Gold production is one the most important mineral process­ing industries in Western Australia. The gold is usually found in either weathered oxidised zones, or associated with sulfides. In the latter case, oxidation is achieved by some form of chemical processing, such as roasting or more recently bacterial leaching. In all cases, gold is dissolved out of the oxidised matrix by cyanide solution. Pyrrhotite is an iron sulfide generally represented by the formula Fe1_,S where O x 0.125. Three different structural forms ofpyrrhotite are known to occur naturally, stoichiometric FeS (troilite), hexagonal pyrrhotite Fe1_xS and monoclinic pyrrhotite Fe7S8 [I]. Substitution of iron atoms within the pyrrhotite structure by other ions of similar atomic radius such as nickel, copper, cobalt and manganese is also possible [2], and often observed in natural pyrrhotite samples. Pyrrhotite is abundant in Western Australian sulfide mineral deposits which are commonly associated with gold bearing ores. It is generally believed that pyrrhotite has a detrimental effect on gold recovery from such ores, as it is commonly claimed to decompose in alkaline, aerated cyanide solutions to form iron cyanide complexes, thus consuming free cyanide, and to form sulfur/oxygen containing species such as sulfate, through oxidation of sulfur in pyrrhotite, which thus consumes oxygen. From information gleaned from the literature, claims about the high reactivity of pyrrhotite in cyanide appear to be based on early cyanidation studies performed on gold ore samples which have been poorly characterised, and contained impurities such as pyrite, arsenopyrite and chalcopyrite, which may have also contributed to the levels of species observed in solution [3-5]. In addition, the investigations do not take into account that iron atoms in the pyrrhotite structure may have been partially substituted by other atoms that influence the solubility of pyrrhotite in cyanide solution.

For many years, pulverized coal (PC) boilers in utility power plants have been the dominant market for domestic coal. Today, two new coal utilization technologies challenge the PC boiler's dominance. Atmospheric fluidized bed combustion (AFBC) and "coal gasification/combined cycle" (GCC) stand on the verge of commercial demonstration in the utility environment at a scale of 100 MW. Developed over the past decade, these technologies respond to the demands for cleaner ways to burn coal and for more flexibility in fuel supply. In the near term, these are the "clean coal" technologies most likely to have a significant impact, because they are ready for commercial application. As for environmental acceptability, consider that just a few years ago one of the environmental slogans was "no coal in California." Indeed, the only large quantities of coal above ground in California at that time were in transit on the way to Asia. Today, thanks to new technology, we can point to two operational coal-burning plants in California and one in the works: * Cool Water GCC demonstration plant (100 MW) * California Portland Cement AFBC commercial cogeneration, near Riverside (190 000 lb/hr steam) * Energy Factors AFBC commercial cogeneration at Stockton, to be operational 1988 (44 MW)

The paper by Lewis and Braun l presents experimental and calculational evidence that primary chalcopyrite ores are rapidly oxidized by warm oxygen-bearing water. Resulting solutions contained copper sulfate products of the matrix rock decomposition such as magnesium sulfate and sulphuric acid. Iron was oxidized to insoluble hematite and hydrous iron sulfates. Oxygen injection near the base of a broken and permeable flooded ore deposit was calculated to cause circulation of oxidizing solutions to the entire permeable region. The rate of dissolution of copper and degree of oxygen saturation for given oxygen injection rates were presented. Their work suggests that in-situ recovery of deep, disseminate primary copper deposits is technically feasible. The actual feasibility depends on economics and environmental safety as well, and it is the purpose of this paper to address these two aspects.

In 1973 the percentage of total coal production mined by surface methods in the United States again increased, reflecting a long term trend. Barely three decades ago less than 10 percent of the U.S. coal was produced in this manner. Last year surface coal mines produced 299 million tons, 50.7 percent of our nation's coal. At present there are about 2450 strip mines producing coal in 23 states. While accident rates for surface coal mines are less than underground coal mining rates, surface coal mining is certainly one of the more hazardous occupations. Figure 1 shows the injury rates (fatal and non-fatal accidents) of major U.S. industries. Note that surface coal mining is more hazardous than all other industries except contract construction. Accident rates are about the same as the contract construction industry which uses similar equipment. A limited amount of detailed data was available on elements of surface coal mining jobs and this lack of compiled information made it difficult to assess the significance of the conditions contributing to accidents and to make recommendations that would reduce accident frequency. Therefore as part of the Bureau of Mines continuing research efforts related to the health and safety of the coal miner, a contract was awarded to Theodore Barry and Associates of Los Angeles to conduct an "Industrial Engineering Study of Hazards Associated with Surface Coal Mines."

