The 2006 Sago, Darby, and Aracoma mine disasters in the United States (US) forced the US government to implement the 2006 MINER Act and additional regulations that require all US underground coal mines to install and maintain refuge chambers to manage entrapment emergencies, in particular, fires and explosions. However, there is a debate on whether barricading in refuge chambers is a good strategy to survive such emergencies. Australian coal mines are not required to use refuge chambers and, instead, have adopted a strategy that focuses on instructing and training miners to self-escape to the surface. This paper analyzes merits and problems of using refuge chambers and self-escape to the surface to manage emergencies in fires or explosions in an underground coal mine. The authors found that the use of refuge chambers may not be the best strategy during extensive fires or when multiple explosions happen. In these situations, mine rescuers are unlikely able to extract miners who are sheltered in chambers and conversely, self-escape may save more lives than sheltering. Chances for successful self-escape are further improved by regular, externally assessed training such as Level 1 Emergency Exercises required in the Australian State of Queensland. These exercises put pressure on mine operators to ensure and maintain the effectiveness of their emergency management system.

A deep-seabed integrated mining system, which consists of four subsystems such as riser pipe, buffer, flexible riser, and tracked vehicles, is presented in Figure 1. In order to collect more manganese nodules, multiple tracked vehicle systems should be used in a deep-seabed integrated mining system.

The ever increasing energy costs associated with mining at depth has become an important issue that needs to be addressed for future sustainable production. Vale Inco Limited?s Creighton Mine being the deepest has the highest energy cost per ton due to the ventilation system requirements. A review of the ventilation systems was undertaken with respect to current practices and identification of opportunities to the practical application of technology that would facilitate energy savings. Energy conservation initiatives such as time of day controls have been implemented; however there still remained some opportunity for further reduction. Based on previous studies that identified opportunities due to actual time spent in the workplace, our mining method and ventilation design, it was determined that Ventilation on Demand (VOD) could provide further additional energy reductions with respect to our auxiliary fans. A pilot project has recently been initiated to apply a Ventilation on Demand concept to two 112 kW auxiliary fans and their related workings located on the 2340m level of Creighton Mine. The project objective is to determine the practical methodology and application of this technology in the field. This project involves the installation of variable frequency drive (VFD) starters on the auxiliary fans to allow variable volume (through speed control) based on demand. The required flow is determined based on equipment and/or personnel via identification tags. The Fans adjust to the flow requirements as measured by flow sensors. Since the fans are sized for the final requirements the required flows can be achieved regardless of system length. Energy savings are realized by supplying only the volumes (power) as required and only when required. This paper discusses the rational and program being tested at the VALE Inco Limited, Creighton Mine.

The ability to track miners and communicate with them while they work in underground coal mines is important during normal daily operation, and critical in emergency conditions. This was evident during recent incidents at underground coal mines worldwide. Communication with miners and the knowledge of their location is of great importance for rescue efforts and the preservation of life. Numerous technologies have been developed, adapted and deployed to meet tracking requirements of the Mine Improvement and New Emergency Response (MINER) Act of 2006. Evaluating the performance of these systems has proven to be dif?cult for mine operators, system manufacturers and regulatory agencies. The MINER Act requires operators to improve accident preparedness by developing an emergency response plan speci?c to each mine. With the recent implementation of the provisions of the MINER Act of 2006, all underground coal mines in the United States are subject to the mandates of legislation concerning communication and tracking system installation. As of June 2011, 203 new or revised tracking and/or communication systems had been approved by the U.S. Mine Safety and Health Administration (MSHA), with nearly 50 other systems or revisions in the approval process (MSHA, 2011). At that time, the available approved systems for underground coal mine use included these types: ? Leaky feeder communication systems. ? Fixed node-based communications and/or tracking systems. ? Wireless node-based communications and/or tracking systems. ? Medium frequency (MF) communication systems. ? Communication system peripherals. Other types of tracking systems have since been developed and some manufacturers are seeking approval for use in this application. Some of the new products include through-the-earth (TTE) systems and various radio frequency (RF) adaptations. New technologies that are currently being developed and deployed in other industrial applications should also be considered, including acoustical, optical, inertial and hybrid technologies. To date, no uniform method has been employed in the industry to effectively compare and evaluate the performance of installed systems. Neither industry operators nor regulatory agencies can accurately assess the capabilities of installed systems in the continuously changing mine environment. There is a need for a uniform evaluation method that provides the ability to assess how different systems and technologies perform in various mining applications, and whether they can satisfy the regulatory requirements.

