The trend toward encouragement of worker participation in accident prevention in the coal mines of the United States is not new; however, it has been given added impetus in recent years and is now definitely progressing. It has been found by experience that, although there are many approaches to a mine-safety program that will include the workers themselves as well as their supervisors, no one way is suitable under all circumstances. It requires the concerted efforts of many agencies working along parallel lines toward a common goal. The following seven principal agencies, using somewhat different methods, are listed to illustrate how this problem is approached throughout the coal-mining industry 1. Federal Bureau of Mines. 2. State mining departments (in individual States where coal is produced). 3. Programs conducted by individual mine operators. 4. Programs conducted by mine workers' organizations (unions). 5. Institutes, societies, and other educational organizations. 6. Coal operators' associations (regional and national). 7. Universities, college, and high schools. Each of the seven approaches to safety are discussed briefly, and their methods end contributions, such as publications and other activities, are listed.

The fundamental properties of dielectric separation were studied to provide insight into the design and operating characteristics of a dielectric separator. Force equations on mineral particles were derived and evaluated experimentally. Responses to variations in the electrical voltage and frequency, feed rate, particle size, dielectric fluid, and dielectric constant were tested theoretically and experimentally, using a 5-cm-diam dielectric separator. High-dielectric mineral recovery was proportional to the calculated effective dielectric force volume (EDFV) that surrounded each drum-electrode wire. Electrode spacing was the most sensitive design parameter; spacing of less than 0.4 cm was required for a good separation. Dielectric separation was effective for separating minerals with dielectric constants that differed by approximately 2 or more.

The most promising candidate for the recovery of alumina from non-bauxitic sources is the leaching of clay by HCL acid followed by crystallization of aluminum chloride hexahydrate (ACH) by hydrogen chloride sparging. Hydrothermal precipitation of boehmite ( ?-A100H) from aluminum chloride solution will simplify the process, will reduce energy consumption and will eliminate corrosion problems involved in calcination of ACH to obtain alumina. This report summarizes the results of Phase I of a program to study the precipitation of boehmite from AlC13 solutions. The amount of boehmite precipitation from dilute A1C13 solutions (5 wt%) is . negligible below 200°C. Above 200°C the precipitation increases with increasing temperature approaching 40% at 300°C. Addition of HCl acid to the dilute A1C13 solution even in small quantities drastically reduces boehmite precipitation. Solution impurities such as Fe, Ca, Mg, or Na substantially promote the precipitation of boehmite. No precipitation is observed from concentrated A1C13 solution (30wt%) representing the leach liquor.

The United States Bureau of Mines has been conducting investigations of electrical equipment curing a period of more than 25 years in an endeavor to encourage the development of safer electrical equipment for coal mines. In order to conduct these investigations in an orderly manner they are carried out under a published schedule of tests known as Schedule 20, which specifies detailed requirements for motors, controllers, etc., and fees covering the various inspections and tests made as part of a routine investigation.

The mineral olivine, though known to mineralogists for many years, was of little commercial value in the United States before 1933. It was first described in 1790 by Johann Gottlieb Werner, who named it "olivine in allusion to its olive-green color. Commercial olivine first attracted attention because of its refractory properties. Further research has developed methods of extracting the magnesia content for the production of various magnesium compounds. Experimental and pilot-plant work also are in progress to make olivine available as a low-cost raw material for the production of magnesium metal.

One of the best present-day yardsticks of the material welfare of a nation is its consumption of minerals, The United States, with only 7 percent of the world population, consumes 45 percent of the world wealth, pays the highest real wages, has the shortest working hours, and numbers the largest percentages of home owners among its population, and at the same time its per-capita consumption of minerals is far greater than that of any other nation. In 1937, British India, with roughly twice the population of the United States, used less than 2 percent as much lead, 4 percent as muck zinc, and 13 percent as much copper; even in Europe, which has three times our population and where war preparations have greatly expanded the normal needs of peaceful industries, the aggregate consumption of metals and industrial minerals other than lignite is less than the total for the United States alone. The march of civilization passed from the Stone Age to the Bronze Age before the dawn of history. It may be questioned whether man or monkey first threw stones at an enemy, but only man could have fashioned rough stones into weapons. Eoliths rudely shaped by apelike men are believed by archaeologists to have antedated by hundreds of thousands of years the existence of our own human ancestors. The primitive people that followed the retreating Ice Cap northward in early quaternary period - at least a million years ago - were fairly adept in the shaping of flints and even used a little copper. The Bronze Age, so-called, superseded the Stone Age when, around 8,000 B. C., the news spread that chunk s of natural copper could be pounded into better weapons or cutting implements than ever could be made by chipping stones. The Bronze Age gave place to the Iron Age about 1,000 B, C., and though students of modern history may speak of the Coal Age, the Petroleum Age, and the Automobile Age, and so on, these ages have all been crowded into a brief century and a half. The truth is that we still are in the Iron Age, unless perhaps we choose to call it the Age of Many Metals.