A requirement for geological controls during orebody modeling results from the recognition of heterogeneous geological characteristics and/or abrupt variations in orebody geometries. While purely statistical methods are often sufficient for modeling uniform homogeneous deposits, and the only recourse for many that are extremely complex, geological interpretations can be extremely valuable as controls during the modeling process. The advent of relatively inexpensive, sophisticated graphical computer hardware and software has focused considerable attention on the three dimensional visualization capabilities now available to the mining industry. Orebody geometries can be easily imported into many systems as wireframe or solid models, rendered with shading and color, rotated in space, exploded into composite parts, zoomed into and otherwise displayed to awe any audience. The requirements for an initially meaningful, accurate, geological interpretation are sometimes lost when the focus is on an apparently complex, highly resolved end product. Details of the initial data and sensitivities of modeling assumptions are not always sufficiently scrutinized. Software capabilities have extended the geopoetic license into three dimensions. The new tools, while greatly facilitating model construction and rendering, have done little to expedite basic data preparation and analysis. This paper attempts to briefly summarize the purpose and method of the construction of geological controls. The examples selected are from wire­framing and block modeling; application software processes commonly used in the mining industry today.

This article reviews the production trends of industrial minerals since 2000 for Texas, the leading U.S. producing state of industrial minerals with a total value of $5.2 billion in 2017, equivalent to 6.9 percent of all U.S. minerals value. Most current Texas industrial-mineral value comes from the production of cement, crushed stone, industrial sand, and construction sand and gravel. Construction material consumption is concentrated in the 25 metropolitan areas of the state, with production of industrial minerals in nearby counties. With Texas’ population projected to reach 50 million by 2050, continuing in-state development and production of industrial minerals will be required to meet in-state and regional demand. Texas’ most rapidly growing production of industrial minerals is industrial sand to supply proppants for multiple unconventional petroleum plays. Texas’ favorable geology and economic factors provide opportunities for the identification and development of new industrial-mineral production sites. Repurposing of former industrial-mineral production sites for post-production development likely will increase as efficient land use evolves. Understanding the geologic, economic and societal framework of industrial-mineral resources will facilitate more informed decisions about the complex issues that the region will face, including effects of sea-level rise on coastal infrastructure.

TBMs can last for decades and be rebuilt project after project with proper maintenance. How successful can rebuilt TBMs be? At the DigIndy Tunnel System in Indianapolis, Indiana, USA, a rebuilt TBM was used to great effect. The 6.2 m diameter Main Beam, originally manufactured in 1980, bored 40+ km of tunnels and set three world records in its size class of 6 to 7 m, including a best month of 1,754 m. In this paper, the authors analyze the TBM rebuild, performance and lessons learned to make recommendations for future projects seeking to use rebuilt TBMs over long distances.

Currently, there are several methodologies to assess ground vibrations from blasting. Of all available methodologies, one that is becoming more important is the waveform superposition or signature hole technique. This technique is based on a signature waveform assigned to each hole to build the complete waveform for the whole production blast, using the convolution between the time initiation sequence and the signature hole waveform. In the basic methodology of the signature hole technique, the waveform hole-to-hole is assumed to be the same. Several studies and field tests have proven that the waveform hole-to-hole, even in ideal rock mass conditions (rock mass with little or no joint system), changes. In addition to distance or confinement, other factors that could change the waveform hole-to-hole include different geologic paths from the source to the monitoring point and a different energy output of each hole, due to hole loading, explosive composition and/or contamination, priming, etc. These factors result in varying waveforms generated for each hole, making the waveform produced by each hole a somewhat random process. There is available in the literature some proposals to include variability in the waveform hole-to-hole, but the parameters involved are complex and difficult to estimate. In this paper, the variability in the signature waveform hole-to-hole in a blast event was recorded through a field test, and a proposal to include signature waveform variability to develop an equation based on the Fourier series is presented. This methodology is the basis for a future signature hole analysis using a Monte Carlo scheme, taking into account the variation of the amplitude and the frequency content of the waveform hole-to-hole in a production blast event.

