Two tunnel sections were bored using a 2.64 meter diameter Microtunnel Boring Machine (MTBM) and a 4.12 meter diameter Earth Pressure Balance Tunnel Boring Machine (EPBTBM) to excavate approximately 3,733 meters (3.7 km) of tunnels through highly abrasive late-Pleistocene-age Quaternary alluvial deposits (Old Alluvium) and Holocene age Young Alluvium deposits above the water table. This paper discusses the challenges encountered managing the TBM’s equipment degradation, use of soil conditioners, cutterhead wear, torque and advance rates while maintaining the necessary face-pressures and parameters to limit over excavation and ground settlement.

JIM ARNOLD: Questions? Comments? Gary, were you gone when I made the comments about corporate puke? [laughter] SPEAKER: You were hiding. BRUCE CAVENDER, BHP Copper: Having worked in both places, I&apos;d like to address the issue of the plant versus the corporate office. One thing to keep in mind is that we are all very engaged with the technical elegance of a lot of the work we do. There&apos;s some tremendous technical expertise in the plant. But remember, the guys in the corporate office are only thinking in one denomination, and that&apos;s dollars. So we&apos;ll see something like a spill, and for us it&apos;s a problem. At the end of the day, what the corporation cares about is the financial impact. So we&apos;ve got to be careful to couch our solutions in dollar terms. JIM ARNOLD: Rebuttal? [laughter] DOUG HALBE: Are you going to rebut this one, Andy? ANDY CARTER, Oxidor Gold Corporation: No, I don&apos;t think so. I&apos;m not up to it. I&apos;d just like to address a question both to our panel and the floor. Those of us who&apos;ve been in this industry any length of time have seen these same mistakes made over and over again. Wherever you go, year after year, plant after plant, you see the same problems. I guarantee you, Doug, that if we have a similar conference down the road, you&apos;re going to see the same thing. My question to the panel and to the floor is what is it about our industry that stops us from learning from our mistakes? What characteristic is it that prevents us from learning and makes us repeat the same mistakes over and over again? DOUG HALBE: That&apos;s a great question. Someone said in a meeting 10 years ago that if the people who design plants designed airplanes, the planes would be falling out of the air all the time. GARY SIMMONS, Newmont Gold Company: I&apos;ve got an answer to your question as to why many plants are poorly designed. It&apos;s that the minute anybody demonstrates any sort of competence in plant design, they&apos;re promoted to a higher-paying job, and the talent pool is left with people of lesser experience. Just think about it: The people who have the experience and have demonstrated it more than once have moved up. JIM ARNOLD: I think that there&apos;s another reason, too. Seven or eight years ago I was chairing a session, and I challenged everyone in the session to some day publish an article about the design mistakes they&apos;d made because we never talk about our mistakes. Rock bursts in the deep metal mines of the Coeur d’Alene district present an ever increasing problem in the safe and economic mining of the district’s silver, lead and zinc ores. Hecla Mining Company operates two mines in the district - the Star, a 1100-ton/day lead-zinc mine, and the Lucky Friday, a 750-ton/day silver- lead mine. Rock burst problems at both operations prompted Hecla management to make an all-out attempt to find a practical method of predicting and eventually controlling these bursts. Research by personnel from the Denver Research Center of the Bureau of Mines at ASARCO&apos;s Galena Mine indicated that a recognizable pattern of seismic activity preceded some bursts and this activity could be precisely monitored by present- day, off-the-shelf electronic devices. Using information gained by the Bureau and other sources, Hecla designed and installed a 24,- channel seismic monitoring system in the Lucky Friday mine. Installation was completed in December 1973 and after a year of successful operation, it was decided that a similar system would be installed in the Star mine. This second installation was completed in June 1975. Both systems are now operating and providing continuous information on underground seismic activity. Each monitoring system consists of a network of geophones with attendant amplifiers that are connected by shielded cable through an interfacing device to a computer. The origin of each seismic event is determined by the computer and a three-dimensional location is printed out. This information is plotted daily and is used to pinpoint rock burst prone areas and chart their relative seismic activity. This paper will review the causes and effects of rock bursts in the Coeur d&apos;Alene district, the equipment and operation of the microseismic system at the Star and Lucky Friday mines, and the results obtained to date.

JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization&apos;s objectives. The staff officers, therefore, tend to become what could be described as parts of the president&apos;s brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company&apos;s policies stay within the law.

Georgius Agricola in 1556 wrote De Re Metallica, one of the first and probably the most famous of mining reference works. In Book 1 he reflects rather elegantly on mining and miners. "Many persons hold the opinion that the metal industries are fortuitous and that the occupation is one of sordid toil, and altogether a kind of business requiring not so much skill as labour. But as for myself, when I reflect carefully upon its special points one by one, it appears to be far otherwise. For a miner must have the greatest skill in his work, that he may know first of all what mountain or hill, what valley or plain, can be prospected most profitably, or what he should leave alone; moreover, he must understand the veins, stringers, and seams in the rocks. Then he must be thoroughly familiar with the many and varied species of earths, juices, gems, stones, marbles, rocks, metals, and compounds. He must also have a complete knowledge of the method of making all underground works. Lastly, there are the various systems of assaying substances and of preparing them for smelting; and here again there are many altogether diverse methods. ... "Furthermore, there are many arts and sciences of which a miner should not be ignorant. First there is Philosophy, that he may discern the origin, cause, and nature of subterranean things; for then he will be able to dig out the veins easily and advantageously, and to obtain more abundant results from his mining. Secondly, there is Medicine, that he may be able to look after his diggers and other workmen, that they do not meet with those diseases to which they are more liable than work- men in other occupations, or if they do meet with them, that he himself may be able to heal them or may see that the doctors do so. Thirdly follows Astronomy, that he may know the divisions of the heavens and from them judge the direction of the veins. Fourthly, there is the science of Surveying that he may be able to estimate how deep a shaft should be sunk to reach the tunnel which is being driven to it, and to determine the limits and boundaries in these workings, especially in depth. Fifthly, his knowledge of Arithmetical Science should be such that he may calculate the cost to be incurred in the machinery and the working of the mine. Sixthly, his learning must comprise Architecture, that he himself may construct the various machines and timber work required underground, or that he may be able to explain the method of the construction to others. GEORGE WEINMAN: Our first group leader for the discussion, "Ups and Downs of Downsizing," wishes to remain anonymous. ANONYMOUS PRESENTER: When George and Jamie asked me to do this, I thought a while about what to say and went through several variations of what I’ll present today. I came up with the title "Ups and Downs of Downsizing." A lot of downsizing has occurred in all of our industries-mining in particular. While this downsizing has gone on there&apos;s no doubt that all of us produced more and more, probably with less and less people and less and less resources. But I contend that there&apos;s also a big downside associated with this. I disagree with a point made in the keynote presentation yesterday, the point being that vendors are bringing new technology to us. I can agree that the major changes associated with equipment and similar items are being brought to us by vendors. But I do contend that there&apos;s an awful lot that&apos;s getting away from us-especially if you factor in the integrated supply or the strategic alliance or the various and sundry related purchasing techniques. I contend that we are missing a lot of, let&apos;s call it, lesser technology; not major equipment changes, but different tools, different techniques for doing things, different left-handed widgets. The integrated suppliers, to some degree, are bringing this to us; but I am concerned about the small guy who comes up with a good idea but deals through integrated suppliers rather than having direct contact with plant people. They&apos;re probably going to go somewhere else and market their wares. That&apos;s what I&apos;m hearing from a lot of smaller vendors. I also think that we are losing a lot of our knowledge base. Every time you shrink an organization somebody leaves. The bottom line: less people. When a person leaves-and I don&apos;t care who he or she is, be it the janitor who&apos;s cleaning the bathroom, the operator, the engineer-when that person leaves there&apos;s some knowledge that goes with that per- son. And sometimes that knowledge is quite valuable. I&apos;ve worked more or less at the plant "low." I can&apos;t tell you how many excellent, viable projects have come from people who said, "Look here. There&apos;s a better way of doing this." And, you know, they were right. Now, maybe they didn&apos;t have the resources or the expertise to develop these ideas into full projects, but they had that basic idea. Someone may say, "Well, if we put a no. 6 skyhook here, so we can lift this particular pump without bringing a crane from 30 miles away ...." No. 6 skyhooks are a bit expensive, but what if we put together a little structural steel here or whatnot?