This paper presents the results of an investigation into the influence of hydrodynamics on a preflotation process for the copper sulfide ore from the Fore-Sudetic Monocline deposits in Poland in a flotation machine. The main aim of the preflotation stage for Polish copper ore is to remove the easy-to-float organic matter — organic carbon — that causes serious problems in metallurgical processes. The organic matter is connected with the presence of shale ore. This paper describes the preflotation experiments conducted to investigate the effect of various stirrer speeds. The upgrading selectivity of copper and organic carbon were analyzed and compared. The results show that the effectiveness of separation between organic carbon and copper decreases with increased stirrer speed in the laboratory flotation machine. The more intensive the mixing of the flotation suspension, the lower the selectivity of the preflotation experiment. Lower stirrer speed probably provides lower mechanical entrainment and flotation of copper minerals.

St. Peter sandstone is very different from the minerals and rocks that have been studied extensively in mining. On the one hand, it is brittle as characterized by an unusually high friction angle and steeply curved failure envelopes. On the other hand, it is friable, possessing extremely low, and in most cases zero cohesion. The scarcity of the ground control techniques for this particular mining environment has created many difficulties for the mine operators. In order to resolve these problems, the geotechnical properties of the St. Peter sandstones were investigated through a comprehensive research program, which included uniaxial test, triaxial test, porosity test, thin section, X-ray diffraction (XRD), and scanning electron microscope (SEM). The specimens used for the uniaxial and triaxial tests were specially prepared because of the highly friable nature of the St. Peter sandstone. Thin section, XRD and SEM were utilized to examine the effect of the microstructure of the St. Peter sandstones on its strength characteristics.

Introduction The Cove gold-silver deposit is located in Lander County, NV about 50 km (30 miles) southwest of Battle Mountain, NV (Fig. 1). The deposit is in the north-central part of the Fish Creek Mountains within the McCoy mining district. Gold was first discovered in the McCoy district in 1914 by Joseph H. McCoy (Vanderburg, 1939). From 1928 to the early 1930s, minor production occurred from shallow underground workings. Total gold production was less than 311 kg (10,000 oz; Stager, 1977). The district was inactive until the mid-1960s when it was explored by Bear Creek Mining, Summa Corp., Houston Oil and Minerals Corp., Gold Fields, and Tenneco Minerals. Tenneco began a detailed reevaluation of the McCoy deposit in the fall of 1984. Tenneco's decision to place the deposit into production was based on a geological reserve of 8.7 t (280,000 oz) of gold (Kuyper, 1987). Subsequent exploration and development drilling of the McCoy skarn deposit has more than doubled the mineable skarn reserves to 19 t (615,000 oz) of gold. In September 1985, Tenneco began development work on the McCoy gold-skarn deposit. The project is an open-pit, heap leach mine. The first gold was poured in April 1986. Echo Bay Mines acquired Tenneco's precious metals properties in October 1986. The mining operation and district exploration started by Tenneco is continuing under the Echo Bay's ownership. The Cove deposit was discovered in January 1987 and production began in February 1988. The deposit will begin as an open-pit, heap leach operation. It will be converted into an open-pit and underground mine with a 9-kt (10,000-stpd) mill. Geologic setting The Cove gold-silver deposit is situated on the east flank of the Fish Creek Range. Surface elevations range from 1460 to 1680 m (4800 to 5500 ft). The deposit is 1.6 km (1 mile) northeast of the McCoy gold-skarn deposit. The Cove deposit is hosted by the Augusta Sequence of Triassic age. Three formations of the sequence are mineralized at the Cove. In ascending order they are the Favret, Panther Canyon, and Augusta Mountain formations. The Favret formation is a gray, locally silty limestone that is commonly fossiliferous. The base of the formation is not exposed. Exposed and drilled intervals are more than 60 m (200 ft) thick. Conformably overlying the Favret formation is the Panther Canyon formation. This formation is 215 m (700 ft) thick and consists of a siliclastic and carbonate sequence of conglomerate, quartzite (sandstone), mudstone, limestone, and dolomite. In practice, frothers are selected following general guidenlies and verification by laboratory and/or plant flotation tests. The terms “powerful” or “selective,” which are commonly used to characetrize frothers, have intuitive rather than scientific meaning. A research program has been set out to study fundamental properties of the flotation frothers and to identify the tests which can provide information needed to characterize and classify such flotation agents.