Mr. Chairman; honored guests; ladies and gentlemen: The subject assigned me today by your committee, according to the program, is "the mineral industry and the public land law I have preferred to title the talk, "you can't mine here", for that is the essence of the message we, as an industry, have been getting from so many agencies of the federal government for so long. And, unfortunately, we can expect to hear the same message even louder and clearer -- with increasing frequency in future, unless. Every segment of the industry devotes the necessary time, energy and creative thought to combat successfully the forces that are writing and broadcasting that message. I said that agencies of the federal government are sending the message --- and this, of course, is true, the forest service, for example, and some bureaus of the department of the interior as well as others have appeared in recent years to be abiding by a policy designed to block mineral entry to as much of the public lands as possible and to wipe out existing mining claims.

A worker’s personal exposure to respirable dust in occupational environments has traditionally been monitored using established methodologies which entail the collection of an 8-hour representative sample that is sent away for laboratory analysis. While these methods are very accurate, they only provide information on the average exposure during a specific time period, generally a worker’s shift. The availability of relatively inexpensive aerosol sensors can allow researchers and practitioners to generate real-time data with unprecedented spatial and temporal granularity. Low-cost dust monitors (LCDM) were developed and marketed for air pollution monitoring and are mostly being used to help communities understand their local and even hyper-local air quality. Most of these integrated sensing packages cost less than $300 per unit, in contrast to wearable or area dust monitors specifically built for mining applications which have been around for decades but still average around $5,000 each. At the National Institute for Occupational Safety and Health (NIOSH), we are leveraging the power of high-volume data collection from networks of LCDM to establish baseline respirable hazard levels and to monitor for changes on a seasonal basis as well as following any application of control technologies. We have seen the effective use and advantages of monitoring live data before, during, and after events like shift changes, operational changes, ventilation upgrades, adverse weather events, and machine maintenance. However, many factors have prevented a systematic adoption of LCDMs for exposure monitoring: concern for their analytical performance, the complexity of use, and lack of understanding of their value are some factors. This contribution outlines a one-year case study at a mine in Wisconsin USA, covering the installation, maintenance, data visualizations, and collaboration between NIOSH researchers and the industrial hygiene professionals at the mine.

Atmospheric monitoring systems (AMS) are required when using air from conveyor belt entries to ventilate working sections in U.S. underground coal mines. AMS technology has the potential to increase fire safety mine-wide, but research is needed to determine the detection and response times for fires of a variety of combustible materials. To evaluate the potential of an AMS for fire detection in other areas of a coal mine, a series of full-scale fire experiments were conducted to determine detection and response times from fires of different combustible materials that are found in U.S. underground coal mines, including high- and low-volatility coals, conveyor belts, brattice materials, different types of wood, diesel fuel, and a foam sealant. These experiments were conducted in the Safety Research Coal Mine (SRCM) of the U.S. National Institute for Occupational Safety and Health (NIOSH) located in Pittsburgh, PA, using a commercially available AMS that is typical of current technology. The results showed that through proper selection of sensors and their locations, a mine-wide AMS can provide sufficient early fire warning times and improve the health and safety of miners.

The flotation behavior of a -28 mesh Pittsburgh No. 8 coal sample is investigated through the use of Scanning Electron Microscopy in conjunction with Image Analysis. Release analysis is used to generate the flotation products, which are then characterized to provide the particulate composition in terms of pyrite, mineral matter and carbonaceous material. The results of this investigation indicate that the material recovered in the first stage of release analysis tends to be well-liberated carbonaceous material. This is followed by an increase in the recovery of middlings and fines in the later stages of the process. Any free carbonaceous material remaining in the tailings from the release analysis test tends to be associated with the very fine sizes (-400 mesh). Pyrite recovery is attributed to the hydrophobicity provided by small inclusions of carbonaceous material, since the amount of truly liberated pyrite particles (i.e., 100% pyrite) present in the sample is found to be negligible.