Consolidation Coal Company, through the mining research division of Continental Oil Company, is now undertaking the installation of a full-scale hydraulic transportation system to carry coarse coal from the mine face to the preparation plant. The facility will include all elements of a fully integrated haulage system including face haulage for both longwall and continuous miner sections, multiple slurry feeds, hydraulic hoisting and 2.4 miles of overland slurry transport. This undertaking is a result of more than six years of extensive research and testing, some of which has been previously releasted to the literature. To provide a reference framework for system description, a brief history of recent coal mining technological developments will be discussed. Following World War II, mechanization resulted in mining machines that were bigger, faster, more powerful, and more reliable. These changes were essentially refinements in an established mining system. They made mining more efficient than before, but they did not change the system itself. By about the mid-1960&apos;s, it was apparent that further improvements in the extraction machinery would have a declining payoff, simply because .the worst bottlenecks were in other components of the mining system. A modern continuous miner cannot be run continuously because other operations underground cannot keep pace. In fact, most continuous miners today run at less than 20% of capacity. Consequently, in 1969 Consol and its parent company, Continental Oil, undertook a long-range R&D program to try to change the basic haulage system for the better. Most coal at present is removed from the mine by a hand-off system in which the coal is transferred from the continuous miner to a shuttle car, often with the aid of a separate loader; then from the shuttle car to a system of conveyor belts; and finally from the conveyors to rail cars. The system involves a large amount of moving equipment underground, many transfer points, and the everpresent chance of operational delays and safety hazards. By removing the haulage bottleneck, we believe we can speed up underground operations substantially; and perhaps more important, we could make it feasible to develop a whole new generation of mining equipment that is inherently safer. What we wanted was a truly flexible, continuous haulage system with inherent safety advantages. Ideally the system had to meet three major requirements: First, the coal had to enter the transport system at the face, and remain in that same system all the way to the preparation plant. Second, the system had to be flexible and extensible so that it could- follow the mining machine as it advances and retracts. And, third, the system must be inherently safer than current haulage technology.

Freeport Indonesia consists of surface, civil and underground mining areas exposed to numerous geotechnical risks and hazards. PTFI uses various monitoring systems (Micro-Seismic, Firefly Light System, Mira Geoscience machine learning, etc.) to effectively manage these risks. The significant volumes of data from these sensors must be integrated into actionable information to provide the expected risk management. This occurs at the GeoEngineering Integrated Monitoring Centre (GIMC), a centralized department within the GeoEngineering Division, tasked with the responsibility to manage all geotechnical monitoring systems. The main hazard the GIMC is responsible for managing in real time is mine seismicity within the underground mining areas and the potential impacts on safe operations. Seismic system engineers achieve this objective through 24 hours a day and seven days a week operations of the GIMC, providing a centralized point of communication, alerts, evacuations and control during seismic events and emergencies. This paper will describe how the GIMC achieves its goal using reliable procedures and strategies based on detailed Triggered Action Response Plan (TARP), concise communications, novel technologies (FireFly Lighting System), and proven seismic re-entry programs to manage risk within the underground mining operations. The integration of geotechnical monitoring and reporting into a centralized group has improved the effectiveness and management of seismic risks and hazards at PT Freeport Indonesia (PTFI) mining operations.

Over the past decade, a substantial effort has been made to improve the air quality inside enclosed cabs of both underground and surface mobile mining equipment to reduce respirable dust exposures by the equipment operators. As part of this effort, the U.S. National Institute for Occupational Safety and Health, (NIOSH) completed a comprehensive laboratory study that determined the significant factors for cab filtration and pressurization systems. From this information, a major underground mining equipment manufacturer designed a filtration and pressurization system that was incorporated into the enclosed cabs of its equipment. A long-term evaluation was performed on the effectiveness of this filtration and pressurization system to improve the air quality in the enclosed cabs of two different pieces of equipment, a face drill and a roof-bolter machine, at an underground limestone mine. This long-term evaluation demonstrated a significant reduction in dust levels between outside-to-inside cab respirable dust concentrations. During this evaluation, a modification to remove one of the filters on the roof-bolter machine simplified the design without sacrificing the system’s efficiency. Tests using particle count instruments performed during nonproduction time periods on both pieces of equipment indicated protection factors greater than 100 when comparing respirable-sized dust particles inside the enclosed cab relative to outside.