A lignite from Milam County, Tex., has been oxidized by air at temperatures from about 27° to 300° C. for varying lengths of time. The oxidized coal was carbonized at 500° C. in a laboratory assay unit, and the products of carbonization were measured and analyzed. The data presented suggest that, as lignite is progressively oxidized, tar yields are decreased and gas yields are increased in a ratio approximating 1:1. It is surmised that tar-yielding structures in the nonoxidized coal produce gas, principally, when the coal is oxidized. Char-yielding structures of the nonoxidized coal give rise to additional water of decomposition after oxidation and pyrolysis. As lignite is subjected to greater oxidation, the gaseous product evolved on pyrolysis becomes almost entirely carbon dioxide. Tar yields decrease with an increased degree of oxidation, so that the reduction in tar yield may be used as a qualitative measure of oxidation. Pilot-plant drying and carbonization, where air is used as the transport gas and where some air is included in the drying and carbonizing gases, induces some oxidation of the coal particle. The short residence time in a fluidized system with reference to the oxidation environment limits the oxidation.

Chlorination of sulfide minerals and several prepared metal sulfides was studied. The resulting data were analyzed with respect to kinetics of the reactions and application to nonpolluting methods of winning metals from sulfide ores. Sulfides of iron, copper-iron, nickel, lead, zinc, silver, bismuth, arsenic, rhenium, molybdenum, and tungsten were investigated at temperatures up to 600° C. Copper-iron, lead, and zinc sulfides showed at least some product-controlled (parabolic) kinetics at the lower temperatures within the temperature ranges studied, but only nickel and silver sulfides had chlorination rates controlled by parabolic reaction kinetics in the commercially important temperature range of 450° to 600° C.

"Surface IR (infrared) modes of crystalline and fumed (amorphous) silica particles, calcined at temperatures up to 1095°C, have been studied by Fourier transform infrared spectroscopy. The ability of these same particles to lyse cells has been measured by a hemolysis protocol. The untreated crystalline and amorphous materials differ by a factor of 40 in specific surface area, and the intensity per unit mass of the sharp surface silanol band near 3745 cm-1 in the amorphous material is an order of magnitude larger than in the crystalline material. A similar difference is observed in the lysing potential of the two materials. The intensity of the silanol band increases after calcination for both materials, reaching peak values near 500°C, followed by a dramatic drop at higher calcination temperatures, and reaching negligible values for materials calcined near 1100°C. The lysing potential data follow essentially the same pattern for both crystalline and fumed silica. These results are consistent with the hypothesis that the surface silanol groups are involved in cell lysis. Further experiments are suggested to evaluate the relationship between the surface structure of ailica particles and their potential cytotoxicity. IntroductionThe characterization of the surface structure of various allotropic forms of silica is of interest because the cytotoxicity of silica particles of respirable size has been commonly related to the chemical interaction of functional groups on the surface of such particles with the lipoproteins contained in cell membranes (1-3). It has been found that the cytotoxic potential of silica particles varies greatly with their crystalline structure (4,5), particle size (6-8), surface composition (9), and molecular surface configuration (1,10). Studies of the infrared (IR) modes of various forms of silica have been reported by a number of researchers (3 ,11-19). Several books and reviews (20-24) have dealt with the identification of functional groups on silica surfaces and the effect of heat treatment on the surface structure. The nature of the surface is said to be critical in determining the biological activity of silica dusts (3).Fourier transform infrared (FTIR) spectroscopy is a highly sensitive ·technique for identifying IR surface modes of tine particulates, and it was deemed of interest to examine the surface structure and its relation to lysing potential of two widely different types of respirable silica dust. The lysing potential of respirable dust particles has been considered a first-level test for potential cytotoxicity."

This is the first in a series of progress reports on the longwall subsidence research program at the Bureau of Mines Denver Research Center. As part of this program, the Bureau and the Utah Power and Light Co. are cooperating on a study conducted at the Deer Creek Mine, which is directed toward developing the capability to estimate the surface subsidence resulting from longwall mining in a geologic, topographic, and mining environment common to coalfields in the Western United States. A monitoring network has been established at the Deer Creek Mine to measure subsidence over four adjacent longwall panels. To date, two panels have been mined. Subsidence began as the first panel was mined and continued for 1 year following completion of the panel, during which time the adjacent panel was mined" A maximum of 2.7 feet of subsidence occurred over the two longwall panels mined at a depth of 1,500 feet. Because of the length of time that subsidence continued after mining, the final subsidence profiles and angle of draw have not yet been determined.