INTRODUCTION Block caving is distinguished from other types of mining in its requirements that the mineral body to be extracted must cave after a relatively large tabular open¬ing is created underneath it, and that the caving must be predictable and controllable for both operating and safety reasons. A mineral body that caves readily may present special problems with respect to ground support in the mining access openings, where stability, rather than failure, is the desired objective. The complete ex¬traction of a caving block, which may measure 50 to 100 m on a side and 100 to 300 m in height, tends to create a large void, resulting in significant changes in the ground stress system and a migration of rock from all directions toward the void; these events begin very early in the life of the mine and lead to additional spe¬cial problems with respect to control of ground move¬ments in the mine working areas, in the rock adjacent to the caving stope, and on the subsiding surface above the mine. Thus, the mechanics of an undercut-cave operation involve a broad range of geotechnical subject matter, including the determination of the lithostatic earth stresses, the structural properties of a large jointed rock mass, the flow properties of the fragments after caving, the stability of tunnel-like openings, and the stability and displacements of the rock structure (1 to 2 km in size) that surrounds the ore body. The objectives are achieved by in-place measurement of rock properties, laboratory tests, theoretical structural analyses of the related prob¬lems, measurements of structural behavior in and above the mine, and comparison of theoretical predictions with actual performance in order to interpret and refine the predictive capability. Undercut-cave mining (Julin, et al., 1973) differs from most other methods in that the caving is an essen¬tial and inherent part of the excavation process and in¬volves the movements of millions of cubic meters of rock over distances of hundreds of meters, as compared to the gradual 2-m settling of the overburden typical of full¬caving longwall coal mining. Undercut-cave mining may involve a rock mass on the scale of a 1-km diam open¬pit mine, but mining is several times deeper than that in the open-pit mine; furthermore, a large portion of the rock mass is in a failed, rather than a stable, state. Ground-control problems are inevitable in a situa¬tion where ground movements are occurring on such a large scale, and where the rock mass is expected con¬veniently to cave at one location but to be stable at an¬other. To devise effective responses to these ground¬control problems, one needs to know first of all what is happening, not merely at the point where the symptoms are observed, but more broadly with respect to the be¬havior of the entire mine rock-mass structure over the total area of extraction, including the effects on the sur¬face as well as those underground. Monitoring structural behavior on this scale would require a sizable group of people, if they attempted to measure all the significant mining-induced changes of ground displacement and pressure, even on a 100-m grid of points. The practical approach is to conduct the mea¬surements activity by a judicious sampling, making in¬termittent, concentrated efforts in selected areas of lim¬ited extent to study problems of immediate importance; simultaneously a minimum level of surveillance is main¬tained over the total structure to delineate long-term be¬havior trends in the major structure, which provide the baseline reference data that are so essential for interpre¬tive purposes. Mine-structure behavior depends not only on the mine extraction configuration and sequence, but on the rock structural properties and how they change from one location to another in the mine. Increasing attention is being given to determinations of rock strength and de¬formation by performing mechanical properties tests in place and in the laboratory, and by drawing inferences from the mapping of geologic structure in mine openings as they are driven and from the logging of cores ob¬tained from exploration drilling that may be performed primarily for delineating ore reserves. Monitoring of mine-structure behavior and inter¬preting it in terms of the growing excavations and the structural properties of the rocks have significant im¬pacts on designing the major undercut-cave operations of undercutting and drawing the ore, supporting the ac¬cess openings, and controlling surface subsidence. The purpose of this chapter is to call attention to the com¬mon ground-control problems encountered in undercut¬cave mining, to relate them to the mining process, and to explain the geomechanical approaches to analyzing these problems with emphasis on methods that are most readily available to the mine staff. UNDERCUTTING, CAVING, AND DRAWING A distinguishing characteristic of an undercut-caving method of extraction is the objective that the rock mass fails of its own weight in a predictable and controllable manner, after it is undercut by excavating a tabular¬shaped void, horizontal or inclined. Induced or forced caving refers to procedures that may be resorted to when the ore will not self-cave over the desired span. Block caving, panel caving, and mass caving are terms used to denote the particular sequence of undercutting and ex¬tracting the total area of the ore body on a single min¬ing level. The discussion herein is not specialized to any of these variations; the word block as used does not imply anything as to sequence. CREATING THE UNDERCUT A common undercutting method is to drive a series of drifts and blast the intervening pillars. Theoretical structural analysis and practical experience show that ground-support problems in the undercutting drifts and in underlying access openings as well (the same princi¬ple applies even if undercutting is done by belling out drawpoints from the slusher drifts) are minimized by retreat-mining across the undercut slot according to a sequence such that the growing undercut area retains a