"Tell us how you got involved in mining and about your career path.My dad was a coal miner and my uncle was a metallurgist, so when I enrolled at Penn State’s New Kensington Campus, I chose the College of Earth and Mineral Sciences — exact majors didn’t get picked till the end of your sophomore year. Penn State New Ken had an associate degree in mining program and one of the guys in my carpool was going to take Mining 30 in the evening and the other guy (mechanical engineer) was also able to take an evening class. I didn’t want to break up the carpool, so I took Mining 30, complete with essay tests. I could write, so I did well, and the professor said I should go into mining engineering. Fast forward to the end of the next term at University Park, and I realized there wasn’t enough chemistry in mining. Switching to metallurgy would have meant another term at that point, so Dr. Lovell, my advisor, trotted me down the hall and to the next building and said I was a mineral processor. That stuck. I was a summer student at U.S. Steel Research between my junior and senior year and they paid for my master’s degree — all about clay and macerals in coal flotation. During that time, the steel industry tanked, and I thought a Ph.D. would be a good idea — I could always teach at the university level if I had those credentials. The Electric Power Research Institute had a Coal Cleaning Test Facility in Homer City, PA, and I conducted my Ph.D. research on rate and residence time in conventional coal froth flotation cells there and at a local cleaning plant. I went to work at the test facility in 1987 (later CQ Inc.) and stayed there until I started PrepTech Inc. in 1997. PrepTech offers some consulting services for coal cleaning plants and sells mineral processing equipment, mostly to coal companies. I can’t believe it’s been 21 years.And what about your SME career?Of course, I was a student SME member at Penn State. We used many of the SME books in class, so who wouldn’t want the student discount? While in Homer City, I became involved with the Appalachian Plateau Subsection of the Pittsburgh Section. We’d hold quarterly meetings with interesting speakers and had good attendance. I was the secretary. I’m still the secretary and also get the bank statements. We’ll need to close that out some time, but I guess I’ve been hoping for resurgence in the Indiana/Cambria/ Somerset area."

The state of the tunneling and underground construction industry and the advancements of the industry?s biggest machines were the main topics at the 2008 edition of the UCA of SME?s annual George A. Fox Conference. This year SME hosted more than 250 tunneling and under-ground construction professionals at the Graduate Center, City University of New York. During the morning session of the long-running one-day conference, attendees heard a state of the industry through the annual Home-town Update where it was evident that the industry is doing well. Michael McHugh of Moretrench cruised through the many projects that are under way along the Eastern seaboard of the United States and said he could have gone longer if time allowed. An example of how well things are going for the industry is a look at New York, where the industry is flourishing. The New York City Water Tunnel # 3 project is a $668 million project that was awarded to Schiavone/Shea/Frontier Kemper joint venture in 2004. McHugh said that mining on the project was completed in August 2006 and that all con-tract work is expected to be completed by August 2009. The Second Ave. Subway is a $337-million twin tunnel project that will connect upper Manhattan with the financial district. This is a four-phase project. McHugh said the Metropolitan Transit Authority obtained full funding in 2007 and construction awards will be awarded during the next two years. The No. 7 Line Flushing extension, a five-year, $1.15- billion project that will redevelop the Hudson Yards area of Midtown West and the New York City Water Tunnel No. 3 project is the largest capital construction project in New York City?s history. McHugh said the project was given notice to proceed on Dec. 13, 2007. The project includes three large shafts, two parallel 6.7 m (22 ft) tunnels at 2,000 liner m (6,500 liner ft), one large cross adit, one large underground rock cavern station with two interlocks and eight penetrations. These were just a few of projects mentioned in the Hometown Projects update.

