With passage of the Federal coal' Mine Health and Safety Act of 1969, many challenges have been directed to the industry's mining and safety engineers. The most critical challenge is that of ventilation. The language concerning ventilation in many sections of the Act could very well deprive or limit the mining engineer in planning the ventilation for new mines, since the Act requires federal approval of all ventilation plans. Dependent upon approval and of course application of the law, this could, due to economics, prohibit the opening of new mines in some cases. Petitions for modification of some mandatory standards relating to ventilation have already been filed under Section 301(c). It is quite possible that many of these standards may be modified.

Slurry or slimes dispersion is a critical factor controlling the efficiency of sulfide mineral comminution and concentration operations. The PQ Corporation has conducted innovative sodium silicate-based studies to determine the effects of enhanced dispersion on whole ore grinding and flotation behaviors and on downstream separation and cleaning steps. The work has advanced the understanding of the role of pulp rheology on the optimization of commercial grinding, agitation leaching, and flotation operations. This paper reviews the role of sodium silicate as a selective wetting agent and surface charge modifier in sulfide mineral systems, and discusses the results of silicate experiments conducted on various ores of copper and molybdenum, gold, platinum-palladium, and copper zinc, all of which contain clay minerals or highly floatable gangue constituents.

The Los Angeles Metro Red Line has installed high density polyethylene (HDPE) as a gas and water barrier around all subsurface structures. The paper reviews the geological setting and resulting need for the barrier. HDPE installation practices are outlined, as are the risks to the barrier, from normal placement methods. Testing and inspection methods used to assure a quality installation are described, and also the field tag method for recording deficiencies and their repair. Specifications and installation changes that will be incorporated into subsequent contracts to improve the quality of the installation are high lighted. The cause of the fire that destroyed part of a tunnel is reviewed as are the revised precautions put in place to prevent a recurrence.

All coal transportation systems from the coal face to the final point of use would become more productive if additional tonnages, obtained through improvements to bulk density, could be placed in fixed volume containers such as scoops, shuttle cards, trucks, barges and ships, as well as conveyors. This paper reviews previously reported work where the treatment of coals with small amounts of mining chemicals (0.12 to 0.28 kg/t or 0.25 to 0.56 lbs/st) during lavoratory testing was show to increase loaded coal bulk density by about 15%. The latest bulk density enhancement findings to develop from ongoing research involving underlying chemical and physical theory together with the added use of simple mechanical excitation are discussed.

The Federal Surface Mining Control and Reclamation Act (SMCRA) requires a surface mine operator to post a performance bond before a mining permit can be issued to that operator. Release of that bond is contingent upon the completion of all required reclamation, restoration, and abatement work on the permit area. This paper explores the requirements of each of the three phases of reclamation under SMCRA, as well as provisions of four exemplar state regulations of four states that have been granted "primacy" under SMCRA. Successful completion of these requirements is a condition pre cedent to the release of performance bond liability. Failure to secure a timely bond release will have an ad verse impact on an operator's other mine permitting activities throughout the United States.

A longwall face conveyor system serves the primary function as all material handling systems; i.e., to transport material between the source and its destination. However, the conveyor system must provide many other functions as opposed to the traditional belt conveyor system. In this paper, we will attempt to contrast the longwall face conveyor system with a belt conveyor system. In addition, the unique problems encountered along with the solutions to these problems will be covered. Table 1 lists the characteristics required of each conveyor system. The table demonstrates the contrast in the two systems. Both must be designed specifically to encounter its unique problems. The balance of this paper will explain how the longwall face conveyor is designed to address its requirements.

The past few years have produced a rash of demands for changes in America's way of doing things. From manufacturer to consumer, the rules have been changed. Some of the demands were needed and, when legislated to requirements, did manage some good for all concerned. Other demands made by zealots and taken up by regulatory agencies have forced costly changes on our way of life. No segment of industry has been exposed to more new rules and regulations than the deep coal mining industry in the United States. There is no denying that some good has evolved, but most mining men know that the effects have done more to reduce production and increase cost than they were ever intended to do.

Belt conveyors offer a reliable means and often do the most economical job for providing continuous bulk material transport, whenever the terrain permits their installation. The ore processing, construction and mining industries use belt conveyors to carry all types of material, from small to large tonnages. Most of the conveyors Fluor Mining & Metals, Inc. designs for metallurgical plants are in the in-plant category, of limited length and medium tonnages, and use fabric carcass conveyor belting. Belt widths can range from 24 to 60 inches Generally, the layout and design of these belt conveyors present no unusual problems. However, calculations for belt tension and horsepower, design of materials transfers, and the sizings and layouts of belt pulley stations and their drives are time consuming.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. The goal of Bethlehem's mining research program is to improve both the safety and productivity of our mines through the use of new equipment, new technology and new mining methods. Although we can all agree on the value of such goals, achieving them can be a costly, time-consuming and sometimes frustrating experience. However, the potential benefits of lower costs per ton and better safety in an increasingly more stringent and confusing regulatory environment make the expended effort worthwhile. At Bethlehem we feel that the mining companies are in the best position to determine the needs of the industry, and coal companies have the incentive as well as mine sites at their disposal for testing. Therefore, the mining industry should be leading the research effort