INTRODUCTION Zortman Mining Inc. is a wholly owned subsidiary of Pegasus Gold Corporation of Spokane, Washington. Pegasus has been producing gold and silver from the Zortman and Landusky mines since 1979. The Zortman and Landusky mines are two distinct open pit mines located approximately 6 kilometers apart in the Little Rockies Mining District of north central Montana. The two mines use large-tonnage, low- grade heap leaching techniques to efficiently process the gold and silver ore. PROJECT DESCRIPTION The Little Rockies rise abruptly 914 metres from the surrounding plains to about 1829 metres above sea level. The topography is quite steep, making efficient leach pad construction a major challenge. The climate is semi-arid with moderate summers and occasionally severe winters. Freezing temperatures usually arrive in late October or early November, influencing the effectiveness of leaching operations. GEOLOGY AND MINERALOGY The geology of the Little Rocky Mountains consists of steeply dipping sedimentary ridges forming an elliptical dome surrounding a core of intruding syenite porphyry. Within the syenite porphyry are well fractured and mineralized shear zones where the existing reserves and open pits are located. The ore is presently divided into oxidized, mixed, and sulfide. Only the oxides and mixed zones that are of ore grade are placed on the leach pads. The syenite porphyry host rock enables effective leaching of gold and silver to depths of 61 metres, having a major impact on leach pad construction costs. MINING All mining since 1979 has been by contractor. This enabled initial mining to commence without capital investment in equipment. Through competitive negotiations, Pegasus has been able to keep contract mining costs at levels very close to what would be experienced if Pegasus had purchased equipment initially. Contracts are negotiated yearly and are based on a unit price and haul distance for ore and waste. Haul distances have ranged from as little as 457 metres to as much as 3,050 metres. At present, Pegasus is developing a 27,000,000-tonne leach pad at the Landusky project that is adjacent to the minine area. This design feature will reduce the mining cost by 20 percent over the life of the mine. In 1987, over 5,900,000 tonnes of ore and 3,200,000 tonnes of waste will be mined at the Landusky project. Through 1986, 13,763,000 tonnes of ore have been mined at a waste-to-ore strip ratio of 0.60:l at the Zortman project, and 13,005,000 tonnes of ore at a waste-to-ore strip ratio of 0.79:l have been mined at the Landusky project. Current mining reserves are 32,769,000 tonnes of ore at a waste- to-ore strip ratio of 0.59:l. Through efficiencies of large-scale heap leaching, Pegasus has been able to lower the mining cutoff from 0.34 grams per tonne gold to 0.27 grams per tonne gold. This has reduced the mining cost per tonne of ore h percent through a reduction in strip ratio of 14 percent. Beginning in 1984, all pits were designed based on computer-generated "floating cone" pits. The geologic models were developed by Pegasus staff with a series of economic models evaluated. The resulting computer-generated pits were used as a guideline in designing the mine plans, including haul roads for final calculation of tons and grade. Input to the floating cone models consisted of mining cost, processing cost, cutoff grade (0.34 grams gold per tonne), recovery (67 percent) and gold price. Due to the gold being deposited primarily on the fractures of the syenite host rock, no crushing of ore is needed prior to leaching. This characteristic of the ore is a key in being able to profitably mine and process gold ore at an average grade of 0.69 grams of gold per tonne. Strict blasting control is also a key in success of the leaching operation. A system of splitting ore and waste in blast patterns has been devised to reduce dilution. The Second Narrows Water Supply Tunnel, Burrard Inlet Crossing project for the Greater Vancouver Water District entails deep shaft construction, subway sized pressurized face tunneling through highly variable ground conditions, installation of three permanent steel water mains and construction of elaborate valve chambers adjacent to either shaft. The paper discusses key elements of the planning and implementation of 6.69 m Ø slurry mixshield tunnel boring machine (TBM) assembly in a small diameter deep shaft including incorporation of a fully pressurized launch lock, preparations for saturation diving, surface support infrastructure and initial mining sequence.

Coal supply analysis has since about 1973 become a major activity of many scholars and consulting firms. The present paper is an effort to explain in as nontechnical fashion as possible the state of the art and what implications, if any, the research has for those actually engaged in producing coal or regulating the industry. l The discussion stresses the coal supply side of the models and makes limited comments about other elements in the analysis. To orient the appraisal, it is desirable to recall the features of coal supply that an adequate model should capture. The first considerations are the locational aspects of the industry. Transportation costs can, in some cases, exceed the production costs of coal, and thus any adequate model must incorporate a treatment of the economics of transporting coal from one location to another. A second major issue is that of the heterogeneity of coal; models should treat as well as possible such key differences among coals as their Btu and sulfur content. Third, we recognize that, with given technology and labor, capital, and supply costs, an expansion of the supply of a given type of coal in a specific region will occur only if prices rise. This is the familiar proposition of textbook economics that supply is an increasing function of price. Finally, over time, changes in technology, input cost, and depletion interact to cause changes in the price of given amounts of coal. Economics represents the net effect of this process by a shift over time in the supply curve. During the 1950s and 1960s, the trend was to reduce the production costs of a given output; subsequently costs rose sharply.