Cyanide is a toxic species that is found predominantly in industrial effluents generated by metallurgical operations. Cyanide's strong affinity for metals makes it favorable as an agent for metal finishing and treatment and as a lixivant for metal leaching, particularly gold. These technologies are environmentally sound but require safeguards to prevent accidental spills. Various methods of cyanide remediation by separation and oxidation, including photolytic advanced-oxidation processes, are therefore reviewed. Reaction mechanisms are presented throughout the paper. The methods are compared in regards to their effectiveness in treating various cyanide species: free cyanide, thiocyanate, weak-acid dissociables, and strong-acid dissociables.

Diffusion phenomena in mine airways are important to trace gas and dust introduced into mine ventilation flows. Authors have carried out tracer gas measurements to check mine ventilation using concentration-time curves measured in mine airways, however dispersion mechanism to enhance effective diffusion have not been cleared. A numerical model using discrete tracer points dosed into tube flow has been presented to simulate their movements in consideration of turbulent velocity profile and fluctuation. Numerical simulations have been carried out to predict distributions of dosed points in tube flows with turbulent velocity profile, turbulent intensity profile and Reynolds stress. The numerical simulation results show that a combination of turbulent velocity profile and fluctuation creates extremely large dispersion of points in longitudinal direction and concentration curve with long tail was observed. This dispersion by velocity profile and fluctuation contributes large effective diffusion coefficient compared with original diffusion coefficient dominating in uniform velocity fields. Furthermore, the effect of Reynolds stress on the concentration-time curves is discussed.

Discrete (digital) signal processing techniques are proving to be very valuable tools for miners using the block cave method. Waveform analysis of different measured signals associated with active mining provides valuable information on production dynamics and safe operation of the mine. For example, correlation of the 3D surface displacement velocity waveform and the production output waveform reveals a remarkably predictable time-varying physical process. Studying the geometrical and temporal relationship between these two signals opens a broad window through which new management techniques become apparent. In this paper we discuss the signal processing techniques used to study these relationships, as well as the related implications for mining. This research was carried out in association with the Chevron Mining underground molybdenum mine in Questa, New Mexico. Some of these new techniques will be integrated into the decision management process at the mine and will provide insight on ore production, draw control, and safe reclamation. The science of signal processing involves the analysis and interpretation of physical processes that vary with time. Two general categories of signals1 are recognized. A continuous signal is a waveform of varying amplitude that is continuous in time (such as a sine wave). A discrete signal is a sequence of quantized values. The independent time variable and amplitude are sampled periodically such that we only know the value and shape of the waveform at the sampling frequency. Displacements measured by a Global Positioning System (GPS) receiver are an example of this. Discrete signals may be studied in the time, frequency, autocorrelation, or wavelet domains. In this paper the amount of ore extracted from the mine and the measured surface displacements are analyzed in the time domain.

Washington?s King County is constructing a new regional wastewater treatment facility, called Brightwater, in response to growth in the greater Seattle region. Planning conducted in the late 1950s identified the need for two regional treatment facilities. Constructed in the 1960s, these plants have served the region well. However, an eventual need for a third facility was also recognized. The Brightwater project implements the final phases of the long-term plan. The project includes a new treatment plant and an extensive conveyance system. When completed in 2010, the Brightwater facilities will treat sanitary sewer flows from growing populations living in northern King County and southern Snohomish County. The new system will fulfill commitments to provide wastewater services to local jurisdictions and sewer service providers in the King County Service Area. It will also provide more flexibility in the operation of the King County regional wastewater system. The Brightwater wastewater treatment plant will provide secondary treatment capacity using membrane bioractor technology in 2010 for 36 million gallons per day (mgd), with anticipated expansion in 2040 to 54 mgd, using membrane bioreactor technology. These capacities are for average wet-weather flows. The plant will also accommodate peak hourly flows of 130 mgd by 2010 and 170 mgd by 2040. The Metals Mining Sector of the Acid Drainage Technology Initiative (ADTI-MMS) addresses technical drainage-quality issues related to metal mining and related metallurgical operations, for future and active mines, as well as, for historical mines and mining districts. One of the first projects of ADTI-MMS is to develop a handbook describing the best sampling, monitoring, predicting, mitigating, and modeling of drainage from metal mines, pit lakes and related metallurgical facilities based upon current scientific and engineering practices. One of the important aspects of planning a new mine in today’s regulatory environment is the philosophy of designing a new or existing mine or expansion of operations for ultimate closure. The holistic philosophy taken in the ADTI-MMS handbook maintains that sampling and monitoring programs should be designed to take into account all aspects of the mine-life cycle. Data required for the closure of the operation are obtained throughout the mine-life cycle, from exploration through post-closure.