INTRODUCTION Sublevel mining is a mass mining method based upon the utilization of gravity flow of the blasted ore and the caved overlying waste rock mass. As with any other mining method, sublevel caving has advantages and dis¬advantages which must be carefully considered and evaluated. The major advantages of sublevel caving are dis¬cussed as follows: Because all of the mining activities are executed in or from relatively small openings, sublevel caving is one of the safest mining methods. Drifts, which are the pri¬mary working places, are distributed in a uniform pat¬tern on all levels. Normally the maximum dimensions of the sublevel drifts are about 5 m wide and 3.7 m high. The transportation drifts can have the same section, or the height may be increased to about 4.5 m when trucks are loaded in the transport drifts. The stability and safety of such drifts in competent rock can be easily controlled by smooth blasting or by a combination of smooth blasting with shotcreting. In less competent rock masses, stability can be achieved by combined reinforc¬ing, for example, by a combination of smooth blasting, shotcreting, and rockbolting. The major mining activities can be broken down into three groups: drifting and reinforcing; ore fragmenta¬tion, i.e., production drilling and blasting; and ore draw¬ing, loading, and transportation, and all are relatively simple. Because of the repetitive nature of the mining system, one can standardize almost completely all min¬ing activities. This means that a high degree of work efficiency can be achieved. Because the components of mining production in sublevel caving can be standardized, a high degree of mechanization is possible. In modern sublevel caving the sections of drifts and tunnels are sufficiently large to allow the introduction of large trackless mining equip¬ment. The advantages of a trackless system can be then broadly utilized not only for direct mining but also for all services, including the transportation of mining per¬sonnel to the working place. The flexibility of mining is very good. Standardiza¬tion and specialization of mining activities and equip¬ment on separate levels (lower level or levels in de¬velopment, upper level or levels in production mining) together with the trackless system yield a high degree of flexibility. This allows a rapid start-up of mining and good flexibility in making production rate changes. The method lends itself to good work concentration, organization, and working conditions. Normally, on the lower levels, various phases of development are under¬way. Upper levels are in various stages of extraction. Therefore the work can be easily organized into a sys¬tem which excludes interference between mining activi¬ties. Safety of mining (in small dimension openings), good work organization, high mechanization using large modern mining equipment, etc., comprise very good working conditions. Naturally such a system enables a high work concentration and rationalization of separate specialized mining activities and therefore mining by sublevel caving can be effective and relatively in¬expensive. The major disadvantages of sublevel caving, on the other hand, are: There is a relatively high dilution of the ore by caved waste. Various types of ore loss can occur. When the ex¬traction limit (that point yielding the maximum accept¬able amount of dilution) is reached, the remaining highly diluted ore represents an ore loss. Some ore is lost in passive zones located on the level of extraction between the active zones of the gravity flow. Part of the ore from these passive zones can be recovered together with ore extraction on the lower sublevel, but some un¬diluted and often not fragmented ore located in passive zones above the plane of the footwall is lost. In gen¬eral, these losses are larger as the inclination of the ore body and the footwall is reduced. A relatively large amount of development is re¬quired. This includes transport drifts, usually located in the footwall waste rock on each sublevel, and sub¬level drifts, which connect the active mining areas to the transport drifts and as a result are partially in ore and partially in the waste rock of the footwall. The waste rock length increases as the inclination of the ore body and footwall decreases. It also includes orepasses, used for transport of the ore or waste from the separate sublevels downward to the main haulage level, and normally driven in waste; and inclined drifts or tunnels, which provide a connection for the trackless equipment between the main haulage level and the separate sublevels and are driven in waste. Finally there is the de¬struction of the surface through subsidence. To maximize the ore recovery, minimize the dilu¬tion, and achieve a high efficiency of mining by sub¬level caving, good data regarding the gravity flow pa¬rameters for the blasted ore and the caved waste are of utmost importance. The exact type and amount of data required depend upon the purpose and needs of the study. For the first feasibility study, it may be sufficient to utilize the data from other sublevel caving operations with similar conditions and circumstances. For any higher level of mine planning it is clear that more exact data, including analytical and experimental analyses up to full-scale in-situ testing, are necessary. Basic gravity flow principles and design guidelines for the application of the sublevel caving mining method are presented in the following sections. Although some¬what simplified, they should provide a basis for mine planning and operation. The gravity flow principles described can be effectively applied to other mining situations, with some modification. Also, steep dipping coal seams can be effectively mined by modified sub¬level caving.

The platinum group metals (PGM's) are typically recovered by flotation, smelting of the flotation concentrate to matte, and matte leaching. Concentrates too low grade to be processed economically by the conventional process require a new treatment route. PLATSOL, a new pressure leach process, was developed for the Northmet deposit and dissolves in one step base and precious metals (PGM's and gold). Various options exist to recover all pay metals from the leach liquor. The preferred option to date involves a solid-liquid separation, followed by sulphide precipitation of gold and the PGM's, and copper solvent extraction using commercial solvent extractants. This paper briefly summarises the process and the effect of the main leach parameters. Application of the PLATSOL process to various feedstocks is also presented.