Gob holes are routinely used by the mining industry to vent methane from gobs and to prevent it from entering the mine ventilation system. In some cases, flows from gob holes are measured by centering an anemometer on the end of the discharge pipe. These measurements are erroneous and tend to be high by as much as 30%. The Bureau of Mines determined correction factors (method factors) for anemometer measurements taken in this manner. Method factors for 10.2, 15.2, and 20.3 cm (4, 6, and 8 in) ID pipe are 0.68, 0.71, and 0.78, respectively. Comparisons between horizontal and vertical flows indicated no significant change in method factors. Consequently, the method factors for horizontal pipe flows can be applied to vertical upward flows.

"Ed Rapp is among those who believe in the saying that necessity is the mother of all invention. Rapp is the president of Caterpillar’s mining group. As such, he is tasked with leading the world’s largest mining equipment maker, and its customers, through this time of lower commodity prices, while also positioning his company to be prepared for better days that lie ahead.The decade-long mining boom fueled by growth in emerging markets and demand for commodities that led to record prices for some metals paused in 2008 with the global financial crisis. However, according to Rapp, thanks to stimulus packages around the world, and in particular the stimulus from China that was focused on infrastructure, the mining sector recovered fairly quickly, and from 2010 to 2012, mining was strong.And then the stimulus stopped. Credit dried up and global growth began to slow down and, in the three years since, commodity prices have declined by an average of 60 percent. Caterpillar expanded during the boom, acquiring Bucyrus, and investing billions into the mining sector. It has felt the pinch of the slowdown as much as any mining company in the world. These pages, and those of other mining publications as well as mainstream media, have been filled with stories of doom and gloom about the industry. But Rapp, while acknowledging that the difficult times have been painful, also said Caterpillar sees opportunity in the slow down and reaffirmed his company’s commitment to the mining industry as absolute."

Heap leaching has become one of the prime technologies used for the recovery of precious metals from low-grade ores over the past ten years. The recovery process involves mining and stacking the ore on engineered leach pads, with or without crushing and/or agglomeration, followed by leaching with a low concentration sodium cyanide solution. The metal-bearing, pregnant solution is then processed by zinc precipitation or activated carbon absorption to extract the precious metals. The leaching process continues until all economic metal values are removed at which time the spent heap leach pads, the leached materials and excess process solutions require decommissioning. The management of these solutions may present a potential challenge for successful and environmentally sound decommissioning due to their composition, volume or continuity of generation from the spent ore even though active leaching has been terminated. The principal objectives of solution management in decommissioning spent heap leach pads are to meet all operative environmental regulations in a cost-effective manner and to leave the pads in a condition where they do not present a long-term liability either to the operator or to the environment. This involves the reduction in volume of the residual process solutions and/or treatment of these solutions to where they meet applicable water quality criteria. In the past, the environmental and economic aspects of decommissioning and solution management have been overlooked or under-estimated during the planning of mining operations. As a result, there is a potential for long-term liabilities and costs to be recognized only at the end of active leaching, a time at which operating revenues and cash-flow are minimal. Therefore, the decommissioning process requires addressing at the mine planning stage and agencies now require that a plan for solution management after the cessation of operations be submitted prior to initiation of mining. This paper discusses aspects of process solution management during decommissioning, both in terms of quantity and quality, and how potential issues may be recognized and planned for in the initial stages of heap leach design.

When developing a detailed plan to incorporate all the complex activities involved in a surface lignite mine, many elements must be carefully evaluated as to the individual and cumulative effects on the end result. The following elements are generally evaluated when planning a surface lignite mine: ? Reserve evaluation, including lignite quality characterization; ? Delineation of mining parameters, including lignite recovery factors, geotechnical factors, land control factors; ? Selection of mining blocks; ? Pit sequencing; ? Reclamation, including soil reconstruction design and land use planning; ? Overburden handling design; ? Selection of equipment; ? Sizing of equipment; ? Manpower requirements; and ? Other elements, including contract negotiations and execution, financing, investment return, operation economics, permitting and scheduling.