The following report details the successful construction of Contract 2A of the Three Rivers Water Quality Management Program, Intrenchment Creek Combined Sewer Overflow Conveyance System, in DeKalb County for the City of Atlanta, Georgia. The contract required construction of approximately 2878 m (9443 ft) of tunnel bored to an initial diameter of 7.95 m (26 ft 1 in), with provisions to concrete line those portions designated by the engineer to a finished internal diameter of 6.91 m (22 ft 8 in). Flanking the tunnel are two shafts. The upstream shaft was excavated to a nominal diameter of 4.87 m (16 ft) to accommodate a finished internal diameter of 3.66 m (12 ft). This shaft required a transition boot fully concrete lined to final dimensions of 6.91 m (22 ft 8 in) wide, 13.72 m (45 ft) long, and varying in height from 6.91 m (22 ft 8 in) to 12.80 m (42 ft). Associated work necessary to complete the contractual obligations included installation of 22.86 m (75 ft) of cut-and-cover box culvert, 484 m (1589 ft) of open-cut sewer installation in sizes ranging from 0.30 m (12 in) to 1.68 m (5 ft 6 in), one river crossing, 137.46 m (451 ft) of monolithic concrete trapezoidal channel, and installation of 19125 cu m (25000 cu yd) of select fill material compacted and graded to finished contours. The downstream shaft was excavated to a minimum diameter of 12.04 m (39 ft 6 in) and concrete lined to a finished internal diameter of 10.67 m (35 ft). Requirements here included installation of a complete pumping station with all mechanical, electrical, and structural elements necessary for dewatering the tunnel through the controlled use of four 250 hp submersible pumps discharging into the facilities of the Intrenchment Creek Water Pollution Plant. LaModel is a boundary-element program capable of calculating the displacements and stresses in thin bedded deposits such as coal, salt, or potash. Throughout its history, it has continually been upgraded in order to expand analysis detail and stay current with the latest advances in computer technology. The most recent enhancements include: an increased grid size capability, a significant increase in the speed of the automatic grid generation using an AutoCAD visual interface, implementation of subsidence-based horizontal strain calculations for multiple-seam situations, and pillar safety factor calculations. To demonstrate these new features, a multiple-seam case study of a longwall panel undermining an active set of main entries is presented.

The paper summarises the results of a recent study of minerals planning policies of the Member States of the EU. The study has shown that contrary to the public opinion the production of industrial minerals and construction minerals is significant the former accounting for about 20 percent of global production, the latter amounting to about 3 billion tonnes per annum. In contrast the importance of metal ores has diminished although metal production in some European countries can still be significant. The study revealed that very few Member States have clearly defined mineral policies. Common to most mineral policies is the emphasis on reducing minerals consumption and recycling whereas the important aspect protecting access to minerals resources is not adequately addressed by most policies. Access to mineral deposits is regulated in most Member States by land use legislation and administration. Information on mineral deposits in land use planning data bases tends to be scarce. This together with the absence of formal mineral policies places minerals at a disadvantage in land use decision making. The emergence in the recent past of environmental legislation and in particular environmental impact assessments has had a crucial effect on the duration of the authorization process for new mineral projects. Examples are given how minerals planning is handled in some of the Member States.

Development of a three-dimensional mine visualization model for a section of the mine is addressed first. Discontinuity orientation and location information was taken from this visualization model for use in slope stability analyses. Estimated shear strength properties of discontinuities and mechanical properties of intact rock from the rock mass samples obtained from the mine are discussed next. The paper is then focused on the calculated maximum safe slope angles based on the performed kinematic and block theory analyses using the mapped discontinuities at the mine. Finally, the effects of water that exist in the rock mass, tension cracks, slope face inclination, overall wedge height and double benching on factor of safety of wedge stability are illustrated through limit equilibrium slope stability analyses.