Motivated by recent EU legislation already entered into force or in preparation, this article aims at offering glimpses of the future landscape in the area of subsurface protection against contamination from point sources. Towards this end, it discusses the most salient parts of legislation for the protection of water resources. It then presents results from the wide consultation rounds organized by the European Commission in order to both receive input and help make all opinions heard on the issue of soil protection. Finally, it introduces key provisions of the recent legislation on environmental liability. From the above pieces of legislation, this paper highlights the elements that concern specifically the protection of the subsurface against spills of hazardous wastes from point sources and the requirements for subsurface restoration.

Treatment of refractory gold ores containing arsenic has always presented a major problem in their processing to recover the contained precious metal values. The major difficulties are concerned with lower recoveries and production of hazardous fumes, effluents and residues. Due to these arsenic related problems, many otherwise economically attractive precious metal deposits and dumps all over the world are not exploited. In recent years, treatment processes for refractory gold ores and concentrates have been explored. A few commercial operations employing roasting or pressure leaching have resulted. Roasting has limitations due to environmental constraints related to off gases. Pressure leaching involving high temperatures (180° to 200° C or 356° to 392° F) and pressures (2.75 MPa or 400 psi) is accompanied by high capital and operating costs.

In the northwestern part of the Netherlands lies the deepest solution salt mine in the world. The company operating the mine is Frisia Zout bv (part of the K+S group). Extracting the NaCl from caverns at a depth of nearly 3000 m has a lot of challenges. Continuously monitoring, among others, the flows, pressures and salt concentrations is necessary to safely and economically mine the salt. A system has been set up at Frisia to be able to monitor the data from a distance. Data has been put in graphs to monitor the trends daily. All gauges are also continuously monitored to maintain accuracy. With this system a better understanding of the mining process has been made and has led to many optimizations.

Minter (1990) has provided an excellent summary of the sedimentology and theories of origin of the Witwatersrand paleoplacer Au/U deposits. However, recent stratigraphic, metamorphic and structural-tectonic research is radically changing the concepts about the Witwatersrand that now occur in most textbooks, review articles and North American minds. Presently, these concepts are biased by the past sedimentological research so well described by Minter. Specifically, the Witwatersrand Supergroup is Archean, does not occupy a depositional basin and is significantly metamorphosed and deformed. Thus, many of its sedimentary features, including the mineralogy of its ores, have been modified. The importance of the Witwatersrand ores cannot be overestimated. Since their discovery in 1886, they have produced 52% of the gold mined in all of human history (Pretorius, 1989).

Long before excavation begins, the in situ stresses in the horizon of planned underground chambers can be measured by employing the hydrofracturing technique in existing exploratory holes. Such measurements produce the stress magnitudes and directions required for the rational design of rock structures. Two recent case histories are cited in which preexcavation stress measurements for the design of underground powerhouses proved very beneficial in the orientation of the chambers and the estimation of the stability and required support. A third stress measurement case is related to the preexcavation design of tunnels that will house doughnut-shaped superconductive magnets for the storage of electric energy. In all cases, expensive later modifications were probably prevented by measuring stresses early in the design stage.

Selectivity and recovery of many industrial minerals can be directly affected by the carbon length, degree of unsaturation, and melt point of fatty acids used as collectors. Examples of several modifications are provided based on actual experiences of commercial applications. A review of recent history indicates that fatty acid collectors are applicable from C9'C18 in carbon length, however, not for all minerals. The mesh size, density, and surface characteristics of the particular mineral, as well as other related operating conditions, are important in selecting the correct fatty acid configuration. A review of some past programs are submitted as a guideline in the selection of fatty acids and supported by isolated, successful examples demonstrating the effect of carbon length and unsaturation.

Many of the gravel deposits in Mississippi which range in age from Mississippian to Recent are being exhausted. Particularly in southern Mississippi the supplies will become very short in the near future and some use of sand will have to suffice. All methods of exploration for sand and gravel are presently being used in the State and this will be of some assistance in finding other deposits. A good supply of material for expanded clay aggregates is present in the State and will be sufficient to supply the needs of this segment of the construction industry for years to come. Crushed stone has been a minor contributor in years past and will probably become no more important in the future.

Shovels, trucks and repair bays for the trucks each play their role in the capacity of an open pit operation. It is therefore convenient to have a procedure for the capacity calculation which takes all 3 factors into consideration in a comprehensive manner. This can be done by means of a cycle model, earlier developed for the shovel-dumper circuits, when the repair facility with its number of repair bays is added as a superimposed service system, which the trucks visit at certain specified intervals. The calculation model transforms the mechanical availability of the trucks into their operational availability. The system's capacity in truckloads per shift and the trucks' operational availability of certain combinations of shovels, trucks and repair bays are shown.