A study was made in the Bureau of Mines experimental coal mine of factors affecting gas ignition by a cutoff explosive charge. Experiments showed that, although gas could be ignited under some circumstances, the probability under normal mining conditions would be low. The use of permissible explosives, relatively short-delay intervals in firing adjacent holes, blasting to a 6-inch kerf, and reasonable care in the placement of the holes favor safe blasting and are current practice in mining. The experiments also showed that the weight of the charge is not a primary factor in the ignition of gas by a cutoff charge. The quenching action of a first charge on the igniting action of a second was verified in a supplementary study. Related experiments have shown that gas at the face may be ignited by a single charge of explosive when fired with a light coal burden. Permissible explosives were less hazardous under these conditions than nonpermissible explosives. The frequency of gas ignition in cutoff and single-charge experiments increased as the linear distance between the sheared face and the opposing mine rib increased.

"The art of treating ores by the chloride volatilization process is still in the experimental stage. The process has not been sufficiently developed along chemical and metallurgical lines to state definitely just what place it will occupy in the metallurgical industry. The theory upon which the process operates has received the attention of prominent metallurgists for the past twenty years, and research and experimental work has been conducted by many investigators.Much of the experimental work done has never been published, and it seems that the accumulation of such results if made known would be an important aid to the further development of the process. The object of this paper is, therefore, to bring salient features of the process to the attention of the metallurgical industry, both for the purpose of furnishing information, and receiving from interested parties any comments which the reading of this article may suggest. A bulletin covering the work done at the Intermountain experiment station of the U. S. Bureau of Mines, situated at Salt Lake City, Utah, is in course of preparation.The chloridizing roast is usually accompanied by appreciable losses due, to the volatilization of the metals as chlorides during the roast, these losses often running as high as 30 per cent, depending upon the temperature, the character of the ores and the associated gangue material. It was not until 1891 that Croasdale, (Croasdale, Stuart, Engineering and Mining Journal, Aug. 29 1903) by observing this and stack deposits from the chloridizing roast, recognized the possibility of making volatilization a major instead of a minor feature of the roast. He then made tests on a large number of tires from different, localities, the result of which showed the, general application of the process. The main difficulty, as stated, by Croasdale, was the lack of a suitable means for recovering the fume from the furnace gasesIn 1913, Cottrell (See Mining and Scientific Press, March 29, 1913; alsoTrans. The Bureau of Mines conducted radiation-ventilation studies in six large underground uranium mines to investigate the extent of radon-daughter exposure experienced by the miners and to analyze the ventilation systems to set what changes were required to achieve recommended radiation standards. The studies entailed tracing and measuring the mines' ventilating air, quantitatively and qualitaitively, from its entrance into the mines, through production areas, and lack to the surface. Pressures consumed in creating airflow through mine circuits were determined by altimeter surveys. Air quantities were measured with anemometers or by chemical smoke cloud methods. Air quantities delivered through tubing were determined using U-tube water gages to magnahelic gages to measure velocity pressures. Radon-daughters were filtered from mine air to measure alpha activity; activity levels were converted to "working levels," the established unit for reporting miner exposure. Attention was given to locating unnecessary contamination influx sources and recirculating air. The radiation-ventilation surveys showed that where basic principles of food ventilation were not followed, high alpha radiation levels invariably resulted. Some mines required more primary air for controlling radiation levels throughout active areas, but more efficient use of available air was generally possible. Premature contamination of intake air was prevalent where development Openings intersected ore or passed by worked-out stopes. Several auxiliary systems were inefficient in secondary distribution, recirculating air already too highly contaminated for ventilation. Many got these common problems can be traced try the lack of dine planning with radiation control in mind.

Behavioral accidents are a particular type of accident. They are caused by inappropriate individual behaviors and faulty reactions. Catastrophe theory is a means for mathematically modeling the dynamic processes that underlie behavioral accidents. Based on a comprehensive data base of mining accidents, a computerized catastrophe model has been developed by the Bureau of Mines. This model systematically links individual psychological, group behavioral, and mine environmental variables with other accident causing factors. It answers several longstanding questions about why some normally safe behaving persons may spontaneously engage in unsafe acts that have high risks of serious injury. Field tests with the model indicate that it has three important uses: It can be used as an effective training aid for increasing employee safety consciousness; it can be used as a management laboratory for testing decision alternatives and policies; and it can be used to help design the most effective work teams.
